Hers
is
probably
incredibly
much
better
than
what
I'm
going
to
present
tonight,
but
she
presented
incredible
amount
of
research
that
she
did
about
different
ways
of
engaging
youth
in
the
community
in
the
community.

The
the
concept
that
we
kind
of
worked
on
was
something
that
would
be
a
little
bit
less
formal
than
having
a
a
youth
commission,
but
something
that
would
meet
on
a
routine
basis
and
that's
one
of
the
the
items
for
you
to
consider
is
how
often
it
would
meet,
but
to
basically
provide
advice
on
from
a
youth
perspective
on
different
things.
The
city
is
working
on,
so
I
think
the
top
bullet.

Elena
surveyed
did
have
some
kind
of
Youth
award
or
youth
recognition
program,
so
that
could
be
possibly
part
of
the
mix
and
also
developing
strategies
and
plans
to
formally
engage
youth
in
the
Civic
process,

board
to
you
to
advise
you
in
other
ways,
as
Ms
Hernandez
did
present
to
you
to
engage
youth
in
the
future
to
recruit
for
this
board.
There
are
different
ways
to
do
it.
One
idea
is
that
it
could
be
done
in
the
fall
and
then
start
the
commission
or
the
board
every
year.

run
concurrent
to
the
fiscal
year.
It
could
also
be
something
that
could
run
concurrent
to
the
school
year,
so
that
would
be

you
to
decide

Both
options
could
work.
They
both

terms
of
membership.
I
know
this
has
come
up
before,
but
look
we're
looking
for
guidance
or
advice
tonight

you
about
the

ages

the

So
in
our
survey
and
the
work
that
we
did
previously,
typically,
it
was
8th
grade
to
12th
grade.

some
vary
the
city
of
Littleton
every
year,
what
they
call
it,
but
they
basically
have
a

forget
what
it's
called,
but
it's
basically
I
think
it
runs
from
high
school
to
the
mid
30s.
So
there's
a
variety
of
ways
to
look
at
it.
There's
also
a
consideration
of.
Should
adult
allies
be
a
part
of
it.

lot
of
the
commissions
that
we
looked
at
did
have
adult
seats
that
were
a
part
of
it.

They
don't
they
don't
all
have
that,
but
that
could
be
something
you
could
consider
and
then
also
you
know
again,
as
this
maybe
is
more
informal
I'm,
just
looking
for
advice
on
whether
it
should
be
a
set
number
of
seats
or
whether
you
believe
it

just
kind
of
be
open-ended
and
see,
see
how
it
goes
start
and
turn
in
terms
of
meeting
structure.
Just
a
few
kind
of
General
ideas,
things
like.
Obviously
it
would
be
an
opportunity
to
introduce
the
members
of
the
Community
Committee
as
well
as
staff
members
and
visitors.

thought
it
could
be
a
place
that
we

updates
on
key
priorities
and
initiatives
and
strategic
plan
items
from
and
then
get
a
youth
perspective
on.
Those
also
would
be
a
place
for
to
provide
updates
on
events

initiatives,
particularly
the
that
are
geared
towards
youth,
also
presentations
on
specific
programs.
So
over
time
you
know
these
things
happen
organically.
It
could
be
that
you
know
the
commission
or
committee
decides.

we'd
like
to
hear
from
this
director
this
program,
and
so
we
could
figure
that
out
as
we
go
and
then
also
it
would
be,
could
be
opportunities
for
youth
to
become
involved
in
specific
initiatives.

a
lot
we're

build

volunteerism
as
one
example
or
events
or
other
initiatives
that
youth
could
become
more
involved
in
also
to
consider
how
reporting
would
look
like,
so
it
could
be
on
an
annual
basis
that
they
would

kind
of
just
a
short
update
to
you.

be
through
a
study
session
or
just

written
report
on
their
activities
and
their
work
to
date.
The
Commerce
Commerce
City
youth
commission
is
one
example
where
they
have
a
whole
youth
master
plan,
we're
probably
not
quite
there
yet,
but
it's
something
that
they
could
could
certainly
work
towards,
and
so
a
few
questions
that
Claire,
Carlisle
and
I
have
for
you
tonight
are
about
kind
of
your
direction
of
how
you'd
like
to
see
us
continue
this
development.

first
the
purpose
and
scope
should
the
purpose
of
the
board
be
to
engage
youth
in
the
Civic
process
by
weighing
in
on
programs
and
initiatives
recruitment.
You
know,
we'd
love
your
your
guidance
and
your
advice
on
you

you
would
like
to
start
recruiting
for
this
and
if
you'd
wanted
to
be
concurrent
to
the
fiscal
year
and
the
school
year
or
some
other
way
membership.

they

they

help

support
it,
and
then,

our
meeting
that
we
have
as
needed
with
the
school
board.

can
see
discussed
here
in
this
body
about
members
of
the
council,
actually
inviting
going
to
the
schools
and
inviting
young
people
to
participate,
which
I
think
could
make
a
critical
difference
and
framed
the
entire
thing.
Obviously,
because
we
haven't
made
a
decision
yet
as
an
idea
that
we're
exploring
what
they'd
like
to
explore
with
us
and
it's
something
that
we
might
try
to
Pilot
right.

where
they
really
get
engaged
and
there's
there's

lot
of
things
right
now
in
Inglewood,
for
middle
schoolers
to
do
in
my
opinion
and
I
think
we
would
find
more
middle
schoolers.

at

program
like
this

interest
in
it
and
I
think
that's
great
place
to
start
in
the
great
training
ground.

youth

work

community

discussion

would

idea

some
feedback

how
we
could
do
it,
but

something

would

you're
feeling
about
staff
capacity
and

direction

frequently
it
needs
and

it

thoughts

it

pull
it

High
School
Civics
teacher,
it's

state
requirement

graduate

the
state

Colorado,

high
school

teach
Civic
single
wood
included,
foreign.

other
questions

Council,
so
actually
I
did
have
a
question
regarding
the
appointment,
or
at
least
the
recruitment
of
it.
So
City
Carlisle
remind
me:
I
know
that
there's
been
a
recommendation.
I,
don't
think
we're
actually
down
that
path.
Just
yet,
but
I
I
think
there's
a
recommendation
to
go
to
once
a
year
recruitment
for
our
boards
and
commissions
overall.
So
how
would
that
affect
the
first
option
where
it's
in
the
fall
for
January
appointments
is?
Is
that
still
part
of
this
structure?
So
we
would
still
be
looking
to
yeah.

need
to
probably

think
you're.
If
we
move
to
you

one
time
a
year,
then
I
think
that
it
would
be
best
just
for
administratively

recruiting

alignment

year
probably
makes

they
are
making
a
commitment

specific
time

versus

the
summer

they're

youth
oriented

terms

the
block
party
and
things
like

was
initially
brought
up

one

small
citizens

sustainability
aspects
of
it
so
I'm
just
wondering
have
we
identified,
who
that
liaison
could
be?
Would
it
be
someone
Parks
and
Rec,
or
would
it
be
someone
else.

were

guess
thinking
right
now,
like
for
the

transition
part
that
Stephanie
and
I
would
do
it
together,
but
that
wouldn't
be
again
the
long-term
solution.

we
wanted
to
kind
of
see
how
it

grow

we
felt.
Certainly
there
was
a
park
strike
library
and
golf
component
to
it,
but
we
also
wanted
to
make
sure
that
if
you
wanted
to
kind
of
be
a
broader
way
of
engaging
youth
in
the
Civic
process,
that
maybe
another
department
would
be
a
better
fit.

advising

aspects

the
city

programmatic

we're
calling
this
an
advisory
council

correct

imagine

right,
and
so
maybe
even
talking
about
sustainability
or
events
or
Parks
having
those
departments
actually
come
present
to
the
youth
advisory
Council
and
to
say:

we're

there

engage
young
people
more
one
of
the
things
that
you
would
like
to
see?

interest

expertise

2010
and
2014,
but
since
2018
we've
done
it
every
two
years.

national

model
that

500

across
the
country

of
different

of
surveys

the

in
2019

merged
with
online
citizen
engagement,
platform
polco,
and
so
we
are
now
able
to
offer
that
additional
level
of
Engagement
with
residents
on
top
of
the
community
survey
the
surveys
that
NRC
has
provided
for
a
number
of
years.

the
trends,

you
do
have
trend
lines,

Tim
said,
going
all
the
way
back
to
2007,
also
to
measure
government
performance
and
public
trust
ratings,
particularly
to
inform
budget
strategic
planning

resource
allocation

Benchmark
service
ratings.
We
do
have
a
benchmark
database,
which
I
will
talk
about
briefly
and
then
a
fifth
one
that
is
not
on
this
slide
is
to.

encourage
our
clients
to
use
the
survey
results,
to
identify
areas
of
focus,
to
dig
deeper
with
their
residents
and
to
to
go
into
more
detail
as
follow-up
engagement
as
well,
so
the
national
Community
survey.

Flagship
Community
survey
and
it
is
centered
around
10
facets
of
community
livability,
as
you
can
see
here
on
this
slide.
This
is
also
the
report.
Structure
and
format
is
organized
around
these
10
facets,
and
these
have
been
identified
as
the
aspects
of
quality
of
life
that
are
most
impactful
for
residents
living
in
their
communities.

a
bit
about
the
methodology
before
we
dive
into
the
results.
So,
as
Tim
mentioned,
we,
the
city
of
Inglewood,
has
conducted
the
NCS
five
times
previously.
This
is
the
sixth
iteration,
and
this
year's
survey
was
conducted
from
early
June
to
late
August
of
this
year
we
employed
a
random
sample
probability
based
mailing
approach,
as
we
have
in
past
years
of
2
800,
randomly
selected
households
within
the
city
of
Englewood.
These
are
households
that
have
been
our
process.

There
is
to
purchase
lists
of
USPS
addresses,
based
on
zip
codes
that
serve
the
city.
We
then
geocode
each
of
those
addresses
to
ensure
that
they
are
within
city
limits
and
then,
finally,
from
those
that
have
been
identified
as
being
within
City
Limits,
we
randomly
select
our
final
sample
of
2800
of
those
2
800
households.
We
received
a
total
of
365
responses
for
a
14
overall
response
rate
that
is
right
about
in
the
middle
of
what
we
typically
see
for
Community.

Surveys
such
as
this
one
using
this
methodology,
in
addition
to
this
mail-based
sample
and
I,
should
back
up
a
little
bit
and
say
that
it
was
a
two
contact
strategy.
So
residents
first
received
a
half-page
sized
postcard
in
the
mail
that
contained
instructions
to
go
online
to
complete
the
survey
and
then
about
a
week
later.
They
also
received
a
survey
packet
that
included
a
hard
copy
survey,
so
they
could
complete
it
on
paper
and
return
it
to
us
that
way
if
they
preferred
so
with
that
total
of
365
complaints.

That
gives
us
a
margin
of
error
of
plus
or
minus
five
percentage
points
around
the
results,
which
is
the
industry
standard
and
what
our
goal
is
as
survey
researchers
and
then
the
random
sample
survey
results
were
weighted
to
the
demographics
of
the
community
to
make
them
more
representative
of
Englewood
as
a
whole.
Additionally,
there
was
a
community-wide
online
only
survey
that
was
publicized
during
this
time,
though,
we
received
88
responses
to
that
survey.
Effort
and
those
results
are
reported
separately
in
the
report.

the
bulk
of
the
reporting
is
based
just
on
those
random
sample
results
and
then
the
open
participation
results
are
toward
the
end
of
the
report.
You
can
compare
the
ratings
between
the
two
different
groups
of
respondents.
If
you
so
choose
I
briefly
mentioned
benchmarks
before
we
do
have
a
benchmark
database
of
over
500
comparison,
communities,
Across
the
Nation-
and
you
will
see
those
Benchmark
comparisons
for
Englewood
throughout
the
report.
As
you
review
it,
so
I
will
go
into
the
survey
results.

are
two
questions
on
the
survey.
Again.
It's
a
five-page
survey.
There
are
12
standard
questions
on
the
survey
for
which
we
can
provide
benchmarks
and
two
of
those
are
structured
around
those
10
facets
of
community
livability.
That
I
previously
mentioned.
One
of
them
asks
about
the
quality
of
each
of
those
facets
in
a
very
broad
way,
and
the
second
asks
about
the
importance
of
each
and
the
reason
that
I
show
these
is.

This
is
how
we
populate
this
quality
and
importance
chart,
which
is
just
one
of
the
many
ways
in
which
to
interpret
your
data,
but
we
call
your
attention
in
this
slide
to
the
lower
right
quadrant,
which
is
represents
facets
that
were
rated
by
residents
as
being
relatively
lower
in
quality
and
higher
in
importance
than
the
other
facets.
So
this
can
help
identify
areas
of
focus
I'll
get
into
the
key
findings
now.
So
our
first
key
finding,
although
inglewood's
economy,
remains
an
area
of
focus,
employment
opportunities
are
on
the
rise.

So
we
have
I'll
start
with
the
slightly
less
positive
aspects
of
data
here
within
this
facet.
So
looking
at
aspects
related
particularly
to
affordability
in
the
community,
only
about
2
in
10
respondents
rated
the
availability
of
affordable
quality
housing
in
the
city
is
excellent
or
good,
and
that
about
one-third
of
inglewood's
residents,
rated
the
cost
of
living
as
positive
and
then
further
less
than
one
in
ten
felt
that
the
economy
would
have
a
positive
impact
on
their
income
in
the
next
six
months.

So
these
aspects
were
tended
to
be
to
lower
than
those
seen
in
other
communities.
Across
the
Nation,
however,
looking
at
other
aspects
of
economy
in
Inglewood
about
two-thirds
of
respondents
positively
rated,
both
the
quality
and
the
variety
of
business
and
service
establishments
here
in
the
city
and
about
half
gave
positive
ratings
to
shopping
opportunities
and
the
vibrancy
of
the
downtown.

commercial
area
about
44
percent
gave
positive
ratings
to
employment
opportunities,
which
was
a
statistically
significant
increase
from
2020
and
speaking
of
statistically
significant
increases.

And
so
the
safety
was
identified
as
a
top
Focus
area,
as
shown
on
the
quality
importance
Matrix
that
I
showed
earlier
with
about
9
and
10
reading
this
as
an
important
Focus
area
and
then
about
4
in
10,
giving
this
a
positive
quality
rating.
Looking
at
readings
of
how
safe
they
felt
in
various
parts
of
the
city,
as
well
as
from
various
types
of
crime
about
nine
in
ten
Englewood
residents
felt
safe
from
crime
in
their
neighborhood
during
the
day,
which
was
on
par
with
national
averages.

Only
about
three
quarters
felt
safe
during
the
day
you're
in
downtown
commercial
area.
This
was
lower
than
the
national
Benchmark
and
then
about
half
felt
safe
from
property
crime
and
two-thirds
felt
safe
from
violent
crime.
Those
were
also
lower
than
the
national
averages
from
fire
flood
or
natural
disaster
about
three
quarters
felt
safe,
and
this
was
similar
to
the
national
average.

There
was
also
a
custom
question
here:
60
percent
of
residents
positively
rated
ingolds
law
enforcement
as
treating
all
residents
fairly
looking
at
aspects
of
inclusivity
and
engagement
in
the
city.
When
asked
about
the
city
of
inglewood's
commitment
to
creating
a
community
well
welcoming
to
residents
of
all
backgrounds
about
six
and
ten
gave
a
positive
rating
and
then
just
over
half
offered
positive
reviews
to
the
job
angle.
What
does
it
attracting
people
from
different
backgrounds?

These
are
on
par
with
national
averages,
as
was
valuing
and
respecting
residents
from
diverse
backgrounds,
about
two-thirds,
giving
a
positive
rating
there
taking
care
of
vulnerable
vulnerable
residents.
This
reading
did
decline
from
2020
and
it
is
lower
than
the
national
average,
and
then
openness
is
an
acceptance
of
the
community
toward
people
of
diverse
backgrounds.
About
six
and
ten
again,
those
were
all
similar
to
the
National
averages.

So,
overall,
all
government,
performance
and
public
trust
related
items
on
the
survey
receive
ratings
that
were
on
par
with
those
given
in
other
communities
about
two-thirds
positively
rated.
The
overall
customer
service
provided
by
city
employees.
Six
and
ten
we're
pleased
with
Public
Information
Services
and
then
roughly
half
gave
positive
ratings.

that
is
a
recap
of
our
sorry
too
fast.
There
of
the
conclusions
that
I
just
covered
and
again
I
did
mention
that
Civic
engagement
platform
that
is
included
in
the
costs
that
you
have
already
incurred.
Conducting
this
survey,
you
have
the
ability
to
continue
to
engage
residents
on
the
Poco
platform.
We
currently
have
over
1600
panel
participants.

wanted
to
close
up
by
talking
a
little
bit
about,
and
these
were
in
your
packet,
some
strategies
that
we
have
so
one
of
the
things
we
started
doing
this
year.
When
we
added
performance
metrics
to
the
Strategic
plan,
was
we
started,
adding
some
topics
or
some
data
from
the
survey
to
basically
kind
of
show
outcomes
in
the
community.
So
the
way
I
look
at
kind
of
the
the
other
performance,
metrics
and
projects
that
we
have
in
our
plan.

are
obviously
other
external
factors
that
are
impacting
them,
and
so
you
know
over
time
things
may
not
shift
and
we'll
have
to
look
at
why
they're
not
shifting,
but
we
wanted
to
identify
some
key
strategies,
and
so
our
Communications
team
basically
reviewed
the
survey
data
and
found
some
areas
where
we
could
stand
to
improve,
and
so
those
are
included
in
your
packet.
Things
like
sewer,
Services
over
quality,
overall
quality
of
utility
infrastructure,
drinking
water
and
then
evolving.

those
are
all
in
infrastructure
and
transportation
and
our
strategic
plan
and
then
safety
things
like
emergency
preparedness,
fire
preparation,
education,
overall
feeling
of
safety
and
crime
prevention,
and
then
also
there
were
a
few
involving
sustainability,
so
yard
waste,
pickup,
garbage
collection
and
recycling.
So
those
are
also
for
Council
to
consider
if,
if
there
are,
if
those
are
some
areas
where
you'd
like
us
to
focus
we're
proposing
some
areas
that
you
could
consider
adding
to
the
Strategic
plan
as
kind
of
a
heightened
focus
on
trying
to
improve
those
areas.

residents

is
why
we
have
to
do
that.

successes
might
be
helpful
to

that.

regarding
specifically
public
trust
ratings,
as
you
noted
that
right
around
hovering
around
the
half
mark
for
a
percent
positive
ratings
for
all
of
those
items
is
there
is
the
average?
That's
what
we
typically
see
so
I
would
say
that
for
where
we
have
in
communities
that
we
work
with
that
have
had
lower
ratings
and
then
put
a
lot
of
sustained
effort
into
raising
those
ratings,
and
they
have
seen
notable
Improvement
I
mean
this
is
anecdotal.

I,
don't
really
have
you
know
metadata
available
right
at
this
moment,
but
they've
gotten
out
into
the
community,
and
so
where
we
tend
to
see
ratings
be
negatively
impacted.
Maybe
your
trend
line
has
gone
down
a
little
bit.
For
example,
it
tends
to
be
because
perhaps
there's
been
some
controversy
or
some
high
profile
news
cases,
it's
hard
to
tell
it's
a
resident
perception
survey.
We
can
ask
people
what
they
think,
but
not
why
they
think
it
there's
been
a
number
of
notable
incidences
between
2020
and
2022.

know:
we've
had
a
pandemic,
we've
had
a
massive
Wildfire,
not
too
far
away.
So
you
know,
all
of
these
things
are
impacting
what
residents
think,
but
anyway,
back
to
communities
that
we
work
with
that
have
managed
to
improve
those
ratings.
They
have
taken
a
really
proactive
made
a
really
proactive
effort
to
get
out
into
the
community
to
organize
and
host
events
where
they
are
out
there,
particularly
around
policing.

Also,
surveys
such
as
this
one,
especially
you
know
not
all
communities,
conduct
surveys,
so
communities
that
do
are
willing
to
put
themselves
out
there
and
to
make
their
results
public
and
that
in
itself
is
a
pretty
strong
form
of
transparency.

that
I'm
up
here
talking
to
you
telling
you
how
your
residents
rated
your
community
many
communities,
don't
take
that
step
so
that
in
itself
can
really
help
bolster
transparency
and
Trust
from
your
residents.

depends
on
if

questions

performance
measurement

any
kind,

you
need
trend

try

make

effort

other
communities.

do
that
and
they
are
really
using
that
space
to
get
at
more
targeted,
immediate
issues
in
the
community.

may
not
be
covered
very
well
by
the
standardized
questions
on
the
survey.

again
really

was

top

have
dropped.
Sometimes
it
was
less
than
that
it
was
at

concern

things

questions
that
were
being
asked
were
very
broad
but

there
when

went
into
the
actual
results
of
it

you
saw,
there
were
very
negative
feedbacks
about
the
taste
of
the
water
right,

not
not
necessarily
around
utility
infrastructure.

was

think
the
questions

more
more
positive
for
utility
infrastructure
when
you
ask
specifically
about
utilities
or
sewer
I
think
it
was.

then,
when

ask
people
about
whether
or
not
they
like
living

people

Inglewood,
they
were
very
positive
about
that.

to
figure
out
like
what
is
it
specifically?

level

kind
of
identify
what
it
is
specifically
that

know
our
residents
had
about?

it
just
the
taste
of
water

they
knocked
down
the
infrastructure

we
actually
noticed
a
it
was
a
seven
percent
drop
in
overall
utility
infrastructure,
and
so
that's
troubling.
That's
a
drop
from
last
or
two
years
ago.

actually
mentioned
a
couple
that
are
apps
are
not
or
not
now
after
this
year's
work
but
yard
waste,
pickup,
garbage
collection
and
recycling
are
all
lower
or
much
lower
than
the
national
average.
So
no
big
surprise
there.
Obviously,
we're
not
doing
anything
about
that
and
we'll
let
those
results
stand
as
they
are,
and
then
you
know
the
work
that
we're
doing
on
drinking
water,
emergency
preparedness
and
the
overall
infrastructure
in
fire
prevention.
Education
was
lower,
quite
a
bit
lower,
so
there
these
are
all
areas
again
that
we're
going
to
work
on.

would
I
say
it?
The
national
averages
are
dropping
just
relative
to
civil.
You
know,
unrest
and
economic
downturn
and
those
I
don't
want
to
find
a
you
know
excuse
if
we
need
to
work
on
some
things,
but
just
wondering
how
it
really
relates
to
what
the
average
is
kind
of
this
year.

it

take
time
to
move
that

It's
you

especially
over
the
last
five

say
that
anecdotally,
virtually
every
community
that
I
have
presented
to
in
the
last
year
has
seen
most
of
them
have
seen
their
overall
safety
ratings
decline,
either
by
little
or
a
lot.

As
I
said
before
this,
you
know
resident
perception
of
the
safety
in
their
own
Community,
it's
being
impacted
not
just
by
things
that
occur
within
your
city
limits,
but
things
in
the
broader
metro
area
as
well
might
be
impacting
the
way
in
which
they
think
about
things.
So
we
haven't
actually
done
any
formal
analysis
on
that.
Yet
I
would
especially
recently
I
would
also
comment
on
economy,
and
particularly
economic
Outlook
I
did
comment.

It
was
a
data
point
I
mentioned
about
one
in
ten
residents
had
a
positive
economic
Outlook
and
we
I
we
did
see
for
our
clients
that
had
results
delivered
right
about
the
time
that
talk
about
an
economic
recession
started
happening.
We
saw
those
ratings
start
to
go
down
now.
Is
that
impacting
our
five-year
average?
Yet?
No,
it's
not,
but
will
it
like
yeah
most
likely
so
there's
something
to
keep
in
mind
is
those
benchmarks
are
a
longer
time
period,
good.

seven
years
ago,
we
adopted
restorative
practices
in
Englewood
schools.
It
was
actually
brought
To
Us
by

led
by
Marie
LeBlanc
over
there

our
grants,
coordinator
and
restorative
practices
has
been
really
instrumental
in
Englewood
schools
around
conflicts
resolution.
It's
really
a
seed
really
that
we
look
at
that
we
plant
and
then
we
need
to
cultivate
it
and
grow
the
students
with
regard
to
how
to
interact
and
resolve
conflict
with
each
other.

We're
partnering
with
Englewood
Police
Department
to
come
to
our
schools
and
have
lunch
with
our
students
and
discuss
different
strategies
for
conflict
resolution.
But
we
really
would
like
to

our
partners
at
the
city
of
Englewood,

for
having

contributions
to
our

City
established
the
staff-based
diversity.

committee

staff
members
from
all
departments
that
unanimously
approved
the
recommendation

an
indigenous
people's

seen
some
significant
increase
activities
within
the
code
enforcement
department
from
increased
Staffing.

trends

increasing
our
staff
with
park,
ranger
adding
some
specific
enhancements
to
our
equipment
to
our
training,
recognizing
our
certifications,
including
our
Statewide
Bureau

animal

Agriculture
certification
that
we
have.
We
are
one
of
we're,
actually,
a
small
group
of
only
a
handful
of
89
total
Statewide
agents
in
the
state
of
Colorado,
so

really
proud
of
this
team
and
the
studying

work
that
they've

homeless
population
within
the
city

Inglewood,

it's
not
an
easy
discussion
for
us
to
have.

were
taking
different
steps.
We
have
in

housing
component
is
the
hardest
part
for
us,
so
I'm,
definitely
in
favor
of
our
our
churches
in
the
city
doing
a
a
part.

for

less
than

There's
a

there's
the
demand
is

budget
cycle

member

this
Council,
which
I'm
very
grateful
for
and
I
have
a
couple,
Reflections

I
just
wanted
to
bring
back
some
of
the
comments
that
were
raised
during
that
conversation
and
to
bring
an
idea
forward
to
this
body
reflecting
on
that
process.
Obviously
you
know
these
are
tough
times
and

Think
you
know
many
of
remember.

Move
forward
for
our
next
budget
cycle
and
something
that
was
brought
to
us
from
the
budget
advisory
committee.
And
some
of
my
thoughts
is
a
better
strategic
planning
process
around
Capital.
Right
now,
we
are
presented
with
obviously
the
tiered
priorities
from
staff,
and
we
have
somewhat
of
a
Time
Horizon
with
that
presentation.
Right
we're
given
a
few
years
into
the
future
of
what
we
think
we're
going
to
need.

But
I
think
that
a
more
robust
strategic
plan
around
how
we
plan
for
capital
is
really
needed
right
now
at
this
point
in
the
city
and
would
like
to
see,
if
there's
appetite
on
this
Council
to
do
that,
so
that
we
can
think
it
may
be
a
10-year
time
Horizon
truly.
What
do
we
need?
How
can
we
think
about
a
better
funding
mechanism
and
even
if
it's
a
tough
answer
right,
even
if
it's
maybe
information
that
will
be
hard
for
us
to
hear
about
what?

a
challenge
we're

looking
at
a
more
data-driven
informed
strategic
approach
that
then
we
can
rip
the
Band-Aid
off
and

are
we
really
going

get
there

a
rolling
cycle

the
CIP
process
this
year
was
understanding
competing
priorities
between
different
departments
and
then
also
understanding?

needs

kind

series
we
we
looked
at
those
and
just
the
the
complexity
of
the
calculations
involved
in
all
of
that
and

Remember
matrices
ranking.

know,
ranking
different
projects
on
their.

what
your
income
is
expected
year
to
year,
based
on
the
fees
and
everything
like
that,
but
the
the
at
least
the
expense
side
of
it,
where
we're
really
analyzing
those
capital
projects
over
the
long
term,
I
think
makes
a

of
sense.

I,
don't
know
how
you
would
do
the
funding
side
of
a
capital
master
plan,
but
you

I
think
that's
certainly
worth

looking
into
and
I'd
be
supportive
of

it

thinking

back

2009
and

when
we
were
going
through
the
recession
at
that
time,
and
some
of
the
things
we
did
on
Console
as
things
were
changing
and
how
we
were
pretty
much
set
up
to
change
with
it

we
had
to
do
things
but
I
think,
as
it
was
pointed
out
a
few
months
ago,
with
some
of
the
presentations
we
had
from
the
finance
director.
Regarding
that
time,
our
general
fund
revenues
weren't
that
far
off
certainly
weren't
as
far
off
as
the
economy
and
as.

regard
to
the
capital,
you

the
wifia
loans
are
such
a
blessing
for
us
in,
in
my
opinion,
with
regard
to
our
water
sewer
and
wastewater
treatment,
storm
water
and
the
state,
grants
and
stuff
we've,
just
we're
really
fortunate
there
and
it
really
gets
down
to
some
of
the
other
infrastructure.

streets
and
stuff
that
we
have
to
deal
with
and
I
think
we
can
be
ahead
of
that
by
being
aware
of
what's
going
on
a
month-to-month
basis,
and
we
we
have
that
report.

priority
projects

money
towards,

would
like

is

Works
streets,
primarily
in
parks
and
rec,
both

which
are
Guided
by
Master
plans

think
what
I'd
like
is
just

expectations

around
prioritizing.

sounds
like
pretty
pretty
strictly
within
that
general
fund
when
we
have
to
balance
priorities
off
of
each
other.

for

visioning

be
approved
by
a
majority
