I'm,
Lindsey,
grozowski,
hacking
and
I'm
the
executive
director
of
innovative
housing,
Concepts
otherwise
known
as
Inglewood
Housing
Authority.
We
officially
changed
our
name
a
few
years
ago.
Many
of
the
local
housing
authorities
changed
their
names
just
to
reduce
some
of
the
stigma
associated
with
the
word
housing
authority
and
as
housing
authorities
venture
out
to
do
different
housing
projects
and
just
getting
away
again
from
the
general
thought
of
just
a
Housing
Authority.

I,
don't
have
much
of
a
presentation
for
you
today,
because
I'm
just
hoping
to
have
more
of
a
dialogue.
I
have
some
talking
points.
I
was
asked
to
give
an
update
on
some
of
the
things
we're
doing
so:
I'm
not
doing
Inglewood
Housing,
Authority,
Innovative
housing,
Concepts,
101,
I'm,
basically,
updating
on
some
of
the
things
we
have
going
on
and
some
of
the
things
that
are
in
the
works.

I
need
to
clarify
anything
or
take
a
couple,
steps
back
to
explain
something:
I
don't
know
the
process
for
study
sessions,
but
I'd
say
feel
free
to
interrupt
me
and
let's
have
a
good
conversation
and
a
dialogue.
Because
anybody
who
knows
me
knows
I
can
talk
a
lot.
I
only
have
30
minutes,
so
I
want
to
make
sure
I
get
everything
covered
for
everybody.

Okay,
so
a
couple
of
the
things
we
have
been
working
on
recently,
one
of
the
things
I'm
probably
most
excited
about,
because
I
get
this
question
all
the
time.
One
of
the
programs
that
we
run
is
the
Section
8
housing,
Choice
Voucher
Program.
It's
probably
one
of
the
best
known
programs
that
we
have.
It
is
certainly
our
biggest
Federal
program
funded
by
Hud
and
I'm
often
asked
as
to
why?
Don't
you
just
get
more
vouchers?
We
need
more
vouchers,
get
more
vouchers
well,
HUD,
doesn't
hand
out
vouchers
until
last
week.

Well,
two
weeks
ago,
they
handed
out
vouchers
as
part
of
a
new
funding
bill
for
housing
through
a
president
Joe
Biden.
They
earmarked
about
200
million
dollars
for
new
housing,
Choice
vouchers,
so
Inglewood
got
six
and
and
money
I
should
say
the
other
thing
of
that
was:
we've
got
the
money
to
go
with
it.
We
got
about
eighty
thousand
dollars,
six
vouchers.
We
also
run
Sheridan
housing
authorities,
Voucher
Program
Sheridan
got
four
vouchers
and
about
63
000.

So
that's
huge
I
know
it's
a
small
number
of
vouchers,
but
we
never
just
get
vouchers
and
we
got
10
and
so
I
think
that's
pretty
amazing
they're
10
forever.
So
now
we
just
you,
know
slowly
but
surely
have
a
few
more
vouchers
to
hand
out.
It's
also
amazing
to
get
a
budget
with
that.
For
anybody
who
knows
about
our
voucher
programs,
we
get
x
amount
of
vouchers
and
x
amount
of
dollars.

We
never
have
enough
dollars
to
give
out
enough
vouchers,
so
the
fact
that
they
gave
us
10
with
money
to
go
with
it
is
amazing,
and
that
means
our
budget
Authority
is
going
to
be
increased
every
year
and
we'll
have
money
to
have
these
10
vouchers
out
on
the
streets.
So
that's
like
our
most
exciting
update.
These
vouchers
become
effective.
October.
1St
and
so
we've
already
started
the
process
of
reaching
out
to
our
Lottery
families,
inviting
them
in
for
a
briefing
and
working
to
get
those
vouchers
leased
up
from
the
day.

A
person
is
contacted
about
about
getting
off
our
waitlist
or
our
Lottery
and
getting
into
housing.
It
can
take
anywhere
from
60
to
90
days.
So
when
we
got
the
email
about
these
vouchers,
knowing
that
they're
coming
to
us
on
October
1st,
we
didn't
waste
any
time
and
we
pulled
some
names
and
we're
getting
folks
actually
in
the
door.

This
Friday
to
start
that
process
they're
not
going
to
lease
up
before
October,
so
I,
don't
have
to
worry
about
that
they'll
lease
up
after
October,
but
they're
going
to
get
the
voucher
in
hand
and
get
started
with
that
process.
So
that's
very
exciting.
Yes,
we
actually
got
new
vouchers,
so
say
yes
to
that,
for
once,
one
of
the
other
great
things
that
we
are
doing
is
we're.

There's
not
a
lot
of
units
in
Sheridan
for
voucher
holders,
we're
always
kind
of
struggling
to
find
families
in
Sheridan
our
homes
for
families
and
share
it
on
the
voucher
program
and
we're
hoping
to
put
some
bigger
size
units
in
two
bedrooms.
Three
bedrooms
and
the
bigger
units
are
always
a
harder
units
to
find
for
families
so
really
excited
about
that.
We're
hoping
to
meet
with
here.
It
is
Community
Development
team
pretty
soon
we'll
need
puds
for
the
Oxford
properties.

I
think
a
couple
of
you
know
and
I
stock
up
with
you
at
the
groundbreaking.
We
are
partners
with
Cohen
esri
who
are
doing
the
development
trails
at
Lee,
how
they
had
their
ceremonial
groundbreaking
in
August
and
have
truly
breaking
ground
in
September,
and
that's
going
to
be
82
units
with
a
mix
of
affordability
coming
to
Inglewood.

That's
going
to
be
really
exciting:
that
plot
of
land's
a
really
neat
plot
of
land
being
so
close
to
the
trail
there
and
kind
of
tucked
away
and
also
close
to
the
nice
development-
that's
happening
in
the
old
Kmart,
Park,
old,
Kmart
building
area.
So
that's
going
to
be
a
really
exciting
development.
They're
not
going
to
be
done
for
a
while.

Someone
Englewood
we
are
before
we
got
the
new
six.
We
were
authorized
for
421..
We
only
lease
up
about
350
to
360
of
those
vouchers.
That's
all
the
money
we
have,
and
so
now
our
total
will
be
up
to
the
427
with
the
six
that
are
added
that
wait
list.
Actually
we
use
a
lottery
for
the
voucher
program.
So
sorry,
I
should
use
the
right
term.

Family,
that's
a
great
question.
We
purposely
went
to
a
lottery
system
because
we
didn't
like
the
old
waitlist
system
with
a
waitlist
system
when
we
used
to
use
it
once
you
applied
for
the
voucher.
You
are
on
the
waitlist
forever,
and
so
we
had
folks
who
sat
on
the
waitlist
for
eight
seven
nine
years,
the
lottery
system's
a
little
bit
better,
because
what
we
do
is
we
open
up
the
lottery?
Everyone
applies.

We
some
names
based
on
availability,
you
pick
some
more
names
and
then
the
lottery
expires,
so
both
of
those
lotteries
are
going
to
expire
at
the
end
of
2023,
yes,
and
then
we'll
do
a
brand
new,
fresh
Lottery
and
people
can
kind
of
reapply
possibly
get
back
to
the
top.
That
actually
is
a
system
that
works
out
better.
Some
people
just
don't
sit
on
waitlists.

then
we
lease
up
around
the
350

that's
all
the
money
we
have
that's
right.
What
does
lease
up
mean
like
we
put
them
on
the
street?
People
have
the
vouchers
they
use
them.

up

someone's
unit
great
team,
so
basically,
third
out
of
that
360
are
being
used,
the
other
ones.
If
we
had
more
money,
we
could
put
more
on
the
streets.
More
families
could
have
a
voucher,
but
there
isn't
enough.

and
then
almost
the
same
amount
just
on
the
waitlist
or
in
the
lottery
yeah
same
number
of
families
when
you're
looking
at
building
new
property,
you're
acquiring
property
and
you're
building
new
units,
are
you
utilizing
any
kind
of
like
Innovative
building
concepts
are
using
modular
building
or
anything
to
keep
costs
low?
Or
how
are
you
approaching.

That
we
actually
do
a
lot
of
modular
building.
We
have
three
property.
Well,
no
I
lie
four
four
properties
right
now
that
we,
that
are
market
rate
that
are
not
priced,
affordable,
they're
part
of
our
financial
diversification
strategies
and
they
were
all
built
and
they're
all
modular
homes
and
they
come
they
get
built
in
the
factory.
The
big
trucks
come,
they
put
them
on
the
ground.
It's
a
really
neat
process
to
watch,
but
we
use
that
because
it
is
actually
very
much
less
expensive.

The
cost
savings
are
huge
and
our
operations
manager
is
able
to
register
as
like
a
I'm
not
going
to
think
of
the
right
word,
but
he
gets
a
discount
with
the
company
he
he
registers
as
a
distributor.
So
we
even
get
a
bigger
discount
on
the
product.
But,
yes,
we
use
the
modular
homes,
we
don't
build.
One
of
them
has
a
full
basement.
We
normally
don't
do
full
basements.
We
do
like
a
more
of
a
crawl
space.

Think
so
that
said,
I
have
been
with
the
Housing
Authority
for
five
years.
My
background
before
I
came
here
was
not
in
housing.
It
was
more
in
management
and
program
management.
So
I
can't
speak
on
that
I
think
our
houses
are
great
quality.
Of
course
we
see
some
settling.
We
see
sometimes
some
cracks
in
the
drywall
from
a
little
bit
of
a
separation,
and
we
have
to
go
in
and
fix
it,
but
I
think
if
you
came
and
looked
at
the
houses
and
I
didn't
tell
you
they
were
modular.
You
wouldn't
know.

I
know
we
have
two
vacant
at
Simon
Center
because
they
are
going
undergoing
big
Renovations
and
so
they're
kind
of
they're
offline
right
now
we
can't
lease
them
up.
Orchard
Place
has
been
difficult,
has
been
a
bit
of
an
in
and
out.
We
were
just
almost
totally
leased
up,
except
for
two
that
were
undergoing
again
big
Renovations,
and
then
we
had
two
folks
pass
away,
so
that
building
has
been
a
little
bit
more
hard
to
stabilize.

We
have
waves
where
it
comes
and
goes,
and
it's
kind
of
always
in
threes,
maybe
even
fours,
so
Orchard
Place
is
a
little
low
right
now,
but
both
of
those
buildings
use
more
traditional
wait
lists
and
the
wait
lists
are
very
robust.
We
opened
those
last
summer,
and
so
we
have
good
quality
people
on
the
wait
list
that
we're
able
to
get
in
contact
with
and
we're
working
on,
getting
them
up
to
100
capacity.

8,
it's
an
umbrella
for
several
programs
that
HUD
runs
so
both
Simon
Center
Simon
Center
is
a
Section
8
new
construction.
The
vouchers
are
section
8,
but
they're
completely
different
programs.
So
it's
not
really
a
voucher.
It's
a
place-based
subsidy.
So
you
have
to
live
there
to
have
the
subsidy,
and
so
it's
not
a
person
voucher
and
it
doesn't
really
act
like
a
voucher
either,
but
they're,
both
Section
8,
under
the
big
umbrella
of
how
they're
funded
okay.

Pay
30
and
then
we
have
a
contract
with
chaffa
who
gets
the
money
from
HUD
to
pay
the
program
to
pay
the
subsidy
and
then
yes,
the
condo
we
contract
with
chaffa
as
to
how
much
we're
going
to
get
to
sort
of
make
ourselves
whole
people
on
the
voucher
program
and
then
in
both
the
buildings
pay
roughly
30
to
40
percent
of
their
income.
The
buildings
folks
really
stay
at
30
percent,
but
the
voucher
folks
can
go
up
to
40.

Course,
okay,
we
have
people
waiting
for
the
units
that
are
being
renovated
right
now.
We
it
takes
a
while,
sometimes
folks,
we
pull
from
the
wait
list
are
currently
you
know,
leased
up
and
they
need
to
break
their
lease
or
they're
somewhere
else,
and
they
need
to
move
here
and
that's
appropriate
too.
So
we
sort
of
have
a
queue
people
who
are
ready
to
move
in
so
as
soon
as
those
units
are
habitable,
we
move
them
on.

Mean
obviously
they're
the
same
thing
because
they're
one
program
but
HUD
kind
of
treats
them
separately
because
they
give
you
an
amount
of
vouchers.
Then
they
also
give
you
amount
of
money
and
you
have
to
do
the
math
to
make
that
work
and
the
HUD
basically
rates
your
program
on
one
or
at
one
of
two
measures.
Either
you
lease
up
98
of
your
vouchers
or
you
use
98
of
your
budget
Authority,
and
so
we're
always
at
the
point
of
using
100
101
percent
of
our
budget
Authority,
because
rents
here
are
expensive.

It
travels
it
travels
with
the
voucher,
but
you're
you
had
a
really
great
point.
Every
family
has
a
little
bit
of
a
different
financial
situation.
There
are
some
families
in
the
voucher
program
who
work
and
so
30
of
their
income
is
maybe
fifteen
hundred
dollars
and
we're
paying
300
of
their
rent
to
make
the
rental
right.
But
then
there
are
some
families
who
are
on
fixed
incomes
and
so
we're
paying
a
lot
more
or
families
who
are
on
zero
income
and
we're
paying
almost
a
hundred
percent
of
that
housing
cost
for
them.

And
that's
why
it's
so
it's
a
lot
of
moving
pieces
to
make
it
work
and
we
actually
look
at
the
numbers
every
single
month.
Hud
has
a
tool
we
can
plug
everything
in
and
it
shows
us
how
we're
performing
and
how
we're
spending,
because
there
are
a
lot
of
moving
parts
and
families,
family
situations
change,
sometimes
the
family
who
had
zero
income.
Somebody
goes
ahead
and
gets
a
job
and
now
they're
paying
a
thousand
dollars
in
rent
that
other
family.

Right
and
that's
why
it's
kind
of
a
floating
number
right,
I
use
350,
because
sometimes
we're
at
360.,
sometimes
we're
at
348.,
we've
been
at
373
before,
like
it's
every
month
that
just
kind
of
varies
depending
and
people
can
take
their
vouchers
because
they're
theirs
once
they
get
them
and
do
what's
called
Port.
They
can
Port
someplace
else.
So
they
can
say,
I've
got
this
voucher,
it's
mine!
They
can
go
anywhere.
That
has
a
Housing
Authority.

So
we
see
a
lot
of
folks
go
to
Littleton,
Denver
or
maybe
up
north,
maybe
more
West
over
into
Jeffco.
But
we
do
see
people
go
to
Arizona
Las
Vegas
like
they
can
take
their
voucher
and
go,
and
so
sometimes
then
we
lose
that
whole
voucher.
And
then
we
pull
folks
off
from
the
lottery
and
try
to
fill
that
voucher.
It's
it's
a
lot
of
moving
pieces.

When
we
first
started
with
the
Housing
Authority,
the
Sheridan
program
was
in
shortfall,
and
so
I
got
to
experience
that
and
it
wasn't
bad,
but
then
HUD
monitors
you
very
closely
because
you're
not
supposed
to
go
into
shortfall,
but
they
also
understand
sometimes
Market
forces,
there's
nothing
you
can
do
about
that
and
what
they
don't
want
you
to
do
is
take
back
someone's
voucher.
That
is
something
you
can
do.

If
you
don't
have
the
money
you
go
to
the
family
that
most
recently
leased
up-
and
you
say
sorry:
I,
don't
have
a
voucher
for
you
anymore.
So
we
want
to
stay
out
of
shortfall.
Even
though
it's
there,
we
want
to
stay
away
from
it
and
we
never
want
to
take
back
someone's
voucher
I.
Never
we've
never
done
that.
As
far
as
I
know,.
A

We
are
point
zero,
one
percent
limited
partners,
which
means
we'll
sometimes
get
a
small
cut
of
the
profit,
a
couple
thousand
dollars,
nothing
big,
which
is
nice,
because
we
use
that
for
just
non.
You
know:
non-hud
funds
because,
like
98
of
our
funding,
is
hot,
so
to
have
some
funds
that
are
not
HUD
is
fantastic.
That
helps
us
do
developments,
they
take
our
vouchers.
So
we
have
that
great
partnership,
and
then
we
often
have
the
right
of
first
reviews
up
write
a
first
refusal.

Mean
none
of
those
properties
have
contractual
obligations
to
take
a
certain
number
of
vouchers,
because
our
voucher
holders
decide
where
they
live
and
and
I
would
never
want
to
commit
a
certain
number
of
vouchers
to
a
development
and
people
don't
want
to
live
there.
We
have
lots
of
folks
at
Broadway
Lofts.
We
have
34
Bachelors
of
traditions,
a
smaller
number
at
The
Foundry,
the
foundry's
a
smaller
building,
but
we
have
no
problems
getting
our
voucher
holders
in
there.

Call
you
it's
not
how
that's
kind
of
not
how
it
works.
Okay,
so
somebody
gets
their
voucher.
We,
when
we
have
a
voucher
opening
right
if
somebody
leaves
or
we
get
some
new
dollars,
that
person
gets
to
take
their
voucher
wherever
so.
We've
got
a
list
of
complexes
that
we
know
except
Section,
8
that
are
affordable
and
that
will
take
our
Section
8
rents
and
then
folks
choose
so
there
might
at
any,
given
time
not
be
anybody
at
Broadway
loss,
because
that
person
might
have
not
wanted
to
take
their
voucher.

It's
never
like
a
one
for
because
the
family
gets
to
choose,
which
is
the
great
thing
about
the
voucher
right.
They
get
to
find
a
neighborhood
that
they
feel
comfortable
with
at
the
building.
They
feel
comfortable
with
they
can
Port
after
a
year.
So
it
there's
not
any
kind
of
set
number,
but
those
buildings
never
say
no
and
a
lot
of
times
when
they
have
openings
they'll.

Let
us
know
we
have
a
housing
coordinator
who
spends
20
per
sorry
20
hours
a
week,
half
of
his
time
kind
of
I
call
it
matchmaking
between
landlords
and
our
Section
8
folks,
who
are
looking
for
new
units
and
oftentimes
they'll
reach
out
to
Gideon
and
say:
we've
got
a
couple
of
open
units.
Anybody
looking
for
a
two
bedroom.
Anyone
looking
for
a
studio,
so
they'll
often
reach
out
to
us,
but
it's
not
any
kind
of
set
number.

Some
of
the
properties
have
made
negotiations
with
the
cities
to
do
the
pilot.
Traditions
is
one
of
those
I
believe
they
send
you
twenty
thousand
dollars
a
year
as
that
payment
in
lieu
of
taxes.
Other
properties,
don't
that's
not
something
we
negotiate.
The
developers
would
go,
negotiate
that
with
the
city,
so
I
know
like
Broadway.
Lofts
doesn't
do
a
pilot,
but
I
wasn't
part
of
those
negotiations.
Okay,
thank

So
I,
probably
us
taking
well,
you
know
every
unit
has
to
get
inspected
right
and
with
adus
you
know.
Normally
we
do
a
lot
of
one
two
three
bedrooms.
We
often
have
larger
families,
so
an
Adu
might
not
work,
but
for
a
single
person
we
can
make
it
work.
They
would
just
reach
out
to
us
and
say
Hey
I
want
to
be
a
Section
8
landlord,
there's
a
bunch
of
paperwork
to
fill
out.

Of
course
there
is
a
tud,
but
part
of
the
paperwork,
too,
is
also
you
know,
w9s
and
those
things.
So
we
can
get
people
paid.
The
units
have
to
pass
the
housing
Quality
Inspection,
which
is
a
pretty
rigorous
inspection
to
make
sure
that
the
unit
is
safe
for
the
person
to
live
in
and
then
they
enter
into
a
hap
contract.

It's
a
housing
assistance
payment
contract
and
it
basically
lays
out
what
you're
going
to
do
as
a
Section
8
landlord
and
what
we're
going
to
do
as
a
housing
authority
and
that's
kind
of
it.
It's
not
too
much
more
work
than
a
normal
tenant,
Lacy
kind
of
or
tenant
owner
relationship.
But
you
know
you
have
to
think
about
you're
going
to
get
paid
from
two
different
entities.

If
we
ever
don't
have
the
money
or
we
are
late
in
our
payments,
they
cannot
charge
us
late
fees.
They
cannot
charge
the
tenant
late
fees.
I
mean
I've,
never
seen
that
happen.
When
you
know
the
pandemic
happened,
we
we
didn't
miss
a
beat
and
HUD
didn't
miss
a
beaten
funding.
Yes,
so
we
never
made
a
late
payment
or
did
not
pay
our
landlords
during
a
pandemic.
So
it's
pretty
steady,
consistent
income.
You
just
have
to
be
willing
to
jump
through
some
hoops.
We
also
can't
pay
a
full
market
rate.

I
had
one
slide
right,
so
real,
quick,
we're
doing
another
partnership
with
Medici
over
in
Sheridan
on
the
Bonsai
Nursery
property
that
they
purchased.
Medici
group
is
the
group
that
did
Broadway
Lofts.
They
purchased
the
nursery
and
it's
going
to
be
called
Bonsai
Flats.
It's
going
to
be
a
fantastic
property
in
Sheridan,
bringing
a
lot
of
a
lot
of
units
and
a
lot
of
affordability,
they're
hoping
to
keep
some
of
their
units
deeply
affordable.
It's
going
to
be
an
amazing
impact
for
Sheridan,
one
of
the
things
that
I
don't
know.

People
know
about
this,
but
we
actually
have

coordinator
to
help
them
find
places
to
live,
get
them
set
up.
But
the
grant
comes
with
money.
So
we
often
can
base
Curry
deposit
a
couple
months,
rent
moving
costs.

fact
that

helping
people
age
in
place
and

there's

lot

heard
this
a
lot.
The
carpet
is
totally
degrading
in
a
lot
of
the
apartments
they've
said
to
me.

has

hard

fast

folks
who
can
get
housing.
Subsidies

hard

knows
is
manufacturing
of
meth
registered
sex
offenders.

things
like
that
in
our
own
policies,

have
hard
and
fast
with
seven
years
of
a
felony
against
a
person
like
anything

aggravated
assaults.

don't
want
anyone
who's
going
to
do
anything
dangerous.

folks.

we
see
more,
what
we're
trying
to
work
on
more

hate
making
these
generalizations
because
they're
not
true
in
every
single
case,

it's
family,
it's
their
children
and
we
don't
vet
their
children,

children's,

live
there

not
supposed
to
live
there.
So
we
deal
with
the
unauthorized
occupant
piece
of
it.
But
it's
not
the
residents
in
and
of
themselves.

they're

making
it
right

getting
things,
we

Broadway

help
them,

sacrifice

public
spaces

housing

access
and
other
services

a
safe
climate-controlled

unscheduled

comment
is
when
our
code

impound
hearing

animal

confusing

visitors

majority

our
Park
users
or
those

municipalities

adopted

consequences
on
its
long-term
behaviors.

that
would
be
one
aspect
to
look
at
with
that:
we
will
continue
to
incur
fees
and
from
the
shelter
on
a
daily
cost.

think
we
still
have
two
cases
that
are
pending
trial,
at
which
time
those
animals
would
be
adjudicated
and
determination
would
be
whether
or
not
the
animal
is
safe
to
even
go
back
and
again
these
these
impounds
are
only
for
Animals.
These
are
some
severe
cruelty,
neglect
cases
and
one
is
an
animal
that
attacked
a
young
child,
so
these
impoundments
that
are
lasting
longer.
We
want
to
reunify
animals
as
quickly
as
possible.
That's
our
goal.
We
like
reunification,
especially
when
Good
Samaritans
drop
off
animals
there.

is
a
summons
that
is
issued
just
like
with
all
the
other
jurisdictions
for
an
ammo
at
large,
but
that
is
a
small
fine,
because
it
is
a
cost
to
the
shelter
and
it
costs
to
City
staff
and
our
contract.
But
we
we
do
want
to
reunify
those
animals
as
quickly
as
possible
so
that
we
avoid
this,
and
we
also
are
fiscally
responsible
within
the
city
and
not
incurring
additional
thousands
of
dollars
in
in
fees
from
these
animals
that
are
being
held.

is
problematic.

outside

greater
than

risk

individuals

sheltered
inside

perishing

fire

we

fire
watch
and
fire
extinguishers-

you

fire
training
in
place
so

willing
to
support
this.
For
those
reasons,
I
hope
that
we
can
care
for
some
people
and
keep
them
from
freezing
to
death
over
the
harsh
winter.

background:
first,
we
presented
to
Council
on
May
23rd
regarding
the
current
city
law
and
sidewalk
obstructions.
At
that
time,
we
were
directed
to
consider
a
sidewalk
survey
to
see
what
the
sidewalks
were
within
the
city.
In
response,
we
first
started
with
Consulting
with
the
cities
outside
engineering
consultant
and
he
brought
up
ADA
compliance
issues
and
pointed
out.
We
we
really
didn't,
need
a
traffic
study
for
the
sidewalks,
because
we
already
had
an
evaluation
of
what
all
the
sidewalks
were
within
the
city.

Then
we
presented
to
Tri-Cities
homelessness
and
changed
the
trend.
We
saw
it
input
from
Edda
regarding
the
sidewalk
obstruction
issues
and
then
I
also
met
one-on-one
with
Cafe
180
and
Nixon's
coffee
shop
as
well,
and
so
the
ordinance
in
front
of
you
first
applies
to
solicitation
from
Vehicles.
There
was
case
law.
That's
clearly
suggested
that
the
city's
ordinance
prohibiting
all
median
solicitations
was
not
enforceable,
so
Englewood
Police
Department
had
stopped
enforcing
it.
So
we
did
review
case
law
confirmed.
They
were
correct
and
they
were
right
and
not
enforcing
that
ordinance.

So
we
revised
the
median
solicitation
ban
reflect
what
current
case
law
is
that
if
the
city
identifies
an
unsafe
location
for
solicitation,
then
the
city
can
designate
that
specific
median
as
an
inappropriate
location,
but
a
blanket
ban
for
36
inches
or
a
certain
width
is
not
enforceable.
So
first,
the
proposed
ban
removes,
or
the
proposed
ordinance
removes,
the
blanket
ban
which
would
allow
then
people
to
solicit
from
from
medians.

The
second
part,
which
is
completely
unrelated
to
solicitation,
is
regarding
obstruction
of
sidewalks,
sidewalks
and
rights
of
way,
so
it
defines
obstruction
to
expand
the
definition
to
specifically
include
sitting
and
lying
across
sidewalks
and
right-of-way
and
placement
of
unpermitted
furniture
and
property,
except
as
incidental
to
a
lawful
use
of
the
sidewalk.
The
reason
we
chose
this
language
is
because
it
ensures
ADA
compliance.
As
someone
commented
earlier,
we
are
required
by
Ada
to
provide
48
inches
of
clearance
for
city
sidewalks
to
ensure
accessibility
by
those
with
limited
Mobility.

discussed
whether
we
could
just
make
a
rule
that
says:
there's
no,
you
can't
obstruct
a
sidewalk
to
the
extent
it's
less
than
48
inches.
That
already
is
the
law,
that's
already
in
the
Ada,
but
secondly,
Our
concern
was
we're
talking
about
mobile
obstructions,
and
so
let's
say
someone
is
walking
down
the
street
they're
laying
see
somebody
laying
they
ask
them
to
move
well,
it's
possible,
they
could
just
move
and
then
put
it
right
back
and
then
the
next
person
is
facing
the
same
obstruction.

people
can't
sit

lie

sidewalks,

180's
rules

sleep
outside
in
their
shelter

we

City
properties
that
may
be
appropriate
for
sitting
and
lying
and
sleeping
study
we've
undertaken.

properties

so

that
still
leaves
close

feet
behind

curb
on
either

streets

want
to
keep
the

ordinance
focused
on
the
Ada,
accessibility

making
sure
people
aren't

the
sidewalks

we

have
a
talk

extending
this
later
on,

certainly
open
to
that.

cross

went

members

staff

supporting

people

been
served

the
passion

of

Yes,
I
had
the
huge
privilege
of
judging
the
Arapahoe
Acres
third
annual
chalk
art
festival
yesterday,
and
it
was
incredible
to
see
an
event
that
was
actually
born
out
of
covid.
The
community
was
trying
to
find
a
safe
way
to
connect
during
the
pandemic,
and
so
they
started
and
citizen-led
chalk,
art
festival
and
the
amount
of
artistic
talent
that
is
in
that
neighborhood
was
staggering
to
me
at
all
ages
and
I
was
thrilled
to
see
that
they
actually
received
a
neighborhood
Grant
from
the
city
from
our
neighborhood
resources
program.

was
fantastic.

mayor
was
also
there
to
help
hand
out
Awards

special

CJ
cullinan,

was

organizer
and

yeoman's
