the
project
has
been
worked
on
for
several
years.

issue
that
we
have
dealing
with
it
at
citizens,
green
or
Evanston,
is
that
our
our
goal
is
to
implement
helped
the
city,
implement
the
climate
action
and
resilience
plan
over
the
next
several
years,
and
that's
something
we
that
we
have
been
working
with
the
city
on.
We
hope
to
continue
doing
that.
Mr.
stone,
Beck
and
I
have
worked
before

work
closely
with
them.

But
the
inclusion
of
green
infrastructure
will
increase
the
value
of
the
property
in
the
area.
It
prevents
flooding,
it
increases

reduces
flooding,

reduces
water
pollution
and
it
has
many
benefits,
besides
simply
taking
care
of
the
water
resource
issue.
So
as
I
say,
I
would
like
for
there

be
a
close
connection.

continue

relationship

making
sure
that
these
projects
are
at
the
design.

discussed
with
community

supports

action

Evanston.

climate
action
and
resilience
plan
has
changed
the
way
the
city
of
Evanston
looks
at
alley
improvements.
We
are
now
tasked
with
finding
ways
to
allow
rainwater
to
infiltrate
engineering
solutions
are
available.
Given
that
we
ask
you
to
slow
down
this
project,
don't
vote
on
it
tonight.

public
needs
time
to
learn
about
the
issues
and
the
options
allow
time
for
the
public
to
view
and
comment
on
the
design
of
the
project.
We
also
ask
that
these
comments
be
made
public,
along
with
the
final
design
before
this
project
is
advertised

bids.
According
to
the
climate
action
resilience
plan,
implementation,
green
alleys
are
to
be
installed
whenever
feasible,
we'd
like
see
for
any
city
project
where
a
green
infrastructure
is
to
be
considered
and
might
be
employed

canal
shores
Board
of
Directors
I,
want
to
talk
with
you
briefly
tonight
about
the
benefits
of
canal
shores
to
the
city
of
Evanston.
Some
of
you
may
know
now.
Shores
is
82
acres
of
open
green
space
that
benefits
the
city
of
Evanston
at
no
cost
to
the
taxpayers
over
approximately
1/2
of
our
users
of
this
green
space
are
from
the
city
of
Evanston,
and
the
proposed
job
program
and
golf
instruction
program
for
underprivileged
youth
will
benefit
the
city
of
Evanston.

We
have
three
themes
that
Canal
Shores.
It's
golf,
ecology
and
community
under
suspend
just
a
little
brief
little
note
of
time
on
each
of
those.
In
terms
of
golf,
we
have
one
of
the
lowest
greens
fees
of
all
the
golf
courses
in
the
Chicago
area.
We
are
lower
than
Jackson
Park.
We
are
the
only
public
golf
course
within
the
city
of
Evanston,
we
offer
youth
camps
to
approximately
500
kids
each
year,
and
this
year
we
have
introduced
a
youth
scholarship
program
for
disadvantaged
kids
that
come
exclusively
from
the
city
of
Evanston.

Additionally,
we
provide
a
practice
area
for
these
Everson
high
school
team
and
host
youth.
Golf
tournaments
regarding
ecology
can
Offshore's
funded
a
master
eco
plan
in
2017
that
we
are
implementing
over
time.
We
are
removing
invasive
species
who
are
reviving
native
plants,
we've
identified
how
high
value,
trees
and
shrubs
and
have
a
bird-watching
program
and
we've
been
certified
as
an
Audubon,
cooperative
sanctuary
and
just
last
year.

Excuse
me:
we
won
the
silver
ribbon
award
from
the
Friends
of
the
Chicago
River
for
our
ecological
efforts
and
then
last
to
talk
about
community
canal
shores
is
much
more
than
a
golf
course.
We
have
dog
walkers,
joggers,
cross-country
runners
and
skiers.
Much
of
the
time
can
outsource
functions
as
a
park
for
city
of
Evanston
residents.
We
host
charity
events
like
the
Murray
brothers
fundraiser
for
first
responders.
We
are
the
location
for
the
space
concert
last
year,
which
said
remember
we
had
Mavis
Staples
and
Indigo
Girls.

It
was
a
sold-out
show
that
very
much
benefit
city
of
Evanston
residents.
We
provide
a
home
to
city
of
Evanston's,
only
American
Legion,
which
serves
our
veterans,
and
we
also
host
a
variety
of
community
groups
at
our
facilities,
from
both
in
terms
of
meetings
and
service
projects,
Cub
Scouts
and
the
like.
So
with
that,
I
would
ask
you
that
you
approve
this
proposal,
which
is
item
89
on
the
agenda
and
I'm
happy
to
ask
or
answer
any
of
your
questions.

We
divided
up
the
questions.
We
thought
you

most
interested

hearing

and
so
my
question
is:
why
is
Canal
Shores
not
putting
up
any
money
upfront
and
this
in
this
settlement,
there's
two
reasons
that
we're
not
first
of
always
we're
in
a
very
precarious
cash
position.
When
we
looked
at
this
last
night
last
week,
excuse
me
at
the
end
of
last
week
and
looked
over
our
situation.

The
rest
of
the
money
we
have
in
the
bank
is
not
enough
to
pay
the
two
payrolls
we
have
in
June
I
recognize,
of
course,
money
starting
to
come
in,
because
people
are
playing
golf
but
that's
dependent
on
the
weather,
and
we
don't
know
how
many,
how
much
revenue
we're
going
to
have.
We
also
obviously
have
other
expenses
each
month
and
there's
always
the
possibility
of
some
bad
extraordinary
expense
that
we
have
to
meet.

So,
though,
I
believe
that
the
settlement
was
settled
set
up
in
the
way
it
was
by
the
corporation
council
in
the
mayor,
because
they
know
those
things
and
they
recognize
that
we
are,
we
don't
have
any
cash
reserve,
we
don't
have
any
surplus
money
we
could
help
at
in
the
beginning.
But
the
second
reason
is
is
more
important
as
to
why
it's
structured
this
way.

If
you
look
at
our
order
audited
financial
statements
from
last
year,
which
the
city
has
the
corporation
council,
has
we
made
about
a
little
over
six
hundred
thousand
dollars
which
excuse
me
excuse
me
we're
eight.
Yes,
we
made.
We
brought
in
revenues
a
little
over
six
hundred
thousand
dollars
last
year,
and
every
penny
of
that
goes
back
into
the
golf
course.
We,
if
you
look
at
the
financials
you'll,
see
that
about
60.
We
only
get
about
60%
of
our
income.

When
we
found
out
the
Metropolitan
Water,
Reclamation
District
did
not
agree
with
our
interpretation
of
the
lease
and
your
interpretation
of
the
lease.
We
now
have
a
hundred
thousand
dollar
hole
in
our
budget.
We
and
we
are
committed
to
raising
that
money.
We've
already
started
trying
to
do
it,
but
we
that's
a
second
hole,
and
that's
this
other
way
of
thinking
this
in
terms
of
we
don't
have
money
to
contribute
right
now,
because
if
somebody
says
we
should
have
been
putting
up
money
up
front,
that's
a
deeper
hole.

This

almost
a
100
year
relationship
going
back
to
Peter
chance
in
1919
the
Evanston
Wilmette
Golf
Course
Association
was
established.
Then
it's
a
little
ironic
that
in
the
year
that
we're
supposed
to
be
celebrating
our
100th
anniversary,
we
have
to
have
this.

As
a
backdrop,
I
will
say
this:
it
is
a
unique
relationship
and
Leasing
structure
with
the
MWR
D,
based
on
a
lease
written
in
the
1966
and
updated
in
1994
or
case
you're,
not
familiar
with
that
structure.
The
lease
of
the
property
is
with
the
municipalities
of
the
city
of
Evanston
and
the
village
of
Wilmette
canal
shores.
As
a
sub
lessee
of
the
city
of
Evanston
in
the
village
of
Wilmette,
our
job
is
to
operate
the
property.

The
city
of
Evanston
is
the
direct
lessor
to
the
mwd,
and
the
reporting
and
communication
relationship
is
ultimately
between
them.
Our
communication
with
MW
Rd
is
minimal
and
was
supposed
to
be
channeled
through
the
city
of
Evanston
canal
shores.
On
has
made
tremendous
strides
in
the
last
eight
years
to
provide
a
valuable
green
space
to
the
city
of
Evanston
residence
canal.
Shores
would
certainly
not
jeopardize
its
significant
progress
by
a
disobeying,
the
MWR
daeun
and
their
rules
canal
shores
kept
the
city
of
Evanston
informed
about
all
parking
concerts,
alcohol
sales.

The
city
of
Evanston
City
Council
resolutions
regarding
football
parking
were
matters
of
public
record
Northwestern,
publicly
advertised
the
availability
of
the
parking
of
the
golf
course,
though.
Mwd
only
allowed
formal
communications
from

city
of
Evanston
as
its
tenant,
I'm
told
in
2014
or
2015
that
Canal
Shores
did
inform
MWR
DS
executive
director
of
the
parking
unfair
ways
in
a
discussion
on
how
to
calculate
revenues
in
revenue
sharing
with
MWR
d.

Mw
Rd
only
allowed
its
own
interpretation
of
the
leasing
statute
and
leases.
Take
liberties
when
that
aren't
justified,
but
there
is
a
risk
and
expense
through
the
city
of
Evanston
to
take
a
legal
strategy
that
invites
litigation
well.
This
proposal
entails
canal
shorts,
paying
back
all
but
$10,000
the
amount
MWR,
deism
and
demanding
MWR
DS
demands
and
default
letter
were
addressed
to
the
city
of
Evanston
as
an
MW,
our
DS
tenant,
the
city
of
Evanston,
is
on
the
hook
and
Canal
Shores
doesn't
have
the
financial
capacity
to
configure
the
default.

this
proposal,
the
amount
the
city
of
Evanston
is
paying
is
not
a
gift
or
a
grant.
Canal
Shores
is
paying
it
back
and
I
just
like
to
remind
you.
We
are
the
same
organization
that
worked
with

city
of
Evanston.
We
took
over
after
the
last
group
and
we
were
the
ones
that
paid
back
the
unpaid
water
bills
ahead
of
schedule.

stress
that
the
Water
Reclamation
District
values
its
relationship
with
the
city
of
Evanston,

we
appreciate
the
enormous
devotion
of
time,
effort
and
money
that
Canal
shores
has
made
in
caring
for
this
parcel
of
public
land.
I
We
want
to
work
together
to
reach
a
resolution,
and
sometimes
that
involves
compromise.
I
believe
what
this
staff
recommends
is
fair
and
it
allows
all
of
us,
Water,
Reclamation,
District,
the
City
canal,
Shores
and
northwestern
to
move
on
in
a
way
that
will
permit
summer
concerts,
consumption
of
alcohol,
parking
for
home
games
and
a
wonderful
amenity
to
continue

a
park
and
a
public
golf
course
that
benefits
the
community
at
large

want

stress
that
by
far
the
use
of
these
lands
is
from
people
walking
their
dogs
jogging
walking
exercising
far
more
than
the
use.

a
golf
course,
so
I
just
want

ask
for
your
support
for
item

June
20th
and
would
like

be
able
to
consider
the

amendments
to
the
lease
and
a
permit

northwestern

their

game

solution
to
a
city
default
where
each
party
concerned

up

lot
to
ensure
healthy
relationships.

district

engage
in
evaluating
the
permit
and
and
the
lease
amendments,
this
would
need
to
come
before
the
board
on
June
20th,
just
due
to
the
summer
schedule
of
them
wrd.

so
it
is
important
that
this
clear,
seventh

the
City
Council
tonight,
thank

guys
for
your

oh

really
quickly,
just
because
I
am
an
Evanston
resident

it
would

potential

considered

extension

the
purchase
and
sale
agreement

not

The
developers
proposed
building
and
Zoning
plans
were
already
respected
by
the
dapr

Plan
Commission
and
by
the
City
Council.
But
now
the
developer
has
come
back
seeking
they
first
they
sought
motions
to
reconsider.

Then
they
asked
for
amendments
to
the
zoning
code
and
now
they're
asking
for
a
free
extension
and
absolutely
no
cost
option
to
continue
its
purchase
and
sale
agreement
they're
asking
to
extend
the
date
by
which
they
would
need
to
close.
Unfortunately,
and
regrettably,
the
women
club
of
Evanston's
interactions
with
this
development
team
left
the
Women's
Club
with
a
profound
this
trust
of
this
development
team.
We
are
deeply
concerned
that
this
matter
seems
to
have
no
end.

urge

City
Council
to
reject
the
proposed
extension
to
reject
this
development
team
and
to
start
over
instead
of
continuing
to
accommodate
this
developer.
The
city
should
undertake
a
thoughtful
analysis
of
what
is
right
for
the
library
parking
lot
and
for
the
very
special
block
where
it
is
located.

seventh
Ward's

seven-year
member
of
the
Canal
shores,
Board
of
Directors.
Just
one
more
question
that
we
wanted
to
explore
with
you
that
may
be
on
your
minds,
and
that
is
what
is
the
downside
to
the
city
of
Evanston?
Should
you
turn
down
the
proposed
settlement
with
the
MWR
d?
It
is,
of
course,
your
decision
and
one
whatever
way
you
make
it
one.
We
will
respect
if
it
is
declined.

However,
the
risks
for
the
city
of
Evanston
grow
order
of
magnitude
larger
the
MWR
D
could
pursue
the
entirety
of
the
amount
that
it
claims
in
default.
That's
two
hundred
and
fifty
nine
thousand
dollars,
instead
of
the
seventy
seven
and
a
half
thousand
dollars
that
is
now
on
the
table,
if
so
the
path
of
that
recovery,
whatever
the
amount
still
comes
first
through
the
city
of
Evanston,
as
the
primary
lessee
MW
Rd,
has
no
direct
legal
recourse
with
Canal
shores,
as,
of
course,
we
are
a
sub
lessee.

Worse,
yet
or
perhaps
worst
of
all,
Canal
Shores
will
cease
to
exist
through
one
of
several
inevitable
paths
to
bankruptcy,
and
then
it's
a
wonderful
life
we're
all
living
in
Potterville.
The
city
of
Evanston
can
recover
no
funds
paid
to
MW
Rd
through
a
loan
repayment
and
to
our
and/or
our
participation
in
the
city's
Youth
Work
program.
If
the
city
assumes
care
of
the
land,
the
cost
of
upkeep
becomes
a
new
six-figure
annual
line
item
in
the
city
budget,
when
we
anticipate
would
be
in
the
range
of
$300,000
a
year.

course,
the
city
could
choose
to
terminate
the
lease,
in
which
case
the
care
of
the
land
reverts
to
the
MWR
D.
But
MWR
DS
approach
is
likely
to
be
mental
as
minimalist
care

order

use

state
our
continued
opposition
to
the
project

development
as
it
stands
of
the
library
parking
lot,
we
feel

wrong
project
for
that
space.

third

meetings

commission
meetings
where
it
was
made
very
clear
to
the
developer
exactly
what
they
needed
to
do
to

the
non-compliance,
issues
that
caused
their
denial
they've

two
extensions
to
try
and
do
that
they
have
not
do
that,
have
not
done
that.

all
that
time

the
two
prior
six-month
extensions
there
have
been
virtually
no
adjustments
to
the
plans.
The
developers
have
not
really
sought
to
meet
the
challenges

the
adjacent
historic
landmark
properties
nor,

deficiencies
identified
by
dapper
and
the
plan
commission.
Why
would
we
give
more
time
to
a
plan
for
a
building?
Also
that
fails
to
meet
the
terms
of
the
original
RFP?

They
would
pay

city

less

asked,
while
requiring
more
land
from
city
for
that
reduced-price
and
the
building
would
have
five
foot
rather
than
15
foot
setbacks
as
required.
Furthermore,
the
project
would
eliminate
the
required
parking

building
occupants.
This
result
is
hardly
the
Class
A
office.
Building
envisioned
Evanston
can
do
and
is
already
doing
better
than
this
alderman
with
Simmons
set
into
motion,
more
productive
interactions
among
developers
dapper
and
the
community
of
neighbors
along
Emerson
Street.
Other
developers
have
also
listened
and
responded
to
community
objections.

dropped
its
plans
for
a
Sherman
Avenue
Tower
and
proposes
a
different
building
on
Church
Street.
The
developers
at

Davis
are
proposing
a
new
office
building
design,
that's
handsome
compatible
with
neighborhood
scale

incorporates

historically
important
structure
into
its
design.
In
light
of
all
this,
I
think
it's
clear
that
you
should
deny
the
request
for
more
time.

city
really
wants
to
accept
a
development
that
falls.

of
the

proposing
doing

2020,

correct.
At
the
alleys
that
were
proposed
in
2019
are
all
in
the
fifth
Ward
and
then
the
ones
that
are
proposed
for
2020
are
all
in
I'm.

they're,
all
in
second
Ward
and
next
year,
would
be
all
in
the
fifth
Ward.
The
estimate
for
the
alley
work
based
on
just
the
length
and
the
second
Ward
came
up
to
560
dollars
when
we
initially
put
a
cost
per
square
foot
to
it
before
we
actually
had
any
real
design
done.
So
that's
why
we
have
that
cost
increase,
what
we
were,
estimating
the
cost
for
the
2020
alleys
to
be
spent
out
of
solid
Alva.
The
waste
transfer
station
fund
was
five
hundred
and
fifty
thousand
dollars.

However,
there
was
a
much
larger
funding
source
coming
from
the
sewer
fund
because
to
be
able
to
do
those
alleys,
we
felt
it
was
appropriate
to
extend
the
relief
sewer
from
Church
Street
north
on
Darrow
Avenue
to
Alliance
cross
lines
to
the
alley
that
you're
talking
about
is
north
alliance
and
next
to
the
combat
substation.
Another
reason
that
we
went
through
the
that
alley
this
year
is
a
city
currently
only
owns
eight
feet
of
that
alley.

that's
all
we
own
and
you
cannot
make
an
improved
alley
with
only
eight
feet,
so
we've
begun
negotiations
with
ComEd
to
get
a
lease
or
to
get
the
property
next
to
their
substation,
to
be
able
to
put
in
at
full
width
alley.

until
we
have
that
agreement
in
place
which
we
hope
to
have
by
the
end
this
year,
we
can't
really
construct
an
alley
when
it's
only
foot.

forms

place

drainage

Evanston

selected

because
we
received
a
grant
from
the
wrd

four
years
ago
for
seven

and
seventy
thousand
dollars
to
redo
the
Civic
Center
parking
lot.

gut
feel
is
is
that
they
aren't
going
to
give
a
lot
of
money
to
a
municipality
they've
already
provided
funding
to
on
that
type
of
a
budget.

can
be
wrong.

The
cost
difference
that
the
staff
has
given
previously
is
about
20
to
25
percent
higher
to
put
in
a
green
alley.
It's
just
a
different
type
of
construction.
We
have
to
place
you
pour
concrete
twice
because
you
do
it
on
either
side
of
the
center
of
the
alley,
and
then
you
come
back
and
you
put
your
green
infrastructure
in
the
center
of
the
alley
so
because
they
have
to
make
two
pours
and
then
come
back
into
a
third
stretch,
instead
of
just
doing
it
all
at
one
time.

That's
what
raises
the
cost,
but
that
cost
increases
when
the
soil
conditions
allow
for
good
infiltration
of
the
stormwater.
In
this
case,
our
soil
borings
show
that
this
is
clay
soil
and
in
this
part
of
town,
and
that
you
know
you
can
put
green
infrastructure
in
anywhere.
You
want,
but
the
cost
of
putting
it
in
and
then
its
benefit
compared
to
the
cost
starts
marginalizing
as
to
whether
you
would
really
want
to
do
it.

So
in
this
type
of
an
alley,
you
would
have
to
excavate,
probably
an
extra
10
foot
deep,
put
rock
in
and
stone
wrap
into
filter
fabric
and
then
have
the
stormwater
store
in
that
Basin
that
you've
created,
and
hopefully
it
eventually
probably
lays
out
my
experience.
My
30
year
experience
here
is
and
I've
known
homeowners
who
have
attempted
to
do
similar.
Things
is
after
seven
to
10
years.
That
system
gets
fouled
anyway
and
then
it
stops
working
and
then
have
much
larger
maintenance
cost
to
try
to
excavate
that
out
clean
it
out.

You
know
if
there's
a
20
25
percent
additional
cost
for
installation,
but
then
there's
an
additional
maintenance
cost
as
well,
because
I'm
any
green
infrastructure
you
put
in
three
times
a
year.
You
should
be
using
a
street
cleaner
to
clean
that
green
infrastructure
and
about
once,
every
five
to
seven
years.
If
you're
putting
in
permeable
pavers,
you
have
to
suck
out
all
a
little
gravel
that
goes
between
them
and
put
new
gravel
back
in.

So
that's
an
additional
cost
and
you
know
unless
you're
gonna
get,
in
my
opinion,
less
you're
going
to
get
good
infiltration
into
this
ground.

not
worth
the
extra
cost
for
what
the
green
infrastructure
will

compared

cost
of
an
installation
and

eventual
maintenance,

from
an
environmental
injustice

funding

contradict
the

lots

repairs

select
those
parking
lots

of
all

economical
