Okay,
any
comments
hearing,
none
all
those
in
favor
say
aye

any

When
do
the
bills.
A
D
B
Evening
committee,
members,
Bob
Donecker
interim
director
of
parks,
recreation,
community
services,
that
security
deposit
was
for
the
noise
cultural
arts
center
further
spaces
at
that
facility.
They
did
leave
on
time.
They
left
two
conditions,
the
building
and
the
condition
that
it
was
supposed
to
be
left
in
without
any
damage
and
that
hit
that
security
deposit
was
actually
built
up
over
numerous
years.
They
were
over
in
that
facility,
as
you
well
know,
over
20
years.
So.
E
A
F
B
E
E
Thank
you,
madam
chair
members
of
the
committee
included
in
the
bills
list
this
evening,
is
a
payment
to
cap
some
properties
of
approximately
three
hundred
and
fifty-five
thousand
dollars.
This
is
almost
the
last
payment
on
a
multi-year
revenue-sharing
agreement
that
started
now
once
the
mall
opened.
E
Now,
the
the
total
agreement
when
it
was
put
in
place
was
capped
at
1
million
five
hundred
thousand
dollars,
and
this
takes
the
total
payments
up
to
just
over
1
million
four
hundred
and
eighty
thousand.
So
we
are
effectively
done
with
this
agreement
starting
next
year,
we'll
have
a
small
payment,
so
a
great
success
story
for
that
development.
Over
time.
Absolutely.
A
G
You
very
much
Aaron
one
of
the
things
that
my
questions
to
Marty
in
our
conversations
was
looking
at
the
fact
that
we're
approaching
the
end
of
that
of
this
agreement
and
also
given
the
fact
that,
along
main
street
between
McDaniel
and
dodge
there's
a
huge
need
to
make
the
sidewalks
88
compliant
I
have
a
lot
of
families
that
utilize
the
infant
welfare
society
that
will
walk
to
the
mall
from
their
home,
and
some
of
the
families
have
kids
and
the
feedback
that
I've
received
from
many
of
those
families
is
that
the
curbs
are
very
difficult
to
navigate
with
their
kids
is
just
one
thing
and
I
know
that
Dave
is
somewhere
in
the
audience.
G
The
the
other
issue
that
we've
had
in
these
are
all
infrastructure
needs
is
the
entrance
into
the
main
street
mall
there's
a
huge
dip,
as
you
approach
coming
off
a
main
ship
going
into
the
shopping
center.
I'm
sure
many
of
you
are
familiar
with.
So
one
of
my
requests
that
I
made
to
staff
is-
and
this
can
come
in
terms
of
a
budget
agreement-
can
we
continue
to
utilize
the
structure
of
that
fun
to
allow
to
pay
for
needed
infrastructure
repairs
in
that
area
along
that
main
street
commons
and
so
Marty
I?
G
E
18
go
through
the
budget
yeah
and
what
I
Thank
You
alderman
Braithwaite
members
of
the
committee.
We
would
prepare
a
budget
amendment
that
would
show
our
current
year
and
projection
for
the
revenue
and
then
possible
uses
and,
as
the
alderman
pointed
out,
that
the
it
is
both
signalization
sidewalks
and
that
entrance
that
is
a
bit.
You
would
not
call
that
a
standard
entrance.
You
have
to
go
down,
then
you
come
back
up
and
it
is
definitely
in
need
of
repair.
So
this
is
the
development
without
a
tiff,
if
you
will
so
it
doesn't
have.
E
There's
there's
no
tiff
there,
but
there
was
a
revenue-sharing
agreement.
That's
that's!
Coming
off,
so
we
will
prepare
a
memo
and
and
show
the
funds
and
also
an
outline
it'll,
probably
be
a
rough
outline,
but
we've
already
looked
at
it
once
with
mister
nagao
on
potential
costs
for
the
area.
It
does
certainly
not
finalized.
We
do
not
have
a
design
for
the
intersection,
but
we
could
get
an
estimate
for
that
before
we
do
budget
adoption
and.
E
E
We
are
looking
at
moving
the
side
walk
away
from
the
curt,
especially
on
the
south
side,
moving
the
side,
walk
away
from
the
curb
and
making
it
where
it
will
run
all
the
way
up
to
a
quote:
unquote:
carriage,
walk
that
at
t's
at
the
gas
station
and
then
goes
up
to
the
walk
in
front
of
the
businesses.
There.
G
F
A
G
Thank
you,
madam
chair
I,
think
one
of
the
important
things
that
it's
important
to
repeat
is
that
we
really
put
in
evanston
an
emphasis
on
on
our
evanston
based
businesses,
and
so
we
can't
say
at
this
point
because
it's
not
supporting
the
ordinance.
But
how
do
you
a
simple
job
like
this?
How
do
you
make
sure
that
it
goes
to
a
nevelson
based
business
without
the
concern
or
fear
of
driving
up
the
cost,
similar
to
painting
a
bunch
of
fire
hydrants?
Thank
you.
Whatever.
A
E
A
G
D
D
A
A
G
A
C
A
H
Madam
chair
members
of
the
community
days
stomach
Public,
Works
Agency
director
the
change
orders
needed
because
of
weather
delay.
There
was
32
days
out
of
67,
which
they
were
probably
prohibited
from
working
because
of
the
rain
and
by
our
contract.
The
contractors
allowed
an
extension
as
far
as
the
increase
in
cost.
The
increase
in
cost
is
with
the
engineering
services,
and
the
increase
in
cost
is
because
their
contract
to
estimate
that
they
were
complete
to
work
without
that
ring
delay.
C
Here's
my
problem,
we
went
for
it.
I
received
a
ton
of
complaints
about
the
noise
levels
and,
for
example,
as
last
week,
and
the
contractors
are
going
all
weekend
so
from
nine
till
six
on
saturday
and
sunday,
and
I
received
numerous
complaints
about
that.
My
concern
is
going
forward
that
you
know,
I
don't
know
how
much
more
time
they
need
to
do
this.
Imagine
it
because
also
daylight
savings.
Is
this
next
week
they're
going
to
lose
an
hour
on
the
back
end
as
well?
C
H
We're
aware
those
complaints
as
well-
and
we
are
looking
at
the
ramifications
of
not
having
them
work
on
weekends,
which
then
means
that
they
would
not
be
able
to
complete
the
entire
painting.
This
season
would
have
to
remote
wise
next
season,
and
so
then
that
will
be
an
additional
cost
for
the
contractor
come
back
again
weather-related.
They
won't
be
able
to
complete
the
job
as
scheduled.
C
I
Hi
Lara
Biggs
bureau,
chief
capital
planning,
so
we
know
we
have
been
talking
with
the
contractor
the
sandblasting.
They
are
hoping
to
be
done
by
mid-november
and
they
plan
to
finish
by
Thanksgiving.
They
don't
finish.
They
really
can't
work
beyond
Thanksgiving
because
of
the
drop
in
temperatures,
in
which
case
that
would
be
a
whole
other
issue
where
they
would
have
to
Ramona
lies
in
the
spring.
C
I
So
the
reason
why
the
sandblasting
was
so
loud
on
Sunday
was
because
they
were
actually
running
multiple
crews,
trying
to
finish
some
of
the
exterior
pilasters,
which
are
the
large
pieces
that
provide
the
structural
support
on
the
outside.
That
is
particularly
loud.
They
hope
to
finish
that
by
friday.
If
they
do
continue
to
sandblasting,
it
will
be,
there
will
be
noise,
but
it
won't
be
like
it
was
on
Sunday
past
november
six
way.
So
that's
one
more
weekend:
it's
not
sand.
I
Actually
are
reaching
out
to
them
to
see
if
we
can
come
up
with
some
alternate
solutions
for
how
to
proceed.
If
there's
work
that
they
could
do,
that's
not
sand
blasting
on
sundays.
What
would
be
the
cost
if
they
did
have
to
Ramona
lies
in
the
spring,
so
we
can
already
start
getting
ahead
of
that
and
I
think
the
best
option
at
this
point
is
to
see
what
kind
of
communications
we
have
with
them
over
the
next
day
or
two
and
then
work
with
the
city
manager's
office
to
try
to
reach
an
equitable
solution.
I
I
We
have
and
we
actually
we
initially
when
the
work
start
up.
We
got
a
couple
of
complaints
which
were
dressed
and
then
until
this
weekend
work,
we
weeks
had
gone
by.
We
had
heard
nothing
from
the
residents,
so
I
think
it
was
the
very
specific,
extremely
noisy
work
that
occurred
on
Sunday
that
really
set
everybody
off
just
yes,
justifiably
so
we're
going
to
work
with
them
to
try
to
prevent
that
from
occurring
on
Sundays.
Thank.
C
A
Alrighty,
all
those
in
favor
of
referring
this
to
the
council,
say
I
I
night.
C
C
C
G
I
guess
I
can
speak
for
both
of
us.
I
thought
it
was
a
very
productive
meeting
and
it
really
started
with
the
comments
from
from
this
committee
and
some
of
the
questions
and
suggestions
from
our
committee
to
staff.
In
in
your
memo,
you
were
able
to
see
the
heat
maps
that
were
produced,
which
was
I,
think
a
great
suggestion
combining
311
reports
in
something
visual.
They
were
very
complimentary
of
our
use
of
technology
and
the
the
information
so
I
would
honestly
say.
C
I
appreciate
the
heat
maps
were
very
interesting
to
look
at
and
I
look
at
my
ward
and
there's
there's
services
that
have
been
lacking
in
turn
in
regards
to
the
number
of
complaints,
but
I
also
want
to
take
those
heat
maps
and
time
to
the
rodent
problem.
We've
been
having,
in
my
ward,
too
sure
and
I
know.
G
G
Mcdonald's
I'm,
calling
them
out
specifically
where
I
continue
to
hear
replace
from
residents
in
the
problem
is
that
a
lot
of
these
issues
are
happening
over
the
weekend
and
then
what
happens
on
monday
morning
group
comes
along
and
cleans
it
up
before.
Our
city
staff
is
able
to
document
one
of
the
things
that
they
mentioned,
and
we
have
a
representative
from
group
hears
that
their
trucks
are
now
being
equipped
with
ipad,
so
they
can
actually
take
pictures
and
document
the
things
on
the
weekend,
whereas
we
don't
have
staff
and
they
can
use
that
information.
G
C
C
E
Madam
chair
yeah,
just
one
of
the
things
that
we
also
highlighted
when
it
came
to
the
commercial
side,
was
our
goal
to
also
commercials
the
multifamily,
especially
it's
just
getting
rolling
as
far
as
recycling.
So
we're
we're
not
we're
going
to
take
the
approach
that
we
need
to
have
the
proper
size
dumpster
for
trash,
but
we're
also
going
to
be
pushing
that
recycling
part
of
it
that
it
may
not
be
that
they
need
to
pay
more
for
refuse.
They
just
need
to
get
into
more
recycling.
So
staff
will
be
focusing
that
you
know
the
city.
E
Resources
are
going
to
be
focus
on
trying
to
expand
the
recycling
and,
if
that's
not
coming,
then
also
at
the
same
time
making
sure
we
sighs
the
trash
receptacles
appropriately,
because,
as
noted
by
mr.
Hill,
the
guns
and
his
team,
when
we
met
it's
not
great
for
them
at
all,
when
they
pull
up
to
a
dumpster
and
it's
overflowing
and
that
it's
no
longer
an
automated
removal,
it's
a
very
time-intensive.
So
they
you
know
that
it's
not
at
that
point.
You
know.
Yes,
they
like
to
have
a
higher
a
larger
dumpster
there
that
that's!
E
How
they
make
money
but
at
the
same
time,
we're
also
losing
dollars
big
time
when
they
have
to
spend
20
minutes
at
a
site
cleaning
it
up
instead
of
drive,
lifts
and
be
gone.
So
they
recognize
that
and
they're
going
to
ultimate
breath
where
you
pointed
out
start
taking
the
pictures
start
trying
to
work
with
everyone
and
work
with
our
staff
as
well.
I
hope.
A
They
franca
hope
you
take
pictures
in
the
100
block
of
calendar
Custer,
where
we
do
have
restaurants,
but
their
stuff
is
neat
as
a
pin,
but
we
do
have
rats
and
we
do
have
dumpsters
and
we
have
empty
dumpsters
with
garbage
sitting
on
top
of
monsters,
because
little
children
can't
open
the
thing
to
throw
the
garbage
in
then
we
have
empty
dumpsters
with
garbage
all
over
the
alley,
and
you
know
a
nice
see
that
and
I
get
pictures
from
my
constituents.
I
often
wonder:
why
are
we
getting
pictures
from
the
service
provider?
A
J
J
F
G
E
One
thing
I
will
say
on
the
I'm.
Sorry,
madam
chair,
that
we
are
looking
to
expand
the
311
buckets.
If
you
will
for
our
responses
right
now,
we
have
missed
pick
up
and
other.
We
don't
have
a
lot
of
detail,
so
we
will
be
looking
at
expanding
the
level
of
detail,
so
that
grew
can
also
gain
more
knowledge
is
amiss
pick
up.
Is
it
fly
dumping?
What
are
the
issues
that
are
going
on
so
that
we
can?
We
can
then
make
sure
we
try
and
educate
and
try
and
provide
a
better
service.
G
G
E
As
we
negotiated
last
week
of
the
original
proposal
was
a
ten
percent
decrease
on
the
matrix,
so
all
of
the
levels
that
are
included
in
your
packet,
it's
a
last
page
of
the
packet,
so
all
those
would
decrease
by
ten
percent.
After
discussing
the
whole
program
on
last
Wednesday,
we
were
able
to
reduce
that
to
a
twelve
percent
decrease,
but
also
for
volume,
commercial
providers,
once
someone
hits
a
ten
roll
off.
So
if
they
have
a
large
dumpster
and
they
have
ten
occurrences,
then
they
get
a
discount
of
ten
percent
more.
E
So
you
would
then
have
some
of
our
higher
end
users
getting
effectively
a
twenty-two
percent
on
the
high
end.
No,
they
won't
on
the
first
ten,
but
we
thought
that
was
a.
We
were
looking
and
negotiating
back
and
forth,
and
that
was
a
compromise,
because
that's
also
what
we
heard
was
our
very
active
construction
and
business
community.
Looking
for
that
kind
of
a
break
at
the
high
end.
E
Now
to
be
fair
and
the
overall
analysis,
you
do
have
the
city
solid
waste
franchise
fee
on
top
of
the
group
feet
that
other
another
carrier
is
not
paying.
So
if
you
added
our
solid
waste
franchise
fee
on
top
of
theirs,
they
become
they
get
closer
yeah.
So
as
we
move
forward
that
one
of
the
evaluation
tools,
if
we
can
get
the
solid
waste
fund
on
its
feet,
is
to
revisit
the
solid
waste
franchise
fee.
E
If
we
can
do
without
it,
and
we
can
find
other
means
to
put
the
solid
waste
fund
on
its
feet,
then
that's
something
we
can
revisit
and
what's
that
dollar
amount
Marty
the
total
dollar
amount,
I'm
going
to
say
it's,
approximately
it's
160
thousand
dollars
that
might
be
I'll
have
to
I'd
like
to
get
back
here
instead
of
worth,
because
I
don't
have
that
one
right
at
the
top.
My
list,
because
the
total
fee
was
not
that
high,
so
that
that
sounds
a
little
bit
too
high
to
me.

our
agenda
ordinance
42
0
15,
which
has
to
do
a
gender-neutral,
restrooms
signage,
and
we
have
a
person
signed
up
to
speak
Carly
wold.
Would
you
like
to
come
up
in
tell
us
your
thoughts
on
this
I.
K
Would
just
like
to
say
that,
on
behalf
of
our
community,
the
trans
community,
thank
you
for
your
consideration
of
the
adoption
of
this
resolution
or
ordinance.
I
think
it's!
It
speaks
really
well
of
the
city.
I
think
it
speaks
very
well
in
terms
of
your
commitment
to
our
community.
I,
see
no
harm
in
anything
that
is
being
requested
here.
I
think
it's
all
good!
You
know.
Trans
women,
specifically
trans
women
of
color,
often
face
discrimination
as
well
as
our
prone
to
being
subject
to
violence
and
I.
K
A
Carly
I'm
my
former
neighbor
I,
remember
many
many
years
ago,
because
I've
been
here
the
longest
when
we
included.
A
K
Then,
additionally,
you
know
as
long
as
they're.
Obviously
there
can't
be
really
any
any
legislation,
but
as
long
as
it's
you
know
called
out,
I
think
it
should
be
called
out
that
trans
men,
women
still
use
the
restroom
there
they're
identified
gender,
so
whether
it's
male
or
female,
so
that
said,
I
didn't
know.
I
was
actually
going
to
speak
either
see
I
had
no
idea
so
I'm
just
doing.
A
Okay,
any
discussion
for
their
discussion
of
was
there
a
second.
F
J
Evening,
madam
chair
members
of
the
committee
mark
Munzer
Director
of
Community
Development.
So
if
the
ordinance
was
approved,
what
we
would
do
is
when
we
send
out
business
license
renewals,
which
is
in
November.
We
would
include
similar
to
the
the
bag
ordinances
shopping
bag,
Lawrence's,
just
to
make
sure
that
they
were
all
aware
and
that
they
had
60
days
to
come
into
compliance
and
we'd
also
work
with
the
health
department
who
licenses
the
food
service
establishments,
who
also
could
be
impacted.
A
Although
is
there
any
interest
in
suspending
the
rules
on
this
I
mean
we
shouldn't
run
with
it?
Okay,
all
right,
all
those
in
favor
of
recommending
this
to
the
council
and
suspension
of
the
rules
for
action
tonight
say:
I
I
any
opposed
alderman
homes.
Oh.
G
You
ma'am
sure
I'd
like
to
move
item
a
nine,
and
this
is
also
for
suspension.
Rules
is
requested,
ordinance,
11,
40,
dash,
zero,
that's
15
grove
street
parking
prohibited
and
its
recommendation
coming
from
the
Transportation
Committee
staff
recommends
at
City
Council,
adopt
ordinance,
140,
diode
s15
amending
section
ten
dash,
11
dash
8
schedule
13,
which
prohibits
parking
at
all
times,
including
prostreet,
the
south
side
of
Wesley
to
ashland
avenue.
