engineer
for
Evanston,
so
this
contractor
appears
to
be
primarily
an
HVAC
contractor,
but
this
work
involves
sort
of
three
major
pieces.
There
is
a
big
piece
of
HVAC
work,
there's
a
bigger
piece
of
electrical
work
and
then
there's
some
architectural
build-out
and
finishing
as
they
go
into
the
walls
and
ceilings
to
do
the
HVAC
electrical
work.
Then
somebody
has
to
close
that
up
and
finish
it
in
this
particular
case
and
in
fact,
a
lot
of
we
received
a
number
of
bits
for
this.

of
them
were
actually
HVAC
companies
working
as
the
general
contractor
and
but
in
any
case
whoever
did
it
was
going
to
have
to
probably
sell
out
a
significant
piece
of
the
work,
and
one
of
our
concerns
is
that
we
actually
send

bid
documents,
notices
to
minority
and
women
and
Evanston
businesses,
and
the
contractor
will
also
sometimes
do
things
like
advertise
in
the
newspaper.
But
we
cannot
make
these
minority
and
Evanston
subs
respond
to
the
contractors
request
for
quotes
and
we
can't
control
once
the
bids
come
in.

tool

overnight
pavement
program,

we
use
to
address
areas

high

boxes
in
these
areas

issues,

them
with

they

into

bait
boxes,
the
first

traps

boxes.
