no

interest
in
your
doing

but
it
previously
I
had
done
research
on
some
of
the
larger
businesses
around
here
to
see
the
number
of
city
vehicle
licences
they
had
purchased.

has
hundreds
of
dealer
plates

three
years

row

I
forget

a

they

purchased

in

They
hose

to

on
their

attempts
made

hijack

establish
credit
under

of
our
guys,
names
that
are
active,
I
can't

for
retirees

other
employees.

suggest
that
staff
looks
into
this.

ordinance,

passed

prohibitive

business

owners

Evanston
to

lost

therapist

move

other
municipalities

my
opinion,
is
not
an
effective
tool
for
law
enforcement
and
I'm
just
going
to
quickly
touch
upon
the
issues
to
me
in
order
of
priority
under
definitions,
I
move
that
the
term
buttocks
pubic
area
and
breasts

a
female
be
removed
from
this
document.

are
at
least
15
muscles
in
the
human
posterior
hip
on
each
side
mounting
to
over
30,
and
that
would
prohibit
me

other
trained
therapist
from
working
on
that
area.

referral

the
patterns
go

back
to
creating
false
sciatica,
and
this
is
a
common
area
and
a
common
practice
for
licensed
massage
therapist
to
work,
pubic
area
or
hypogastric
region.

dictionary,
refers

the
umbilicus

belly
button,
I'm
abdominal
massage
therapist,
primarily,
and
it
would
prohibit
me
from
working
on
problems

constipation

treating
scar
tissue
and
bladder
incontinence
for
women
who
have
had
cesarean
sections
as
well
as
hysterectomy
again.
This
is
also
a
common
area
to
work
in
so
far
it's
breast
of
a
female.

is
my
opinion
that
this
is
being
sexualized
and,
in
fact,
is
not
sexual,
and
it
is
also
common
practice
for
massage
therapists
who
are
trained
to
work
with
women
post-mastectomy
to
soften
scar
tissue
in
this
area
and
I
would
like
for
the
council
to
note
that
male
genitalia
has
not
been
mentioned
once
in
this
ordinance,
and
female
has
been
mentioned
at
least
two
times.
If
not
three
under
unlawful
acts,
section
e
treatment,
room
doors
would
not
be
allowed
to
be
fitted
with
a
lock
I
understand.
This
is
an
anti-sex
trafficking
clause.

However,
my
office
holds
almost
two
thousand
dollars
worth
of
equipment.
That
I
would
like
to
see
stay
in
my
office
and
I
move
that
we
alter
the
language
to
say
it
is
unlawful
for
a
massage
room
to
have
a
door
and
capable
of
being
manually
unlocked
from
the
interior
to
also
protect
vulnerable
parties
who
may
be
living
and
experiencing
sex
trafficking
under
operating
requirements.
Section
C,
separate
dressing
rooms
for
each
sex
would
be
required
with
individual
lockers
for
each
employee.

This
is
a
false
assumption
that
we
all
work
in
spas
and
have
uniforms
to
change
into.
That
is,
in
fact
not
the
case
at
all.
I
move
that
this
be
removed
from
the
document
or
altered
to
apply
only
to
those
organizations
that
require
their
uniform

to
be
worn
by
their
employees
and
that
the
term
separate
sex.

department
shall
revoke
any
license
issued
under
this
act
of
any
person
who
is
convicted
of
prostitution,
rape,
sexual
misconduct
or
any
crime
that
subjects

licensee
to
compliance

requirements
of
the
sex
offender
registration
act.

feel
that
would
be
very
helpful.
Finally
easily
adding
hours
of
operation
restrictions,
no
legitimate,
massage
establishment
practices
open
at
2am
and
also
adding
advertising
restrictions
would
be
helpful,
prohibiting
businesses
from
advertising
as
to
the
gender
age
or
the
physical
attributes
of
their
employees,
that
this
would
be
an
effective
tool
for
law
enforcement.

They
would
even
have
to
have
a
sting
operation
if
someone
was
doing
that
they
could
shut
them
down.
The
last
thing,
I'd
like
to
say,
is
that
evanston
has
the
opportunity
here
to
become
a
leader
and
an
example
for
other
municipalities
needing
to
also
create
massage
therapy
establishment
business
licenses
that
are
effective.
Most
ordinances
currently
in
existence
are
prohibitive
to
doing
business
and
do
little
to
aid
law
enforcement
evanston.

It
can
and
should
create
an
ordinance
that
gives
the
police
the
tools
that
they
need
to
shut
down
illicit
activity,
and
please
trust
me
when
I
say
that
no
one
wants
to
end
illicit
activity
more
than
massage
therapy
community
and
that
interest.
It
is,
in
my
opinion
that
this
ordinance,
in
its
current
form,
is
highly
prohibitive
to
business
and
is
unhelpful
to
law
enforcement.

belief
that
evanston
can
be
a
model
for
other
municipalities
who
need
positive
and
effective
language
and
I
have
been
a
business
owner
in
evanston
since
2008
having
moved
from
Chicago
because
of
an
incredibly
similar
ordinance,

a
part
of
your
community,

name

Steve

I'm,
the
owner
of
Zen
jassu,
Chicago,
shiatsu
school
and
clinic
in
Evanston
I've,
been
an
outspoken
organizer
of
public
comments
on
behalf
of
the
massage
and
bodywork
communities.
I
was
very
happy
in
2012
to
see
how
receptive
city
officials
word
a
public
comment
now
quickly.
Everyone
is
able
to
get
their
heads
around
a
complex
issue
and
it's
the
same
set
of
issues
that
faces
us
today.
I
I
appreciate
the
position
of
the
police
department
in
bringing
this
ordinance
up
for
consideration
at
the
start
of
the
2012
doning
deliberations,
I
held
the
opinion
that
was
expressed
me
by
many
colleagues
that
prostitution
and
human
trafficking
are
already
illegal.
Why
do
we
need
any
kind
of
regulation
within
massage
and
bodywork
to
try
to
address
it?
My
mind
was
changed
when
I
learned
the
sheer
scope
of
the
problem
of
human
trafficking
in
chicagoland
and
all
over
the
country.
The
issue
of
criminals,
pretending
to
be
massage
and
bodywork.
I
Therapists
is
getting
worse,
not
better,
and
every
time
a
so-called
spa
or
massage
establishment
gets
busted,
because
it's
actually
a
brothel
full
of
enslaved
women
under
armed
guard.
Our
profession
just
gets
dragged
through
the
mud,
and
if
human
trafficking
can
happen
in
a
community
like
Evanston,
it
can
happen
anywhere
and
it
is
getting
worse.
I
Every
time
it
blows
up
in
the
news,
you're,
less
thoughtful
city
governments
put
together
onerous
or
demeaning
laws
that
before
anyone
can
stop
it
and,
in
my
experience,
we're
very
lucky
that
haven't
sent
officials
are
thoughtful
and
responsive
and
are
interested
in
stakeholder
input.
I
do
think
we
need
a
simple
law
that
gives
professionals
massage
and
bodywork
professionals
the
ability
to
help
law
enforcement
to
quickly
closed
down
problem
operators
without
a
long
and
expensive
undercover
operation
without
causing
any
burden
to
professionals.
I
The
current
ordinance
just
missed
the
mark
due
to
a
lack
of
stakeholder
input
in
its
inception,
and
the
main
thing
we
need,
in
my
opinion,
is
more
stakeholder
inputs.
I
didn't
hear
about
the
ordinance
until
March
29th.
After
the
you
know,
approval
for
action
and
people's
emotions,
including
my
own,
have
been
really
running
high
over
that.
I
So
my
proposal
would
be
that
today,
City
Council
should
vote
either
no
or
to
hold
the
ordinance
and
I'd
be
happy
to
be
part
of
a
task
force
of
industry
professionals
to
create
a
new
draft
that
meets
the
approval
of
the
professional
stakeholders
and
the
needs
of
law
enforcement.
So
all
business
owners
and
therapists
can
be
part
of
the
process.
The
special
importance
to
me
is
protecting
the
right
of
shiatsu
therapists
and
other
bodywork
therapists
to
practice
with
their
a
oh
BTW,
a
certified
practitioner,
credential
or
other
credential
at
specified
under
state
law.
I
So
graduates
of
my
school
completes
a
two-year
715
our
training,
its
extensive,
his
massage
therapy
training,
but
is
regulated
differently
under
Illinois
law.
There
many
body
workers
like
myself,
who
can
legally
practice
without
a
massage
license
under
Section
25,
the
massage
Licensing
Act
qualifying
for
an
exemption
with
their
certification
from
the
governing
body.
I
So
as
a
result,
though,
for
those
individuals,
no
background
checks
or
state
filing
is
required
because
of
those
cases,
it
might
be
a
good
solution
to
reduce
a
body
worker
registry
for
the
opportunity
for
such
individuals
as
myself
to
have
a
local,
credential
and
background
check.
But
as
written,
this
ordinance
entirely
precludes
our
ability
to
practice.
I've
outlined
and
published
possible
solutions,
and
my
recommendations
and
I
do
have
simpler
solutions,
ready
which
may
be
preferable.
I
suspect
all
stakeholders,
the
city
included,
would
probably
be
most
satisfied
with
the
simplest
possible
solution.

livelihood

I
read
only
last
Friday
three
days
ago,
on
april
eighth,
that
the
city
of
Evanston
was
bringing
to
a
vote
tonight
new
regulations
which
would
affect
my
business
and
employees,
I'm
delighted
to
hear
that
you're
open
to
the
idea
of
input.
I
did
want
to
add
for
a
city
that
provides
that
prides
itself
in
consultative
relationships
with
its
citizens
and
its
businesses.
I
was
a
little
surprised
not
to
have
been
made
aware
of
the
Advaita.

You
know,
and
of
those
that
had
they'd
only
heard
two
or
three
days
earlier,
based
upon
what
I've
read
in
the
newspaper
articles,
the
area
of
concern
seems
to
be
prostitution,
which
has
taken
place
in
a
couple
locations
here
in
Evanston
over
the
last
several
years.
We're
equally
concerned
about
this
crime
and,
of
course,
other
serious
crimes
as
well,
and
we're
pleased
at
the
level
of
protection
and
security
the
police
department
of
Evanston
has
provided
and
continues
to
provide.

There
would
be
applauded
for
amazing
job
facing
tremendous
challenges,
I'd
like
to
return
to
the
fact
that
the
area
of
concerns
prostitution,
prostitution,
is
already
a
crime.
A
brief
google
search
indicates
that
prosecution
is
already
a
municipal
state
and
federal
crime.
Do
we
need
to
regulate
another
industry
in
order
to
attack
prostitution?
K
Please
just
use
the
existing
laws
to
arrest,
fine
and
incarcerate
all
those
violating
existing
government
laws
governing
prostitution.
I
also
note
that
the
regulation
requires
that
a
massage
business
provide
the
state
licenses
of
its
massage
therapist
to
the
city.
I
would
note
here
that
the
state
of
Illinois
has
an
extensive,
massage
licensing
process
which
was
put
in
place
in
2003.
It's
regulations
which
I
supported
then
and
support
now,
in
addition
to
requiring
that
the
applicants
take
a
certain
number
of
hours
of
coursework
graduate
from
an
accredited
school
and
pass
a
national
massage
exam.

The
licensing
licensing
process
also
requires
that
the
applicants
submit
their
fingerprints.
Those
fingerprints
are
run
through
state
and
FBI
databases
which
look
for
not
only
criminal
convictions
but
also
items
which
may
have
been
expunged
from
the
record.
Any
problems
no
license.
Importantly
and
I
quote
from
the
illinois
department
of
financial
and
professional
regulation
based
upon
conversations
with
them
today,
the
Illinois
State
Police
keeps
a
database
of
all
licensed
professions.
The
report
is
sent
to
the
Illinois,
depart
a
professional
regulations
enforcement
unit
for
them
to
handle
and
revoke
any
license.
If
necessary.

control
powerful

more
can
the
city
add

what

state
is
already
doing

assure

integrity

therapists
professionals,
particularly

problem

benefits

proceeding

regulation
are
far
outweighed
by
the
cost
of
enforcing
it
and

the
fact

state

already
doing

is

we
have
no
contingency
funding
and
there
is
a
fair
amount
of
underground
work
out
there
and

unusual
to
encounter
some
unknown
unforeseen
obstruction
at
this
point
in

that

occur,
then
we'd
have
to
come
up
and
try
to
follow
on
those
other
options
to
provide
the
funding
that's
necessary,

to
this
point,

think
we're
in
pretty
good
shape.

basically,
what
will
happen
is
when
we

the

do

demolition
for
the
program,
there
will
be
a
three
year
retention
period
for
greening
and
at
that
point
we
will
then
work
for
a
more
permanent
purpose.

most
of
these
cases,
it
would
be
for
single-family,
affordable
housing.

the
options
was
to
work
with
with
the
high
school
in
their
program,
but
we
are
by
no
means
committed
to
using
those
homes
for
every
single
property.
We
could
also
look
into
the
options
of
using
home
funds
or
affordable
housing
funds,
or
even
just
keeping
them
as
lots
and
not
rebuilding.
So
there
are,
there
are
a
lot
of
options.
That
was
just
one
way
that
we
could
have
cooperation
within

city
and

in
our
original
application
that
was
submitted
in
September
2015,
there
were
13
properties
and
since
then
one
of
them
has
actually
been
demolished
using
CDBG
funds
so
technically
on.
Although
we've
been
funded
for
four
hundred
fifty-five
thousand
dollars
for
at
the
rate
of
thirty
five
thousand
/
13
properties,
one
of
them
has
already
been
demolished.
However,
we
are
going
to
be
allowed
to
substitute
new
properties
as
we
go
along
in
this
grant
and
we
will
work
as
quickly
as
possible
to
demolish
as
many
properties
as
we
can
in
the
time
frame.

add
that
one
of
the
benefits

terms
of
the
high
school
program
is
that
it
is
slow.
We
understand
those
people
who
are
watching
the
one
on
dodge
it
takes
a
while
because
it
is
done
by

students,

it's
one

ways
in
which
we
can
really
get
real,
affordable,
housing
and,
when
I
say
real,
affordable
housing,
I'm
talking
about
people
who
make
incomes
much
less
than
the
medium
income.

we're
looking
at
folk
who
are
making
50
and
less
you
know
a
thousand
dollars
per
year,
so
that
the
high
school
houses
will
help
families
that
could
afford
the
into
our
home
or
even
rent,
because
we
don't
have
to
be
limited

terms
of
buying.

I'm
not
mistaken,
it
could
be
rental
as
well.
So
that's
one
of
the
benefits
of
working
with
the
high
school
in
terms
of
having
them
to
turn
over

of
these
properties
to
them
to
build
houses,
