I
assume
you
all
had
a
chance
to
read
the
email
that
I
sent
out
regarding
the
draft
letter
to
city
council
for
requesting
an
amendment
okay,
so
I
appreciate
everybody
getting
back
to
me
so
quickly
and
responding.
So
basically,
I
sent
you
a
an
overview
that
a
couple
people
felt
like
it
was
a
little
complicated
and
didn't
represent
that
the
task
at
hand
and
just
to
remind
everybody.

Our
goal
was
to
write
a
letter
to
city
council
requesting
an
amendment
to
animal
code
that
allowed
code
enforcement
officers
to
impound
animals
other
than
dogs
and
cat
who've,
been
subject
to
cruelty
or
neglect,
and
that
that's
really
the
only
purpose
of
that
email
and
then
basically
to
request
city
council
to
to
agree
with
this
and
then
forward
it
to
the
city
attorney
for
the
city
attorney
to
look
at
the
code.
It's
quite
complicated.

There
are
several
different
ways
to
approach
it,
and
we
talked
about
two
one
was
to
change
the
definition
of
animals.
The
other
one
was
to
incorporate
animals
other
than
dogs
and
cats
in
them
in
the
impoundment
clause,
and
then
there's
a
third
option
which
is
to
do
to
address
animals
other
than
dogs
and
cats,
there's
actually
a
paragraph
for
impoundment,
but
none
of
them,
so
those
unfortunately
served
to
protect
animals
other
than
dogs
and
cats
who
are
subject
to
cruelty.

So
I
don't
think
we
want
to
write
code
in
this
in
that
sense,
because
really,
the
city
attorney
is
the
expert
when
it
comes
to
understanding
the
complexity
of
our
code,
and
I
think
it's
best
for
us
to
let
them
let
that
team
look
at
the
code
and
make
a
recommendation
to
city
council
for
what
makes
sense
I
did
send.
We
had
a
one-member
draft,
a
letter
for
us
all
to
get
started,
and
I
received
comments
on
that.

But
I
what
I'd
like
to
do
is
is
actually
start
with
the
draft
of
two
other
options,
because
there
were
so
many
comments
that
the
the
draft
that
we
had
really
didn't
fit
the
bill
in
terms
of
raising
the
issue,
just
one
issue
and
then
requesting
the
city
attorney
to
write
the
code
for
us.

always

enforcement
advisory
committee.

just

it
alternative
letter
and
in
both
cases
we

suggest
that
we
include
the
actual
code
itself.

agree
that
it's
long,

remember,
city
council
doesn't
know
code
like
we
do
so
it's
really
helpful
to
have
in
front
of
them
that
the
part
of
the
code
that
actually
speaks
to
the
challenge
that
our
code
enforcement
officers
had
and
in
here
it's
just
do
we
want
to
paste
all

sections?
It's
lengthy.
I
agree,
but
I
I
did.
I
did
go
ahead
and
put
it
in
and
this
is
an
example
I
put
in
it's
it's
actually
about
a
page.
It's
not
too
bad,
but
it
does.

the
challenge

the
office,

code
enforcement
officers

then
in
terms
of
the
next,
so
there's
there's
where
we're
at
asking
them
to
look
at
the
code
and

it.
The
second
part
is
where
we
describe

we're
recommending
that
it
be
amended.

simple

the
point,

it
addresses
the
singular
issue
that
we
were
asked
to
address,
and
it
gives
the
city
council
the
authority
to
go
forward
and
or
the
attorney
to
go
forward

change

language.

also
the
definition
of
domesticated
animal-
is
makes
sense
to
me.

It's
weird:
they
have
all
these
defined
terms
for
the
code,
but
nowhere
throughout
the
code
are
they
actually
capitalized
yeah.
So
it's
it's
weird
how
just
how
the
entire
code
is
written
normally
in
a
legal
document.
If
you
have
a
defined
term
and
it's
used
throughout
the
document,
it
would
be
capitalized
to
identify
that
this
is
a
defined
term,
but
that's
not
done
anywhere
in
this
code.
Even
for
the
definition
of
you
know,
dog
or
cat.

So
my
my
suggestion
was
just
to
replace
the
references
to
dogs
and
cats
with
domesticated
animals
almost
in
in
every
instance
that
it
pops
up.
But
I
I
would
look
to
to
dave
lewis
if
you're
on
and
I
don't,
if
you've
had
a
chance
to
read
the
alternative
letters
and
if
you
think
you
know
these
will
sort
of
get
get
you
where
you
need
to
be.
Or
if
you
have
any
other
suggestions.

look

this

asking
for
my

think
that
might
work.
I
it's
complicated
for
me
to
look
at
this
and
apply
it
to
all
the
codes
that
are
currently
in
place.
That's
kind
of
not
my
role,
but
I
think
that
a
good
starting
point,
or
at
least
at
a
minimum
you're
still
alerting
council.

they
can
learn
that
that
animal
control
cannot
impound
animals
for
animal
and
cruelty
other
than
dogs
and
cats,
and
we're
running
into
this
more
and
more
and
like
I
said
I
gave
you
just
one
example.
I
wasn't
prepared
to
really
talk
about
it,
but
we've
had
pigs,
we've
had
turkeys,
we've
had
chickens,
we've
had
pigeons,
we've
had
snakes,
we've
had
other
reptiles.
We
have
a
multitude
of
cases
where
we've
had
to
wrap
we've
had
rats.

know
that
sounds
weird,
but
domesticated
rodents
where
we
had
to
pound
them
in
place
and
ask
for
voluntary
compliance
to
check
on
their
well-being
for
weeks.
So
it's
not
just
the
pay
good
based
on
the
pig
we've
had
several
instances
where
our
policy
has
changed,
because
we've
stopped
in
pounding
animals.

if

at
least
highlight
it
and
it
goes
off
to
the
city's
attorney-
you
know-
hopefully
they
read
this
and
understand
that
there's
an
issue
and
perhaps
they
can
take
a
look
at
the
definition
throughout
the
code

fits
or
doesn't
fit,
or
you
know
leave
it
to
the
attorney,
but
at
least
you
know
we're
highlighting
you
know
the
most
severe
issue
right
now
that
you're
being
presented
with
so.

only
concern
is
that
we
focus
them
on
the
definition,
whereas
there's
many
ways
to
rewrite
this
section,
so
that-
and
I
don't-
I
don't
know
that
I
understand
all
the
reasons
why
dogs
and
cats
were
separated
out
from
all
other
animals,
but
I
think
this
solution.
This
is
one
solution
and
that's
where
I'm
hesitant
is
is,
I
is
maybe
leaving
it
even
broader
than
that.

mentioned,
there's
three
different
ways
to
approach
it
and
I
just
left
it
open
and
just
saying
that
we
see
the
main
issue
with
the
current
code
is
the
separate
definitions
and
sections
for
dogs
and
cats
and
animals
under
7-1
and
kind
of
raising
it
to
the
higher
level,
and
that
7-1-7-18
is,
is
actually
part
of
a
bigger
complex
picture
and
that
we
request
a
review
and
a
proposed
amendment
by
the
city
attorney.

ranked

third

fourth

country,

just
showing

extra
steps

the
animal
welfare
industry

world
and
specifically
in
englewood
that
we
are
a
friendly
city
and
we
want

make
sure
that
our
pets
are
as
healthy
as
our
family.
