fence
that
we
installed
and
agreed
upon
was
a
temporary
fence
that
has
been
used
in
many
fields
across
this
nation,
more
or
less
for
for
separating
areas,
outfield
fences,
it's
a
breakaway
fence,
pretty
much
so
it
should
bend
down
if
somebody
were
to
run
into
it
if
a
dog
were
to
run
into
it,
full
speed
it
just
bends
over
and
and
whoever
goes
right
through
it.
Well,
unfortunately,
we
installed
the
temporary
fence
at
jason
park
in
early
june
and
by
mid-june
it
had
been
vandalized.

So
tonight
we
want
to
discuss
what
options
we
may
have
a
permanent
fence
with
a
double
wide
gate
in
the
middle
to
allow
access
for
off
leash
still,
but
something
a
little
bit
more
sturdy
that
will
hold
up
for
a
long
time
from
a
maintenance
perspective,
it
might
be
a
little
bit
easier
to
use
out
there
versus
a
temporary
fence
that
we
have
to
put
up
and
take
down
weekly.
So
we
want
to
discuss
that
with
you.

off-leash
hours
will
stay
the
same,
we're
still
renting
the
field
monday
through
thursday,
it's
open
for
off
leash
friday
through
sunday
and
any
time
the
field's
not
actually
rented.
So
I'm
happy
to

any

your
input
on
how
we
should
proceed.
If
we
it's
a
financial
commitment
on
the
parks
department,
we've
already
purchased
a
temporary
fence
like
I
said
it
was
vandalized
and
deemed
unusable
a
permanent
like
chain
link
fence
which
we
already
have
at
jason
park,
and
I
don't
know
if
we
have
the
slide
that
demonstrates.

just

the
park,

designated
off-leash
area
on
the
north
side

jason,
the
only
area
which
is

south
half

it's
currently
under
construction
for
some
renovations.

it's

playground,
the
basketball
court,
the
picnic
shelter
are
and
then
on.
The
west
side
is
the
multi-use
field
that
we've
also
allowed
for
off-leash
when
it's
not
being
rented.

we

there

interest

citizens

I
believe,
the
major
majority
of
parks
on
our
commission,
if
not
everyone
thought
that
was
a
good
idea,

that's
kind
of
where
I'm
at
with
it,

I

the

big
gate

serves

more
than
one
purpose.
It
gets
lawn
mowers
in
there.
I
know
we
can
get
lawn
mowers
in
from
the
back
and
stuff,
but
it
you
know
it
just
for
maintenance
purposes
that
works
well.

a

questions.
As
you
know,
I
wasn't
on
this
council
when
this
decision
was
made
last
fall,
and
I
just
want
to
make
sure
I
understand
some
of
the
details
here,
so
the
investment
would
be
4
500
to
complete
the
black
coated
chain
link
on
the
red
dotted
line.
I
do
believe
that
it
was
a
higher
pricing
that
was
presented
to
council
last
fall.
Was
that
to
do
the
other
piece
as
well
or
is
there
a
price
change.

was
we
actually
had
a
price
reduction,
which
was
nice.
Our
original
estimates
were
much
higher
for
the
fence
and
it
came
in
a
lot
lower
than
we
anticipated.
So
we
were
estimating
high
to
make
sure
we
could
afford
what
we
were
offering
to
do
so.
Yeah
there
was
a
cost
savings.
We
have
some
money
left
from
the
original
fence
that
we
had
budgeted
for.
That
would
be
applied
to
this
new
fenced
area.

remember
when
we
had
this
discussion
last
year
I
had
some
questions
about
doing
a
fence
at
all,
but
now
now
that
we've
tried
it
and-
and
it's
been
vandalized,
I
think
we
should
continue
with
defense
idea
and
the
permanent
offense
seems
to
be
the
way
to
go
here.
So
I'm
in
favor
of
that.
However,
however,
mentioning
the
the
gate
with,
I
think
the
wider,
the
better
I'd
really
like
to
see
that
12-foot
12-foot
gate
there
at
least
sure.

I
received
a
lot
of
constituent
outreach
on
this
issue
on
both
sides.
Frankly,
obviously,
folks,
who
utilize
this
area
for
community
building
in
the
awfully
strong
community,
don't
want
to
see
a
reduction
of
the
access
that
they
have,
and
you
know
folks
on
the
other
side,
would
like
to
see
a
fence
that
looks
nice
in
the
park
right
and
isn't
vandalized
and
doesn't
have
doesn't
look.

know
junky
for
lack
of
a
better
word
in
a
part
that
they're
trying
to
enjoy-
and
I
think
when
I
come
to
this
issue,
my
priorities
are
going
to
be.
How
do
we
share
the
space
and
both
sides
aren't
going
to
get
exactly
what
they
want,
but
I
think
that
we
can
share
it,
and
I
think
this
is
a
reasonable
way
to
do
so.
It
continues
the
practice
that
we
already
have.

is
a
better
investment,
frankly,
a
better,
wiser
use
of
taxpayer
dollars
to
put
something
that
will
last
longer
than
to
have
to
keep
replacing
the
temporary
fences.
I
think
this
is
a
sound
stewardship
of
those
dollars.
I
agree
with
member
anderson.
I
do
want
to
see
as
wide
as
possible
so
that
it
does
feel
as
open
as
possible
for
those
park
users.
It
doesn't
feel
prohibitive
to
their
use
of
the
recreation,
but
I
do
support
that
and
thankful
to
the
work.
That's
gone
into
this.

We
actually
have
a
park
ranger,
I'm
on
board,
now
he's
fully
trained
to
believe
he's,
hitting
the
parks
full-time
starting
now,
yeah
great,
so
he
will
be
out
there
more
often
code
enforcement's
been
great
about
helping
with
being
present
in
the
parks
as
much
as
possible
as
well,
and
so
that's
the
current
plan
that
we
have.
We
don't
have
additional
funding
to
get
more
rangers,
but
for
now
we
do
have
a
full-time
ranger
that
is
accessible
out
there.

And
I
also
wonder
if
we
would
consider
possibly
installing
more
than
one
gate
as
opposed
to
the
one
gate
in
the
center.
Perhaps
you
know
two
gates:
off-center
might
be
something
that
we
could
look
into
because
it
provides
access
to
the
north
and
the
south.
Okay,
I
was
there
the
other
day
and
that's
a
it's
a
pretty
long
stretch,
so
that
might
be
more
convenient.

am
going
to
weigh
in
only
because
it's
not
going
to
change
anything,
but
I
was
opposed
to
putting
a
fence
up
to
begin
with.
I'm
not
changing
that,
because
this
council
even
had
an
opportunity
to
look
at
more
park
land
and
the
bottom
line
is
parkland,
isn't
a
priority
and
so
for
to
close
off
that
section
of
the
park
when
it's
not
being
used
by
pirate
youth
sports.

two
currently
with
no
fence
in
between,
so
it
would
have
three
potentially
four
we'll
look
at
adding
the
double
gate
in
there.
Two
of
those,
so
you
have
even
more
openings
and
just
to
clarify
too,
when
the
field
is

rented.
So
that's
many
days
during
the
daytime,
it
is
accessible
during
off
leash
hours,
it's
just
during
the
rental
time.
So,
if
it's
running
from
four
to
eight
pm,
we
ask
that
people
don't
have
their
dogs
on
there
unless
they're
on
leash.

Prior
to
pirates
youth
sports,
having
having
soccer
there
was
inglewood
soccer
association
going
back
to
1983,
which
was
an
association
that
grew
to
1.600,
kids,
inglewood,
kids,
playing
soccer
every
saturday
at
that
park
during
the
season
and
every
night
of
the
week
practicing
on
those
fields.
During
the
evening
on
saturdays
in
the
afternoons
and
sundays,
there
were
pickup
games
of
community
people
in
in
the
off-leash
areas
across
from
the
playground
area.

I'm
the
only
one
that
has
anti
I'm
also
in
favor
of
the
permanent
fence,
as
people
may
recall
that
we've
had
three
and
a
half
years
up
to

point
that
we

decision
this
time
last
year

conversation,
around
parks
and
rec,
some
committees
as
well,
that
were
the
offline
off
lease
task
force
and
obviously
it
was
a
hard
decision.

actually
was
one
of
the
members
that
or
members
of
council
that
wanted
to
see
no
off
leash
within
any
of
our
parks.

Obviously
this
was
a
compromise
at
council
and
so
I'm
happy
to
see
us
move
in
the
direction
of
a
permanent
fence,
hopefully
that
this
is
the
last
that
we
hear
of
any
type
of
vandalism
or
anything
that
happens
with
that
fence.
But
I
know
that
this
is
a
decision,
that's
very
difficult
for
members
of
council
and
obviously
very
passionate
people
on
both
sides
of
the
community
on
this
so
but
director
on
your
hill
and
members
of
staff
that
that
are
enforcing
the
rules
of
council.

through
june
2022,
the
city's
general
fund
receives
total
30.13
million,
which
is
53.2
percent
of
budgeted
revenue,
and
this
total
operating
revenue
year
today
is
3.19
million
or
11.9
percent
higher
than
the
same
time.
Last
year,
per
council's
request,
the
major
one-time
revenue
expenditure
for
2022
and
2021
have
been
removed
from
the
operating
slice.
As
noted,
however,
this
list
is
not
all
inclusive,
just
major
items.

city
officials
are
saying
that
the
decrease
primarily
due
to
the
end
of
pandemic
lockdowns
and
the
end
of
the
remote
working
from
home
restrictions.
So
we
wonder
if
the
same
reason
applies
to
our
decrease
and
the
secret
tax.
What
cigarette
tax
was
overpaid
in
2021
this,
because
2022
allocation
from
the
state
will
be
withheld
until
the
difference
was
reconciled.
The
city
had
a
system
error
and
we
reached
out
to
department
of
revenue.
They
expect
the
revenue
distributions
will
begin
again
in
september
2022..

next
one
is
license
and
permits.
You
may
recall
the
city
expect
to
receive
1.2
million
from
the
plan
review
and
permit
fees
at
the
by
the
end
of
this
year.
As
of
the
year
today
june
2022
we
have
received
approximately
286
000.,

intergovernmental
revenue.
Just
as
a
right
reminder,
the
city
has
been
awarded.
8.7
million
from
the
american
rescue
act
plan
act,
arpa
funding
we
received
the
first
installation
in
june
last
year
will
receive
the
second
installation
on
july
5th
this
year.

believe

growing
problem.
We
are
residents
living
near
bellevue
park.
Our
homes
are
on
or
near
south
le
pen
drive
last
monday
july
18th
around
1am.
Many
of
us
were
awakened
by
screams
and
gunfire
a
later.
Facebook
post
by
inglewood
police
indicated
that
two
individuals
were
shot
in
an
altercation
with
two
other
individuals,
and
it
appears
the
investigation
is
still
in
process.

Multiple
home
surveillance
cameras
recorded
both
video
and
audio
of
the
events
that
took
place,
helping
inglewood
police
in
their
investigation,
evidence
of
the
gunfire
was
found,
was
found
both
on
the
street
and
hitting
at
least
one
home
that
we
can
recall.
This
is
the
first
time
the
gunfire
has
come
so
close
to
our
street,
but
the
second
incident
to
occur
in
the
park.
In
the
last
few
weeks,
we
were
lucky
that
no
one
in
our
neighborhood
was
shot
or
killed
in
either
incident.

This
time,
bellevue
park
is
often
considered
the
gem
of
englewood,
it's
a
beautiful,
lush
and
fun
park
for
the
whole
family
during
daylight
hours,
nights
are
taken
over
by
an
entirely
different
group.
Homeless.
People
routinely
stay
in
the
park.
Cars
frequent,
the
chenango
overflow
parking
lot
other
suspicious
and
probably
illegal
activities
are
routinely
seen
by
residents
nearby.

We
believe
monday's
incident
was
a
stark
warning
of
what
the
future
may
bring
if
the
park
is
not
more
secure
at
night,
most
parks
in
our
city
are
surrounded
by
homes
with
roads
that
encircle
them
on
both
sides
most
sites.
This
allows
for
exposure
to
watchful
neighbors
and
law
enforcement.
Bellevue
park
lacks
this.
Three
of
its
four
sides
are
blind
to
view
by
virtually.

Anyone
therefore
easily
penetrated
by
outsiders,
who
are
virtually
unseen,
especially
after
dark
at
night
limited
and
poor
lighting,
makes
it
welcome
welcoming
to
anyone
wanting
to
do
something
illegal,
knowing
they
won't
be
seen
while
epd
does
occasional
checks,
we
feel
it
is
minimally
patrolled
for
its
size
and
exposure,
and
that
puts
every
resident
near
the
park
at
great
risk
due
to
the
recent
alarming
incidents
and
ongoing
issues
that
I've
mentioned.
The
residents
of
this
area
who
are
represented
with
me
today
are
asking
a
council
request
of
these
five
items.

Item
one
change
park
hours
and
improve
signage

an
unacceptable
closing
time.
No
one
should
be
allowed
in
the
park
past
sunset
and
those
in
the
park
should
know
to
leave.
We
need
park
hours
changed
from

current

closure
to

The
city
council
currently
has
the
authority
to
make
this
change
immediately.

Signage
in
the
park
is
woefully
inadequate.
Signs
are
too
few
and
too
small
that
this
is
a
different
issue.
Hours
of
the
park
should
be
posted
largely
and
frequently
throughout
the
park.
Number
two
improve
existing
lighting,
replace
current,
old-style
sodium
pole
lights
with
brighter
broader
distribution
lights
on
existing
light
poles
in
and
around
the
park.
Newer
technology
adds
better
and
safer
coverage
at
less
cost

lower
maintenance.

feel
that
there
is

critical
need
for
an
increased
and
visible
law
enforcement
presence
in
the
park
after
dark

by
foot
by
vehicle

on

Emphasis

poorly
lit

hidden
areas
such
as
those
beneath
bridges
and
in
wild
areas.

lastly,
close

access

the
overflow
parking
lot.
Small
overflow
parking
light
at

end
of
shenango
drive
is
the
home
of
significant
unwanted
activity,
especially
after
dark.
Rarely
is
the
lot
even
needed

daylight
hours
for
overflow,
we
recommend
first
reinstalling
a
gate
that
would
be
opened
and
closed
to
follow
park
hours.
Ideally,
however,
we
feel
that
the
overflow
lot
should
be
kept
locked
at
all
times,
except
when
needed
for
special
events.

of
these
recommendations
are
low-hanging
fruit
that
could
be
implemented
quickly
and,

others

more

strongly

need

nothing

critically
needed

been
underfunded

staff

they
have
asked
city
council
for
a
modest
1.2
million
for
nine
staff,

six
critically
needed
patrol
officers

finally
fully
staff,
the
chronically
understaffed

unit

the

departments
and
all
their
staff.

is
only
our
ingo
police
department
and
their
staff
that
place
their
lives
on
the
line
daily
to
protect
and
serve
their
law.
Enforcement,
provides
the
public
safety
for
all
linguist
citizens
and
all
the
employees
and
staff
of
all
the
other
departments,
including
the
city
manager
and
his
staff.

support

by

majority

the

not

it
passes
this

dramatically
help

overall
financial
condition

police

heard

lot

know

are
many
arguments
for
why

eliminate
the
fans

we
should
keep
the
fans
a
lot
of
different
views

not
seen
any
challenges
between
the
children
or
the
sports
players
and
others

seen

problems
and
there's
a
lot
of
different
perspective
issues
going
on

been

to
support
a
dedicated
funding
source
for
alternate

when

on

pragmatic
in
trying
to
find
something
that
will

same

that
we're
facing

are

to

financials,
that
we
got
at

beginning

session

our
unrestricted
reserve
right
now,
which
is
16.7
percent
of
total
revenue
year
to
date,
2022
9.46
million
dollars,
above
and
beyond
that
number
in
the
unassigned
fund
balance,
which
is
money
that
we
could
spend
today
in
full
compliance
still
with
the
city's
reserve
policy
and
without
dipping
into
our
reserve
5.61
million
dollars.
The
gap
that
we're
being
asked
to
fill
is
one
million
dollars.

utilize

funds
in
compliance
with
our
ratcheting
and
sliding
policy,
that's
exactly
what

policy

it's
not

to

up

excess
from

we

annual
meeting
with
littleton
on
the
south
water
renewable
partners.
It
is

attendance

have

at
the
south,
platte
water,
renewable
part
partners
facility
right
off
of
what's
the
name
of
that
street
right
off
the
just
north
of
dartmouth,

it'll
be
yeah,
platte

can't

it

on
the
other
side,
but
but
yeah
it's
open
to
the
bulb.

a
couple
updates
from
some
boards
and
commissions
the
public
library
board,
met
this
month
and
went
over
continued
statistics
about
how
security
is
going
at
the
library
I'll
share
that
our
new
library
manager,
beth
lafferty,
have
been
very
impressed
with
how
she's
come
in
and
managed
the
library
she's
very
comfortable,
with
some
of
the
challenges
that
we've
been
facing
and
they're
actually
working
on.

In
addition
to
the
trespass
ordinance
that
we
passed
earlier
this
year,
a
code
of
conduct
for
the
patrons
of
the
library
to
continue
to
empower
our
librarians
to
run
a
safe
community
resource.
So
that
was
a
really
great
meeting.
In
addition
to
that,
the
cultural
arts
commission
also
met
they
have
been
very
busy.

They
are
speaking
with
a
citizen
about
potential
funding
for
this
vacant
paved
lot
at
cherokee
and
floyd
partnering
with
a
citizen
group
that
wants
to
beautify
the
lot
with
planters
and
paintings
and
so
they're
working
on
that,
which
I
think
will
be
really
great
for
the
community.
They
also
have
selected
an
interactive
artist
for
the
englewood
block
party
coming
up
on
august
27th
they're,
also
working
on
some
new
median
art.

coming
up
soon
that
we've
provided
funding
for
so
they
are
very
busy
and
just
this
last
thursday
they
hosted
their
first
big
event
of
the
year.
It
was
an
artist
meet
and
greet
at
devil's
head
distillery.
They
had,
I

was
like
50
to
70
artists
and
creatives
in
the
community.
Come
devil's
head
was
an
incredible
host.
There
was
funding
from
multiple
community
groups
and
it
was
a
really
great
event
connecting
creatives
in
the
city
it
felt
kind
of
like
they
had.

themselves
at
the

the

manager
of
littleton
tomorrow

something's

council

manager

public
works
director

come

englewood

that

discussed

know
that
peter
van
rae
knew
because
he
was
at
the
meeting.

heard

I'm

council
needs

events

holding

ward

attended
neighborhood
nights
at
jason
park
on

13th,

sunset
concert
series

big
band,
both
of
which
were
really
nice,
enjoyable
events
great
to
get
out
in
the
community
and
talk
to
people
that
are
at
our
public
amenities.

I'm
really
proud
of
what
we've
been
putting
on
and
I
I
hope
to
continue
to
fund
it
into
the
future.

news

received
late
last

The
item
that

that
you
know
this
council
has

members

council

many
questions
about
our
auto
sales
and
that
we
are
losing
money
repeatedly
on
that.
I'm
proud
to
report
that
on
the
12
vehicles
that
we
sold
this
past
on
june
15th,
it
was
12
units,
nine
trucks,
two
tractors
and
a
trailer
all
of
those.

we
are
doing
very
well
at
auction
and
I
appreciate
our
purchasing
department
and
public
works
and
the
surf
fund
for
their
good
work
on
that.
The
other
good
news
to
report
is
that
our
applications
we've
worked
with
littleton
and
sheridan
on
an
application
to
the
federal
government
for
the
discretionary
spending
that
has
come
back
to
congress
and
we're
pleased
to
let
you
know
that
the
house
has
passed
an
appropriations
package
yesterday
then
so
this
was
even
more
recent
yesterday.
That
included
1.5
million
for
the
tri-cities
ready
to
work
program.

we

go
to
the
senate,
so
no
promises
yet,
but
this
is
further
than
we
got
along
in
the
process
last
year
with
a
similar
request,
and
then
last
but
not
least,
I
just
want
to
confirm

tonight

comment,
that
your
direction
remains
unchanged
on
jason
with
regard
to
off
leash,
it
appeared
very
clear,
but
we
will
begin
tomorrow
getting
bids
on
a
permanent
fence,
and
I
just
want
to
double
check
that
that
did
not
change.
