both
design

think
it's
called
design
build
and
can

elaborate
as
to
this
firm
with
regard

design
build,
because
I
know
the
one

referenced

turned
out.

it

vet

decisions

sure

we

contractor

a
competitive
cost
process.

importance

others

believe
were
also
were
shared
with
some
of
that
information,

I
don't
think
my
understanding
is
that
there
have
been
a
lot
of
very,
very
serious
flaws
in
other
skate
parks
where
they've
almost
been
rendered
almost
useless
because
of
the
separate
contracting
with
design
and
build.
So,
but
I
believe
other
council
members
up
here
also
have
engaged
with
the
skate
community.

are
pleased
with
the
direction.
This

heading,

it,
the

technical
difficulty.
The
technical
challenge
is
that
you
don't
just

any

concrete
contractor,
doing
skate
parks.
Somebody
who's
good
at
sidewalks
and
curbs
may
not
have
the
technical
capabilities
to
do
the
smooth
transitions
and
the
graceful
curves
of
a
skate
park,
and
so
that
is
you
know,
that's
the
crux
of
the
matter
here.

I
understand
it,
there
is
a
a
skate
specialist
company
involved
as
a
subcontractor.
In
this
bid
you
know,
presumably
they
would
be
one
of
the
bidders
on
the
construction
phase
as
well.
So
we
will,
you
know,
we'll

bridge.

we
come
to
it.
You
know
the
construction
project.

to
be
competitive
to
ensure
we're
getting
the
best
price,
but
we'll
make
sure

process

design

setting

will
be
limited
to
those
companies
who
are
capable

doing

from

have

decided

borrow
less
to
reduce
the
debt
service

institute,

the
opportunities

the
administrative
service,
the
fleet
service,
they
have
already
purchased
the
vehicle.
The
fund
is
running
roughly
eight
hundred
thousand
deficit
right
now,
so
we
really
need
these
funds
to
kind
of
bring
them
back
into
the
positive
territory.

maintaining

fun,
but
not

have
any
immediate
needs

actual
equipment

concerns
that
you
know
the
city
seems
to
be
getting

school
district's
business
and

the
flip
side
that
the
school
district
is
getting
up
in
the
city's
business.

housing

uncomfortable

out

together
on

important

community

since
we

ultimately
responsible

the
same
voters,
we
all
serve
the
same
bosses
here
and
so
that
process
did
play

negotiated
between
representatives
of

city

school
district,

thank
them
for
devoting
that
time
and
and
energy
into
that
process
and
from
both
sides
of
the
negotiating
table,

good
faith

agreement,
which,
although
I
I'm
uncomfortable
with
for
the
reasons
I've
stated.
Ultimately,
I
think
this
is
the
right
thing
to
do.

replicates,

ideally,

my

the
only
place
it
should
be,

order

relationship
