size

current
use

automotive
service
facility.
The
project
overview
is
a

unit.
Multi-Family
development,
which
calculates
out

46.9
dwelling
units
per
acre.
The
site
is
comprised
or
the
project
is
comprised
of
a
four-story
multi-family,
building
containing
361
units
and
340
30,
sorry,
34
rental,
townhome
units
and
seven
three-story
buildings.

proposed
use
in
the
Pud
again
is
for
residential
they've
proposed
the
height
limitation
of
65
feet,
with
their
building
coming
in
at
approximately
60
foot,
eight
inches
currently
and
38
feet
for
the
town
homes.
The
project
is
proposing
to
increase
landscape
requirements
from
eight
percent
to
37
percent
and
proposing
a
total
of
638
off-street
parking
spaces
which
calculates
out
to
1.6
bases
per
unit,
and
our
current
code
requirement
is

enhancements

multimodal

traffic

curb

turn
onto
Oxford,
widening
Oxford
east
of
Navajo
to
provide
two
through
Lanes
adjacent
to
proposed
developments.
Additionally,
new
street
lights
and
upgrading
the
bus
stop
at
the
southeast
corner
of
Oxford
and
Navajo.
They
are
additionally
providing
detached
five
foot,
sidewalks
and
six
foot
tree
lawn
buffer
areas
to
increase
pedestrian
safety.

recommends
conditional
approval
of
the
case
based
upon
the
approved
criteria
found
within
the
staff
report
and
the
condition
that
applicant
meet
all
requirements
and
improvements
requested
by
Public
Works
traffic
and
utilities,
which

listed

well
as
proposed.
Multimodal
improvements
will
be
reviewed
and
approved
by
Public
Works

clarification

traffic
concerns

City
requirements

maintenance

owners

these

sidewalks
in

never
going
to
see
Sun
who's
responsible
for
the
maintenance
of
those
sidewalks
in
terms
of
snow
removal
and
pedestrian
safety
kind
of
stuff
there,
and
then
also
in
addition
to
that.

this

think
this
is
more
of
a
question
for
staff
and
city
the
cross.
There's
a
crosswalk
that's
going
to
go.
They
show
that
the
pedestrians
are
gonna
cross
Navajo
over
to

their
property

the
west
side
across
Navajo
and
then
take
the
sidewalk
across
this.
Currently
there
across
over
to
the
Light
Rail
station
and
I
was
wondering
if
there
were
and
I
might
have
missed
something
if
there
was
going
to
be
any
additional
crosswalks
placed
from
that
entry
exit
point
on
that.

understand
where
the
city
is
going
to
be
response
is
the
city
responsible
for
maintenance
of
those
sidewalks
or
the
property
owners,
and
then
also
are
there
additional
crosswalks
that
are
going
to
be
added,
because
I

speak

personal
experience

people
go
from
both
corners
and
I.
Think
the
tendency
is
going
to
be
from
both
Corners
as
opposed
to
just
the
one.

terms

the
domestic
water
supply,

the
city
has
a
hydraulic
model
that
we
run
for
most

developments,

demands

development

utility,
the
preliminary
utility
plan
from
the
developer
and
ran
it
in
our
hydraulic
model
to
verify
that
there
is
capacity
in
our
system.
They'll
also
be
installing
private
means
throughout
their
property,
and
so
we
used
our
hydraulic
model
to
help
us
size.

have

Oxford
station
Transit

planning

get

not
specify
a
different
set

requirements
for
their
sidewalk
length.

the
sidewalks
adjacent
to

this
development

think
five
feet
detached
definitely
serves
the
goal
and
then
further
connections,
perhaps
north

Oxford,
can
maybe
be
re-evaluated.

continues
to
come
to
this
area
in
the
Light
Rail
station
area.

What
my
one
of
my
concerns
is.
The
problem
is
going
to
be
traffic
backing
up
across
Santa
Fe
with
additional
people
there.
It's
already
a
terrible
terrible
situation,
because
people
don't
know
which
lane
to
be
in
and
so
they
get
in
the
wrong
lane
and
then
they
cut
across
and
they
block
people
who
are
trying
to
come
into
that
area
and
and
I
just
don't
know.
I
know
that
the
I
don't
believe
the
traffic
signals
on
Santa
Fe
are
under
our
control.

If
they
are,
is
there
going
to
be
some
study
done
to
get
the
timing
of
those
lights
modified
so
that
people
don't
get
backed
up
into
the
Santa
Fe,
especially
turning
left?
If
you're
traveling
Southbound
on
Santa
Fe
turn
left
onto
Navajo,
it's
really
easy
to
get
caught
in
that
intersection
when
people
are
blocking
people
from
either
turning
right
or
going
straight,
so
I
live
over
here.
I
go
through
that
intersection
every
single
day,
at
least
once
so
I'm
pretty
familiar
with
some
of
the
challenges
and
I
just
don't
know.

So
pay
for
the
questions
a
little
bit
to
unpack
there.
So,
yes,
we,
we
definitely
are
aware
of
the
the
you
know,
the
two
intersections,
the
close
proximity
and
and
the
congestion
that's
being
experienced
there
currently
I'll.
Let
the
developer
maybe
speak
to
some
of
the
specifics
of
the
analysis,
but
the
first
item
I'll
speak
to
is
that
as
folks
come
from
Santa
Fe
towards
Navajo
that
kind
of
competing
for
different
Lanes
trying
to
merge
over.
So
that
was
one
of
the
goals
of
the
widening
to
the
east
of
Navajo.

As
you
kind
of
spoke
to
you
know
we're
between
a
rock
and
a
hard
place
here
so
I'm
working
within
those
constraints.
We
tried
to
work
with
the
developer
on
finding
you
know
what
Solutions
can
we
can
we
make
now?
What
improvements
can
we
make
now
with
the
understanding
that
Santa
Fe
is,
you
know
a
beast
of
its
own
and
it
has
very
high
traffic
volumes
and
so
I
know.

One
thing
that
the
developer
speaks
to
in
the
study
is
the
a
future
pel
study
along
Santa
Fe.
That
CDOT
will
complete
so
we'll,
obviously
we're
trying
to
keep
tabs
on
that
and
make
sure
the
city's
well
involved
and
ensure
that
some
solutions
come
out
of
that,
hopefully
or
short
and
long-term
projects
for
this
intersection,
but
we
are
requiring,
as
part
of
the
signal,
improvements
that
Navajo
and
Oxford
to
take
a
look
at
the
coordination
between
the
two
signals
have
a
conversation
with
CDOT
and
say:
okay
with
existing
conditions.

Typically,
though,
we
like
to
concentrate
on
the
pedestrians
to
a
singular
Crossing,
and
you
know
an
additional
had
demand
and
such
close
proximity
to
an
already
congested.
A
couple
of
intersections
might
be
complicated,
but
I
will
definitely
take
note
of
that
and
and
keep
that
in
mind,
as
as
further
reviews
proceed.

If
in
certain
situations
that
traffic
light,
you
cannot
see
it
because
it
lines
up
exactly
with
the
drain
tracks,
and
there
are
people
who
run
that
light
because
they
don't
see
it
in
time
if
they're
not
familiar
with
the
area,
so
stopping
them
ahead
of
that,
it's
just
a
really
weird
light
and
I
hate
to
have
to
cross
and
my
vehicle
go
across
Oxford
staying
on
Navajo
without
like
I
crawl
across
there
hoping
somebody's
not
going
to
broadside
me
because
they
come
flying
over
that
hill.
But
anyways.

just
the

of
any

the

the
top

project

we
completed
in
Arvada
Gateway
at
Arvada.

street

Arvada

they're
on
light
rail
and
similar

we

Englewood
kind

older
sites

are
changing
uses
as
they
meet

well
as
some
other
projects

that
are
just
kind

showing
just

we

for

from
a
high

this
kind

rectangular,

it's
very
interesting

this

historically

industrial
area
that
developed
along
Santa
Fe.
Now,
of
course,
it's
a
light
ray
light
rail
Corridor,
it's
a
multimodal
transportation
node
and
it's
so
important
how
this
site
remains
attached
or
anchored
to
that
Transportation
Hub.

is
a
longer
block
pattern
here
and
then
we
transition
to
a
single-family
neighborhood
in
Jason
Park
as
we
move
to
the
east,
but
it's
important
to
understand
that
transition
of
this
historically
very
Industrial
Area,
this
site
itself,

has
three
industrial
users
on
the
site,
including
Sam's
that
has
operated
there
for
over
40
years
next
slide,

This
gives
us
a
really
good
kind
of
immediate
site
context.

we
go

the
bottom,

you

number
one

almost
go
counterclockwise
a
few
of
you
have
noted

intersections

some

great
challenges

one

looking
West
along
Nava
or
excuse

challenges.
There
is
not
infrastructure
built
on
this
site.
There
are
not
sidewalks,
it
is
not
knitted
into
the
fabric
of
the
community.
Number
two
I
think
is
probably
one
of
the
most
challenging
pedestrian
intersections
in
the
city
at
Navajo.

That's
looking
southbound
there
on
Navajo
and
shows
just
the
grade
separation
that
people
have
today
there's
really
not
a
connection
at
all
a
safe
connection
down
to
the
street
number
three:
that's
as
you
look
North
on
that
same
Navajo
street,
again,
not
existing
sidewalks,
it's
more
of
an
industrial
storage
yard,
there's
really
no
way
for
that
pedestrian
connections
and
then
four
and
five
again
showing
the
southern
site
really
from
Quincy.
These
are
industrial
Yachts.
Today,
more
storage
capacity

again
no
neighborhood
fabric.
That's
established

things
that
guide

a

we

train

this
entire
Community

told
change

it

this

developed
with
really
high
parking

we're
doing
it
again.

traffic
in

adding

more

not
going
to
solve
the
traffic
and
the
parking

cars

process
of
looking
at

housing.

city

if
we're

to
continue
to
add
people
to
that
area,

safe
access

Rail

tired

it
never

fault

this
particular

space

of

63
percent

Revenue
comes

sales

percent

from

property

have
to

can't

wants
to
build

a
business
here
unless
they
have

underused

Cinderella
City

other

demographics

when

suburbs

built

people

retirees.

our
shopping
base
and
that's

the
reasons
Central
City
died
so
city
leaders

staff
developed

comprehensive
plans

include
mass
transit

bring
Shoppers

need

some
density.

love

blending

neighborhood
with
the
industrial
area
nearby

was
really
great.
They
don't
have
to
build
something:
that's
beautiful
to
walk
by

currently
walk
by
that
area,

it's
just
you
know
it
could
be
vibrant
with
a
lot
of
people
over
there
and
you
just
kind
of
drop
off
and
there's
no
end
of
path.

most
part
anyone

that
does
struggle
we
get
into
the
next
level
of
care

believe
that
addiction
is
a

moral
of
failing.

it's
a
medical
condition,
it's
something
that
like,

a
diabetic
forgets
to
take
their
insulin,
their
blood
sugar
goes
up
right,

so
what
happens
is
we?
We
try
to
look
at
it
as
a
medical
condition,
treat
the
addiction
using
lots
of
evidence-based
practices,
use
mat,
which
is
a
medication.
This
is
a
treatment.
It's
a
great
idea
to
help
people
on
the
path
to
recovery,
so
yeah
we
just
we
give
them
multiple
chances
and
until
we're
done
with
them,
then
we
then
we
move
them
on
somewhere
else.

going

take
somebody

work

through
addiction,
circumstance
sometimes
criminogenic

find
themselves
homeless
on
the

they
want
to
come
in
they're
willing

can

much
anybody
we

signed

contract
with
the
city

and

hire

cruise
there
to
do
various
different
landscaping
jobs.

groups

classes

incorporated

program,
and
we
also
have
an
employment
course
that
they
start
and
they
go
through
with
one
of
our
case.
Managers
is
specific
to
employment,
so
that
is
our
Employment
Specialist,
so
we
teach
them
how
to
interview
how
to
dress
how
to
write
a
resume
all
of
the
different
pieces
that
go
into
trying
to
find
a
job.
We
also
have
some
some
of
our
folks
that
come
in
and
they
need
help
getting
their
GED,
so
we
help
them
with
that.

a
great

we
are
very
selective
when
we
choose
a
building
to
put
our
sites
in
so
Boulder.
There
is
an
RTD
Station
directly
across
the
street
same
thing
for
our
Aurora
site
in
this
location.
Not
only

light
rail
right
behind
us
by
I
believe
it's
almost
two
blocks,
but
there's
a
good
bus
system
that
runs
up
and
down
the
main
streets
there.

highly
utilize
public
transit,
mostly
because
we
don't
really
want
we
when
folks
come
in
and
start

through
our
program,
we
classify
them
as
trainees.
We
don't
want
our
trainees
spending
money
on
cars,
insurance
and
gas.

them
focused
on
finding
the
best
job
for
them
so
that
they
can
move
forward
in
housing
and
finding
a
car
comes
later.
We
do
get
creative
if
we
want
to
take
them
out
hiking
or
going
to
a
Rockies
game
or
something
of
that
sort.

what
we're
proposing

context

this

This
is

basic

building

will
be

will
be

going

make
a
large
Improvement
to
the
street

dormitory

paid

lot
of
attention

proximity
of
offices
and
people

are
staff
being
able

with
everybody
and
available
to
everybody.
Whenever
needed,
we've
got

large
kind
of
dining
area
conference
room
for
a
meeting,
Lounge
areas
throughout
meeting

private
offices
for
kind
of
one-on-one
meetings
and
skills
training.

chef
that
runs
that
kitchen,
so
they
do
have
all

training

they
would
have
if
they
were

our
commercial
kitchen.

then
we
do
take
the
team.

is
that
they
choose

culinary
skill
set
and
in
working
in
that
social
Enterprise.

up
and

Boulder

they
can

events

work
out

catering
kitchen,

at

proportion

they

skills
down
again,

want

have
to
have
some
time

model
and
their

was

now,
whether
that
means
they
have
to
go

meet
additional
state
requirements
or
federal
requirements?

not
always
part
of
our
our
purview
as
far
as
we're
doing
our
research.

Obviously
the
renovation
to
the
building
will
be
on
the
inside

we
want
to
make
sure
we

There

sprinkler
systems

safety
mechanisms
that
need
to

place
so
that
our
trainees
are
safe,
whether
they're
sleeping

the
building.
We
do
take
safety
at
a
very
high
level.

a
firefighter
for
nine
years
before
jumping
into
this
line
of
work,
so
very
careful
about
how
we
plan
our
buildings
and
what
we
actually
put
in
and
how
we
how
we
actually
structure
the
dormitory
sleeping
where
you
know
our
trainees
mostly
sit
for
different
activities.
If
you
look
at
the
square
plan
that
Heidi
has
up
where
you
see
the
round
tables
there,
that
is
a
kitchen
area.
We
are
going
to
have
some
walls
that
come
down
so
that
we
can
have
a
larger
space
for
when
we
get
together.

houses
operate
very
much
like
your
home
or
my
home
would,
or
you
know,
no
matter
where
you
take
your
visitors

go
and
start
to
chat.
Everybody
ends
up
in
the
kitchen
at
some
point,

we
do

lot

activities

in
that
space.
Our
funding
comes
from

Revenue

we
earn
in
our
social
Enterprise

then
fundraising
through
donors.

are

They

manager

have

of
those
scheduled
for
the
24
7
facility,
and
then
we
have,

the
dedicated
case,
managers
that
that
work
in

building

behavioral
health
case
managers.

people

are

are
tax,
certified
or
cpfs's
that
certified
peer
and
family
Specialists
through
the
state
of
Colorado
that
work
with
our
or
with
our
trainees.
There's
two
of
those,
and
we
also
have
an
Aftercare
case
management
work
with
the
clients.
One
year
post
graduation,
we
have
an
Employment
Specialist,
which
helps
people
get
those
those
good
paying
jobs.

When
they
graduate
our
program,
we
have
a
housing
specialist
which
helps
deal
with
the
interns
when
they
first
come
in
and
also
gets
people
housed
on
the
back
and
when
they
leave,
because
it
really
is
no
good
to
have
somebody
for
a
year.
They
wind
up
back
on
the
streets
or
staff,
are
specifically
trained
and
targeted
in
interview
processes
to
fill
those
the
specific
positions.

it's
it's
252
hours
of
of
24-hour
million
management
that
occurs
and
then
there's
there's
200
hours
of
of
case
management.
That's
done
every
week
in
those
buildings.
So
it's
it's
a
pretty
impressive
work
that
we
have
a
full-time,
Development
Department
that
goes
out
and
raises
the
money
for
us
and
our
admin
folks
are
involved
in
it
as
well.
