council

Rec
and
researching
our
first

see
what
would
happen
if
we
did
nothing

we
essentially
found

money
in
the
budget
to

just
serve
the
parks,

we've
been
doing,
what
that
would
look
like
what
our
parks
would
look
like.
We
don't
believe
that
that's
a
very
good
option,
but
we
do
think
that
needs
research.

second

be
to
raise
funds
to
make
improvements
and
maintain
our
parks
to
the
level
that
the
2017
master
plan
calls.

so
would
that
be
a
bond?

that
be
sales
tax?

that
look
like,

could

provide?

the
third
thing
that
I
think
ought
to
be
researched?
Is
a
merger
or
contract
services
with
South
Suburban?
What

their
services

cost
residents?

think
that
study
needs

be
conducted
before
Englewood
residents
can
do
much
else.

brings
me
to
what
Englewood
residents
are
doing.
My
neighbor
and
I
realized
we
we
weren't
alone.
Obviously
there
were
80
or
more
people
just
in
a
quick
snippet
in
our
neighborhood
that
want
to
be
a
part
of
this.
So
we
have
started
a
grassroots
organization
called
Friends
of
Eagle
wood
parks.
This
is
essentially
just
a
grassroots
organizations
created
to
support
City
Council
and
our
community
and
the
Parks
and
Rec
Department,
in
whichever
option
we
can
pursue
that
will
bring
our
parks
to
the
level
that
we
think
they
ought
to
be.

we've
just
begun,
promoting
that
it's
at
packy,
roman's,
Park,
there's
a
Facebook
group
and
then
event
on
next
door
and
a
flyer
freshly-made
that
we
will
make
sure
that
we're
communicating
out
to
others
and
I
wanted
to
share
that,
because
if
there
are
other
people
in
the
room
who
are
interested
in
supporting
their
parks
or
simply
learning
more
about
where
we
are
with
funding
and
what
the
gaps
are,
that
information
will
be
provided
at
that
meeting.

simply

provide

safety

a
monetary
cost
associated

it

exposes
concern
for
health
and
safety,
while
choosing
to
avoid
those
associated
costs
with
tragic
consequences.
Safe
infrastructure
is
critical
for
the
health
and
safety
of
English
citizens,
but
safe
infrastructure
comes
with
significant
costs
that
our
city
managers,
utility
directors,
Public
Works
directors
and
our
governing
city
councils
also
avoid
with
tragic
consequences.

seen
two
weeks
ago
when
stormwater
collected
and
mass
on
Broadway
and
other
streets
due
entirely
to
woefully
inadequate
sewer
drainage
infrastructure
that
our
England
authorities
have
known
since
1999
was
inadequate
to
handle
even
a
two
to
five
year
rainfall
event,
let
alone
a
5
to
100-year
rainfall
event
with
no
place
to
adequately
drain.
The
massive
collected
water
rate
rach
rushed
off
Broadway
and
torrents
tearing
across
yards
through
homes,
leaving
behind
unlivable
destruction
and
heartbreaking,
like
taking
a
quote
young
woman's
life
in
its
path.

It's
it's
charged
through
and
on
to
a
coma
and
from
a
coma
on
the
streets.
Just
a
few
blocks
from
my
home
on
page
four
of
city
manager,

paged,
July,
24th,
storm
response,
letter

identify
single
its
previous
infrastructure
studies,
a
1999
study
identified
and
analyzed
various
alternatives
and
made
recommitment
made
recommendations
to
alleviate
drainage
and
flood
problems
for
a
typical
2
to
5
year
rainfall
event.
These
improvements
were
broken
down
into
five
priority
levels.
Q
It
appears
that
little
to
none
of
those
improvements
have
been
implemented
since
that
time,
unquote,
I
will
again
repeat
Kats
last
sentence.
It
appears
that
little
to
none
of
those
improvements
have
been
made
since
that
time.
So
from
1999.
Through
to
today,
our
city
managers
do
two
directors,
Public
Works
directors,
and
our
governing
City
Council
were
fully
aware
that
England's
drainage
infrastructure
was
not
even
adequate
for
a
two
to
five
year
rainfall
event,
let
alone
a
50
year
rainfall
event
and
have
done
absolutely
nothing
to
fix
it.

The
2010,
Denver
Regional
Hazard
Mitigation
plan
identifies
the
frequency,
severity
and
significance
of
flooding
in
Englewood.
On
page
99
of
that
plan,
frequency
was
identified
as
high
occurrence
rate
of
more
than
once.
Every
10
years
severity
was
identified
as
serious,
including
injury
and
severe
property
damage.
Significance
was
identified
as
high
widespread
potential
impact
medium
to
high
frequency,
serious
extensive
or
catastrophic
severity
with
infrastructure,
not
even
capable
of
handling
a
two
to
five
year
rainfall
event.
Our
major
streets
and
roads
became
the
point
of
collection
from
which
the
tragic
flooding
occurred.
Q
The
1999
study
focused
on
installing
additional
or
enlarged
pipes,
additional
inlets
and
construction
of
detention
basins.
This
dangerous,
inadequate
infrastructure
remains
an
immediate
threat
that
requires
emergency
replacement,
beginning
on
Broadway.
No
further
citizen
money
should
be
expanded
on
optional
Inglot
projects,
including
the
biogas
project.
All
funds
need
to
be
immediately
directed
for
the
emergency
replacement
at
Engel
is
dangerous,
woefully
inadequate,
sewer
drain
its
infrastructure
before
next
monsoon
season.
You

fill
our
authorities
know
exactly
what
needs
to
be
done
and
you
need
to
get
on
it
immediately.

to

yet
another
study

determine
if
protection
from
a
hundred-year
rainfall

residents

of
the
conditions

led

the
clogged
drains

homeowners

not
been
diligent
and
keeping
their
alleys

and
clear

trash

many

know
it
would
be
here
if
you
weren't

vacation
ifcs

the
oldest
and
largest
nonprofit
organization
in
the
south
metro
area
that
works
diligently
to
prevent
home
residents
from
becoming
homeless.
We
were
created
in
1964
as
a
food
and
clothing
bank.
We
were
initially
called
interfaith
task
force
than
interfaith
community
services
and
now
we're
integrated
community
services.

Nevertheless,
we
have
always
been
ifcs
with
the
same
original
mission,
helping
the
working
poor,
indigent
and
homebound
elderly.
Our
service
areas
include
the
western
half
of
Arapahoe
County,
the
cities
of
Englewood
Littleton
Centennial
Sheridan,
Glendale,
Greenwood,
Village,
Highlands,
Ranch,
Lone,
Tree
and
portions
of
Douglas.
County
ifcs
is
fortunate
that
we
have
strong
name
recognition
and
a
supporting
community,
but
our
costs
are
rising,
as
is
a
need
for
our
services.
Increases
ifcs
is
funded
by
donations
from
individuals,
businesses,
community
organizations,
congregations,
special
events,
foundation,
grants
federal
state
and
local
government
support.

In
addition
to
actual
funding,
many
donated
services
and
equipment
supplement
our
budget.
Thousands
of
volunteer
hours,
food
clothing
and
household
items
are
donated
each
year.
Ensuring
that
ifcs
can
continue
to
provide
our
much
needed
services
in
this
area.
Ifcs
provides
a
hand
up
not
a
handout,
by
giving
motivation,
incentive
and
providing
services
not
available
elsewhere
in
Arapahoe
County.
Well,
we
are
best
known
as
a
food
and
clothing
bank.

Perhaps
our
most
critical
programmatic
services
include
rental
mortgage
utility
assistance,
transitional
housing
programs,
assistance
to
victims
of
crime,
case
management,
help
and
referrals
to
other
agencies
in
nonprofits,
the
Thanksgiving
and
Christmas
baskets,
and
school
backpack
for
our
Ready
Set
school
program
are
always
high
in
high
demand.
Well,
we
are
very
successful
with
getting
food
and
clothing
donations.
Distributing
these
items
of
families
have
the
critical
program
to
require
lots
of
professional
staff
time
as
you're
aware,
even
though
the
economy
is
very
strong,
homelessness
is
on
the
rise
and
it's
becoming
more
of
a
local
issue.

The
growing
silent
crisis
is
that
over
the
working
poor,
many
of
these
folks
have
two
or
three
jobs
living
from
paycheck
to
paycheck,
never
knowing
when
they
might
be
evicted
from
their
home.
As
you
can
imagine,
this
is
a
very
fearful
situation
to
be
in,
and
people
do
everything
they
can
to
keep
their
home
willing
to
forgo
food,
medicine
and
utilities.

to
share
a
case

thank

I
wanted
to
share
a
story
about
Wendy
who
contacted
ifcs
through
email
in
her
email.
She
pleaded
for
someone
to
hear
her
story
for
someone
to
give
her
a
chance
when
everyone
else
had
turned
her
away
or
had
said
no.
She
and
her
two
boys
were
facing
eviction
and
they
needed
help.
Now.
Wendy
was
finally
bringing
all
the
pieces
together
after
having
lost
her
job.
S
She
secured
new
full-time
employment
and
was
paid
a
wage
of
1735
an
hour
after
having
lived
in
a
motel
for
three
months
with
her
children,
she
had
found
an
opening
for
affordable
housing
in
Englewood
after
having
lost
hope
she
was
bringing
the
pieces
together.
Unfortunately,
Wendy's
poor
credit
score
had
had
really
put
her
down.
She
had
to
provide
additional
security
deposits
on
top
of
all
of
the
traditional
fees
to
secure
this
affordable
housing
unit.

Wendy
was
expected
to
pay
over
$1,800
for
the
8
days
remaining
in
June
and
then
another
1177
dollars
that,
following
week
for
all
of
July,
with
a
total
bill
of
over
three
thousand
dollars,
wendy
paid
when
she
could,
but
she
could
not
cover
it
all
struggling
a
break.
Even
when
he
turned
to
her
friends,
her
family
and
her
community,
she
received
a
few
hundred
dollars,
but
she
still
needed
help
through
the
Rapid
Response
Fund,
a
collaborative
approach
between
ifcs
and
other
financial
assistance
partners.

We
were
able
to
assist
Wendy
with
her
July
rent
and
also
with
her
August
rent,
so
that
she
could
have
a
step
up
for
September
wendy
shared
with
us
that
she
believes
her.
Two
boys
would
be
back
in
a
motel
if
it
hadn't
been
for
ifc
overwhelmed
overjoyed
and
grateful.
She
had
never
imagined
anyone
would
come
together
like
this
to
help
her,
let
alone
keep
Oh
who
she
had
not
known.
She
now
has
hope
for
her
future.
I
would
also
like
to
share
with
you
in
your
packets.

We
have
provided
on
some
statistics
regarding
Englewood
residents
and
our
total
expenditures
for
all
of
those
who
we
help
through
ifcs
and
in
there.
I
would
like
to
show
that
the
goods
and
services
are
valued
for
a
city
of
Englewood
residents
at
for
over
$400,000,
with
the
total
that
ifcs
provides
to
everyone
in
our
service
area,
being
a
total
of
nine
hundred
and
seventy
thousand
dollars.

understand

there

demands

preventing
homelessness
is
becoming
a
local
issue,
as
we
are
aware,
and
that
affects
everybody
who
has
to
deal
with
it.
Charitable
organizations
are
all
struggling
and
it's
no
different
at
ifcs,
traditional
sources
of
funding
are
drying
up,
while
the
cost
of
providing
these
services
continues
to
increase
the
Casa
fund.

professional
staff
of
social
workers
are
in
the
greatest
jeopardy.
After
all,
you
need
qualified
staff
to
provide
the
support
required
on
behalf
of
the
board
of
directors
and
staff.
We
hope
you'll
look
favourably
to
increase

city

Littleton's
past
support
during
your
next
budget
cycle.

work

preventing
homelessness

the
victims

the
July
24th
flooding.

One
of
the
things
I
find
the
most
distressing
about
the
city's
response
to
the
flood.
Is
that
so
far
as
I
know,
to
this
day,
the
city
has
never
expressed
directly
to
the
victims
and
their
friends
and
families
the
sympathy
their
fellow
citizens
feel
for
them.
It
is
one
thing
kicking
excuse
me
to
dry,
describe
an
event
as
tragic
or
to
say
the
city
is
sorry
to
hear
about
a
death.

Had
that
been
done,
I
believe
far
fewer
people
would
have
felt
so
abandoned
that
they
turned
to
the
media
for
assistance.
That
is
why
I
value
so
highly
the
previously
mentioned
efforts
of
our
councilmembers
and
Mayor
Pro
Tem.
They
were
the
face
of
the
city
to
our
neighbors
in
their
time
of
need.
When
justly
irate
citizens
were
perceiving
our
city
management
is
both
indifferent
and
the
city
managers
report
to
Council
acknowledges
that
victims
have
a
right
to
be
heard,
seen
and
cared
for,
and
the
systems
must
be
developed
to
see
that
this
is
done.

Most
democracies
at
all
level
of
government
recognized
that
those
charged
with
rescue
and
remediation
cannot
simultaneously
respond
to
suffering
citizens
needs
for
nurture.
Accordingly,
they
have
delegated
that
duty
to
the
highest

was
calculating
its
collateral
damage
and
were
certainly
being
advised
by
the

attorney
as
to
completion
of
a
public

personnel
bragging
about
how
much
the
city

make
from
us
for
upcoming
permits
that
we
would
have
to
pull
an
assistant
from
the
city.
Manager's
office
came
out
to
speak
to
me
after
a
building
permit
employee

into
that
office
and
I
could
hear
him
say
some
crazy
lady
wants
to
speak
to
someone
that
was
me.
The
assistant
insisted
that
our
insurance
should
take
care
of
our
damage.
Only
for
me
to
inform
her
that
none
of
us
had
flood
insurance.

I
discovered
on
Engel
woods
website
through
a
study
dated
1999
1998
that
we
are
on
a
floodplain.
This
was
never
disclosed
when
we
purchased
this
home
an
area
on
the
website
that
states
we
are
in
a
high
flood
zone.
Only

find
out
that
we
were
classified
on
the
FEMA
site
is
minimal.
The
city
would
like
to
blame
this
on
a
hundred-year
flood,
even
though,
for
four
decades
the
city
has
chosen
to
ignore
this
problem.

city

Works
will

the

Englewood

2013
with
my
spouse.
We
were
both
home
the
night
of
the
storm
in
our
alley.
We
have
a
storm
drain
that
has
a
history
of
failing.
Previous
owners
had
built
a
concrete
culvert
that
runs
between
the
alley
in
the
street,
for
when
the
drain
fails,
the
fact
that
previous
owners
had
to
build
this
culvert
on
our
property
indicates
that
the
drier
the
drain
in
the
alley
is
insufficient.
On
July
24th,
the
city
drain
failed
again.

The
water
was
waist-deep
in
our
alley
and
our
garage
water
rose
higher
than
our
raised.
Patio
filled,
our
basement
window
Wells,
the
water
in
our
basement,
was
only
ankle-deep,
but
it
still
destroyed
our
carpeting
and
baseboards.
If
our
windows
had
broken,
the
damage
would
have
been
much
worse.
The
failure
of
the
city's
storm
drains
caused
much
more
damage
to
our
neighbors
on
a
coma
Street
a
32
year
old
woman
lost
her
life,
the
neighbors
on
either
side
of
our
house
had
water
from
floor
to
ceiling
and
in
their
basements.

While
this
storm
was
severe
severe
our
city
infrastructure,
compounded,
the
impact
of
the
storm
drainage
is
inadequate
and
historically,
the
city
has
shown
little
interest
in
fixing
the
issues.
Even
maintaining
the
current
system
has
been
neglected
in
the
nearly
6
years
that
I've
lived
at
that
house.
I've
seen
our
drain
cleaned
once,
while
researching
floods,
I
discovered
a
great
history
of
floods
in
Englewood,
as
we
just
heard,
the
storm
drains
need
to
be
improved.
One
issue
is
that
our
alleyways
are
dirt,
making
the
drains
useless.
They
fill
with
sand
and
mud.

Just
because
past
councils
have
failed
to
take
action
doesn't
mean
you
need
to
repeat
that
failure
to
in
the
coming
weeks,
you'll
be
working
on
your
annual
city
budget
and
I
would
hope
that
you
would
agree
that
our
city
needs
more
revenue
and
we
need
to
allocate
funds
to
ensure
the
city
is
livable,
even
if
it
means
raising
taxes.

citizens
would
approve
such
measures.

damage

minor
compared

our
neighbors,
yet
we
still
incurred

in
damages.

chickens

door

code
enforcement.

ordinance

the

issues
that
are
associated
with
some
of
the
public
infrastructure
in
the
city
and
I
know
the
city
manager
and
some
of
his
team
will
be
responding

that

There

of
different
things
that

wanted
to
take
the
opportunity
to
clarify.
So
if
people
have
things
like
carpet
flooring,
if
they're
doing
repainting,
if
they're
replacing
kind

fixtures
cabinets

thing

tends
to
not
need
to
be
permitted,
so
they
can
go
ahead
and
make
those
recovery
actions
on
their
own.
However,
there
are
certain
things
that
do
require

work
with
the
city

licensed
contractors,

replacing
windows,
replacing
interior,
exterior
walls,
hanging
new
drywall.

first
requires
that
the
process
start

the

Commission

staff.
Then
after
they've
finished
their
processes
set
forth
in
code,
they
create
a
recommendation.
The
matter
is
sent
to
Planning
and
Zoning
Commission.
They
follow
their
requirements
to
set
forth
in
code
and
they
also
create
a
recommendation.

two
recommendations
are
sent
to
the
City
Council.
The
City
Council
then
holds
a
public
hearing
at
which
City
Council
gets
any
additional
evidence
that
they
need.
In
addition
to
what's
already
been
put
into
the
two
separate
recommendations,

conclusion
that
public
hearing
is
at
the
next
meeting
is
brought
back
an
ordinance
to
approve,
because
you
don't
bring
back
an
ordinance
not

we

back

discuss
amongst
yourselves

standards
upon
which
a
PUD
is
determined.

help
the

person
figure
out
who
it

comments

Englewood
departments
in

departments

police
departments,

on
next-door

people
going
door-to-door

city

city

involving
themselves

politics

advocating

disparaging

employees,
staff
and
city
departments
are
hard-working
committed
professionals

are
a
little
above

feel
these
comments
are
unfair

employees,

in

snaked

we
have
an
emergency
operations
plan?

we
do
it's
old,
it
needs
to
be
redone.
It
doesn't
really
discuss
in
great
detail
the
vulnerabilities
that
this
community
face
and
how
to
approach
them.
We
don't
have
a
single
point
of
contact
I'm,
not
sure
why
the
fire
marshals
been
mentioned.
She's
been
the
accidental
emergency
manager.
Much
like
many
of
us
read
councilmember
winks
report
from
CML
and
she
went
to
emergency
management
session
and
talked
about
accidental
emergency
managers.

A
lot
of
us
got
thrust
into
that
to
provide
the
leadership
necessary
to
try
to
get
us
through
through
the
crisis
and
obviously
I
think
one
thing's
been
missed
tonight
and
I
mentioned
this
in
my
report
and
I
want
to
mention
it
again.
Our
first
responders
are
incredible:
two
men
from
our
Police
Department
braved
their
lives
in
the
house,
where
the
woman
passed
away,
kicking
the
door
down
to
dive
in
the
murky
cold
water
to
rescue,
miss
Hebert,
resuscitated
her
and,
unfortunately
she
did
not
make
it.

But
we
cannot
forget
the
fact
that
our
first
responders
are
amazing
and
for
those
people
who
continue
to
have
difficulty
with
us
having
Denver
fire
the
resources
that
we
got
that
night
I
was
with
I,
was
on
a
coma
Street
higher
up.
They
don't
want
to
be
in
the
way
with
that
after
that
storm
with
the
ladder
crew
from
engine
truck
38,
those
guys
did
a
heck
of
a
job
to
it.

A
hell
of
a
job
I
mean
they
had
to
bring
in
the
technical
rescue
team
they
brought
in
the
the
dive
team,
and
those
are
resources
we
never
would
have
had
if
we
still
would
have
had
n
go
and
fire
we'd
be
waiting
for
somebody
else
to
bring
those
for
us
with
their
availability.
So,
thank
goodness,
we
have
a
contract
that
provides
us
with
incredible
service
from
from
Denver
fire,
as
well
as
the
men
and
women
of
our
Police
Department,
who
did
an
outstanding
job.

just
want
to
say
that,
aside
from
that
I
think
many
of
our
employees
did
exactly
what
they
were
trained
to
do.
I
keep
hearing
a
story
of
one
of
our
public
works
members
who
knew
there
was
heard
there
was
a
flood
drove
out
with

loader
to
remove
ale
and
twigs
and
damage
that
came
down
with
because
of
the
hailstorm
that
plugged
the
drains.
We
have
to
think
this
storm
was
a
trifecta
of
terrible
things.
Heavy
rains
and
again
people
want
to
argue
about
how
much
rain
we
really
got
that's
irrelevant.

Quite
frankly,
the
bottoms
down
and
Sheridan,
where
we
got
some
information
from
randy
morning.
He
was
the
Public
Works
Director
of
Sheridan
said
that
that
metre
rain
gauge
down
there
said
two
and
a
half
inches
of
rain
in
30
minutes.
That's
a
lot
Rob
Hana
from
south
suburban
parks
and
recreation
he's
the
executive
director
there.
So
the
Littleton
golf
course
bowls
and
little
s'en
Bowls
in
Littleton
Avenue
in
Santa
Fe
got
two
inches
of
rain.
In
that
same
time
period.

said
we
knew
you
guys
were
getting
hit
harder
couple
that
with
Hale
people
were
concerned
earlier,
why
this
water
was
so
cold.
It's
hail,
it's
like
snow
and
jammed
up
the
drains,
amongst
all
the
leaves
and
the
sticks
and
the
debris
that
led
to
further
exacerbate
the
problem.
Is
our
storm
drain
system
design
in
the
50s
60s
and
70s
wasn't
built
to
sustain
more
than
a
small
storm,
so
we
are
dealing
with
now

you
look
at
it
from
an
engineering
perspective,
it's
impossible
to
build
you'd
be
taking
that
homes,
because
the
pipe
is
bigger
than
this,
the
rights-of-way.
So
we
have
to
figure
out
what
else
can
we
do
and
I'm
sure
tonight?
You
will
hear
from
our
public
works
director
who's.
Taking
a
look
at
this
and
where
I
want
to
be
proactive
about
it,
so
let's
talk
some
month.

Lessons
learned,
you
know
the
night
of
the
storm.
People
were
what
people
were
doing.
Various
things
I
mean
mayor,
pro-tem
and
I
were
in
a
budget
Advisory
Committee
meeting
and
when
it's
storm
hit,
I
was
freaking
out,
because
I
said
we
were
gonna
have
damn
it.
Someplace
I
thought
it
was
going
to
be
in
the
exact
same
place.
We've
always
had
it
the
place.
We
have
the
flood
hazard
designation
up
in
Northeast
Englewood
Corona
logged
in
that
stretch
where
we
have
two
hundred
and
thirtysomething
homes.

Now
that
are
in
a
an
area
that
we
hope
at
some
point
in
time
we
can
work
with
the
City
and
County
of
Denver
to
incorporate
a
storm
drain
system
that
drains
to
the
Platte,
because
that's
what
we
need,
we
don't
have
any
place
right
now
to
put
that
water,
that
water
sits
there
and
doesn't
go
anywhere
until
we
can
figure
this
out.
So
that's
where
I
thought
the
flooding
was
going
to
be
until
we
heard
the
call
I
got
text
about
hey.

The
real
problem
is
not
a
Tacoma,
so
try
to
leave
immediately
and
we're
seeing
that
Hamden,
it's
got
three
and
a
half
feet
of
water
flowing
down
the
southern
lane.
Curb
lane
down
to
towards
Santa
Fe
I
couldn't
go
that
way
had
to
keep
going
a
circuitous
route
just
to
get
over
to
a
coma.
So
we
figured
out
really
quickly
that
this
storm
overcame
the
assets
that
we
had
and
I
think
we
made
the
assumption
that
hey
we're
gonna
be
able
to
tap
into
other.

You
know
if
we're
busy,
we
can't
call
out
to
other
communities,
because
they're
gonna
be
dealing
with
the
same
thing
we
felt
it
was
was
much
larger
than
it
was,
and
that's
not
the
case.
Obviously,
the
storm
was
much
more
isolated
and
we
now
know
in
would
primarily
was
the
epicenter
of
whatever
that
storm
was
no.
There
wasn't
significant
damage,
anyplace
else,
which
is
really
unusual,
so
we
quickly
also
found
out
that
our
debt
disaster
communication
system
was
not
up
to
the
task
for
answering
answering
questions.
You
know
right
now.

We
do
have
the
option,
but
we
haven't
really
broadcast
this
greatly.
I
know
it
came
out
in
Inglewood
citizen
a
long
time
ago,
there's
a
rap
alert,
AR
ap
alert
where
you
can
actually
sign
up
on
the
e-911
system
for
arapahoe
county
to
get
text
sent
to
you
or
kind
of
it
is
kind
of
a
reverse
nylon.
One
system
there's
a
never
bridge
system.
The
city
has
but
I
think
that's
more
for
its
employees
as
opposed
to
you
know
citizens,
but
that.

Alert
system
does
work,
it
does
send
out
text
and
does
say
hey,
you
know,
there's
a
flash
flood
or
storm
the
Thunder
thunderstorm
warning
severe
snowstorm,
but
this
again
goes
back
to
the
fact
that,
without
having
an
emergency
manager
to
help
us
and
I'm,
not
gonna
blame
not
having
an
emergency
manager
being
the
the
real
problem
here.
But
it
is
symptomatic
of
a
bigger
issue.

That
issue
is
that
we're
not
prepared
to
deal
with
this
because
we
haven't
done
the
pre-planning.
We
haven't
done
the
roleplay
to
understand
the
exercise,
understand
what
everybody's
role
is
and
I
think
we
understood
really
quickly
as
the
as
the
storm
already
happened
and
we're
trying
to
get
out
and
to
talk
to
people
and
do
some
recovery
where
our
disasters
communication
system
wasn't
working,
because
we
had
people
asking
for
resources
and
we
were
doubling
the
effort.

So
one
of
the
other
things
that
we
found
out
very
quickly
too
was
again,
as
I
mentioned,
the
pre-planning
of
assets
and
resources.
We
didn't
have
that
network
established
and
that's
something
that
you
would
have
typically
in
an
emergency
response
plan
or
emergency
management
plan
to
describe
if
it's
a
flood,
you're
gonna
need
dumpsters
or
if
it's
a
flood.
You're
gonna
need
extra
people
who
have
Vactor
trucks,
to
vac
your
out,
the
storm
drain
lines
or
various
things,
or
even
a
list
of
reputable
contractors,
not
endorsing
any
one
of
them.

But
people
needed
contractor
help
to
pump
basements
I
heard
a
story
from
a
woman
on
Bannock
Street,
who
said
a
gentleman
drove
up
in
a
truck
and
said
I'll
pump
your
basement
out
and
clean
out
your
basement
for
$11,000.
She
paid
the
man
and
we've
talked
about
this
before
we
need
to
be
able
to.
You
know,
have
resources,
so
people
don't
get
taken
by
these
people
to
the
cleaners
and
she
said
I
just
paid
off
my
home
I
just
paid
off
my
car,
and
then
this
happens
and
so
terrible
stories.

You
know
to
go
out
and
talk
to
these
folks
and
hear
those
kinds
of
things,
so
we
need.
We
need
to
set
up
the
resources
ahead
of
time
for
every
vulnerability
that
we
have
floodings
only
one.
We
know
that
we
have
flooding
vulnerability.
We
thought
it
was
in
the
Northeast
Englewood,
not
necessarily
in
the
area
that
it
happened
on
a
coma
Banach
and
around
Rotolo
Park.
We
also
have
other
vulnerabilities
that
we
need
to
be
concerned
with
we're
next
to
a
hazardous
cargo
route
on
on
Santa
Fe.
We
have
heavy
rail
that
delivers
hazardous
cargo.

What
happens
if
white
phosphorus
train
cars
derailed
right
next
to
here,
I
mean
first
of
all,
we'd
all
be
dead
because
we've
been
breathing
in
the
vapor.
But
what
do
you
do
when
that
happens?
We
don't
have
a
plan
for
that.
We
really
don't
what
happens
if
an
f4
f3
god
forbid
an
f5
tornado
hit
here.
We
don't
have
a
plan
for
that,
and
you
might
say
well
we're
an
urban
area.
We'll
have
to
worry
about
this.

But
what
happens
if
we
have
a
fire
when
the
fire
hits
I
will
tell
you
living
through
firestorm
what
was
called
in
northern
Idaho
in
in
the
early
2000s
or
the
mid
2000.
Excuse
me
what
an
event
fire
wasn't
even
where
we
were,
but
the
fire
was
in
Washington
Eastern,
Washington
Washington
and
the
embers
that
came
down
lit
stuff
on
fire.
It
was
like
you
know,
a
volcano
almost
just
spit,
not
lobbing
it
wherever
it
landed.
It
was
starting
fires
because
it
was
that
dry.

We
hadn't,
you
know
you
have
to
have
a
plan
in
place
and
you
have
to
know
what
your
role
is
and
at
this
point
in
time,
without
an
EOP
emergency
operations
plan,
that's
been
tried
and
tested.
Where
Council
knows
what
their
role
is.
Staff
knows
what
their
role
is,
and
everybody
knows
what
their
ESF
is.
Emergency
service
function,
so
there
isn't
any
crossing
of
the
lines,
but
there
is
collaboration
and
everybody
knows
who's
doing
what.
If
we
need
money,
we
know
what
that
process
is
for
emergency
purchases.

Just
like
this,
you
know
night
of
the
24th
I,
sent
a
message
out
and
said:
hey
Sheridan
storm
great
lines
down
again,
where
you
got
to
get
American
civil
contractors
out
there
tomorrow
for
emergency
repairs.
Well,
I
mean
if
we
didn't
have
an
American
civil
contractors
as
a
contractor
here
in
Englewood,
that's
capable
of
doing
that
level
of
work.
Who
would
we
turn
to?
What
would
we
do
we'd
be
out
there?
Trying
to?
You
know
two
guys
in
a
backhoe
trying
to
figure
out
how
to
get
that
storm
drain
line
fixed
and
relieved.

So
it's
important
for
us
to
do
that.
We
need
to
spend
the
time
to
do
that.
So
again,
the
response
by
9-1-1
is
is
money
there,
they're
good
as
gold.
You
call
9-1-1,
they
come
running
and
it
wasn't
just
on
a
rap
on
a
coma
or
VANOC
street.
Our
emergency
services
people
were
all
over
the
community
dealing
with
downed
wires
clogged
drains
whatever
it
was,
they
were
doing
their
jobs,
so
that
works,
but
we
need
to
make
sure
that
other
departments
don't
have
as
slow
a
response
to
when
a
storm
transpires
like
that.

Another
piece
of
this
that
we
learned
is
that
there's
there's
a
program
called
NIMS
National
Incident,
Management
System,
and
some
of
us
are
trained
in
NIMS
various
different
levels
and
that's
important,
but
we
need
to
make
sure
all
of
our
employees
understand
what
an
incident
management
system
is
so
that
they
know
again.
It
goes
back
to
knowing
your
role
when
a
disaster
happens
and
and
what
that,
what
your
your
role
is
and
make
sure
you
execute.
On
that
fourth
lesson:
we
learned
again
people
found
themselves
in
the
role
of
accidental
emergency
manager.

So,
a
few
days
afterwards,
we
knew
that
we
had
to
contact
the
state
which
we
did.
We
made
contact
with
Cory
stark
who's,
our
representative
with
the
Department
of
Homeland
Security
at
the
state
level
he
works
with
FEMA,
but
what
an
end
up
happening
is
that
commander
Englert
and
our
fire
marshal
tag
team
together
to
start
assembling
what
we
needed
to
do
in
order
to
qualify
for
dessert
for
a
federal
disaster
aid
I.
Think
it's
a
confusing
confounding
thing
and
people
said
damn
it.
My
my
basement
is
loaded
with
water.
My
I've
lost
everything.
E
E
There
is
a
delay
in
that
process
because
we're
waiting
on
federal
people
or
waiting
on
this
SBA
to
come
and
do
their
assessments,
and
then
we
found
out
that
you
know
four
or
five
six
days
into
the
storm
in
code
you're,
the
only
one
they
get
hammered
really
hard
really
hard.
They
had
had
this
type
of
damage.
Yeah
there
is
flooding
elsewhere.
Some
people
had
flooded,
basements
in
Denver
and
and
Sheridan
of
course,
naturally
in
the
lower
areas
of
Sheridan,
always
floods.
E
But
you
know
what
what
resources
can
we
get
out
here
to
these
folks
immediately
that
are
going
to
help
so
aside
from
Red
Cross,
which
the
police
department
always
has
a
great
relationship
with
Red
Cross
to
ensure
that
they're
out
there
providing
you
know
emergency
housing,
emergency
clothing,
those
types
of
things?
What
else
can
we
offer
people
who
need
something
right
away
and
we
don't
have
those
resources
set
aside?
So
again
it
goes
back
to
ensuring
that
we
have
an
emergency
manager
or
a
network.

That's
really
defined
that
says
hey
when
X
happens,
then
Y
happens.
So
that's
that's
necessary.
So
we
need
to
be
sure
that
we
have
those
resources
and
systems
in
place
that
we
can
avoid
that
when
those
events
happen
in
the
future.
So
the
other
thing-
and
this
is
a
small,
maybe
insignificant,
but
I'm
going
to
tick
it
off
anyway,
is
that
I
sent
to
you
climatological
data
from
the
urban
drainage
and
flood
control
district,
and
if
you
look
and
you
see
where
all
their
storm
and
telemetry
is
for,
where
things
are,
we
don't
have
it?
E
We
don't
have
very
few
in
England
we're
like
a
big
area
of
nothing
with
respect
to
rain
gauges.
We
need
rain
gauges
here
and
you
ask
why
do
we
need
that?
Well,
we're
about
to
embark
with
Federal
Emergency
Management
Agency
on
flood
hazard
mitigation
grant
and
they're
gonna
want
climatological
data
that
shows.
E
You
have
to
empty
out
yourself
and
you
take
measurements,
but
a
digital
rain
gauge
for
the
Allen
filter
plant,
but
we
need
to
start
to
work
and
collaborate,
more
urban
drainage
and
flood
control
to
get
more
of
those
throughout
our
communities
so
that
we
can
have
that
data
so
I
know.
Maybe
this
has
been
made
light
of
a
little
bit,
but
I
want
to
thank
miss
Hoffman
if
she's
still
here,
yes,
miss
Hoffman
brought
to
my
attention
as
we
walk
the
alley
several
times.

We've
got
serious
vegetation
problems
and
serious
issues
with
the
conditions
of
our
alleys.
Now
we
recognize
that
some
people,
like
gravel
alleys,
some
people
want
them
all
concreted,
but
imagine
if
you
will
alleys
that
don't
have
garbage
and
waste
and
trees
growing
up
underneath
fences
and
and
everything
that's
going
on.
I
mean
there
was
so
much
debris
in
these
alleys
now,
some
of
it
wash
there,
obviously
because
of
the
storm,
but
some
of
it
when
I
went
to
go,
drive,
Northeast
Englewood,
the
corona,
the
Ogden,
the
Bates
and
the
Logan
in
that
area.
E
To
look
at
what's
going
on
up
there,
those
alleys
are
just
filled
with
people
leaving
their
trash
bags
logs
that
are
cut
small
brush
that
they've
left
in
that
alley,
amongst
other
things,
sheets
of
plywood,
that's
the
kind
of
stuff
that
plugs
a
storm
drain
faster
than
life.
So
we
need
to
be
more
diligent
with
telling
our
code
enforcement
Public
Works
whomever
it
is.
E
It's
a
we're
drained
to
begin
with,
but
you
can
actually
see
where
all
this
debris
that
was
there
and
some
of
people's
yards
could
easily
plug
a
drain
within
a
matter
of
minutes
and
exacerbate
the
functionality
of
that
drain
to
the
to
a
negative
position,
and
so
right
now
I
mean
the
trees
that
were
laying
over
the
to
come
over
people's
fences,
and
we've
talked
before
about
how
we're
not
going
to
be
trimming
people's
trees
anymore,
because
it's
a
liability.
If
I
have
one
of
my
people
kill
somebody's
tree
and
they're
like
well.
E
You
owe
me
a
tree
we
can't
have.
We
can't
have
that,
but
we
need
to
help
homeowners,
get
the
resources
necessary
to
get
those
trees
trimmed
back.
So
the
alleys
are
functional
and
passable
in
some
instances.
Further
to
the
south,
perhaps
on
the
alley
between
a
coma
and
Broadway
I
mean
a
huge
tree
fell
down,
it
was
down
for
days
and
and
you're
right.
We
needed
a
large
chain,
so
we
had
small
ones.

We
have
small
pruning
saws,
but
not
a
steel
chainsaw,
with
a
36
inch
bar
around
it
to
cut
through
a
you
know,
a
tree,
that's
bigger
than
this.
This
podium.
We
need
that
type
of
equipment,
but
we
also
recognize,
after
that
storm
people
had
so
much
storm
damage
because
of
the
wind
that
tree
trimming.
Companies
are
impossible
to
contact
right
after
the
storm
they're,
all
very
busy.

So
again
we
need
to
educate
and
we
need
to
help
enforce
our
ordinances
in
the
alleys
and
alleys
will
be
discussed
a
little
bit
later,
but
if
we
did
have,
if
we
just
went
out
and
asked
all
the
rallies
that
water
would
have
traveled
so
fast
through
there,
those
people
would
even
been
in
worse
harm
if
they
don't
have
the
proper
storm
drain
type
of
arrangement.
So
we
need
permeable
permeable
sections
like
our
alleys,
to
help.
Hopefully,
water
permeate
down
into
and
not
services
that
are
that
are
going
to
not
take
on
water.

just
need
a
place
to
put
the
water
next.
The
most
obvious
lesson
you
know,
aside
from
allocating
the
resources
necessary
to
address
the
storm
and
Maria
D'andrea,
will
come
up
shortly
and
talk
about
what
what
that
is
going
to
look
like
going
forward.
What
do
we
do?
I
would
like
to
ask
the
council
to
allow
staff
to
go
vigorously
pursue
some
funding,
because
we
know
that
it's
gonna
be
very,
very
expensive
to
put
in
put
in
the
necessary
improvements
and
I
wahby.

We
want

work
with
FEMA
immediately
to
go
ask
for
fee
if
what
hazard
mitigation
grant
funding,
because
it's
there
I
just
talked
to
Arapaho
County's
emergency
manager,
she's,
the
stand-in
I,
think
actually
Capel
and
she
said
what
hazard
mitigation
funds
are
there
at
the
state
and
federal
level.
We
want
to
go
after
that
very
vigorously,
so
we
want
to
bring
that
forth
quickly
as
possible
to
let
you
authorize
us
to
move
forward
with
that.

big
issue
that
was
raised
tonight
by
miss
Allen
she's,
absolutely
right.
You
know
part
of
our
problem
and
it's
my
problem
too,
as
I
have
a
bias
for
action.
So
when
the
when
the
storm
was
raging
and
stuff
is
happening
and
I'm
directing
people
and
trying
to
do
what
I
could
to
help
get
things
out
there,
the
last
thing
you
talk:
do
you
think
about?
Is
you
think
about
getting
the
work
done?
You
don't
think
about
going
out
and
talking
to
the
people
right,
and
so
we
were
so
consumed
with.

Let's
just
follow
the
checkoff
list
from
the
EOP
that
we
know
it
has
and
that
yo

says
first
thing
assess
damage.
Get
your
public
infrastructure
in
place.
Make
sure
that
your
storm
drains
are
clear.
Make
sure
that
you,
you
know
your
your
streets
and
rights-of-way
are
passable
so
that
emergency
emergency
vehicles
can
get
to
where
they
need
to
go,
make
sure
that
people
can
get
to
the
hospital
whatever.
That
might
be.

They
they're
they're
a
big
organization,
but
the
concern
becomes
if,
if
we
were
to
contract
with
them,
what
what
level
of
service
really
we're
going
to
get
from
them,
if
they're
great
at
what
they
do
to
responding
to
disasters
and
helping
people
file
all
the
paperwork
and
connect
with
the
state
and
all
that
and
they're
a
great
resource.
We
want
to
have
that,
but
I'm
suggesting
that
we
need
to
work
immediately.
A
matter
of
fact.
I
have
a
meeting
this
week,
Maria
and
I
I
think
it's
tomorrow.

Our
meeting
with
Littleton
they're
losing
their
emergency
manager
to
South,
Metro,
Fire
and
Rescue
and
they're
gonna
be
in
the
same
boat.
They
don't.
They
need
an
emergency
manager
as
well
and
I'd
like
to
explore
that,
but
we
need
to
move
quickly
on
identifying
a
person
who's,
not
in
the
who's.
Not
me
who's,
not
the
police
department,
who's,
not
the
fire
marshal
or
anybody
else
who
you
want
to
point
out
and
say:
you're
the
emergency
manager.

I,
don't
know
what
the
next
disasters
gonna
be.
You
know,
quite
frankly,
since
coming
here
in
2014,
it
seems
like
we've
had
disaster
after
disaster
and
they
may
not
be
natural
disasters,
but
they
just
keep
happening
and
we
need
to
be
prepared
to
deal
with
that,
whether
it's
a
cyber
attack
which
we've
dealt
with,
whether
it's
flooding,
which
now
we've
had
three
bouts
of
flooding
to
up
north
and
then
one
down
here,
we
have
to
be
prepared
for
that
and
I
don't
feel
like.

We
are
prepared
and
that's
why
we
brought
it
to
your
attention
to
say
we
need
some
help
and
need
some
resources
and
I
recognize
that
it's
going
to
cost
money,
but
an
ounce
of
prevention
is
worth
you
know
a
pound
somewhere
else,
and
another
statistic
I
just
saw
from
FEMA
is
that
one
dollar
spent
on
planning
saved
six
dollars
on
the
backside
of
trying
to
recover
from
a
disaster,
and
that
was
in
a
CML
publication
that
just
came
out.
You
probably
received
it
too.

It's
the
knowledge
now
on
resilience,
great
publication,
but
the
fact
the
matter
is.
We
need
to
have
that
level
of
resilience
and
have
that
level
of
preparations
so
that
we
don't
get
caught
again
in
this
particular
position.
Where
again,
we
were
all
trying
to
do
our
best
job,
but
our
best
job
was
enough
for
what
our
residents
needed
at
the
time,
and
so
we
are
gonna
work
work
on
that,
obviously
moving
forward.
We
don't
want
to
be
in
a
situation
like
what's
going
on
in
Mendocino.

We
don't
want
to
be
in
a
situation
like
just
happen
this
past
weekend
in
College
Lake
Dam
in
Lynchburg
Virginia,
where
my
parents
live
not
too
far
from
there,
and
they
said
that
was
unreal
when
that
dam
could
have
breached
and
people
lost
their
lives
down
there
from
the
flooding
that
occurred
with
seven
inches
of
rain
in
a
two
hour
period.
So
we
need
to
get
our
get
our
act
together,
get
an
emergency
manager
get
focused
and
most
definitely
and
more
importantly,
right
now.

need
to
turn
our
attention
to
looking
at
what
we
can
do
to
mitigate
this
from
happening
in
the
future.
As
I
said
we're
a
built
out
community.
We
do
have
some
plans
from
the
past,
but
those
plans
and
I
mentioned
in
my
report
for
better
for
worse
I'm,
not
realistic,
because
you're
talking
about
pipe
sizes
that
are
larger
than
your
rights-of-way
pipe
sizes
that,
where
you
gonna
put
the
water,
are
we
gonna
get
it
to
the
river.

missing
the
piece
of
the
experience
of
the
seven
of
us
and
some
communication

well
as
what
the
citizens
brought

that

us
to
have
that
discussion
so
that
we
take
your
report

which
I
appreciate

saw
it
from
the
city

council

get

council
was
part
of
that
and
I
think
that

piece

citizens

forward

they

feel
there
was

misstep

imagined,

that
they
perceived

did
worse
for

believe

you

the

mentioned,
there
was
a
study
back
in
1971
and
it
sounds
like
a
great
deal
of
those
pieces
were
in
place
at
the
time,
but
hydrology
overall
has
always
been
sort
of,
especially
in
cities
as
they
develop
over
time
has
been
somewhat
of
a
neglected
topic.
It's
like
there
were
both
point
low
spots
identified.

So
actually
everybody
in
the
metro
area
pays
on
their
taxes
to
the
urban
drainage
at
flood
control
district,
to
have
a
central
resource
that
we
can
call
upon
in
times
like
this,
but
also
for
the
planning
aspects
of
flood
control
and
going
about
so.
The
1999
study
was
done
in
conjunction
between
the
city
and
the
urban
drainage
and
flood
control
district.
It
did
identify
a
number
of
improvements
estimated
at
that
time,
so
in
1999
dollars
over
twelve
point,
seven
million
dollars,
which
was
significant
and
as
City
Manager
Keck
commented
on.

There
is
a
number
of
concerns
with
that
report
in
terms
of
the
sizes.
Is
there
physically
room
to
put
those
improvements
in,
but
also
now
we
know
that
twenty
years
later,
the
criteria
have
changed
so
again.
Hydrology
is
developing
over
time.
Urban
drainage
has
new
criteria
that
we
want
to
try
and
meet,
because
we
course
want
to
potentially
reach
out
to
them
for
resources,
and/or
national
resources
and
grant
mitigation,
and
so
we
want
to
make
sure
we
meet
those
standards
when
we
design
the
system.

So
our
recommendation
is
to
take
a
fresh
look
at
that
study.
Again,
we're
almost
to
the
20-year
point,
and
we
want
to
make
sure
that
whatever
we
do
is
able
to
not
only
work
but
perhaps
there's
some
new
technologies
out
there.
We've
talked
a
little
bit
about
the
alleys
and
permeable
payments.
We
could
certainly
can
explore
that
for
streets
as
well.

So
we,
if
we
have
to
put
in
new
pipes,
perhaps
the
surface
that
we
put
down,
is
permeable
as
well,
and
so
some
of
that
water
is
not
only
going
into
the
pipes,
but
it's
going
down
beneath
the
streets
and
allowing
some
some
of
those
that
flood
water
to
wick
away
below
ground.
The
thing
that's
for
certain
is
that
a
100-year
storm
event
is
is
unlikely
to
be
able
to
that.
We
can
achieve
that
within.
The
community
will
certainly
look
at
that
as
well.

studied
from
1999
only
looked
to
achieve
protection
from
a
two
to
five
year
event,
so
kind
of
your
typical
rainstorms
that
you
would
see
in
any
given
year.

we
were
also
going
to
look,
though,
at
the
hundred
year,
storm
event
and
see
what
would
it
take
to
protect
homes
to
that
level
for
the
type
of
storm
that
we
experienced
on
July
24th?

what
that
involves
is
likely
more
detention,
areas
likely
in
parks
other
open
spaces
that
might
be
available
to
us
and
then,
as
I
mentioned,
other
creative
solutions
that
we're
going
to
work
with,
with
a
engineering
firm
to
try
and
identify
so
I
know
the
desire
is
to
move
quickly.
That's
all
of

we
want
to
get
something
to
place.

think
given

dollar
amounts

talking

first
that
what

only
right
size

talking
about

dollar

study

evaluate

our
first
point,

to
rebase

that
1999
study
again

approach

we

that

with
new

better

development
review
standards

any
kind

residential
development,
two
acres

greater.

require
on-site
detention,
but
we
have,
as
you
all
know,
we

lots

sites

too
less
than
two
acres
and
those
don't
require
detention.
So
we
want
to
look
at
other
communities.

that
standard
out
there
and
do
we
need
to
lower
the
threshold
if
you
will
for
the
acreage
size
or
when
somebody
has
to
do
on-site
detention
and
again
they
can
get
creative.

just
opted
out
were
