know
we
talked
on
this
matter
from
a
historic
preservation
society
side
of
things,
but
now
we're
talking
about
it.
The
historic
preservation
commission
also
present,
I
believe,
is
steve
simon
for
this
and
kate
parker
is
also
present
for
this
or
not.

I'd
like
to
thank
the
commission
for
the
opportunity
to
come,
speak
with
you
tonight.
We
anticipate
that
this
will
probably
be
the
first
of
several
discussions
over
the
next
few
years
on,
what's
what's
an
important
project
for
the
city
and
for
the
water
supply
to
the
city
just
some
background,
so
I'm
actually
director
of
south
platte
renew.
A
So
if
you're
familiar
with
south
platte
renew,
that's
the
regional
wastewater
facility,
that's
co-owned
by
the
city
of
littleton
in
the
city
of
englewood,
and
then
two
years
ago
today
I
became
director
of
city
of
englewood
utilities
as
well.
So
I
split
50
50
between
those
two
roles,
because
one
is
a
joint
venture
between
the
two
cities
and
one
is
a
city
of
englewood.
A
Experience
was
a
bit
chaotic,
however,
in
that,
in
the
the
two
years,
since
we
we've
done
a
lot
of
work
to
try
and
understand
the
city's
utility
system,
the
specifically
the
water
system,
the
sewer
system
and
with
a
significant
amount
of
focus
on
the
water
system
since
city
of
englewood
is
actually
is
fully
surrounded
by
denver
water.
So
city
of
englewood
owns
its
own
utility,
and
I'm
sure
many
of
you
are
aware
of
that,
and
everything
around
us
is
is
served
by
denver
water.
A
A
lot
of
that
has
has
come
to
light
in
the
last
two
years,
as
we
have
looked
at
what
is
one
of
the
most
significant
points
of
feedback
from
everybody
in
the
single
for
most
people.
I've
talked
to
in
the
city
of
englewood,
which
is
city
of
englewood.
Water
is
not
necessarily
the
greatest
water
to
drink
use
in
your
dishwasher.
A
We've
got
a
lot
of
comp
comments
about
how
what
we
call
the
water
aesthetic
is
is
challenged,
and
so
one
of
the
main
things
that
we're
we're
trying
to
do
is
figure
out
how
to
fix
that.
For
our
community,
it's
been
something
that
many
people
you
know.
We've
heard
that
this
has
been
something
that
the
community
has
dealt
with
for
30
plus
years.
We'll
we'll
talk
a
little
bit
about
that.
I've
lived
here
for
three
years
and
I
do
notice
the
hardness
of
the
water.
A
I
do
drink
it,
but
it
is,
it
is
definitely
the
harder
water.
So
our
goal
here
is
is
is
to
try
and
figure
out
the
most
cost-effective
way
to
essentially
solve
that
problem
and
city.
Ditch
is
our
main
pipeline
supply
supply
pipeline,
a
supply
line
for
for
water
supply
to
the
city
and,
and
so
that
sets
the
the
stage
for
the
discussion
we're
gonna
have
tonight
and
and
really
gives
you
a
background
for
how
we
got
here.
I
Great?
Is
my

Well,
let's
get
started
so
the
the
the
the
the
point
of
this
presentation
is
to
provide
a
background
on
city,
ditch
its
history
and
the
beneficial
reasons
that
we
see
in
piping,
the
city
ditch
raw
water
delivery
system,
so
city
dish
is
sourced
from
chatfield
reservoir.
It
is,
it
is
within
the
south
platte
basin,
but
it's
actually
fed
and
plumbed
directly
into
the
reservoir.
I
It
is
a
natural
gravity
flow
system,
meaning
that,
via
via
valve
control,
we
can
we
can
control
how
much
water
is
released
from
the
reservoir
into
the
ditch
and
it'll
flow
by
gravity
all
the
way
to
its
to
its
end
point,
the
active
reach
is
between
chatfield
reservoir
and
harvard
culture
park.
It's
about
12
miles
total
in
its
active
length
about
eight
of
that
those
miles
are
already
piped
and
about
two
and
a
half
miles
between
chatfield
reservoir
and
the
the
city's
water
treatment
plant
intake
still
remain
open
channel.
I
So
it's
it's
a
combination
of
open
channel
and
pipe
system.
The
city
does
own
operate
and
maintain
the
ditch.
We
actually
took
ownership
over
the
1970s
from
denver
water.
The
water
that
anglewood
uses
is
sourced
from
water
rights
that
that
we
possess
the
water.
That's
delivered
to
our
contract
users
that
I'll
talk
talk
about
in
a
couple
minutes
actually
comes
from
denver
water,
so
we
are
responsible
for
conveying
the
water,
but
those
contracts,
users
are
actually
getting
their
water
from
from
denver
water,
so
he
uses
the
ditch
again.
I
The
city
of
englewood
uses
that
as
a
raw
water
supply
that
we'll
take
for
treatment
and
then
distribution
to
our
customers,
and
then
we
have
over
a
dozen
contract
users
that
that
use
that
water.
Between
april
1st
and
october
31st,
again,
that's
water
that
they're
actually
receiving
or
have
a
right
to
through
denver
water,
but
the
city
of
englewood
conveys
it
to
them
via
the
city.
Ditch
system.
I
So
a
brief
timeline
on
some
of
the
the
relevant
points
in
in
history
that
are
important
for
this
discussion.
The
the
this
was
originally
constructed
in
the
1860s
in
1950s
peter
mentioned
that
that
englewood
is
an
island
within
a
sea
of
denver.
Water
1950s
was
when,
when
englewood
became
its
own
utility
and
as
part
of
that
decision
to
to
become
independent
of
denver
water,
the
construction
of
the
union
avenue
pump
station
was
was
completed
that
that
allowed
the
city
to
bring
water
off
the
river.
I
The
construction
of
the
treatment
plant
was
completed
and
city
leadership
at
the
time
did
a
really
good
job
of
securing
water
rights.
During
that
period
in
the
1970s,
the
city
took
ownership
over
the
ditch
from
from
denver
water
between
between
chatfield
reservoir
and
harvard
gulch
in
the
1980s
is
where
things
really
start.
I
Changing
that
impacts
the
the
quality
in
the
river
and
a
couple
things
happen
at
that
point
in
time.
One
was
the
the
the
initial
development
of
highlands
ranch
and,
at
that
point
in
time,
the
centennial
water
and
sanitation
district,
which
is
responsible
for
providing
water.
The
highlands
ranch
entered
into
a
water
lease
agreement
with
the
city.
I
That
also
was
the
period
of
time
where
the
mercy
gulch
wastewater
treatment
plant
was
constructed.
That's
the
the
treatment
facility,
that's
that's
treating
all
the
wastewater,
that's
generated
in
highlands
ranch
and
at
this
point
in
time
the
population
of
highlands
ranch
is
a
little
under
ten
thousand
moving
forward
into
to
the
last
couple
decades
into
the
2000s.
I
First,
we
had
the
the
t-rex
project
for
those
that
have
been
around
for
for
a
longer
period
of
time.
That
was
the
project
that
that
actually
severed
city,
ditch
at
its
from
its
historic
termination
point
to
to
harvard
gulch
where
it
terminates
now
the
city
of
littleton
and
angle
had
entered
into
an
intergovernmental
agreement.
I
I
I
I
Our
current
operation
is
pumping
off
the
the
river
and
so
there's
associated
power
impacts
and
operations
impacts
related
to
having
a
pump
system
versus
having
a
gravity
flow
system
from
a
resiliency
standpoint.
It
just
gives
us
more
redundancy
in
our
raw
water
system.
So
we
have.
We
have
greater
redundancy
now
having
two
systems
that
can
that
can
meet
our
demands
from
a
safety
standpoint.
A
buried
pipe
is
a
safer
piece
of
infrastructure
than
an
open
channel
system
with
water
flowing
in
it
and
from
a
reduced
capital
investment
standpoint.
I
The
increased
water
quality
can
potentially
reduce
the
amount
of
capital
investment.
We
have
to
do
from
a
process
standpoint
of
the
treatment
plant
to
handle
the
the
water
quality
issues
that
can
come
from
our
south
platte
river
intake,
and
so
let's,
let's
talk
a
little
bit
about
what
what
has
impacted
the
water
quality
in
the
river
over
time
and
there's
a
couple
major
reasons
so
one
one
of
which
is
the
development
of
highlands
ranch.
I
So
in
the
1950s,
when,
when
englewood
became
its
its
own
utility
and
developed
its
own
system
and
were
bringing
water
off
the
river
highlands,
ranch
was
still
a
ranch.
So
it's
all
open.
It's
all
open
country,
there's
no
development
fast
forwarding
to
1985.
Again
we
see
that
we
see
the
beginning
of
the
development
of
highlands
ranch
and
so
in
the
center
there
you
can
see
those
initial
homes
again
we're
we're
at
about
10,
000
or
so
residents
at
this
point.
I
But
you
also
have
the
construction
and
and
beginning
of
operation
of
the
of
the
wastewater
treatment
plant
and
that
that
wastewater
is
discharging
right
in
the
river
upstream
from
our
intake.
So
from
a
from
a
safety
standpoint,
it's
it's
safe
water.
It
just
contains
water
quality
parameters
that
can
that
can
impact
water
aesthetics
from
time
to
time
so
fast
forward
to
now
and
we're
almost
completely
developed
out
in
highlands,
ranch
we're
well
over
a
hundred
thousand
residents.
I
It's
it's
also
all
the
development
that's
surrounding
the
river
and
so
so
tracking
back
to
the
mid
50s,
when,
when
englewood
became
a
utility,
there's
not
a
whole
lot
of
development
along
the
south
plat
river
corridor.
So
there's
a
lot
of
drainages
that
are
going
into
the
river
and
at
this
point
it's
mostly
overland
flow
and
it's
not
really
impact
they're
influenced
by
development
so
fast
forward
today,
and
you
can
see
that
that
that
area
is
almost
entirely
built
out
and
developed,
and
so
that
development
influences
the
water
that's
going
into
the
river
river.
I
So
there's
storm
water
collection
systems
that
are
collecting
runoff
from
streets
and
parking
lots
and
those
are
that
flow
is
eventually
discharging
in
the
river
upstream
of
our
intake
and
again,
that's
all.
That's
all
influencing
the
the
quality
of
the
water
that
that
we're
getting
through
our
intake,
which
is
almost
due
west
from
the
from
the
from
the
allen
water
treatment
plant.
I
So
again,
peter
mentioned
we're
in
a
concept
phase
for
this
project
development.
We
are
as
part
of
that
concept
phase
where
we're
in
a
working
on
scoping
out
what
this
initial
preliminary
planning
and
and
concept
engineering
involves,
and
so
so
these
are
the
the
aspects
of
that
that
planning
phase
work,
that
that
will
be
part
of
this
initial
phase,
so
we'll
be
looking
at
various
alternatives
for
piping,
the
ditch
we'll
be
looking
at
right
away
or
what
type
of
easement
or
property
needs
will
be
associated
with
the
work.
I
What
type
of
permitting
would
be
needed?
The
hydraulic
capacity
of
the
system
clearly
there's
going
to
be
some
minor
interagency
coordination
and
and
community
outreach
as
well.
So
the
purpose
of
a
concept
phase
is
to
and
analyze
all
the
different
issues
associated
with
it
and
basically
come
up
with
a
more
fully
developed
plan
and
a
preliminary
design
for
the
work
for
anticipated
schedules.
So
we
are
again
in
the
scoping
phase.
Now
we
are,
we
are
tracking
towards
initiating
initial
the
phase.
I
One
concept
activities
later
this
year
with
the
detailed
design
potentially
kicking
off
the
later
part
of
next
year
and
due
to
those
obligations
I
mentioned
earlier
about
our
commitments
to
provide
water
to
contract
users.
We
may
we
may
need
to
phase
construction
out
over
multiple
seasons
outside
of
the
irrigation
season,
so
that
we
can.

We're
trying
to
do
is
we're
trying
to
get
that
direct
connection
from
chatfield
to
the
allen
plant,
so
the
reaches
that
we're
most
that
we're
talking
about
most
that,
I
think,
have
triggered
a
lot
of
the
discussion
from
englewood
the
discussion
from
littleton
as
well
as
englewood.
When
we
met
with
matt
and
doug
last
fall,
I
think
it
was
a
november
time
frame.
A
The
goal
of
this
project
is,
if
you
see
the
where
it
says
the
open
channel
sections,
is
it's
really
those
those
those
upper
two,
the
lower
one?
That
area
is
actively
in
a
development
process
with
the
with
the
city
of
littleton,
and
so
that
is
already
through
the
development
process.
That's
going
to
be
piped
as
part
of
their
development.
A
The
other
two
are
the
ones
that
are
in
the
community
of
littleton
that
we're
looking
at
piping
and
that's,
I
think,
what
is
triggering
of
this
reaction
from
from
both
the
the
littleton
historical
society,
as
well
as
the
angle,
historical
society,
which
is
why,
which
is
why
we're
engaging
with
you
all
right
now,
this
process,
you
had
a
question.
I
just
wanted
to
provide
a
little
bit
more
context.
So
I'll
turn
it
back
over
to
you.

thanks
that
was
my
basic
question.
You
know
just
kind
of
checking
with
the
the
map
and
portions
and
I
guess
just
while
I'm
going
out
to
labor
things,
but
you
know
I
would,
I
would
assume
kind
of
going
forward
that
these
would
require
four
or
four
permits
from
the
core,
as
I
would
kind
of
assume,
these
are
waters
of
the
u.s.
F
So
you
know
that's
more
of
just
when
you're
going
through
your
kind
of
planning
processes,
you
may
want
to
consider
that
there
may
be
requirements
like
section
106,
consultation
and
stuff,
which
would
be
the
responsibility
of
the
army
corps
or
other
federal
agencies,
but
just
from
my
side
of
stuff,
I
see
sometimes
that
not
included
in
project
timelines
and
then
it
turns
into
a
crunch.
So
just
as
a
note
note,
there.
A
Yeah,
I
think
that's
a
really
good
point
for
us.
Environmental
clearance
is
one
of
the
one
of
the
first
phases
that
will
be
occurring
over
this
this
first
year
as
we're
working
on
design.
I
think
the
the
the
flip
side
to
that
is
that
when
you're
talking
about
a
a
historic
water
supply
system,
piping,
historic
water
supply
systems
are
not,
as
is
not
as
regulated
as
as,
if
you're,
in
a
if
you're,
in
a
dry
gulch
that
has
you
know
that
has
an
ephemeral
stream
in
it.
A
So
it
is
something
that
we
will
be
looking
at
is
something
we
have
to
pay
attention
to
and
as
it
relates
to
the
section
106
consultation
that
was
that
was
that
initially
triggered
some
of
this
initial
discussion.
I
I'd
like
to
give
some
context
on
that.
So
we've
been
working
for
the
last
20
minutes.
There
are
20
months,
it
feels
like
20
minutes,
but
it
feels
like.
A
Actually,
it
feels
like
more
than
20
minutes,
20
months
on
securing
funding
to
address
a
backlog
of
significant
deferred
maintenance
projects
in
the
water
system
and
that
that
funding
mechanism
is
called
wifi.
It's
the
water
infrastructure,
financing
and
innovation
act
through
the
epa
and
is
when
we
initially
submitted
a
letter
of
interest
on
that,
and
we
had
a
suite
of
projects
that
did
not
include
the
the
piping
of
the
city
ditch
as
we
move
forward
with
the
development
of
an
application
we
thought
of
what
are
the
broader
con.

That's
what
triggered
that
there.
The
epa
process
independently
triggered
consultation
and
letters,
went
out
as
part
of
that.
Well,
we
we
received
some
of
the
feedback
on
that
which
was
which
came
as
a.
It
came
back
as
as
an
opposition
to
this
this
approach
and
this
this
this
project
and
because
the
wifi
program
is
so
much
bigger
than
this
one
project.
A
A
So
this
will
be
a
non-federally
funded
project
it'll
be
funded
by
rates
and
fees
independently
through
your
through
your
basically
your
water
bill
and
will
be
capital
capital
funded
through
that.
So
that
gives
a
little
bit
more
of
how
how
the
consultation
was
originally
provided
back
in
the
fall
and
why
we,
why
we
pivoted
on
that
because
of
the
the
importance
of
the
broader
60
million
dollars
that
we're
accessing.

I
have
a
question,
and
first
of
all
thank
you
all
for
being
here
and
giving
this
to
us
really
interesting
and
good
to
have
this
background
peter
you
just
mentioned
the
earlier
consultation.
Was
there
historic
documentation
done
of
the
city
ditch
at
that
time,
and
if
so,
is
it
possible
for
us
to
like
look
at
that
and
just
see
what
was
what
was
done
at
that
time?.

We
don't
know
we
didn't
do
it
all.
Basically,
the
epa
set
out
sent
out
a
notice,
and
this
was
independent
of
us.
We
actually
didn't.
Even
we
only
got
notice
from
the
epa
that
said
hey.
We
got
these
responses,
we
didn't
realize
they
were
sending
out
that
consultation
as
part
of
their
their
due
diligence
on
the
application
side
of
their
of
the
project.
A
In
fact,
actually
the
one
of
the
things
that
is,
that
we're
working
through
right
now
that
that
is
somewhat
of
a
hiccup
somewhat
of
a
holdup,
is
one
of
the
main
things
that
we
are
funding
with
wifi
as
well.
Is
the
replacement
led
service
lines,
so
city
of
englewood,
a
lot
of
the
services
that
go
from
the
pipe
to
the
person's
home
are
led
and
if
you've
been
paying
any
attention
to
lead
service
lines
over
the
last
several
years.
A
This
is
something
that,
from
a
federal
perspective,
there's
a
goal
nationally
to
get
these
replaced
as
soon
as
possible.
So
we
are
utilizing
a
significant
amount
of
that
wifi
of
funding.
To
do
that.
One
of
the
things
that
they've
they've
asked
us
to
do
is
to
look
at
a
historic
designation,
consult
a
106
consultation
on
the
lead
service
line,
piece
of
that.
A
So
in
reality,
that's
we're
trying
to
solve
what
is
an
epa
driven
priority
and
in
doing
that,
there
were
potentially
were
potentially
delaying
our
low
interest
loans
to
address
that
priority
because
of
working
through
the
possibility
that,
as
we
as
we
replace
an
individual,
led
service
line
that
there
might
be
some
kind
of
a
historic,
historic,
designation
issue
there.
When
we
replace
lead
service
lines,
we
essentially
cut
a
a
hole
in
the
street
and
then
they
do
it
through.
A
They
typically
will
do
it
through
a
pipe
puller
and
so
there's
not
even
a
but
there's,
usually
not
an
above
ground
disturbance.
This
disturbance
is
in
the
street
so
backing
all
the
way
up.
That's
how
we
that's
how
this
consultation
occurred
was
as
part
of
their
due
diligence
as
we
move
through
this
application
to
understand
where
federal
funds
are
being
used.

Well,
I
mean
to
talk
about
the
lead
service
lines.
Obviously
that's
a
huge
issue
and
there's
there's
been
a
lot
of
problems
with
that
and
from
a
safety
standpoint.
That's
that's!
Certainly
I
I
would.
I
would
be
surprised
if
there
was
any
kind
of
opposition
historically
to
the
replacement
of
the
lead
service
lines.
From
that
now,
the
the
city
ditch
is
a
little
bit
of
a
different
situation.

I
think
that
this
you
know
I
I
could
only
under
I
listen
the
position
you
guys
are
in
it's
difficult
right,
speaking
engineer
to
engineer
here.
There's
a
there's,
a
solution
at
hand
for
a
problem
and
the
easiest
route
is
through
the
city.
Ditch
any
engineer
would
look
at
this
situation
and
go
hey.
This
makes
sense.
I've
been
talking
with
sean
and
talking
with
you
peter,
you
know.
Last
november,
I
don't.
H
I
don't
think
anybody
in
the
city
expected
this
to
be
a
problem
right,
it's
a
ditch
and
nobody
probably
would
have
even
given
it
a
second
thought,
the
other
side
of
this
from
the
historic
you
know
historic
societies,
those
involved
littleton
englewood.
We
saw
that
as
we
had
no
idea.
This
is
coming
absolutely
no
clue
talking
with
a
couple
council
members.
They
they
didn't
even
know
a
whole
lot
about
it
either.

It
was
something
that
was
probably
still
used
in
the
planning
stages
and
hadn't,
even
necessarily
left
much
of
the
the
water
department
in
englewood.
So
as
a
historic
society,
you
know,
as
the
historic
societies
were
involved,
they
the
obligation
was
there
to
make
it
known
that
it
was
a
historic
historic
landmark,
and
the
reality
is.
Is
that
the
history
behind
this?
It
isn't
just
a
ditch.
It
is
the
oldest
man-made
anything
in
this
area.

I
I
don't
know
I
mean
what
what
are
your
thoughts
here
on.
Obviously
we
didn't
talk
about
the
mechanics
behind
this
at
all
as
to
what
the
actual
impact
to
the
ditch
will
be
itself,
but
you
know
I
think
earlier
discussions.
There
was
the
concept
of
potentially
piping
it
next
to
next
to
the
ditch
and
leaving
the
the
ditch
in
its
original.

You
know
integrity
in
place.
Another
idea
was
potentially
leave
the
ditch
as
is
and
or
the
actual
position
and
everything
and
put
it
deeper
in
the
ditch.
If
you're
pressurizing,
the
pipe
you
know
conceivably,
you
know
redirecting
or
doing
all
that
could
be
a
possibility.
Of
course,
that's
not
taking
into
consideration
costs
or
anything
like
that,
because
I
wouldn't
know
those
right
now
so
before
I
keep
rambling
on
here
peter
would
you
want
to
would
you
want
to
comment
any
of
that
sure.

I
I
think,
there's
a
few
things
so
I'll,
try
and
see
if
I
check
them
all
off.
So,
let's
first
talk
about
you
know
the
surprise
of
of
this
project.
So
we
talked
november
18th
is
is
the
first
time
we
actually
sat
and
met.
That
will
tell
you
that's
about
as
early
on
as
as
any
really
conceptualization
of
this
project.
This
has
been
something
that's
been.
That's
been
a
development
over
time
when
we
were
looking
at
throwing
it
into
the
putting
it
in
the
whiffiest
suite
of
projects.
A
We
were,
we
put
a
name
in,
we
didn't
have.
We
didn't
have
any
clue
of
what
it
generally
meant.
We
threw
together
a
wild,
a
wild
estimate
of
what
we
thought.
A
project
cost
would
be
based
on
a
linear
foot

it

supply
to
the
community

mutually
exclusive

each

we
are
looking

preserving

ditch
to

we
can

in

plant

back

the
allen

gonna
right

no
intention
to
touch

there

preserve

question
of
how
much

we
pipe
it

chatfield
to
the
allen
plant,
yet

preserve

areas

englewood,
proper
of
the
areas
that
are
remaining
that
are
on
that

unpiped.
That
preserves
the
ability
to
observe
the
the
historical
character
to
some
degree,
because
right
now,
eight
miles
of
the
12
mile
12
and
a
half
mile
or
12
miles
is
piped.

two-thirds
of
it's
already
been
piped,
so
is
two-thirds.
The
right
number
is
80.
The
right
number
should
it
have
been
left
completely
open.
You
know
that
so
it's
where's,
the
right
right
point
in
this
in
terms
of
how
much
of
preserving
the
historic
significant
significance
is,
is
accomplishes
the
goal
of
being
able
to
show
the
historic
ditch
in
itself.
So
that's
something

consider
as
far
as
alternatives

we
can.
We

engineer
our
way
around
any
of
this.

is

premium

associated
with
that
historic,
preserving

significance,
then

present

it

policy
decision

council

we
are
going
to
make
sure
that
we
are
going

incorporate
that
cost

our

payers

preserve

offset
that
cost
such
that
we're
providing

solution

city
of
englewood
water
users
and

any

to
preserve

historic
significance
is
funded
through
you

goco
grant
or
they're

we've

gotten
some
we've
gotten
some
information
on
a
few
possible
grants
out
there,
but
again
you
have
to
you

get
the
grant.

to
make
sure
the
grant

covers
those
costs
when
we
presented
this

the
council

an
informational
item,
the
feedback
we
got
from
the
council
was
this

one

the
comments

the
council

this

means
the
representation
of
the
total
council.

was
just
a
feedback
point
of
one
of
the
council.
Members
was

it's
going

cost
more
to
our
water
rate
payers,

historic
significance
in

city

littleton,

difference
needs
to
be.

is

water
regime

ditch

the
water
is

would

to
the
ditch

likely
mimic

in
the
highline
canal
today,

we
were
to
preserve
the
ditch
section
as
opposed
to
what
people
experienced
today,
which
is
a
flowing
ditch

april
1st
to
october
31st.

I
want
to.

want
to
make
sure
people
understand
that
there
are
going
to
be
changes
to
the
regime
of
the
ditch,
that's
just
a
purely
a
function
of
of
water
supply
and
is
not
uncommon
for
for
historic
ditches
in

denver
metro
area.

recognizing
that
there's

cost
of

practical

door

any
opportunity

work
together
to
try
to
accomplish
all

goals,
because
again
this
was
a
10-year
decision

years
ago,
which
I
don't
think

inconsistent

goals
and
the
priorities
of
of
the
community
as
a
whole
as
it
relates
to
water
supply.
If
anything,
water
supply
in
the
last
10
years
has
just
gotten
even
more
of
a
priority
in
the
front
range,
as
opposed
to
less
of
a
priority,
and
so
our
goal
is
to
work
together
and
historic.

creates
an
obstacle
that
that

we
think
could
potentially
impact
that,

also
is
inconsistent
with
the

council's
directive
as
it
stands
right
now,
and

have
to

off

our
goal

designation
of
that
as

of

designation
is

conflict

purpose
of
the
ditch,
which
is
a
water
supply
system,
and
so
it
was
originally
triggered
as
part

community
trail.
