consulted
with

communities
around
us

of
pick
their
brains
and

we
came
up

idea
of
overnight

high
volume
areas.

also
do
surveillance,
which
a
lot
of
communities
don't
do.
They
just
are
reactive
to
the
request
for
service.

looking

people

understand

lot

concern

that
people
don't
get
it
either

don't
have
access
to
the
resources,
or
at
least

don't
know
that
they
do
the
same
resources
that

far
as
revenue
seventy-four
percent
is
fantastic
since
we
deferred
the
the

major
building
permit

budgeted

year-to-date,
that's

real

concerns,
the

fund
balance
at
16.9
or

million
compared
to
our
annual
expenses
of
just
over
90
million
above
our
minimum
fund
balance
at
this
point,
but
it
really
matters
where
we're
at

your
end,
and
we
will
continue
to
monitor
that
through
the
rest
of
the
year
and
that
is
for
the
general
fund.
So,
as
I
noted,
this
is
a
brief
summary.
So
we've
received
all
of
our
property
taxes,
but
in
some
of
our
permits
we
are
well
below
as
far
as
licenses
permits.

That's
at

two
million
dollars

there
for
the
wheel
tax
and
that
helps
that
out
tremendously.

also
have
reasons
to
be
optimistic.

have

projects

board

about

solid
waste
fund,

to
run

surplus,

we
just
continued
to
eat
away
at
our
negative
fund
balance
in
that
fund.

looking

all
funds
revenues,
we
sometimes
only
focus
on
the
general
fund,
so
these
are
other
revenue,
so
the
Capitals
only
at
five
percent,
because
we
just
did
the
bond
issue
in
October,
so
that
will
account
for
the
capital
fund.
But
then,
overall,
you
have
a
other.
The
geo
debt
that
gets
its
money
from
capital
Pratt
I
mean
from
the
tax
levy.
So
it's
received
most
of
its
funds
overall
you're,
looking
at
a
funds,
doing
very
well
you're
today,
outside
of
the
general
fund
or
at
where
we're
projecting
them
on
an
expense
side.

you
see
capital
being
the
one.
That's
behind
we
have
summer
projects
just
now
getting
billed
and
remember.
This
is
as

sep
tember
30th
on
our
internal
service
funds,

instance,
that's
our
fleet
fund,

equipment

insurance
fund,

seventy
percent,
so
much
closer
to
where

with
our
pension

transfer

think

there's

tip
fund
expenditures
deal

both
transfers
to
other
funds

they're
also
still

budget

not

three
quarters

what
are
we
concerned
about
December?
Seventh,
we're
very
happy
that
the
state
has
voted
to
release
motor
fuel
tax
funds.
That's
some
are
between
800
and
900
thousand
dollars
for
the
city
and
on
your
agenda.

Tonight
is
the
transfer
of
seven
hundred
thousand
dollars.
We
withheld
that.
We
would
normally
do
that
in
late
summer,
we've
held
on
to
that
to
wait
for
any
signals
from
the
state.
That's
for
maintenance
to
pay
for
public
works,
salaries
on
potholes,
patching,
etc,
and
then
the
the
last
point
they're
just
we
will
remain
cautious
on
future
expenses.
We
still
don't
expect
anything
until
februari
march
for
a
state
budget.

So
one
of
the
things
that
we
are
a
little
concerned
about
is
cash
differences.
If
you
were
to
look
at
where
our
cash
balances
were
they've
gone
down,
and
but
we
should
not
be
concerned
about
those
when
it
comes
to
our
capital
funds.
So
you
see
that
the
capital
improvements
fund
dropped
by
from
12.3
million
down
to
four
sorry.
Cash
is
a
5.4
million
as
of
September
30
of
the
year
later.

You
can
see
we're
spending
those
dollars
down.
Sewer
fund
to
a
lesser
degree,
but
again
in
all
those
cases,
those
funds
are
all
above
their
minimum
fund
balance
so
that
they
can
operate
again.
The
following
year:
economic
development.
We
put
that
in
there
because
we
wanted
to
point
out
that
we
don't
have
the
gigabit
funds
in
there
anymore,
so
that
million
dollars
left.
So
no
one
should
be
concerned
that
we
went
from
3.4
down
to
2.5
million.
That
actually
means
we're
up
a
little
bit
without
the
gigabit
grant
funds
in
there.

And
then
you
see
all
other
funds
are
very
close
to
where
they
were
in
in
previous
years,
on
the
fund
balance
and
on
the
cash
balance.
Just
wanted
to
make
sure
that
the
council
was
aware,
if
you
are
looking
at
a
treasurer's
report,
you'd
see
us
much
lower
in
cash
at
this
point,
but
that's
a
designs
spend
down
in
almost
all
of
the
capital
funds.
General
fund
were
actually
a
little
concerned
about
that,
but
we
know
that
we
have
the
cash
revenues
coming
in
of
major
building
permit
right
in
January.

When
we
issue
a
general
obligation
bond,
unless
we
tell
them
not
to
and
certify
via
resolution
that
we
have
identified
other
funds
that
we
may
use
to
pay
those
bonds,
this
year's
payment
on
those
bonds
off
without
levying
a
tax.
As
an
example
water
fund,
we
have
issued
general
obligation
bonds
over
the
past
five
years
and
then
the
bonds
are
paid
for
from
water
rate
revenues.
Probably
our
largest
source
of
abatement
in
the
past
two
decades
has
been
tax,
increment
finance
revenues
and
we
still
have
a
large
tax,
increment
finance
rebate.

Where
it's
a
2.3
million
in
one
of
the
abatements
and
another
million
in
another
that
are
still
coming
from
the
Washington
National
tif
funds,
over
3
million
dollars
comes
from
the
Washington
National
to
fund
to
abate
a
general
levy.
In
that
case,
though,
it
is
a
property
tax
on
the
properties
inside
the
TIF
district
and
that's
all
on
growth
from
when
the
TIF
started.
That
is
paying
those
bonds,
so
that
residents
of
the
general
population
do
not
have
to
be
happy
to
answer
any
questions
on
any
of
the
specific
abatements.

One
final
note:
we've
kept
the
levy,
Ford
property
taxes
down
over
the
past
two
years
and
into
next
year,
by
a
little
over
a
million
dollars
through
a
transfer
from
the
general
fund,
in
effect
sales,
tax
revenue
or
any
other
revenue
source.
But
the
council
has
approved
that
each
year
where
we
have
transferred
over
a
million
dollars
into
the
debt
service
fund
to
pay
off
debt
service
without
raising
the
property
tax.
