the
property
received
a
certificate
of
occupancy
in
1955
and
another
in
1961
when
an
addition
was
put
on
and
the
occupancy
was
as
a
motel
hotel.
Motels
are
defined
as
establishments
where
occupancies
occupants
are
primarily
transient
in
nature.
Motel
use
has
continued.
Since
the
original
certificates
of
occupancy
were
issued,
the
property
has
been
inspected
yearly,
as
required
by
ordnance
51
series.

Many
motels
of
that
same
area
also
included
small
kitchens
or
kitchenette
amenities,
so
that
occupancy
occupants
could
prepare
meals
rather
than
current
cost
of
purchasing
all
meals
as
they
traveled
the
subject.
Property
was
built
in
a
typical
use,
shape
with
most
rooms
on
the
ground
level.
Many
with
small
kitchens
or
kitchenettes.

list
the
property

a
motel
without
any
indication
of
multi-family
use
occupancy,

people
to
live
in
bathrooms
showers,
whatever
none
of
that's
the
case,
we're
not
going
to,
we
don't
have
to
knock
down
any
walls
or
anything
to
turn
these
apartment
units
they're,

literally
have
a
living
room
in
the
kitchen
and
bedroom
into
an
apartment
instead
of
an
intelligence.

this
had
been
originally.
The
original
certificate
of
occupancy
had
just
been
multi-family
instead
of
patel,
which
also
allowed
multi-family
for
longer-term
stays.
At
least
you
know
we
would
still.
We
would
be
able
to
do
this

it
wouldn't
require
any
new
certificate.
It's
kind
of
a
legal
distinction,
and
not
you
know
it's
not
a
safety
thing.

that

inglewood
code
came

businesses

matter

I
do
or
when
I
purchase
a
building

start

new
business,
I
have

bring

expectation
of
working
with
the
building
department
and
doing
the
right
things
for
the
community
and
this
also
being
going
to
multifamily.

be
even
more
of
a
concern
I
think,
for
the
citizens
of
inglewood
and
future
tenants
that
it
needs
to
be
all
brought
up
to
code,
the
last
things
we
need
or
gas
problems,
water
problems
or
a
fire
or
whatever
there
might
be,
and
that's
why
we
should
opening
a
new
business
or
changing
a
business
update
to
code.
It's
the
right
thing
to
do
so.

oppose
this
appeal
and
feel
that
we
should
uphold
the
chief
building
officials
decision.

problems

like

structure

there's
very
limited
parking
there
and
that
parking
would
have
to
be
sectioned
off
or
as
in
accordance
to
how
many
units
that
will
be
there.

assuming
that
each
and
every
unit
is
going
to
have
probably
a
minimum
of
two
vehicles
and
with
my
business
being
across
the
street
and
others
as
well,
I'm
worried
about
the
impact
of
parking
of
people.

bringing
it
to
that

that
code
and
an
existing
structure
which
should
still
be
subject
to
the
code
and
still
has
requirements

safety
requirements
and
what
those
safety
requirements

didn't

certainly
wouldn't
want
anybody
to
think
that
we're
not
going
to
be
safe
or
up
to
code.
We
will
be

just
a
different
standard.

built

the
1950s

part

that

because
you

frankly,
the
buildings
that
were
built

the
50s
were
built
with
materials
that
we
don't
build
with
today.

use
cheaper
materials,
they
catch

brick
and
mortar
walls
that
don't

another
building.
That's
similar
to
this.

could
not
set
that
building
on
fire
if
you
tried
they're
just
built
differently
back,
then
the
need
for
the
sprinkler
systems
today,
just
you
know,
frankly,
isn't
the
same
need
in
those
structures,
which
is
why
it
isn't
required
to
bring
to
put
those
kinds
of
sprinkler
systems
in
buildings
that
were
built
in
the
50s,
or
that
would
be
a
requirement.

know
the
fire
marshal
isn't
going
to
let
a
building
be
unsafe.

that
came

there's

hotel
rooms
there
now
you
know
we
won't
have
more
than

rooms.
Obviously,
but
you

what
we
think
about
those
rooms
is
they're
set
up
nicely

an
apartment
right
now,
most
of
it.
Now
there
might
be
one
or
two
that
we
that
we
would
have
to
knock
a
wall
down
and
combine
them.

get
permits
to
do
that
with
the
building
department
before
we
do
anything
like
that,

know,
and
we
would
do
that

do
it
safely
and
the
way
that
makes
sense
and
parking
there
needs
to
be
enough
parking
there.

course,
there's

as
configured
and
I
think
that
if
it's
re-striped
and
restructured-
and
some
of
maybe
those
sheds
in
the
middle
are
removed,
there's
some
things
or
be
more
perfect
as
well.

existing
building
code
changing
the
use
it
requires,
then,
that
that
use
or
that
occupancy
meets
certain
requirements.
Then
that
does
include
sprinkler
systems
interconnected
fire
alarms,
accessibility
requirements
that

aren't

building
as
it
is
now
the
majority
of
it
is,
is
like
to
safety
the
biggest
issues
having
been
in
that
building
over
the
last
few
years.
Doing
inspections,
there's
typically
lots
of
plumbing
issues,
electrical
issues.

know
in
the
in
the
one
to
some
of
the
rooms
that
have
kind
of
a
separate
sleeping
room,
there's
no
means
of
egress
out
of
those
rooms.
So
there's
several
things
also
going
back
to
one
of
the
what
the
public
was
asking
is,
can
we,
you
know,
enforce
part
of
the
code
and
not
all
of
the
code?
We,
I
don't
have
that
option.
I
I
am
tasked
with
enforcing
the
building
code,
as
is
the
fire
marshal
with
the
fire
code.
