in

quarter

our

opinions

what
we
say
is
valuable.
But
let's
look
at
it
from
this
standpoint
we
have
businesses.

It's
just
a
simple
segmentation
of
the
types
of
businesses
or
restaurants
that
that
are
opening
in
this
section
of
Broadway
I
think
should
be
fair
to
the
businesses
and
you
should
recover
what
funds
they're
needed,
based
on
where
the
city
needs
to
recover.

think
that
would
be
simple.
So
can
we
not
look
at
it
from
that
standpoint?
We've
all
brought
up
segments
for
this,
but
I
think
just
a
simple
segmentation
who
has
this
who
needs
this?

has

things
through

every

responsibilities

property
owners

many
cases
technically
owned
by

abutting
property
owner,
but
this
city
has
an
easement
over
the
over
the
top
of
it.
So
the
property
owner
maintains
responsibility.

difference
with
the
paseo
in
that
the
county
paid
for
that,

we

do
anything

space

remove
the
snow.

maintenance

which
also
minimizes
the
amount
that
we

have
to
care
for

maintenance

see
the
permitting
fee
for
the
$50,

believe
that

permitting
fee

with

requirements.

us

on

cost

the
legal
piece

sure
everyone
knows
what
they're
responsible

seems

they've

fine
with

license

so
I
include
a
presentation
in
the
information
that's
shared
with
you
before
the
meeting
as
I
told
you
several
months
ago,
we're
in
the
process
of
looking
at
the
slides
and
bringing
a
summary,
that's
meaningful
to
making
decisions
and
will
be
more
presentation
worthy
to
display
on
the
screen.

So
we're
just
going
to
be
talking
from
that's
the
former
presentation,
so
we'll
just
be
talking
from
the
packet
that
I
presented
to
you.
But
my
plan
for
the
future
is
to
build
a
presentation,
that's
more
friendly
for
an
overhead
presentation
right
now.
The
numbers
are
just
way
too
small
and
we
are
closing
out
the
year
and
I
did
bring
two
examples
that
we
can
talk
about
to
see
if
I'm
on
the
right
path
as
we
talked
about
as
we
complete
2018.

So
these
are
preliminary
financials,
we're
very
close
to
being
completed
and
I
want
to
make
sure
that
I
do
let
you
know
what
we
might
bring
back
to
you
for
an
approval
based
on
what
we're
looking
at
right
now,
which
I
will
talk
to
you
about.
But
if
you
turn
to
the
memo,
you
can
see
that
we
did
have
revenues
that
exceeded
expenditures
by
5.5
million.
Our
expenditures
were
lower
than
budget.

came
in
about
94
percent
of
budget,
but
the
expenses
were
higher
by
1.4
million
than
last
year,
so
all
funds
that
have
an
estimated
year-to-date
ending
balance
carry
forward
into
the
next
year
after
transfers
and
pending
activity.
So
if
you
turn
to
page
1
of
in
the
memo,
you
can
see
the
fund
balances
that
are
estimated
going
forward
into
2019,
okay
and
then,
if
you
turn
to
page
2,
this
is
one
of
the
slides
that
I'm
recommending
that
we
change
but
I'll
talk
just
about
what
this
is
showing.

Basically,
it's
it's
showing
what
the
cumulative
revenues
and
expenditures
were
for
the
year
versus
five-year
average,
and
you
can
see
that
expenditures
were
pretty
closed
on
target
to
a
five-year
average,
but
the
revenues
were
ahead.
The
primary
sources
for
that
were
the
sales
and
use
marijuana
taxes
and
also
our
licenses.
So
those
are
the
primary
reasons
that
revenues
are
exceeding
our
five-year
cumulative
average.

Okay,
if
you
turn
to
page
three,
this
is
actually
more
details
surrounding
the
information
that
I
just
shared
with
you
regarding
revenues
and
expenditures,
but
the
line
item
that
I
would
like
to
point
out
and
will
actually
more
than
likely
will
be
coming
back
to
ask
for
your
approval.
If
you
go
to
the
second
section
underneath
general
fund
expenditures,
specifically
the
fifth
line
item
under
expenditures,
Human
Resources,
you
can
see
that
the
expenditures
were
approximately
a
hundred
and
nine
point
three
percent
of
budget.

The
primary
reason
for
this
is
that
they
assumed
a
position
after
the
budget
was
formed
to
do
the
payroll
work,
and
that
was
average
that
was
being
done
in
the
finance
department.
So
we
will
need
to
come
back
to
you
and
ask
to
move
that
portion
of
the
budget
from
the
finance
organization
into
HR
and
that
should
cover
their
their
overage
for
the
year.

There
also
was
an
overage
and
country
in
concrete
utilities,
and
it's
my
understanding
that
that
does
happen
based
on
the
timing
of
projects
that
expenditure
exceeded
budget
by
about
a
hundred
and
five
thousand
dollars.
So
we
will
come
back
and
ask
for
a
supplemental
in
the
concrete
utilities.
Those
are
the
only
two
areas
that
we
believe
right
now.
We
will
be
coming
back
to
Council
and
asking
for
approval
on
related
to
2018.

you
turn
to
page
four,
this
is
also
another
slide.
That
I
put
an
example
of
a
proposed
draft
for
a
new
slide.
There
are
a
lot
of
words
on
this
page
and
I.
Think
it's
incredibly
difficult
to
follow
so
I
want
to
try
to
streamline
it.
I
think
the
main
takeaway
from
this
is
again.
It
talks
about
the
estimated
total
fund
balance
of
nineteen
point,
three
million,
which
is
also
on
the
first
page
and
of
that
portion.

The
unassigned
fund
balance
is
12.5
million,
which
are
dollars
that
are
available
to
be
spent
at
the
council's
discretion.
So
I
think
that
that's
the
main
takeaway
of
this
particular
slide
and
I'm
hopeful
that
the
slide
that
I'll
propose
will
make
that
a
little
bit
more
clear
going
forward
so
that
you,
the
take
away,
comes
right
off
the
slide,
instead
of
looking
at
all
the
numbers
and
trying
to
figure
out
what
it's
trying
to
say
on
page
five,
these
are
more
specifics.
The
sales
and
use
tax
analysis.

There
was
the
closure
of
Kmart,
and
so
the
reported
they
reported,
approximately
twenty
nine
thousand
dollars
in
sales
and
use
in
December
of
2017
that
obviously
we
didn't
collect
in
December
of
2018
Swedish
Medical
Center
also
had
a
decrease
of
use
tax
with
what
was
reported
in
December,
and
then
there
were
also
two
other
tax
payers
that
had
a
large
tax
payment
in
December
2017
and
not
as
much
this
year.
So
I
think
that
that's
important
information
just
to
say
that
you
know
we
don't
see
a
trend.
Those
were
specific
instances.

we

the
next

and
also
seven
and
eight
these
lights
have
come
out
quite
a
bit.
You

see
where
we've
got
increases
by
respective
area
and
I
think
as
we
move
forward.
What
I
would
like
to

combine

area

can
see
specifically
what
the
performance
is
and
then
also
the
reasoning
behind
it.

sure
that
our

departments
and
the
people
that
actually
provide
the
information

Council
really
understand

policies

hope

the
spirit
that
it

regarding

thresholds,

also

city
council

know
that
this
was
vetted
very
deeply

organization

not
only

directors

also

staff

conversation

engagement
now
within
the
organization
regarding
the
importance
of
the
policy
and
following
it,

we
have
a
great
system
that
supports
good
processes
and
we're
working
towards
making
those
processes,

making
sure

they're

spirit
behind
the
document
itself.

staff
recommendations.
These
are
not
my
recommendations.
These
are
recommendations
of
the
entire
staff
that
play
a
part
in
procurement
and
I
hope
that
we
have
a
lot
of
time
to
discuss
the
policy
draft
document
within

document
itself.
I'll
talk
about
what
areas
the
ordinance
would
encompass.
We
don't
have
a
draft
ordinance
tonight,
but
I
can
show
it
tell
you
what
that
ordinance
going
forward
will
look
like,
and
it
truly,
we
hope
to
clarify
through
this
new
policy.

important
and

hope

beginning
of
this
really
emphasized.
We
felt
there
was
a
need
for
change.
We
really
wanted
to
promote
a
clear
understanding
and
interpretation
through
a
simplification
and
consistent
requirements
for
all
purchases

take
a
moment
because
when
you
read
the
Charter,
it
talks
about
exclusions
of
certain
materials.

about
exclusions
of
professional
technical
services
that
lends
itself
to
constant
interpretation
and
certainly
I,
think
one
of
the
things
that
we
want
to
do
if
we're
talking
about
an
increase
of
threshold
of
what
comes
forth
to
City
Council,

clear
to
staff
about
the
types
of
purchases
that
need
to
fall
within
these
specific
thresholds,
and
so
we
decided
as
a
staff
it
really.
The
policy
going
forward
would
be
required
for
all
purchases,
regardless
of
whether
what
types
of
materials
they
were.
What
professional
or
technical
services
they
were?

would
be
part
of
this
policy
when
we
talked
about
the
types
of
the
competitive
bidding
and
also
on
the
thresholds.
We
talked
about
reasonable
level
of
risk.
That
was
important.
You
know,
given
our
available
resources
and
the
controls
we
have
in
place,
we
did
analysis
of
Tyler
new
world
and
the
controls
that
are
in
place
and
what's
required
and
we
are
making
sure
that
the
requirements
of
the
department
directors
to
approve
per
the
grid,
that's
in
front
of
you,
is
in
place.

decided
that
we
needed
to
change,
of
course,
because
we
heard
so
many
concerns
voiced
by
City,
Council
and
citizens
regarding
our
current
policy,
so
we're
hoping
and
moving
forward
that
those
concerns
will

addressed

primary
considerations
that
were
made
as
we
put
together
this
policy
were
the
signature
authority
thresholds
in
comparison
to
neighboring,
municipalities
and
I'm.
Certain
we'll
have
a
lot
of
dialogue
about
that
tonight.
We
talked
about
the
sealed
competitive
bid
requirements.
We
also
talked
about
the
emergency
purchase
requirements.

about
change
order
requirements
and
we
talked
about
contracts
and
conveyances
I,
don't
know
if
everybody's
aware,
but
in
the
Charter
the
mayor's
signature
is
requirement
for
the
Charter
on
all
purchases,
property
sales,
disposal
of
city
properties.
So
the
the
policy
grid
that
I
put
forth
is
a
much
simpler
version.

know,
we've
looked
at
the
policy
from
July
2016
and
again
there
were
a
lot
of
inconsistencies,
even
within
the
document
itself,
and
so
it
was
very
hard
for
staff
to
interpret
it.

example,
when
we
pay
a
bill

Xcel
Energy
on
behalf
of
this
building
that
wouldn't
be
included

this
particular
policy.

and
that
is
per
charter,
so
for
purchases
under
$5,000.

we
can
use
a
p-card
or
invoices,
but
only
if
a
p-card
is
not
accepted
bids
and
quotes
are
not
required
for
those
and
the
signature
authority
is
a
one
level
approval,
so
we
see
from
Wells
Fargo.
We
see

purchases

are
made
every
month
and
we
have
to
sign
off
on
those
and
we
have
to
see
required
receipts.
So
there
is
control
of
those
p-card

fact,
I
met
with
Wells
Fargo,
and
they
were
saying

our
p-card
usage
is
actually
fairly
well
lower
than
other
municipalities.

regardless
of
the
threshold

it
includes

purchases
for

purchases
that
are

purchase
order.
We
would
not
require

bid
or
quote,
and
the
signature

is
the
