Approval
of
the
payroll
from
February
19th
2018
through
March
4th
2018
in
the
amount
of
two
million
seven
hundred
sixty
two
thousand
four
hundred
two
dollars
and
fourteen
cents
I
also
moved
arrow
from
March
5th
through
March
18,
for
the
amount
of
two
million
seven
hundred.
Eighty
thousand
seven
hundred
seventy
three
dollars
and
27
cents.
C
A
E
Anybody,
madam
chair
members,
the
committee
Coburn
eyes,
it's
an
online
platform
that
we
were
using
on
a
trial
basis
for
the
the
first
planned
development
we
used
it
for
was
the
1450
Sherman,
the
Albion
development
that
plan
development
has
concluded.
We've
canceled
it
for
that
planned
development.
We
used
it
for
one
other
planned
development,
the
601
Davis.
Since
then,
we've
moved
on
and
we're
using
another
public
engagement
tool.
Civic
comment.
So
that's
the
one
we're
using
currently
for
1727
oak,
as
well
as
the
128
Chicago
Avenue.
E
D
Thank
you,
I
am
another
question
and
that
is
on
the
hotel
tax.
We
have
a
hotel
who
overpaid
their
hotel
tax
by
fourteen
thousand
six
hundred
and
thirty
six
dollars
and
15
cents.
That's
pretty
huge
overpayment
of
a
hotel
tax,
so
I
asked
a
bunch
of
questions
and
I'm
told
it's
none
of
your
business.
We
don't
reveal
that
kind
of
information
to
lowly
aldermen
or
anybody
else.
What
I
want
to
know
is
somebody
in
the
law
and
the
finance
department
knows
exactly
how
much
they
should
be
paying.
Is
that
correct,
good.
D
Surely
there's
a
formula
for
how
much
they
pay
correct?
How
about
when
an
alderman
is
so
interested
in
this
detail?
Why
wouldn't
you
say,
look
Hotel
tax
is
here's
the
formula
for
a
hotel
tax.
We
can't
tell
you
anything
specific,
but
the
hotel
tax
is
like
10
cents
on
a
dollar
and
and
we
figure
it
based
on
the
number
of
rooms
times.
The
number
yeah
I
mean
something:
what's
the
formula
right.
D
F
D
F
Right,
we
did
on
it
the
return
information
that
they
provided.
They
provided
the
gross
receipts
for
the
year
and
confirm
with
the
number
of
rentals
that
they
did,
overpay
it
at
eight
and
a
half
percent
rate,
as
opposed
to
seven
and
a
half
percent
rate.
So
this
was
vetted
through
both
accounting
and
revenue.
Before
the
refund
went
on
to
the
bills
list.
A
D
B
G
Madam
chair
members
of
the
committee,
so
when
the
bills
were
submitted
in
the
vin
voice
was
submitted
to
the
city
in
March.
Again
it
was
the
first
time
passport
had
contacted
the
city
in
regards
to
the
invoices
prior
to
the
invoice
that
they
sent
in
the
months
that
were
being
mentioned
in
the
which
is
August,
November
and
December,
I'm,
sorry,
August,
October
and
November.
G
They
were
sent
to
a
prior
employee
and
so
that
information
did
not
get
into
the
bills
list
at
the
time
because
of
the
transitioning
that
was
occurring
and
passport
did
not
update
their
records
to
make
sure
the
appropriate
staff
person
was
receiving
the
invoice.
And
so
what
ended
up
happening
is
we
received
the
September
invoice
only
because
the
new
parking
manager
was
in
communications
with
employee
and
it
gave
that
and
they
gave
the
employee
the
invoice
at
the
time.
G
However,
their
processing
system
that
was
not
updated
to
give
the
correct
email-
and
so,
in
that
case
it
kept
going
to
the
prior
employee
and
not
coming
to
the
new,
the
new
employee
that
was
supposed
to
be
receiving
the
invoicing
and
unfortunately,
they
did
not
provide
us
or
did
not
follow
up
after
the
first
or
two
invoices
weren't
paid
prior
to
inform
us
that
they
weren't
paid
into
March.
And
so
we
were
not
aware
of
the
discrepancy,
and
so
we
were
informed
at
the
end
of
March,
which
is
why
they're
in
the
bills
list.
D
G
We
have
addressed
that
so
that
in
the
future
this
will
not
occur
again.
However,
at
the
time
we
were
an
hour
that
this
happened,
and
so
it
definitely
was
a
mess,
but
we
do
have
now
in
place
a
process
so
that
redundancy
in
case
someone
is
not
able
to
receive
emails.
We
have
a
backup,
so
that
has
been
implemented
and
in
the
future.
That
should
not
happen
again.
D
A
D
A
You
see
no
lights,
no
questions
can
follow.
Those
in
favor
say
aye
all
right,
any
opposed
all
right.
That
motion
carries
item
three
point:
two
is
an
agreement
with
Evanston
Township
High
School
to
supply
school
lunches
for
the
2018
Summer
Food
Program.
The
staff
recommends
that
Council
authorized
city
manager
to
execute
an
agreement
between
the
city
of
Evanston
and
Edmiston
Township
High
School.
This
agreement
is
to
provide
lunch
meals
for
2018,
Summer,
Food
Program
and
then
not
to
exceed
amount
of
three
dollars
and
25
cents
for
lunch.
A
This
is
a
reimbursement
program
in
which
the
total
amount
of
the
reimbursement
the
city
will
receive
is
solely
dependent
on
the
number
of
meals
served
and
varies
depending
on
the
level
participation
funding
is
budgeted
in
the
business
unit.
Recreation
outreach
program
where
program
expenditures
are
charged
back
and
revenue
credited
there's
130
excuse
me
hundred
twenty-five
thousand
dollars
allocated
for
this
program,
of
which
15
dollars.
Seventy
nine
cent
has
been
expended,
and
this
is
for
action.
Second,.
B
A
B
D
I
want
to
make
a
comment
on
behalf
of
one
of
my
constituents
having
to
do
with
a
three
point.
Three
and
a
three
point.
Four
I
realize
french-kiss
is
just
two
little
teeny
tables
tears,
but
my
constituent
asked
me
to
mention
that
it
is.
She
loves
outdoor
seating,
but
it
is
getting
more
and
more
difficult.
D
She
says
to
traverse
the
sidewalks
where
there
are
these
little
added
cafes
and
that
it's
important
for
the
restaurant
tours
to
be
careful
about
keeping
the
chairs
of
the
tables
back
so
that
people
can
walk
by
especially
people
with
baby
carriages
and
wheelchairs
and
people
who
are
obeying
the
law
by
walking
their
bicycles
and
anyway.
She
says
it's
getting
very
difficult
for
pedestrians
to
walk
down
the
sidewalk.
D
H
One
of
the
changes
that
we
made
this
year
is
that
we're
requiring
that
the
site
plan
be
affixed
to
the
window,
it'd
be
posted
in
the
window
so
that
we
do
have
one
of
our
field
inspectors
that
does
check
these
layouts.
So
if
the
the
you
know
the
site
plan
is
in
the
window,
it
makes
it
easier
for
everybody
to
make
sure
that
it
is
compliant.
A
Can
I
just
that
one
more
thing:
I
wasn't
good
I
didn't
think
about
it.
Until
now,
I
had
a
similar
complaint
last
year
and
it
read
out
on
Evanston,
where
there
is
the
outdoor
cafe
seating,
and
then
we
have
the
beautiful
planters
that
sometimes
the
outdoor
seating
starts
to
coach
over,
and
so
you
have
even
a
smaller
space,
because
there
is
one
of
the
very
lovely
planters,
and
this
was
from
someone
who
is
visually
impaired
and
so
uses
the
walking
stick
and
found
it
very
difficult
to
maneuver
downtown
Evanston
at
certain
spaces.
H
A
I
Sorry
about
that
staff
recommend
City
Council
approval
first
time,
application
for
a
sidewalk
cafe
permit
for
Rock
and
ravioli
a
type
two
one
rest,
a
type
one
restaurant
located
at
10:12,
Church
Street,
the
sidewalk
cafe,
will
consist
of
six
tables
with
two
seats,
each
for
a
seating
capacity
of
twelve
and
will
operate
Wednesday
through
Sunday
from
11
a.m.
until
10
p.m.
this
is
for
action.
Second,.
A
D
C
C
J
The
main
cost
of
this
is
to
do
a
street
pavement
assessment,
so
they
use
a
very
technical
truck
that
has
laser
scanners
on
it,
as
well
as
five
to
six
cameras.
So
as
they're
driving
down
the
street,
they
can
clearly
identify
every
crack
in
the
street
and
that
helps
to
do
the
the
rating
of
the
street.
In
addition,
they
also
use
a
non
of
testing
of
the
road
base.
They
basically
drop
a
weight
onto
the
street
and
they
measured
vibrations
to
determine
how
sound
the
the
road
basis.
J
So
this
is
a
tool
that
engineering
has
been
using
since
2000
to
rate
two
different
streets
prior
to
that
it
was
very
subjective.
You
send
a
staff
employee
out
and
they
kind
of
look
at,
and
they
can't
see
all
the
different
cracks
that
a
laser
could
pick
up,
and
so
it
was
very
subjective
and
we
didn't
feel
like
we
were
actually
getting
the
the
worst
streets
addressed.
So
that's
why
in
2000
we
switch
to
this
type
of
a
process.
So
it's
a
very
technical
type
of
process.
That's
used.
J
It
takes
out
the
human
factor
and
it
can
give
you
some
really
good
reports
and
rating
of
the
streets,
so
they
combined
the
deflections,
the
cracking
the
the
base
of
it.
There's
four
different
factors
are
used
to
come
up
with
a
street
rating
and
it's
on
a
scale
of
0
to
100.
In
heaven
we
generally
have
streets
that
are
rated
below
50
and
we
address
those
streets
first
and
then
we
start
dressing.
The
ones
that
have
a
rating
between
60
and
70.
J
A
brand
new
street
would
have
a
rating
of
100
like
Sheridan
Road
without
rating
of
honors.
So
we
don't
plan
to
do
any
of
that.
I
mean
we're
gonna
do
that,
but
we
went
to
any
repair
work
to
it
and
then,
based
on
the
type
of
issues
that
they
find
with
the
street.
We're
determine
what
type
of
well
the
engineer
recommends,
and
we
generally
follow
the
recommendation.
What
type
of
reconstruction
which
we
didn't
have
to
do
base
replacement?
Can
we
just
know
and
resurface?
J
All
those
type
of
factors
are
discussed
as
we
do
this
at
the
once.
The
work
is
completed.
We
come
back
to
the
City
Council.
We
share
the
results
with
them
and
we
get
concurrence
that
we
want
to,
or
in
the
past
we've
gotten
concurrence
that
we
want
to
address
the
streets
with
the
worst
grading.
Then
the
other
ones.
J
J
From
that
video
recording
and
then
you
can
read
the
signs
and
we
can
have
all
of
our
signs
placed
into
our
GIS,
so
we
know
which
signs
are
there
and
that
and
what
they
say
which
is
good
for
us,
where,
when
we
have
to
replace
signs,
we
just
know
what
the
number
of
signs
are.
When
we
had
to
replace
the
street
sweeping
signs,
we
are
guessing
as
how
many
signs
our
world
needs.
Only
this
will
allow
us
to
have
an
accurate
count
for
that.
J
Pavement
markings
is
another
inventory
that
will
do
you're,
aware
of
all
the
double
yellow,
striping
or
skip
white
striping
and
actually
the
parking
spaces.
So
on
an
item
later
on,
the
agenda
today
is
pavement
marking
and
we
go,
and
we
try
to
divide
to
see
up
into
five
areas
and
we
refresh
the
pavement
marking
again,
as
we
visually
observe
it.
This
way,
we'll
have
all
the
pavement
markings
done
there
and
we'll
know
when
they
were
last
done.
So
if
we
were
for
in
area
one,
we
don't
get
all
the
striping
within
that
area.
J
C
J
J
B
Oh
I'll
just
follow
up
Dave
in
just
a
longer
lines
of
question.
All
of
them
suffered
I.
Think
we're
all
up
here
very
concerned.
We.
If
our
budget
talks
I
mean
we're
starting
him.
Early
I've
heard
is
Louis
3
as
high
as
six
and
excuse
me
as
lot
as
high
as
five
and
possibly
six
million
so
I
mean
just
talking
to
some
of
my
colleagues.
We're
gonna
be
paying
really
close
attention
to
some
of
the
things
that
you
know,
staff
is
presenting,
and
so
I
don't
know.
B
If,
for
the
five
years
is
an
industry
standard,
I
was
assuming
since
I've
been
on
council
I,
you
know,
you've
been
very
good
about
forecasting
what
roads
to
be
needs
to
be
done,
and
a
lot
of
that
is
based
on
the
water
main
projects
as
well.
So
I'm
gonna
ask
a
stupid
question.
Just
given
the
really
tight
budget
constraint,
what
if
we
pushed
out
whatever
data
that
you
collected
five
years
ago,
six
years
I
mean?
Are
we
really
going
to
be
losing
efficiencies
with
waiting
another
year?
To
do
this
assessment?
B
J
J
The
the
street
rating
is
at
about
$140,000,
and
if
you
divide
that
by
five,
that's
how
much
you're
actually
paying
a
year
to
get
this
work
done
for
you,
so
we're
already
kind
of
stretching
we're
already.
You
know
an
engineer
and
we're
always
starting
to
look
at
what
streets
are.
He
resurfaced
in
2019,
because
we
we
go
out
and
we
try
to
TV
inspect
us
who
remains
underneath
them.
J
We
have
to
figure
out
the
width
we
have
to
if
we're
get
a
widen
and
we
want
to
make
sure
the
Ottoman
are
in
favor
of
that
before
we
actually
start
design
so
2019
streets
already,
we
met
today
to
start
talking
about
2019
streets,
York
and
all
the
MFT
streets.
To
get
resurfaced
also
are
wait
based
on
this,
so
you
know:
there's
street
resurfacing
other
than
the
water
main
there's
street
resurfacing
done
by
MFT
and
by
CDBG
as
well,
and
all
those
how
we
select
those
get
considered
from
this
rate
right.
B
To
thank
you
day
for
that
response.
We're
gonna
have
to
figure
out
a
whole
lot
of
money
and
I
would
much.
Rather,
you
know,
use
these
meetings
as
an
opportunity
to
really
push
our
staff
to
figure
out
what
things
could
potentially
wait
and
I
know
that
you're
excellent
at
budgeting
and
there's
probably
an
efficiency
with
going
five
years
out,
but
just
given
our
budget
constraints
I.
Think
that
not
an
engineer
but
I'm
going
to
assume
that
you
probably
since
2012,
you
have
a
list
of
streets
that
really
need
our
attention
and
I
guess.
B
I
would
start
with
that
list
of
whatever
streets
and
then
just
focus
on
those
because
I
don't
even
know
where
our
CIP
budget
is
going
to
be
this
year,
and
so
that's
what
I
would
consider
alright
I
guess.
That's
what
I
would
ask
the
committee
to
consider
this
may
be
a
project
that
we
can
hold
at
least
over
til
next
year
and
utilize.
The
previous
data
all.
D
J
That
is
correct.
We
have
actually
we're
starting
a
third
way
of
trying
to
lengthen
the
streets.
There's
the
crack
sealing.
That's
on
the
award
for
tonight.
At
the
last
council
meeting,
you
approved
patching
work,
so
we
we
spent
six
hundred
thousand
dollars
patching
streets
as
well
and
then
later
on
this
year,
and
we
did
a
pilot
program.
Last
year
we
use
a
rejuvenation
project
which,
a
year
after
you
resurface
of
streets,
go
back
in
and
you
put
more
like
tunas
product
into
it.
J
Some
more
chips,
don't
and
that
will
extend
the
life
of
those
streets
as
well.
However,
we
Evanston
can
never
keep
up
with
with
replacing
streets
as
frequently
as
we
should,
so.
We
generally
allocate
1.1
million
to
1.2
and
MFT
and
1.1
and
CIP
funds
for
street
resurfacing
so
somewhere
in
the
neighborhood
two
point:
four
million.
If
we
really
wanted
to
try
to
get
our
streets
up
to
something
where
all
streets
had
a
rating
of
60
or
higher,
we
would
have
to
spend
way
more
than
that
funding
annually.
To
be
able
to
do
that.
J
So,
at
the
funding
level
that
we
currently
have
we're
really
only
addressing
the
streets
at
F
of
rating
below
50
and
sometimes
between
50
and
60.
So
it's
it's
setting
the
standard
of
how
good
our
streets
are
in
Evanston,
we're
trying
to
stretch
the
life
by
doing
all
these
other
measures
as
best
as
we
can.
A
D
You
we're
being
asked
to
request
the
council
authorize
the
manager
to
execute
a
one-year
contract
extension
for
crack
ceiling
service
with
patriot
pavement
pavement
maintenance
in
the
amount
of
$80,000.
This
contract
is
one
of
those
awarded
by
the
municipal
partnering
initiative.
They
move
approval.
I
J
Not
all
wind
up
in
the
parkway
after
the
first
plan
we
this
is
we
go
out
and
we
you
rout
out
a
crack
that
exists,
and
then
you
put
an
asphalt
material
in
there.
Sometimes
if,
if
water
gets
in
there
before
they
put
the
material
in
which
generally
doesn't
happen,
it
will
pop
out,
but
it
has
it
it's
very
good
I.
It
works
98%
of
time.
There
are
some.
C
J
And
sometimes
you
do
this,
and
we've
been
doing
this
now
for
more
than
five
years,
so
I'm
gonna
say
that
some
of
the
streets
that
we
did
this
on
five
years
ago,
the
crack
right
next
to
the
original
crack,
has
gotten
worse
and
expanded,
now
orders
getting
into
that
same
void
area
and
starting
to
freeze
thaw
underneath
it
and
popping
this
the
sealer
out,
okay.
But
this
is
this.
J
A
J
The
streets
that
we
were
doing
on
this
time,
we're
resurfaced
between
2010,
there's
three
streets
through
service
in
2010
to
in
2012,
one
in
2013
and
one
in
2014.
So
we
look
at
the
streets
that
we
resurface
within
the
past
five
years.
This
is
subjective,
our
guys
go
out
and
look
at
it
and
say:
oh
this
street
needs
to
crack
ceiling
now.
J
A
Thank
you,
I
see
no
more
lights.
This
has
the
most
motion
in
a
second
all,
those
in
favor
of
item
3.6,
say
aye
aye
aye.
Any
opposed.
All
right
motion
carries
item
3
point
7
is
the
contract
extension
for
2018.
With
the
precision
pavement

incorporated
for

the

recommends
City
Council
authorized
city

to
execute
a
one-year
contract
for
pavement
marking
with
precision
pavement
marking
incorporated
in
the
amount
of
ninety
two
thousand
dollars.
A
This
is
part
of
a
bid
to
the
municipal

partnering
initiative
funding
will
be
through
the
2018
capital
improvement
in
parks,
system
funding
and
with
a
budget
of
$175,000
remaining
balance.
Right
now
is
$85,000,
and
the
parking
system
has
a
budget
of
two
million
four
hundred
fifty
two
million
four
hundred
fifty
thousand
dollars,
with
the
remaining
balance
of
one
two
thousand
one
hundred
twenty-eight
thousand
three
hundred
and
twenty
one
dollars.
This
is
for

A
A
I
Staff
recommends
to
the
approval
of
the
purchase
of
the
purchase
of
a
Ford
SUV
outfitted,
with
light
sirens
and
other
necessary
equipment
for
operations.
This
is
a
replacement
vehicle,
Evanston
Police

2014
for
SUV,
as
it
was
in
an
accident
and
the
insurance

deemed
the
vehicle
totaled.
The
replacement
vehicle
will
be
purchased
from
Currie
motors
in
the
amount
of
twenty
eight
thousand
four
hundred
eighty
six
and
outfitted
by
heavy

incorporated
in

I
K
B
K
M
Good
evening,
madam
chair
members
of
the
community,
I
mean
members
of
the
committee
I'm.
Sorry
this
particular
vehicle
was
involved
in
an
accident
where
an
individual
turned
in
front
of
the
officers.
While
he
was
driving,
the
officer
was
slightly
injured,
vehicle
was
totaled
and
the
individual
that
was
driving
the
vehicle
that
committed
the
violation
was
placed
under
arrest
for
driving,
while
intoxicated.
B
M
A
C
C
L
C
L
Chair
members
of
the
committee
good
evening,
Fire
Chief
Brian,
Scott
I'm,
all
the
man
suffered
and
this
ambulance
is
going
to
be
replacing
fleet
ambulance
three-one-seven,
which
is
a
2005
international.
So
it's
13
years
old
and
it's
got
about
eighty
nine
thousand
miles
to
that
particular
vehicle
in
terms
of
front-line
service.
C
L
C
L
C
B
Great
moving
forward
and
also
I,
can't
remember
his
name
Sean.
Can
you
just
Shawn
just
I
would
love
to
see
the
picture
of
the
totaled
out
vehicle
and
for
chief
again,
I
know
that
you
guys
are
really
good
at
budgeting
and
you're,
mindful
of
the
taxpayer
dollars
I
would
love
to
because
vehicle
purchases
come
up
all
year,
so
you're
not
being
picked
on
it's
something
that
we're
gonna
have
to
deal
with
throughout
the
rest
of
the
year.
I
would
love
to
get
some
information
that
I
can
read
to
educate
myself.
B
You
know
Mike,
my
car
has
over
a
hundred
and
fifty
miles
and
I
Drive
it
every
day
and
I
Drive
it
farther
than
the
four
by
seven
miles
that
it
is
to
get
to
any
place
here
in
Evanston.
So
I
would
love
to
be
able
to
do
some
education
on
my
own,
so
I
would
love
to
whatever
you
can
send
me
to
read.
I'd
appreciate
it
and
it's
you
into
the
rest
of
the
council
yeah.
That
would
be
great.
L
L
Optimally
that
would
be
a
benefit
to
the
city,
but
it's
in
our
current
model.
We
have
a
jump
ambulance
at
Station,
three,
where
we
do
have
a
third
ambulance
that
we're
able
to
put
in
frontline
service
the
trade-off.
There,
though,
is
that
we
have
to
take
a
fire
company
out
of
service
to
accomplish
that.
Yes,.
E
B
L
Operating
under
our
plan
to
way
which
is
to
frontline
ambulances,
okay,
the
only
time
that
they
would
see
that,
as
if
those
two
frontline
a
Melissa's
wedding
service,
our
third
jump
ambulance
would
go
into
service.
So
in
effect
it
would
be
a
fourth
ambulance
in
need
in
the
city,
and
we
would
bring
in
a
neighboring
community
to
do
that.
Now,
we're
very,
very
fortunate,
a
city
Evanston
that
our
fire
companies,
all
of
them-
are
als
equipped
with
the
equipment
and
paramedics.
So
in
terms
of
response
times
initially
to
the
residents.
L
A
I
D
Not
11
right,
yes,
we're
being
asked
to
approve
the
purchase
of
three
vehicles
for
the
Public
Works
Department
from
Monroe
truck
equipment,
national
fleet,
Auto,
Group
and
J
X
Peterbilt
in
the
amount
of
let's
see
I'm
going
to
start
over
here.
Let's
see
these
are
three
different
vehicles
in
the
amount
of
Munro
truck
equipment
is
in
the
amount
of
a
hundred
and
four
thousand
eight
hundred
eighty
dollars
national
fleet.
D
A
I
B
I
Requests
approval
to
renew
a
three-year
contract
with
HOH
water
technology,
incorporated
a
sole
vendor
to
continued
service,
providing
chemical
treatment
of
water,
HVAC
systems
and
various
city
facilities.
The
contract
include
three
one-year
extension
subject
to
acceptable
performance
of
the
vendor.
The
total
cost
of
the
three-year
contract
is
forty
thousand
three
hundred
forty-one,
which
includes
a
1.5
percent
increase
each
year.
This
is
for
action.
I
C
D
A
A
D
A
B
A
D
This
is
ordinance
38,
Oh
18,
which
amends
the
city
code
379
regarding
the
senior
citizen
and
persons
with
disability
taxi
program.
This
and
the
amendment
includes
an
increase
in
the
participants
share
from
$4
to
5
and
changes
the
boundaries
of
the
program
to
within
the
corporate
boundaries
of
the
city
of
Evanston.
This
was
held
on
March
12
until
April
9
today,
and
staff
is
recommending
that
we
move
to
suspend
the
rules
and
take
move,
introduction
and
action.
This
evening,
I
therefore
move
suspension,
introduction
and
action.
Second,.
C
N
N
You
know
the
actual
rides
and
where
people
are
going,
the
whole
coupon
is
worth
$10
and
at
that
time,
in
October
2016
we
did
a
60/40
split,
so
the
city
eight
sixty
percent
and
then
the
ride
are
forty
percent.
So
now,
with
the
move
to
the
debit
card,
you
know
it's
a
50/50
subsidy,
and
so,
if
we're
going
to
be
fair
for
the
individuals
who
are
receiving
the
subsidy
on
the
debit
card
side,
then
we
want
to
be
fair
to
both.
N
B
A
quick
question
in
a
comment:
I
apologize,
I
missed
the
last
meeting
when
you
presented
this,
you
know
one
of
the
concerns
coming
out
of
Human
Services.
That
I
had
is
just
you
know,
just
a
few
times.
I
would
hear
complaints
from
our
seniors
regarding
how
they
were
treated
in
those
brief
interactions.
B
So
my
first
question
is
Miss
Thompson
is:
have
you
figured
out
a
way
to
better
capture
those
complaints
and
feedbacks
from
our
seniors
that
are
either
not
picked
up
or
not
dropped
off,
where
they
want
to
be
dropped
off
and
also
I
realize
that
there's
something
that
have
an
expectation
that
the
driver
is
going
to
help
them
with
taking
their
bags
in
the
house?
I
mean
the
list
goes
on
and
on.
How
are
you
capturing
those
I'm.
N
So
so
I
think
you
know
changing
the
program.
Initially,
we
thought
about
moving
directly
to
the
debit
card
and,
after
eight
nine
focus
groups,
we
felt
that
that
was
not
a
good
decision
at
the
time,
but
we
feel
that
moving
eventually
to
the
debit
card
will
take
away
some
of
that,
because
the
cab
drivers
have
no
idea
of
who's
who's
on
a
subsidy.
So
if
they're,
if
they're
using
the
debit
card,
then
they
can
go
wherever
and
the
cab
driver
will
receive
the
full
fare
right.
O
N
Then
the
amount
totally
is
subsidized
up
to
a
limit
amount
depending
on
a
person's
income.
So
we
feel
that
will
take
away
some
of
that
right
now.
If
a
person
has
any
problem
with
a
cab
driver,
he
or
she
would
need
to
call
3-1-1
and
make
a
report
I,
always
advise
riders,
not
to
argue
with
the
cab
drivers.
To
simply
say
you
know,
this
is
the
program.
N
B
E
N
N
So
we'll
be
able
to
track
all
of
that
as
far
as
which
company
they
used
to
hell'
a
cab
or
you
know,
get
an
uber.
The
other
part
about
the
debit
card
is,
if
an
individual,
if
you
lose
your
coupon
now
it's
lost
like
right.
Now
we
can
cut
it
off
and
also
when
we're
talking
about
balances
on
the
card
that
there's
a
number
on
the
car,
they
can
call
to
find
out
their
their
balance,
but
they
can
also
call
3-1-1
to
get
a
balance.
N
B
So
my
last
final
comment
is
just
really
thank
you.
I
mean
doing
anything
that
creates
change
is
always
difficult,
and
an
old
staff
worked
really
really
hard
to
get
this
right
and
I
can
even
one
of
my
seniors
in
our
church
who
started
off
like
really
concerning
I
would
see
her
every
single
Sunday
and
in
here
the
anxiety
and
the
voice,
and
just
over
the
last
couple
of
months
of
your
focus
group.
She
miss
Lomond,
who
you
probably
know
very
well,
is
comfortable
and
you've
moved
her
from
anxiety
to
neutral
willing
to
try.
So
so.
N
A
E
A
Oh
Futterman,
rue
Simmons,
I'm
Sarah,
you
ready!
No
all
right!
Thank
you.
So
does
that
carry
still
right?
Yes,
all
right!
Thank
you.
Alright
item
three
fixes
ordinance,
43
OH
18,
decreasing
the
number
of
Class
C
liquor
licenses
for
Lao,
something
beautiful
at
16,
33,
orange
and
Avenue
staff
recommends
that
we
adopt
this
in
the
ordinance
amending
the
city
code
to
decrease
the
number
of
authorized.
Slack
Class,
C
liquor
licenses
from
26
to
25
staff,
recommends
suspension
of
the
rules
for
introduction
in
action.
A
I
Staff
recommend
City
Council
adoption
of
ordinance,
4400
18
amending
city
code,
subsection
3
for
6d
to
decrease
the
number
of
authorized
Class
D
liquor
licenses
from
50
to
49,
Las
Palmas
resident
restaurant
of
Evanston
doing
business
as
Las
Palmas.
This
staff
recommends
suspension
of
the
rules
and
introduction
action
all.
A
D
P
P
L
A
Right
so
I
had
a
question:
who
is
the
staff
for
this
one?
Thank
you.
This
came
up
for
me
because
I've
come
here
some
days
and
some
days
we
have
a
lot
of
people
and
some
days
I
have
no
people.
I
was
here
with
the
resident
and
my
ward
who
we
came,
and
she
was
the
only
person
here
and
so
I
guess.
I
would
like
to
these
numbers
were
helpful,
but
I
guess
I
would
like
to
know
a
couple
things
so
who
schedules
the
time?
Does
the
attorney
schedule
their
own
caseload?
A
Is
someone
scheduling
that
for
them?
Are
we
making
sure
that
we
are
scheduling
that
so
that
we're
making
the
most
efficient
use
of
the
paid
staff?
Also
there's
this
breakdown
here
of
whether
people
appeal
online,
written
or
in
person?
And
if
you
could
just
clarify
that
for
me,
is
that,
whether
your
appeal
online,
written
or
person
you
come
in
to
speak
to
the
judge
or
I
just
want
to
make
sure
that
we
are
not
paying
people
and
their
we're,
not
eating
the
most
for
our
money?
There
sure.
F
Good
evening,
man
chair
members
of
community,
again
Alex
Torres,
Revenue
Manager,
also
I
managed
the
Administrative
Hearings
division
to
the
first
point.
The
the
tickets
are
kind
of
broken
out
in
two
ways.
I
think
best
to
look
at
in
parking
tickets
are
separate
kind
of
than
the
compliance
tickets,
which
the
police
write
property
standards,
Health
Division,
when
the
police
write
their
tickets
or
property,
the
the
hearing
state
is
already
set
on
the
ticket.
F
They'll
move
the
date
from
the
docket
from
the
original
date
to
the
date
at
the
request,
and
so
when
that
happens,
there's
also
kind
of
a
hole
that's
put
on
the
the
hearing
to
not
allow
late
fees
or
anything
like
that
be
applied
to
the
ticket,
a
similar
process
with
parking
tickets.
It's
kind
of
the
same
way.
The
parking
tickets
are
heard
two
times
on
Wednesday.
There's
a
9:30
call
on
a
one
o'clock,
call
kind
of
the
same
premise
that
they're
the
person
when
the
written
the
ticket-
actually
those
ones,
don't
have
a
predefined
date.
F
It's
you
could
call
within
the
ten
days
before
letters
generated
if
there's
no
payment
on
the
ticket,
there's
an
automatic
what
they
call
a
ten
day
letter.
That's
issued
out
that
sets
a
default
judgment
date.
So
if
they
don't
shut
the
default
judgment
date,
then
there's
a
default
judgment
basically
saying
there
was
a
no-show
that
the
citation
stays
and
then
there's
still
another
legal
recourse
that
they
can
basically
do
a
motion
to
set
aside
default
judgment
say:
hey
I
missed
the
court
date.
F
A
Who
is
in
charge
of
so
that
calendar?
So
if,
if
we
have
a,
you
know,
judge
set
to
come
on
Monday
or
whatever
the
day
is,
and
they
only
have
two
people
on
the
docket
is
someone
looking
at
that
and
saying?
Okay,
let's
move
those
people
to
the
afternoon,
so
we
and
then,
if
that
happens,
are
we
paying
the
judge
for
half
time
or
is
it
judge
paid
for
the
whole
day?
Well,.
F
F
They
might
not
be
in
here
but
they're,
actually
in
their
office,
going
through
all
the
online
tickets,
so
that,
obviously,
with
the
online
contesting
parking
tickets
is
a
lot
bigger
volume
than
the
in-person
or
even
the
written
tickets,
where
they
actually
physically
submit
the
application
with
their
appeal,
their
evidence
they're
kind
of
going
through
that
behind
the
scenes.
If
you
will.
F
And
so
the
dates
kind
of
see
tickets
are
kind
of
predefined
on
the
ticket,
and
then
they
do
run
them
on
specific
days.
So
Tuesdays
are
police
tickets,
Wednesdays
are
parking
tickets
and
then
Thursday's
our
kind
of
property
standards,
or
they
could
be
emergency
tow
hearing.
So
those
are
kind
of
set
and
the
judge
would
make
the
decision
up
say.
A
parking
ticket
wants
to
be
heard
on
a
Thursday,
very
rare
that
it
happened.
They
tend
to
keep
them
on
those
court
dates
in
which
that
they're
kind
of
set
on
a
schedule.
Okay,.
A
And
then
thank
you
very
much.
City
manager,
I
have
a
question
for
you.
I
know
in
the
memo
it
said
that
there
is
one
position:
that's
open.
Are
we
planning
to
keep
that
one
open
I
mean?
Are
we
functioning
okay
with
just
one
person
in
this
department,
I'm
thinking
about
budget
again
right?
Is
this
a
position
that
we
don't
need?
We
can
save
the
money.
Do
we
need
this
extra
person
aldermen.
P
B
I
mean
we're
we're
moving
at
a
snail's
pace,
but
we're
also
looking
at
administrative
adjudication,
but
through
the
lenses
of
the
alternatives
to
arrests
or
examiner
fees
that
are
associated
with
some
of
the
offenses.
The
juveniles
in
I
mean
I
think
when
we
last
discussed
it
with
Marty,
where,
as
wolf
that
you
were
just
in
the
process
of
transitioning
to
a
new
updated
system.
Have
you
gotten
to
the
point
where
all
the
system
is
out
of
the
excuse
me?
All
the
information
is
out
of
the
old
access
violin
into
the
new
software.
F
So
we
kind
of
put
a
hold
on
the
software
update
in
the
meantime,
until
we
kind
of
figured
out
kind
of
the
whole
breadth
of
what
we're
doing
with
Administrative
Hearings.
So
right
now,
we
do
still
have
we're
in
contact
with
the
vendor
to
do
to
the
upgrade
that
you're
referring
to.
But
we
haven't
actually
implemented
that.
Yet
we
did
wait.
F
F
D
D
Six
months
of
all
the
revenue
we
take
in,
oh
look
when
I
subtract,
all
of
the
expenses
from
all
of
the
revenue
I
can
tell
you
that
administrative
adjudication
costs,
the
taxpayers,
that
evanston
X
money
or
no
money
and
that's
what
I
want
to
know
right.
There's
no
way
I
mean
these
numbers
are
huge:
the
the
total
number
of
tickets
written
the
total
number
of
Health
Department
tickets
that
are
in
there
they're
just
enormous
numbers
here,
but
I'm
not
seeing
any
dollars
and
so
I
the
the
judges
payments.
D
F
D
I
really
want
to
know
how
much
that
is,
so
that
I
can
then
put
it
all
together,
so
that
I
know
is
it
worth
having
administrative
adjudication?
Is
it?
Is
it
more
economically
efficient
to
do
it
this
way,
as
opposed
to
doing
it
the
other
way
out
at
Circuit,
Court
I?
That's
why
we
did
this
and
I
I
know,
there's
a
way
to
tell
how
much
it
costs
for
us
to
operate.
P
Think
the
revenue
numbers
are
the
question
mark,
and
so
the
number
of
the
revenue
that
we
attribute
to
this
our
non
parking
ordinance
violations
of
miscellaneous
revenue
that
is
budgeted
as
current
year
262,000
last
year,
was
something
less
than
that
159
the
cost
associated
with
expenses
last
year,
187
967
budget
this
year,
232
371,
so
just
based
on
the
information
in
front
of
you
as
I
said
I
I,
think
there's
an
opportunity
here
to
look
further
again,
as
mr.
Thorpe
has
mentioned.
P
Not
all
revenue
that
comes
through
adjudication
is
attributed
here,
so
there's
some
additional
revenue,
but
clearly
it's
closed
now,
just
based
on
the
revenue
we're
attributing
to
it.
Are
there
opportunities
to
go
to
an
all
online
process
and
the
associated
costs
with
that?
If
we
get
out
of
the
adjudication
business
completely
and
then
let
those
items
go
back
to
'county
was
the
cost
associated
with
that?
What
are
we
really
gaining
through
the
process
and
I?
P
B
Thank
you,
the
other
thing,
just
as
a
follow-up
to
alderman
Rainey's
comments
in
city
manager,
I've
apologized,
my
memory
I
can't
access
my
old
email
since
we
migrated
over
but
I.
Remember
when
we
sat
in
the
office
with
Marty
somewhere
in
my
foggy
memory,
there
was
somewhere
around
I
think
maybe
1.3
somewhere
in
the
millions
of
dollars
in
outstanding
fines,
uncollected
and
at
the
time
it
was
a
very
long
process
to
pull
data,
to
figure
that
out
and
I.
B
Remember
it
well,
because
it
was
right
around
the
time
that
we
were
looking
at
the
amnesty
program
for
the
tickets,
so
I
I,
don't
know
why
it's
not
going
to
say
it's
not
a
priority.
I!
Don't
understand
why
we
put
that
on
hold
and
I
think
that
million
dollars
figuring
out,
along
with
all
of
an
Rainey's
questions,
along
with
ottoman
Fleming's
questions
and
the
questions
that
I
had,
of
course
around
the
administrative
adjudication.
Excuse
me
around
the
alternatives
to
arrest
I'd
like
for
that
to
start
moving
again.
I
say
that
to
both
of
you
certainly.
A
Right
I
have
one
more
last
question
for
this:
I
just
realized.
How
did
we
decide
that
the
non
parking
ordinance
violations
was
going
to
go
up
a
hundred
thousand
dollars
this
year?
Okay,
so
last
year
was
budgeted
at
152
this
year.
It's
budgeted
at
250.
F
I
mean
the
numbers
that
short
of
the
actual
so
I
bet
on
the
budget
from
its
250
a
generally
the
budget
kind
of
stayed
relatively
flat.
There
was
a
couple
of
tickets.
I
know
that
we
sent
out
like
additional
letters
too,
that
we
anticipated
like
further
enforcement
on,
but
in
terms
of
the
budget,
it's
pretty
relative,
it's
relatively
flat,
the
actuals
kind
of
when
they
come
in.
That's
what
the
are
on
this
page,
the
150
to
188
there's
the
actual.
A
P
P
I
mean
I
think
it's
a
combination
of
all
those
things
but
I
think.
Certainly
the
direction
from
the
City
Council
is
to
be
more
aggressive
overall
and
so
we're
trying
to
do
that.
But
this
is
not
going
to
be
nitpicking
on
tickets
alone,
we
have
more
tickets
written.
We
want
to
make
sure
that
we're
doing
that,
but
at
the
same
time
we
want
to
collect
what's
owed
to
us.
Okay,.
A
P
Assuming
I
saw
it
already
in
our
discussions
prior
to
his
arrival
that
you
know
these
issues
need
to
be
on
his
plate.
One
of
the
things
we've
done
now
with
the
reconfiguration
of
the
chief
financial
officers.
Responsibilities
is
refocused
on
Finance
mr.
byun's
had
other
city
wide
portfolio
issues
that
mr.
Desai
will
not,
and
so
he
will
have
more
time
to
focus
on
these
matters.
So
thank
you.
We
hear
you
loud
and
clear.
All.
A
O
Hi
everybody
so
I've
asked
for
this
to
come
back
to
Council.
As
you
probably
remember,
we
had
another
incident
on
the
Sherman
Avenue
parking
garage
with
an
attempted
suicide
I
think
that
lasted
four
to
five
hours.
I,
don't
know
whether
chief
is
here
or
not,
but
anyway
the
response
from
both
the
police
and
fire
was
substantial.
The
good
news
is
that
the
attempted
suicide
was
averted
through
the
good
work
of
our
police
and
fire
department.
O
So
I
appreciate
that
very
much,
but
clearly
something
needs
to
be
done
on
the
roof
of
the
Sherman
Avenue
parking
garage.
So
I'm
asking
for
this
to
come
back
to
Council.
The
last
estimate
we
had
for
it
was
around
$24,000
with
funding
coming
from
the
parking
fund
and
mr.
city
manager.
I,
don't
remember
how
much
is
imperfectly
fun,
but
I
think
it's
I
think
there's
enough
to
cover
they
cover
this.
So
so
that's
my
request
to
you
again.
O
The
amount
of
time
that's
put
in
by
the
first
responders,
I
think
more
would
more
than
cover
the
cost
of
the
fence.
This
is
going
to
be
an
ongoing
problem.
The
fence
is
a
deterrent.
It's
not
going
to
prevent
suicides,
but
it
is
going
to
give
people
a
pause
that
might
mean
the
difference
between
life
and
death.
So
I
encourage
you
to
consider
this,
and
hopefully
we
can
move
it
forward
this
time
at
Council.
That's
if
you
have
any
questions.
O
P
P
P
Each
bracket
will
have
it
to
half
inch
threaded
rod,
epoxy
set
with
brackets
and
things,
so
no,
no,
no
barbed
wire,
so
basically
just
defense
with
it
with
a
curvature
so
that
that
would
discourage
is
to
make
it
harder
to
climb
over
and
I
would
like.
If
the
council's
can
interested
in
doing
this
I'd
like
to
refresh
our
research
on
this,
we
did
not
for
the
purposes
of
this
evening's
discussion.
We
just
brought
to
you,
but
you
we
had
last
brought
four
years
ago.
So
this
is
something
the
interest
will
refresh
the
work.
P
B
B
In
that
situation,
the
concern
is
I,
don't
think
we
could
build
a
fence
high
enough,
and
if
someone
wants
to
harm
themselves
that
the
fence
isn't
necessarily
going
to
deter
that
and
that's
just
where
we
left
things
before
I
mean
I
feel
like
if
there
was
and
I
don't
say
this
with
any
humor,
but
with
sincerity.
If
there
was
a
barbed
wire
or
something
that
prevented
someone
from
being
able
to
climb
up
that
fence,
I
would
be
more
inclined
to
to
even
explore
it
and
to
be
able
to
see
it.
B
I
mean
no
one
wants
this
to
happen,
whether
it's
on
that
rooftop
or
anywhere
else
in
town.
It's
just
a
very
tough
reality
that
we
have
to
deal
with,
and
so
the
question
would
be
before.
I
could
be
supportive.
I
almost
want
make
sure
that
the
safest
fence
possible.
That's
not
going
to
make
us
liable,
for
something
else
is
something
that
is
given
some
consideration
versus
just
a
fence.
That's
a
little
bit
higher
that
someone
can
just
climb
over
and
then
hurt
themselves
right.
O
P
Ollie
and
Aldrin
Braithwaite
is,
you
know,
and
this
is
I
think
the
third
time
yeah
my
years
here
that
we
have
talked
about
this
and
I
think
that
there
are
various
schools
of
thought.
Quite
frankly,
certainly
one
that
you
raise
is
that
no
fence
is
high
enough.
There's
concerns
that
people,
you
know,
find
themselves
in
further
danger
because
of
a
fence
and
how
it
is.
It
is
placed
there
and
those
are
all
discussions
that
the
council
has
had
over
the
years
on
the
subject,
so
I
think
from
your
staffs
perspective.
P
P
Wouldn't
they
yeah
they
would
the
liabilities
all
ours.
So
any
anything
that
has
added
to
the
parapet
at
this
parking
garage
of
really
any
of
our
tolerance
sites,
it
would
be
the
city's
responsibility.
I
recall
the
first
time
we
did
this,
which
was
probably
2012
2011.
You
know
there
was
a
lot
of
discussion
on
the
council.
I
think
remember:
alderman
Rainey,
you
know
bringing
up,
should
we
put
something
further
down
and
if
someone
then
Falls
and
catches
themselves
and
impales
themselves
on
some
sort
of
structure
that
is,
you
know
below
the
the
top.
P
Some
communities
have
tried
that
a
netting
of
some
sort
so
I
think
what
we
settled
on
the
last
time
we
discussed
this
was
what
alderman
Fisk
is
describing,
which
is
the
the
best
of
the
possible
scenarios.
So
again,
madam
chair,
if
you'd
like
us
to
refresh
this
information,
look
and
see
if
there's
been
any
new
research,
new
developments
on
this
topic
in
the
last
four
years
were
happy
to
do
that.
P
D
D
B
P
Is
entirely
at
the
council's
direct
okay
I
mean
we
certainly
have
had,
while
the
Sherman
garage
seems
to
have
more
activity
than
the
rest,
it
is
not
exclusive
I
mean.
Certainly
the
Maple
Avenue
garage
has
had
a
handful
that
I
could
think
of
off
the
top
of
my
head.
You
know
there.
There
are
issues
around
all
of
us,
I
mean
we've
talked
I.
Think
previously
about
signage.
We've
talked
about
emergency
phones,
so
the
people
they
were.
P
They
won
an
opportunity
to
reach
out
to
a
suicide
hotline,
but
again
we'd
be
happy
to
bring
back
all
of
that
information
and
refresh
it
with
anything
that
might
be
new.
We
would
will
just
take
us
I
think
so
we
would
ask
to
come
back
at
your
second
meeting
in
May.
That
would
be
that
would
give
us
you
know,
4-6
weeks,
to
do
that.
All.
