If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
B
Hi
hi,
how
you
doing?
How
are
you
I'm
here
basically
to
contest
the
the
amount
of
I?
Guess
the
amount
of
money
for
the
alley
paving
project
I
own
with
my
father,
1404
Daryl,
it's
a
five
unit
apartment
building
that
we
bought
in
2013,
you
know,
was
in
complete
shambles.
We,
you
know,
spent
our
blood,
sweat
and
tears,
fixing
it
up
putting
in
good
tenants
and
on
this
project.
C
C
C
I,
don't
see
him
here
tonight,
dan
Manus
I
think
that's
his
name.
He
had
sent
us
a
copy
of
the
statue
and
how
you
go
about
doing
the
assessments
and
I
guess
the
statue
reads
the
officer
making
the
role
shall
certify
under
oath
that
he
believes
that
the
amounts
assessed
against
the
public
and
each
parcel
of
property
are
just
and
equitable
and
that
no
lat
black
tract
or
parcel
of
land
has
been
assessed
more
than
it's
a
proportionate
share
of
the
cost
of
the
improvements,
12
and
a
half
percent.
D
D
The
chair,
please,
the
board
of
local
improvements
held
a
public
hearing
on
this
process
and
during
that
process
we
went
through
the
calculation
and
the
majority
of
the
property
owners
on
that.
It's
signed
I
can't
say
that
all
of
them
over
there,
but
there
was
a
tendency
at
that.
I'm
hearing
the
methodology
of
during
the
unit's
method
is
that
on
the
alley
is
used
not
by
necessarily
linear
feet.
It
is
used
by
cars
and
units
of
residents
have
cars
in
them,
so
the
more
cars
being
used
on
the
alley,
the
more
benefit
from
the
alley.
D
C
E
C
D
It
did
matter
what
she
said.
Any
money
excuse
me
any
member
any
resident
that
night
could
have
chosen
to
change
their
vote
and
in
the
past
three
to
four
years
we
have
had
alleys
that
were
approved
via
the
petition
that
were
then
reversed
that
night,
due
to
the
results
of
the
public
hearing.
So
at
that
night
it
was
an
open
discussion,
nothing
was
a
done
deal
and
any
member
could
have
changed
their
vote
to
now.
D
C
Then
one
more
thing
that
I
want
to
challenge
here.
We
were
given
this
sheet
here
that
talks
about
the
unit
count
and
I
went
to
the
county
record
and
I
checked
each
one
of
them.
Okay,
the
parcel
number
the
last
one
down
here:
10
13
for
1904
1000,
that's
listed
as
one
unit
not
to,
and
also
with
that
meeting.
There
were
two
other
people
here
that
said
that
their
units,
one
of
them
I
think
was
her
name
was
mrs.
Reed.
C
D
C
F
I'm
not
weighing
in
on
either
side
of
this
Ellie
because
I
don't
know
anything
about
it,
but
what
I
do
know
is
that
in
an
alley
paving
meeting
where
there
was
a
lot
of
opposition
in
my
ward,
we
were
told
I
believe
that
you
can
use
both
methods
in
one
le
paving
you
can
you
can
assess
based
on
linear
and
on
7
unit,
linear
and
unit
within
one?
That
would
really
be
the
answer
to
your
problem,
but.
F
E
Not
is
the
question
that
I
have
at
this
time.
I
believe
that
the
units
method
that
we
establish
them
is
which
is
customarily
used
on
residential
properties
and
that's
what
this
is
they're,
all
residential
properties,
that
the
units
method
is
the
appropriate
way
to
go.
The
alley
in
which
alderman
rainy
references
has
a
different
type
of
use
in
residential
property
on
it,
and
it
was
more
equitable.
In
that
case,
we
felt
that's
an
item.
That's
still
coming
to
the
bli
to
put
out
a
second
type
of
petition
for
that
particular
alley.
F
A
A
Percent,
according
to
the
count,
I
do
understand
what
you're
saying
in
that
regard.
So
what
I
would
ask
staff
to
do
is
confirm
what
you're
saying
is
the
number
of
units
that
are
listed
in
the
pins
exactly
this
is
actually
tonight
it's
only
going
to
be
introduced,
so
it's
not
going
to
be
approved
tonight.
It
will
be
approved
at
the
next
meeting
of
the
council
on
next
Monday.
If
that's
correct,.
A
What
is
the
direct
staff
to
do
is
actually
confirm
the
unit
counts
as
you're
saying
for
the
pins
in
that
regard.
Now
this
is
we
had
a
proper
hearing
and
notice
of
those
hearings
regarding
the
how
we
were
actually
doing
the
special
assessment
before
so
I.
We
can't
overturn
that
in
regard,
but
we
can't
see
if
that
the
unit
is
correct.
The
unit
number
is
correct,
so
we
have
two
weeks
before
this
I
should
be
finalized.
A
C
A
D
Mr.
chair
I
mean
I
appreciate
that
you
came
in
at
the
meeting.
We
said
we
made
note
that
it
would
be
discussed
with
the
council
two
times
so
you're
you're
doing
the
right
thing,
so
we
don't
want
to
in
any
way
have
the
proceedings
you
know,
give
anyone
the
thought
that
you're
not
just
proceeding
ahead,
trying
to
understand
all
your
rights
as
a
property
owner
and
we
will
go
back
review.
The
county
records
be
in
touch
with
you
directly
and
mr.
chair.
D
If
there
is
anything
that
calls
into
question
the
proceedings,
then
we
will
report
back
to
the
council
that
way
with
options,
because
I
can
I.
Ask
one
question
that
if
if
it
was
Maura,
it
was
more
equitable
in
your
mind,
would
you
be
supportive
of
the
air
crossing
and
that's
not
a
that's
one
thing.
If
you
didn't
want
the
only
no
matter
what
what
a
half
percent
is
just
like
and
that's
just.
A
Sake
I
mean
we
can
go
back
and
forth,
so
we
appreciate
you
coming
out
we'll
look
in
your
concerns
as
well.
We'll
have
our
staff
looking
at
stake
in
contact
with
you
and
we'll
have
another
opportunity
to
review
what
the
findings
are
at
that
time,
and
you
also
speak
with
staff
in
the
meantime
about
your
concerns
as
well.
If
that's,
okay,
no
final
actions
can
be
taken
tonight
it.
What.
C
One
other
things
you're,
you
know
when
you
drive
through
the
neighborhood
and
you
look
at
the
houses
in
there.
You
see
one
mailbox
in
these
houses
have
like
unit
counts
of
two,
maybe
because
they're
old
houses,
maybe
years
ago
they
took
in
boarders,
but
today
most
of
these
houses
that
are
to
there's
only
one
male
will.
A
Have
staff
check
into
it?
Yeah?
That's
that's
the
best
answer
we
can
give
you
because
I
can't
speculate
what
the
houses
are
doing
right
now,
but
we
do
a
process
of
procedures
for
confirming
that
you
know
the
unit
count
is
correct
or
the
corner
of
this
Esther
as
well.
So
we
would
please
come
back
in
a
week.
Staff
will
be
in
touch
with
you
in
the
meantime.

A

Middle
I'd
like
to
move
items
a
3.2,
it's
the
contract
with
Wentworth

for
tire

staffs,
recommend
the

Oh,
my.
C
F
F
A
F
D
D
It
does
not
change
it
still
for
correction,
but
it
is.
We
change
this
and
/
conversations.
The
alderman
and
I
had
good
email
with
our
original
line
of
credit
was
for
multi
year
for
the
Howard
Ridge
and
West
evanston
tiff,
and
this
when
we
set
it
up,
was
set
to
be
an
annually
renewing.
It
was
more
in
line
with
out
what
the
rate
that
first
bank
was
charging
us
and
definitely
a
clear
line
of
credit.
D
A
F
Appreciate
the
work
staff
did
providing
us
with
all
the
lists
of
the
hundreds
and
hundreds
of
claims,
some
clothes,
some
open,
but
I
didn't
find
that
very
helpful.
At
all.
There
were
numbers
there
were
names,
but
there
were
no
numbers,
so
it
didn't
really
mean
anything
to
me
other
than
we
had
a
whole
bunch
of
claims.
Some
were
open
somewhere
close,
it
didn't
do
a
thing
for
me
and
I
I
think
it
would
have
been
helpful
to
give
us
the
amounts.
I
would
rather
have
seen
the
amounts
than
the
names
just.
A
I
Thank
You,
mr.
chairman
and
members
of
the
council,
are
just
a
quick
brief
update
of
some
of
the
actions
and
accomplishments
of
cradle
to
career.
As
you
guys
know,
cradle
is
a
collective
impact
of
over
40
local
agencies
in
the
city
of
Evanston.
That
has
come
together
to
try
to
improve
the
lives
of
young
people.
I
I
Cradle
is
committed
to
the
idea
that
every
child
in
evanston
deserves
an
equitable
opportunity
to
fulfilling
a
and
2
full
to
a
fulfilling
and
productive
adulthood.
Life
also
cradle
is
wants
to
uphold
a
common
agenda.
Addressing
the
reality
of
complex
social
condition.
Is
that
ender,
some
children
in
this
community,
some
of
its
accomplishments
to
date
cradle,
has
improved
access
to
existing
services
for
families
facing
social
inequities
that
contribute
to
the
disparity
in
the
community
in
community
literacy
developed
a
partnership
within
you,
simple
civic
engagement
program,
increased
success
at
key
transition
points
for
students
and
families.
I
This
summer
we
are
targeting
the
summer
reading
loss
to
prevent
as
much
of
that
as
possible.
Cradles
also
embedded
the
commitment
of
equity
and
all
the
work
I'm
not
just
cradle,
but
all
its
40
member
organizations
and
also
crate
cradle,
has
created
a
citywide
understanding
of
the
impact
of
childhood
trauma
on
literacy,
we're
here
today
to
as
approval
of
the
fifty
thousand
dollars
to
continue
the
support
of
this
very
important
work
in
this
community.
D
Mr.
chair
I,
just
one
follow-up
last
week,
I
attended
the
United
Way,
an
annual
dinner
annual
lunch,
which
the
city
was
recognized
that
but
also
at
which
sheila
Marie
got
up
and
was
given
quite
a
long
time
at
the
podium,
because
the
United
Way
was
so
impressed
with
the
amalgamation
in
all
of
these
different
groups
working
together.
They
think
it
was
just
a
great
innovative
program
that
they
would
like
to
see
use
in
a
variety
of
settings,
so
they
got
special
recognition
by
the
United
Way.
I
A
F
Being
asked
to
recommend
to
the
council
the
creation
of
a
Robert
crown
community
center
maintenance
fund
in
the
2019
annual
budget,
and
it's
for
long-term
infrastructure
maintenance
having
to
do
with
the
new
I.
Guess
the
the
proposed
rubber
crown
center
right
and
the
the
fields
surrounding
it
and
it
will
be
funded
out
of
revenues
from
the
center.
A
I'd
like
to
say,
though,
too
I
was
actually
complimenting
our
assistant
city
manager
earlier
before
the
meeting
started
about
this
plan.
I
think
it's
great
I
think
we
should
be
doing
this
with
most
of
our
facilities,
most
of
our
assets
in
general
and
I.
Think
it's
very
thorough
and
practical,
so
I
appreciate
you
taking
the
effort
to
to
lay
this
out
in
such
a
way
and
I
think
it's
a
great
first
step
towards
playing
for
these
type
of
needs
and
contingencies
in
the
future.

This
is
a

For
this

I
would
move

now.
So
I
have
a
question.
Second,
ultimate.

C
E
Sorry
I
I
was
unaware
of
these.
I
will
look
into
this
and
end
with
group.
They
should
be
taking
photos
when
they
see
dumpsters
are
overflowing
and
they
should
be
submitting
those
to
the
city
and
I'll.
Look
into
all
this
and
I'll
be
on
group
right
away
to
make
sure
that
this
is
handled
appropriately
ultimate.
G
Braithwaite,
thank
you
may
have
answered
the
question
that
was,
I
was
going
to
follow
up
and
ask
what's
the
process
because
I
remember
sitting
at
the
table
to
to
discuss
it,
so
is
it
by
3,
11
or
basically
so
either
a
residence
or
aldermen
are
going
to
notify
our
city
staff
and
maybe
it'll
float
to
you
or
not.
How
do
we
go
from
you
city
staff,
to
group
to
make
sure
that
they
snap
the
picture
and
we
as.
E
Soon,
as
I'm
aware
of
it
I'll
be
talking
to
Groot,
I'll
get
the
if
there
is
a
current
list
of
properties
where
this
has
occurred,
I'll
get
a
hold
of
group
right
away
and
say:
look
we've
had
these
complaints
you're
contractually
required
to
provide
the
photos
right.
We
want
the
photos
and
I'll
start
meeting
with
a
monthly
if
I
need
to.
We
are
meeting
with
them
quarterly.
Now
what
will
increase
that,
if
they're
not
living
up
their
requirements.
G
G
D
G
D
D
A
H
Sorry,
director
I
just
I'm
just
a
visual
person,
and
you
said
something
that
just
I
can't
get
the
picture
out
of
my
head.
So
when
they
came
to
dapper
and
the
question,
is
they
want
to
lighten
and
you
want
a
doc
I
mean
depa
wanted
her
dark?
Is
that
well.
K
It
was
to
be
an
all
white
aluminum,
cladding
type
facade,
which
would
be
very
unique
for
Central
Street,
and
what
dapper
is
always
looking
at
is
too
to
see
if
the
storefront
will
remain
contextual
with
what
is
already
in
the
neighborhood
and
the
general
feedback
was
that
that
that
white
probably
didn't
do
that.
There
was
also
concerns
I
would
get
dirty
very
easily
and
that
it
wouldn't
appear
as
it
as
it
did
before
a
tapper.
So
there
was
a
darker
option
that
they
had
as
a
as
a
plan
B,
but.
J
K
F
A
K
K
A
K
It
also
went
before
at
the
Public
Arts
Council
to
prove
it.
So
you
know.
Typically,
we
see
these
with
planned
developments
as
a
public
benefit.
So
there's
a
much
bigger
conversation
about
every
don't
seem
that's
kind
of
the
side
elements,
so
this
one
was
rather
unique,
so
we
ask
that
they
come
to
dapper
and
then
that
they
go
the
public,
Arts,
Council
and
I
also
reviewed
it
with
ultimate
wing
all
know
when
you're
saying
pin.

the

we
are
proposing
to

the

the

the
detailed

we

That's
some
additional

that
could

Demand
rainy,
you
are
correct
and
we
can
provide
the
breakdown.
The
way
we've
done
it
in
Pat
and
the
years
past,
where
we
had
the
small
table
that
would
show
resident
portion,
other
funding,
portion,
geo
bond
portion,
special
assessment
portion,
and
we
can
have
that
for
the
adoption
are
for

two

or
we
can
have
it
between
now
and
then
or
the
committee's
review.

Their

all
those
in
favor
say
aye
not
any
pose
and
opinion
the
chair,
the
eyes
have
it.
That
concludes
our
regular
order
of
business.
We
have
one
item
for
discussion.
This
is
a
revising
title,
three
chapter
17
of
the
taxicab
and
motor
vehicle
code.
Mr.
corporation
counsel,
do
you
want
to
review
the
memorandum
to
begin
with.
M
Members
of
the
committee
grand
for
our
corporation
counsel,
with
respect
to
the
prior
direction
received
from
this
committee
staff,
went
back
and
looked
at
the
18
pages
of
the
taxi
regulations
that
were
first
codified
by
the
City
Council
and
then
in
the
late
1970s
early
1980s
and
revised
last
substantively
in
the
1990s,
and
took
a
look
at
at
those
regulations.
With
a
couple
of
differing
factors
in
mind.
Number
one.
With
respect
to
the
information
that
has
been
gathered
by
staff
relative
to
the
status
of
the
taxi
business
within
the
city
of
Evanston.
M
If
the
one
of
the
consistent
refrains
one
of
the
consistent
themes
expressed
by
the
taxicab
industry,
both
before
this
body
and
at
meetings
convened
by
and
between
those
entities
and
staff,
was
the
clear
desire
on
their
part
to
to
be
deregulated,
to
have
fees
and
costs
reduced
and
have
licensing
by
the
city
reduced
in
a
very
straightforward
in
substantive
manner.
If
there
were
to
be
the
case,
it
would
make
a
great
legal
sense
to
to
make
deregulation
harmonize
with
T
NPS
and
in
the
status
of
regulation
in
the
city,
which
follows
state
regulation.
M
A
M
F
My
preference
would
be
to
completely
deregulate
municipally
and
to
simply
have
the
taxicab
companies
and
uber
and
lyft
operate
under
state
statute.
I,
don't
see
any
reason
to
say
to
a
taxicab
driver,
you
must
have
a
driver's
license
and
that's
really
what
we're
saying
to
in
order
to
operate
a
motor
vehicle.
We
want
that
the
evanston
cab
cabs
that
operate
in
evanston
to
follow
the
state
regulations
which
they
know
they
have
to
have.
F
They
came
here
complaining
that
not
only
do
they
have
to
follow
the
state
regulations,
but
then
we
duplicate
the
state
regulations
and
even
charge
more
money.
So
I
think
we
should
just
do
a
hands-off
just
deregulate
completely
and
I
oppose
allowing
uber
to
have
the
senior
citizen,
coupons
and
I
think
it
would
be
next
to
impossible,
given
uber
structure,
to
accept
the
coupons
because
of
the
way
they
charge
you
by
way
of
a
credit
card.
F
So
I
I
think
that
I
mean
this
is
an
evanston
program
and
should
be
devoted
totally
to
evanston
businesses
and
so
I.
That's
what
I
think
that
we
should
just
have
the
I
think.
Probably
the
evanston
cab
companies
need
a
business,
since
maybe
you
know
one
big
business
license
for
each
cab
company,
but
not
for
each
driver
so
that
we
can
keep
track
of
who
gets
the
senior
citizen
coupons,
but
I
I
support
just
ripping
up
our
ordinances
having
to
do
with
taxi
cabs
and
letting
the
state
run.
The
program.
A
G
G
Not
intended
okay,
so
comically
questions
that
I
I
had.
When
I
asked
for
the
operational
costs,
I
was
trying
to
understand
the
total
cost
of
operating
cab,
which
meant
their
personal
expenses.
I
mean
I
received
a
notification
for
Miss
Marie
that
talked
about
a
lot
more
expenses
than
what
I'm
seeing
here
in
terms
of
just
a
ton
of
things
that
you
would
never
even
imagine
that
they
would
have
thought
I
would
hope
at
some
point
to
see
all
of
those
expenses.
G
G
Everybody
else,
but
again
I
just
want
to
understand
what
those
those
costs
are
and
then
to
also
to
further
understand
how
these
costs,
if
we
were
to
eliminate
them,
would
have
an
impact
on
our
city
budget
I
have
no
idea
where
I
can
find
this
budget
line
so
I'm
it.
I
was
asking
Marty
if
you
can
pull
it
up
and
if
you
can't
do
it
now,
it's
maybe
a
discussion
at
another
meeting,
I.
M
Can
answer
that
perfect
with
respect
to
the
renewal
fees
in
the
annual
licensing
fees
which
we're
not
getting
right
now
because
there
are
no
new
cabs
coming
in
the
budget
line
item?
Is
approximately
thirty
thousand
dollars
a
year
all
in,
but
it's
but
it's
steadily
decreasing.
Ok!
So
we're
not
going
to
what.
M
H
I
certainly
would
support
you
all
and
raining
on
the
suggestion.
I
think
that
is
a
good
one
and
I
also
would
support
the
idea
of
not
extending
to
over
a
lift
the
the
taxi
benefit
for
the
seniors
number
one,
not
only
because
the
way
they
build,
but
I
think
it
would
be
too
confusing
for
seniors.
I
just
do,
and
so
I
think
that
that
would
be
best
left
for
the
taxes.
Oh.
A
Marini,
so
what's
our
path,
what
can
I
clarify
to
I
just
want
to
make
sure
that
we,
you
know,
there's
a
deregulation
in
terms
of
like
the
inspection,
and
you
know
the
various
likes,
the
same
requirements
and
the
money,
but
I
also
want
to
make
sure
we
maintain
the
medallion
system
for
people
have
actually
bought
into
it.
I
don't
want
to
see
other
cab
companies
coming
from
outside
the
city
limits
that
don't
have
medallions
I
just
want
to
make
sure
we
don't
completely
open
up
the
cab
market
in
evidence
in
that
regard.
H
A
I
don't
want
to
you
know
we
have
a
significant
number
of
individuals
who
purchase
medallions
at
great
cost
to
themselves
to
have
you
know
to
be
able
to
operate
in
evanston.
So
if
we
completely
deregulated
we're
actually
potentially
opening
up
to
any
cab
that
wants
to
come
to
the
city
limits,
I
just
want
to
make
sure
we
maintain
the
medallions
that
people
have
medallions
currently
that
we
make
sure
we
still
have
those
in
the
current
or
the
new
regulations.
A
A
A
I
mean
if
someone
spent
that
much
money
to
you
know
to
have
access
to
our
market.
I
would
like
to
protect
that
portion
of
their
investment
for
as
long
as
possible,
so
it's
one
thing
to
deregulate
and
remove
our
a
regulation.
Okay,
you
know
in
the
cost
of
doing
so,
but
if
we
just
completely
remove
the
medallion
system,
we're
creating
an
open
market
and
potentially
devaluing
these
investments
even
more
and.
N
And
all
the
members
of
the
council
could
be
precisely.
My
point
is
you
are
deregulating,
but
you
are
still
protecting,
and
so
as
long
as
the
council
feels
comfortable
with
that
that
you're
protecting
those
medallion
holders
who
you
are
deregulating
the
system
totally
for
their
benefit
and
no
one
else's
benefit,
and
you
are
protecting
that
value
of
that
medallion
and
that's
a
policy
question
for
the
City
Council.
N
But
certainly,
as
you
have
heard,
the
corporation
counsel,
you
know
without
making
that
keeping
that
change,
keeping
the
medallions
in
place,
then
I
think
you're
going
against
what
the
medallion
holders
are
money.
They
want
to
be
protected,
but
they
do
not
want
to
be
regulated,
and
so,
if
that
is
what
we
also
feel.
N
That
perhaps
will
be
counterintuitive
for
some,
so
I
just
want
to
make
sure
that
that
is
clear.
We're
prepared
to
have
an
ordinance
for
your
consideration
and
introduction,
if
not
in
two
weeks,
very
soon
thereafter.
That
would
do
that,
but
that
will
be
counterintuitive
to
some
that
we
are
deregulating
and
protecting
those
that
currently
have
the
medallions
in
evanston
alden.
N
F
H
How
long,
then
do
we
protect
these
medallions
and
I
is
forever
I
mean
I?
That
would
be
a
question
for
me
in
terms
of,
and
I
understand,
that
people
have
and
I
think
that
mrs.
cadet
I
believe
her
last
name
was
we
made
it
very
clear
that
these
are
very
valuable
to
them.
They've
spent
life
savings
on
them,
I
understand
that,
but
did
and
what
cost
to
the
city
isn't
and
how
long
30.
N
A
D
A
I
mean
there's
that
potential
decrease
in
costs,
if
he's
going
to
move
on
to
other
assignments,
etc,
but
the
same
time
they're
still
if
we
maintain
the
the
taxicab
voucher
program,
there's
that
cost
as
well
that
we're
losing
the
revenue
from
so
I
mean
I.
Think
it's
probably
who
knows
what
the
actual
effect
this
is
going
to
be.
A
Is
this
thing
evolves
in
terms
of
the
lifespan
of
this
I
think
this
is
something
we're
going
to
have
to
you
know
if
you
look
at
the
drop-in
chauffeur
licenses
over
the
past
couple
years.
Yes,
then
steep,
so
we
need
to
keep
reexamining
this
and
also
the
potential
you
know,
what's
going
to
be
the
effect
of
lyft
and
uber,
and
these
other
network
providers
coming
in,
we
don't
know,
but
for
right
now,
I
think
we
want
to
make
sure
that
we're
protecting
the
investment
of
the
various
cab
drivers.
That's
my
thought
on
it.
Alden
rainy.
F
M
M
N
N
N
The
challenges
is
and
we're
happy
to
bring
this
back
and
again.
Oliver
Miller
appreciate
the
discussion
this
evening
because
we
want
to
bring
back
something
that's
understandable,
but
the
realities
of
how
this
industry
is
changing.
It's
going
to
be
very
difficult
to
regulate
cabs,
who
don't
have
medallions,
because
they're
going
to
hold
up
their
smartphone
and
say
I'm,
an
uber
driver
and
city
of
Evanston,
you
don't
regulate
me,
so
I
may
be
a
regulated
taxicab
in
niles
or
lincolnwood
or
north
park
or
well
Matt.
N
N
So
we
have
will
have
a
hundred
and
forty
that
are
registered
will
have
every
other
cab
driver
in
the
area
who
wishes
to
do
business
here,
who
will
be
affiliated
with
lift
or
Hoover?
They
will
conduct
their
business
and
we
will
have
no
recourse
unless
we
pass
additional
ordinances.
That
say
the
cab's.
A
It
is
I,
don't
think
anyone
could
have
anticipated
the
shift.
That's
happened
over
two
to
three
years
with
this
as
well,
and
I
mean
that
said,
though,
I
I
think
we
need
to
do
what
we
can
to
protect
our
medallion
holders.
So
if
that
requires,
you
know,
we
can't
do
anything
about
lifts
operating
in
an
unmarked
fashion,
but
we
can
do
anything
about
there's,
there's
other
cab
companies
on
the
North
Shore
and
in
the
city
that
we
are
operating
accounts
and
other
locations
that
will
be
coming
in.
N
It's
one
thing
we
will
need
to
then
include
mr.
corporation
councils,
the
requirement
that
the
evanston
calves
be
marked,
because
one
is
going
back
to
alderman
braithwaite's
point.
One
of
the
expenses
is
the
markings
of
the
vehicle
to
indicate
that
they
are
a
Eva's
de
medallion
hold.
So
we
will
have
to
ensure
then
that
that
expense
continues
in
order
to
in
n,
write
some
level
of
enforcement.
A
N
30
years
of
there,
but
but
again
in
an
effort
to
make
sure
that
we
come
back
with
an
ordinance
that
has
a
few
surprises
as
possible.
This
discussion
is
important
because
operationally
now
we'll
have
a
lot
to
have
an
application.
I
think
some
small
transactional
fee
makes
sense.
We'll
still
have
to
have
some
staff
members
on
mr.
Sullivan.
Someone
will
have
to
process
this
and
still
manage
those
140
and
I.
Think
we'll
have
to
have
some
inspection
to
at
least
ascertain
that
these
minimum
requirements
are
done,
that
the.
N
F
I'm
the
medallion
issue,
you
know
I
I,
guess
I,
agree
that
we
should
only
have
Evans
and
cabs
and
ovens
and
I'm,
not
even
sure
about
that,
but
I
think
it's
very
important
that
the
cab
operators
participate
in
this
and
and
help
us
through
this
side
of
the
problem,
and
but
you
know
putting
your
name
on
your
cab.
If
you're,
a
taxi
driver
is
just
like
having
to
pay
for
gas
at
the
pump,
I
mean
it's
part
of
everybody
who
does
business
has
to
have
some
way
of
advertise
that
stats
their
business.
F
They
have,
they
have
their
taxi
name,
they
have
their
name
of
the
driver.
Sometimes
so
I
I
mean
we
can't
control.
You
know
oil
changes
and
things
and
Captain.
Those
are
some
of
the
examples
of
what
we
got
for
the
cost
of
doing
business
as
a
cab
driver-
and
you
know
I
mean
uber-
has
of
those
expenses
too.
So
I
want
to
relieve
them
of
every
duplicated
expense
that
they
pay
to
the
city
of
evanston,
every
rule
that
it
copies
from
the
state,
but
to
I
don't
know
how
much
we
can
do
I.
F
N
N
What
men
tonight,
mr.
chair,
perhaps
I,
can
offer
this
as
a
suggestion.
I
think
we
have
clear
what
you'd
like
to
see.
We
will
put
this
into
writing.
We
will
have
another
meeting
with
those
interest,
parties
and
I
believe
ms
nap
and
mr.
Farrar
have
those
contacts
will
share
it
with
them
and
we'll
come
back
to
you
again.
N
I
think
we're
trying
to
give
you
the
committee
what
they
want,
we're
trying
to
give
the
taxi
medallion
holders
what
they
want,
but
I
think
we
have
to
be
honest,
that
these
are
competing
issues
and
to
again
thread
the
needle
in
a
way
that
provides
everybody.
What
they
want
is
it's
not
necessarily
a
balanced
process,
but
if
you'd
like
sir,
we
can
do
this,
I
think
over
the
next.
Probably
the
first
meeting
in
July
come
back
with
the
draft
and
having
had
the
meeting
and
bring
it
back
to
the
committee.
So
we
notified.
