brooke
bell
and
I
am
a
senior
planner
with
the
city
of
inglewood
community
development
department
today,
I'm
here
to
talk
a
little
bit
about
solar
access
and
how
it
relates
to
zoning
codes.
So,
first
of
all
what
is
solar
access.
Solar
access
is
the
ability
for
people,
buildings
and
the
natural
environment
to
have
access
to
the
sun's
light
and
heat.

The
first
zoning
code
was
written
about
a
hundred
years
ago
in
new
york
city
and
one
of
the
purposes
of
that
zoning
code
was
to
regulate
access
to
sunlight
and
heat
and
the
city
of
new
york.
At
that
time,
their
code
put
some
limitations
on
building
height
on
building
mass
and
location
of
buildings
on
the
lot.
A
Now
what
affects
solar
access?
Solar
access
is
a
combination
of
location
on
earth
and
summer
versus
winter,
so,
for
instance,
in
the
summer
the
days
are
long
and
the
sun
is
high.
So
there's
great
solar
access
in
the
winter.
There
is
shorter
days
and
the
sun
is
lower
in
the
sky,
limiting
solar
access.

Panels
can
also
be
installed
on
the
ground,
but
they
are
treated
as
accessory
structures
and
somewhat
limited
to
their
size
and
location
on
the
lot.
The
city
of
inglewood
is
currently
assessing
our
zoning
code
through
a
public
process
and
in
2021
we're
going
to
be
rewriting
the
entire
zoning
code.
This
is
something
we
would
love
to
have
your
participation
in,
and
there
may
be
an
ability
to
adjust
some
of
the
codes
that
deal
with
solar
access.
