Moines
is
home
to
two
hundred
and
eight
thousand
citizens
and
it's
a
responsibility
of
the
police
department
to
keep
him
safe
on
yearly
average.
Our
communication
center
takes
473
calls
for
service,
resulting
in
54,000
police
cases.
The
authorized
strength
of
the
police
department
is
374
sworn
police
officers.
In
addition,
109
civilian
personnel
provides
support
services
within
the
organization.
It
is
the.

Largest
department
in
Des,
Moines
city
government,
the
Chief
of
Police
directs
the
operation
of
the
entire
police
department
with
the
legal
adviser,
public
information
officer,
media
office
office
of
Professional
Standards,
and
the
executive
officer
reporting
directly
to
the
chief,
the
Office
of
Professional
Standards
is
responsible
for
overseeing
the
administration
of
the
department's
complaint
system.
Its
goal
is
to
respond
fairly
and
effectively
to
allegations
of
employee
misconduct.

for
an
impounded
vehicle,
you
can
come
to
the
police
departments,
information
section
and
request
those
records
or
inquire
about
any
other
police

The
Investigations
Division
consists
of
the
personnel
and
training
section
and
the
detective
bureau
the
detective
bureau
specializes
in
criminal
investigations
and
includes
various
sections
like
crimes
against
persons,
section
crimes
against
property,
section
intelligence,
section,
identification,
section
vice
and
narcotics
control
unit
and
the
family
conflict
section
victims.

children
are
younger,
we
often
will
make
referrals
to
the
regional
Child
Protection
Center
so
that
they
can
be
interviewed
by
a
forensic
interview
interviewer
in
a
hospital
setting,
and
it
just
seems
less
intimidating
for
them.
There
are
some
cases,
such
as
neglect
cases
where
parents
have
left
their
children
home
alone,
and
those
cases
sometimes
can
just
be
dealt
with
on
more
of
an
informal
educational
basis,
whether
that,
rather
than
filing
criminal
charges,
sometimes
it's
not
in
the
best
interest
of
the
child
to
have
there
parents
arrested
and
then
be
removed
from
their
homes.

Primary
function
of
the
detective
bureau
is
to
assist
crime.
Victims
gather
evidence,
identify
suspects
through
investigative
techniques,
apprehend
criminals
and
successfully
prosecute
those
responsible
for
crimes.
This
is
accomplished
through
proactive
investigations
which
include
community
outreach
and
coordination
with
the
courts,
County
Attorney's
and
other
federal
state
and
local
law
enforcement
entities.
The
des
moines
police
academy
is
the
heart
of
the
department's
personnel
and
training
section
personnel
issues
ranked
high
among
duties.
For
this
section,
the
staff
is
continually
involved
in
hiring
processes
for
sworn
and
non-sworn
positions
within
the
department.

work
closely
with
the
Civil
Service
Commission
and
the
City
of
Des
Moines
human
resources
department
to
identify
the
best
qualified
applicants
des
moines
police
academy
personnel
are
responsible
for
recruiting,
testing,
evaluating
and
hiring
new
employees.
They
are
also
responsible
for
maintaining
medical
and
training
records
for
all
des
Moines
police
department
employees.

The
Operations
Division
is
the
largest
of
three
divisions
and
it's
comprised
of
the
patrol
Bureau
and
the
Homeland
Security
Bureau
uniformed
officers
and
patrol
cars
are
the
most
highly
visible
members
of
the
department
and
it
will
make
the
majority
of
all
contacts
of
the
public.
They
work
three
watches
or
ships
and
patrol
the
city
24
hours
a
day.
When
the
public
calls
for
service,
they
will
most
likely
see
a
uniformed
officer
at
their
door.

Scroll
has
several
several
duties
that
we
do
I
never
wanted
to
be
present
preventive
patrol,
so
a
lot
of
times,
you'll
see
us
driving
up
and
down
neighborhoods.
We
do
respond
to
calls
for
service
and
those
calls
can
be
a
variety
of
things
from
abandoned
cars
to
serious
violent
crimes.
The
bulk
of
our
calls
mainly
deal
with
conflict
and
disputes,
and
just
basic
minor
calls
for
service.

Serious
incidences
aren't
as
common
as
what
you
would
think.
You
wouldn't
possibly
think
that
watching
some
of
the
things
you
see
on
television
once
in
a
while,
but
for
the
most
part
things
generally
our
basic
calls
for
service.
Sometimes
it's
people
just
have
general
questions
for
us.
They
don't
know
how
to
handle
certain
problems
and
we're
able
to
assist
folks
with
that
put
another
times
its
cost
or
something
a
little
bit
more
urgent
in
need.

BSD
is
neighborhood-based
service
delivery
and
that's
a
unit
that
consists
of
16
sergeants
and
officers
who
work
in
specific
areas
throughout
the
city
of
Des
Moines.
Our
objective
is
to
address
problematic
areas
and
try
to
help
them
find
resolve
to
improve
quality
life
in
those
neighborhoods.
We
work
specifically
with
the
neighborhood
inspectors,
zoning
Parks
and
Rec
and
Public
Works
to
address
certain
issues
within
a
city
neighborhoods
MDS
D
has
been
around
for
for
a
while.

It
actually
started
back
with
chief
mold
or
under
the
municipal
approach,
and
it
has
evolved
into
the
neighborhood
based
service,
delivery
and
I
believe
in
proximately
10
years,
1012
years
that
we've
had
the
nbsp
program,
the
nbsp
officers
are
expected
to
be
in
touch
with
their
neighborhoods
know.
The
dynamics
know
the
issues
at
hand
most
of
the
neighborhood
associations
in
the
city
have
monthly
meetings
and
the
MDS
D
officer
attends
those
meetings
and
dresses
crime
stats
targets,
any
criminal
activity,
that's
happening
in
those
neighborhoods.

Des
Moines
police
traffic.
It
is
comprised
of
officers
that
are
specially
trained
in
the
area
of
traffic
enforcement,
which
is
a
proactive
approach
to
police
work
and
traffic
safety.
The
officers
are
trained
in
radar,
OWI
traffic
investigation
and
the
use
of
the
total
station
and
other
equipment
to
be
able
to
determine
the
reasons
why
accidents
have
occurred.

The
unfortunate
part
of
a
proactive
branch
of
the
police
department
is
that
we
do
not
find
people
at
their
finest
hours
when
we
stopped
you
for
a
ticket
there's
a
reason
we
stopped
use,
because
you
are
breaking
a
traffic
law
that
can
result
in
somebody's
death
or
your
own.
If
you
are
drunk
driving,
we're
trying
to
stop
somebody
from
being
injured
or
killed,
whether
it's
you
or
somebody
else,
if
we
were
to
never
go
to
another
accident
scene
into
our
fatal
accident,
that
would
be
a
good
day
for
the
traffic
unit.

Resource
officers
are
assigned
to
every
High
School
in
the
city
of
Des
Moines
and
also
to
the
Middle
School's
and
are
available
to
the
elementary
schools,
if
needed,
essentially
there's
26
hundred
kids
in
East
High
alone,
which
makes
us
the
size
of
small
City.
So
the
responsibilities
here
are
to
make
sure
that
this
is
a
safe
environment.
For
any
student,
any
teacher
anybody
who
may
come
to
visit
visit
the
school.
My
favorite
part
of
this
job
is
that
there's
an
opportunity
to
build
relationships.

Officers
represent
a
proactive
strategy
designed
to
deal
with
early
intervention
and
crime
prevention
in
the
schools.
This
program
is
one
of
the
best
examples
of
community
oriented
policing
that
exists
today.
The
Hispanic
community
is
the
fastest
growing
immigrant
community
in
the
city
in
2000,
the
Hispanic
outreach
neighborhood
resource
advocate
unit
was
created
to
address
the
needs
of
the
police
department
to
better
serve
the
Hispanic
community.
This
specialized
unit
bridges
the
gap
between
the
community
and
the
police
department.
They
serve
as
the
primary
contact
for
the
community.

The
outreach
office
receives
as
many
as
15
assists
from
detectives
at
our
department
per
week.
Outside
agencies
request
assistance
about
five
times
per
month.
The
calls
range
from
just
general
information
to
making
felony
report
cases.
They
also
receive
calls
from
the
Hispanic
community
in
other
towns.
As
far
as
three
hours
away.

The
Mobile
crisis
response
team
is
made
up
of
civilians,
who
are
have
expertise
in
the
mental
health
field,
some
of
them
nurses,
some
of
them
counselors.
They
assist
police
officers.
All
of
the
police
departments
within
polk
county
on
mental
health
calls
back
in
the
late
90s.
Both
the
Polk
County
Sheriff's,
Department
and
Des
Moines
police
realize
that
there
was
the
upswing
in
mental
health.
Calls
and
officers
aren't
generally
trained
on
how
to
handle
mental
health.
So
we
developed
the
mobile
crisis
team
and
it's
been
in
existence
since
2001.

A
lot
of
other
police
departments
use
CIT
training,
which
is
crisis,
intervention
team
training,
which
then
trained
officers
to
be
those
responders,
but
our
department
felt
that
it
was
more
important
to
have
actual
mental
health
professionals
assist
those
people
that
need
that
kind
of
help.
One
thing
I've
learned
working
with
this
team
and
people
in
the
community
that
have
mental
health
concerns
is
that
there's
always
been
a
stigma
with
with
mental
illness,
and
we
try
to
take
that
away
and
let
people
know
that
it's
no
different
than
people
who
may
have
diabetes
or
heart
disease.

They
need
to
be
treated
for
it
and
if
they
aren't
that
a
lot
of
times,
then
there
are
consequences
of
not
treating
it
correctly
and
it's
the
same
thing
for
mental
health.
It
they
call
it
mental
health.
But
quite
honestly,
it's
still
a
medical
concern
and
some
people
need
treatment
and
there
are
those
who
seek
it
and
some
who
don't
and
because
of
that,
they
do
see
consequences
and
that's
why
they
get.
They
have
interactions
with
the
police,
and
we
have
the
programs
goals
are
to
keep
people
out
of
jail
that
have
mental
health
issues.

The
k-9
teams
do
demonstrations
for
a
variety
of
audiences,
including
schools.
The
canines
are
very
important
to
the
department
in
its
fight
against
client
and
protecting
the
citizens
of
Des
Moines.
The
presence
of
this
unit
not
only
minimizes
the
likelihood
that
an
opportunity
injured
but
also
suspects,
the
k-9
unit,
is
the
2005
national
champion
of
the
u.s.
police
k-9
Association
trials.
In
addition
to
the
patrol
canines,
the
Department
has
other
specialty
canines.
The
Narcotics
Unit
has
a
single
purpose.
Drug
detection,
k9
the
bomb
squad,
also
has
two
explosive
detection.

Metro
Star
team
is
basically
that
the
star
stands
for
special
tactics
and
response.
Our
job
is
to
assist
4/12
and
it
helped
barricaded
subjects,
get
more
personnel
patrol
back
on
the
street.
We
have
specialized
training
to
deal
with
barricaded
subjects
or
hostage
situations
or
any
high-risk
search
warrant.
That
needs
to
be
done.
That's
what
we're
trained
for,
and
we
train
monthly
once
we'll
one
month,
we'll
train
once
a
month.
The
second
months
will
think
twice
a
month.

I
Metro
star
dive
team
is
comprised
of
Polk
County
deputies
and
Des
Moines
policemen
and
they're
on
call
to
dive
as
needed
and
when
a
page
goes
out,
they
all
respond
with
their
equipment.
Their
training
is
the
early
emergency
rescue,
diver
1
&
2.
They
respond
from
various
parts
of
the
Des
Moines
police
department
and
the
Polk
County
Sheriff's
Department
to
comprise
the
dive
team.

The
bomb
squad
is
supervised
by
a
sergeant
bomb
tech
and
is
staffed
with
a
full-time
maintenance
bomb
technician
for
ATF
and
explosives,
certified
explosive
detection,
k9
teams
and
a
squad
of
FBI
certified
bomb
techs.
They
are
capable
of
handling
multiple
incidents
that
include
a
robotic
vehicle
capable
of
handling
IEDs
and
they
are
trained
and
equipped
to
work
in
chemical,
biological,
radiological
nuclear
environments.
