we're
very
excited
to
have
you
with
us
this
evening.

So
much
for
being
here,
we'd
love
to
hear,
there's
been
a
lot
of
changes
and
some
things
that
we're
looking
forward
to
hearing
with
your
department
and
some
new
budget
items
and
hearing
what
you
have
coming
up
for
budget
requests
in
2021
and
some
of
the
other
questions
that
we
share
with
you.
So
you
have
before
oh.

Well,
okay,
thank
you.
You
know
actually
in
20
for
the
2021
budget,
it
was
a
the
beginning
stages.
It
was
a
fairly
tame
budget
year
for
us
because,
as
the
council
members
know
that
we're
very
fortunate
to
have
a
new
police
building
put
in
place
and
with
that
came,
you
know
they
call
a
bond
bond
premium
and
with
that
we
were
able
to
purchase
things
that
we
ordinarily
couldn't
have
afforded,
and
so
we
really
didn't
have
many
wants
or
asks
for
the
budget
and
then
it
kind
of
evolved
from
there.

So
our
budget
went
from
14
million
to
22
million
and
I
hope
the
community
recognizes
that,
because
they're
going
to
say
what
is
collins
doing
and
but
actually
it's
it's
it's
it's
very
manageable,
and
so
and
with
that
the
bond
premium
and
with
the
the
events
that
have
taken
place
throughout
the
country
in
law
enforcement.
With
the
george
floyd,
you
know,
murder
or
homicide.

So
at
some
point,
I
believe
there
will
be
a
request
for
an
amendment
if
you
will
to
the
budget
to
to
approve
that
position,
it's
just
simply
impossible
for
for
us
to
to
make
that
program
work
without
a
media,
specialist
and
then
next
year
we
we
have
some
other
programs
that
we
were
looking
to
initiate.
One
of
them
is
the
restorative
justice
program,
and
briefly,
the
purpose
of
that
is
to
get
the
community
more
involved
in
the
justice
system.

And
then
let
me
see
what
else
we
have
going.
Of
course,
we
we
have
the
ongoing
co-responder
program.
I
will
tell
you
that
regionally,
we
probably
have
the
most
robust
program
around
and
and
there's
talk
about
a
bringing
on
a
potential
case
manager
for
the
the
folks
that
that
are
our
co-responders
englewood.
Is
I'm
proud
to
say
that
when
folks
hire
on
at
all
health
is
co-responders
and
I
believe
their
backgrounds
are
are
fairly
pretty
good
they're?

They
have
to
have
a
master's
degree
and
they
also
have
to
have
licensures
that
that
will
allow
them
to
be
co-responders
and
the
folks
that
hire
on
to
all
health
want
to
go
to
anger
with,
and
so
I
I
would
suspect
that
we're
doing
something
right
here
and
the
community
has
been
pretty
receptive
to
it
and,
of
course
it's
a
good
alternative
to
the
to
how
we
approach
law
enforcement
and
then
one
other
comment
I'll
make.
I've
been
talking
to
council.

think
we're
going
in
the
right
direction
with
that,
and
so
you
know
what
we're
looking
forward
to
next
year
is.
Is
you
know
really
to
me?
The
most
important
thing
is
how
we,
how
we
manage
the
co-responder
program
and
the
body
worn
camera
program,
because
I
think
it
and
legitimizes
us,
as,
as
you
know,
isn't
in
it
as
an
innovative
law
enforcement
organization
and
and,
of
course,
the
restorative
justice.
That's
those
three
main
projects
that
I
look
forward
to
rolling
out
next
year.

But
I
know
last
year,
when
you
came
to
speak
to
us,
you
had
mentioned
some
of
the
struggles
you
were
experiencing
with
recruiting
and
just
the
challenges
of
ensuring
that
you
had
access
to
the
right
talent
pool
for
a
lot
of
these
programs
and
I'm
just
curious
a
year
later.
How
that's
going
especially
considering
some
of
our
kind
of
cultural
moment
and
how
that's
impacting
your
your
department.

Yeah
that
that
weighed
heavy
on
my
mind,
because
we
recently
started
a
hiring
process
and
like
last
year,
you
know
the
pool
for
qualified
candidates
throughout
the
state.
I
would,
I
would
offer,
was
pretty
slim
because
you
know
the
economy
was
booming
and
and
rather
than
becoming
law
enforcement
officers.
Folks
went
into
different
fields,
and
so
following
the
death
of
george
floyd
and
whatnot.

Two
of
them
were
stellar
and
and
that's
why
I
think
somebody's
smiling
on
us,
because
you
know
these
two
individuals
would
be
a
perfect
fit
for
us
and,
and
so
now
you
know
we'll
get
back
up
to
snuff.
But
what
we're
also
looking
at
and
I'd
like
to
mention
is
that
you
know
we
we
just
went
through
like
seven
weeks.

I
think,
council
is
going
to
meet
with
us
next
week
to
discuss
the
recommendations.
But
part
of
the
conversation
is
always
about.
You
know,
diversity
and
and
our
hiring
practices
and
whatnot
and
and
of
course,
we,
you
know
with
such
a
limited
pool.
You
really
don't
have
much
of
a
choice
in
in
selecting
those
who
are
diverse
and
to
make
sure
that
they,
you
know
they
they
reach
the
level
of
confidence
that
you
want
and,
and
so,
but
that
may
come
into
play
to
where
you
know.

It's
suggested
that
we
hire
whether
it's
men
or
women
of
color.
You
know
that
kind
of
thing,
so
I
I
think
you
know
we'll
be
able
to
manage
that.
We've
already
made
contacts
with
professors
at
ucd
and
and
then
their
criminal
justice
programs,
who
have
certainly
students
of
color
and
whatnot
and
who,
I
am
told,
are
very
talented
and
would
be
a
good
fit
for
us.
So
we
have
to
really
market
ourselves
and
and
be
more
proactive
in
in
that
hiring
process.

Emergency
management
program-
that's
a
little
over
a
hundred
thousand,
I
believe,
and
that
that
is
now
ours
and
probably
you
know
it's
a
good
spot.
The
fire
marshal
program,
we've
had
it
before
and
they've
returned,
and
we
always
seem
to
work
well
with
with
fire
because
of
the
the
code
angle
and-
and
so
you
know,
those
three
are
new
to
our
organization
and
and
so
far
it's
been
seamless.

And
you
know,
and

for
the
council
members
left,
the
police
building
has
been
a
tremendous
draw
for
candidates
because
you
know
now
they
walk
in.
They
see
the
professional
atmosphere
here
and
when
they
used
to
come

old
building.
We
just
didn't
mention
it
so,
but
yeah
it's
this.
This
building
has
been
very.
It's
been
a
godsend
to
us.

Moving
on
a
little
bit
in
the
agenda,
can
you
share
with
us
some
of
the
programs
or
the
needs
that
place
the
most
financial
strain
on
your
department
or
any
that
are
maybe
in
risk
due
to
insufficient
funds?
Is
there
anything
that
you're
kind
of
looking
at
that
you
want
to
make
sure
gets
protected
in
the
department.

know
I
thought
about
that
question
before
we
started
and
and
I'll
go
back
again
to
the
to
the
police
building
project
and
that
really
that
and
the
bond
premium
really
made
us
whole.
You
know:
we've
worked
with
financial
over
the
course
of
the
last
few
years
to
fill
in
any
gaps
in
regards
to
equipment.

It
was
a
really
quiet
year
for
us
in
the
in
the
budget
development
process
because,
like
I
said
with
working
with
jenny
and
maria
and
finance
over
the
course
of
the
last
two
years,
we've
been
able
to
to
purchase
necessary
equipment
and
commodities
that
have
carried
us
through,
and
you
know
we're
providing
the
necessary
training
for
the
folks,
and
you
know
we're
doing
pretty
well
and
I'm
thankful
for
that.
So
I
always
tell
folks
you
know
they
asked
me
about
the
budget
and
I
I
kind
of
say
well.

I
treat
it
like
my
own,
my
own
personal
budget,
but
of
course
that
that
may
come
across
as
being
a
really
bad
idea.
But
you
know
we
we
are.
You
know,
I
think,
fiscally
conscious
about
spending
the
city's
money
and
I
think
we
do
a
pretty
good
job
with
it.
So,
but
no,
we
don't
have
any
dire
needs
for
next
year,
because
most
of
them
have
been
handled
by
the
bond.

Somehow
we
have
to
get
a
handle
on
the
homelessness
issue
as
well,
and
of
course,
2
million
will
not
solve
that,
but
it
would
certainly
make
a
stronger
or
or
a
much
larger
player
in
in
in
this
in
this
issue
that
affects
the
entire
country,
and
you
know
the
tri-cities
group
is-
is
working
to
to
come
to
a
some
sort
of
a
solution.
But
it's
going
to
take
a
long
long
time
and
it's
going
to
take
a
lot
more
than
2
million.

that's
the
first
thing
that
comes
to
my
mind,
because
I
think
the
city
is
taking
care
of
us
operationally
and
but
now
that
you
have
the
homeless
issue
and
and
our
really
good
co-responder
program,
I
think
we
need
to
provide.
You
know
enhanced

programs
for
the
community
to
deal
with
those
social.

time
over
the
course
of
the
last
couple
years,
the
the
city
had
it
a
large
number
of
core
requests
and
to
the
point
where
I
think
the
city
clerk's
office
was

pretty,

stressed

out
in
the
amount
of
time,
but
also
we
have
the
district
attorney's
office
and
the
legal
system,
and
I've
explained
this
to
council.
What's
happened,
you

when,
when
you
have
a
felony
case,
you
have
to
provide
all
the.

evidence
in
the
case
all
the
every
piece
of
them
every
piece
of
every
report
and
and
every
you
know,
every
file,
whether
it's
that
you
know
their
audio
or
video
and
and
then
it
went
down
to
misdemeanor
cases
and
now
it
has
evolved
to
where,
on
traffic
cases
where
somebody
just
gets
a
ticket,
they
want
audio.
They
want
video
and
to
me
it's
it's
like.
Where
has
this
gone?
It's
almost
ludicrous
that
you
would
really
stress
out.

know,
departments
because
you
they
know
they're
maxing
out
the
department's
records.

My
heart
rate
went
up
a
little
bit
over
the
summer
when
we
lost
our
fifth
member,
because
I
don't
want
to
miss
meetings
due

lack

quorum,

we
were
advised
that
we
would
have
our
next
member
arrive
during
the
february
application
cycle.
So
I
noticed
the
section
filling
midterm
vacancies.

vacancies
occurring
on
boards
commissions
or
committees
may
be
filled
by
the
city
council,
either
at
the
time
of
vacancy
or
during
the
next
regularly
scheduled
appointment
period.
So
I
guess
I'm
just
asking
for

advised

hold
off
until
february?

have
the
opportunity

replace
somebody
midterm?

vacate
their

midterm
in
the

board

they

having
issues
with
quorum
or
potentially
with
forum,
and
so
we
did
have
a
conversation
within
city
council
of
whether

not

have

open

that

it

kind

a
special
situation
just
with
it
being

worried

barrier
