event,

the
evanston
Municipal
Code.
So
there
are
no
billable
costs
associated

budget,
it's

it's
what

them

from
the
organization
not

us,

the
numbers,

understanding
over
under
five
thousand
dollars.
Last
year
we
were
able
to
have
most
of
the
Public
Works
improvements
done

regular
business
hours.
There
was
light
police
issues
involved,
so
we've
been
able
to
keep
those
costs
rather
low.
We
are
working
with
them
with
Commonwealth
Edison
to
have
a
temporary
electrical
outlet
installed
in
the
park
and
all
that's
happening
during
regular
business
hours.

is

event

performance
is
revenues

we're
not
finished
yet.
So
we're
being
asked
to
accept
and
place
this
report

file

vote
no

spending
four
hundred
thousand
dollars
immediately
to
repair
the
fog
houses
behind
the
lighthouse
or
at
least

postpone

vote

had
on
the
topic.
We
acknowledge
that
repairs
to
the
fog
houses
are
needed
and
their
repair
has
been
on
the
CIP
list.
In
the
past
we
agreed
these
repairs
need
to
be
made
just
not
now,
and
also
what
is
not
included
in
the
four
hundred
thousand
dollars
is
mold.
Abatement.
I
Mold
can
be
a
major
health
concern
for
children.
Mold
is
not
present
in
Harley
Clarke.
We
would
suggest
that
the
city,
possibly
in
cooperation
with
the
lighthouse
park
district,
apply
for
grants
to
make
needed
repairs
to
this
National
Historic
Landmark
thoughts,
spending
four
thousand
four
hundred
thousand
on
the
phone
houses
right
now
without
the
effort
being
made
to
get
grants,
grants
to
accomplish
this
seems
like
a
waste
of
taxpayer
money
taxpayer
money
at
this
time.
I
Our
understanding
of
the
intent
intent
of
Aldermen
Wilson's
resolution
was,
to
enable
summer
ecology
classes
to
be
held
in
Harley
Clark
in
the
summer
of
2017.
It
is
our
opinion
that
that
goal
can
be
accomplished
with
minimal
immediate
investment
by
the
city,
thoughts,
making
this
valuable,
lakefront
useful,
a
useful
home
for
Evanston
residents
use.
How
can
this
be
done?
First?
It
is
important
to
say
that
the
usable
space
for
classes
in
Harley
Clark
is
much
greater
than
the
two
fog
houses
combined.
I
The
reality
is
that
the
only
real
expense
that
needs
to
be
incurred,
these
minor
improvements
to
the
can't
handicap
access
ramp
at
the
front
of
the
house.
It
should
also
be
noted
that
rarely
do
we
wheelchair-bound
children
attend
the
ecology
camps.
There
already
is
a
handicap
accessible
bathroom
in
the
building.
It
should
be
also
be
noted
that
there
is
only
one
bathroom
in
both
in
the
two
fog
houses
combined.
Those
bathroom
access
is
awash
with
minimal
expense.
I
The
building
could
be
made
into
a
great
venue
for
the
children
attending
the
ecology
camps,
and
we
can
begin
to
see
the
potential
there
for
future
programming
in
the
building.
The
budget
memo
states
that
twenty
five
percent
of
the
ecology
center
revenue
comes
from
a
variety
of
programs
in
the
fog
houses.
These
programs,
and
thus
the
money
collected
from
these
programs,
can
easily
be
applied
to
further
repair,
hardly
Clark.
There
is
also
a
question
as
to
whether
the
city's
use
of
us
communities,
government
purchasing
alliance
is
cost
effective,
efficient.

It
may
be
expedient,
but
since
there
is
no
competitive
bidding
the
costs
increased
considerably
when
time
when
there
is
a
definite
program
plan,
there
will
be
time
to
get
competitive
bids
in
the
city's
drawings
of
the
things
that
they
say
need
to
be
done.
The
plan
show
new
bathrooms
being
built
in
part
of
the
kitchen.
This
should
not
be
done
now.
There
is
a
committee
whose
charges
develop
programs
for
the
future
use
of
Harley
Clark.
We
don't
know
what
those
plans
will
be
to
permanently
alter.

The
interior
now
could
be
a
hindrance
to
the
potential
future
programming
in
the
house.
Thus,
we
urge
you,
our
elected
representatives,
to
make
the
minimum
necessary
repairs
to
Harley
Clark
to
allow
the
ecology
camps
to
be
held
there
in
2017,
hear
the
report
from
the
program
committee
and
then
decide
where
to
make
the
greater
financial
investment.

shelter
folks

been
asking
for
an
expanded

they're

well
at

would
like
to
have
better
parking

have
people
who

or
visit,
because
the
parking
isn't
sufficient,

think
having
the
parking
that's
available
for
the
sports
dome,
which

another
way
that
we're
providing
economic
development
and

shown
them
every
