trend
Network
and
our
work
with
the
homeless
population
in
Inglewood.
First
I'd
like
to
update
you
on
a
community
forum
that
changed
the
trend
we'll
be
hosting
on
Thursday
March
22nd
from
6:30
to
8:00
p.m.
in
the
community
room.
On
the
second
floor
of
this
building,
there
will
be
a
panel
made
up
of
members
of
the
network,
a
formerly
homeless
citizen
and
other
leaders
in
the
city.

There
will
be
a
moderated
discussion
along
with
Q&A
about
homelessness
in
Inglewood.
It
will
be
an
educational
event
and
all
are
welcome
to
attend
I'd
like
to
extend
a
special
invitation
to
members
of
our
council.
Please
consider
joining
us
that
night
to
listen,
ask
questions
and
share
about
your
experiences
change.
The
trend
is
continue
to
me
regularly
on
Thursday
mornings,
at
9:00
a.m.
to
discuss
productive
and
positive
responses
to
homelessness.
In
Inglewood
we
brought
a
few
fighter
pilot
partners
into
the
program
and
we're
developing
we're
developing
and
have
experienced
some
failure
in
some
successes.

We've
learned
from
both.
Currently,
there
is
one
participant
who
has
been
working
with
our
network
members
for
a
couple
of
months
now
and
has
gained
access
to
a
shower
laundry,
a
phone,
spiritual
community
transportation,
severe
weather,
shelter,
mental
health
and
last
week
he
started
a
new
job
and
received
his
first
paycheck.

Second
I'll
update
you
on
a
meeting
that
took
place
on
Thursday
February
22nd
next
door
at
the
guild.
This
meeting
was
made
up
of
a
larger
group
that
originally
commissioned
the
homelessness
task
force.
That
became
change.
The
trend,
city
manager,
Erik
Keck,
chief
John,
Collins
and
many
other
community
leaders
were
there
for
this
meeting.
This
meeting
was
called
so
the
change
the
trend
could
update
the
broader
group
on
our
respective
progress
and
findings,
since
we
were
initially
commissioned
by
them.

From
our
meeting
with
this
larger
group
on
the
22nd,
we
received
a
couple
of
directives
that
were
loud
and
clear.
First,
we
will
start
working
towards
a
locker
system
that
will
allow
homeless
people
in
Englewood
to
store
their
belongings
in
a
safe
place,
while
they
were
pursuing
employment,
residency
or
care.
This
concept
is
in
a
preliminary
stage
and
we
will
be
performing
an
in-depth
cost
analysis,
location
analysis
and
consultation
with
other
organizations
in
other
cities
that
have
developed
Locker
programs
for
homeless
people.

The
second
directive
we
received
from
this
larger
group
was
to
create
more
safe
places
for
homeless
people
during
the
day.
I've
served
on
the
board
of
the
Denver
rescue
mission
for
several
years
now,
and
finding
safe
places
for
people
during
the
day
has
become
a
much
a
much
impressing
need
for
our
communities.

We
knew
in
no
way
claimed
to
have
all
the
answers,
nor
are
we
exclusive
or
closed
as
a
group
I
can
think
of
several
meetings
that
have
recently
felt
fairly,
discouraging
because
progress
seemed
to
be
elusive,
we're
simply
doing
the
best
that
we
can
with
what
we
have
for
the
most
vulnerable
neighbors
around
us,
like
City,
Councilwoman,
Baron
tide
said
several
times
at
the
end
of
last
week.
Study
session,
the
homeless
in
our
community
deserve
compassion
and
dignity.
We
are
donating
a
lot
of
time
and
resources
to
provide
them
with
exactly
that.

do
not
have
a
silver
bullet,
however,
if
Councilwoman
Barrentine
or
any
of
the
other
council
members
or
anyone
in
this
room
for
that
matter,
have
any
ideas
for
extending
compassion
and
dignity
to
our
homeless
neighbors.
We

poverty

So

that's

we're
described

code
enforcement
Advisory
Committee,
which
means
that
my
focus
is
to
look
at.

going

enforcement,
a
year
ago,
I
was
put
on
the
code
enforcement
advisory
committee.
You
folks
gave
me
a
coffee
cup
and
when
I
went
outside
someone
approached
me
and
said
how
come
I
get
a
ticket
for
my
garbage
can
and
other
people
don't,
and
he
explained
to
me
what
went
on
and
here
is
a
there's,
a

what
we're
going
to
talk

four
apartment
buildings,
that's

apartments

this
picture

taken

some

some

22,000
miles
in
space

their
trash
cans
on
the
sidewalk.
It's
kind
of
amazing
you'll
notice
in
front
of
the
first
three
apartment
complexes
to
the
north.

are
trash
cans
and
in
the
front
of

fourth
one,
oh
wait,
there's
no
trash
cans
in
front
of
the
fourth
one.
Well
get
back
to
that
I.
So
the
code
reads
kind
of
simply.
You
can't
put
your
trash
cans
out
more
than
24
hours
before
they're
going
to
be
take
your
garbage.
People
pick
them
up
and
you
can't
leave
them
out.
24
hours
pass
and
you
can't
impede
the
either
the
street
or
the
sidewalk.
Well,
that's
three
infractions
on
all
of
these
cans.

I
left
a
little,
because
the
tops
kind
of
hang
over
the
side
and
then
I
measured
how
much
sidewalk
was
the
left.
We
have
24
inches
left
now.
I
know
that
sounds
like
a
lot:
I
could
walk
by

inches

a
problem.
Here's
the
problem.
Wheelchairs
are
30
inches
wide,
so
if
it
snows
and
if
they
shovel
the
sidewalk,
the
wheelchair
will
have
to
go
out
into
the
snow
now.

would
hope
at
this
point.

a
code
violation
and
it
should
be
taken
care

I
can't
figure
out.
Why?
It's
not,
but
me
being

couldn't

it

look

problems
is
that
you
can't
get
a
truck
down

alley.

alley

remarks

councilmember
Baron,
tines
unprovoked,

unnecessary
attack
on
giving
heart
and
last
week
study
session,
but
I
want
to
make
it
clear
that,
to
the
extent
that
these
things
apply,
I
am
speaking
to
the
whole
council.
Here
you
put
on
a
show
of
moral
superiority
when
you
demand
others
follow
your
take
on
the
letter
of
the
Charter,
but
if
it
works
to
your
advantage,
you'll
happily
ignore
the
same
rules.

You
demand
financial
perfection
from
city
staff,
but
will
happily
spend
the
taxpayers
money
on
an
unnecessary
election
because
you
couldn't
see
your
way
to
following
the
letter
of
the
Charter.
When
it
didn't
sue,
you
February,
you
attacked
a
citizen
for
attacking
a
citizen.
Doing
the
very
thing
you
were
accusing
him
of
doing
in
your
response
to
him.

study
session
last
week,
you
mounted
a
campaign
false
accusations
against
giving
heart,
accusing
the
volunteers
that
the
only
place
a
homeless
person
can
go
to
get
out
of
the
cold
on
the
worst
nights
of
the
year
of
leaving
the
homeless
out
in
the
cold.
Let
me
say
that
again,
you
accused
the
volunteers
of
the
only
place
a
homeless
person
can
go
in
Inglewood
to
get
out
of
the
cold
on
the

nights

the

the
homeless

the
cold.

we've
worked
the
former
mayors
work
with
the
police
department
to
address
issues
with
the
homeless
and
to
take
on
initiatives
like
the
neighborhood
rehab
project.
We
are
eager
to
work
with
city
council
as
well,
but
you
need
to
be
actually
for
the
poor,
not
making
a
show
of
compassion
while
working
against
them.

the
request
of
councilmember
Barrentine,
who
last
Monday
made
numerous
accusations
against
giving
heart
and
then
requested
a
response.
The
main
thrust
of
her
11
minute,
rambling
tirade,
was
that
the
volunteers
at
giving
heart
are
cruel
in
their
treatment
of
the
homeless.
She
suggested
that
our
policies
and
practices
are
inhumane,
I'm
using
her
words
for
starters,
to
use
the
councilmembers
own
words.
I
I
But
that
is
just
plain,
not
true.
That
is
not
the
way
we
operate.
That
is
not
our
in
our
policies,
nor
in
our
practices
we
do
extensive
intakes
on
all
the
homeless.
Folks
we
work
with
including
full
names
and
birthdates.
There
was
no
76
year
old
woman
standing
on
the
giving
Hart
sidewalk.
That
night.
Do
you
happen
to
recall
the
woman's
name?
Can
you
give
me
a
description,
I'll
know
who
you're
talking
about
and
I'll
double-check
our
system
to
make
sure
that
we
entered
her
data
correctly.
I
Look
I
hate
conflict
and
it
pains
me
to
do
this,
but
if
you
want
to
dig
your
hole,
deeper,
I'll
return
with
this
woman
in
two
weeks,
along
with
a
point-by-point
review
of
additional
examples
of
false
statements.
You've
made
on
public
record
from
now
on
we're
going
to
fat,
check
your
statements
and
hold
you
accountable
for
what
you
say,
but
I'd
rather
get
back
to
the
main
issue.
I
Yes,
we
are
concerned
about
any
person
out
in
bad
weather,
man
or
woman,
young
or
old,
and
that
is
why
we
are
out
there
ourselves
on
the
worst
nights
of
the
year,
doing
what
we
can
for
the
record.
Most
of
our
volunteers
have
families
and
jobs.
Our
volunteers
come
down
to
giving
heart
after
a
full
day
right
about
the
time
other
families
are
eating
dinner
and
watching
television.
We
ask
the
homeless
not
to
arrive
until
shortly
before
we
unlock
the
doors.
The
fact
that
some
folks
come
early
speaks
to
a
very
real
concern.
I
This
city
needs
more
safe
and
warm
places
for
the
homeless
to
go.
We
unlock
the
doors
at
6:00
and
then
we
provide
a
warming
sight
for
one
hour
until
the
buses
come
at
7:00
p.m.
to
transport
the
homeless,
to
shelter
sites.
During
that
hour,
our
volunteers
check
folks
in
provide
coffee
and
snacks,
learn
people's
names
and
build
relationships.
I
We
build
relationships
and
respect
into
the
heart
of
everything
we
do
at
giving
heart.
We
feel
that
if
Jesus
Christ
came
to
Englewood
on
a
stormy
night,
this
is
one
of
the
places
where
Jesus
would
be
with
the
homeless
and
at
giving
heart.
The
bizarre
accusation
stated,
as
fact,
last
Monday
night,
that
giving
heart
checks,
people
in
and
then
pushes
them
back
out
onto
the
sidewalk
to
wait
for
the
bus
is
simply
false
for
the
record.
I
The
truth
is
the
exact
opposite:
guests
are
not
even
allowed
to
leave
the
building
after
they
check
in
the
homeless,
wait
inside
until
the
bus
arrives
and
they
load
directly
from
our
door
onto
a
heated
bus.
If
the
substance
of
the
complaint
is
that
it
is
horrible
thing
in
our
city
that
homeless
folks
have
to
be
outside
in
bad
weather,
we
agree
if
you're
asking
whether
it
would
be
good
for
giving
art
to
have
longer
hours.
We
agree.
I
We
are
glad
you
know
that
you
would
like
us
to
extend
our
hours,
but
we're
doing
all
we
can
with
the
limited
resources
we
have.
Finally,
if
you're
suggesting
it
would
be
more
humane
for
us
to
close
down
and
for
us
to
stop
giving
vouchers
and
for
us
to
do
nothing,
leaving
even
the
elderly
out
in
the
night
on
the
streets,
then
I
suggest
you
do
a
logic
check
on
the
true
meaning
of
the
word
cruel.
I
If
your
concern
is
genuine
in
this
matter,
we
look
forward
to
seeing
how
you
will
help
giving
heart
expand
our
operations
and
how
you
will
help
our
community
develop
additional,
safe
and
humane
options
for
the
poor,
giving
heart
already
partners,
with
the
police,
with
the
churches
and
with
every
poverty
and
homeless
organization
in
our
city.

with
my
son,

helped
Pastor
a
small
church
which
is
planted
here
in
Inglewood
twelve
years
ago
and
meets
at
3001
south
Acoma
today,
I'm
speaking
on
behalf
of
giving
heart
ministry,
which
has
been
recently
much
maligned
and
kicked
mischaracterize
before
the
council.
In
light
of
these
unfair
attacks,
I
felt
compelled
to
speak
I'm
only
a
minor
helper
within
the
ministry,
who
has
helped
serve
on
Thursday
nights
during
severe
weather
for
the
last
two
years.

The
real
heroes
are
those
who
consistently
work
each
week
to
thanklessly
serve
one
of
the
most
voiceless
and
needy
segments
of
our
Inglewood
populace.
These
volunteers
are
some
of
the
hardest-working
most
honorable
individuals,
I
know
and
are
good
people
who
have
been
disheartened
by
recent
derogatory
distortions.

First
of
all,
contrary
to
recent
misinformation,
giving
heart
as
a
safe
place,
I
consistently
bring
my
nouse
five-year-old
daughter
and
six-year-old
son
with
me
when
I
visit
on
Tuesdays
for
lunch
or
when
we
volunteer
on
Thursday
nights,
I've
seen
no
guns
and
no
knives
and
I
and
my
children
have
never
felt
threatened
when
we
were
at
giving
heart
on
multiple
occasions,
it's
a
safe
place.
Also,
this
volunteer
ministry
does
background
checks
on
all
homeless
guests.
You
all
are
served
on
the
severe
weather
nights
on
a
handful
of
occasions.

They
have
also
firmly
but
lovingly,
kicked
out
of
the
program,
those
who
are
non-compliant
or
unwilling
to
follow
the
rules
of
the
ministry,
giving
heart
as
a
safe
place
where
respect
is
the
everyday
culture
also
giving
heart
has
been
responsive
and
supportive
of
the
area.
Businesses
I've
had
more
added
more
about
this
in
the
unedited
letter
that
has
been
given
to
each
council
member.

Secondly,
giving
heart
is
a
huge
benefit
to
Inglewood
the
volunteers
who
work
here
should
be
celebrated
and
not
castigated
by
the
city
in
its
leadership.
Giving
heart
is
presently
the
only
place
in
Inglewood
where
a
homeless
person
can
find
shelter
on
severe
weather
nights.
Giving
heart
is
also
a
catalytic
unifying
ministry
within
the
city's
faith
communities.

My
family
and
I
have
come
on
Tuesday
afternoons
where
I've
witnessed
volunteers
from
spirit
of
Hope
Methodist,
Wellspring,
Anglican,
Calvary,
Baptist,
Mosaic,
Assemblies
of
God
lighthouse
messianic,
as
well
as
other
Inglewood
congregations
are
all
working
arm
and
arm
together
to
serve
one
of
the
most
needy
segments
of
the
city.
Giving
heart
is
a
huge
benefit
to
angle,
Wood
and
I.
Believe
we
would.
We
should
change
our
collective
tone
and
celebrated
some
ministry
and
volunteers,
or
working
for
free
among
the
most
voiceless
and
victimized.

From
my
final
point,
I
will
speak
on
behalf
of
this
voiceless
and
needy
population.
The
homeless,
poor
among
us,
I,
believe
the
vast
majority
of
these
constituents
have
a
tragic
backstory
that
contributes
to
them
being
perplexingly
bound
up
in
webs
of
dysfunction.
A
few
years
ago,
I
had
a
personal
epiphany
related
to
this
one
day.
A
big
burly
homeless,
man
that
we
had
known
and
worked
with
for
many
years
came
down
the
stairs
for
our
church
service,
as
was
typical
for
him.

He
was
slightly
inebriated,
I
internally
rolled
my
eyes
at
this
unwelcome
visit,
but
could
not
think
of
a
reason
that
he
shouldn't
be
able
to
join
us
during
our
worship
time.
He
got
up
for
a
stagger
dance
over
in
his
area
with
words
slightly
elevated
because
of
his
alcohol,
crutch,
I,
remember
doing
a
mental
checklist
in
my
head,
not
a
danger
to
himself
or
others
check,
not
impeding
the
overall
service
check,
embarrassing
to
me.

Inconvenient
to
me
check
I
had
an
internal
struggle,
but
at
the
end
of
the
debate,
I
made
a
conscious
decision.
I,
let
him
dance
a
couple
of
years
later.
At
the
same,
man's
funeral
I
discovered
something
that
gave
me
greater
perspective
as
to
why
this
man
had
been
unable
to
get
it
together
and
leave
his
foolishness
behind
the
same
man
as
a
twelve
year
old
boy
and
a
tragic
accident
on
the
family
farm
had
accidentally
burned
his
younger
brother
to
death.

With
the
weight
of
this
information
bearing
down
on
me,
I
thought
back
to
my
multiple
interactions
with
him.
I
wished
that
I
had
been
kinder,
more
patient
and
helpful
to
this
man
who
consistently
had
inconvenience
me,
but
one
thing
was
for
sure:
I'm
glad
that
on
that
previous
day,
I,
let
him
dance
in
closing
members
of
this
council
and
all
those
listening
to
my
voice
in
places
of
power
or
influence.

appeal
to
you
on
behalf
of
this
assailed
ministry
that
works
tirelessly
among
the
most
marginalized
and
voiceless,
to
celebrate,
thanked
and
encouraged
them
in
the
midst
of
their
vital
work
and
on
behalf
of

voiceless
and
victimized.
They
serve,
who
have
found
a
safe,
warm
and
loving
shelter
in
the
midst
of
their
own
storms.

I've
had
a
conflict
that
my
neighbors
next
door
for
the
last
two
years
and
it
just
keeps
escalating
and
escalating.
In
September
of
last
year,
I
went
to
the
police
department
twice
asking
for
help
and
received.
None
was
told
they
couldn't
do
anything
I,
then
just
kind
of
let
it
go.
I
wrote
a
reports
and
an
end
of
what
has
been
happening
at
the
end
of
September.

The
impact
team
contacted
me
told
me
that
they
were
going
to
handle
my
case
and,
as
I
have
not
heard
from
the
impact
team
at
all.
Since
the
end
of
September
I
called
him
last
week,
twice
have
not
gotten
a
return
phone
call
or
anything
else,
and
the
problem
I'm
having
with
my
neighbor
it
just
keeps
escalating
and
escalating
and
I
would
like
to

heard

very
eloquent
conversation
and
discussion
description
of
what
giving
heart
does
I'm
here
on
behalf
of,
what's
known
as
hat
force,
south
metro,
it
has
spelled
hae
t
force
south
metro.
We
work
in
conjunction
with
giving
heart.
In
fact,
we
rent
some
space
from
giving
heart.
Our
purpose,
though,
and
for
has
been
since
we
were
founded
in
2010,
has
been
to
provide
on
basically
an
emergency
basis,
shelter
for
homeless
people
on
nights
where
it
is
cold
or
wet
and
cold.

During
the
winter
months,
our
season
begins
in
October,
usually
November
and
runs
through
April,
because
you
know
in
Colorado
that's
the
times
when
it
can
get
very
cold
and
very
burdensome
for
someone
dangerous.
In
fact
who
has
to
live
on
the
street,
we
give
out
Motel
vouchers
to
the
people
who
qualify
and
meet
our
requirements,
to
receive
the
motel
vouchers
and
to
the
motels.
We
send
our
clients
to
are
the
lucky
you
and
the
holiday
motel
on
Broadway,
both
of
which
councilmember
Barrentine
mentioned
in
the
discussion
that
has
been
referred
to
tonight.

I
wanted
to
let
you
know
that
we
have
very
specific
requirements
for
the
people
who
receive
vouchers
from
us.
They
go
through
a
vetting
process
and
we
also
work
with
the
motels.
We
send
the
people
to
with
our
vouchers
to
make
sure
that
the
people
we
give
vouchers
to
and
send
to
the
motels
do
not
cause
any
problems
and
do
not
cause
any
difficulties
for
the
police.
We
have
strict
rules
about
drug
use,
it's
not
permitted.

We
have
strict
rules
about
violence,
it
is
not
permitted
and
if
our
people
who
receive
vouchers
from
us
violate
that
they
no
longer
can
participate
now,
we've
been
operating
since
2010,
we
are
a
non-profit.
Frankly,
we
have
big
plans
for
what
we
would
like
to
do
to
help
out
the
homeless
in
Englewood
and
the
South
metro
area.

We
simply
don't
have
the
resources
to
do
more
than
we
then
we
do
do,
but
we
do
the
best
we
can,
in
fact,
I
think
we
are
all
called
to
assist
those
who
are
less
fortunate
than
we
are
and
to
help
the
poor,
the
homeless
and,
as
the
Bible
says,
the
orphans
and
widows.
We
try
to
help
those
less
fortunate,
so
I,
wouldn't
let
you
know
what
hat
force
does
and
in
fact
one
of
our
founders,
the
Reverend
Cammie
helped
in
2010.

still
serves
as
our
executive
director
and
I
believe
she's
up
next,
to
tell
you
a
little
bit
more
about
some
of
the
details
of
what
we
do,
but
I
would
urge
you
that
if
you

stands

homelessness
awareness,
action
task
force
in
the
South
metro
area.
What
we
do
is
we
provide
motel
vouchers
primarily
for
homeless
families
with
children,
and
we
also
extend
that
to
people
who
are
disabled,
chronically
disabled
wheelchairs.
We
do
have
a
man
who
is
has
lost
his
toes
due
to
frostbite
and
diabetes.
We
have
several
people
in
wheelchairs,
actually
people
with
metal
in
their
necks
and
legs.
People
who
walk
with
walkers
people
straight
out
of
the
hospital
people
with
pets.

We
do
contract
with
three
motels
two
in
the
Englewood
area,
who
are
which
are
inspected
annually
for
code
and
I,
have
a
list
of
all
the
stuff
fire
health,
the
whole
nine
yards.
They
have
to
be
inspected
every
year.
In
fact,
I
have
gone
and
looked
at
the
motels
and
do
not
see
that
anything
is
substandard.
I
do
have
pictures
if
you're
interested
in
seeing
them
of
the
motels
I
also
have
a
packet
of
things.
That
I
would
be
glad
to
share
with
you
of
how
we
interview
and
screen.

If
you
like,
the
people
who
come
to
us
and
we
have
an
interview
process,
they
have
to
declare
homelessness
and
they
also
have
to
sign
guest
expectations
that
we
go
through
in
detail.
Anyone
who
doesn't
fit
our
profile

agencies.
We
partner
with
giving
heart
we
partner
with
a
severe
weather,
shelter
network
who
take
care
of
individuals.

take

We

send
some
people
to
motel

Arapahoe
and
I-25,
and
we
give
them
bus
passes
to
get
there,
so
they
aren't
stuck.

open

a
temperature
is

degrees
and
wet
hour,
20
degrees
and
dry.
We
do
issue
the
motel
vouchers
from
the
giving
heart
offices
between
12:00
and
2:00.

the
people
who
are
listed
on
the
vouchers
can
stay
in
the
room
and.

a
social
worker

the

of

rent
subsidy

qualified,
low-income

I've

working
with
low-income
people,
many
of
them
without
homes
for
the
last
15
years,
housing,

partners
with
Joshua
Station
of
Mile,
High
Ministries,
severe
weather
shelter
network
in
giving
heart
in
efforts
to
empower
people
to
find
stable
jobs,
housing
and
give
back
to
their
communities.

One

successful
residents
is
a
couple
referred
from
giving
heart
through
our
partnership.
These
two
have
paid
their
portion
of
the
rent,
held
jobs
and
landed
new,
better
paying
jobs
positioning
themselves
to
be
able
to
pay
their
rent
on
their
own
and
provide
for
themselves
upon
graduating
from
our
housing.

them
to

were
living
in
their
car

struggling
to
keep
their
jobs,
housing

partners
with
giving
heart
for
several
reasons,
they've
earned
the
trust
of

unhoused
community
in
angle,
wood
and
Beyond
by
offering
legitimate
help
in
the
form
of
food,
GED,
Support
acquisition
of
government
assistance.
Job
leads
housing
leads
as
well
as
emotional
and
mentoring
support.

They
recognize
all
people
as
being
made
in
the
image
of
God
and
worthy
of
being
treated
with
dignity,
respect
and
love
they
train
and
equip
their
volunteers.
It
can
be
very
trying
to
work
with
those
stuck
in
poverty
and
giving
heart
provides
training
on
PTSD
and
other
mental
health
disorders
that
plague
many
of
the
people
on
the
streets.

Indeed,
as
a
concerned,
community
member
and
one
who
has
invested
15
years
of
my
personal
and
professional
life
with
people
on
the
margins
in
Englewood
I
can
say
that
miss
Barrentine
painted
a
picture
that
lacked
context
and
the
experience
of
relationship
with
the
people.
I
would
also
add
that,
to
my
knowledge,
denver,
aurora,
broomfield
lake
wall
lakewood
in
almost
all
the
other
cities
in
the
Denver
metro
area,
provide
money
towards
services
that
help
people
who
are
without
homes.
Englewood
does
not
leaving
giving
hearts,
along
with
a
number
of
food
banks,
Cafe
180
and
churches.

3500
block
of
Pennsylvania
and
I
served
the
city
he
served
in
the
city
as
a
pastor
at
large
and
I
want
to
speak
to
you
this
evening
about

truth.
When
we
say
that
a
thing
is
happening,
it
matters
if
it
really
is
or
not
truth.
Actually,
matters
I,
don't
know
where
councilmember
Barrentine
got
the
information
for
her
rant
in
last
week's
study
session.
I
do
know
that
she
did
in
fact
check
it
to
see
if
it
was
true.

I
know
that,
because
we
did-
and
it
didn't
take
us
all
that
long
to
find
out
that
the
claims
were
distorted
or
simply
false,
when
you
repeat
juicy
details
that
you've
heard
without
checking
to
see
if
they're
true,
we
have
a
word
for
that.
It's
gossip
and
I'd
like
to
say,
speaking
from
my
office
as
a
minister
gossip
is
bad.

We
shouldn't
do
it.
It
took
us
a
couple
days
to
run
down
the
details
of
all
those
claims
and
it
was
nothing
but
lies
and
distortion
from
end
to
end.
There
is
no
76
year
old
woman
on
the
rolls
at
giving
heart,
not
even
close
in
some
incidents
involving
knives
at
giving
heart
or
non-existent,
and
so
on.
You've
already
heard
some
of
that
tonight.

What
I'm
about
to
read
you
us
from
the
conclusion
of
a
memo
dated
February
2
of
this
year
that
reviews
six
months
of
police
calls
and
information
from
the
4300
of
South
Broadway
we're
giving
heart
is
located
in
frankly,
rather
exhausting
detail
quote
from
my
observations.
I
conclude
that
there
is
no
evidence
to
substantiate
the
claim
of
criminal
activity
due
to
giving
heart
being
located
in
this
block.
Nor
is
there
evidence
showing
giving
heart
to
be
deemed
a
nuisance
property.

Giving
heart
has
taken
the
necessary
steps
to
avoid
any
issues
that
may
arise
by
calling
police
when
there
is
a
problem
or
by
banning
subjects
from
receiving
their
services,
the
entire
memo
and
what
I'm
reading
you
hear
today,
I've
both
already
submitted
to
the
clerk
I
made
a
mistake.
I
should
have
brought
enough
copies
of
the
memo
for
all
of
you,
but
I
would
encourage
you
she'll
make
it

would
encourage
you
to
read
the
whole
thing
and
get
the

stance

we're
taking

it's
a
little
bit
unpopular

some

will
shortly
have
our

target

another
set
of
distortions

abuses

response

look
forward

that
it
ought
to
be
fun
for
the
whole
family.

next
door

heart

yeah
I'm
kind

listening
with
amusement
to
a
lot
of
stuff
going
on
here
tonight,
if
they
let
in
people
in
inclement,
weather

nights,
why
are
there
three
four
dozen
blocking
the
sidewalk
outside
their
store?
Why
are
there
I'm
this
a
small
crowd
every
single
time,
except
for
Sunday,
which
is
a
day
after
there
was
a
fight
this
year,
there's
been
two
acts
of
violence
year
before
that
was
fatalism
and
theft,
including
for
my
store
before
that.

It
was
just
this
respect
where
there
are
volunteers,
parts
in
front
of
the
driveway
made
customers
next
to
impossible
to
get
to
after
weeks
and
weeks
and
weeks
of
talking
with
giving
heart,
nothing
was
ever
done
or
if
it
was,
it
was
just
for
a
few
weeks
until
they
cut
the
heat,
basically
cooled
off.
So
a
lot
of
people
in
here
that
kind
of
say
that
they're
doing
a
good
thing,
I
agree,
but
it
can't
they
do
it
without
hurting
the
neighbors.

As
far
as
I
know,
every
business
on
the
block
is
negative
impacted
by
them,
including
me.
My
health
is
now
gone
downhill
because
this
I'm
down
there
to
employees
during
the
fight
a
week
ago,
some
of
you
my
store,
called
9-1-1
three
cop
cars
to
show
up,
I
didn't
seem
to
one
even
get
out.
No
one
came
in
checked
on
the
person
who
called
then
one
one.
As
far
as
I
know,
nothing
happened,
giving
heart
and
never
heard
anyone
come
over.

I'm
not
gonna
use
up
the
full
three
minutes,
but
I
do
have
a
lot
of
compassion,
or
at
least
I
did
when
I
first
moved
in.
At
this
point,
though,
they've
hurt
my
sales
to
the
point
where
I
can't
continue.
I've
been
borrowing
money,
just
keep
going
so
it'd
be
nice.
If
they
either
take
over
the
lease
they
can
have
my
property
I'll
move
or
the
city
or
somebody
if
I
can
get
some
kind
of
help
about
this
situation
and
everyone's
saying
oh
you're,
picking
on
the
homeless.

that
volunteers
continually,

how

known

homeless,

regularly

heart

thankful

years

years

it

not

Inglewood,
but

understand
those
tragic
back
stories
of
what
helps
put
people
there

understand
organizations

are
looked
on
respectfully
or
non
respectfully
because
of
your
situation
and
I
would
like
to
just
say
that
giving
heart
and
the
people
that
volunteer
there
I
have
seen
over
and
over
when
they
communicate
with
the
homeless
or
their
customers,
that
they
are
respectful
that
they
are
caring.

single
person

facilities
of
the
computers,
their
job
sources,
their
holding
people's
mail.
That
is
things
that,
when
you're
homeless,
you
don't
know
what's
going
to
how
how
do
I
get
mail?

get
a
job
and
I've
seen
over
and
over
again
that
these
are
areas
that
they
help
the
homeless
do
and
I
just
want
to
say.

like

friends

colleagues
here,
I,
also
reviewed
the
video
of
the
study
session
from
last
Monday
and
was
stunned
by
the
comments
by
Councilwoman
Barrentine.
The
picture
she
paints
of
giving
heart
has
that
of
an
incompetent
organization
that
fails
on
every
possible
level.
It
allows
gun
knife,
toting
homeless,
thugs
to
terrorize
nearby
businesses,
business
owners.
It
allows
the
homeless
to
congregate
in
freezing
weather
without
promptly
opening
its
doors.

It
fails
to
operate
within
a
culture
of
respect
and
apparent
contrast
to
other
nearby
homeless
ministries
and
when
it
does
manage
with
a
hat
group
to
find
shelter
for
the
homeless,
it
sends
them
to
drafty
rat-infested,
hellhole,
zet,
cetera,
et
cetera.
Listening
to
her
comments,
if
I
didn't
know,
any
better
I
would
think
that
whoever's
running
this
so-called
ministry
of
compassion
should
be
hauled
in
front
of
this
council
and
made
to
answer
for
every
one
of
these
grievances.

I
think
that
giving
heart
posed
a
very
real
threat
to
the
community
into
the
very
people
claims
to
serve
I
think
that
epd
should
send
over
a
patrol
car
to
giving
heart
as
soon
as
the
thermometer
dips
below
32
degrees.
The
problem
for
councilmember
Barrentine
is
that
I
do
know
better
I
know
the
volunteers
are
giving
heart
I
know
the
way
the
ministry
is
run
and
I
know
the
profound
good
that
it
provides
to
the
individuals
who
are
otherwise
not
receiving
services
on
very
cold
nights.

would
be
good
enough
for
me
and
probably
should
be
good
enough
for
Councilwoman
Barrentine
or
she
actually
asked
them
herself,
but
if
I
were
still
skeptical
about
it,
all
I
would
have
to
do
is
read
the
EPD
memo
that
was
has
been
previously
referenced,
which
neatly
obliterates,
Councilwoman,
barren
teens
characterization
of
giving
heart
as
a
danger
to
the
community
and
also
addresses
in
detail
the
illegal
parking
shenanigans
referenced
by
mr.
Len
green.

So
that
being
the
case,
I'm
absolutely
at
a
loss
to
explain
the
motives
of
councilmember
Barrentine
and
her
ongoing
crusade
against
giving
heart.
I
can't
explain
it,
especially
because
I
know
she
has
compassion
for
the
homeless.
I
have
a
hard
time,
believing
that
she
sincerely
believes
it's
in
her
best
interests,
either
morally
or
politically,
to
continue
to
actively
work
against
a
homeless
ministry
that,
according
to
EP
D,
poses
only
a
trivial
threat
to
the
health
and
safety
of
her
constituents
and
to
business
owners
on
Broadway.

It
goes
without
saying
or
should
go
without
saying
at
the
benefit
to
the
population.
It
serves
far
outweighs
whatever
slight
risks
are
met
when
those
men
and
women
go
there
to
receive
love
and
charity
in
the
name
of
Jesus,
I
applaud,
councilmember
Barrentine
for
being
willing
to
meet
with
the
homeless
and
listen
to
them,
but
I
strongly
encourage
her
to
reconsider
her
ill-advised
attacks
on
a
mystery
that
does
so
much
to
serve
them.

people
show
up
to

drug
deals

doing,
what
or
how
many
police
are
being
called,
how
the
somebody
is
being
harassed
or
they're.

These
businesses
that
are
complaining
to
me,
you
don't
know
because
your
door
is
shut.
Those
people
are
camped
out
in
the
cold,
waiting
for
your
door
to
open
and
they're,
not
bound
by
you
saying,
hey
by
the
way,
don't
come
in
till
we're
open,
because
it's
my
understanding
from
the
homeless,
who,
who
you
now
have
told
me,
may
not
always
be
truthful
with
me
that
it's
first-come,
first-serve,
so
they're
trying
to
get
into
a
queue
there.

who
was
in
the
back

I
had
watched
the
tape
of
a
person
waiting
in
line
for
your
service.
I
watched
a
tape
from
his
business
of
a
man
being
beaten.
You
guys
weren't
there
to
protect
him.
He
was
right
next
door,
you
don't
know.
What's
going
on
in
the
outside
of
your
business,
I
watched
the
tape
and
the
tape.
The
time
on
the
tape
was
6:45
and
I
asked
him.
Why
are
there
people
all
of
these
people
milling
around
a
lot
of
them,
watching
this
person
being
beaten
and
doing
nothing?

And
he
said
because
they
have
them
leave
and
wait
outside?
Maybe
he
doesn't
know
what
your
process
and
procedure
is.
Maybe
you
should
go
ahead
and
explain
that
better,
but
is
apparent
that
you
have
no
idea.
What's
going
on
in
the
outside
of
your
door.
I
saw
a
lot
on
the
tape
and
I
saw
a
person
being
beaten,
who's
waiting
for
your
services,
who
was
outside
at
6:45
in
the
evening
I
walked
outside
with
him.

asked
these
people.
Why
don't
you
just
go
straight
to
the
church
that
you're
going
to
be
sheltered
at
and
they
said
that
they
have
to
go
through
the
staging
area?

a
staging
area
you're

protecting
you're,

people
overnight
there

just
a
staging
area
and
I
said
I
met
some
people
that
are
at
the
church
where
they
end
up
going
in
Littleton,
and
these
two
very
nice
women
were
very
forthcoming
with
that.

impression

the
church

Littleton

getting

these
background,

safe
people
are
coming,
is

inappropriate,

that's
happening,

they
believe
that
it
wouldn't
happen
any
other
wait.
There
were
ways
that
there
were
staging
areas
before
I
believe
that
you
had
an
organization
down
here
in
city
center

the
city
center.

want
an
organization
like
that.

Attracting
people
down
here
because
it
does
affect
business
and
people's
feeling
of
safety
in
their
community

think
there's

lot
of
good
things
that
giving
heart
might
do
but
to
not
address
when

have

have
issues

people
in
harm's
way,
when
there
are
concerns
of
safety
to
Jessica,
we
do
some
great
things

so
we're

just
demonize
one
person
who's
bringing
up
the
issues.

can
do
that,

it's
not
going
to
solve
the
problems.

businesses
want
to
see
this,
your
your
organization,
which
will
take
the
good
part
that
you're
doing
away
for
for
what
you
are
not
managing
well
for
for
what
you
are
putting
people
in
harm's
way
for
outside
of
your
building
and
not
addressing
they're,

to

ahead
and
want
a
nuisance
abatement
for
your
business,
because
they've
been
attacked,
am
I
supposed
to
not
care
about
the
people
down
there
that
were
attacked
by
somebody.

thought
you
deemed
too
dangerous
to
be
in
your

they
are
my
constituents
and
I
owe
them
representation,
and
it's
so
far
for
the
last
year
fallen
on
some
deaf
ears
and
if
the
only
thing
response
we're
going
to
get
is
that
you're
going
to
go
ahead
and
personally
attack
people

but
I
will
not
stop
representing
my
community
and
making
people
safe
and
bringing
issues
forward.
No
matter
how
much
you
do
that
I
do
not
think
it
is
a
kindness
to
leave
people
out
in
a
line.

were

that
woman
and
I
could
totally
understand
why
she
didn't
want
to
walk

the
front
of
the

if
it
meant

she
wasn't
going
to
get

room

whether
she
ended
up
with
shelter
that
night
or
not,
but
I,
don't
appreciate
your
accusations
that
I
don't
appreciate
your
insinuations
and
I.
Don't
appreciate
you
bringing
this
kind
of
danger
into
my
community
so
fix
the
problems.

the
things
you
guys
do
well
and
then
fix
what's
going
wrong
and
then
the
whole
neighborhood
would
be
extremely
happy
with
what's
going
on
with
you.
But
when
you
have
problems,
and
you
want
to
turn
a
blind
eye,

war

neighborhood

there's
no
reason
for
it.

absolutely

disappointed

the
way
that
this
is
gone

several

pastors
actually
kind

don't
appreciate
that
you're
turning
a
blind
eye
to
the
problems

you're

trying

solve
putting
them
on

back

that's
the
issue,

is
because
you
don't
have
everybody
agree
with
what
you
guys
are
doing
or
how
you
guys
are
handling

misinformation

homeless

so

are
not
anyone,
communities

difficult

not
someone
else's

ours
theirs,
so
it's
a
hard
thing
to
share
this
and
figure
out
what
we're
gonna
do,
especially
when
we're
such
a
small
community

no
funding

social
services
of
this

help

balancing

stand
out

me

council
member
Barron
teens
response
is
that
there
may
be
a
beating
of
somebody
on
Broadway
and
yet
there's
no
report
at
all
and
with
the
police,
and
so
it
seems
like
there

sort
of
breakdown
there.
If
there's
a
beating
on
Broadway
and
there's
a
video
of
it,
we
should
at
least
have
that
somewhere
in
police
record.

complaints

businesses

block

Broadway,

police

assault

person

was
kicked

giving
hearts
because
they
were
deemed
unsafe,

went
down
and
assaulted.

of
proactive
enforcement
versus
reactive

been
discussed

councils

history
and

believe
it

2015

want
proactive
enforcement.
We
want
reactive,
because
what
was
happening
where
people
were
coming
in
here
to
this
particular
room
and
complaining
about
proactive
enforcement
done
by
code
code
has
a
very
difficult
job.

doubt

it.
They're,
never
gonna,
please
everyone!
Just
like
the
matter
that
mr.

Walker
brought
up
a
couple
weeks
ago
about
the
snow
on
the
sidewalk.
Mr.
Witte
came
to
the
City
Council,
who
owns
the
three
buildings,

and
said

clean
those
things
off
three
times
how
many
more
times
I
have
to
shovel
it
off
when
CDOT
shoveled
the
snow
on
there.
So
maybe
mr.
Walker
wasn't
aware
that
that
already
been
decided
by
a
previous
council
said
if
you've
done
it
three
times
we're
not
going
to
come
after
you
again
and
write
you
a
ticket,
because
he
was
very
adamant
that
he
not
be
ticketed
for
that.

if

to
make

whether

to
see
us

proactive
reactive,

the
current
policy
has

needed
to
be
relocated

would
be
in
the
way
of
the
fuel

contractor,
who
was

He
confirmed
that
from

perspective,

far

doing
the
fuel
island
that
it
did
not
need

moved.

and
myself
decided

wanted
to
see
the
fuel
island
constructed
in
place
and
see
what
our
traffic
flow,

our
logistic
for
around
the
service
center.

took

woman
away,
and
lo
and
behold,
she
shows
back
up
about
four
hours
later
and
did
not
want
to
know
anything
about
not
being
able
to
use
the
services.
Police
were
called
again
at
that
time.

foot
chase
and
ensued

catch
the
woman.
They
did
obviously
catch
her
but
I'm,
trying
to
portray
an
example
of
how
we
moved
from
a
need
to
relocate
the
service
to
gate
or
a
functional
need
to
really
we
needed
to
upgrade
the
security
at
the
service
center.

myself
really
began
to
talk
to
with
different
contractors,
understand
different
functioning
gates
for
those
of
you
who
have
been
over
at
the
service
center.

we
have
a
cantilever
gate
that
does
not
work

to
provide
security
because
it
takes
forever
in
a
day
for
the
thing
to
open
and
then
closed,
and
in
the
interim
of
that
you've
got
all
kinds
of
time
for
people
to
get
in
and
out.
Also,
it
stays
open
during
the
day.

we've
got
all
that
issue
to
deal
with
in
talking
with
the
different
contractors
and
advisers.
They
basically
excuse
me
basically
told
us
we
needed
an
entrance
and
an
exit
we
needed
gates,
obviously
to
close

fastest

out

now,
our
vertical
gates,
I
myself,
the
way
I
see
them,
I've
seen
them
the
most
in
secured
areas
around
airports.
They
raised
straight
up.
They
come
back
down
the
particular
ones

have
identified
have

seven
second
cycle.

followed
her

advice
at
that

want

create

situation

any

this
report

that
process
had
been
done.
