2022
may
financial
report
tonight,
let's
start
with
the
revenue
through
may
2022,
the
city's
general
fund
receives
total
25.1
million.
This
amount
is
44.3
percent
or
of
budgetary
revenue.
The
total
revenue
year
today
is
tracking
11
higher
than
the
same
time
or
2.47
million.

Additionally,
the
sales
use
tax
audits
and
voluntary
disclosure
collections
amount
to
151
000
marijuana
sales
tax
accounts
for
689
000
of
the
total
sales
you
tax
revenue,
which
is
158
000
lower
than
the
same
time.
Last
year,
however,
this
amount
is
comparable
to
2022..
Based
on
our
current
assessment.

out

The
city
will
receive
two
allocations
of
4.3
million.
Each
will
receive.
The
first
allocation
in
june
last
year
will
receive
the
second
allocation.
On
july
5th,
2022
and
council
approved
a
one-time
budget

for
oppa
related
projects
on
may
2nd.

course
of
financial
movement,
the
short-term
value
of
bond
fluctuates
when
the
interest
rates
increase
the
bond
value
decrease.
However,
the
unrealized
gains
or
losses

realized
at
the

maturity

calculation

we
have
invited
our
investment
portfolio
manager

our

1st

to
two
factors.

is

market
fluctuations,

state

requirements
a
little
bit,
so
you
will
hear
more
from
the
investment
portfolio

august

next

our
license
and
permit
fees.

city
is
expected

1.2

review
and
permit
fees
of
the
half

from

month
will
probably
receive
close
to

we're
expecting
to
receive

entire
1.2

at

will
go

commission,

present
the
annual
report
good
evening.

hello
and
thank
you
mayor
pro
tem,
ward
and
city
council
members.
I
am
really
excited
to
be
here
tonight
to
present
on
the
overview
of
the
sustainability
2021
plan,
the
success
we've
had
so
far
in
2022
and
the
things
to
come.
I
am
also
joined
here
tonight
with
mike
chisel,
not
logan
dunning.
We
had
a
little
switch
up
of
plans.
He
is
the
vice
chair
of
the
sustainability
commission
and
he's
going
to
wrap
up
the
night
tonight
with
a
report
out
on
the
sustainability
commission.
For
you
all.

So,
in
april
of
this
year,
city
council
approved
of
updates
and
edits
to
the
sustainability
plan,
which
resulted
in
nine
total
goals
due
to
the
food
systems
being
moved
to
community
well-being
and
while
there's
definitely
a
jump
of
26
total
projects
to
69.
This
is
broken
up
into
two
different
categories,
so
there's
key
projects
I.e
those
projects
that
are
deemed
kind
of
as
a
priority
for
the
city
and
then
projects
and
developments.
So
these
are
still
important
to
the
city
but
kind
of
to
approach
them
whenever
is
appropriate
and
time
sees
fit.

Also,
earlier
in
this
year,
the
city
launched
the
neighborhood
grants
program
in
march
to
promote
beautification
service
projects
etc,
and
we
were
able
to
help
fund
three
community-led
projects
and
then
finally,
south
platte
renew
held
their
annual
river
and
stream
cleanup
event.
This
year
I
was
in
attendance.
It
was
a
really
great
event
and
just
a
great
way
for
residents
to
come
together
to
do
something
really
great
for
englewood.

And
then
two
accomplishments
that
I
wanted
to
highlight
that
were
in
the
sustainability
report
that
you
all
received
was
the
completion
of
the
conversion
of
nearly
six
acres
at
broken,
tee
golf
course
from
maintained
turf
to
native
grass
areas,
as
well
as
the
fact
that
we
have
already
met
and
surpassed
our
gold
metric
of
10
of
city
employees
engaged
in
sustainability
and
or
resilience
events.
We
are
currently
at
11
and
then
backing
up
just
a
little
bit
before
I
dive
into
the
current
projects
that
we're
currently
working
on.

So
when
I
first
started,
I
really
knew
there
was
no
need
to
recreate
the
wheel.
Colorado
is
home
to
some
of
the
best
sustainability
thought
leaders
in
the
country,
and
so
I
really
looked
into
what
our
local
communities
were
doing
and
again,
as
I
said
earlier,
pulling
from
what
their
programs
and
initiatives
are
and
finding
which
ones
are
applicable
and
feasible
for
the
city
of
englewood.

I
also
reached
out
to
local
sustainability
leaders
and
we
had,
you
know,
networked
we
knowledge
shared
which
really
helped
and
then,
in
terms
of
the
city,
I
set
up
department
meetings
with
each
department
just
because
sustainability
touches
each
and
every
department
here
at
the
city.
So
we
discuss
mutual
goal
settings
connecting
similar
initiatives
and
that's
going
to
be
an
ongoing
process
and
then
kind
of
the
next
building
block
for
sustainability
is
around
community
engagement
and
so
a
lot
of
my
work.

History
is
actually
in
education
and
outreach,
and
I've
seen
really
time
and
time
again,
just
the
incredible
incredible
impact
that
I'm
really
engaging
with
the
community
can
have.
And
so
I
feel
really
lucky
that
when
I
started
in
this
role,
the
city
already
had
a
sustainability
commission
established
and
they
have
been
a
phenomenal
resource
and
advisory
group
filled
with
passionate
people
and
knowledgeable
people,
and
I
just
cannot
thank
them
enough
for
just
being
there
and
being
volunteers
for
the
city.

I
also
made
sure
to
set
up
an
angle
would
engage
page
specifically
for
sustainability,
so
residents
can
go
and
share
their
thoughts
and
what
they
want
sustainability
to
look
like
in
their
city,
and
they
have
the
option
to
submit
anonymous
comments
too,
so
they
can
feel
fully
fully
transparent
with
whatever
they
would
like
to
say
and
then.
Finally,
where
would
a
program
be
without
funding?
D

So
earlier
I
said
we
have
22
projects
in
progress.
I'm
only
going
to
go
over
four
to
give
you
kind
of
a
little
sample
of
what's
going
on,
so
I'm
currently
working
on
the
community's
greenhouse
gas
inventory.
That
has
an
estimated
completion
date
of
the
end
of
the
summer,
at
which
point
that
data
will
be
made
publicly
available.

This
next
is
an
update
from
the
parks
and
recreation
department.
They
are
updating
their
2017
master
plan
to
pursue
a
bond
in
2023,
and
this
will
really
address
improvements
to
various
amenities
for
the
park
system
and
replace
irrigation
systems
in
the
park.
So
in
2022,
baker
will
receive
a
brand
new
irrigation
system.
However,
the
majority
of
parks
do
still
need
significant
updates
and
replacement
of
their
irrigation
system.

This
next
project
is
one
that
I
personally
am
really
excited
about.
So
at
the
end
of
july,
the
city
is
hosting
their
first
ever
business
blitz,
and
this
is
an
event
that
the
city
of
lakewood
and
north
glen
have
already
gone
through
so
essentially
excel.
Representatives
and
myself
are
going
to
go
out
into
the
business
community
and
offer
completely
free,
no
hassle
energy
audits
of
businesses,
at
which
point
they'll
receive
an
energy
report
that
will
go
over
energy
efficiency
upgrades.

I'm
on
the
sustainability
commission,
I'm
the
vice
chair
and
I'm
filling
in
for
logan
dunning
who's,
the
new
chair
and
just
want
to
acknowledge
a
few
things
that
are
going
on
and
explain.
What's
going
on
with
the
commission
we're
transitioning,
we
used
to
be
keep
anglewood
beautiful,
which
was
a
throwback
to
the
old
days
of
of
litter
control
and
picking
up
the
community.

The
city
has
given
us
educational
opportunities
and
it's
much
more
gratifying
now
to
be
working
on
the
sustainability
commission,
because
we
truly
believe
our
opinions
are
being
weighed
in
and
we
understand,
there's
a
multitude
of
activities
in
the
community,
but
it's
exciting
to
at
least
know
what's
going
on
and
to
be
able
to
get
educated
and
voice
an
opinion
and
work
towards
consensus.
So
there's
a
big
thank
you
from
the
members
of
the
commission
to
the
city
because
we're
real
excited.
There's
there's
a
lot
of
things
going
on.

see
ourselves
as
advising
on
sustainability.
Mel
has
been
a
wonderful
addition.
She's
brought
professionalism
into
our
efforts,
she's
educated
us
and
she's
helped
coach
us
in
terms
of
where
we
can
contribute
where
we
might
do
some
homework
and
where
we
might
weigh
in.
So.

It's
been

pleasure

I
guess,
is
part
of
the
gratification
and
it's
also
humbling,
because
you
realize
what
you
don't
know
when
you
speak
up
and
you
start
asking
questions,
it's
all
very
complicated.
We
are
educating
ourselves.
We
toured
the
water
facility
here
a
month
ago,
which
was
an
amazing
tour.
The
complexity
the
accomplishments
of
what's
going
on
over.
There
is
terrific.

we
are
hunger
hungry
for
more.
We
want
to
learn
more
about
the
methane
plant.
I
just
began
a
major
sustainability
project
in
englewood,
so
we're
learning,
and
then
we
see
our
role
as
sharing
what
we
learn
with
our
friends
and
neighbors
and
then
getting
grassroots
input
from
them
so
that
we
can
share
back
with
the
city
structure.

have
our
fingers
and
our
curiosity
going
on
things
like
turf
replacement,
electro,
electric
vehicles,
again
mel
has
served
up
the
information
of
what's
in
the
works
or
what's
possible
and
then
we're
weighing
in
with
our
opinions,
concerns
and
questions.
So

going

englewood
and
there's
really
a
lot
going
on
in
englewood
and
one
of
the
things
we
feel
is
important
is
we
need
to
get
the
word
out,
because
I
think
there
are
a
lot
of
unsung
heroes
in
the
city
that
are
pushing
things
along
and,
frankly,
we're
just
learning
about
a
lot
of
things
that
englewood
is
doing
so
I'd
just
like
to
close
again
with
a
big
thank

lots

energy,
we're
very
excited
and
we
welcome
input
from
joe
and
others
in
the

There's

citizens
who
volunteer
their

inglewood

better
place

us
now
and
for
generations
to
come,
which
is
such
an
important
piece
of
what
this
commission
is
doing.

a
couple
of
questions.
I'm
excited
to
hear
about
the
upcoming
compost
pilot.

opinion,
I

like
starting
it
at

city
level
and
getting
people
more
comfortable
and
familiar

composting,

think,
would
be
a
great
way
to
kind
of
jump
start
it
in
other
departments

not
departments,

the
community
as
well,
but
I
would
love
to
see
kind
of
a
grassroots
community
composting
effort,
and
I
personally
would
help
with
that.

that's

you
know,
looking
at
some
of
the
projects
that
are
upcoming,
the
things
you
know
for
2022
and
beyond,
as
it
says
in
the
report,
I'm
curious.
What's
what's
the
project
that
you
think
is
has
the
highest
impact
that
to
be
prioritized
for
the
city
and
for
the
commission.
I'm
curious
how
you,
as
a
as
a
group,
are
looking
at
this.

so
I
think
and
like
please
correct
me
if
you
think
I
get
any
of
this
wrong,
but
the
commission
right
now,
I
think,
is
really
going
through
kind
of
a
strategic
revisioning.
They
really
want
to
accomplish
a
lot
of
projects.

know
in
the
past
with
keb.
I
think
they
kind
of
felt
like
the
wheels
were
turned
in
a
little
bit
and
they
didn't
really
get
as
much
goal
accomplishments
as
they
wanted.

we're
kind
of
going
through
a
part
of
the
strategic
plan
that
the
commission
can
both
help
with
which
actually
is
at
our
next
commission
meeting.
What
I
personally
see,
though-
and
I
know
this
was
brought
up
in
the
past
before
it
wasn't
brought
up
tonight-
is
that
the
city
is
trying
to
go
for
an
ev
action
plan
through
that
excel
partners
in
energy
program
again
completely
free,
and
we
would
have
someone
on
the
sustainability
commission,
christine
brinker
volunteer
to
be
that
representative.

if
we
are
chosen,
I
personally
see
that
planning
process
as
extremely
important.
I
think
evs
are
coming
and
they're
going
to
come
in
plumes,
and
so
how
can
englewood
really
position
ourselves
to
have
you
know,
chargers
ready
and
everything,
so
we
can
benefit
from
that
economic
benefit
of
having
people
come
and
have
this
be
a
tourist,
been
a
tourist
destination,
but
also
increase
people's
daily
lives?
Who
you
know
are
working
and
and
shopping
around
englewood.

that's
a
great

you
would
hope
that
in
an
open
space
it
would
have
good
air
quality
too.
So
I
think
that's
a
wonderful
point

I

definitely
touch
base
with
dave
lee
about
that

see

they

a
different
location
or
if
we're
kind
of
locked
into
those
which
I
don't
feel
like
we
would
be,
but
I'm
not

sure

Almost
all
the
boards
and
commissions
have
public
comment
and
because
I'm
a
lot
of
these
things
that
you're
even
working
on
right
now
are
very
controversial,
and
so
I
just
want
to
make
sure
that
we
have
the
opportunity
for
people
to
weigh
in.
I
do
have
a
question
on
this
on
the
pursue
soul:
smart
designation,
ev,
I'm
assuming
is
electric
vehicle.
Is
that
correct
or.

is

so
the
soul.
Smart
is
again
a
free,
completely
funded
by
the
department
of
energy

communities
in
colorado
have
already
gone
through
it
or
trying
to
pursue
it,
and
essentially
what
it
does

city
with
technical
advisors
and
they
go
through
kind
of
your
development
code,
your
buildings,
and
it
really
goes
through
to
see
you
know
what
is
your
wordage
and
how
friendly
is
it
for
people
to
you
know
to
put
solar
on
the
rooftop.

we
had
solar
panels
on
the
top
of
this

took
them

had

didn't
put
them
back

and
so

understand

we're
taking
things

replacing

looking

batteries

last

finances

policy

structural

would

I
think
when,
as
mel
was
explained

our
sustainability
coordinator,
many
of
the
projects
that
are
under
the
sustainability
section,
are
projects
in
development
and
they
really
are
exploratory
at
this
phase.
So
there
are
some
concrete
things
that
we
have
been
doing,
but
there
also
are
many
most
of
them,
I
would
say,
are
some
version
of
exploratory
phases
right
now,.

one
comment
for
the
public
comment
for
the
sustainability
commission.
I
know
that
chair
logan,
dunning
really
is
hoping
to
transform
the
sustainability
commission
to
be
a
place
where
residents
can
come
and
vocalize
what
they
would
like
to
see.
So
absolutely,
I
think
that's
the
hopeful
vision
for
the
future
is
that
people
want
to
come
to
our
meetings
on
tuesday
nights.

I
was
at
cml,
I
attended
a
session
on
some
of
the
sustainability
initiatives
that
are
going
on
in
the
state
right
now,
and
I
learned
a
little
bit
about
the
grants
that
are
available
for
composting,
so
that
was
a
really
good
get.
I'm
excited
to
see
that
moving
forward
fingers
crossed
the
other
was
the
tri-county
paying
for
the
air
quality
sensors
again
anytime.
The
city
can
get
money
from
an
outside
source
that
is
not
coming
directly
from
our
taxpayers
and
our
city
coffers.

so,
as
you
know,
from
the
budget
presentations
of
a
few
weeks
ago,
we
are
really
hoping
to
stand
up
with
your
support
as
part
of
the
budget
process,
a
full
internship
program
next
year.
However,
this
year
we
did
have
eight
summer
interns.
Elena
is
not
the
first
intern
in
the
city
manager's
office.
However,
she
is
in
the
last
few
years
since
city
manager
lewis
has
been
here.
Malina
is
a
denver
resident
and
she
also
is
going
to
cornell
university
in
new
york
state.

expects
to
graduate
in
december
and
even
before
she
started.
We
met
with
her
to
discuss
possible
projects,
and
she
told
told
me
that
she

the

when
she
was
a
high
school
student
a
full
years
ago,
you'll
see
a

her

the
presentation
and
so
stephanie,
and
I
said
great,
we
have
the
perfect
project
for
you,
and
so
elena
has
spent
an
incredible
amount
of
time
doing.
Research
on
this.

reached
out
to
some
of
her
old
contacts
in
the
city
of
denver
she
reached
out
to
people
doing
this
work
across
the
state,
stephanie
stephanie
city,
claire,
carla
and
I
have
met
with
her
to
check
in
on
the
project
and
are
very
impressed
with
the
work
that
she's
done.

know
this
is
a
topic,
that's
of
interest
to
you
and
you're
interested
in
hearing
more
so
I'll.

As
tim
mentioned
tonight,
I
will
be
presenting
in
the
proposal
for
council
to
consider
ways
to
formally
engage
youth
in
the
city
of
englewood,
so
one
of
the
best
ways
to
get
youth
involved
in
projects
to
serve
their
community
or
to
get
them
involved
in
the
civic
process
in
general
is
through
the
implementation
of
programs
through
the
local
government.
These
programs
represent
an
open
avenue
for
youth
participation
because
they
indicate
that
a
space
has
been
made
for
youth
and
that
we
want
to
hear
their
opinions
and
we
want
to
collaborate
with
them.

So
they're
really
important,
and
these
programs
can
bring
benefits
not
only
for
the
youth
but
also
for
the
larger
community
in
general.
So
youth
can
spread
and
create
educational
campaigns.
They
can
share
their
experience
with
other
youth
and
encourage
them
to
get
involved
as
well
and
youth
work
groups
can
also
collaborate
to
develop
new
community
resources
for
people
of
all
ages
and
through
these
programs
we
can
also
provide
growth,
opportunities
and
possible
career
paths
for
youth
by
helping
them
build.
Skill
sets
such
as
time
management,
project
planning,
advocacy
and
budgeting.

And,
most
importantly,
this
can
provide
an
introduction
for
youth
into
a
setting
beyond
the
academic,
a
multifaceted
setting
where
they
can
learn
and
grow
a
lot.
So
the
city
of
englewood
has
already
kind
of
made
a
space
for
youth.
Four
seats
have
been
open
in
three
of
our
boards
and
commissions,
and
currently
three
of
these
seats
still
remain
vacant.
So,
as
of
the
last
five
years
I
found
out,
there
has
been
a
little
bit
of
an
issue
trying
to
recruit
youth
into
these
positions,
but
there
shouldn't
be
a
discouragement.

So,
as
tim
mentioned,
here's
a
picture
of
me
in
the
denver
majors
commission
five
years
ago.
I
used
to
have
green
hair
back
then,
and
I
can
attest
to
how
valuable
these
plate
these
spaces
really
are.
I
served
for
two
terms,
and
I
know
it
made
a
really
big
impact
in
me
and
other
peers
from
the
commission,
as
well
as
in
the
community.

Youth
commissions
are
really
important
because
they
can
bring
attention
to
issues
that
may
be
overlooked,
since
they
incorporate
the
perspective
of
youth
and
they
address
a
variety
of
topics
that
are
relevant
to
youth,
whether
they
go
beyond
the
the
current
commissions
that
have
seats
open
for
youth.
They
also
are
really
great
because
they
not
only
give
a
space
for
youth
voices,
but
they
also
encourage
jews
to
be
the
agents
of
change
that
they
want
to
see
in
their
community,
which
is
really
important.

It's
also
important
to
approach
council
diversity
in
really
thoughtful
ways
and
to
really
always
have
an
effort
to
for
the
commission
to
be
as
diverse
as
possible.
It's
also
important
to
ensure
that
the
mission
structure
and
activities
of
the
council
all
align
so
that
youth
can
really
feel
like
they're,
really
collaborating
in
meaningful
and
relevant
work.

One
of
the
most
informal
ones
would
be
through
the
implementation
of
an
annual
youth
summit,
or
it
could
occur
a
couple
of
times
a
year
as
well,
and
the
main
idea
for
a
youth
summit
is
to
promote
discussions
among
among
youth
and
also
between
youth
and
elected
officials.
A
way
to
do
this
would
be,
for
example,
if
some
of
the
presentations
provided
during
the
summit
are
given
by
city
officials
and
youth
can
serve
as
sound
boards
for
policy
practices
and
provide
feedback
on
some
of
the
efforts
that
the
city
is
currently
undertaking.

This
can
also
incorporate
like
fan
activities,
but
also
skill,
building
activities
and
keynote
speakers.
Youth
and
government
day
is
a
more
formal
program
that
could
be
implemented
in
the
city.
It's
a
national
program,
usually
in
partnership
with
local
ymcas
and
there's
an
application
process
for
you
to
get
involved.
This
is
a
really
good
opportunity
for
youth
to
see
and
engage
in
local
government
processes,
and
some
of
the
activities
in
this
type
of
program
include
shadowing
city
officials,
touring
city
hall,
conducting
a
mock
council
meeting
or
attending
an
actual
city
council
meeting.

They,
these
programs
are
typically
also
paired
with
civic
lessons
as
the
way
that
some
of
the
programs
do
it
around
around
the
country.
Is
that
the
first
or
first
couple
of
days
they
bring
all
the
interns
down
to
city
hall
and
give
civics
lessons.
So
this
is
like
a
great
opportunity
for
professional
skill
building,
but
also
to
give
youth
an
insight
into
what
local
government
is
and
how
it
works.

Another
challenge
with
these
initiatives
is
that
we
will
need
to
determine
under
what
department
these
initiatives
could
be
carried
out,
and
there
will
also
be
additional
costs
for
direct
costs
such
as
programming
and
events,
but
also
for
staffing
and
in
these
slides,
there's
just
an
overview
of
the
options
that
I
just
presented.
So
obviously
each
one
has
benefits
and
challenges
for
the
sake
of
time.

them
are

filled

they've

that's
actually
something
that
I
glossed
over,
that
I
meant
to
mention.
I
meant

mention
that
one
of
the
possible
barriers
for
engagement
in
these
current
seats-
and
this
is
something
that
I
found
out
through
discussion
with
the
with
the
coordinators
of
the
cities
of
the
denver's
youth
commission.

They
mentioned
that
in
their
opinion,
it
may
be
because
the
membership
of
these
sports
is
primarily
made
up
of
adults,
and
so
this
can
now
when
they
said,
I
can
really
see
it
as
a
youth
myself.
This
can
really
be
intimidating
when
you're
going
into
a
space
because
of
anti-youth
attitudes,
I
feel
like,
as
youth,
we
feel
like
adults
may
undermine
our
our
knowledge
or
our
opinions.
So
a
lot
of
youth
are
kind
of
discouraged
from
joining
government
spaces
because
of
that.

So
that
was
something
that
they
were
also
resonating,
that
they
think
that
might
be
a
barrier
for
engagement
in
those
commissions
and
maybe
concentrating
efforts
and
just
one
commission,
where
youth
can
really
collaborate
with
each
other
rather
than
feeling
like
they
maybe
have
to
take
kind
of
like
the
back
seat,
because
they're
not
experienced
enough.
So
I
think,
I
think,
focusing
on
a
youth
commission
would
be
more
valuable
for
youth
engagement,
yeah.

own
experience
as
someone
who
decided

apply

be
on
a
commission
like
this,
you
mentioned
some
of
the
challenges
of
engagement.

thoughts
from
your
own
experience
or
otherwise
about
just
how
to
even
inform
young
people
in
inglewood
about
these
opportunities,
partnerships
with
schools
or
other
avenues
that
you
may
have
found
in
your
research.

Yeah,
I
feel,
like
maybe
kind,
of
a
unique
case.
I
had
no
idea
about
the
denver
youth
commission.
It
was
actually
one
of
my
teachers
that
approached
me
and
said
hey.
This
might
be
something
like
considering.
That
would
be
good
considering.
So
that's
how
I
found
out
about
the
denver's
youth
commission,
so
I
think
a
partnership
with
the
local
schools
would
be
really
helpful,
but
I
know
that
has
kind
of
been
an
issue
as
well.

The
the
incentives
that
I
outlined
was
in
in
denver,
like
parks
and
rec
passes
for
people
under
18
are
free,
so
I
just
thought
that
would
be
like
a
good
incentive
here
for
for
youth
to
get
engaged
since
they're,
not
free.
Here.
It's
just
like
a
cool
perk
to
have,
but
I
think
some
of
the
best
ways
to
kind
of
get
people
in
or
youth
informed
about
these
internships
would
be
to
kind
of
go
out
in
person
and
approach.
You
then
kind
of
see
what
they
would
like
to
do.

We
could
either
approach
them
about
like
parks
and
rec,
or
a
pirates
cove.
Actually,
the
the
denver
coordinators
were
suggesting
that
I
personally
go.
They
were
recommending
that
a
young
person
go
and
approach
them,
since
they
might
be
able
to
communicate
better.
I
my
internship
ends
in
a
week
or
two,
so
I
don't
think
I'd
be
healed
for
that,
but
yeah,
I
think
that'd
be
something
really
beneficial
and
it
would
seem
much
more
personable
than
just
posting
like
notices
about
these
spaces.

think
really
sitting
down
with
the
youth
and
trying
to
gather
what
they
want
to
see.
Another
thing
that
I
found
just
doing
my
research
they
mentioned-
maybe
city
staff
going
to
local
schools
during
like
civics
class
or
something
and
giving
a
a
kind
of
promo
for
these,
for
these
opportunities
would
be
would
be
good.
It
would
be
a
personal
way
to
go
about
it.

it
just
goes
right
by
and
nothing
happens,
I
think
if
some
of
us
went
to
honor
society
type
things
I
know
from
what
I've
heard.
They
don't
have
a
student
council
at
englewood,
high
school
anymore
and
haven't
for
last
couple
years,

even
colorado's
finest
alternative
alternative
high
school
is
there's
some
real
leadership
potential
there.

mean,
even
when
you
have
a
representative
saying
wow,
these
are
sharp
kids,
they're
they're,
asking
tough
questions
and
when
kids
are
coming
out
and
they
had
been
met
by
staff
and
they
roll
their
eyes
and
say
well
that
was
a
bunch
of
bull.
I
mean
they
know,
and
so
I
think
it's
more
getting
those
kids
involved.

them
tell
us
as
opposed
to
us,
telling
them,
because
I
I
think
they
know
I
mean
it'd-
be
real
easy
for
me
to
walk
in
and
say
who
would
you
like
to
have
lead?
You
me
the
senior
adult
retired
guy
or
you
that
are
living
your
lives,
and
I
think
I
know
what
the
answer
is
yeah.
So
but
anyway,
I
I
think
there's
other
ways
that
we
need
to
get
engaged,
including
council
members,
and
I
would
be
more
happy
to
do
that.

echo

because,

I
mentioned,
I
don't
think
I
would
have
joined
the
denver's
commission
if
I
hadn't
been
approached
by
someone
and
encouraged
to
apply,
because
I
personally
wouldn't
have
seen
myself

space

think
it
would
be
really
valuable,
especially
coming
from
actual
city
officials,
to
reach
out
to
youth
and
really
get
their
input
in
the
formation
of
a
commission
if
it
does
happen,
but
if
not
in
any
other
way
that
they
can
be
involved
in
the
civic
process.

members

originally
you

asked

a
teacher

your
teachers.

do
believe
that,
as

council,

history

classes
like
that,
if
the
teacher
promotes
it

people
on
this
council
would

Internships
are
a
great
opportunity
for
the
city
to
get
a
new
perspective
on
the
job
that
we
perform
for
our
citizens
on
a
day-to-day
basis.
They're
also
a
great
way
for
someone
who
does
not
have
other
experience
to
gain
some
experience
so
that
when
they
go
into
the
workforce,
they
have
that
valuable
experience
on
their
resume,
and
it
makes
it
a
lot
easier
for
them
to
get
hired
and
in
the
event
that
they
perform
spectacularly
and
they're,
not
going
back
to
college
at
cornell.

We
can
sometimes
hire
them,
which
is
also
great
for
us,
because
we
know
how
that
person
works
and
how
that
person
performs,
and
they
know
and
understand
how
the
city
works.
More
internships
put
it
in
front
of
me
in
a
budget,
and
I
will
fund
it
so
that
that
being
said,
I
do
have
one
question,
and
that
is
in
regards
to
the
age
range
on
some
of
these
things.
The
individual
who
came
before
us
to
ask
for
more
opportunities
for
youth
to
serve
was
quite
young
pre-teen.

I
think
maybe
younger
demographics
may
be
overwhelmed
by
programs
like
this,
but
throughout
my
research
I
did
find
some
commissions
around
colorado
that
that
do
welcome.
I
think
grades
eight
through
12.,
okay,
but
the
majority
of
the
commissions
that
I
saw
are
primarily
focused
on
on
high
school
students
and
same
for
these
programs.
This
was
I
actually.
This
was
research
for
another
project
that
I'm
involved
with,
but
I
ended
up
learning
about
one
of
there's,
a
city
in
colorado
that
has
a
summer
program
for
youth
to
volunteer
and
so
pretty
much.

The
way
it
works
is
they
get
dropped
off
that
city
council
and
then
the
local
government
provides
transportation
and
food
and
everything
for
them
that
day
to
go
and
volunteer
at
a
specific
opportunity,
and
it
just
happens
during
the
summer-
and
I
think,
if
you're
looking
to
involve
younger
demographics,
that
might
be
a
good
way
to
approach
it,
focusing
it
primarily
in
the
government.
I
thought
that
was
a
really
a
really
cool
initiative,
but
I
didn't
learn
about
it
in
time.
For
this
presentation,
I
only
learned
about
it
recently.

awesome.
The
other
thing
I
have
is,
I
think
this
is
probably
a
good
opportunity
for
council
member
nina
kaepernick
to
get
together
with
the
school
district.
We
sit
on

city,
schools,
committee
partnering
with
the
schools,
and
I
think,

we
engage

school
district,
they
may
be
able
to
assist
us.

know
if
that
would

get
the
word
out
and

different

statistics

drought,

here's
my
point
to
save
water
englewood
needs
landscape
needs
to
landscape
compatibly
with
our
increasingly
dry
climate.
That
means
not
only
improving
irrigation
efficiency,
as
parks
is
doing
very
well,
but
also
re-evaluating
what
we
planned.

The
good
news
is:
if
we
transition
to
colorado
native
plants,
they
will
give
us
beautiful
resilient
landscapes
well
into
the
future
with
less
water
native
plants,
which
I
was,
I
will
send
you
all
via
the
city
clerk
a
picture
I
was
going
to
show
of
native
plant
roots
systems,
so
native
plants
have
amazing
root
systems
that
make
them
adapted
to
survive.
Drought,
flooding
hail
and
our
harsh
native
soil
without
fertilizer
or
amendments,
their
roots
are
as
deep
as
six
to
fifteen
feet.
These
roots
soak
up
every
bit
of
moisture.

They
get
they
break
up
compacted
soil
so
that,
during
a
flash
flood,
the
water
seeps
deep
into
the
ground
to
be
absorbed
by
the
roots
rather
than
overloading
city
drainage
systems.
These
roots
also
draw
carbon
out
of
the
atmosphere
for
long-term
storage
and
they
improve
soils.
Carbon
storage
capacity.

potential
to
reverse

medians
right

ways,
bike
paths,
roadways,
pocket
parks,
park,
sign
beds.

Pollinator
pathways
will
also
benefit
englewood
residents

business
studies
show
that
landscapes
that
are
good
for
pollinators

good
for
human
well-being,

Biodiverse
landscaping
in
urban
areas
correlates
with
better
mental
health,

crime

better
physiological
health
outcomes.
Pollinator
pathways
will
add
beauty
and
distinguish
our
city
to
be
very
clear.

saying

need
100
native
landscaping
and
I'm
talking
about
city-owned
properties.

are

fantastic
non-natives
and
there's
room
for
some
plants
that
people
just
like
what
I
am
saying
is
it's
time
to
ship

a
sustainable
landscaping
model
as
our
default.

need
to
pour
fewer
resources
into

dead
zones

start
using
the
powerful
resilience
to
tool
that
native
plants

recent
city
council,
meeting

lewis
declared
he
believes
in
alternate

policing

future
in

recent
city
survey
concerning
the
tax

measures

in
the
city
has
increased,
decrease
or
stayed
the
same.

the
last
three
years,
63
percent
of
the
survey
participants
said
crime
has
increased
and
60
percent
of
those
participants
said
yes
to
increasing
sales
tax
to
fully
fund
fully
staff.

while
working

maximize
the
population
density
of

city,
our
city
manager
and
city
council
have
left
our
epd,
understaffed
and
underfunded.

years,

few
years
ago,
when

epd
asked

poor

officers

been
severely
under
staff
for
years,
you
gave
them
two
trainee
positions
to
go
through
the
police
academy
that,

this
very
day,
you
never
bothered
to
even
fund
a
city
city
manager,
never
bothered
to
pursue
the
funding.

understand
why

lewis
and
therefore
city
council
believe
in
alternative
policing
is
the
future
alternative
to?

exactly
will
you
invest
while
you
invest
to
rehome
and
maintain
all
the
homeless
and
rehab

addicts

all
the
mentally
ill
stabilize
and
maintain?

is
going
to
be
handling

ongoing
real-time
crime

send
out

embraced

funded
the
co-responder
program

released

epd

required

police

workers

believe
it
was
councilman
anderson
who
first
mentioned
the
cahoots
program.
That
program
originally
originated
in
and
has
been
successful
in
eugene
oregon
since
1989.

in
2019,
cahoots,
reported,
quote
about
60
of
all
calls
to
cahoots
are
for
homeless
people
in
2009.
Cahoots
responded
to
13
of
all
the
emergency
calls
for
service
made
by
the
eugene
police
department,
but

public
is
aware
that
the
program
about
the
program
and
many
of
those
calls
made
are
requests
for
kahoot
services
and
are
not
ones
that
the
police
would
normally
respond.

emphasize
two
critical
points
cahoots
themselves
identified
by
the
co
about
the
co-responder
program.

Sixty
percent
of
all
calls
took
hosts
for
homeless
people
and
cahoots
handles
just
13
percent
of
all
the
emergency
calls

service
made
by
the
eugene
police
department.
The
codes
program
serves
as
a
valuable
support
role,
but

cahoots
program
has
not
and
cannot
replace
the
critical
law
enforcement
role
of
the
eugene
police
department
until
cm
lewis,
and
this
city
council
provides
the
modest
1.2
million
to
fully
fund
and
fully
staff
our
own
inglewood
police
department.

urge

england

city

based

federal
and
state
laws,
I,
along
with
a
petition
of
85
and
counting
last,
I
checked
it's
actually
91,
it's
a
digital
petition
of
our
immediate
neighbors.
This
was
on
short
notice
and
almost
entirely
consisting
of
residents
in
approximately
a
six
by
four
block
area,
but
we
all
strongly
encourage
the
city
to
do
everything
in
their
power
to
remove
and
move
this
cell
tower,
including,
but
not
limited
to
finding
any
potential
loopholes
in
both
the
fcc
requirements
and
the
2017
colorado
state
law.

express

disappointment
with
englewood
on
how
poorly
this

communicated

the
residents
in

residents

at

layton

halted
due

notified

were

to
believe
by

telecom
company
that
this
would
be

the

of
these
towers
pose
in

community.
We

understand
that
local
governments
have
very
little
jurisdiction
on
the
placement
of
these
towers
due

fcc
regulations

2017
bill,
passed
by
the
colorado
legislature
that
prohibits
local
government
interference
with
small
cell
tower
installs.

However,

also
understand
that
the
original
location
was
moved
and
we
asked
that
the
city
put
pressure
on
the
telecom
company
to
move
the
location

second
time.
We
suggest
that
the
newly
selected
site
not
be
directly
located
on
school
grounds
or
any
easement
of
a
residential
property
and
propose
the
green
belt
located
on
fox
street
and
stanford
avenue
as
the
new
location.

requesting

inglewood
implement
an
ordinance
that
requires
a
pre-notification
be
sent
to
all
homeowners
within

500-foot
radius
of
proposed
installation

devalue

upsetting,

frustrating,

understand

tower

planned

green
belt

down
the
street

multiple
light
poles

freestanding
light
poles,
not
next

wires

about
the
safety
of

was
our
top
priority

strategic
planning

beginning
of

year

we're
continuing

explore

it's
fully
funded,
to
the
extent
that
we're
able
to
the
statement
that
epd
has
been
understaffed,
historically
and
underfunded.

take
issue
with

used

chair
england's
budget
advisory
committee:
we'd
bring
in
epd
every
single
year
to
hear
their
needs
and
heard
multiple
times
that
they
had
what
they
needed
in
recent
years,

we

are
some
significant
needs
that
they
have
raised.
As
ms
bailey
mentioned,
there's
a
1.2
million
dollar
request,
and
while
I
wouldn't
call
that
modest,
if
city
council
were
to
approve
that
request,
initially,
the
general
fund
does
not
provide
year-over-year
funding,
for
that
would
be
a
one-time
funding
source.

so,
if
we
were
to
approve
year-over-year
salaried
positions,
it
would
have
required
other
city
layoffs,
which
we
heard
directly
from
our
city
manager
and
that's
something
that
we
didn't
choose
to
do.

did
choose
to
fund
what

could
initially
out
of
that
request
and
are
continuing
to
look
at
other
ways
to
ensure
that
we
have
safety
needs
funded
in
our
community.

also

just
one
tool

englewood's
tool
belt,

reforms

implemented

input

only

department

ensure
that

resources

traditional

tools

inglewood's
diverse
safety

overview

the
tentative
agreement
that
was
reached
between
the
eea
and
the
city
of
englewood
a
little
bit
of
background,
the
economic
data,
as
we
knew
it
back
in
march
of
2022,
which
was
when
we
commenced
negotiations.

when
you
take
a
look
at
what
I'm
about
to
get
into
the
colas
for
eea
during
that
same
time,
period
add
up
to
13.5
percent.
There
is
some
compounding
that
is
not
taken
into
consideration
with
that,
but
that's
a
rough
estimate
without
that
compounding
number
the
cpi
during
that
time
period
is
15.6.

This
was
something
that
we
looked
at
very
closely.
We
wanted
to
make
sure
that
we
were
not
over
shooting
these
increases
when
we're
looking
at
inflation
and
cpi,
with
the
money
that
the
council
approved
a
few
weeks
ago
with
the
class
and
comp
study
that
will
shore
up
any
deficiencies
in
the
pay
plan
that
we
currently
are
experiencing,
or
that
we
believe
it
we're
experiencing
all
right.

from
the
main
economics
just
going
article

article

those
articles

changed,
the
duration
of
the
contract,
a
two-year
contract,
it's
typical
to
see
a
three-year
contract,
given
the
uncertainty
that
we're
seeing

economy

we
thought
it
would
be
better
to
do
a
two-year
contract.
Eea
was
in
agreement
with
that.
We
clarified
a
definition
of
immediate
family
member
to
comply
with
colorado
law
hours
of
work.
We
wanted
to
create
flexibility
again.
This
is
a
retention
and
recruitment
issue.

also
wanted
to
provide
employees
additional
notice
time
for
when
they
would
be
called
into
work
or
have
a
schedule
change
and
provide
them
72
hour
notice,
right
now,
it's
24-hour
notice.
During
the
course
of
negotiations
we
heard
over

over
again
about
the
disruption
of
having
people
change
their
their
schedules.
At
the
last
minute,
we
also
defined
emergency
to
make
it
so
clear
so
that
everybody
understood
what
that
meant,
as
it
was
not
previously
defined
flexwork
again.

is
an
additional
article
on
providing
for
a
980
schedule
over
time,
in
keeping
with
the
flexibility
for
employees
providing
employee
discretion
to
receive
overtime
payment
in
or
comp
time.
As
of
what
it
was
prior,
the
department
provided,

were
the
one
who
made
that
decision
acting
pay.
We
reduced
acting
pay
from
30
days
to
80
consecutive
working
hours.

provided
clarifying
language
for
one

was

letter

We
incorporated
that
side
letter

clarified
the
hours
of
work
that
are
eligible
for
a
shift
differential
pay
paid
time
off.

I
do
want
to
highlight
that
I
got
have
gotten
questions
on
the
the
overall
accrual
amount
that
someone
can
accrue
in
that
year
is
still
88
hours,
although
there
is
a
provision
in
the
eea
contract
that
pays
out
any
unused
pto,
so
the
employee
will
either
be
able
to
take
that
as
a
day
off
or
they'll
get
paid
out
for
those
8.72
hours
at
the
end
of
the
year.
The
reason
that
we
didn't
increase
the
cap
excuse
me
is
due
to
unfunded
liability.

are
now
going
to
be
allowing
employees
to
be
to
carry
over
sickly
from
year
to
year
up
to
a
cap
of
192
hours
right
now
leave
occur.
You
know,
frankly,
because
you
know
a
lot
of
people
don't
want
to
lose
out
on
a
benefit
that
they're
being
provided.
So
this
would
disincentivize
that,
and
hopefully
shore
up
some
of
those
operational
issues
that
we're
seeing
toward
the
end
of
the
year.

This
doctor's
note,
that's
just
a
cleanup
to
be
consistent
with
colorado
law
that
we
can
ask
for
it
after
four
consecutive
absences.
That's
the
requirement
under
the
healthy
family,
workplaces
act,
salary,
continuation,
the
city,
as
we
talked
about
in
the
family,
opt-out
presentation,
salary,
continuation
that
the
city
offers
is
more
lucrative
than
what
the
state
program
is
going
to
offer,
and
we
are
going
to
also
proposing
to
add
baby
bonding
leave
as
a
part
of
that
which
is
a
paid
parental
leave
program
for
continuous
salary
continuation.

changed
it
from
90
days
to
480
hours.
This
was
to
ensure
equity
and
benefits.
We
have
people
working
different
hours.
Some
people
work
410,
some
people
work
980.
Some
people
work
five
eights.
If
you
go
by
days,
you
have
an
inequitable
inequitable
outcome
where
you
have
some
people
being
able
to
take
more
time
off
than
others,
so
we
transition
this
to
a
bucket
of
480
hours,
which
is
also
consistent
with
the
fmla.

So
those
two
would
run
concurrently
intermittent
salary
continuation.
We
modified
that
from
30
days
to
160
hours
for
exactly
the
same
reason
to
ensure
equity
of
benefits.
We
increased
the
elimination
period
from
40
hours
to
80
hours,
and
this
was
in
recognition
of
being
able
to
roll
over
that
sick
leave.
So
now
you
have
higher
sick
leave
balances
so
to
make
sure
that
employees
have
skin
in
the
game.

We're
also
upping
the
the
elimination
period
and
we
also
added
in
language
to
prevent
employees
from
participating
in
both
salary,
continuation
and
the
state-run
family
program
simultaneously
funeral
leave.
We
increased
it
to
40
hours
per
event.
You
know
the
events
of
the
last
couple
of
years
really
highlighted
the
need
to
be
compassionate
and
be
understanding
when
employees
have
deaths
in
the
family.

So
what
we
had
agreed
to
is
that
if
the
city
requires
you
to
work
an
alternate
schedule,
then
you
would
be
eligible
for
that
time
that
you're
actually
working
to
be
paid
for
holiday
pay.
If
you
elect
under
the
flex

policy

go
into
a
410
or
a
980
shift,
you're
still
going
to
get
that
eight
hours
of
holiday
pay,
because
it
was
your
choice
that
you
voluntarily
are
going
to
that
different
schedule.

22
health
insurance-
we
are
going
out
to
market
this
year
to
take
a
look
at
our
health
insurance
options
because
of
the
timing
of
that
negotiations
had
to
be
wrapped
up
by
july
1st
per
charter.
However,
our
rfp
is
not
going
to
be
completed
until
the
end
of
summer
and
early
or
early
fall.
So
this
is
a
reopener
to
discuss
any
possible
changes
to
health
savings
account
contributions.

The
city
and
eea
agreed
to
eliminate
the
retiree
health
insurance
assistance
program
for
employees
that
are
hired
after
january
1st
2023.
That
program
currently
provides
a
hundred
dollars
a
month
to
retirees
until
they're
passing.
So
it's
a
very
expensive
program.
The
last
estimates
I
saw
we
spend
about
220
000
a
year
on
that
program,
and
so
this
was
a
way
to
start
looking
for
some
savings
that
are
not
impacting
our
current
employees
grievance
procedure.
This
was
cleanup,
replacing
city
manager
with
hr
director,
which
is
typically
the
the
way
that
it
happens.

Previously,
the
city
was
required
to
give
an
employee
three
days
notice
if
they
simply
wanted
to
have
a
coaching
conversation
with
their
staff
and
that
employee
would
be
eligible
to
bring
a
union
member
with
them,
and
this
is
not
consistent
with
weingarten
rice.
This
isn't
consistent
with
any
best
practice
in
labor
relations,
so
we
went
ahead
and
clarified
that
allowing
the
city
to
have
frank
and
open
coaching
and
counseling
conversations
with
staff
without
having
to
go
through
the
union
or
give
in
three
day
notice
to
be
able
to
talk
to
your
employees.

Callback
pay
again.
This
was
clarification
of
what
constitutes
callback
pay
or
is
just
inconsistent
application
throughout
the
city,
and
so
we
work
to
make
sure
that
there
is
consistent
application
with
that
labor
management
committee
meetings.
Again
this
is
all
about
flexibility.
Currently,
the
city
and
eea.
I
would
like
to
think
have
a
good
working
relationship,
and
so
we
don't
want
to
be
compelled
to
have
to
meet
in
a
certain
designated
time.

addition,
I
mentioned
the
rollover
of
sick
leave.
We
are
proposing
as
well
to
have
a
side
letter
to
modify
the
current
collective
bargaining
agreement
to
allow
rollover
of
sick
leave
from
2022
to
2023,
and
this
would
be
consistent
with
the
the
proposed
provision
in
article
13
of
the
new
collective
bargaining
agreement.

in
summary,
working
with
finance,
we
were
looking
to
make
sure
that
we
were
going
to
be
fiscally
sustainable
with
our
colas
and
that
it
actually
tracked
with
the
inflation
inflationary
pressures
that
we're
seeing
and
that
everybody
is
feeling
right
now,
while
making
sure
that
we
can
actually
sustain
that
level
of
of
pay
a
short-term
agreement
two
years.
Neither
the
city
nor
eea
wanted
to
extend
too
far
out.

didn't
want
to
bind
ourselves
to
a
contract
that
maybe
we
couldn't
afford
in
the
future,
especially
if
there
is
a
recession
or
something
major
that
goes
on
in
the
world
competitive
leave
enhancements.
We
wanted
to
again
try
to
position
the
city
as
a
employer
of
choice.
The
holiday
pay
matching
to
work
schedules.

That
is
all
there
to
enhance
the
employee
experience
and
then
cut
down
on
unnecessary
bureaucracy,
consistency,
the
the
hours
and
salary
continuation.
We
want
to
make
sure
there's
equitable
treatment
for
all
staff
that
there's
not
some
person
who
has
a

schedule,
gets
a
better
benefit
than
someone
who
has
to
be
here
five
days
a
week.

we
want
equitability
across

organization.

really
refreshing

that
in
past
years
the
process

occasionally

cyclists

cycling
in
our
community
and
how

thought
about
the
safety

talked

was

bike
lane
approaches

mini
roundabout,

bicyclists

option
of
entering
the
mini
roundabout
as

vehicle
would

users

that
sort
of
thing.

can
essentially
install
a
curb
ramp
where
the,
where
the
bulb
outs
are
so
that
those
bicyclists
can
move
up
onto
the
sidewalk
and
essentially
navigate
as
a
pedestrian
would,

the
crosswalks.

I

regarding

proposed
design

we've
heard
some
concerns
about
roundabouts,

I'm
friends
with

member

community,

be
blind
and
she
maintains
that
roundabouts
are
not
safe
for
blind
people,
they're
exceedingly
difficult
for
a
blind
person
to
navigate,
because
there's
no
signal
that
says
whether
or
not
it's
clear
for
traffic
and
the
visibility
of
the
drivers
coming
through
the
roundabout
is
limited.
So
if
the
blind
person
is
crossing
the
roundabout
intersection,
their
odds
of
getting
hit
are
significantly
increased
compared
to
a
signalized
intersection.

again,
that's
something
that
we'll
have
to
talk
to
the
design
consultant
about
and
make
sure
they're
they're
away,
aware
that
that's
an
important
design
criteria
for
for
the
community
there's
there
are
definitely
characteristics
within
a
mini
roundabout
design

safer
for
the
visually
impaired
so
that
that's
something
we'll
just
have
to
incorporate

artist
meet
and
greet
they
put
out

call

artists

with

cultural
arts
commission
to
connect

city

learn
how
they
can
engage
in
art
activities
that
are
happening
in
the
city,
both
public
art

we're

future
art
