I'm
going

reference
the
departmental
inquiry
summary
that
was
sent
out
it
basically
state
said
on
the
22nd
of
july.
This
year
received
a
complaint.
The
accused
officer
was
basically
disrespectful
to
a
staff
member
who
was
handling
it
or
assisted
with
an
involuntary
committal.

The
staff
member
refused
to
complete
a
complaint
register,
but
did
want
an
investigation,
so
it
was
handled
as
a
di
and
the
allegations,
I
will
summarize,
were
rule
1
and
rule
2,
which
are
the
beginning
generic
rules
and
then
rule
18,
which
was
disrespectful,
behavior,
willful
male
treatment
or
abusive
language
towards
any
person
and
whether
he
said
whether
it
be
a
citizen
or
member
of
the
department
and
then
failure
to
provide
prompt
and
correct
service.

The
mental
health
staffer
was
able
to
reach
a
patient
by
telephone.
The
patient
was
uncooperative
with
the
investigation.
The
potential
committal
after
the
phone
call,
the
accused
officer
called
the
mental
health
staffer
by
the
wrong
name
and
advised
him
of
better
ways
of
carrying
out
the
situation
in
the
future,
including
sending
all
pertinent
information
had
before
using
email
versus
having
to
write
it.
On
a
quote
little
piece
of
paper,
he
was
also
recommended
facility
forward
written
documentation
with
doctors,
recommendation
tasks
who
attached
to
alert
the
urgency.

there
is

reference

memos

guys
have
gotten
the
case

reference
a
conversation
with
regards
to
another
officer,
communicating
to
their
recruit
that
this
call
was
not
handled,
probably
the
best.

accused
officers
body,
worn
camera,
which
is
about
13
minutes
we'd
like

review
that
and
then
we've
taken
the
other
video
from
the
other
on
the
assisting
officer
stating
that
he
did
not
feel
that
that
was
properly
handled

they've
done

believe

there
is
training

is

reprimanded,
but
we
just

to
get

don't

disconnect
that
I
see.

anybody
see

omissions

anything
involving
the
investigation

they
felt

overwhelmed

he

wasn't

would
have
led

information

want

make
sure
that
that's
covered
before
we

too
much

that
was
that's
going
to
be
something
I

kind
of
discussed.
We
did
see
the
video.
I
know
that
there
were
certain
things
that
were
said,
which
is
what
led
to
the
recommendation
by
the
police
department
for
the
accused
officer.

would
have
liked
to
have
heard
in
what
was
said
how
it
was
said
and
what
me
demeanor
it
was
said,
and
unfortunately
we
didn't
get
that
from
the
video
that
we
watched,
but
I
I
other
than
that.

can't
say
too
much
on
that
on
that
end,
just
because
there
was
there
was
a
lot
of
silence
there.
I
thought
there
was
some
conversation
going
on,
but
I
just
didn't
know
what
what
was
saying
what
was
being
said.
So
I
have
to
kind
of
trust
and
rely
on
what
is
given
in
the
written
reports
as
opposed
to
having
any
sort
of
first-hand
knowledge
or
observation
of
the
situation.
So
I
would
just
hope
that
you
know
maybe
that
could
be
taken
into
consideration
when
we
go
into
review.

that
there
was
some
sensitive
information
that
was
a
conversation
between
the
staffer
as
well
as
the
as
well
as
the
adult
that
was
being
involuntarily
committed.

But
I
I
just
think
I
didn't
get
the
full
story
from
the
video
is
is
basically
what
I'm
saying
and
I
would
have
liked
to
have
gotten
the
full
story.
To
that
way,
I
could
have
made
a
a
more
thorough
assessment
of
the
situation.

criticism
when
he
was
giving
that
instruction
his
tone,
probably
did
not
rise
the
level
of
being
effective
communicator.
The
information
he
was
giving
was-
probably,
I
would
say,
useful
with
regards
to
if
we
want
to
make
commitmentals
and
so
on
and
so
forth,
more
information
in
this
fashion
would
be
helpful.

We
facilitate
the
process,
I
think
the
source
of
the
complaint
about
whether
it
be
in
sensitivity
or
failure,
or
customer
service
or
rudeness
centered
around
that
one
exchange
towards
the
end
where
that
conversation
took
place,
and
that's
that's
what
the
source
of
the
complaint
everything
else.
I
believe
there
was
no
source
of
complaint
and
that's
when
the
fco
pulled
this
train
and
trained
he
aside
and
pointed
out
this
is
this
is
not
how.
Basically,
I
want
you
to
handle
this.
Something
like
this
in
the
future.

yeah,
I
understand
why
the
the
conversation
between
the
mental
health
officer
and
the
the
patient
was
redacted,
but
the
conversation
between
the
police
officer
when
he
was
you
know,
speaking
in
a
not
the
best
tone.
Is
there
a
reason
why
that
portion
was
the
sound
of
that
portion
was
redacted
because
we
couldn't
hear
that
part
either.
We
heard
nothing
towards
the
end
of
the
video
and
I
just
don't.

Understand
why

I'll
be
honest:
if
there
was
a
glitch
or
something
that
nature
you
guys
didn't
hear
that
it
was,
it
was
playing
on
my
end.
So
if
there
was,
I
think
the
chief
may
have
said
something
to
that.
He
lost
some
audio.

don't
know
I
mean
if
that
there
may
be
part
of
this
whole
conversation
that
did
not
come
through
on
your
end,
that
was
coming.
I
was
sharing
it.

If
we
need
to,
I
don't
want
to
be
labor,
but
we
can
go
back
in
there
and
I
can
go
right
to
where
we.
You

We
watch
the
video,
but
I
can
go
to
right
where
we
need
to
go
to

review
that,
because
that
would
make
your
point
make
sense.
If
you're
telling
me
that
we,
you
guys
lost
audio,
because
what
I
hear
is
kind
of
like
the
full,
the
full
conversation,
if
you
guys
aren't
hearing
that.

So
commander

there
some
kind
of
policy
on
on
how
mental
health
staffers
are
instructed
or
the
police
officers
are
instructed
to
deal
with
mental
health
patients
because,
as
I
know
from
through
experience,
that
that
is
a
very
can
be
a
dangerous
situation
for
officers
and
when
you
come
to
the
scene-
and
you
don't
have
all
the
information
there
is,
there
would,
in
my
case
be
a
level
of
frustration,
because
I'm
not
getting
all
the
information
and
all
that
that
kind
of
thing
so
is
there
a
policy?

So,
on
our
end,
we
do
have
policies
on
how
we're
going
to
engage
mental
health
calls
and
staffers,
and
so
on
so
forth
customer
service.
It
applies
to
everybody.
I
think
that,
as
we
have
had
more
people
in
mental
health
crisis
come
into
town
and
more
health
workers,
staffers
being
liaison
with
the
police
department.

What
we
try
to
instruct
and
educate
when
possible,
like
this,
is
what's
going
to
facilitate
the
process.
So
if
we
go
to
a
mental
health
care
facility
in
the
town
in
the
city,
whether
it
be
901,
maple
or
greenwood
care,
so
on
so
forth,
they're
very
well
trained.
They
know
if
they
need
an
involuntary
committal
they
need.
You
know
they
need
this,
this
piece
of
paper
they
need
to
sign,
and
this
was
expected
of
them.

I
think
in
this
situation
at
least
for
my
watching
the
video
about
this
is
we
have
a
we
have
a
month.
We
have
a
staffer
that
may
not
have
that
level
of
training
and
then,
when
the
officer
may
try
to
give
some
insight,
their
tone
falls
short.
So
we
do
have
policy
and
we
do
have
training
to
deal
with
these
situations.

the

don't
know
where
somewhere

the

were

nice
situation

point

interest:
the
fact
that
a
more
senior
officer
pulled
that
officer
to
the
side
and
felt
that
correction
was
needed.
That's
that's
almost
enough
for
me
to
understand
that.
Maybe
something
that
was
said
that
was
there
was
something
said
that
might
have
been
a
little
bit
out
of
mind
or
inappropriate.

I
don't
really
need
to
see
the
video
again
if
another
officer
stood
in
and
made.

be
clearly
the
the
accused
officer
wasn't
directly
corrected.
The
assist
officer
was
operating
as
a
field.
Training
officer
took
the
opportunity
to
make
a
comment
to
his
trainee
that
that,
pointing
out
that
conversation,
the
accused
officer,
was
having
was
not
the
way
to
handle
that.

So
you
have
not
just
one,
but
you
have
a
couple
of
officers
stating
that
you
know
that
may
not
have
been
the
proper
way
in
order
to
have
customer
service,
especially
when
there
is
a
mental
health
issue
happening.
So
I
would
agree
that
that
the
fact
that
that
was
caught
by
several
officers
and
then
that
that
there
was
he
was
reprimanded
for
that,
would
I
think
it
anything
different
after
that.

see
the
video,
I
don't,
I'm
not
100
sure
I
would
come
to
any
different
conclusion
than
what
happened,
but
the
rest
of
the
commission
can
speak
for
themselves
if,
if
you
all
want

go

session
