recognizes
the
value
and
vibrancy
the
Moa
has
brought
and
will
continue
to
bring

ingwood
dated
October
17
2022.

mayor
members
of
council
Brad

director
of
the
Community
Development
Department
last
week,
we
concluded
our
third
annual
citizens
planning
school
and
we're
here
tonight
to
recognize
those
participants,
the
residents
and
business
people
in
this
community
that
took
part
over
the
course
of
the
last
five
weeks.
A
really
great
group
of
folks.
This
fall.
We
had
several
really
interesting,
stimulating
discussions
and
presentations
and
even
a
tour
of
the
community,
so
I
hope
that
they
give
you
good
reports
in
terms
of
their
experience.

We
certainly
heard
that
we
enjoyed
doing
this
class
there's
a
rumor
out
there
that
we
may
be
doing
in
advance
one
as
well,
possibly
in
the
spring.
So
people
have
expressed
over
the
course
of
the
last
three
years.
Are
participants
have
all
expressed
an
interest
in
learning
more
so
we're
thinking
doing
some
thinking
right
now
about
how
that
could
come
together
for
a
part
two,
so
we
may
offer
it
twice
a
year,
an
intro
and
then
an
advanced
course.

I
will
be
turning
it
over
to
Brian
isomar
planning
manager
in
a
moment
to
actually
introduce
you
to
the
participants
from
this
year,
but
I
just
wanted
to
offer
a
couple
couple
of
thanks
beforehand.

entire
planning
team
participated

school
this
year,
so
that
includes
our
planners
Brooke
Bell,
John,
voberal,
Eric
Sampson,
and
our
newest
arrival
is
Ryan
Herron,
who
started
about
three
or
so
weeks
ago.

two

especially

Nancy
Fenton,

is
instrumental

the
course

last
three
years
in
putting
this
entire
program

recruiting
the
participants
and
being
in
touch
with
them

the

response
to

Anderson's
article
in
the
Inglewood
summer,
2020
magazine-
and
you
know
right
now,
I'm
a
little
hesitant
to
actually
wonder
why
I'm
here,
because
some
of
the
things
that
were
presented
in
this
article,
such
as
input
from
citizens,
I,
have
felt
very
dismissed,
ignored
and
I.
Even
wonder
why
I
bothered
to
be
here
but
I'm
going
to
do
it?
Probably
just
this
one
more
time.

My
house
and
our
neighborhood
houses
and
I
also
like
to
mention
in
specific
neighborhoods.
This
development
is
not
going
on
in
all
neighborhoods
it's
going
on
in
my
neighborhood,
it's
going
on
in
adjacent
neighborhoods.
It's
very
targeted
kind
of
vicious
because
it
doesn't
take
into
account
all
of
the
Englewood.
It
only
takes
into
a
part
that
I
believe
you
don't
think
should
exist
here.

go
on
to
say
in
some
of
your
points.
You
want
input
from
residents.
I,
don't
believe
that
no
one
here
who's
ever
heard
me
speak
for
about
the
last.
What
five
six
seven
eight
years
would
say:
I
have
not
been
engaged
about
this
issue
and
there
have
been
many
people
that
have
come
to
this
Council
to
speak
on
development
and
how
it
has
impacted
negatively
their
quality
of
life
in
their
neighborhood.

believable

served
on
the
first
steering
committee
and
I
served
reluctantly,
because
I
knew
what
I
would
hear,
but
I
was
appalled
and
I
spoke
in
detail
at
one
council
meeting
what
I
heard
at
those
meetings
things
like
how
do
we
get
the
infill
to
leave
and
by
the
way
I'm
the
infill?
Some
of
you
are
the
infill,
we're
the
people
who
own
homes
here.

find
a
way
to
make
us
leave,
so
we
can
so
our
property
can
be
developed
because
I
value
privacy,
space
around
me
supporting
the
environment
with
living
plants
appreciating
and
preserving
the
architecture
of
the
city
doesn't

past.

not
mean

neighbor
is
stuck
in
the
past.

neighborhood

I
hope

a
lifelong
resident

Englewood

I
have
been
in
the
past
very
inspired
by
how
the
city
has
come
up
with
Creative
Solutions
to
challenging
complex
issues.
For
example,
combining
police
Outreach
with
mental
health
support
I
mean
the
city
has
been,
has
a
track
record
of
very
Creative,
Solutions
and
I'm,
hoping
that
we
can
apply
some
of
that
creativity
to
the
draft
of
the
water
plan.

My
big
concern
with
the
water
plan
is
I
was
disappointed
to
see
that
the
city
had
not
followed
that
the
best
practices
that
the
Colorado
conservation
board
lists
on
their
website
that
have
produced
proven
to
reduce
Residential,
Water
use,
which
could
help
residents
like
me,
save
money
along
the
way.
These
programs
include
things
like
low
water
appliances
and
toilets
water-wise,
Landscaping
known
as
xeriscaping
and
irrigation
efficiency
with
so
much
of
our
water
use
coming
from
residents
I'm
confused.
Why
we
aren't
focusing
more
on
the
residential
piece
in
our
seven
to
ten
year
plan.

Many
of
these
programs
already
exist
through
non-profits
like
resource
Central.
They
have
programs
such
as
slow.
The
flow
and
Gardens
in
a
box
and
in
reading
the
current
plan
it
feels
like
the
underlying
message
of
it
is
that
we
have
a
senior
and
good
water
rights
here
in
Englewood.
So
we
just
don't
have
to
put
that
much
effort
into
the
residential
piece.

My
thought
is:
if
it
comes
down
to
revenue
and
their
concerns
about
losing
revenue
from
water
use,
is
it
possible
to
explore
options
such
as
short-term
water
leases
to
other
cities
during
years
when
we
have
a
surplus
water
supply,
but
that
we're
also
still
empowering
citizens
who
want
to
be
part
of
the
solution
to
be
part
of
it?
I
want
to
be
part
of
the
solution.
I
would
like
to
be
a
smarter
user
of
water.
I
would
like
to
see
Englewood
be
more
sustainable
and
I
also
would
like
to
save
money.

Like
many
of
my
fellow
residents.
I
would
ask
that
the
city
please
consider
doing
what
other
cities
are
doing
and
offering
programs
like
homeowner
workshops,
more
Hands-On
training
into
how
to
reduce
their
water
usage
incentive
and
rebate
programs,
whether
that's
indoor
things
such
as
water,
efficient
appliances
or
outdoor
irrigation
access
to
programs.
Like
Gardens
in
a
box
and
slow
the
flow
and
water,
wise
demonstration,
Gardens
for
residents
and,
finally
again
I
just
want
to
share
that
I,
do
love
living
in
Englewood
and
appreciate
having
the
opportunity
to
share
my
concerns
with
you
tonight.

so
Ms
England,
our
sustainability
coordinator,
has
been
working
with
a
graduate
student
and
they're
actually
planning
a
study
session
on
December
5th.
That
will
be
about
the
turf
replacement
program.
That's
coming
down
from
the
state
that
we
have
about
a
year
and
a
half
to
prepare
for
as
well
as
Garden
in
the
box.
So
that's
going
to
come
up
in
about
a
month
and
a
half
okay.

water
issue
and
I
too,
would
like
to
see
beautiful
trees
and
vegetation
within
the
neighborhoods.
Just
like
the
last
two
speakers

I
decided
to
get
rid
of
my
turf
in
the
interest
of
saving
water
and
I,
looked
into
resource
Central
and
realized
that,
although
there
were
15
other
cities
that.

Native
pollen,
increasing
native
pollinators,
increasing
native
plants,
doing
something
for
the
birds,
I
went
ahead
and
did
it
anyway
and
I
have
xeriscaped
part
of
my
lawn.
Various
parts
and
I
have
to
tell
you
that
nature
returns
and
water
is
saved,
and
there
was
just
a
plot
in
between
my
driveways,
where
I
replaced
three
foot
by
20
feet
of
grass
that
had
to
be
watered
continually
in
order
for
it
to
look
nice
with
some
sunflowers
and
it's
just
this
stretch
of
sunflower
supported,
eight
different
species
of
birds.

We
could
not
keep
the
front
yard
green,
so
I
started
working
on
a
plan
of
when
the
whole
xeriscape
idea
started
in
Denver
started,
studying
what
I
could
do.
I
went
to
classes
in
Denver
that
were
sponsored
by
Denver,
Water
and
very
beneficial
because
they
listed
plants
that
we
could
plant
that
were
not
necessarily
all
Native,
but
definitely
plants
that
thrive
in
a
western
environment
because
of
their
long
roots
once
they're
established.
They
hardly
need
water.

It
does
not
need
to
be
expensive,
the
plants
were
small
and
they
grow
quickly
once
our
roots
are
established,
as
I
said
they
they
do
very,
very
well,
so
I
invite
anybody
to
come,
see
our
front
yard
and
see
what
it
looks
like
and
in
fact
I've.
Given
ideas
to
people
in
the
neighborhood,
and
the
reason
we
have
hummingbirds
is
because
we
started
with
many
hummingbird
plants
and
we
didn't
see
a
single
hummingbird
when
we
first
came
to
Inglewood

mind

happy

you're

the

it

to
start
with
the
residents
and
when
I
took
a
brief
reading
of
the
water
plan
today,
because
my
neighbor
was
nice
enough
to
text
me
and
say
hey,
we
need
some
participation
in
this.
We
need
some
input
so
of
course,
I
I
read
it
pretty
quickly
and
there's
a
couple
of
things
that
just
kind
of
came
up
to
in
my
mind,
was
the
there's
certain
things
that
you're
trying
to
do
trying
to
get
this
six
percent
reduction
in
water
or
by
the
year
2029..

Now
to
do
that,
it
sounds
to
me,
like
the
money
is
being
allocated
just
towards
what
are
called
foundational
activities
and
those
are
metering,
monitoring,
loss
mitigation
right.
So
really
to
me
that
plan
all
it's
saying
is
that
we're
going
to
go
out
and
fix
the
infrastructure,
but
we're
not
going
to
educate
people,
we're
not
going
to
put
any
restrictions
on
people
for
watering
their
lawns
and
doing
that
kind
of
thing.
We're
just
going
to
fix
the
infrastructure
and
that's
going
to
fix
where
we've
got
leaks
in
the
system.

zoning

development

we're
seeing

city
itself.

understand
her
frustration.

heard
from
many
citizens
that
are
concerned
about
the
rate
of
development
within
the
neighborhoods,
but
a
few
things
that
I
do
want
to
say
about
that
are
at
least
three
things
is
just
one.
You
know
the
city
council
does
want
to
hear
this
feedback.
We
are
currently
going
through
our
code
next
Redevelopment
plan,
which
could
potentially
discuss
the
zoning,
basically
residential
Snowden
across
the
city.
We
this
Council,
has
not
made
any
changes
to
zoning
or
have
any
previous
councils
I
believe
the
zoning
that
missed
beats
is
in.

Currently
it's
been
R2
r2a
that's
been
in
place
since
I
believe
1965
and
I
may
have
to
check
my
math
on
it,
but
it's
been
in
place
for
quite
a
while,
which
does
allow
multi-family
development.
But
again
this
Council
has
not
made
any
changes
to
that,
but
we
will
be
discussing
that
over
the
next
few
months
and
a
new,
unified
development
plan
may
go
in
place
by
early
2023,
but
we
do
want
to
hear
her
feedback.

always
listen
with
an
open
ear
and
we'll
continue
to
continue
to
have
those
conversations
with
members
of
the
public
as
we
move
forward
with
the
unified
development
plan,
as
well
as
Miss
Kendall,

library
and
Miss
Shea.

Actually,
the
the
water
efficiency
plan
is
out
for
public
review
and
comment
right
now,
I
believe
the
comment
closes
tomorrow.
It's
been
under
a
60-day
comment,
so
this
is
actually
how
the
process
is
supposed
to
work.
So
it's
a
little
bit
of
History
this.
T
This
plan
hasn't
been
updated
since
2013,
and
we
discovered
this
because
we
were
trying
to
secure
some
grants
for
some
projects
through
Bureau
of
Rec
and
what
we
found
out
is
we
couldn't
secure
those
grants
because
our
water
efficiency
plan
was
out
of
date,
and
so
we
subsequently
got
a
grant
from
cwcb
for
twenty
thousand
dollars
to
update
our
water
efficiency
plan,
which
is
the
draft
that
we've
presented.
That's
out
for
public
review
right
now,
review
and
comment.

It's
good
to
hear
the
feedback
that
the
education
component
was
probably
something
that
was
not
as
focused
on,
as,
as
we
should
I
think
we
can
easily
revise
the
plan
to
incorporate
that.
If
we're
looking
at
including
additional
programs
in
the
future
that
have
a
financial
impact
to
rates,
then
we
need
to
understand
how
that
fits
into
the
models,
because
we
do
have
our
financial
models,
but
it's
not
something
we
can
absolutely
evaluate
as
we
move
forward.

think.
The
main
reason
why
you
see
the
plan
is
so
infrastructure
based
is
our
biggest
problem
from
a
water
efficiency
ability
to
quantify.
It
is
the
fact
that
1200,
plus
or
minus
accounts
are
still
flat
rate,
so
they're
not
metered,
so
you
just
run
as
much
water
through
those
on
a
monthly
basis
without
without
any
disincentive
to
doing
that
and
that
flat
and
so
we're
unique
in
the
sense
that
most
cities
removed
all
their
flat
rates
many
many
years
ago
and
we're
we're
still
working
on
that
program.

So
we
I've
been
talking
about
for
the
last
couple
of
years.
It
becomes
becomes
one
of
those
things.
It
seems
very
simple.
You
install
a
meter
and
then
you
start
metering
these
these
these
properties.
What
happens,
then,
is
a
lot
of
these
properties
have
a
lead
service
line,
and
so
then
you
can't
just
cut
a
meter
into
it
because
then
you
gotta
deal
with
the
lead
service
line
issue,
and
so,
if
you
have
1200
lead
service
line
issues
potentially
because
they
are
old
old
installations,
that's
12
million
dollars.

So
it's
hard
for
us
to
quantify
our
per
capita
usage
when,
when
you
can't
control
so
much
of
it
through
the
flat
rate,
I
mean
we
can
do
a
gross
calculation
of
it,
but
what
it
doesn't
allow
us
to
figure
out
is
where
the
water
loss
actually
is.
So
that's
why
the
plan
is
is
significantly
focused
on
those
those
large
effects
via
infrastructure.

It's
not
to
say
that
we
shouldn't
incorporate
a
number
of
the
of
the
comments
that
have
been
provided
tonight,
I
think
providing
more
education
on
how
to
how
to
install
xuric
or
install
grass
or
high
efficiency
irrigation
all
those
kinds
of
things.
Those
are
all
aspects
that
we
can.
When
we
take
the
feedback
back,
we
can
look
at
how
we
incorporate
it
and
then
and
then
move
forward
with
a
final
plan
that
we
bring
to
council.

Yes,
thank

just
wanted
to
add
a
few
of
the
things
the
sustainability
commission
has
been
working
on
thinking
about,
and
these
are
all
things
that
are
again
I
mentioned
briefly
a
few
minutes
ago,
but
they're
all
in
our
strategic
plan.
So
one
is
just
a
water
efficiency
policy
for
City
facilities.
Another
is
looking
towards
this
Turf
replacement
grant
program,
so
this
was
actually
something
that
was
created
by
legislation.

The
last
legislative
cycle
that
would
allow
for
a
voluntary
Turf
replacement
program,
and
so
we
have
a
graduate
student
who's
essentially
investigating
what
the
mechanics
of
that
would
be.
More
information
is
going
to
be
released.
This
spring
I
think
it's
the
beginning
of
2024
is
when
those
grants
are
actually
available.

know
that
Miss
Miss
Kendall
also
talked
about
the
short-term
water
leases
is
something
that
I
believe
that
we've
discussed
with
the
city
manager
I've
discussed
with
the
city
manager
in
the
past,
but
the
education
piece,
the
xeroscaping
resource
center
I,
know.
Miss
Liebert
has
also
talked
a
little
bit
about
just
more
native
plants
as
well
to
kind
of
help
with
that,
but
I
I
am
in
favor
of
looking
at
all
different
options
and
I
do
appreciate
members
of
the
public
bringing
a
lot
of
these.

because
I've
lived
in
Inglewood
for
quite
a
while,
and
years
ago
we
did
did
go
through
water
rationing,
not
necessarily
because
we
needed
to
because
of
the
priority
water
rights
and
I'm,
not
saying
that
we
take
advantage
of
that.
But
what
happened
during
that
time
and
when
people
get
educated,
they
conserved
water
so
well
that
the
water
plant
couldn't
afford
to
run

That
office

wouldn't
be
able
to
tell
you
whether

not
staffer

not
have
to
go

security

open
to
looking
at
that
if
it
would
improve
the
flow

know
that
there's
some
nights
where
members
of
the
public
are
waiting
to
go
through
the
metal
detectors,
so
I
would
be
open
for
that
if
it
seems
to
be
common
policy
at
other
government
buildings.

reason

goes

my
former
term

number

console
members
in
Kansas
got
shot
on
the
diocese
and
killed,

that's
why
there's
security
out
there.
So
it's
we
used
to
have
a
police
officer
right
over
at
the
desk
there
in
the
past.

I'm,
always
mindful
of
that.

buildings
for
many

walked

security
protocols
and
I
find
it
incredibly

enter

security

matter

seconds.

no
issue
walking
through
it

member
of

but
if
we
want
to

conversation

opposed
to

You

noticed
that
the
community
room
was
closed.
When
you
came
in
and
in
fact,
we've
taken
the
card
readers
out,
we
did
my
master
key,
doesn't
open
the
doors
that
is
going
to
be
a
very
secured
room
now
until
the
election
is
over
on
November
9th.
So
we
will
not
have
access
to
that
room
and
we'll
be
having
all
of
our
meetings
in
here.

wanted
to
remind
you
that
the
last
two
weeks
of
December
there
will
be
no
council
meetings
due
to
the
holiday
schedule
and
then
I
also
just
want
to
mention
one
of
the
things
that
I've
enjoyed
the
most
about
our
Council
policy
manual.

think
this
is
where
this
is

Council
letting
staff
know
about
items
to
be
pulled
is
that
it
does
allow
us
to
have
the
right
folks
in
the
room
for
those.
