meaning
that's
going
to

studying
a
special
flash
study
session
so
but

the
most
part
it's

five
items
on
that
agenda.

I

really
get
clear
consensus
last
night
if
we
wanted
to
just
go
ahead
and
have
the
discussion
on
body
piercing
and
tattoo
shops
right
now
that
one's
on
their
off
leash
spark
discussion,
dog
park,
discussion,
grants
for
career
training
and
apprenticeship.

its
that
most
of

online
sales
are
already
being
taxed
if
it's
a
direct
sale
seller
to
purchaser.
But
there
are
several
major
retailers
who
do
third-party
sales
and
those
third-party
sales
are
not
being
taxed.
So
an
individual
could
buy
something
and
if
they
happen
to
get
it
from
the
the
primary
seller,
another
primary
sellers
brand.
They
would
pay
city
tax.
But
if
it
happens
to
be
sold
from
an
Associated
third
party,
they
don't
pay
city
tax.
So
what
the
state
did
was.

included
an
additional
definition
to
make
sure
everybody
understands
that
it
doesn't
matter
if
you're,
a
third
party
marketplace
or
a
primary
marketplace
that
you,
if
you're
shipping,
something
into
the
city,
you
pay
the
city
sales
tax.
So
what
we
would
be
doing
is
amending
our
sales
tax
ordinance
to
include
the
state's
definition
of
marketplace
vendor
and
we've
looked
at.
We
found
at
least
one
other
city
that
has
has
done
this,
and
so
they
they
included
some
additional
language
to
make
sure
that
there's
no
confusion
about
third
party
marketplace.

in

state
law,

we
pick
again
we're
mimicking
the
state.
You
don't
want
to
anything
new,
but
that
comes
right
out
of
the

way
fair
case

allowed
third-party
retailers
to

do
it

you
want
to
use
the

passed

ordinance

first
ordinance

two
more

go

effect.

it's
gonna
take
a
little
bit
of
time
to
get
it
going.

we
want
to
get
it
moving
as
quickly
as
possible,
but
I
don't
see
how
the
difference
of
a
week

gonna
change.

on

the
April
13th
vaccine,
that
one
April
20th
right
now,
we
just
have
two
items:
large
sales
tax
increase
for
reader
direction.
In
a
previous
study
session,
where
I
think
we
settled
on
5%
and
the
first
reading
of
approval
of
a
sub-grantee
agreement
with
the
rapaho
County
for
2019
CDBG
funds.

Moving
on
to
April
27th
I'm
gonna
have
the
March
20
20
financial
review.
That's
the
one
where
we
probably
will
definitely
start
to
see
the
decline
in
revenue
and
then
we'll
have
the
downtown
matters
to
be
a
discussion
or
update
a
preliminary
review
of
the
2020
one
through
2025
major
capital
request,
also
known
as
CIP
ethanol
improvement
plan.

what
we
have
talked
about
is
trying
to
get
all
boards
and
commissions
on
by
May
1st
in
terms
of
for
electronic,
if
they
need
to
still
at
that
point
in
May,
we
still
need
to
be
doing
electronic
voting
etcetera.
So

we're
just
afraid
that
enough
board
and
Commission
members
don't
have
the
technology
that
trying
to
kind
of
get
that
up
and
going
in
April
would
be
problematic.

we've
got
this
ready
to
go
ahead
and
send
well

departments
are
reporting
these
into
finance

we

plan

have

go
ahead

from
commissioners,
but
probably
not
take
a
vote
until
May.

sorry

I
was
jumping

thinking
about
something
different.
Yes,
we
can.
We
can
make
communications
to
the
to
the
boards
and
commission
members,
one
of
the
interesting
issues
happening
across
every
city,
and
it's
been
a
major
discussion
with
the
municipal
attorneys
over
the
last
two
weeks
and
it's
interesting
how
many
of
them
are
adopting
the
state.

The
state's
quasi-judicial
rules
for
allowing
quasi
judicial
hearings
most
are
like
me
and
we're
really
recommending,
because
we
like
the
public
to
be
involved
that
we
hold
off
if
we
can,
but
several
states
are
I
mean
several
cities
are
already
using
online
forums
to
do
quasi
judicial
hearings
with
their
with
their
Planning
and
Zoning
Commission.
So
as
we
roll
into
May
and
we're
not
sure
what's
happening,
we
do
have
options,
and
fortunately
the
state
has
already
laid
that
groundwork
for
how
that
happens.

And
remember:
what's
happening
in
our
Municipal
Court
right
now
is
we're
having
quasi
judicial
hearings,
arraignments
and
those
types
of
things,
so
it
can
happen
online.
We
have
the
courts
and
we
have
the
state
legislature
to
follow
with
the
issue
in
that
and
I'm,
always
so
conservative
and
how
I
give
this
kind
of
advice.
But
the
issue
is
as
we're
transferring
to
online
it.
It
is
more
difficult
to
include
the
public
and
make
sure
the
public
has
the
voice
that
they're
intended
to
have.

know
that
there
are
some
folks
on
some
of
the
Commission's
that
are
saying:
hey.
Let
us
go
at
it.
If
we
don't
have
public
hearings,
we
can
keep
working,
but
because
people
don't
come
to

meetings
except
to
listen,
there's
no
place
for
them
to
actually
say
anything
but
I.
Think
we'll
be
fine.
So
if
we
have
pressing
issues,
let's
revisit
this
again
next
week
and
admit.

be
careful
that

wasn't

opinion
about
whether
the
boards

commissions
meet

just
really
focused
on

difficulties

this

come
