I
appreciate
the
opportunity
to
talk
about
our
work
that
we
do
in
the
in
the
community
development
department.
I
think
I
was
last
with
you
in
february,
so
some
of
this
may
be
a
little
bit
repetitious
in
terms
of
what
we
do
and
I'll
move
through
that
pretty
quickly,
and
I
will
say
at
the
outset
as
well
that
if
you
have
any
questions
as
we
go
indicate
that
we
could
keep
this
pretty
informal.

Let
me
I'm
not
advancing
whoops
sorry
about
that,
so
a
little
bit
about
the
community
development
department.
I
think
I
shared
this
last
time.
The
way
I
would
characterize
what
we
do
in
five
seconds
or
less
as
we
facilitate
the
physical
development
of
englewood,
and
we
do
that
through
several
divisions.
H
Planning
includes
development
reviews,
so
that's
all
the
development
applications
in
englewood
and
that
can
range
from
a
backyard
fence
to
a
major
office
building
like
the
synergy,
medical
building,
that's
going
up
and
almost
finished
across
the
street
from
swedish
hospital,
for
example,
we
have
a
long-range
planning
person.
Who's
specifically
dedicated
to
maintaining
the
elements
of
our
comprehensive
plan.
Are
regional
planning
relationships
with
entities
such
as
rtd
and
the
denver
regional
council
of
governments
and
also
various
area
plans
that
we
work
on
throughout
the
years
and
times
as
well.

We
have
two
housing
programs:
e3
stands
for
energy
efficiency,
inglewood,
which
we
dedicate
our
allocation
of
federal
community
development
block
grant
funds
every
year
to
assisting
approximately
12
inglewood
homeowners,
who
are
income
qualified
to
provide
repair
opportunities
and
energy,
actually
energy
efficiency
opportunities
for
their
homes.
So
that
could
be
new
windows,
weather
stripping
insulation,
water
heaters.
That
type
of
thing
we
are
just
finishing
our
first
year
of
our
home
repair
program,
which
was
an
allocation
of
a
hundred
thousand
dollars
from
the
city's
former
housing
fund.

And
again
we
are
doing
that
on
an
income
qualified
basis
for
residents
who
have
home
repair
issues,
so
that
could
be
sidewalks
again.
Things
like,
let's
see,
steps
to
make
things
americans
for
disabilities
act
compliant
and
accessible,
and
those
types
of
things
that
our
repair
needs
for
folks
go
just
beyond
the
the
energy
realm.

We're
also
the
group
in
the
city
that
manages
the
englewood
trolley
contract,
so
we
provide
the
services
per,
is
provided
by
a
third
party,
mv
transportation,
and
we
also
have
a
partnership
with
rtd
who
provides
funding
as
well
building
services.
Once
everything
is
approved
in
terms
of
the
planning
reviews,
building
services
issues,
all
the
building
permits
in
the
community,
they
do
all
the
inspections
of
the
construction,
the
issues,
certificates
of
occupation
at
the
end
of
construction,
to
make
sure
that
our
building
environment
is
safe
and
secure
going
forward.
We
also
do
contractor
licensing
in
englewood.
H
When
I
arrived
almost
five
years
ago,
we
did
a
pretty
comprehensive
look
at
where
we
were
with
our
with
our
economic
development
program
and
we
decided
the
bread
and
butter
and
the
heart
of
what
that
makes
this
community
take
business.
Wise
is
our
small,
our
small
business
base,
and
so
we
revamped
all
of
our
development
program,
especially
our
grants
and
our
training
opportunities
for
businesses
to
really
focus
on
small
business
and
entrepreneurial
development.

We
I
mentioned
we
do
have
the
short-term
regulations
and
ordinance
in
place
so
that
was
completed.
There
was
a
project
called
downtown
matters
that
looked
at
the
entire
central
area
of
the
city
in
terms
of
the
next
generation
or
beyond,
and
that
included
the
city
center.
It
included
a
look
at
the
downtown
area,
which
also
incorporated
a
downtown
development
authority
formation
election
that
was
successfully
accomplished
in
the
general
election
on
in
last
month.
So
the
dda
is
going
forward.
H
We
actually
had
a
conversation
with
the
city
council
last
night
about
next
steps
for
that,
and
then
we're
also
looking
at
future
uses
in
the
light
rail
corridor,
as
it
could
change
over
time
in
and
between
the
in
and
around
in
between
the
two
stations
in
englewood.
Two
years
ago
we
started
what
we
thought
was
pretty
innovative.
We,
what
we
thought
was
a
pretty
innovative
thing,
is
citizens
planning
school
which
would
be
15
or
20
people
coming
together?

Okay,
great
the
permitting
software
replacement.
We've
invested
thanks
to
council's
action
and
approval
we're
working
with
a
company
to
replace
our
software
for
all
of
our
development
permitting
and
our
planning
permitting
and
including
we're
going
to
get
to
the
point
where
we'll
have
online
payment
capabilities,
so
our
customers
will
be
able
to
do
a
lot
more
remotely
than
they
have
in
the
past.

Last
month,
or
maybe
it
was
october,
the
city
council
adopted
the
new
building
codes,
which
happened
probably
every
three
to
four
years
on
a
cycle,
so
we
brought
those
for
for
their
adoption.

obviously
happened
this
year
very
much
compromised
by
covet
in
terms
of
the
outreach
that
we
had
planned,
but
nevertheless
I
do
believe
that
arapahoe
county
finished
slightly
higher
in
the
response
rate.
I
believe
this
time
than
2010.

I
mentioned
the
home
repair
and
improvement
program
got
off
to
a
great
start.
This
year,
we've
been
able
to
help
11
homeowners.
So
far
with
that
one,
and
then
our
economic
development
program
of
partnerships
we've
continued
to
do
the
outreach
and
the
marketing
efforts
that
we're
doing
in
the
community
and
working
with
our
businesses.

Year,
covid,
so
the
one
thing
that
happened
to
all
of
us
in
march
was
the
impacts
of
covet
and
one
of
the
things
that
we
did,
particularly
in
our
economic
development
plan
program.
Is
we
immediately
shifted
to
helping
our
small
businesses-
and
you
may
have
heard
and
seen
some
of
this
in
the
community,
but
we
initially
created
city
funded
out
of
our
economic
development
program
funds
and
grants
to
just
help.
H
People
help
businesses
and
to
try
to
stay
afloat,
that
first
three
months
that
were
very
intense
and
a
lot
of
closures,
and
so
we
did
that
very
early.
We
were
one
of
the,
if
not
the
first,
we
were
one
of
the
very
first
in
the
state
to
put
funds
in
folks
hands
business
people's
hands
in
englewood
to
help
them
survive
those
critical
early
months
of
the
covet
pandemic.
H
Soon,
after
that,
we
were
fortunate
that
we
were
able
to
tap
into
the
cares
act,
funding
of
which
city
of
englewood
has
received
allocation
of
3.2
million
dollars
through
arapahoe
county
and
we've
used
that
for
what
are
now
a
total
of
seven
different
grant.
Programs
since
march
and
they've
ranged
from
that
initial
grant
to
non-profit
grants,
home-based
business
grants
we've
with
the
restaurant
dilemma
that
folks
are
in
right
now,
we've
pivoted
to
providing
some
closure
grants
specifically
for
restaurants,
bars
and
gyms.
Under
the
level
red
designation
outdoor
heaters.
H
We've
done
some
outdoor
seating
grants
and,
as
of
last
week,
we
have
a
third
party
delivery
fee,
a
rebate
of
up
to
50
percent
of
their
reba
of
their
third
party
delivery
charge.
So
that
would
be
like
a
restaurant
who
uses
doordash
or
grubhub
that
type
of
service.
They
can
get
a
refund
of
the
fees
for
the
time
that
which
they
were
closed
in
march
april
and
may
and
since
november
20th
of
this
year.

So
I
can
fairly
say
that
we
didn't,
obviously
none
of
us
expected
that
the
impact
from
the
kova
19
experience,
but
I'm
really
really
proud
of
the
work
that
we
did
in
our
department.
But
there
are
probably
half
a
dozen
departments
and
divisions
of
the
city,
probably
20
staff
members
throughout
the
city.
But
even
though
my
team
and
our
department
led
the
effort,
we
had
tremendous
help
from
a
lot
of
people,
and
I
really
really
want
to
pay
great
tribute
to
the
finance
department.
H
Maria
and
her
staff
have
just
been
exemplary
in
helping
this
all
of
our
plans
and
our
projects
and
our
grants
related
to
code
recovery
succeed
as
they
have.
I
think
it's
a
real
testament
to
the
to
the
strength
of
this
organization
and
the
resilience
of
our
small
business
community
that
we've
done
over
300
grants
and
we're
closing
in
on
about
900
thousand
dollars
in
funding.
H
In
terms
of
our
2021
initiatives
that
you
were
curious
about
the
title.

that's
going
to
involve
a
lot
of
lawyer
time
on
an
outside
basis.
It's
a
very
technical
document
when
you
reduce
it
to
its
elements,
and
so
we
have
that
in
the
adopted
budget
for
next
year,
professional
services
downtown
matters
city
center
redevelopment
again
we're
going
to
be
relying
on
some
specialized
outside
counsel
for
attorney's
fees
and
also
for
real
estate
analysis
and
financial
analysis
as
we
go
along
because
it's
a
very
complex,
real
estate
site
that
city
center
is
so.

We
need
that
type
of
assistance.
We
increased
our
share
of
the
englewood
trolley
funding
from
85
000
to
100
000
this
year.
Unfortunately,
given
rtd
situation,
monetarily
and
fiscally
their
budget
was
reduced
a
bit
in
terms
of
the
trolley.
So
what
we're
doing
in
terms
of
responding
to
that
is,
we've
narrowed
the
time
for
termination
of
the
agreement
with
our
third
party
provider,
from
I
think,
90
days
to
60
days,
which
would
give
us
the
ability
to
operate
well
into
next
year,
probably
even
into
the
fall
with
the
budget
that
we
have.
H
Rtd
may
come
back
with
additional
funds
depending
on
their
stage
of
recovery.
We
may
outreach
in
the
community
in
terms
of
trying
to
find
some
some
corporate
dollars
to
assist
the
the
trolley,
but
we
we
feel
quite
comfortable
that
the
trolley
can
be
operated
at
its
current
level.
In
its
current
headways
in
terms
of
15
to
20
minutes
throughout
all
of
next
year,
but
we
do
have
the
ability
to
return
to
council
and
work
with
our
provider
on
a
shorter
term
basis
than
we
had.
And
then.
H
Short-Term
short-term
rental
monitoring
was
a
modest
increase
in
the
contract
for
our
third-party
provider,
who
monitors
those
contracts.
The
risk
of
risk
of
reduction
in
budgetarily
constrained
programs,
the
first
one
and
the
obvious
one
is
the
federal
cares.
Act
funding
expires
in
two
weeks
so
that
money
is
going
away,
and
so
we're
going
to
have
a
bit
of
a
pause
for
one
of
two
things.
H
It's
generally
held
steady,
the
last
few
years,
but
we
just
never
know
until
you
know
we,
we
kind
of
get
the
number,
but
we've
been
able
to
help
10
to
12
families
on
an
annual
basis
and
we've
actually
reduced
our
our
waiting
list
slightly.
Our
waiting
list
used
to
be
a
little
bit
over
a
year,
it's
a
little
bit
less
than
a
year
now,
but
we
still
have
folks
on
the
waiting
list.
So
I
don't
think
community
development
block
grants
will
go
away,
but
the
perpetual
discussion
is
how
much
will
be.
H
And
then
we
need
multiple
funding
sources
for
complex
projects
such
as
city
center
redevelopment
and
we're
going
to
try
to
get
creative
in
ways
to
look
at.
You
know
trying
to
get
as
much
from
our
partners
as
we
can
in
terms
of
cost
sharing
and
we've
worked
through
the
ingo
environmental
foundation
for
some
of
our
legal
costs
as
well,
and
I
I'm
assuming
that
we'll
come
we'll
continue
to
do
that
going
forward
and
then
last
I
talked
about
the
long-term
angle
of
trolley
funding,
given
the
constraints
that
are
ongoing.

Try
to
leverage
that,
maybe
with
a
little
bit
more
dollars,
we
try
to
stabilize
obviously
the
funding
for
the
englewood
trolley
zoning
enforcement,
so
property
issues,
fence
issues,
trees,
issues,
those
types
of
things
that
are
kind
of
neighbor
to
neighbor
are
increasing
in
terms
of
volume,
and
so
we
proposed
a
halftime
enforcement
position
in
the
last
budget.
It
wasn't
approved,
but
we
would
probably
take
a
look
at
that
again
at
some
point
in
the
future.

Lastly,
I'll
just
conclude
and
just
recognize
the
17
folks
who
are
in
this
department
who
have
all
stepped
up
this
year
in
a
most
unique
year
that
nobody
ever
expected
and
every
single
one.
Every
single
person
on
this
list
had
to
adjust
their
job
tremendously
and
a
lot
of
these
people
are
very
public
public
facing
and
we've
completely
reinvented
how
we
do
our
business.
And
yet
we
did
it
successfully,
and
I'm
really
proud
of
these
folks
and
I'm
proud
of
the
work
that
we
did
this
year.

That's
a
great
question:
we
work
very
closely
with
code
code
is
more
about
physical
conditions
on
the
site
on
sites
so
like
weeds
and
trash,
and
you
know
dogs
and
cars,
and
all
that
we're
more
about
what
makes
the
sites
unique.
So
there's
things
like
trees
and
fences
and
physical
conditions
like
deteriorating
structures
and
that
type
of
thing
and
that's
kind
of
more
in
our
realm
versus
kind
of
the
the
visible
things
that
are.
That
are
quite
obvious.

Yeah
we
we
have
our
planning
team
that
are
obviously
familiar
with
our
codes,
so
it
depends
on
who's
available.
Who
has
the
ability
to
to
do
it
in
terms
of
the
work
schedule,
but
we're
also
pretty
familiar
with
that
team
is
pretty
familiar
with
parts
of
the
city.
They've
dealt
with
these
areas
before
so
they
tend
to
kind
of
go
out
in
in
the
areas
that
they
know
well,
but
it's
our
planning
team
that
does
all
the
zoning
inspections.

have
a
question.

a
graduate
of
the
citizen
planning
school.
I
found
that
incredibly
useful
and
really
appreciate
you
guys
putting
that
on
and
I
think
also
we
may
have
crossed
paths
at
the
inglewood
christmas
store
last
weekend.
So
I
know
your
department
was
really
involved
in
that
and
I
thought.
A
I
know
the
weather
didn't
cooperate,
but
it
was
great
to
see
so
many
city
employees
there,
but
I
just
hearing
about
all
of
the
granting
and
everything
you
guys
have
done
for
business
and
being
so
quick
to
respond.
I
just
appreciate
it
so
much
and
I'm
wondering
if
you
can
add
a
little
bit
more
color.
You
know
you
said
you
300
grants.
Do
you
have
any
kind
of
data
about?
Are
those
businesses
all
still
open
and
how
has
that
been
impactful
in
the
community
love
to
hear
more.

A
lot
of
them
are
servicing
their
customers
either
remotely
restaurants.
Obviously
these
they're
all
over
the
map,
some
of
them
who
can
who
can
adapt
to
takeout
they've
done
that,
but
a
place
like
one
barrel,
downtown
they're
not
doing
takeout
they're
just
not
set
up
for
that.
So
that's
why
we've
tried
to
do
the
variety
of
grants
that
we've
done
a
lot
of
them
have
been.

You
know
if
you
meet
these
criteria
in
terms
of
you've,
either
laid
off
people
or
you're,
not
getting
landlord
support,
or
you
have
ppe
expenses
or
you
have
to
clean
more
often,
if
they've
met
these
criteria
that
are
in
our
application,
a
lot
of
them
have
gotten
cash
support
and
they're
doing
that
to
pay
insurance
they're
doing
that
to
pay
employees
a
lot
of
them
are
doing
to
pay
rent
we've
had
terrific
landlords,
commercial
landlords
in
the
community
that
have
worked
with
their
with
their
tenants.
Others
have
not
and
they've
not.

You
know
cash,
but
then
we've
gone
into
the
specialized
grants
for
the
furniture
earlier
in
the
year,
and
the
outdoor
heaters
is
a
great
example
now
of
those
types
of
physical
things
that
we've
done
to
try
to
help
some
of
the
businesses
get
over
the
hump,
but
understand
that
none
of
them
have
gotten
our
our
grants
and
said
everything's
great
now,
they're
still
really
trying
to
to
survive
and
do
the
best
we
can
and
we're
doing
the
best
we
can.
We
can
try
to
help
them
with
the
resources.
We
need.

I'm
really
hopeful
that
the
federal
government
I'm
trying
to
put
politics
aside
here,
but
looking
at
the
leverage
that
we've
had
from
those
federal
dollars,
not
just
in
the
programs
that
I'm
doing
but
other
things
across
the
city
that
3.2
million
dollars
has
been
a
godsend
to
this
and
other
communities.
And
so
I'm
hopeful
that,
when
things
change
in
january,
if
not
beforehand,
that
we'll
get
some
type
of
part,
two
whatever
it
may
be,
because
that's
really
where
the
leverage
is
and
and.

been
a
challenging
year,

we've
learned
a

it's
been

rewarding
for
those
of
us
who
do
it
day
in
and
day
out.
So
I
appreciate
your
comments.

haven't
forgotten
about
anybody,
we'll
definitely
be
in
touch

everybody
who
made
it
to
that
first
meeting
and
we
have
more
interesting,
hands-on
things
planned
in
this
go
around
than
we
did
the
first.
We
learned
a
lot
from
the
first
one,
but
we
want
to
make
it
far
more
interactive
and
we
just
can't
do
that
in
this
format.

Well,
the
the
big
next
step
for
the
downtown
area,
specifically,
is
what
I
mentioned
during
my
comments,
which
is
the
downtown
development
authority,
so
that
will
go
forward
because
we
got
authorization.
There
was
a
positive
authorization
vote
from
the
air
from
the
folks
within
the
proposed
district,
which
more
or
less
stretches
from
the
angular
train
station.
H
The
light
rail
station
on
the
west,
through
the
east
side
of
the
hospital
district
and
about
four
or
five
blocks
north
and
south,
are
about
two
or
three
blocks,
north
and
south
and
in
terms
of
the
dda,
as
I
mentioned,
we
went
to
the
city
council
last
night
and
had
a
discussion
about
taking
the
next
steps.
So
the
immediate
next
step
is
going
to
be
to
recruit
the
members
of
that
board.

We'll
obviously
have
to
think
about
ways
to
raise
money,
and
so
there's
going
to
be
grant
opportunities.
We're
going
to
come
back
to
the
city
council
to
talk
about
the
possibilities,
some
city
initiatives,
initial
start,
startup,
grant,
funding
and
then
longer
term,
there's
a
much
longer
and
more
complicated
discussion
around
the
dda's
long-term
financing.

The
dda
questions
were
four
in
total
in
terms
of
what
was
asked
in
november,
and
the
first
question
was:
should
we
form
it
and
that
was
answered
the
affirmative?
The
second
question
was:
if,
if
it's
formed,
the
downtown
development
authorities
can
do
what's
known
as
tax
increment
financing,
so
they
can.
They
can
retain
the
taxes
that
are
generated
by
new
development
and
new
investment
in
these
areas,
and
that
can
leverage
into
additional
investments
in
the
future,
and
so
it's
not
a
new
tax.
But
it's
a
way
to
allocate
the
new
taxes.
H
Now
that's
very
complicated,
it's
very
difficult
to
do
and
it's
clear
that
we
have
some
work
to
do
with
both
the
school
district
and
the
county
to
talk
and
the
city
and
the
dda
to
talk
about.
How
is
that
pie?
If
it's
divided
up
at
all
in
the
future?
How
would
we
divide
it
up,
and
so
that's
all
still
to
come
in
terms
of
the
first
year
or
two
of
the
authorities.
Existence
we'll
be
talking
about
how
to
do
that
and
how
to
allocate
those
various
dollars
and
how
they
would
be
spent.

So
the
authority
needs
to
develop
a
work
plan
around
that
as
well.
The
third
question
was
well.
If
you
can
allocate
that
that
tax
increment
do
you
want
to
try
to
bond
against
it
over
time,
and
so
there
was
a
bond
question
and
this
these
are
all
tabor
questions
by
the
way
they're
required
by
state
law.

That
council
would
authorize
that
at
some
point
in
the
future
down
the
road
indeterminate.
At
this
point
and
then
the
fourth
question
which
didn't
pass
was
a
separate
question
around
a
two
mill
levy:
property
tax
to
fund
the
dda's
operations
specifically,
and
neither
did
that
pass.
So
we
have
the
dda
in
place.
The
council
wants
to
go
forward
forming
the
board,
but
we
have
a
lot
of
work
to
do
about
what
their
initial
work
plan
is.
That
downtown
plan
will
help
a
lot
and
then
the
discussions
around
how
do
we?

How
do
we
come
to
some
type
of
agreements
to
come
together
from
probably
various
sources
around
its
initial
funding,
for
maybe
its
first
three
years
until
it
gets
its
legs
underneath
it
and
there's
the
possibility
of
going
back
to
the
voters
at
some
point
in
the
future,
so
that
was
very
long-winded.
But
that's
kind
of
how
the
dda
kind
of
came
to
existence
and
kind
of
an
outline
of
how
its
first
year
or
so
could
look.

of
last
month's
meeting

council

our
committee
doesn't
really
have
much
voting
activity
or
any
voting
activity
except
for

say,
meeting

approval

minutes.

my
primary
concern
as
it's
outlined
here
is
just
not
having
a
quorum
and
backfilling
a
position
or
making
sure
we
have
representation.

I
know
it
came

yesterday
evening-

everyone
may
not
be
fully
well
verse

it
myself,

other
cities
around
us
do
what
has
inglewood
done
in
the
past
and
how
does
that
framework
fit
into
what
we're
suggesting
here?
So
I
think
I'll,
probably
just
start
at
the
end,
the
conclusions
there
are
a
couple
of
bombs
that
I
threw
here.
The
first
is
to
reiterate
that
I
believe
that
it's
time
to
dissolve
the
long-term
asset
reserve,
something
that
we
as
a
committee
might
need
to
agree
on,
but
I
threw
that
in
because
I
feel
strongly
about
it.

second
is
that
tabor
reserve
three
percent
required
by
the
colorado
constitution
should
be
excluded
from
any
reserve
calculation,
because
that
money
effectively
can
never
be
spent,
and
the
third
big
conclusion,
as
I
see
it,
is
that
the
city
has,
for
some
time
employed
a
sort
of
a
ratcheting
and
sliding
model,
and
what
we
would
do
here
if
they
were
to
adopt.
Our
recommendation
is
just
to
structure
that
in
a
way
that
fits
both
with
what
has
been
done
in
the
past
and
what
those
previous
indicators
show
might
happen
in
the
future.

five
annual
revenue
expenses
and
surplus
change
in
percent.
So
what
I
did
to
to
get
this
data
is,
I
analyzed
data
from
all
of
the
comprehensive
annual
financial
reports
over
the
past
20
years,
so
we
have
a
20-year
window
of
financial
data
that
has
been
audited
so
that
data
goes
through
2019
right
now,
and
I
noticed,
as
I
was
using
just
numbers,
the
scale
was
difficult
to
capture.

But
one
of
the
interesting
discoveries
was
that
the
swings
up
are
just
as
large
as
the
swings
down.
So
there
are
a
couple
of
points
that
you
can
look
at
on
the
chart
that
I've
called
out
and
we
can
trace
things
that
were
happening
in
the
economy
around
us,
starting.
You
know,
2001
to
2002,
for
instance,
the
dot-com
bubble
burst
and
then
2009
the
housing
bubble
popped
and
as
a
sales,
tax,
dependent
city
or
tax
dependent
city
revenue,
dropped
and
councils
were
left
scrambling.

do
we
balance
the
budget
and
they
took
draws
from
savings?
So
you
see
a
large
percentage
swing
in
savings,
but
what
we
got
out
of
that
was
a
continuity
of
service
and
I
think
another
one
of
the
philosophical
questions
that
I
might
not
have
captured
as
well
as
I
would
have
liked,
is
how
much
money
is
it
okay
to
spend
on
an
annual
basis?

it's
more
of
a
case
of
trying
to
simplify
budgeting.
It's
also
a
case
of
money
should
have
a
purpose
and
that
long-term
asset
reserve
has
been
around.
I
put
the
date
in
there,
I'm
I'm
gonna
say
yeah,
it's
2007.,
so
we've
had
it
for
13
years
and
I'm
of
the
opinion
that
13
years
is
a
long
time
to
sit
on
a
golden
egg
and
not
find
a
way
to
use
it
for
the
benefit
of
the
public.

retiring
later.

agree

philosophy

spending
this
money
we
have
so

it
benefits

propose

abruptly
retiring

funds
in

next
two
years
for
its
intended
purpose
and
then,
if
that
remains

be
completed,
then
we

and

prosperous
years,

would

confused

lean

would
use
more

reserves
in
order
to
keep
services
running
as
normal

and

that
mean

pro
in
when
the
city
is
doing
really
well,

back
and
start
accumulating
more
or
you

going
past
the
two
months
reserve
or
something
along
those
lines?

would
be
one
area
where
I
still
need
to
get
a
little
bit
of
clarity.
