talking
about
a
topic
that
we've
spent
over
three
years
now
having
various
meetings
and
study
sessions
on
so
tonight
is
really.
This
item
is
a
fairly
comprehensive
update
on
the
redevelopment
plan
that
the
master
developer,
skb
and
their
partner
triba
architects
have
been
working
on
with
city
staff
for
the
last
couple
of
years
and
so
just
jumping
right
into
it.

redevelopment
plan
will
largely
be
presented
this
evening
by
tribal
architects,
and
we
have
from
triba
david
triba,
who
was
involved
in
the
original
redevelopment
25
years
ago.
So
can
bring
a
lot
of
that
knowledge
to
the
discussion
and
then
sarah
cappa,
who
you
hear
from
in
terms
of
a
lot
of
the
detail
on
the
project,
to
address
council
questions.
We
have
from
skb
executive
vice
president
john
oliver
and
assisting
carina

and
then
brad

and
I
will
also
be
available
to
address
any
staff
related
questions.

the

almost
three
years
now.

nice

remember
I
was
the
architect
of
this
room
and
it
has
an
expansive
feel
because
we
had
so
much
space
in
this
building
that
we
had
to
absorb
into
the
city
offices,
and
it's
just.
It
was
a
great
reminder
of
the
process.

there
are
a
lot
of
challenges,
we'll
talk
about
in
terms
of
our
presentation
and
we're
excited
to
be
at
this
moment
to
have
a
conversation
and
a
discussion
with
you
about
your
vision
and
what
you're
trying
to
achieve
through
this
whole
redevelopment
and
how
we
might
help
you.
So
sarah,
I
think,
rather
than
me,
take
up
too
much
of
our
time.

So
without
further
ado,
as
dave
as
david
said,
the
vision
that
we
have
for
englewood
city
center
is
building
on
what
was
envisioned
25
years
ago,
and
that
is
to
create
a
really
robust,
transit-oriented
kind
of
transit,
focused
neighborhood,
center
and
kind
of
the
hub
of
civic
social,
active
life
in
englewood
and
the
bones
of
that
are
here
today.
We
think
we're
just
going
to
build
on
that.
Some
of
the
images
that
you
see
on
the
screen
represent
what
we
see
could
be
the
reality
here
at
englewood,
more
people,
more
vibrancy,
more
retail
activity.

We're
looking
at
an
approach
to
the
land
and
the
use
of
the
land
in
terms
of
what
we've
learned
together
over
the
last
25
years
and
then-
and
this
is
a
a
vision
that
we've
put
together
with
the
conversations
we've
had
with
the
community
and
and
it
is
by
no
means
a
design.
So
I
think
it's
really
important
for
you
to
we're
not
here
to
present
a
design
but
more
of
an
approach
and
test
that
approach
in
terms
of
land
use
and
density.

So
it's
it
is
central
to
the
denver
metro
area
and
this
was
transit,
oriented
development
1.0,
as
is
what
we've
been
liking
to
call
it
and
25
years
ago
it
was.
You
know
it
was
at
the
forefront
of
tod
development
in
denver.
It
was
the
first
and
and
denver
has
evolved
beyond
that
a
little
bit,
and
we
think
that
now
is
the
time
for
englewood
to
kind
of
evolve
and
catch
up
in
a
way
to
some
of
the
surrounding
communities
that
are
building
on
their
transit
proximity.

The
existing
civic
center
building
in
which
we
stand
today
is
is
a
little
bit
hard
to
work
around
from
a
redevelopment
perspective,
not
only
the
size
but
the
orientation,
it's
45
degrees
from
the
from
the
grid
of
the
rest
of
the
city
so
automatically
it
leads
to
some
inefficiencies,
the
parking
garage
to
the
southwest
of
of
the
building.
Similarly,
you
know
it
is
rare
that
you
would
ever
build
a
triangular
parking
garage
they're
very
inefficient,
but
it
is
what
worked
at
the
time
25
years
ago.

Englewood
parkway,
I
think
there
are,
are
wonderful
visions
that
the
city
has
and
that
the
long-term
planning
of
the
city
and
the
planning
department
has
done,
and
we
think
that
our
our
future
vision
really
builds
on
that.
But
right
now
you
have
kind
of
one
successful
or
semi-successful
street
of
englewood
parkway
as
a
retail
street
and
just
driving
down
it.
This
afternoon
you
know,
there's
25
percent
of
the
retail
store
fronts
that
are
that
are
full,
and
so
now
is
the
time
to
kind
of
think
about.

And
so
our
vision
going
forward
is
integrate
more
uses,
more
density
that
supports
more
retail
that
supports
more
transit
use.
It
becomes
more
of
an
18
hour
place
instead
of
an
8
to
12
hour
place
right
now.
There
are
a
number
of
city
employees
that
that
are
here
throughout
the
day,
certainly
folks
using
the
library
and
the
civic
uses
and
some
of
the
retail
facility,
or
some
of
the
retailers
as
well
and
then
to
the
north.
You
have
the
existing
residential
uses,
but
we
want
to.

We
want
to
add
to
that
so
you'll
notice
at
the
center
of
this
is
city
hall,
and
the
proposal
here
is
to
move
the
current
city
hall
functions
consolidate,
make
them
more
efficient
and
move
them
into.
What
is
what
was
previously,
the
24-hour
fitness
building
immediately
to
the
south
of
that
an
office
building
located
right
on
hampden
at
the
corner
of
hampden
and
inca,
and
then
a
hotel
adding
a
new
use
which
that
which
a
hotel
can
bring
a
lot
of
kind
of
18
hours
worth
of
use.

So
18
hours
of
activation
people
coming
and
going
people
coming
for
conferences,
people
coming
to
stay.
The
night,
so
that
provides
another
active
use
and
then
surrounding
all
of
that
is
residential,
including
workforce
housing,
we'll
go
into
more
detail
on
each
of
these,
so
this
is
not
the
last
time.
You'll
see
this.
The.

So,
instead
of
if
we
won't
go
back,
one
slide
to
look
at
this
literally
this
ocean
of
asphalt
and
we
still
have
to
park
those
cars
somewhere.
So
going
from
surface
parking
and
the
large
structured
parking
that
we
have
at
the
southwest
that
sarah
described.
The
idea
is
to
incorporate
that,
but
put
it
internally
to
these
buildings,
so
that
englewood
doesn't
have
this
sensibility
of
the
place
in
a
parking
lot
and
that
truly
the
streets
are
walkable
and
we'll
get
into
all
of
that.

But
I
mean
that
is
the
major
transformation
is
to
internalize
the
parking.
So
that
is
it's
accessible
at
every
block,
the
same
amount
or
actually
quite
a
bit
more
parking.
But
it
is
really
thought
of
as
more
of
a
street
where
people
can
walk
and
where
there's
enough
activity
to
make
retail
viable
in
in
every
location,
so
go
ahead.

and
and
for
those
that
are
not
in
the
room
with
us
today,
this
is
a
photo
of
the
model
that
we
have
on
the
table.
So
I
really
encourage
everyone
after
the
meeting
to
come
up
and
take
a
look
in
person,
but
this
just
shows
a
slightly
different
view.
So
you've
got
the
station
in
the
bottom
in
the
bottom
of
the
screen
city
hall,
there's
as
you
see
in
the
dark,
blue
centered
and
surrounded
by
residential
hotel
and
office,
and
so
we
have
a
series
of
three
renderings
that
we've
created
from
different
vantage
points.

I'll
walk
you
through
each
of
them
and
as
david
mentioned
earlier,
you
know
the
design
is
not
complete.
This
is
just
meant
to
kind
of
give
a
sense
of
what
this
development
or
what
this
scale
could
feel
like.
So
on
the
lower
right,
you
see
the
existing
and
that
is
standing
on
top
of
the
on
top
of
the
pedestrian
bridge,
looking
east
on
englewood,
parkway
and
then
on.
The
left
is
what
that
could
be.
You
see
the
bridge
kind
of
up
there
in
in
that
image.

Looking
down
engelwood
parkway
we've
located
a
new
fountain
kind
of
similar
to
the
existing
one
at
the
center
of
the
park,
and
and
think
of
this
as
a
plaza
or
kind
of
a
courtyard
that
that
you
can
drive
through
part
of
the
reason
that
the
existing
retail
there
next
to
the
station
area
has
failed
is
because
there
is
no
reason
for
anyone
to
walk
through
there.
Rtd
drops
off
on
the
backside
and
there's
there's
really
no
reason
why
any
foot
traffic
would
would
walk
by
those
retailers.

We
want
this
whole
area
to
feel
like
a
plaza,
it
would
be
curbless
a
lot
of
trees
and
kind
of
bollards
guiding
where
the
cars
would
go,
but
without
without
curbs
it
feels
more
like
a
festival
street.
It
can
be
closed
down
at
various
times
of
the
year
for
farmers,
markets,
arts,
festivals,
you
name
it.

So,
instead
of
the
circular
island
park
that
was
envisioned
25
years
ago,
this
is
a
would
take
the
island
split
it
in
half,
make
it
into
a
linear
park.
That's
connected
to
the
retail
that
has
this
new
multi-use
street
that
that
connects
and
goes
all
the
way
through
and
where
you
can
take
a
right
turn
or
a
left
turn.

So
this
next
view
it's
hard
to
get
an
existing
view,
but
essentially
looking
at
the
north
west
facing
facade
of
the
24-hour
fitness
building,
the
the
future
city
hall
and
so
in
our
rendered
image,
you're
seeing
a
movie-
and
it
might
be
movie
night
in
englewood,
and
so
it's
friday
night
and
the
kids
are
here
and
the
families
are
here.
This
is
a
plaza
where
there
might
be
popjet
fountains,
and
so
it's
a
it's.
A
safer
version
of
your
current
fountain
in
that
the
families
and
the
kids
are
kind
of
internalized.

So
there
were
questions
that
we
heard
in
the
community
about
the
quantity
of
open
space,
and
so
these
are
a
series
of
diagrams
that
we'll
go
through.
The
existing
will
always
be
on
the
left,
and
the
new
proposed
will
always
be
on
the
right
and
in
this
case,
we're
looking
at
the
quantity
of
open
space.
So
if
we
include
the
road
because
and
sometimes
that
is
closed
down
for
bigger
events,
you
get
2.4
acres
and,
some
might
say,
that's
being
generous
because
you
are
including
the
road
on
the
right.

We
have
3.3
acres
again,
that
plaza
street
and
all
of
the
open
spaces
have
their
own
character.
They're
connected
by
retail,
and
yet
cars
can
still
travel
on
the
roads,
generating
some
of
that
safety.
Some
of
that
additional
additional
traffic
that
the
retailers
need
for
success,
and
so
on.
The
left,
as
you
all
know,
well,
as
the
existing
you
know,
and
the
fountain
and
the
park
are,
you
know,
are
successful
in
some
right.
They
are
a
focal
point,
they're
recognizable
to
citizens,
to
visitors,
and
yet
they
don't
get
the
great
use.

That
kind
of
a
good
civic
space
would
like
to
see
so
on.
The
right
are
some
images
that
show
some
really
rich
streetscapes
and
really
active.
Streetscapes
excellent
tree
cover
lighting
restaurants
spilling
out
onto
the
sidewalk
fountains
for
kids.
Anything
that
draws
kids
in
a
safe
way
draws
parents.
They
want
to
spend
the
day
they're
there.
You
know
they'll
get
coffee,
they'll,
get
lunch
and
then
more
park
space
for
some
of
that
more
contemplative
contemplative
time,
and
this
just
highlights
the
different
character.

You
know:
we've
we've
shown
a
beer
garden
next
to
the
hotel,
the
festival
street.
There
might
be
a
little
pavilion
and
I'm
I
can't
step
away.
I
don't
have
the
ability
to
point
to
it
with
a
mouse
but
where
it
says
mercado
park
and
pavilion
so
right
across
the
street
right
across
inca
from
nixon's
coffee
we're
showing
a
little
pavilion
yeah
keep
going
to
the
right.

Yep
oops
almost
keep
going
just
a
little
white
dot
kind
of
across
from
there.
You
go
yeah,
so
we're
thinking
that
might
be
a
focal
point
in
the
park.
It
might
be
a
little.
You
know,
two-story
ice
cream
shop.
It
might
be
something
really
iconic
that
gets
people.
You
know
knowing
that.
Okay,
that's
in
englewood,
that's
really
exciting.
You
know
we
go
there
every
friday
night
for
ice
cream
with
the
kids.

So
talking
a
little
bit
about
the
mix
of
uses
on
the
left.
Well,
this
is
kind
of
overall
we'll
dive
down
to
ground
floor
uses
in
a
minute,
but
on
the
left,
this
is
a
pretty
classic
zoning
diagram
kind
of
from
the
60s
and
70s.
Where
you
have
residential
in
one
place,
you
have
retail
in
one
place
and
civic
in
one
place.
H
You
want
to
be
able
to
see
across
the
street
to
see
other
retail
and
see
oh
someone's
in
that
shop
or
gosh.
That
restaurant
looks
really
popular.
So
you
need
those
two
things
to
talk
to
one
another,
and
you
don't
have
that
now
right
next
to
the
station
I'll
call
your
attention
to
the
yellow
bar
on
b1,
so
that
would
be
immediately
to
the
west
of
yep
of
civic
center.

Another
thing
that
makes
open
space,
successful
and
safe
is
having
a
mix
of
uses
on
it,
and
so,
during
the
day
it
would
be
civic
uses
folks
coming
to
and
from
city
hall,
but
at
night
we'd
have
town
home
units
kind
of
apartment,
townhome
units
facing
that
open
space
right
across
the
street.
We've
got
folks
out
and
about
walking
their
dogs
until
10
30
at
night
up
early
in
the
morning
at
six
in
the
morning.

So
this
is
a
quick
little
analysis
of
how
far
you've
come
and
kind
of
and
where
you
can
head.
This
is
what
we
were
faced
with
25
years
ago
at
cinderella,
city
mall,
and
how
much
of
a
superblock
that
was
how
impenetrable
it
was
from
any
side
from
the
north,
from
the
neighborhood
to
the
north
and
certainly
from
the
south
and
to
the
east,
and
so
that
was
broken
up
into
smaller
blocks,
still
fairly
super
blocks,
especially
if
you're
looking
at
the
walmart
block.
H
But
if
you
look
over
at
the
west
near
sit
near
the
current
civic
center
building,
that's
still
a
pretty
large
a
large
block.
It's
not
very
pedestrian
friendly.
You
know,
I'm
not
going
to
kind
of
enjoy
walking
around
that
area,
and
so
what
we
want
to
do
is
break
up
those
block
sizes
even
more
makes
them
more
bikeable,
more
walkable.
The
quality
of
the
walk,
improves.
The
quality
of
the
experience
improves
as
well.

If
I'm
coming
just
to
ride
rtd
and
what
we
want
to
do
is
pull
the
rtd
parking
away
from
the
station
and
so
we're
not
saying
that
there
can't
be
any
rtd
parking,
but
we
want,
if
you're,
coming
to
ride
rtd
from
englewood
you're
gonna,
you're
gonna,
walk
through
englewood
and
participate
in
englewood
walk
by
the
coffee
shop
grab.
A
coffee
on
your
way
to
work
might
pick
up
a
bottle
of
wine
on
your
way
home
from
work.

At
street,
at
the
street
level,
we're
comparing
on-street
parking
and
access
to
from
existing
to
proposed,
and
so
one
thing
to
note
here
is
that
on
the
left
again
that
lack
of
lack
of
connectivity
of
the
streets
now
we're
adding
more
on-street
parking
by
by
quite
a
bit
and
retailers
also
need
and
love
on-street
parking.
They
need
managed
parking.
H
They
need
to
know
that
it's
going
to
turn
over
so
that,
if
I'm
coming
to
visit
that
shop,
I
I
think
that
there's
going
to
be
some
parking
on
street,
but
they
also
need
and
you'll
see
that
the
p
in
the
circle
is
representing
garages.
So
there
are
garages
in
each
one
of
those
locations,
some
with
public
parking
and
some
with
and
all
with
parking
to
serve
those
buildings.

So
we've
heard
that
there
are
there's
plans
for
a
rail
trail
along
the
east
side
of
the
tracks
coming
from
south
of
hampden
and
continuing
north
of
floyd.
I
think
it's
a
great
idea.
We
would
hate
for
englewood
to
miss
out
on
the
opportunity
to
bring
all
of
those
runners
joggers
bikers
kids
and
kids
in
trailers.
All
of
that
through
the
middle
of
englewood
city
center,
again
drive
those
people
by
the
retailers
let
them
know
what's
here
in
englewood
and
so,
rather
than
skirting
it
across
hampden
right
at
the
tracks.

So
this
really
opens
up
all
kinds
of
possibilities
for
this
permeability
into
the
depths
of
the
site
with
active
uses
and
for
people
living
here
and
shopping,
mostly
a
lot
of
food
and
beverage,
and
then
the
city
hall
kind
of
in
the
middle
of
all
that
next
to
the
office
in
the
hotel.
So
we've
got
this
kind
of
commercial
institutional,
civic
spine
that
runs
from
hampton
the
south,
all
the
way
to
the
north,
combining
into
that
new
linear
park
that
connects
to
transit.

So
it's
a
completely
different
way
of
thinking
and,
as
sarah
said,
we're
beginning
the
the
opportunity
to
break
up
these
mega
bloks
into
smaller
walkable,
understandable,
special
places
that
have
these
three
or
four
internal
spaces
for
for
a
place
making
that
really
can
be
accessed
and
that
are
not
in
the
not
in
this
singular
idea.
That
was
in
the
middle
of
the
island
25
years
ago.

think
with
that,
we'll
probably
open
it
up
to
questions,
and
if
there
are
new
council
members
who
don't
know
our
team,
we
can
go
through
some
of
our
experience.
If
that's

have
a
couple
of
our
case
study
projects
that
we've
worked
on
previously,
but
we
have
other
slides

talk
to.

Does
anybody

background

Would
that

pertinent
information
for
council
or
maybe
even
the
public,
any
comments?
I
know
we've
heard
presentations
from
skb
and
tribal
before
so
it
doesn't
seem
like
to
be
a
pressing
need.
So
no,
I
guess
we
could
just
jump
into
questions
so
remember.
Woodward
get
us
started.

That's
a
great
question
that
those
are
new
units.
The
two
apartment
buildings
to
the
north
are
about
325
or
350
units
approximately,
and
yet
they
take
up
about
the
same
land
area
as
what's
to
the
south.
So
in
the
same
land
area
where
we
would
have
a
thousand
units,
a
civic
center
building,
a
hotel
and
an
office
building,
so
it
speaks
to
the
density
density
increase.
A
thousand
new
units
would
would
equate
to,
I
think,
about
1500
people,
additional
people
here,
activating
the
space.

Okay
again,
if
you
look
to
the
north
on
the
existing
units,
you
can
see
the
predominance
of
surface
parking
in
the
block
in
the
center
block
straight
to
the
north
along
floyd,
and
then
the
separate
parking
structure
over
towards
the
west.
These
would
all
be
internalized
garages
with
green
roof.
So
all
the
amenities
would
be
on
top
of
the
garage
and
then
then
we
would
have
townhomes
that
would
go
in
units
that
would
go
around
the
roof
of
those
garages.

So
nothing
like
the
garage
that's
over
towards
the
left,
and
this
is
really
key
to
the
place.
Making
is
to
completely
bury
the
parking
and
to
have
it
accessible
on
every
single
one
of
these
blocks,
but
for
the
hotel
and
the
city
hall,
we
have
that
parking
across
the
street
in
the
mixed
use
residential
blocks.

think
that
would
be
the
next
step
that
we
would
like
to
engage,
engage
you
all
with,
and
we've
been
working
with
with
sean
lewis
and
spoke
with
him
about
two
weeks
ago
about
moving
that
process
forward,
because
in
order
for
it
to
work,
that's
that's
kind
of
the
next
step
is
figuring
out,
which
departments
would
be
there
and
how
they
would
fit.

the
ground
floor
plan
we
also
have
other
spaces
we're
imagining
other
civic
uses.
That
would
not
be
in
that
building.
That
could
be
accommodated
in
other
dark
blue
spaces
around
the
city
hall.
Perhaps
the
library
is
a
is
a
free
standalone
kind
of
a
activated
space,
that's
integrated
below
the
apartment
buildings
or
the
residential.

Potentially
a
space
over
at
the
lower
level
of
the
office
parking
on
the
street
could
be
the
building
department
or
permitting
kinds
of
things.
So
the
idea
is
to
spread
some
of
this
around
and
not
to
try
to
cram
everything
into
a
building
and
there's
no
way
that
we
could
take
the
square
footage
in
this
building
and
put
it
in
that
one
singular
building.
So
we've
had,
I
think,
a
good
beginning
conversation
about
that
with
city
staff
and
we're
looking
forward
to
having
more
detail
to
talk
with
you
in
the
future.

of
parking
in

are
yeah,
so

would
be
the
only
one
that
would
have
below
grade
parking,
and
that
is
assuming
that
we
need
to
provide
parking
for
rtd
which
we're
hopeful
that
we
don't
have
to
provide
in
in
the
development.

festivals,
farmers,
markets.

specialty,

hold
a
lot
of
those
at
high
street
and
it's
really
getting
that
out

community

they
know
that
it's
there
and
when
people
drive
by
they're
going
to
know
that

city
center

and
and
the
rest

just
making
sure
that
the
community
is
aware
of
what's
going
on
on
an
ongoing
basis.

lease
right
now
is
obviously
the

bee.

within

it

wine
garden
entities
and
that
has
been

They
owned
all
the
improvements

foreclosed
and

currently

is

the

way

could
proceed
forward

purchase

property

we

a
framework

place

the
master
developer,
to
proceed

with

redevelopment,

taking
down
the
land
and
then
waiting

redevelopment
stuff
squared

get
a
rough
order

magnitude

what
those
costs

to

we

up

to
pay
for,
and
this
is
what
the
city
is
going
to
pay

we

committee
as

committee

the

We
started
with
11
staff
or

people
and
we're
down
to
actually
six
now
and
three
of
us,
three
of
them
were
able
to
join
us
tonight.
So

then

again,
the
goals
were
about
what
really
reaching
out
to
residents
to
understand
their
opinions,
about
changing
to
an
organized
system,
and
how
would
we
communicate
what
the
program
is
going
to
would
take
into
account
and
what
would
be
the
process
if

city
did
move
forward
and
then,
finally,
providing
again
all
of
that
information?
That
feedback
and
our
survey
results
back
to
you.

So,
just
a
little
bit
to
go
over
the
timeline.
So
again,
this
started
with
some
various
boards
and
commissions,
including
keep
englewood
beautiful
the
e-tech,
which
is
our
transportation
advisory
committee,
as
well
as
the
budget
advisory
committee.
I
know
I've
spoken
with
before
and
then
case,
which
is
the
citizens
for
the
advancement
of
a
sustainable
englewood,
is
not
an
official
boarding
commission,
but
is
an
organization
within
the
city,
so
all
of
them
at
different
times
early
in
2019.
We
were
talking
about
this
as
a
possible
initiative.
M
We
did
over
the
summer
months
summer
and
early
fall
of
2019.
We
conducted
a
survey
at
that
time
and
also
had
three
public
meetings
which
were
very
well
attended
in
the
community
room
just
across
the
hall
and
basically
answered
a
lot
of
citizen
questions
at
that
time,
had
a
good
open
discussion
at
each
of
those
meetings
and
then
which
really
helped
prep
the
way
for
developing
that
initial
rfp.
M
So
a
request
for
proposal
or
an
rfp
is
really
the
way
that
the
city
lays
out.
How
do
we
get
a
proposal
back
from
the
waste
hauler
of
what
those
services
are
that
we
would
like
them
to
provide
costs
on,
so
that
initial
rfp
was
developed
by
staff
based
on
that
survey,
as
well
as
information
and
feedback
from
some
of
those
board
and
commission
members,
and
as
that
rfp
was
going
out.
M
I
would
like
to
add
mayor.
Pro-Tem
was
also
a
member
of
that
committee.
I'm
sorry
for
that
apologize
and
was
the
original
chair
as
a
matter
of
fact.
So
so
we
did
issue
the
new
rfp.
It
took
a
good
number
of
meetings.
I
think.
Overall,
the
committee
has
met
23
times
since
inception
and
a
lot
of
debate
a
lot
of
discussion,
but
ultimately
the
new
rfp
was
issued
in
just
august
of
last
year
and
again
we
received
two
proposals
from
waste
haulers
in
november.
M
Since
that
time
the
committee
has
been
reviewing
the
proposals
and
is
tonight
within
the
presentation,
you'll
see
here
the
recommendations
from
the
committee
and
finally,
over
the
last
couple
of
months.
We've
gone
through
a
public
input
and
education
process,
including
another
survey
based
on
the
actual
costs
that
were
received
from
the
waste
haulers,
so
just
briefly
to
touch
on
the
advantages
and
disadvantages
of
what
an
organized
collection
system
might
be,
and
these
can
be
somewhat
debated.
This
was
the
city's
idea
of
what
advantages
could
be.
M
We've
heard
some
feedback
that
some
of
these
might
not
be
considered
advantages,
but
overall,
we
feel
that
there
is
increased
efficiency
by
going
to
an
organized
collection
system,
because,
basically,
you
have
this.
The
same
truck
servicing
every
house
on
the
block.
So
in
the
current
system
we
have
each
waste.
Hauler
has
to
drive
the
entire
length
of
the
block,
whether
they
pick
up
one
house,
two
houses
or
all
of
the
houses.
M
Similarly,
for
the
recycling
there
again
multiple
trucks
going
down
the
street
to
serve
the
same
number
of
properties
and
ultimately,
what
that
results
in
is
just
decreased
impacts
from
that
truck
traffic.
So
if
we
have
fewer
trucks,
there's
less
wear
and
tear
on
the
pavement,
there's
less
noise
and
ultimately
less
emissions
and
less
overall
fuel
consumption.
M
The
this
also
provides
for
competitive
bidding
and
basically,
what
we've
heard
a
lot
both
in
the
first
survey.
And
the
second
is
that
there's
really
a
disparity
in
the
amount
that
people
are
paying
per
month
for
garbage
service.
Now
they
might
have
different
levels
of
service.
But
generally
it's
wide,
there's
a
wide
range
of
costs
across
the
board
and
another
factor.
And
what
we
heard
quite
a
bit
is
that
people
are
getting
increases
randomly
from
their
companies
and
so
while
they
might
start
out
with
a
very
good
rate,
it
does
increase
periodically.
M
Whereas
with
an
organized
collection
system,
as
we
did
with
our
with
the
city's
rfp,
we
built
into
that
automatic
increases
that
are
can
be
much
more
managed
and
predictable,
because
they're
met
they're,
set
at
a
maximum
amount
per
year.
Some
of
the
disadvantages,
ultimately,
there's
no
choice.
So
again,
if
I
really
like
my
waste
hauler,
I
like
the
person
who
services
my
home,
they
do
a
great
job.
For
me,
what
is
the
advantage
of
changing
not
a
whole
lot
if
I'm
getting
really
good
service
at
a
really
good
price?
M
Many
consider
that
a
disadvantage,
because
again
there's
another
layer
of
bureaucracy
there
beyond
the
actual
private
company
overseeing
the
program
and,
finally,
that
it
limits
competition.
So,
right
now
we
have
a
number
of
haulers
that
are
licensed
to
do
business
within
the
community.
You
as
a
resident
can
choose
any
one
of
those
to
contract
with,
and
with
this
there
we
would
move
while
you'd
still
have
that
option.
After
the
first
year,
you
would
be
more
limited
in
the
companies
that
would
have
the
ability
to
bid
on
service
within
the
community.
M
These
are
the
services
that
we
wanted
to
get
pricing
on
from
the
waste
haulers,
so
first
weekly
collection
and
disposal
of
garbage-
and
we
put
in
there
specifically
that
it
should
be
either
the
alley
or
the
curbside
at
the
household's
choice,
meaning
there's
several
companies
right
now
that
only
service
properties
from
the
curbside,
even
though
the
household
might
want
to
be
picked
up
in
the
alley.
Some
companies
again
will
only
offer
it
curbside.
M
So
we're
saying
you
as
a
homeowner
get
to
choose
then
every
other
week
there
would
be
collection
and
processing
of
recycling
again,
either
at
alley
or
curbside
based
on
the
household's
choice.
Large
item
disposal.
So
this
was
one
of
the
impetuses
for
exploring
this
as
well.
We
had
a
lot
of,
as
you
know,
illegal
dumping,
especially
in
alleys,
a
lot
of
mattresses,
things
that
people
just
can't
get
rid
of
in
an
easy
way.
M
So
you
could
have
three
of
those
items
plus
up
to
10
bags
of
trash
and
10
bags
or
bundles
of
yard
waste
at
two
times
per
year,
based
on
the
dates
that
work
for
you
and
that
those
vouchers
would
be
provided
to
each
household
each
year
and
they
they
could
be
transferable
from
year
to
year.
So
if
you
didn't
happen
to
use
your
two
in
a
given
year,
you
could
roll
those
over
to
the
next
year
or
you
could
give
one
to
a
neighbor
who
maybe
had
more
materials
to
get
rid
of
than
you
needed.
M
Finally,
costs
would
be
included
on
the
city's
monthly
utility
bills.
So,
right
now
everybody
pays
their
waste
hauler
directly,
either
probably
on
a
quarterly
yearly
or
monthly
basis,
and
really
this
would
be
wrapped
into
the
utility
bill
and
thus
eliminate
the
need
for
households
to
have
that
separate
bill
directly
to
the
waste
hauling
company
and
then
the
waste
hauler
would
also
provide
uniform,
garbage
and
recycling
bins
for
each
household.
M
So
if
we
looked
at
a
five-year
contract,
it's
the
first
pricing
option
was
if,
between
years,
three
and
five,
it
would
be
the
lesser
of
three
percent
per
year
or
the
as
it
says
there.
The
denver,
aurora
lakewood
consumer
price
index,
with
a
maximum
increase
of
in
this
case.
In
this
example,
five
percent
for
a
five-year
contract,
so
that
was
fairly
limiting
because
of
that
maximum
percentage
increase.
So
the
city
did
include
a
second
pricing
option
where
it
was
essentially
the
same
thing.
M
Pricing
for
the
initial
two
years
was
fixed,
but
then
we
did
not
put
that
maximum
total
increase
on
there.
So
instead,
if
it's
a
five-year
contract,
you'd
have
the
first
two
years
at
the
fixed
price
and
then
for
years,
three,
four
and
five.
It
would
be
the
lesser
of
three
percent
or
the
consumer
price
index.
Whichever
is
less.
M
And
then
opt
out
service,
so
the
committee
discussed
this
quite
a
bit
and
decided
that
since
we
don't
have
a
good
idea
now
of
how
many
people
might
opt
out
of
the
service,
we
decided
the
committee
decided
to
make
that
mandatory
for
everyone
for
the
first
year.
This
allows
households
to
really
try
the
program
out
and
say:
hey,
you
know,
is
this
working
for
me?
Is
it
not,
and
then,
after
that,
after
that
first
year
they
could
opt
out
by
basically
showing
proof
that
they
have
service
from
another
company?
M
They
would
still
be
required
to
pay
a
minimum
fee
of
approximately
two
dollars
per
month.
For
that
program,
administration
back
through
the
city
composting
was
we
got
pricing
for
that
as
an
optional
service?
So
if
you
wanted
that
on
top
of
your
base
service,
neither
company
provided
cost
for
that,
but
we
would
anticipate
if
we
were
to
move
forward,
that
it
would
be
likely
that
we
would
put
out
an
rfp
separately
for
composting.
M
There
are
several
companies
now
getting
into
composting
just
as
a
specific
business.
That's
not
necessarily
the
waste
haulers
main
primary
role,
they're
about
hauling
waste
and
recycling,
not
necessarily
dealing
with
composting,
so
we
feel
we
could
get
a
better
price
and
some
maybe
even
competitive
pricing
if
we
were
to
put
out
a
proposal
just
for
composting
alone,.
M
And
we
did
have
some
survey
questions
on
that
yard
waste.
Again
we
solicited
having
a
yard
waste
event
where
people
could
bring
their
materials
to
a
central
location
and
dispose
of
them.
We
did
get
pricing
for
that,
essentially,
the
roll-offs,
where
staff
would
likely
staff
that
and
then
the
roll-offs
would
just
be
held
away
by
the
company.
So
we
did
get
a
price
for
that
and
then
so
we
when
we
received
the
price,
the
two
proposals
in
november,
we
really
were
hoping
that
everybody
would.
M
If
somebody
was
currently
being
serviced
in
the
alleys
that
they
were
not
giving
that
option
to
everyone,
they
would
allow
if
somebody
is
currently
receiving
that
which
we
estimated
from
the
survey
about
43
percent,
currently
have
ali
service
that
they
could
continue
to
do
that
company
b,
which
is
republic
services.
They
said
yep
we'll
pick
up
both
on
the
street
in
the
alley,
just
as
the
rfp
intended.
M
Similarly
for
recycling
again
the
base.
What
we
requested
in
the
rfp
was
that
the
company
would
pick
up
alley
or
curbside
for
recycling
and
again
waste
management
said
no
we're
going
to
limit
that,
to
only
people
who
currently
have
pickup
in
the
alley
for
recycling,
which
is
much
lower
than
the
garbage
and
republic
was
willing
to
do
that
for
large
item
disposal.
That's
again,
the
three
items
twice
per
year,
plus
the
10
bags
of
trash
plus
10
bags
of
yard
waste
waste
management,
said
yep.
M
We'll
do
that
we'll
do
a
voucher
program,
we'll
facilitate
that
instead
republic
services
said
no
we're
not
going
to
pick
up
at
the
curb.
We
will
do
something
similar,
but
you
have
to
bring
your
items
to
a
central
location
like
the
service
center
and
that
might
be
on
a
particular
day,
so
maybe
there's
a
particular
one
or
two
saturdays
in
the
spring,
one
or
two
saturdays
in
the
fall
where
people
would
have
to
actually
haul
their
items
from
their
home
to
that
central
location.
M
And
finally,
another
kind
of
large
difference
between
what
was
in
the
rfp
was
the
opt-out
considerations.
So
again
we
said
that
people
could
not
opt
out
that
initial
year,
but
after
that
they
would
be
allowed
to
do
so
so
company,
a
again,
which
is
waste
management,
said
that
they
would
be
generally
okay
with
that.

But
if
the
opt-out
rate
was
more
than
10
percent
that
they
would
reserve
the
right
to
renegotiate
the
rates,
other
company
or
other
cities
that
we've
spoken
to,
namely
golden
who's,
had
a
collected,
organized
collection
for
quite
a
while
has
around
about
a
three
percent
opt-out
rate.
Just
as
a
comparison
republic,
services
said
no,
we
will
not
allow
for
an
opt-out
instead.
M
If
this,
if
the
city
wanted
to
do
something
like
that,
they
would
still
have
to
pay
the
minimum
fee
to
republic
services,
so
their
their
rates
are
based
on
efficiency
and
assuming
that
they're
picking
up
at
every
single
household,
so
republic
says
we're
not
going
to
consider
opt-out
and
therefore
the
city
would
either
have
to
pass
that
cost
on
to
the
individual
property
owners
or
somehow
come
up
with
that
difference.
To
make
up
for
that
loss
of
efficiency.
M
And
then,
if
we
calculate
again,
those
two
figures
fixed
plus
three
percent
we'd,
be
approximately
five
dollars
more
or
thirty,
two
to
thirty
six
dollars
per
month.
After
that
seven,
I
I
could
use
the
seven
year
comparison.
Excuse
me.
So
after
seven
years,
two
years,
fixed,
plus
three
percent
annual
increase
we'd
be
at
the
32
to
36.
Excuse
me,
so,
over
the
last
couple
months,
we've
done
a
fairly
extensive
communications,
outreach
effort.

We've
used
the
city's
website
through
the
inglewood
engaged
page
to
put
a
lot
of
information
on
there.
We've
created
a
video
as
well
as
put
all
of
the
materials
from
2019.
On
that
page.
We've
also
done
some
print
media
with
through
the
citizens
magazine.
A
postcard
was
mailed
to
every
single
homeowner
or
address
within
the
city.

Also
done
a
number
of
social
media
posts
to
encourage
people
to
take
the
survey
to
point
them
towards
the
englewood
engage
page
to
become
more
informed,
and
then
we
also
held
two
public
meetings,
one
in
person
in
the
community
room
in
early
march,
and
then
one
was
held
virtually
as
well,
and
then
we
created
a
frequently
asked
question
sheet
with
answers.
Based
on
those
public
meetings
and
the
questions
that
were
asked
at
each
of
those,
so
the
survey
did
receive
a
quite
a
high
number
of
responses.

Over
1700
responses
were
provided.
We
did
also
have
hard
paper
copies
for
those
who
couldn't
access
the
internet.
We
had
a
box
and
hard
surveys
at
the
mallee
rec
center
and
here
at
the
service
center
or
excuse
me
a
civic
center.
You
could
also
call
the
public
works
department
and
we
would
mail
one
out
to
you
as
well,
if
with
a
self-addressed
stamped
envelope,
if
you
needed
that
so
overall,
we
received
80
paper
copies,
either
through
the
drop
boxes
or
back
through
the
mail
and
those
were
included
in
those
summary
of
responses.

But
a
couple
of
points
to
highlight
is
that
the
current
satisfaction
levels
that
very
first
question
that
we
asked
said:
how
do
you,
like
your
current
service
and
generally
61,
said
that
they
were
very
satisfied
or
satisfied?
That
doesn't
mean
that
it
couldn't
be
improved
but
generally
61.
They
were
okay
with
that
when
we
asked
people
who
specifically
have
both
garbage
and
recycling
what
they're
paying
right
now
35
are
paying
more
than
31
dollars.

So
again
we
heard
from
a
lot
of
people
that
they
just
want
regular
pickup
service.
They
don't
want
to
have
to
think
about
it.
They
don't
want
to
have
to
call
they
don't
want
to
have
on
different
days.
They
want
to
put
it
out,
forget
about
it
and
and
go
on
with
their
lives
and
then
finally
yard
waste
included
in
the
base
service.

So
this
includes
having
the
price
be
at
either
25
or
under
per
household
per
month,
and
that's
inclusive
of
the
city
administrative
fee,
having
recycling
included
at
no
additional
cost
annual
price
increases,
limited
to
three
percent
or
the
cpi,
and
then
alley
or
curb
service

choice
between

and

size,
we
did
get
pricing
for
both
of
those
options.
However,
with
one
proposal
it
was,
there
is
no
difference
whatsoever
between
sizes,
so,
on

other
there
was
a
difference
in
cost,
but
it
wasn't.
It
was
not
as
significant
as
what
we
expected.

then
some
other
things

consider
that
were
beyond
the
proposal
was
to
have
discounts
for
low-income
households
similar
to
what's
done
now
with
the
with
the
utility
bills,
so
extending

offer
to
for
trash
service
as

Reviewing

staffing
needs
that
staff
has
preliminary
laid
out
where
we
would
need
to.
We
anticipate
needing
two
staff
people
to
oversee
the
program.
They'd
like
us
to
reevaluate
that
large
item
pickup
would
not
be
included
so
taking
that
out
of
the
program.

year-round
yard
waste
drop-off
sites,
possibly
on
city
property,
as
other
cities.
Do
that
investigating
again
a
compost
program
as
a
separate,
perhaps
rfp,
and
then
requiring
all
multi-family
properties
to
offer
recycling

we
only
included
residential
properties
of
seven
units
or
less
as
that's
what's
allowed

state

we're
not
allowed

commercial

citizens

any
sense
for
a
city
to
make
such

massive
change
without
utilizing
the
leverage
of
the
size
of
the
contract

good
deal
for
citizens
for
what
they
care
about
and
the
things
that
have
come
up
over

over
again,
and
it
wasn't
a
surprise
that
citizens
cared
about
yard
waste
yard.
Waste
was
actually
in
one
of
the
things
that
was
originally
planned
to
be
included
in
the
new
rfp.

When
mayor
pro,
tem
ward
was
our
chair
and
after
we
lost
mayor
pro
tem
ward
and
we
lost
member
fraser
who
both
cared
about
cost
and
service
levels,
the
remaining
people
on
our
committee
who
prioritize
cost
service
level
and
what
citizens
wanted
were
overruled,
and
that
was
taken
out
and
it
was
put
in
with
the
large
item
pickup,
which
was
not
as
large
an
issue
brought
up
by
citizens.
So
it's
that
wasn't
news
that
wasn't
a
surprise
that
was
actually
pushed
hard
to
be
in
the
original
rfp,
but
we
couldn't
get
it
in
there.

The
fact
is
that
the
rfp
that
we
did
end
up
putting
out
based
on
all
of
the
votes
that
we
put
together
for
all
the
points
to
include
from
what
you
know
our
committee
was
taking
into
account
from
citizen
interest.
Neither
of
the
proposals
satisfy
it.
Ali's
service
is
like
the
biggest
thing
that's
been
brought
up
by
the
hundreds
and
hundreds
of
people
who
came
to
those
meetings,
the
the
yard,
waste
inclusion,
63
of
the
survey
respondents
currently
have
that
neither
of
these
proposals
even
include
that
at
all.

So
what
and
I
I
also
feel
like
the
characterization
of
our
recommendation-
needs
to
be
clarified.
What
our
recommendation
is
is
reject
the
two
proposals
that
don't
satisfy
the
rfp
and
negotiate
to
get
these
points.

voted

committee

each
of
these
points
and
to
include
these
in
a
new
deal
or
don't

not

but
or

not
in

interest

fee

paying

now
for
trash
and

costs
as

of
our
recommendation

people

sure

bumping

cost
up

much
for
everyone,

already
dealing
with
cost

an
issue
the
alley
or
curb
service
upon
household

voted
to
include
that
and
require
that
and
that
that
we
recommend
council
not
move
forward
with
something
that
doesn't
include
that
these
points
are
not
just
see
if
you
can
get
them
these
points.

way
we
voted
for
this
and
the
way
we've
characterized
this
as
a
consensus
like
this
is
a
this
committee
worked
hard
for
a
long
time
and
it
was
difficult
to
come
to
a
consensus
where
we
all
agreed

these

is

Our
recommendation
is

republic

people
pay

on
demand,
but
the

waste

big
deal,
the
yard
waste
being

work

things

deal

satisfy

citizens

new
company,
that's
expanding

inglewood
right
now,
little
dumpsters
is
offering
more
and
more
service.

contentious
debate
on
our
committee
and
you

hear
it
a
little
bit
and
chair
green's

voted
on
all
these
things.
We
really
did
work
really
really
hard

group

proposals
that
we
think
would
make
most
of
the
citizens.
Happy,
not
everybody's,
going
to
be
happy
with
everything,
and
I
think
that
that
even
came
about
in
our
meetings,
because
there
were
a
few
votes
that
were
unanimous,
but
it
was
a
rarity.

I
think,
if
you
look
at
the
surveys,
there
were
some
things
that
I
thought
really
stood
out
for
the
proposals
in
terms
of
pros

cons.
The
predictable
prices,
I
think,
is
a
huge
thing
that

well
cost

concern

citizens
and
then
predictable
prices
increases
was
number
seven.
So
if
we
can
satisfy
those
sort
of
things
when
it
comes
to
the
cost
of
the
citizens,
I
think
it
would
really
make
a
lot
of
people
happy.

some
cons
in
terms
of
we
didn't
get
everything
we
wanted.
We
really
would
love
to
get
everything
we
want,
but
we're
not
living
in
that
world,
and
I
would
just
say
that,
as
council,
I
think
one
of

best
things

can
do
is
you
guys
can
do,
is
debate
this
and
I
hope-
or
we
made
the
recommendation
that
you
guys
vote
on
this,
mostly
because
we're
concerned
about,
if
there
was
a
citizen's
vote
on
the
ballot,
that
it
would
actually
compromise
the
ability
of
us
to
make
changes.

because

alleviates

competitive
bidding
for
our
citizens-

right

haulers

the
pros
that
you
did
not
see
up
there
was
that,
oh,
we
all
get
to
pay
the
same
amount
of
money.

I'm
a
single
person.
Why
should
I
have
to
pay
for
a
family
of
five?

the
same

I
don't
produce
much
garbage
and
a
fat
five
family
can
get
it
for
seventeen
dollars
from
waste
services.

fine

me,
but
I
see
a
lot
of
problems
coming
out

this
single
hauler
trash

one
of
them
is.
I
was
not
for
everybody
to
be
was
forced
to
opt
in
to
this
program.
I
don't
believe
the
city
has
the
right
to
make
that
decision.

price
improvement

handle

municipalities

to

know

mentioned
that
golden's
opt-out
rate
is
at
three
percent.

think
the

one
thing
we
learned
through
our
research
was
that
everybody's
is
a
little
bit
different.
So
some
cities
offer
an
opt-out
program
or
have
the
opt-out.
I
should
say,
as
opposed
to
offer
it
some
have

opt-in
and
where
you
can
just
sign
up
for
the
service
where
you
don't
you're
not
required
to
participate.

it
does
run
the
gamut.
I
think
golden's
was
probably
the
closest
to
ours
of
what
we
had
structured,
which
is
why
I
used
that

a
comparison.
But
at
the
same
time,
they've
also,
as
I
mentioned,
been
head
organized
collection

quite
a

years.

it's
a
tried
and
true
practice
and
service
within
the
city
of
golden
arvada,
recently
switched
like
within
the
last
year,

they
do
have
an
opt-out
provision
which,
about
30
to
40
percent,
are
taking
advantage

to

gentleman
there
who
implemented
their
program,
a
lot
of
that
is
hoas

contracts

waiting

on
their
separate
contract.

there's

little
bit
of
an
asterisk
with

increases

also
need
to
consider
the
premiums

paying

are
in
corporate
economic
analysis

our
long-term
planning

decision

external
factors

internal
factors

our
consideration.
First
is
a
rebounding
demand.
It's
a
double
edged
sword.

city
is
paying
more
prelim

premium
for
goods
and
services.

other

rebound
in
the
sales
use,
taxes
in
the
medical
and
manufacturing
sectors.

the

our
monthly

all
dealing
with
a
great
resignation
and
reconsideration
into
the
workforce,
but,
but
just

remember,

2019
the
unemployment
rate
was
as
high
as

were
just
stealing
the

fact

and
the
last
one
also.
You
are
aware
of
the
geopolitical
events
that

affect

natural
gas
and
other
prices
in

heard
public
comment

grant

corner
