a
technique.
I've
seen
in
other
places
that
seems
effective
at
communicating
what's
allowed

not
allowed

a
spot.

effective

hydrant

that
corner

that
everybody
blocks
pretty
regularly.
I
actually
submitted
a
claim
to
code
enforcement
because
I
think
it
was
covered
by
bushes,

blocked,

so
yes,
I
suggested
that
at
one
point
too
and
I
think
we
were
told
that
the
school
pays
for
that
on
a
certain
sidewalk,
but
maybe
if
it's
the
ones
that
are
in
the
street

would
be

great

curbs

since
August
28th
through
December
5th,
our
new
director
Victor
Rochelle,
starts

happy

all

you
today
and
thanks
to
Michelle
and
Tim
for
their
co-working
coordinating
this
group.
So
we
did
have
a
meeting
a
few
weeks
ago
with
CDOT
on
a
few
different
projects.

As
you
probably
know
from
the
presentation,
you
got
I
think
in
September
from
Dodie
in
Denver.
At
the
time,
Denver
was
really
coordinating
this.
They
were
trying
to
engage
other
cities.
They
were
asking
Englewood
to
provide
350
000.
Since
that
time,
CDOT
has
actually
gotten
involved
and
essentially
is
now
coordinating
the
project.

So
they
fronted
the
part
on
that.
Inglewood
would
have
had
to
pay
they
fronted
or
they
would
have
asked
us
to
pay,
should
say
they
fronted,
I,
think
a
few
other
cities
and
so
they're.
Moving
forward
with
studies.
There
was
a
meeting
yesterday,
there's
been
some
movement
on
it,
we're
at
a
point
right
now,
where
they're
still
including
Englewood
in
this
project.

If
I
could
just
do
a
really
quick
introduction
to
it
and
that's
right
over
to
you
for
more
more
details
and
I'm
just
going
to
use
really
quickly
the
presentation
that
I
gave
along
with
Hillary
and
RW
police
chief
to
City
Council
on
October
24th,
so
October
was
pedestrian
safety
month.
We
wanted
to
recognize
it
here
in
Inglewood,
just
by
recognizing
the
issue
that
it
is
both
locally
and
nationally
and
internationally.

We
also
did
discuss
Vision
zero
with
Council,
which
you
may
be
familiar
with
so
Vision.
Zero
is
a
program
that
started
in
Sweden,
but
it's
been
adopted
by
many
communities
in
the
United
States.
It's
sometimes
called
different
things,
but
Vision
zero
is
the
terminology
that
is
used
here
locally
through
Dr
Cog
and
essentially
it's
it's
a
strategy
that
is
really
designed
to
eliminate
all
traffic
fatalities
and
severe
injuries.

Also
with
the
focus
on
things
like
safe
safety,
hell,
equal
Equitable,
Mobility
for
all
and
so
I'm
happy
to
through
Michelle.
Send
this
whole
deck
to
you.
I
won't
go
through
it
in
detail,
but,
as
I
mentioned,
there
is
a
regional
initiative.
So
Dr
kicked
this
off
in
2019.
They
published
about
a
hundred
page
toolkit,
that's
very
helpful
and
their
focus
was
on
complete
streets,
which
Hillary
will
talk
more
about
equity
and
safe
speeds,
I
think
a
really
important
example.

All
this
is
Washington
state,
so
in
the
19
late
1990s
Washington
state
adopted
something
very
similar
to
Vision
zero
called
Target
zero
and
they
basically
set
a
30-year
Target,
31-year
Target
from
1999
or
2000,
sorry
to
30
year,
Target
2030
to
basically
have
zero
traffic,
related
deaths
and
severe
injuries,
and
so
really
they
haven't
achieved
it.
But
they've
made
great
progress
and
I
think
that's
the
key
thing
with
a
stretch.
Target
like
this.
Is
you
don't
always
get
there,
but
the
idea
is
that
you're
going
all.

On
it,
and
so
they
basically
end
identify
12
different
areas
that
they
thought
were
causes
or
were
caught,
documented
causes
of
severe
injuries
and
fatalities
related
to
transportation,
and
so
they
worked
on
on
fixing
those.
So
some
of
those
involved,
the
abbreviation
not
wearing
safety
devices,
and
things
like
that,
and
so
the
concept
here,
is
that
even
if
you
don't
reach
that
stretch
Target,
you
know
you're
still
kind
of
being
able
to
go
all
in
on
it.
We
did
talk
a
little
bit
with
Council
about
other
programs
like
safer
school
and
complete
streets.

I
am
proud
to
say
we
were
able
to
get
a
grant
application
in
for
safe
routes
to
school
program
on
the
city's
strategic
plan
actually
does
have
a
transportation
safety
goal
and
council's
actually
asked
me
to
come
back
later
in
November.
When
I
do
my
quarter,
three
update
and
presentation
on
our
City's
strategic
plan
with
a
vision,
zero
concept
and
goal
and
related
strategies
to
add
to
it.
But
there
was
an
existing
Transportation
safety
goal.
It
had
four
projects.

One
of
the
projects
was
to
do
to
map
out
three
safe
routes
to
three
schools.
Excuse
me
to
map
out
safe
routes
to
school,
to
three
schools
in
in
Inglewood.
We
were
able
to
engage
the
school
district
in
the
last
few
weeks,
and
so
we
did
submit
an
application
on
behalf
of
the
of
the
city
with
a
school
district
as
a
partner
in
the
application
we
asked
for
about
twenty
five
thousand
dollars.
That
would
help
us
for
Clayton
Elementary
School,
which
was
a
school
that
was
identified
by
the
school
district
of
high
need.
F
They
only
actually
had
six
students
to
take
the
bus.
They
have
a
very
high
percentage
of
students
who
do
walk
and
do
bike,
and
so
that's
where
they
decided
to
focus,
and
so
the
grant
would
basically
be
for
us
to
work
with
their
on-call
traffic
engineer
if
it
is
successful
to
design
safe
routes
to
school,
to
also
do
engagement
with
parents
with
the
community,
with
students
to
incorporate
it
into
the
curriculum
of
that
school
and
then
also
to
develop
a
usable
map
that
would
be
online
also
printed
copies
and
a
mobile
app.

So
we
are
hopeful
about
that.
If
it
doesn't
work
out,
Tim
hose
and
I
have
been
talking
about
a
few
alternatives
to
try
to
do
some
of
that
work
in-house,
and
so
just
as
I
as
I
mentioned,
we
do
have
these
four
projects.
One
of
them
involves
the
tech
in
our
strategic
plan
involving
kind
of
quick
strikes
or
reviewing
on
specific
dangerous
intersections.

We
also
at
that
meeting
with
Council.
There
was
a
separate
study
session
on
the
Dartmouth
traffic
common
project
that
Tim
hose
can
talk
more
about,
and
also
some
of
the
pedestrian
improvements
that
are
being
made
around
the
Mali
Center
and
so
now.
I'll
turn
it
over
to
Hillary
to
talk
more
about
the
downtown
area.

The
Inglewood
Downtown
Development
Authority
is
is
very
focused
on
mobility
and
pedestrian
safety
throughout
the
downtown
area
and
as
we've
gotten
sort
of
rolling
on
implementation,
it's
become
clear
to
us.
Mayor
Sierra
is
on
our
board.
I've,
been
working,
a
great
deal
with
Tim
boost
on
and
his
crew
on
a
number
of
projects
and
then
got
to
working
with
Tim
Dodd
on
the
vision,
zero
presentation
of
the
city
council.
We
all
sort
of
realized,
wait
a
minute
we're
aligning
here
and
and
we
need
to.
K
We
need
to
share
information
and
and
see
what
the
etac
thinks
and
see.
If
you
all
would
like
to
be
involved
or
be
informed
or
be
even
be
supportive
of
of
some
of
this
work,
so
I
will
try
to
try
to
make
haste
here,
because
it
is
an
evening
and
and
know
everyone's
time
is
short.
Real,
quick,
Downtown
Development
authorities
are
government
entities
created
to
partner
with
their
City
on
revitalization
efforts
related
to
their
Central
business
district.

We
are
charged
with
implementing
the
Inglewood
downtown
plan.
We
say
we're
a
champion
for
downtown
partnering
with
the
city
and
others,
including
you
to
make
it
more
economically
vibrant,
connected,
safe
and
green.
Our
board
is
appointed
by
city
council
they're,
a
fantastic
group
of
local
business
and
Civic
leaders
very
Dynamic
and
action.
Oriented
city
council
approves
our
annual
budget
and
we
are
regulated
by
State
Statute.

There
are
19
Downtown
Development
authorities
in
Colorado
and
just
on
Tuesday
the
city
of
Littleton,
voters
created
the
20th
DDA,
so
we've
been
in
touch
with
our
colleagues
down
the
road
a
little
bit
as
they
get
as
they
were
getting
organized.
This
is
the
defined
downtown
district
and
what's
new
about
this,
is
that
it
includes
more
than
the
city's
traditional
definition
of
downtown
as
the
South
Broadway
a
few
blocks
in
the
center.
K
What
we're
trying
to
do
is
create
a
more
cohesive
and
connected
Central
business
district
that
includes
the
Inglewood
City
Center
area
to
the
West,
the
South
Broadway
Main
Street
area
in
the
center,
and
now
what
we're
calling
the
wellness
District
to
the
east,
which
is
anchored
by
Swedish
hospital
and
Craig
Hospital?
There
are
450
properties,
733
businesses
and
over
400
residents
in
the
downtown
district.
This
is
the
only
place
in
the
city
that
I
can
operate
so
when
I'm
talking
about
downtown
or
the
community.
This
is
my.
K
This
is
my
sandbox
I,
don't
have
a
city-wide
purview,
the
Inglewood
downtown
plan
was
created
through
a
year
and
a
half
public
process
in
2019
and
2020.
During
that
time,
51
of
community
survey
respondents
said,
make
downtown
more
bike
and
pedestrian
friendly
and
accessible
and
improve
the
safety
of
downtown,
as
quote
very
important.
K
So
this
is
a
high
priority
for
the
community.
It's
a
high
priority
within
the
downtown
plan,
which
is
a
long-term
vision
for
the
downtown
area
that
includes
these
five
different
chapters.
If
you
will
tonight
we'll
be
focusing
on
mobility
and
transportation,
we're
also
involved
in
Economic
Development
marketing,
public
space
enhancements
and
land
use
and
Urban
Design.

The
downtown
plan
really
calls
for
strengthening
connections
between
all
three
of
what
of
what
we
call
the
sub
areas:
enhancing
multimodal
access
managing
parking,
basically
we're
looking
at
all
the
major
corridors:
old
Hampden,
South,
Broadway,
Englewood,
Parkway,
Highway,
285
and
looking
at
safety,
mobility
and
accessibility
improvements
to
all
of
those,
as
well
as
the
high
crash
intersections.
So
all
done
in
partnership
with
the
city.
K
I
can't
go
it
alone,
so
please
understand
that
everything
we're
doing
is
very
tightly
coordinated
with
a
great
number
of
City
departments,
mostly
Public
Works
in
this
particular
category,
we'll
also
be
working
to
strengthen
and
improve
the
Inglewood
trolley.
Having
a
more
modern
micro
Transit
service
that
better
serves
Peak
periods
for
the
downtown
area
is
a
real
goal
so
that
we
can
make
it
easy
to
get
around
all
three
areas
doing
some
some
Grant
research
for
our
first
two
projects.

You
know
I
got
some
clarity
on
on
the
the
extent
of
really
vulnerable
communities
that
live
and
are
trying
to
get
around
our
downtown
district.
We
have
a
number
of
vulnerable
populations
who
live
workshop
and
use
Area,
Health,
Care
amenities
and
services.
Within
a
mile
of
the
South
Broadway
paseos
49
of
the
households
are
low
income.
K
We
also
have
a
large
community
of
disabled
community
members
with
12.5
percent
of
the
City's
population
living
with
a
disability.
1100
people
within
a
half,
a
mile
of
old
Hampden
are
disabled
and
two
to
three
hundred
people
per
year
are
living
in
Inglewood
for
six
to
nine
months,
while
they're
in
Rehabilitation
at
Craig,
Hospital.

You
know
like
most
big
corridors
in
most
cities,
Colfax
suffers
from
an
outdated
Street
design
that
priorities
car
prioritizes
cars
over
people
and
what
that
means
is,
if
you
look
at
the
left-hand
photo
here,
really
Wide
Travel
Lanes,
no
Street
Furniture
on
the
sides
very
long
blocks.
The
crosswalks
are
sometimes
a
football
field.
You
know
apart
it
there's
virtually
nothing
in
this
street
design
that
signals
to
motorists
that
people
are
present
everything
this
design
signals
is
hit
the
gas
and
try
to
try
to
miss
the
next
light.
K
You
know,
and
so
we've
got
people
like
in
the
middle
section
middle
photo
and
the
photo
on
the
right
running
to
the
median,
with
their
children
in
hand
and
waiting
for
cars
to
speed
by
and
then
sprinting
to
the
other
side
of
the
street.
It's
not
because
they're
doing
that
for
fun,
broader
is
not
a
fun
game
on
Colfax
Avenue
they're,
trying
to
get
to
marsick's,
Fine
Foods
and
an
ice
cream
shop
on
the
other
side
of
the
street
and
the
nearest
lighted
intersection
is
nearly
a
football
field
away.
So
what
I
learned
from
this?

If
a
pedestrian
is
hit
by
a
vehicle
going
30
miles
per
hour,
you
know,
Broadway
is
is
actually
the
speed
limit
on
Broadway
is
25
miles
per
hour
right
now,
there's
a
40
likelihood
of
fatality
or
severe
injury.
If
the
motorist
is
going
40
miles
per
hour,
there's
a
73
percent
likelihood
of
a
pedestrian
sustaining
a
fatality
or
severe
injury.
A
layer
on
on
top
of
that
are
vulnerable
communities.
K
So
what
if
the
the
same
situation
is
involving
a
senior
who's
using
a
cane
or
a
young
family
that
is,
is
you
know,
pushing
strollers
across
the
street
or
somebody
who's
trying
to
get
across
the
street
with
a
wheelchair
or
or
a
seeing
eye
dog?
They
need
a
little
bit
more
time
and
and
streets
and
speed
are,
are
very
unforgiving
to
these
these
populations.

And
what
do
you
know
nobody's
paying
attention?
We
all
know
that,
but
it
turns
out
that
you
know
91
of
drivers
surveyed
in
Colorado
a
year
ago
admitted
they've,
driven
while
distracted
at
least
once
in
the
past
week
and
more
than
half
said,
they
were
often
are
always
distracted
when
driving
I
always
told
my
son
always
make
eye
contact
before
you
step
into
a
crosswalk
with
the
driver,
because
they
are
not
looking
for
you.
They
just
aren't.

Inglewood
is
kind
of
starting
to
look
at
some
of
these
similar
programs.
The
Denver
streets
partnership
May
expand
to
be
Metro
Wide
in
the
next
year
or
two,
and
if
that's
the
case,
that
might
be
something
we
all
want
to
get
involved
in.
There's
a
great
deal
of
really
great
information
and
learning
and
advocacy
and
best
practices
to
to
be
gained
from
from
that.
But
in
the
meantime
we
are
now
implementing
a
number
of
mobility
and
pet
safety
projects
again
working
closely
with
public
works
and
Tim
hoosa's
shop.

So
what
we've
got
the
condition
here
is
that
we've
got
a
rapidly
growing
area
with
competing
interests
who
also
need
to
use
this.
This
public
right-of-way,
including
new
residents,
seniors
who
live
in
five
different
senior
apartment
communities
along
this
corridor,
people
with
disabilities
who
are
living
in
and
around
the
hospitals,
customers
of
local
businesses
and
restaurants,
hospital
employees
and
their
patients.
Many
of
whom
are,
are
you
know,
dealing
with
chronic
health
conditions,
so
we
really
need
to
transform
this
Corridor
into
a
safer,
multimodal
and
accessible
Street
for
everyone.

Did
they
give
us
a
different
view
of
what
it's
like
to
try
to
walk
on
along
a
street
like
this
Gail
Hamilton,
the
senior
who
works
with
a
cni
dog
on
the
left
here
showed
us
how
many
Ada
ramps
on
foreigners
send
people
into
the
intersection
instead
of
into
the
crosswalk
it's
an
old
design,
it's
common
in
in
communities
across
the
United
States,
but
something
that
would
definitely
will
be
correcting
in
in
this
particular
project.
Also
a
lot
of
the
older
storm
grates
are
right.
K
You
know,
as
she
steps
off
you
know,
into
the
sidewalk.
She
could
put
her
cane
straight
down
into
a
storm
great.
Similarly,
a
walker
or
a
bicycle,
or
a
stroller
could
get
stuck
in
a
storm
great
like
that.
So
moving
those
storm.
Grates
was
another
a
good
good
comment.
We
got
a
young
woman
who
lives
in
a
new
condo
across
the
street
from
the
hospitals
expressed
concern
about.

Now
we've
got
some
compelling
crash
data,
which
is
what
something
you
always
want
to
look
for
when
you're.
Looking
at
your
your
priority
areas
between
2015
and
2019,
there
were
144
crashes
on
Old
Hampden,
including
one
fatality
and
21
injuries,
and
that
was
before
much
of
the
current
development
that's
underway
now,
so
you
know
we're
glad
to
be
part
of
this
very
important
project.
This
is
just
a
quick
rundown
of
a
lot
of
the
comments
that
the
project
advisory
committee
made
and
how
the
resulting
cons
conceptual
plans
respond
to
that.

area
is
very
dark
at
night.
Lighting's
very
important
I'll
show
you
what
yeah.
This
is
what
this
is
kind
of
a
a
cross
section,

conceptual

detailed

a
very
wide
multimodal
path
on
the
North
side,
with
a
landscape
buffer
on
either
side
a
narrower
travel
Lane.

go
from
13
feet
to
11
feet
wide,
the
psychological
impact
on
a
driver
is
oh
I'm
in
a
busier
area,
I
should
probably
slow
down
and
then
having
improved
sidewalks.
This
doesn't
show
pedestrian
scale,
lighting
benches
trash,
receptacles
bicycle
racks,
but
all
of
that
would
get
layered
on
as
well.

We
also
received
a
grant
from
CDOT,
almost
150
000,
to
enhance
mobility
and
safety
in
the
two
paseos
on
South
Broadway.
Those
improvements
will
probably
begin
next
spring
and
they
include
enhanced
lighting,
bicycle
amenities,
a
wheelchair
start
charging
station,
that's
something
new,
and
that
was
a
suggestion
by
Craig,
Hospital
and
enhanced
landscape
and
we're
working
in
conjunction
with
public
works
and
help
them
put
in
a
second
Grant
application,
which
was
approved
by
CDOT
for
315
000
to
install
a
hawk
signal.

The
police
collected
traffic
traffic
data
in
2021
that
showed
up
to
52
percent
of
vehicles
were
traveling
over
the
speed
limit
of
25
miles
per
hour
up
to
45
miles
per
hour
through
the
area.
Remember
that
graphic

45
miles
per
hour
in
a
in
a
you
know
hitting
a
pedestrian
it's
a
serious
condition
and,
in
fact,
right
after
a
stakeholder
planning
meeting
that
we
had
a
few
months
ago.

happened
right
here
where
a
pedestrian
was
walking
across
the
street.

This
this
rapid
flashing
Beacon
isn't
sufficient
for
the
the
volume
of
traffic
the
speed
of
traffic,
it's
not
as
visible
as
it
should
be
in
the
daytime
and
if
you've
walked
there
I
know
you
all
have
a
great
many
vehicle
simply
go
straight
through,
because
it's
a
yellow
light
and
a
yellow
light
in
Colorado
means
you
know
either
hit
the
gas
or
you
know
slow
down.
You
know
either
way,
you're
not
stopping
right
so
with
a
hawk
light.

We'll
all
have
to
get
used
to
a
new
new
procedure
here,
but
basically
it
is
pedestrian
operated.
So
there
will
be
a
button.
You
push
it,
the
the
lights
will
flash
yellow
first
and
then
they'll
hit
red
and
everybody's
got
to
stop
while

Pedestrian
crosses
the
road,
and
then
it
goes
back
to
green
and
and
traffic
continues.

Federal
Highway
Association
has
reported
that
Hawk
signals
can
result
in
a
55
reduction
in
pedestrian
crashes
and
29
percent
reduction
in
total
crashes.

intersections,
like
this,
with
more
than
10
000
Vehicles

day,

I'm
really
looking
forward
to
this
I
think
it's
going
to
be
a
really
good
safety
Improvement
for
everybody
that
we
want
to
come
downtown
and
enjoy
dining
and
socializing
and
doing
your
daily.

planning

underway
right

want
it

be
easy

people
to
get

around

mode

available
parking
for
cars,
bikes,
Transit,
shared
car
services
like

uber
and
Lyft,
and
EV
charging
stations,
where
we're
coordinating
the
city's
EV
planning
on
that
front
as
well.

South
Broadway
section
and

Hampden
section

downtown

public

doing

people
out

are

bikes
parked

in

it
really

challenging?

Fe

lot

pedestrians
are
expected
there
and
then,

you

it's
a
great
Road
and
then
you
think
about
like
our
town
and
little
streets
everywhere.

are
good
for
pedestrians.

But
when
you
get
this
mixture
of
a
lot
of
businesses,
a
lot
of
high-speed
traffic,
you
end
up
with
a
Strode
where
you
have
a
lot
of
different
things
happening
at
one
time.
So
you
look
at
that
stretch.
That's
part
of
the
DDA
and
you
notice
that
that's
like
where
all
these
cars
are
turning
in
it's
three
lanes
or
four
lanes
at
different
parts
on
each
side,
so
you
have
eight
lines
of
traffic
for
pedestrians
across
the
cross.
You
have
sign
walks
there
that
are
unprotected,
there's
no
bike
Mobility.

Obviously
you
know
that
would
be
taken
care
of
on
Gerard,
but
I
do
know
that
there
is
a
285
study
going
on
right
now.

curious

DDA
is

part
of
that

thoughts

with

with
the

in
the
middle

kind

lean
a
little
more
towards
this
paint
and
post
option
at
this

budget
and

to
make
sure

thought
is
you
push
the
radius
out
into

intersection

little
bit

crossing
distance

shorter

pedestrians

width

So
cars
tend
to
slow
down
a
little
bit
more
at
those
intersections.

the
kind

radius

speed

with
the

radius

you
get
a
little
bit
more
traffic
calming.

way
is
why
those
are
being
proposed
so
yeah,

speeds
by
three
to
twelve
percent
using
these
bull
bouts.
So
that's
not
huge,
but
it
definitely
is
a
noticeable
difference.

the
signal
rebuild,
there's
kind
of
what
a
signal
rebuild
would
look
like
those
signals
out
there.

Dartmouth.

Is
this
the
problem
itself,

it
could
be
the
combination
of
two
where
you
have
two
long
stretches
of
open
road

people

speeding
down.
Logan
and
people
are
speeding
down
Dartmouth
causing
the
problem.

was
curious
if
there
was
analysis
on
which
direction
people
were
going
that
caused
the
accident
most
if
it
was
on
Dartmouth
or
if
it
was
pretty
much
split,
and
thus
the
roundabout
takes
care
of
it.
