If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
So
I'm
gonna
go
ahead
and
call
this
meeting
of
the
administration
public
works
committee
to
order
and
the
first
item
of
business
is
a
suspension
of
the
rules
allowing
for
remote
participation
due
to
an
executive
order
issued
by
governor
jamie
pritzker
and
the
ongoing
covet
19
pandemic
staff
recommends
a
suspension
of
the
rules
regarding
in-person
attendance
requirements
for
public
meetings,
line
for
city,
council
members
and
city
staff
to
participate
in
this
meeting
remotely.
B
B
A
A
A
Is
there
any
discussion
seeing
none
dave,
let
me
try
it.
B
A
A
B
B
A
On
a
three
to
nothing
vote,
the
minutes
of
march
22nd,
2021.
administration,
public
works
committee
have
been
approved
dave.
We
have
public
comments.
D
Yes,
linda
delbeus,
you
and
mike
vasilco,
okay,.
A
All
right
second
chance
here,
linda
or
mike
all
right.
I
think
they
are
not
present
so
we'll
move
on
from
that
to
the
consent
calendar.
A
So
everything
is
on
the
consent
calendar.
If
anybody
has
items
they
would
like
removed,
please
feel
free
to
list
those.
Now
I'd
like
to
remove
a17
and
a21.
C
B
A
A
All
right,
then,
why
don't
we
move
the
consent
calendar
with
the
exception
of
items
a5,
a7,
a8,
a17
and
a21
for
a
second.
E
A
All
right
dave
go
ahead.
B
A
C
Yeah
before
I
do,
I
see
mike
basilko
was
here
to
be
one
allowed
mike.
We
called
for
your
public
comment
earlier.
You
weren't
here.
Oh.
A
F
You
know
I
sent
you
a
note
earlier.
If
the
friends
of
our
crown
have
you
know
an
extra
four
hundred
thousand
dollars
to
spend,
they
should
be
giving
that
back
to
the
city
for
the
construction.
They
never
did
meet
their
goal.
Actually,
they
they're
less
than
half
way
less
than
half
of
their
goal
of
spending
17
million
five
hundred
thousand
dollars
on
the
construction
of
the
project.
F
F
84,
I
also
you
know,
here's
another.
You
know
mechanical
services
which
it
seems
to
me.
There's
been
other
contracts
issued
before
for
robert
crown.
For
this
type
of
thing,
our
engineering
staff
really
should
be
able
to
maintain
that
building
and
as
far
as
820
goes,
I
think
that
should
be
left
to
the
next
council
for
repurposing
or
selling
any
evanston
owned
property.
A
All
right,
thank
you
mike
and
then
is
linda
here,
linda
dabosky,
if
you're
here,
all
right
linda
is
not
so
we
will
move
on
now
on
to
item
a5,
alden
fleming.
C
A5
is
the
approval
of
contract
with
benchmark
construction,
inc
or
2021
cipp
sewer
rehabilitation,
contract
staff
recommends
council
authorized
city
manager
to
execute
a
contract
in
the
amount
of
173
684
thousand
dollars.
This
funding
is
from
the
sewer
fund
and
it
is
for
action,
and
I
just
had
a
quick
question
dave
not
about
the
actual
contract,
but
looking
at
the
map,
that's
in
the
packet,
can
you
just
explain
kind
of
how
these
sewer
lines
are
chosen?
I
realize
most
of
them
are
in
north
evanston.
D
We
plan
to
have
at
least
two
more
sewer
rehabilitation
projects
coming
out
later
this
year
and
they
will
be
city-wide.
D
The
sewers
are
identified
as
being
cracked,
or
some
joints
might
be
out
of
position
so
before
we
do
large
construction
projects
on
them,
we
rehabilitate
them
and
make
sure
they
don't
collapse
completely.
Due
to
construction.
B
But
we-
wouldn't
we
wouldn't
be
doing
this-
the
sewer
under
this
soon
to
be
rehabilitated
street,
we're
in
good
condition
right.
A
All
right
is
there
any
further
discussion,
none
hey
runs.
Take
it
away.
B
B
A
All
right,
it's
on
a
four
to
nothing.
Vote
item
a5,
passes
item
a7
alderman
fleming.
He
pulled
that
one
as
well.
C
Yeah
item
a7
is
a
proof
of
contract
with
hacienda
landscaping
for
robert
crown,
playground
staff
recommends
council
authorized
city
manager
to
execute
an
agreement
with
hacienda
in
the
amount
of
400
440
44
440
thousand
dollars,
40
44,
I'm
getting
this
wrong
construction
for
robert
crown
playground.
This
is
for
action.
C
C
Yeah,
so
my
only
question
laura
is
yeah.
I
had
a
question
not
so
much
as
mike
did
in
terms
of
robert
crown
friends
of
robert
crown
paying
for
this,
but
you
know
why,
and
why
was
not?
Why
was
this
not
included
in
the
original
robert
crown
plan
and
kind
of?
What
is
the
need?
I
I
can
think
of
the
playgrounds
over
there.
I
know
some
are
owned
by
the
schools
and
couldn't
visualize
that
this
is
an
additional
playground
or
where
this
is
and
why
it's
needed.
E
Hi,
my
name
is
laura
biggs,
I'm
the
city
engineer,
so
this
contract,
this
playground
was
originally
included
in
the
contract.
For
robert
crown,
it
used
to
be
that
the
preschool
would
use
the
washington
school
playground,
which
is
still
there,
but
they
would
exit
out
the
back
door
of
the
building
and
it
was
about
300
feet
to
get
to
the
playground
and
now
it's
over
a
thousand
feet
because
we
moved
the
building
and
that's
pretty
challenging
for
the
little
kids,
who
are
two
years
old
to
walk
that
far.
E
So
we
removed
this
from
the
contract
to
at
the
time
with
the
intention
of
bidding.
It
separately
is
a
standalone
project,
and
so
that's
why
it's
being
done.
But
there
was
a
savings
to
the
robert
crown
main
construction
project,
because
this
playground
was
not
included
and
now
the
funding
that
would
have
gone
towards
in
the
last
contract
will
go
towards
the
news
contract.
A
Is
there
any
further
discussion,
see
none
dave,
take
it
away.
B
A
C
You
know
what
it
was,
but
it
was
actually
something
I
already
got
the
answer
to
earlier,
so
I
just
didn't,
take
it
off
my
list,
so
I
can
just
move
it
very
quickly.
Eight
eight
is
approval
of
contract
with
aecom
technical
services
incorporated
for
the
development
of
a
water
utility,
continue
continuity
of
operations,
plan
staff
recommends
authorized
city
manager
for
entering
to
the
contract
to
not
to
exceed
the
amount
of
119
906
dollars.
Funding
is
from
the
water
production
budget
unit,
and
this
is
for
action.
Second,.
A
It's
removed
and
second
in
any
discussion
say
none
dave.
You
take
this
one
away.
A
All
right
so
then,
a
four
to
nothing
vote.
Item
a8,
passes
item
a17
is
resolution.
43
r41
authorizing
settlement
in
johnson
at
all
the
city
of
edmondson
at
all
staff
are
going
city,
council
approval
of
resolution,
43
r21
authorizing
the
city
of
athens
to
issue
a
settlement
payment
pursuant
to
a
settlement
agreement
and
release
in
johnson
at
all
versus
city
of
evanston.
At
all,
funding
will
be
provided
from
the
insurance
fund
settlement
costs
liability.
This
is
for
action.
B
A
All
right,
I
just
pulled
this
off
for
purposes
of
voting.
No
is
there
any
discussion
done
we
can
I'll
move
on.
I.
G
About
good
afternoon
everyone,
alexander
buggy
assistant
city
attorney,
this
case,
was
filed
against
the
city
of
evanston
and
police
chief
demetrius
cook.
It
pertains
to
the
release
of
several
mugshots
on
chiefbook's
snapchat
account.
So
this
case
was
a
reported
class
action
lawsuit.
I
believe
there
were
six
diff
plaintiffs
here
and
the
law
department
was
able
to
settle
on
behalf
of
all
of
six
defendants
for
the
ninety
thousand
dollars.
So
that's
what
this
case
is.
H
B
B
A
All
right
so
on
a
three
to
one
vote
that
went
past
the
administration
and
public
works
committee,
and
our
final,
I
don't
know,
is
pulled
off
of
the
consent.
A
Calendar
is
item,
a
21
ordinance,
27021
amendment,
title
10,
chapter
11,
section,
18.,
schedule,
18,
p
residents
only
parking
districts,
staff
recommends
city
council,
adoption
of
this
ordinance
amending
title
10,
chapter
11,
section,
18
schedule,
18,
p,
residence
only
parking,
district's
orders
will
amend
parking
on
sheridan
square
to
allow
for
non-permanent
parking
between
6,
am
and
9
pm,
with
a
3
hour
maximum
on
the
east
side
of
sheridan
square
from
garden
park
to
sheridan
road.
This
is
for
introduction.
Is
there
a
second.
H
A
A
If
not,
I
see
mike
rivera
afternoon,
sir,
so
help
me
understand
whether
this
would
increase
or
decrease
the
access
to
the
beach
and
the
park
for
residents
of
evanston
who
do
not
qualify
for
the
resident
parking.
I
I
I
There
are
further
north.
There
are
similar
areas
along
the
lakefront
and
parkland
areas.
Approximately
10
blocks
that
I've
identified
near
clark
street
beach
area
stretching
all
the
way
south
to
about
davis
and
lake
street
and
as
far
a
little
south
as
far
as
greenwood
there's
along
the
lakefront
there's
four
residential
permit
areas.
I
There's
the
b
permit
the
bc
permit
the
number
eight
and
the
r
permit,
which
this
area
here
would
have
the
r
permit
and
a
lot
of
those
a
lot
of
those
areas
are
already
managed
with
the
two
hour
or
three
hour
parking
limits,
along
with
with
the
residential
parking
permits
as
well.
So
this
this
area
doesn't
have
any
restrictions
throughout
the
day.
A
All
right
got
it,
you
know,
I,
I
think
one
of
the
things
that
we've
talked
about
is
comprehensive
parking
study.
You
and
I
talked
about
it
today.
The
pandemic
has
made
it
difficult
to
gather
that
information.
I'd
like
to
see
us
take
a
look
at
ways
to
improve
parking
near
the
lakefront
and
I'd
also
like
us
to
look
at
ways
to
monetize
that
and
one
of
the
things
you
and
I
have
discussed.
I
was
hoping
that
you
would
take
some
time
to
research.
A
Is
the
possibility
of
creating
a
parking
structure
similar
to
what
we
had
for
northwestern
football
games
two
years
ago,
where
evanston
residents
would
not
pay
to
park
near
the
lakefront
and
out
of
town
residents?
Would
if
you
could
look
into
the
feasibility
of
that
and
what
type
of
revenue
that
might
generate?
I
would
appreciate
that
and
then
other
than
that
I
have
no
no
further
questions
or
comments.
Does
anybody
have
anything
auburn
fleming.
C
I
have
a
question
so
I
know
this
is
the
area.
I
think
it's
one
of
the
first
meetings
I
had
anna
morani
brought
up.
You
know
this
been
a
beach
in
south
evanston
and
all
the
restrictions
at
the
beach
parking,
and
then
we
had
this
was
restricted
and
it
wasn't
supposed
to.
You
know:
there's
been
a
lot
of
action
in
this
sheridan
square,
so
my
question
is:
do
we
close
it
at
nine
because
is
that
when
the
beach
technically
closes
correct,
okay
and
so
all
the
other
parking.
I
C
Right,
okay,
so
you
know,
I
appreciate
that
this
is
similar
to
other
spaces.
I
think
my
concern
is
that
I
don't
know
how
many
parking
spaces
are
there
off
the
top
of
my
head,
but
thinking
about
the
parking
and
the
half
million
dollar
park
we
just
put
over
there
as
a
community
benefit
and
that
the
closest
part
you
know
closest
beach
to
my
ward,
it
just
continues
to
feel
like
it's
burdensome
for
evanston
people
to
get
to
the
beach
right.
C
C
So
I
have
a
hard
time
supporting
this
in
this
case,
my
again
because
of
all
of
the
ways
in
which
we've
restricted
this
over
the
years
and
given
tickets
that
were
really
you
know
our
fault,
because
it
was
an
error
with
the
signage.
So
I
I
don't
know
what
else
can
be
done.
I'd
like
to
have
to
come
back
and
see
how
we
can
work
with
this,
just
to
make
sure
that
people
who
want
to
use
the
beach
and
can't
walk
to
it
can
still
use
the
beach.
I
Sure
I
I
understand
your
point,
some
of
the
restrictions
that
were
changed
and
not,
and
that
were
unmanaged,
whether
they
were
pilot
programs
or
were
brought
on
by
my
predecessor
a
few
years
back,
and
I
didn't
have
any
any
dealings
with
that.
We
also
have
taken
into
consideration
that
we
don't
want
to
restrict
people
from
having
a
place
to
park
while
attending
the
parkland
areas.
I
So
in
this
particular
area,
there's
approximately
125
spaces
and
75
to
80
of
those
spaces
are
going
to
be
for
people
to
be
able
to
access
the
beach
without
having
a
permit.
So
approximately
two
thirds
of
the
spaces
in
this
area
that
we're
discussing
are
going
to
be
accessible
to
people
going
to
the
park
and
or
the
beach.
C
I
mean
I
get
and
I
appreciate
that
I
get
that,
but
even
still
I
mean
they're
competing
with
everybody
else
who
wants
to
use
the
beach
right.
So
we
know
that
they'll
just
drive
up
and
there's
a
space
available
and
then,
if
it's
you
got
to
move
at
nine,
even
though
in
the
summer
it's
nicer
outside
and
you
know,
people
might
want
to
watch
the
sun
go
down
or
whatever
you
have
to
move
before.
That
might
happen
because
you
don't
live
there,
so
is
there?
Can
we
extend
it
past
nine?
C
I
Yeah
I
mean
the
block
is
comprised
it's
a
very
dense
block
and
it's
all
multi-family
dwelling
units
and
condo
buildings
there.
So
I
mean
this
one
block
and
a
half
approximately
you
can
have
two
to
three
hundred
apartments
or
and
or
condos
in
this
stretch.
So
there's
certainly
much
more
dwelling
units
than
there
is
parking
spaces
in
the
area.
C
Circling
for
parking
and
everything
else
just
because
of
where
they
live,
so
I
just
would
encourage
us
to
go
back.
I
would
rather
leave
it
unrestricted
till
now
and
try
to
be
more
creative
about
what
else
we
can
do
to
make
sure
people
who
don't
live
there
have
as
much
access
as
possible,
given
the
investment
we've
made
with
the
park
and,
ideally
that
the
beach
will
be
open
this
year.
I
Sure
understood
I
mean
I
mean
the
biggest
concern
you
know
in
whatever
decision
we
we
make
for
this
area
is
that
we
need
to
find
a
way
to
create
turnover,
because
we
don't
have
the
inventory
in
close
proximity.
So
we
we
need
whether
it's
a
two
hour
three
hour
or
or
charging
you
know
turning
it
into
a
metered
parking
zone
and
charging.
We
need
to
find
ways
to
create
turnover,
otherwise
people
can
can
park
there,
whether
they're
attending
a
beach
or
not.
I
C
I
A
You're
welcome
all
right
any
further
discussion,
seeing
none
and
dave.
I
think
you
can
take
it
away.
B
B
A
All
right,
so
the
2-2
vote
it
moves
on
to
council
with
no
recommendation
is
that
correct
alex
all
right.
So
that's
the
extent
of
our
agenda.
The
next
step
is
items
for
discussion.
Item
d1.
Is
the
evans
and
spend
analysis,
including
amazon
shopping,
