A
fourteen

the

That
also
is

recommending
the

leases
for
thirty
one
thousand
and
eight
dollars
and
sixty
cents
with
the
option
to
purchase
those
computers
for
a
dollar.
At
the
end
of
the
lease

a
twenty

I'd
like
to
move
the
approval
of
the
contract,
extensions

Colin's

and
Arthur
J
Gallagher
for
the
insurance
brokerage

that's
going

ordinance

increasing
the
number
of
Class
D
liquor
licenses
from
53
to
54
for
mid
kitchen.
A
B
A
C
F
F
We
looked
at
it
and
one
of
the
thing
is
the
more
like
consistency,
because
whenever
we
change
the
auditor
there
a
lot
of
change
in
the
audit
process
and
it's
additional
burden
on
the
staff
and
security,
their
expertise.
Then
there
are
a
couple
of
changes
coming
in
the
financial
reporting
and
Disclosure
and
the
pipeline.
So
we
thought
that
it
might
be
a
better
idea
to
stay
with
the
secretary
a
little
bit
for
the
consistency
purpose
which
might
have
okay.
E
A
H
Quick
good
evening,
chairman
and
council
members
on
this
is
not
an
agenda
item.
We
have
a
scheduling
conflict,
but
we
wanted
to
have
a
public
congratulations
for
the
appointment
of
our
own
advocate
for
action,
Damita
Cravens,
who
will
be
appointed
to
the
mental
health
board
later
tonight.
So
we
want
to
thank
the
mayor
and
the
so
for
this
appointment.
We're
lending
you
a
very
well-trained,
committed,
dedicated
person
to
the
community
so.
G
C
C
Okay,
good
all
right
so
I'm
being
for
approval
item
in
3.1,
Amazon,
the

teen,
the
amount
of
seven
seven
thousand
two
hundred
eight

forty
one
cents,
a
three
point:
two,
it's
Harris
Amazon
credit
card
period
ended
July,
26,
2009
teen
in
the
amount
of
eight
thousand
eighty
dollars,
eighty
four
cents
for

Second,.
B
I
A
D
Okay,
this
is
an
award
contract
award
with
Boulder
contractors
for
the
Oakton

water
supply
connection
for
the
village
of
Lincoln
wood.
This
is
in
the
amount
of
let's
say,
let's
see
in
the
amount
of
it
was
a
two
million
seven
hundred
eight
thousand
four
hundred
and
fifteen
dollars.
Okay,
so
I
move
approval.
Second
I've.
A
I
Ima
18
is
a
contract
with
Phoenix
security
to
provide
two
security
guards
for
the
Loraine.
Each
of
Morton

with
the

of
Phoenix

proposal
for
two
armed

The
security

will
work
staggered

Monday
through

providing

during
normal

during

to

in
the
Civic

approximately
a
hundred
thirteen
thousand
four
hundred

at
$29.50
and
our
funding
for
the
the
October
to

2019

will
be

the

and
the
remaining
85
thousand
50

for
January
2020
through
September
2020
will
be
from
the
same
fund
for
the
fiscal
year.
2020
budget.
It's
for
action,
their.
A
D
J
A
K
Chief,
yes,
sir
good
afternoon,
Altima
members
out
of
committee
lettuce,
chief
cook,
it
was
a
police
department.
I
was
asked
by
the
city
manager
to
look
at
you
know
whether
or
not
we
could
use
to
security
personnel.
Here
was
my
recommendation
that,
if
we're
gonna
have
them
have
them
armed
and
I
was
due
to
the
nature
of
things
going
on
in
America
today,
with
violence
in
the
workplace
and
violence
in
general.
K
When
you
look
at
calls
for
service
here
at
2100
reads
under
that
address
over
a
three-year
period,
we
had
a
hundred
and
seventy
two
calls
for
service.
That's
where
someone
in
City
Hall
call
the
police
and
as
for
police
men
to
come
there
and
those
types
of
calls
range.
They
cover
a
whole
range
of
things
from
disturbances,
burglaries
to
vehicles
and
a
lot
miscellaneous
public
service,
nuisance,
complaints,
lost
property,
death
and
so
forth
within
its
building,
and
is
it
is
the
city
of
ever
since
position
to
make
people
feel
comfortable
in
a
work
environment?
K
When
you
look
at
costs
associated
with
150
170,
to
call
this,
it
could
be
considered
significant
when
you
look
at
what
a
police
officer
makes
per
hour
tonight,
I'm
going
to
have
two
police
officers
here,
one
inside
one
outside
as
I
do
at
every
City.
Council
means
that
I've
been
here
and
you're,
looking
at
average
hourly
rate
for
policemen
around
$50
thou,
whereas
you
would
be
getting
the
services
from
Phoenix
at
$29
an
hour.
So
it's
definitely
economic
and
economical
for
the
city.
K
The
phoenix
security
firm
is
ran
by
a
former
Evanston
police
sergeant
and
a
number
of
the
personnel
that
he
have
are
retired
police
officers
and
current
police
officers.
So
I
don't
think
it
would
be
a
issue
of
getting
them
in
to
2fo
as
to
what's
expected
here
at
City,
Hall
and
and
and
paying
attention
to
what's
going
on
any
outside
would
a
lot
the
Everson
residence
also,
and
they
were
the
low
bidder
on
this
on
this
deal.
So
that
is
my
perspective
on
it.
J
Just
wanted
to
add
a
couple
more
of
things
that
we
have
talked
about
over
the
course
of
my
tenure
here
in
the
last
15
years
to
spend
number
of
times
that
this
topic
has
been
brought
up.
Of
course,
the
safety
of
people
in
this
building,
whether
they're,
visitors
or
employees,
is
a
paramount
concern
to
all
of
us,
and
you
know,
we've
looked
at
things
like
adding
security
doors
and
the
more
cameras
things
like
that.
J
J
You
no
longer
dig
in
on
this
entrance
right
here,
but
due
to
a
DA
and
exit
the
exits
necessary
to
get
out
of
the
building
and
the
way
the
building
is
designed,
we
cannot
close
any
additional
entrances
to
the
building,
so
we
must
leave
all
four
open,
even
though
it
was
the
Police
Department's
recommendation
that
we
reduce
that
number,
even
more
so
that
we
had.
You
know
a
single
or
double
point
of
entry
instead
of
having
four.
J
Also,
the
electrical
capacity
of
this
building
is:
is
that
its
capacity,
we
can't
add
anything
additional
to
it
security
doors
or
push
buttons
or
badges,
or
anything
that
we
most
modern
office
buildings
would
have
in
place.
So
those
are
sort
of
the
framework
that
we're
working
with
in
this
building
and
happy
to
answer
any
questions,
or
we
can
bring
back
more
information
at
a
future
meeting.
Yes,
sir.
C
Thank
you,
so,
chief
quick
answer,
one
of
my
questions,
which
was
why
don't
we
have
a
PD
staff
that
are
already
you
know
on
payroll,
I
guess
my
other
comment
more
so
is
just
I
understand
it's
29
versus
50,
whatever
we
may
the
officers,
but
it's
obviously
a
lot
of
money,
and
we
at
this
point
don't
have
any
plans
to
leave
this
building
and
I
mean
I.
Would
love
for
our
staff
I
definitely
want
our
staff
to
feel
comfortable.
I
would
love
for
them
to
feel
comfortable.
C
You
know
long-term,
but
I
guess
my
question
is
or
my
concern
is
that
how
are
we
gonna
continue
this
in
our
budget?
We
don't
you
know,
I,
don't
want
to
set
this
up
and
they
don't
have
the
funds
going
for
it.
So
I
see
the
line.
Items
I,
don't
know
anything
about
this
line
item
in
particular
I'm.
Assuming
that
you
know
it
runs
in
a
surplus,
so
it
won't
be
an
issue.
I
just
don't
want
to
see
us
bringing
this
resource
in
and
then
looking
later
about
how
we're
going
to
cut
something
else.
C
K
Ma'am,
it
definitely
could
be
looked
at
as
sort
of
like
an
unfunded
mandate.
We
have
some
government
structures
that
are
very
important
not
only
to
the
residence
of
Evanston,
but
to
some
where
our
neighbors
that
we
serve.
You
know,
in
particular
the
water
department.
You
know,
I've
been
looking
at
at
that
I'll
be
sure
that
up
northwestern
football
games,
we've
made
some
headway
with
that,
while
he
was
able
to
get
northwestern
to
absorb
more
costs
associated
with
having
a
police
officers,
they
had
Northwest
and
football
games
both
inside
of
the
stadium
and
outside.
K
D
D
When
am
I
gonna
find
out
I'm
not
gonna,
vote
for
this,
if
I,
if
I,
don't
feel
comfortable
that
there
is
really
a
need,
so
I'm
feeling
that
maybe
that
and
and
I
was
also
told
that
some
of
the
information
couldn't
be
shared
publicly
at
this
time.
So
I'm
going
to
ask
that
we
consider
sending
this
matter
to
an
executive
session.
D
So
we
can
get
all
the
information
that
there
is
to
share,
because
if
there
is
a
need,
I
certainly
don't
want
to
be
sitting
here
some
day
with
grieving
families
in
the
audience,
because
there
was
a
shooter
in
here
and
you
know,
things
happened
and
we
didn't
do
anything
about
it.
So
I
I
would
like
to
refer
this
to
an
executive
session,
so
we
can
get
all
the
details
of
what's
been
going
on.
What
kind
of
phone
calls
we've
been
getting
that
we
don't
know
about
and
that
the
public
doesn't
know
about?
D
I
can
tell
you
this
that
I've
been
called
to
one
of
the
schools
in
my
ward
and
I've
been
asked
to
please
get
rid
of
the
polling
places
there,
because
from
time
to
time
they
have
people
roaming
around
in
the
school
and
they
don't
want
polling
places
in
the
school
anymore,
and
that
really
concerns
me
and
I
can
understand.
Why
they're
saying
that,
because
of
what's
happened
in
schools
lately
and
I,
you
know
that
is
a
real
sad
commentary
on
our
society
and
but
it's
it's.
D
K

A
A
Chief
cook
I
just
want
to
say
thank
you
very
much
for
your
attention.
I
think
we've
had
our
discussion
was
about
this
district
65
district,
OH
and
I
appreciate
your
position
also
Erika.
We
don't
need
to
wait
for
something
tragic
to
happen
before
we
take
action.
So
I
do
appreciate
the
future.
Looking
ahead
and
I
think
it's
just
something
that
we're
gonna
have
to
continue
to
focus
on
not
only
with
our
city
but
also
with
our
district
65
and
district
202,
and
these
are
topics
that
we're
going
to
be
discussing.

Members

the

aldermen

in
you,
you
are
correct
there.
One
of
the
exceptions
to
the
Illinois
open
meeting.
Act
does
allow
public
bodies
to
discuss
security.
It
would
be
exception,
7,
1,
C,
eight,
and
it
allows
you
to
go
into
executive
session
to
discuss
security
procedures,
school
building
safety
and
security
and
the
use
of
personnel
equipment
to
respond
to
an
actual
threatened
or
a
reasonably
potential
danger
to
the
safety
of
any
employees,
students,
staff,
the
public
or
public
property.

for
action,
contract
renewal
with
Evanston
Township
High
School
to
provide
crossing
guard
and
traffic
control
services,
City
Council
approval,
one-year
contract
renewal,
with
two
one-year
options
to
renew
with
Evanston
Township
High
School,
to
provide
crossing
guards
traffic
control
services
at
Street
surrounding
the
high
school.
The
new
contract
will
take
into
account
the
new
rates
provided
by
the
third
party
crossing
guard,
vendor
Andy
frame
and
any
added
cost
of
the
city's
parking
enforcement
officer
that
is
required.
B
C
I
do
have
a
question,
so
we
talked
last
year,
I
think
during
the
budget
about
crossing
guard
cost
and
what
the
district
was
paying.
As
obviously
we
know,
just
65
has
the
most
crossing
guards.
So
I
would
like
two
more
so
than
a
question,
maybe
make
a
referral
for
staff
to
bring
back
information
how
this
contract
work,
maybe
not
even
how
this
contract
but
house
addition,
65
schools
and
private
schools
are
funded
for
their
crossing
guards.
C
C
And
then
also
you
send
another
I
had
a
question
about
you
all
got
the
memo.
I
had
a
question
about
substitute
cross
guards.
There
have
been
some
parents
who
come
reference
it
there
were
some
spaces
without
crossing
guards.
So
when
you
get
that
new
report
any
frame
regarding
their
new
sub
model,
can
you
just
share
it
with
me
or
share
with
the
entire
council?
C
B

no
further

are
seeing
no

F
You
know
who
have
expertise
on
this
and
with
the
purpose
to
have
their
opinion
about
the
space,
efficiency
or
the
highest
and
best
use
of
the
each
land
and
each
property
or
the
potential
adaption
for

and
they're
looking

So,
yes,
it
is
not

The

recommended
City

adopt
this

amending
the

the

from
this

would
be
deposited
into
the

for

D
A
C
I
would
like
to
make
a
referral.
Yeah
I
think
this
would
go
to
my
sure
if
it's
planning
the
development
or
maybe
the
affordable,
housing
subcommittee
or
whatever
we
have
now.
But
I
would
like
to
have
a
discussion
regarding
ad
use
and
citizens
who
are
interested
in
maybe
using
dick
or
whoever
to
make
an
a

Ad

that
we
can
look
at
if
there's
a
way
that
the
city
might
provide
an
incentive
program,
if
they're
willing
to
use
it
for
affordable
housing.
