to
tonight's
city
council,
regular
meeting
for
Monday
December
5th.
We
have
a
couple
of
study
session
items
to
begin
the
night.
First
up
is
sustainability,
coordinator
Melissa
England
and
Jeremiah
Garrick,
with
the
University
of
Pennsylvania
here
to
present
and
discuss
the
turf
replacement
program,
research
project
so
good
evening,
Miss
England.

I
am
joined
here
tonight
with
Jeremiah
Garrick
I'm
right
up
there
and
we
are
going
to
present
tonight
on
HB
22
1151
or
the
state's
terp
replacement
program
a
little
bit
of
background
on
Jeremiah
he's
studying
energy
and
sustainability
policy
at
Pennsylvania,
State
University,
with
a
minor
in
environment
and
Society.
Geography
he's
actually
graduating
this
month
with
the
work
that
he's
doing
for
the
city
fulfilling
his
Capstone
project
requirement.

Ahead:
okay,
so
through
this
presentation,
I'll
be
covering
a
bit
about
House,
Bill,
22
1151,
as
Mel
said,
and
then
I'll
go
over
kind
of
the
program
qualifications.
Why
Turf
Replacements
becoming
more
popular
in
the
state
Mel
will
cover
some
of
the
alignments
with
various
City
plans
and
projects
and
the
state
projects
as
well,
and
then
we'll
go
over
some
potential
approaches
and
suggested
next
steps
as
well.

So
Colorado's
Turf
placement
program
began
in
a
house
bill
that
was
passed
this
year.
It
required
the
state
water
conservation
board
to
develop
a
program
for
Colorado
to
incentivize
voluntary,
Turf
replacement
and
implementation
of
water-wise
landscaping
throughout
the
state.
The
bill
really
cites
resilience,
Municipal
demand
and
protecting
natural
river
flows
is
why
it's
beneficial
for
jurisdictions
to
be
establishing
policies
that
limit
non-essential
Turf
and
the
big
takeaway
here
is
that
there's
going
to
be
two
million
dollars
distributed
in
July
for
Turf
replacement
next
slide,
please.

So
the
bill
definitely
favors
implementation
that
focuses
on
utility
conservation
and
Aesthetics,
not
just
any
one
of
those
three.
This
includes
soil,
Health,
Beauty
and
usability.
The
funding
provided
by
the
house
bill
allows
nearly
any
property
within
the
city
to
undergo
Turf
conversion.
This
could
be
the
city's
own
property,
it
could
be
CII
or
commercial,
industrial
or
institutional
property
or
residential
property,
and
we
also
do
know
that
communities
with
an
established
program
by
the
data
funding
release
will
have
a
larger
pool
of
money
that
that
funding
is
coming
from.

So
we
know
it's
beneficial
to
have
something
set
up
by
July
of
this
year.
Next
slide,
please
so.
Turf
placement
offers
a
lot
of
benefits
to
a
community,
but
it
is
a
process
that
takes
some
time
and
investment
in
large
part.
The
reason
why
more
communities
within
Colorado
are
getting
involved
in
Turf
replacement
is
just
that
Kentucky
Bluegrass
requires
much
more
water
to
keep
green
and
keep
alive
and
healthy
than
we
receive
in
the
average
Colorado
summer.

So
looking
at
Turf
replacement
aligns
really
well
with
current
city
of
Englewood
plans,
most
notably,
this
is
listed
as
a
key
project
in
the
Strategic
plan,
under
the
sustainability
section,
specifically
to
help
with
education
and
financing
for
Turf
replacement
with
low
water
landscaping
and
alignment
with
bell
HB

1151
around
a
Turk
replacement
program.
This
will
also
assist
the
city
in
reaching
our
water
efficiency
goal
to
be
defined
in
our
upcoming
water
efficiency
plan.

This
work
also
aligns
really
well
with
current
city
projects
and
I
feel
like
I
would
be
really
remiss
not
to
bring
up
the
incredible
work
done
at
Depot
park
by
our
parks,
department
and
residence.
This
project
really
has
served
as
an
incredible
place
to
educate
and
Inspire
residents
on
Native
landscaping,
water
conservation
and
quality,
and
then,
finally,
this
work
aligns
really
well
with
the
state
with
the
state,
namely
their
2023
water
plan.

And
as
there
is
funding
currently
available,
a
lot
of
communities
in
Colorado
are
taking
various
different
approaches
or
looking
into
various
different
approaches.
To
get
a
project
like
this
going.
One
potential
approach
would
be
to
build
a
program
for
Inglewood
residents
from
the
ground
up,
it's
important
to
keep
in
mind
the
staff
time
and
initial
startup
costs
that
can
be
involved
in
something
like
this,
but
it
really
can
create
a
program.
That's
tailored
exactly
for
inglewood's,
wants
and
needs.

A
third
option
would
be
to
make
something
of
an
incentives
program
with
redeveloping
or
for
redeveloping
residential
Turf,
while
also
updating
codes
and
policies
for
new
developments
in
an
effort
to
limit
excessive
Turf
in
new
developments,
as
well
as
kind
of
get
rid
of
some
of
the
Old
Turf
and
save
some
water
there.
That
has
a
more
kind
of
sweeping
impact,
but
it
does
mandate
certain
requirements
rather
than
just
incentivizing
redeveloping
turf.

Next
slide,
please
and
as
I
said,
one
approach
that
the
cities
are
currently
taking
is
to
do
kind
of
a
stick
and
carrot
approach.
Aurora
is
currently
taking
this
approach
as
it
currently
stands.
They
offer
a
rebate
to
Residents,
based
on
materials
used
for
their
Landscaping,
rather
than
square
foot
of
grass
removed
as
a
lot
of
places.

Next
slide,
please,
as
I
said
about
resource
Central,
they're,
definitely
a
tried
and
true
Community
partner
in
Colorado.
All
of
these
communities
are
currently
participating
in
their
Turf
replacement
program,
which
is
just
one
of
many
water
conservation
programs
that
they
offer,
while
it's
not
as
customizable
as
your
own
program.
They
do
allow
the
city
itself
to
choose
the
number
of
rebates
to
Citizens
and
at
what
dollar
amount
those
rebates
are
and
the
turf
placement
program.

It
allows
citizens
to
remove
and
amount
of
turf
from
their
lawn
and
they
receive
between
one
and
three
Garden
in
a
box
kits
which
are
basically
pre-made
kits
of
native
Colorado
low
water
use
plants
that
they
can
easily
and
aesthetically
easier
Escape.
Their
newly
uncovered
soil,
with
the
resource,
Central
Turf
placement
program
is
something
that
would
qualify
for
the
house
bill
funding
as
an
existing
program.

Next
slide,

and
to
quickly
give
an
example
of
how
a
typical
Turf
replacement
goes.
I'll
quickly
cover
the
steps
of
Arapahoe
County's
recent
three
acre
conversion
that
they
did
at
a
building
or
a
facility
in
Littleton.
This
is
a
larger
scale.
Project
than
most
residential
yards
would
be,
but
kind
of
the
work
itself
is
very
similar
and
it
starts
with
kind
of
prepping
site,
mapping,
testing
and
removal
of
irrigation
grass
removal
and
weed
control.

In
this
example,
specifically,
they
chose
to
add
mulch,
add
a
Dry,
Creek
bed
plant,
a
pollinator
garden
and
then
plant
the
actual
seed
mix
itself.
In
this
example,
the
seed
mix
that
they
used
required
about
a
month
of
watering
and
weed
control
until
that
grass
was
established
and
after
that
point,
there
should
be
no
need
to
irrigate
any
of
this
turf
after
establishment,
and
so
projects
like
this
could
be
achieved
in
part
with
the
Colorado
house
bill
funding
and
can
contract
it
out
as
well
and
now
Mel
will
cover
some
suggestive.
Next
steps.

Great,
so
to
close,
the
following
are
some
suggested
short
and
long-term
next
steps,
so
the
first
suggested
next
step
is
to
partner
to
participate
in
the
lawn
replacement
program
via
resource
Central
in
2023.
This
would
be
ten
thousand
dollars
via
the
utilities
fund,
with
a
likely
five
thousand
dollar
return
through
HB
22
1151.

Some
of
the
benefits
include
that
this
is
a
proven
established
program.
It's
significantly
less
staff
time
than
creating
a
program
from
scratch.
It's
voluntary
and
then.
Lastly,
this
was
the
unanimously
recommended
Choice
by
internal
directors,
managers
and
relevant
City
staffers.
When
Jeremiah
and
I
presented
to
internal
departments.

Jeremiah
also
found
some
long-term
suggested
next
steps
for
Council
to
consider
which
are
updating
codes,
regulations
for
new
developments
and
to
initiate
city
property,
Turf
replacement
projects
where
cost
effective
and
where
appropriate.
Both
these
actions
would
help
prepare
for
this
drier
future
and
also
help
increase
resilience
within
Englewood,
so
that
wraps
things
up
for
us.

funding

any
property
within

a
little
bit

the
specifics

that,
as
she's
taught

some
of
the

about
finances.

this
is

when
we
brought
forth
the
water
efficiency
plan,
we
did
have
a
lot
of
neighbors.

lot
of
citizens
come
forward,
asking
us
to
participate
in
these
type
of
programs.
So
I
do
appreciate
you
both
doing
the
work
on
this.
So
I
guess:
I
have
a
few
questions,
one
early
on
in
your
presentation,
I'm
trying
to
see
where
it
is
where
you
talked
about
a
terp
replacement
program.

the
resource
center
and
the
fact
that
there
is
this
just
under
a
thousand
dollars
in
order
to
participate
in
this,
are
there
different
levels
of
participation
within
Garden
in
the
Box
for
at
the
city
level,
because
I
know
I
part
I've
actually
bought
one
of
their
boxes
in
the
past,
but
it
did
seem
like
there
were
some
cities
that
if
they
they
received
the
rebate
or
at
least
some
sort
of
discount
on
the
regular
price
of
garden,
the
boxes.
What
are
we
talking
about
here
when
we
participate.

Yeah
exactly
so
anyone
whether
a
city
is
a
resource,
Central
partner
or
not,
can
buy
a
garden
in
the
Box
kit.
Although
if
your
city
is
a
partner,
then
you
get
a
rebate,
so
it
incentivizes
people
more
to
get
these
water-wise
Landscapes.
From
what
I'm
aware
of
the
Garden
in
a
box,
rebates
are
all
the
same
for.

thing
you
know:
I
love
the
program.
A
lot
of
us
have
dogs
and
in
Colorado
is,
is
there
any
conversation
or
discussion
around
dog
friendly
I
mean?
Is
it
asking
for
too
much
I
mean
we
want
to
perpetuate?
You,
know
xeriscaping
and
sustainable
foliage
and
plants
and
flowers,
but
I?
You
know,
I'll
just
speak
for
myself,
I
mean
I
have
dogs
that
might
tear
it
all
up,
I
mean.
Is
there
some
thought
about,
or
are
these
plants
already
sustainable
to
that
Potential
Threat
of
just
rambunctious
dogs?

Sorry,
not
the
garden
of
the
Box,
the
lawn
replacement
program.
You
only
minimally
have
to
do
200
square
feet,
that's
not
your
entire
lawn
or
anything,
and
so
you
can
still
have
Kentucky
Bluegrass.
You
can
have
everything
to
have.
You
know
an
active
lawn
for
your
for
your
pets
or
whatever
you
would
like
and
I
in
terms
of
the
planting.
I
have
yet
to
hear
of
an
issue
with
plants
and
or
native
plants
and
dogs,
but
yeah.
There
definitely
still
would
be
used
area
for
for
a.
I

any
other

one
of
the
big
things
that
staff
found
in
their
research
and
what
other
communities
have
done
in
a
similar
situation
is
provided
a
regulatory
framework
in
order
to
put
some
onus
on
the
booking
service
provider
or
hosting
platform
where
the
transaction
takes
place
between
the
person
operating
the
Str
and
the
potential
guests.
And
so
we
feel
that
being
able
to
adjust
the
regulations
in
order
to
provide
that
framework
to
charge
the
booking
service
provider
and
establish
what
would
be
considered.

An
illegal
transaction
would
help
increase
compliance
with
the
short-term
rentals
in
angle.
One
of
the
most
prominent
examples
is
Denver
to
the
north
and
in
their
regulations
they
actually
find
the
booking
service
provider
hosting
platform,
one
thousand
dollars
per
incident
per
day
for
any
transaction
or
legal
transaction
that
takes
place,
and
that
would
be
for
a
person
who
does
not
have
a
valid
Str
permit
license
or
is
not
the
primary
resident
of
that
property.

So
we've
got
the
bedrooms
covered
with
two,
and
if
they
have
a
couple,
kids
or
if
they
have
a
couple
more
individuals
that
plus
two
could
apply
for
a
situation
such
as
that
and
then
the
other
one
would
be
for
those
in
the
districts
that
do
have.
The
primary
residency
requirement
is
an
affidavit
every
year
that
the
Str
permit
is
renewed.

the

ID
card.

notice

be
personally
served
upon
the
owners
or
by
posting
the
notice
on
the
Str
property
by
mailing
the
notice
to
the
owners
at
their
last
known
address.
If
their
address
is
not
the
Str,
then
they
shouldn't
be
Str
owner.

If
we're
requiring
primary,
the
primary
resident
has
to
be
the
owner.
I
really
felt
like
a
couple
years
ago,
when
we
were
talking
about
this
and
I
voted.
No,
it
has
created
a
lot
of
problems
and
I.
Think
at
the
time
Denver
has
and
probably
still
does
have
a
designated
team.
We
don't
really
have
a
designated
team.
I
knew
at
the
time
we
couldn't
take
care
of
it
and
I.
Think
I
really
do
believe
that
sure
we
ought
to
build
the
hosting
company
to
hold
some
accountability,
but
I
also
agree
with
councilmember
Woodward.

The
owner
has
to
take
some
responsibility
in
this
and
there
ought
to
be
a
penalty
to
the
owner
as
well,
because
you
know
they
wanted
this.
They
need
to
take
responsibility,
I
guess,
I
didn't
so
some
of
the
things
when
I
got
to
the
very
end
I'm,
assuming
that
there
are
some
situations
and
I
kind
of
understand.
This
does
Craig
or
Swedish
own
some
short-term
rentals
in
the
city.

So
we
do
have
an
just
to
kind
of
back
up
on
what
the
original
ordinance
the
kind
of
the
intent
was
is
that
we
had
the
primary
residency
requirement
and
all
of
our
residential
Zone
districts
and
some
of
our
mixed
use,
where
the
primary
residency
requirement
is
waived
is
in
our
two
medical
Zone
districts
and
one
and
M2,
and
our
mixed
use.
Business
districts,
mub1
and
mub2.
The
intent
of
that
was
especially
around
the
hospitals
due
to
a
lack
of
decent
accommodations.

That's
why
the
primary
residency
requirement
was
waived
in
that
zone
District.
So
it
would
allow
in
that,
in
that
zone,
District
Force
the
example
of
Swedish
or
Craig
to
buy
some
properties
and
utilize
them
as
sdrs.
But
they
would
need
to
get
an
Str
permit
for
each
property
that
they're
using
and
they
would
still
need
to
be
in
the
end
zone.
Districts
and
still
there
would
still
be
subject
to
the
primary
residency
requirement
in
any
other
Zone
District
outside.

The
one
thing
that
I
am
very
concerned
about
and
I
think
maybe
happens
more
than
we
even
realize-
is
that
these
strs
become
party
houses
and
if
we
don't
have
a
primary
resident
living
there,
then
that
seems
to
me
like
that
would
tend
to
happen
more
and
that
there
is
more
control.
I
do
remember
when
we
were
first
talking
about
it.
The
reason
that
we
required.
That
was
because
we
wanted
control
that
there
wouldn't
be
a
bunch
of
party
houses
or
a
bunch
of
properties
bought
up
that
could
be
potential
homes
for
people.

some
questions
on
the
section
two,
the
proof
of
residency
requirement,
and
the
main
thing
is
what
I
want
to
understand?
What

the

impetus

aim

behind

changes
to
that
section.
Eliminating
the
notor,
you
know
eliminating
the
notary
requirement
and
allowing
for
a
kind
of
broader
diversity
of
proof
of
documentation.
What
are
we
trying
to
accomplish
with
those
changes.

previously
we

two
documents
required:
a
a
tax
return
and
a
one
of
these
other
options.
So
that's
not
they're
still
going
to
be
required
to
have
provide
two
documents
on
that
side
and
no
longer
are
they
going

still
submitting
three
documents
like
I,
don't
see
any
change
in
the
volume
of
documents.

doesn't

split

regional
share

how
