directors

actions
with
regard
to
the
Alan
water
filtration
plant
reflect
a
devious,
immoral
character
of
dishonesty
and
intentional
disregard
of
laws
and
human
health
and
safety.
When
radium
and
uranium
concentrations,
elevated
in
2008
and
skyrocketed
in
2009
Englewood
refused
to
update
their
resurrecting
increase
in
radiation
dose
exposure
to
their
employees,
ignoring
standard
industry
practice,
and
you
would
then
ignore
the
state's
2012
demand
that
Englewood
update
their
resurrected
Eman
straight
to
the
state
that
the
radium
levels
had
not
exceeded
25
million
per
year.

Getting
would
continually
assured
their
employees
and
the
citizens
that
the
sludge
was
safe.
In
just
last
year,
city
manager,
Eric,
CAC
and
Councilman
Rick
Jilla
declared
the
sludge
is
just
dirt
and
no
more
dangerous
than
living
in
a
brick
home,
tragically
Engle,
it's
hidden,
facts
prove
otherwise,
from
its
installation
and
throughout
its
ongoing
high.
This
high
rate
of
nuclei
period,
Englewood
MRI
tract
vac
system
that
pulls
sludge
up
from
the
sediment
Basin
floor
often
got
clogged
and
derailed.

At
least
once
a
week,
two
employees
at
a
time
were
sent
down
into
the
two
to
six
feet
of
sludge.
With
just
Englewood
issued
raincoats
and
a
hose
to
clear
the
clog
sludge
and
get
the
track
back
the
track,
vac
back
on
track
all
five
of
the
employees
who
regularly
clear
the
track,
vac
were
diagnosed
with
cancer
and
three
of
them
died.

They
include
the
following
diagnosed
in
2012,
the
water
rights
coordinator,
who
lost
tragically
lost
his
battle
in
2013
diagnosed
in
2012,
the
ditch
rider
who
tragically
lost
his
battle
in
2013
diagnosed
in
30
2013
the
senior
plant
operator
after
two
surgeries
years
of
chemo.
He
is
still
fighting
his
cancer
diagnosed
and
15
another
plant
operator
who
regularly
climbed
down,
lost
his
battle
in
2016
last
City,
Council
I
reintroduce
the
upper
for
2016
state
site
inspection,
in
addition
to
issuing
a
compliance
advisory
for
failing
to
comply
with
state
laws
and
regs
for
annual
disposal.

inspectors
also
measured
the
radiation
levels,
noting
a
zero
point.
One
zero,
zero

our
emissions
from
one
of
the
sludge
piles
and
noting
a
high
background
radiation
within

small
belt

That
brings
us
to
more
tragic
facts

2008

2016.

employees
who

operator
were
diagnosed
with
cancer
in
2009
in
2014,
tube
to
belt
press
operator,
wives
and
the
wife
of
the
belt
press
trainer

was
diagnosed
were
diagnosed
with
cancer.

thousand
eight
nine
and
ten
tragically
one
of
those
wives,
wives
lost
their
battle
during
this
entire
period,
Englewood
continued
to
avoid
and
refusing
and
refused
to
identify
the
millirem
per
year,
radiation
dose
exposure
to
their
employees.
Fortunately,
again,
thanks
to
the
April
4th
2016
site
inspection,
we
have
a
valid
radiation
measurement
for
one
of
those
stockpile.

Sludge
left
illegally
stock
pallet
uncovered
throughout
the
period
2012
through
2016
for
possible
total
yearly
emissions
of
up
to
175
point
two
to
two
hundred
and
sixty
two
point:
eight
million
per
year
from
the
stockpiled
sludge,
whether
one
two
or
three
piles,
that
is
a
significant
source
of
radiation
relative
to
the
25mm
millirem
per
year.
Radiation
dose
exposure
limit
for
all
employees,
which
highlights
yet
another
gross
negligence.

Instead
of
keeping
the
annual
drying
sludge
safely
isolated
in
the
drying
bed
for
the
full
year,
while
drying,
the
wet
sludge
was
moved
after
just
two
months
to
finish,
drying
uncover
where
they
eventually
began.
Stockpiling
the
sledge
right
next
to
the
main,
driveway
and
parking
lot,
exposing
all
employees,
then
the
illegal
stockpiling
began
in
2012
this
radioactive
uncovered.
Dried
sludge
was
stockpiled
right
next
to
the
main
driveway
main
parking
lot,
just
80
feet
away
from
the
employees.
Vegetable
garden,
exposed
to
the
Colorado
winds.

High
level
rating
new
kite
dust
was
blown
freely
on
to
the
main
driveway
made
parking
lot:
vegetable
garden
employees,
cars
trucks
into
truck
beds,
our
windows
onto
food,
grills,
picnic
tables,
employees,
clothing
onto
the
employees
themselves
and
into
the
air.
The
employees
are
breathing
year
after
year
for
five
years,
nine
Alan
water,
filtration
plant
cancer
victims.
During
this
period,
Englewood
must
be
held
accountable
for
this
tragic
for
the
tragic
consequences
of
their
intentional
negligence.

our

hearing
relative
to
the
elections
and
deciding
to
push
back
our
public
hearing

Think
that
makes
a
lot
of
sense
to
provide

public
hearing
to
the
same
council
that
will
end
up
voting
on
it.
So
I
appreciate
that
I
also
want
to
thank
you
for
taking
your
time
on
this
matter.

do
believe
it's
very
important,
so
so
for
not
rushing
in
anything
and
just
making
sure
that
everyone
has
had
the
opportunity
to
go
back
and
watch
the
Planning
Commission
meeting
from
September
6
I
believe
that
is
very
important
to
looking
at
this
case.
So
that's
kind
of
what
I'm
here
today
is
just
touch
on
that
meeting
in
particular
and
kind
of
my
my
opinion
on
it.

Obviously
I
was
there.
I
gave
the
public
hearing
and
I've
watched
it
a
few
times
now.
So,
in
my
opinion,
first
off
I
do
not
believe
that
Planning
Commission
was
confused
in
any
way.
More
so
I
feel
like
it
wasn't
quite
presented
them
in
a
concise
way
from
myself,
so
that
a
few
of
the
items
is
what
I
hope
to
clarify
today.
I
just
didn't
want
to
let
that
to
to
seem
it's
not
against
the
Planning
Commission.

It
was
more
so
I
think
some
of
the
points
that
I
could
have
been
a
little
bit
more
clearer
in
my
public
hearing
with,
and
hopefully
you
were
able
to
watch
that
public
hearing
I.
Think
if
you
did
it's
pretty
evident
that
a
lot
of
the
conversation
focused
on
one
point
in
particular
having
to
do
with
the
uniform
development
code,
particularly
16
2,
8,
F
1,
and
it
was
a
so
I'll
just
kind
of
summarized
what
that
is,
for
you
guys
just
to
kind
of
help.
Follow
my
points.

The
property
can
be
redeveloped
as
single-family
as
it
is
today,
so
B
is
ruled
out
pretty
quickly,
so
it
kind
of
narrows
the
focus
on
a
portion
of
the
Uniform
development
code
as
it
pertains
to
PUD
approval
criteria
and
a
is
a
two-part
criteria
in
which
both
must
be
met
and
I
agree
with
that
and
I
believe
that
was
the
Planning
Commission's
acknowledgement
as
well.
The
first
part
of
a
is
just
quickly
that
the
development
exceeds
design
quality
standards
of
the
UDC
and
I
think
it
was
generally
accepted
that
our
PUD
met
that
one.

So
again
now
it's
the
second
portion
of
a
that
I
believe
the
debate
was
about
in
the
Planning
Commission,
so
that
second
part
of
a
is
the
proposed
development
would
not
be
allowed
or
practicable
under
a
standard
zone
district.
That
seemed
to
be
where
a
lot
of
people
made
their
decisions
on
so
just
wanted
to
touch
on
that,
and
it
seemed
to
be
the
consensus
that
well
because
they're
townhomes,
then
you
could
get
you
it
would
be
allowed
an
R
to
be,
but
there's
a
lot
more
to
our
PUD
than
simply
townhomes.

The
first
is
minimum
lot
size
for
a
one
unit
dwelling
for
our
to
be.
This
is
6,000
square
feet
and
our
PUD.
We
were
proposing
a
minimum
lot
size
of
4500
square
feet
for
a
one
unit
dwelling,
and
this
is
has
to
do
with
the
particular
size
of
of
one
of
the
Lots
within
the
PUD,
to
give
flexibility
to
have
a
single
family
home
on
a
little
bit
of
a
smaller
lot
than
allowed
in
any
other
zone
district
along
alongside
along
those
same
lines.

The
minimum
lot
width
for
a
single
unit
dwelling
in
our
to
be
is
50
feet
and
in
our
PUD,
it's
thirty
seven
and
a
half
feet
which
is
not
allowed
in
any
other
zone
district.
Then
one
other
criteria
that
we
wanted
to
have
in
our
PUD.
That
is
different
than
our
to
be
as
it
pertains
to
multi-unit
dwellings
is
the
maximum
lock
coverage.
So
for
our
to
be
the
maximum
lock
coverage
is
60%
in
our
PUD.

an

predetermined

upon

early
statements,

everybody

you

hearing
in
about
two
weeks,
not
to
ask
questions
at
this
time.

attorney
that
we've
heard
a
lot
of
comments
now
made
from
staff
and
now
from
the
person
presenting
that
either
the
board
didn't
understand
according
to
the
staff
public
presentation
last
time,
or
that
the
presenter
doesn't
believe
that
he
was
able
to
present
adequately.

there
an
opportunity
or
an
option
for
them
to
go
back
to
Pete
pnz,
then
to
go
ahead
and
rectify
what
they
think
might
be
the
shortfalls
in
that
process.

The
city's
zoning
code,
there
are
three
stages
for
deciding
any
type
of
rezoning,
and
this
would
be
a
rezoning
step.
One
is,
it
goes
through
a
certain
process
of
review
by
staff
and
at
the
end
of
that,
staff
must
make
a
report,
and
that
report
must
be
made
available
to
the
Planning
Commission
and
to
the
City
Council.
The
next
step
is,
it
goes
to
planning
and
zoning
per
the
code.
I
Planning
and
Sony
must
hold
a
public
hearing
and
at
the
end
of
that
Planning
and
Zoning,
as
a
body
votes
majority
rules
over
whether
or
not
planning
a
zoning
believes
the
standards
set
forth
within
the
zoning
code
have
been
met.
That
report
is
also
sent
to
the
City
Council.
The
third
step
is:
it
comes
for
public
hearing
to
the
City
Council
City
Council
must
must
review
the
staffs
report.
I
They
must
review
the
recommendation
of
Planning
and
Zoning
and
they
must
hear
the
presentation
of
the
applicant
after
hearing
those
three
things
the
well
after
those
three
things
are
reviewed.
The
public
hearing
is
concluded,
then
City
Council
looks
at
the
ordinance,
unlike
other
ordinances,
on
other
types
of
subjects
for
rezoning.
I
There
are
three
possibilities,
and
this
is
exactly
the
answer
to
your
question,
with
an
ordinance
for
rezoning,
the
City
Council
may
approve
they
may
deny,
or
they
can
request
that
the
matter
be
sent
or
they
can
send
the
matter
back
to
Planning
and
Zoning
for
review
of
certain
elements.
Planning
a
zoning
would
specifically
review
those
elements
and
then
send
it
back
to
City
Council.
There
would
be
no
further
public
hearings
that
those
matters
could
be
reviewed.
So
at
this
stage
he
the
applicant,
cannot
take
it
backwards
through
the
process.

deny
that

got
brought
forward
to
us,
is
what
you're
talking
about

there

put

heads
together
at
our
last
board
meeting
and
wanted
to
make
some
crucial
points
that
we
want
to
make
sure
council
understands
and
thinks
about
before
they
move
forward
with
their
RFP
for
a
management
company,
the
first
one.
We
feel
that
the
intent
to
offset
the
liability
that
comes
with
the
needed
updates
to
the
golf
course
by
hiring
a
management
company
could
open
up
the
city
to
more
long-term
risk
if
this
company
were
to
mismanage
or
default
on
their
commitment.

Our
fears
are
that
if
this
were
to
happen-
and
it
has
in
the
past
more
than
once
in
the
the
area
surrounding
Denver,
it
could
leave
us
in
a
much
worse
position
financially
than
could
leave
the
golf
course
not
recoverable
second
one.
It
is
not
typical
for
a
management
company
to
commit
to
a
long-term
high-cost
capital
investment
in
a
golf
course,
such
as
a
sprinkler
system.

proof
in

the

specific
examples

management
companies
that
say
they
will
step
up
to
the
plate
for
that.
The
golf
course
currently
has
a
very
committed
staff,
not
only
in

shop

itself

personally
invested
in
the
success
of
that
business,
and
this
we
feel
would
be
lost
if
it's
outsourced
to
a
management
company
that
isn't
based
anywhere
near
Denver.

issues

Colorado,

in

Prairie

perhaps
overseas,
but
when
it
starts
to
approach
urban
neighborhoods.

all
start
to
freak
out
a
little
bit
more

wisely.

understand

my
home

next

a
drilling
rig,
I
would
be
more
concerned.
So
our
organization,

co-founder,
is
a
woman
who
many

you

Morrison.
She
is
the
ski
staffer

an
organization
called
the
Bighorn
Leadership
Institute.
So
I
am
generally
on
this
Center
right.
She
is
generally
on
the
center-left

live

Colorado

a
nativist,

you
are
we're
all
environmentalist,

matter
what
our
political
philosophy

registration

so

we
care
about
clean
air

clean

adversarial
system
the
way
we're
currently
doing
it,
provide
justice
to
our
economy
and
quality
of
life?

answer

think
most

us

agree

high

those

be
unaware,
Inglewood
High
School
is

only
high
school
across
our
United
States.
That
has
a
military
memorial

we
are
aware

many
years
of
hard
work,
effort
and
fundraising
by
Kay
Howard,

Inglewood
graduate
of
1959
Kay
worked
tirelessly
toward
and

in
installing
a
very
expensive
three-ton.
Colorado
rose,
granite,

bronze
material
emblems,
embedded
in
stone
and
pavers
with
names
of
veterans
and
Families.
Surrounding
this
beautiful
stone.
We
must
honor,
we
must
be
proud
and
we
must
continue
as
a
city
to
keep
alive
this
extraordinary
history
gift
that
has
been
handed
to
us
and
to
our
city
by
Kay
Howard.

headquarters

this
will
include
construction
management
and
construction

Peterson

presently
under
contract
with
us
for
pre-construction
services
and
that
contract
detailed,
the
process
to
add
construction
to
their
contract.

They
submitted
to
us
a
guaranteed
maximum
price
and
we've
reviewed
that
with
our
project
architect
and
with
our
project
manager.
Staff
is
recommending
approval
of
the
total
project,
including
the
guaranteed
maximum
price
amendment
for
construction.
We've
designed
this
police
headquarters
to
be
functional
and
was
room
to
grow
in
the
future.
It
meets
all
the
elements
that
were
included
in
the
ballot
issue
that
the
voters
approved
last
November.
It's
taken
us
about
a
year,
a
little
less
to
get
to
you
with
a
guaranteed
maximum
price
and
to
be
ready
to
break
ground.

This
is
a
relatively
short
time
frame
for
a
project
of
this
magnitude.
The
public's
expects
us
to
move
quickly
and
we
have
we're
asking
for
a
council
approval
of
all
related
project
costs,
any
new
contracts
for
our
purchasing
policy.

bring
to
you
Andy
that
exceed
25,000.
This
entire
project
is
open
book.

solicit
bids
from
subcontractors
and

will
review
the
results
prior
to
a
MP
or
a
dolphin

rewarding

select

proposals

the
best
interest

invite
the
immediate
neighborhood
with
fliers
around
50
attended,
and

received
very
positive
comments.

did
see
some
initial
concerns
from
a
few
about
the
one
way
on
a
laddie.
There
was
some
confusion

thought
it
was
longer
than
one
block,
but
it
is
only
the
3600
block
and
they
were
relieved
to
hear
that
we
asked
for
the
project
to
be
approved,
including
contingency.

are
a
few
items

are
not
in
the
GMP
that
we're
asking
for
add
alternates
on
just
a
few,
and
one
of
them
is
additional
canopies
over
parking
areas.
Right
now
we
have
canopies
covering
about
half
the
parking

cover
the
city
fleet,
but
it's
not
enough
to
cover
the
staff
parking
we
may
want
to
add
more.
The
another
reason
I
have
these
is
this
is
where
we
could
put
solar
panels
in
the
future.
On
top
of
these
canopies

item,
we
asked
for
Ida
alternates
of
the
site.

believe
it's
like
$55,000,
but
it's
a
very
easy
one
to
add
layer
after
we
see
pricing-
and
the
third
item

to
enclose
the
main
lobby
staircase
right
now,
it's
open
to
the
public.
The
public
can
walk
unrestricted
up
to
the
second
floor.
There
are
some
security
reasons
and
police
staffing
issues
that
we'd
like
to
look
at
changing
that.
So

the
pricing
is
favorable,
we

we
don't
experiencing
major
surprises.

concerning
the
motion
before
you
this
evening

at
your
direction

bringing
forth
emotion
that
you
consider
a
to
issuance
of
a
request
for
proposal
for
long
term
management
lease
that
broke
into
golf
course
without
repeating
in
detail.
All
of
that
previous
discussion
I'd
like
to
highlight
the
most
salient
points.
First,
we
are
not
dealing
with
an
immediate
crisis.

The
current
management
team
has
been
doing
and
is
doing
a
very
good
job,
given
the
constraints
of
the
financial
situation
in
which
we
find
ourselves,
the
loyalty
and
enthusiasm
of
our
loyal
golfers
is
evident,
and
it's
testament
to
what
I
consider
a
very
successful
golf
program.
Golf
broken
tee
is
a
golf
course
of
which
the
Englewood
community
can
be
proud.
Our
goal
is
to
ensure
that
we
provide
that
same
high-quality
golfing
experience
for
many
years
to
come.
The
long-term
fiscal
sustainability
of
the
course
is
a
cause
of
concern.

As
you
know,
any
Golf
Course
is
a
very
expensive
enterprise
and
a
very
expensive
asset
to
maintain
our
infrastructure
is
aging,
especially
due
to
the
constant
and
eager
use,
and
it
will
inevitably
require
considerable
investment
in
order
to
repair
maintain
and
improve
over
time.
The
decision
before
you
tonight
is
not
whether
to
issue
a
lease
for
the
golf
course.
I
absolutely
agree
that
that
decision
is
premature.

want
to
also
minimize
any
current
expense
to
the
city
and
minimize
any
possible
future
expense
and
risk
to
the
general
fund,
and
only
if
those
conditions
have
been
met
would
we
hope
to
realize
any
excess
revenue
that
might
be
generated
from
the
golf
course.
The
goal
of
this
management
lease
is
not
to
generate
revenue
for
the
general
fund,
but
to
ensure
the
long-term
long-term
fiscal
sustainability
of
the
golf
course.

think,
one
of
the
items

that
is
important
is
that
you
create
a
good
process
going
forward
so

you
can
incorporate
public

into

any
options

out

capital
position
that
we
find
ourselves
in
that
we're
concerned
about

that

tea
to
remain
a
community
asset

future

all
of
the
potential
options
out
there,
whether
that
is
to
move
forward
with

management
company

a
decision
that
that
should
be
made
and
looked
at
with
the
with
the
full
information
in
front
of
you.

I
encourage
you

think
about
that
process
as
well.

that

asked

that
the
Golf
Course
had
generated
by
giving
it
part
of
it.
The
Golf
Course
when
River
point
went
in
the
city,
got

think
to
4.2
million,

4.6
million,
so
the
river
point
development
gave
us
4.6
million
for
that
seventy
year,
I
believe
long
term
lease,
but
only
1.2
million
was
spent
on
the
golf
course
improvements
and
the
rest
of
it
went
into
the
general
fund.

money
that
went
from
the
golf
course
the
general
fund,
but
do
we
have
a
breakdown
in
exactly
what
the
1.2
million
was
spent
on
and
whether
they
were
actual
improvements
or
were
they
things
that
had
to
happen
as
a
result
of
River
Point
and
the
taking
over
of
part
of
that
part
whatever
it
was
at
the
time?

know
what
that

looking

that

actually
considered

improvement

much

putting

right

construction

taking

up

40-year
endeavor

pay
back
four
million
dollars

financial
information

some
of
that
money
was
refinanced
at
times
to
garner
some
additional
funds.
To
do
some
improvements,
I
mean
it
doesn't
take
the
forty
years
to
pay
back
four
million
dollars.

more
financial
information
to
see
just
how
viable
this
is
because
it
seems
to
be
paying
an
awful
lot
of
debt
off
and
still
increasing
in
revenue
each
year,

decide
what
the
RFP
should
say

what
we're
looking
for
a
management
company
to
do?

don't
really
have

good
financial
grasp
of
what's

on

been
garnered-

another

in
capital

burden

somebody

with
issuing
the
RFP,
it
is
possible
that
we
could
get

information
back
and
then
decide
changing
management
is
not
a
good
option
for
us.

there's
prints,
legitimate
concerns
about
structure
issues
of
the
RFP

Believe
performance
bond
was
suggested.
You

other
ways
of
looking
at
the
vendor
and
what
their
financial
viability
and
those
type
of
things
are
so
I.

I
don't
have
a
lot
of
information
on
success
of
other
people
taken
over.
So
that's
a
concern.
We
haven't
done
our
due
diligence
and
finding
out
you
know
if,
if
it's
the
concerned
about
future,
what
could
we
do?

for
pricing
structures
or
for
other
ways
of
raising
funds
to
the
president
golf
course
and
present
staff
to
to
prepare
for
those
upcoming
costs.
So
I'd
I'd
rather
look
at
those
items
first
and
then
go
with
the
RFP
afterwards.

that's
still
something,
as
the
proposal
says
tonight,
I
will
not
be
voting.

know

word

trying

figure
out
ways

think

budget

number

things
that
we
might

differently

goal

jumped
the
gun

bit

sensitive

for
that

am
really
excited.

want

deal

for

to

collaboratively

that
we
delay

selection

mayor

have

really
important
time

important
topic
for
the
new
council

bond
together

that
decision
together.

like
to
suggest
that
we
postpone

council
members

available

I
Charter
does
not,
but
chapter
1
of
your
code,
which
is
an
ordinance,
does
provide
that
it's
them
Monday.
Well,
it's
the
Monday
after
the
generally
the
first
meeting
after
the
general
election,
the
it
also
states
that
council
may
at
any
meeting
waive
any
of
the
rules
set
forth
in
that
chapter,
one
so
they're
they're,
rather
guidelines
that

meet
the
goals
of
the

our

if,
if
that
was
postponed

time

it's

best
for
the
community

Charter,
there
is
very
little
information
about
about
a
councilmember
leaving
office,
so
there's
two
or
three
mandatory
situations.
When
a
council
member
has
to
leave
their
seat
because
they
move
out
of
the
area
or
something
along
that
line,
there
is
nothing
as
far
as
discretionary
a
resignation
there's
nothing,
so
the
councilmember
should
be
sick
or
for
whatever
reason
need
to
resign.
There's
just
nothing,
and
that
really
is
discretionary
to
each
and
every
council
member.

So
the
way
it
sits
is
that
if
a
council
member
any
council
member
were
to
run
for
another
municipal
office
in
this
city
or
any
other
city
and
were
to
be
elected
to
that
office,
they
don't
automatically
lose
their
seat
on
the
council.
They
lose
their
seat
on
the
council
when
they
are
sworn
in
to
the
new
position.
So
at
that
point,
and
for
example,
and
I'm
just
going
to
use
the
judge
as
a
hypothetical,
if
someone
were
to
become
the
judge,
then
on
January
8th
when
they
are
sworn
in.

person

every
right

stay

long
as
they
want
to

council

this
morning
regarding
some
very
substantial
federal
policy
issues
that
we
have
a
very
narrow
window
of
opportunity
to
get
involved
in
if
any
councilmembers
interested
in
that
process,
I
assume
our
city
manager's
office
will
spearhead
some
communication
there.
Obviously,
a
good
opportunity
for
us
to
be
real
advocates
on
behalf
of
our
community
on
this
issue,
can
Sam
ever
there
in
time,
I'll
go
back
to
you
for
more
memberships,
I,
just.

for
that
I
do
want
to
again
raise
the
importance
of
House
Resolution
one.
The
tax
and
Jobs
Act,
that's
being
proposed
it
as
a
adverse
impact
on
a
number
of
things,
and
specifically,
you
heard
the
sir
earlier
this
evening-
the
advanced
refunding
bonds
that
opportunity
would
go
away
completely.
So
if,
in
fact,
their
interest
rates
dropped
and
we
wanted
to
change
our
interest
rate
from
two
point-
eight
five
to
two
percent,
which
would
probably
be
significant.

wouldn't
be
able
to
do
that
under
the
new
tax
act
and
additionally,
private
activity
bonds
would
go
away
as
well
and
another
one
that's
important
to
this
community
and
it's
not
so
much
utilized
by
the
city.
But
hospitals
can
use
the
new
market
tax
credit
that
would
significantly
clipped
back
as
well,
and
those
would
have
an
adverse
impact
on
the
infrastructure
for
those
facilities.
And
so
what
I
was
going
to
suggest
is
I'm
happy
to
pen
a
letter.

provide

Charter
suggested

spending
a
lot
of
time
in
the
Charter
lately,
as
questions
have
arisen
and
that's
one
of
the
things
we
notice
is
that
the
mayor
has
to
obtain
approval
of
the
council
to
send
a
letter,
not
a
not
for
your
own
district,
constituent
education,
but
for
official
matters
such
as
this
on
behalf
of
the
City
Council
to
legislative
folks
or
whatever.
So
that
does
require
the
approval
of
council
you're.

Writing
about
House
Resolution
1,
which
was
introduced
in
the
house
last
week.
I
ask
you
to
continue
to
retain
the
current
federal
income,
tax
treatment
of
state
and
local
government
bonds
and
specifically
to
oppose
subtitle
G
bond
reforms
of
House,
Resolution
1
or
any
similar
provisions
and
other
proposed
legislation.
Section
36,
so
one
of
House
Resolution
1
terminates
all
types
of
private
activity
bonds.
This
prevent
our
nonprofit
colleges
and
universities,
nonprofit,
hospitals,
certain
airports,
museums
charter
schools
and
other
entities
that
benefit
our
communities
from
being
the
beneficiaries
of
tax-exempt
financing.

In
addition,
section
3601
would
adversely
impact
efforts
to
provide
affordable
housing
by
terminating
single-family
mortgage
bonds
and
multiple
multi-family
housing
bonds.
Finally,
the
termination,
the
tax
exemption
for
private
activity
bonds,
will
adversely
impact
public-private
partnerships
which
are
becoming
an
important
tool
for
financing
infrastructure.
Section
3602
of
house
resolution
one
would
disallow
the
advanced
refunding
of
tax-exempt
bonds.
Issuers
of
tax-exempt
bonds,
like
the
city
of
Inglewood,
are
currently
limited
to
one
advanced
refunding.

By
doing
an
advanced
refunding,
governments
are
able
to
provide
significant
interest
savings
to
taxpayers
and
ratepayers
section
3406
of
House
Resolution
1
would
terminate
the
new
markets
tax
credit,
the
nm
TC,
which
has
been
used
to
refinance
and
finance
over
5000
businesses,
hospitals,
health
clinics,
daycare
facilities,
schools
and
manufacturing.
Businesses
has
leveraged
over
eighty
billion
in
public
private
investments
and
created
more
than
750,000
jobs
in
some
of
the
nation's
poorest,
neighborhoods
and
towns.
Repeal
of
the
nm
TC
will
hit
hardest
in
low-income
communities
that
can
least
afford
to
bear
the
burden
of
lost
community
investment.

Section
3403
of
House
Resolution
1
would
repeal
the
rehabilitation,
tax,
credit
or
HTC.
The
HTC
is
a
vital
tool
for
preserving
architectural
significant
buildings,
many
of
which
are
located
inner
cities
and
other
low-income
communities
where
their
rehabilitation
catalyzes
other
Community
and
Economic
Development
projects
according
to
the
National
Park
Service.
Since
its
inception,
the
HTC
is
attracted
131
billion
in
private
investment
in
over
42,000
historic
buildings
and
created
2.4
million
jobs
serving
as
a
net
revenue
generator
the
US
Treasury.
