A
All
right
with
I've
been
flying
having
joined
us
hi
cecily.
We
now
have
a
quorum
and
I'd
like
to
move
that
we
suspend
the
rules
allowing
for
remote
participation
due
to
executive
order
issued
by
governor
jb
pritzker.
An
ongoing
covenant.
19
pandemic
staff
recommends
the
suspension
of
the
rules
regarding
the
in-person
attendance
requirements
for
public
meetings
allowing
for
city,
council
members
and
city
staff
to
participate
in
this
meeting
remotely.
Is
there
a
second.
A
All
right
and
dave,
I
think
we
need
a
roll
call
on
that.
D
A
The
motion
to
suspend
the
rules,
locked
remote
participation
passes
and
nothing
vote
come
up.
Next,
we
have
approval
of
the
minutes
of
the
regular
administration
department
committee
meeting
of
february.
8
2021.
Is
there
a
second?
A
E
E
A
C
No,
I
do
not
believe
so
all
right
so
with
nobody.
A
Signed
up
for
public
comment,
we'll
move
now
to
the
consent
calendar.
All
the
agenda
items
are
on
the
consent
calendar.
If
members
want
to
take
a
look
and
pull
off
items,
I'd
like
to
pull
items
89
and
810,
please.
D
F
D
B
What
you
want
me
to
do
what?
Oh
I
just
so
everything's
on
consent,
yeah,
I'm
fine,
I'm
fine!
I
just.
A
Understood
all
right
so
and
then.
A
E
A
E
A
This
is
the
consent
agenda,
with
the
exception
of
items
a1,
a5,
a9
and
810,
it's
been
moved
in
second.
Is
there
any
discussion
seeing
none?
Mr
stoneman,
please
take
away.
D
A
So,
on
a
4-0
vote,
the
consent
agenda,
with
the
exception
of
items
a1,
a5,
a9
and
a10
passed,
we'll
go
ahead
and
american
order.
I
move
approval
of
item
a5
resolution
28
hour,
21
authorizing
the
city
manager
to
execute
a
writer
to
the
intergovernmental
agreement
for
provision
of
snow
removal.
Personality
respond
to
snow
emergencies
during
the
colder,
the
19th
emergency
to
add
the
village
of
winnetka.
B
A
All
right,
alderman
braithwaite,
you
have
a
question
or
do
you
just
want
to
know,
review.
C
Good
evening,
chair
members
of
the
committee
dave
stomach
public
works
director
in
december
city
council
adopted
a
resolution
that
would
allow
different
municipalities
to
share
employees
and
equipment
in
the
event
that
their
employees
were
out
due
to
covet
and
that
there
was
a
snow
event
in
which
they
were
unable
to
manage
that
event
with
their
own
staff.
C
C
A
Are
there
any
further
questions
from
members
of
the
committee
seeing
none?
I
think
we
can
take
a
role.
D
A
A5
passes,
I
move
item
a9,
which
is
resolution
29r21
approval
of
a
service
contract
with
the
university
of
illinois
in
chicago
for
staff,
racial
equity
policy
program
development,
training
staff
recommends
city
council,
adoption
of
resolution,
29
r21
authorizing
the
city
manager
to
execute
a
service
agreement
with
the
university
of
illinois
system
for
the
services
of
dr
kathleen
yang
clayton
to
train
and
develop
staff
on
the
racial
equity,
diversity
and
inclusion
committee
staff
to
implement
programs
policies
with
a
racial
equity
length,
the
amount
of
fifty
thousand
dollars
funding
for
this
project
is
from
the
sea
manager's
office
service
agreements
account
which
has
a
fiscal
year
budget
of
106
000.
B
D
Well,
yeah,
I
guess
I
I
know
this
is
going
to
be
kim,
I
think
sp2
or
something
for
later.
So
I
have
some
questions
about
the
plan.
That's
in
the
packet
for
later.
I
guess
you
know,
I
don't
totally
oppose
this.
I
mean
it's
a
huge
amount
of
money.
I
think
the
work
has
already
started
somewhat.
I
think
your
committee's
already
kind
of
pulled
together,
so
I
have
some
questions
about
that.
D
One
question
I
have
which
is
just
reading
the
contract
is:
the
contract
is
with
the
university
which
she
works
for
so
she
is
not
working
as
an
independent
consultant.
She
is
working
as
a
so
is
this
a
service
that
the
university
is
now
offering?
I
know
she
worked
with
county
forest
preserve
as
well.
G
Yes,
good
evening,
chair
and
members
of
the
committee,
this
is
through
greater
cities,
which
is
the
institute
that
she's
working
through
as
the
fellow
and
so
they
do
contracts
with
other
other
jurisdictions
throughout.
You
know
illinois,
so
I
can't
speak
to
what
that
is,
but
I
know
they've
done
work
with
the
city
of
chicago,
as
well
as
with
cook
county.
G
D
G
Right
well,
it's
in
the
packet
as
well.
I've
provided
a
detailed
itinerary
for
the
year,
so
everyone
can
see
what
the
month
to
month
work
plan
is
for
the
year,
and
so
that
will.
D
G
D
B
Can
I
fill
in
some
time
sure
kimberly
is
ready,
a
corp
copyrighted
work
plan
because
I
know
I
know
that
at
bridgeville,
they're
they're
doing
a
program
called
the
ready
program,
or
is
that
just
a
common.
G
B
It's
okay!
I
I
didn't
know
if
it
was
something
that
you
had
to
like
pay
for
the
copyrighted
use,
so.
D
All
right
so
because
a
couple
questions
I
have-
and
then
I
won't
ask
them
later-
is
the
this
plan
that
she
laid
out
and
maybe
it's
longer,
but
is
it
very
similar
to
what
she
did
with
the
social
service
analysis?
It
is.
G
Actually
expanded
upon
social
services
was
very
narrow,
so
it
was
much
more.
It
was
done
within
a
six-week
time
frame.
This
is,
of
course,
much
longer
and
is
more
detailed.
So
if
I
would
use
the
analogy
of
that,
the
the
social
service
almost
was
a
pilot
of
how
this
can
work,
but
this
is
a
much
more
expanded
process
so
to
give
staff
time
to
learn
as
well
as
to
do
some
of
these
pilots
within
the
group
before
executing
the
city-wide.
D
G
Some
staff
recruited
themselves
to
participate,
and
that
was
great
and
we
definitely
wanted
those
individuals.
Others
were
recruited
working
with
the
departments
trying
to
identify
staff
who
would
have
the
time
to
commit
to
this
work
but
also
where
they
sit
in
the
organization.
So
having
supervisors
who
are
over
staff
is
helpful,
especially
union
staff,
because
that
is
a
big
population
in
our
organization
and
then
those
who
have
policy
implications
as
well
as
budgetary.
So
it's
a
mix
of
staff.
There
are
no
department
heads
in
this
committee.
G
D
G
Yes,
it
was
actually
the
staff
who
asked
for
her
to
come
back.
It
was
a
conversation
that
I
had
with
them
on
an
individual
level
that
to
get
their
feedback
about
how
she
did
as
a
facilitator
and
trainer-
and
you
know
also
did
they
feel
that
they
were
able
to
understand
this
work
with
her
guidance,
and
so
it
was
really
a
collaboration
with
staff
feedback
and
then
also
with
just
the
ongoing
work
that
she's
been
doing
with
county
forest
preserve.
D
Okay,
so
I
have
a
couple
referrals
I'll
make
later
I
would
like
for
us.
I
can
just
make
them
now
if
it's
appropriate.
I
guess
you
know.
I
spoke
to
paulina
about
the
creation
of
the
language
access
guidelines
as
outlined
here,
so
I
would
like
for
us
to
have
that
back
in
human
services.
I
think
it
was
about
two
years
ago
that
some
citizens
came
and
and
advocated
for
that.
So
I
think
it's
important
to
me
probably
about
what
that
is,
and
then
part
of,
I
think
what
you
did
last
time.
D
D
So
if
we
can
have
those
two
things
at
human
services
and
then
the
last
part
which
doesn't
have
to
do
with
this
contract
per
se,
but
to
hear
more
about
the
ymcas
coming
in
to
training
city
employees
so
before
that
it
would
be
great
if
we
could
have
another
so
anyway,
I
think
that
that's
it
for
now
sure
you
know.
I
appreciate
that.
We're
you
know
finally
kind
of
moving
in
a
certain
direction.
D
I
have
observed
some
work
that
happened
at
the
course
reserve,
and
I
have
a
little
bit
of
concern,
but
not
enough
to
hold
this
up,
but
I
would
like
some
updates
either
the
human
services
or,
however,
you
want
to
present
it
as
this
goes
along,
so
we're
not
just
getting
an
update
at
the
end
of
the
year.
G
G
D
However,
you
all
want
to
do
it,
I
just
I
don't
I
put
in
empowerment,
but
I
think
this
is.
I
mean
we
have
this
as
one
of
city
council
goals,
and
so
we
should
be
hearing
about
what's
happening
within
the
building,
so
that
you
know
we
can
communicate
with
the
citizens
who
are
interested,
and
we
can
also
give
some
input.
A
All
right
does
anybody
else,
have
any
questions
or
comments.
If
not,
I
think
we
are
ready
to
vote
on
item
a9.
D
A
Well,
all
right!
So
with
that
on
a
four-nothing
vote
item
a9
passes,
I
think
tesla
sent
the
email.
We
can
circle
back
to
item
a1,
which
is
the
bills
list.
A
If,
if
everyone
is
all
right
with,
that
has
had
time
to
take
a
look
at
the
response
provided
I'll
go
ahead
and
move
item
a1,
which
is
approval
of
the
city
of
evanston
payroll
and
builds,
the
staff
recommends
city
council,
approval
of
the
city
of
evans
and
payroll
for
the
period
of
january
18
2021
through
january
31st
2021
in
the
amount
of
3
million
121,
175
and
49
cents
and
the
bills
list
for
february
23
2021
and
the
amount
of
2
million
600,
2,
174
and
22
cents.
D
A
Yeah,
I'm
happy
to
we've
got
12
minutes
before
the
schedules
for
our
time
plan
development.
So
I'm
happy
to
stand
at
ease
for
a
little
while
and
make
sure
that
you
get
an
answer
before
we
vote
on
this
rodman.
B
Well,
I
still
don't
I
I
don't
have
the
email
I
mean
I
haven't
looked
in
the
mailbox,
but
I
I
do
recall
that
without
the
email
that
one
brother
is
on
howard
street
yeah,
it's
on
dodge
yeah
and
yeah,
I
mean
everything
on
the
application
was
written
on
the
same
computer
and
I
mean,
but
they
they
just
they.
D
G
Coming
on,
do
you
she's
coming
on
right
now.
G
G
H
H
D
A
All
right,
if
there
are
no
further
questions,
I
think
we're
we're
going
to
do
a
roll
call.
B
B
A
So
with
that,
the
bills
list
passes
on
a
quarter,
nothing
vote.
Next
up
is
items
for
consideration.
Are
there
any
of
those.
A
All
right,
so
that
doesn't
count.
A
Or,
if
not,
we
can
move
on
to
items
for
discussion,
seeing
none.
We
can
talk
about
items
for
communication,
none.
B
B
D
A
Hi
with
that
on
a
four-hopping
vote,
we
have
agreed
to
adjourn
the
administration
public
works
committee.
The
planning
development
committee
is
scheduled
to
start
5
pm
thanks
everybody
paulina.
Thank
you.
Thank.
