the

really
leading

effort

city

this
pandemic
response,
and
that's
our
public
health
director,
ike
ogbo
and
his
deputy
greg
olson,
who
is
also
our
operations
chief
in
the
emergency
operations
center
that
has
been
active
for
over
11
months,
now
activated
that
on
march
15th
of
2020..

we
have

You
know
terrific
people
that
are
with
us
that
have
been
involved
in
this
process
from
day
one.
We
have
literally
four
pages
of
questions.
I
don't
know
if
we're
going
to
be
able
to
get
through
all
these
questions,
I'm
going

ask
both
of
our
guests
to
keep
responses
brief
and
then,
if
something's
not
being
answered
and
you're
watching

you
happen

only

thing

to
start
off
with
is
thank

vast
majority

folks

not

vaccinated.

city
staff,
led

the

two
men
that
are
with
us
today,
really
have
done
a
terrific
job,
and
so,
as
on
behalf
of
everybody
here
in
evanston,
I
want
to
thank

ike

you
greg

all

work

and
your
entire
team
and
that
team
is
a
multi-disciplinary
team
and
includes
our
facilities
in
logistics.
Staff
here
at

city
includes
our
firefighters,
who
are
serving
as
emts
and
putting
needles
into
the
arms.
It
includes
folks
from
our
city,
manager's
office
from
parks
and
recreation
all
all
around
the
city.

is
a
real
team
effort.
So
so
thank
thank
you
for
that.
Our
philosophy
and
our
approach
in
evanston
I
want
to
reiterate
up
at
the
beginning,
is
to
vaccinate
start
in
phase
1b,
which
is
a
huge
phase.
There
are
probably
20
000
people
in
phase
1b,
so
to
start
with
those
that
are
at
the
highest
risk
should
they
get
covet
19
of
having
severe
complications
of
that
ending
up,
hospitalized
and
worse,
you
know
becoming
a
fatality
because
of
this
virus.
A
We
know
scientists
know
that
those
most
at
risk
are
over
the
age
of
65
and
the
older
you
get
the
greater
the
risk
is
to
you.
So
the
approach
of
our
public
health
department
in
our
city,
with
the
limited
supplies
that
are
out
there-
and
I
will
tell
you
the
supplies-
continue
to
be
limited,
not
just
for
us
but
across
the
country.
I
do
believe
from
the
conference
calls
that
I
sit
in
at
the
state
in
the
federal
level
that
we
are
going
to
start
to
see
those
quantities
increase.

do
believe
that
I've
been
saying
that
for
a
couple
weeks
and
we
haven't
necessarily
seen
the
quantities
increase,
but
I
think
we're
going
to
see
it
and
we're
going
to
see
points
of
distribution,
not
just
be
the
city
of
evanston
we're
going
to
see
it,
be
the
pharmacies
we're
going
to
see
it
become
our
our
health
care
providers
in
our
community,
which
will
be
good
for
all
for
all
of
us.
But
our
approach
is
those
most
at
risk,
with
the
limited
quantities
that
we
have.

want
to
vaccinate
first,
so
this
group
started
off
with
85
and
above
and
then
has
been
decreasing.
That
number,
and
so
yesterday
had
an
event.
It
was
78
and
above-
and
I
believe
one
coming
up
this
week
may
start
with
the
75,
an
older
group
we'll
let
our
public
health
officials
talk
talk
about
that
and
we
are
just
sort
of
working
down
from
there.
If
we
had
large
quantities
of
vaccine,
we
could
potentially
run
parallel.
Events
where
we
are,
you
know,
vaccinating
65
and
older,
where
we're
vaccinating
teachers
vaccinating
gross.

grocers
all
of
those
essential
employees
that
we
have
out
there
that
are
also
part
of
1b
so,
but
for
now
we
are
focused
on
those
that
have
the
greatest
likelihood
of
complication
complications.

that

county
is
already
vaccinating
any
age
person
in
phase

and
along
with
that

will

age

another
state
was
vaccinated
already.
How
come
I'm
not
vaccinated,
or
I
know
people
in
cicero
and
everybody

over
65's
already
been
vaccinated,
and
so,
if
you
could
talk
to
that
as
well,
let's
start
off
with
our
public
health
director

Vaccinating
various
group
groups
in

you
indicated
during
your
early
session,
that
we
have
upwards
about
20,
000
individuals,
just
in
in
what
one
b,
so
it
will
take
us
a
while
to
get
everyone
vaccinated
in
one
b,
especially
when
the
vaccines
are
extremely
limited,
but
I
saw
that
to
say
we
have
vaccinated
a
number
of
age
groups
within
1b,
because
1b
also
consists
of
our
firemen,
our
police
officers,
our
credit,
critical
workers
and,
of
course,
we
started.

Vaccinating
our
elderly
and,
as
you
mentioned,
we
started
vaccinating
the
oldest
amongst
our
oldest
population.
We're
working
our
way
down
we're
going
to
have
another
event
come
friday
that
will
be
focused
on
those
who
are
due
for
their
second
dose
and
some
individuals
who
are
78
and
above
and
we're
working
our
way
way
down.
So,
if
vaccines
become
heightened,
where
we're
getting
thousands
of
vaccines,
we,
like
you
mentioned,
will
have
parallel
vaccination
events.
That's
the
plan
that
we
are
going
to
put
in
motion.

But
as
it
stands,
the
vaccines
are
quite
limited
and
we
are
vaccinated.
Those
in
1b
we've
already
done
our
first
responders
and
our
firefighters
and
now
we're
doing
our
elderly
and
we'll
eventually
start
doing
congregate,
homes
and
other
essential
workers.
So
we're
asking
everyone
to
exercise
some
patients
as
we
walk
through
the
process.
Any
and
anyone
who
is
interested
in
getting
a
vaccine
will
eventually
get
one,
but
we
are
prioritizing
our
vaccines.
At
this
point.

Thank

what
I
want
to
stress
is
the
slowness
that
people
may
feel
out.
There
is
not
because
of
the
city's
capacity
to
get
needles
into
the
arms
of
people.
It's
not
because
we're
sitting
on
a
huge
supply
of
unused
vaccines
in
our
city.
It's
due
to
the
limited
number
that
we've
been
getting
from
from
idph
next
question
from
sharon
and
ken
alexis
of
you

the
city
have
any
idea
when
vaccine
doses
will
increase?
I
have
this
question

so
mayor,
I
think
you
you
touched
on
on
this
a
little
bit
earlier,
that
you
know
the
vaccines
that
were
allotted
is
based
upon
the
state's
numbers,
so
we
are
not
allowed
to
order
vaccines
at
this
point,
because
they're
so
scarce
and
limited
every
week
the
state
of
illinois
reaches
out
to
us
and
says
hey
evanston.
This
is
how
many
doses
of
vaccine.
We
can
send
you
until
supplies
increase
at
the
state
and
federal
level.

will
continue
to
see
our
weekly
allotment
being
directed
to
us
from
the
state
and
it's
as
we've
been
told
you
know
in
a
couple
weeks.
You
know
our
our
vaccine,
supply
will
increase,
you
know
and
the
state
is
in

same
predicament
where
they
they
are.
Their
supply
is
determined
determined
based
on
the
federal
supply.

So
once
the
federal
supply
increases
it'll
get
more
into
the
state
and
then
the
state
can
divvy
up
more
amongst
the
many
different
local
health
jurisdictions.
So,
like
like,
like
the
ike
and
the
mayor
said,
we
have
plans
in
place
when
we
get
all
the
vaccines,
but
we
can
only
go
as
fast
as
as
we're
given
so.

the
natural
question
after
greg's
response
there

the
question.
I
have
this
question
and
I'm
sure
many
many
people
do.
How
do
we
know
that
evanston
and
illinois,
the
state
of
illinois,
are
getting
their
fair
share
of
the
vaccines,
because
these
vaccines
come
down
from
the
feds
to
the
states
and
then
the
states
allocate
them
to
all
of
the
different
health
departments.
The
pharmacy
they're
allocating
some
to
pharmacies
and
everyone
else.

I
asthmatic
flat
was
on
a
call
with
ibph
this
morning
and
they
are
hoping
that
in
the
next
three
to
four
weeks
that
we
will
see
an
increase
in
vaccines,
we
haven't
seen
an
increase
in
vaccine
yet,
but
we
are
hopeful
and
being
optimistic,
and
in
these
upcoming
weeks
there
will
be
there'll,
be
an
increase,
we're
pretty
much
at
the
mercy
of
the
state.

At
this
point,
but
as
vaccines
increase,
we
will
see
we'll
see
the
increase
and
what
I
want
to
send
as
a
message
is:
idb
hey,
the
city
of
evanston
are
very
committed
to
get
everyone
vaccinated
in
illinois.
So
that
is
their
goal.

We
understand
there
are
a
number
of
things
that
need
to
be
worked
out
logistically
and
availability
of
the
vaccines,
but
once
those
things
are
sorted
out,
we'll
start
seeing,
hopefully
thousands
of
vaccines
here
in
evanston
and
we're
working
all
together
that
when
we
start
seeing
an
increase
that
we
will
work
expeditiously
to
vaccinate
events
in
residence.
So,
as
I
keep
saying,
let's
just
exercise
a
little
bit
of
patience.
I
know
a
number
of
us
are
anxious
to
get
the
vaccine,
but
what
the
vaccines
are
available.

Every
everybody
knows
not
just
on
this
coronavirus,

asking
that
question
of

to
summarize
what
I
said

we
have
no
indication
that
the
city
of
evanston
is
getting.
You
know
less
vaccines
than
other
than
other
places.
Okay,
we
have
no
indication
of
that.
I
have
spoken
with
our
state
elected
officials
about
this
specific
potential
issue,
and
so
our
state
senators,
our
state
representatives,
are
all
very
much.

know
alert
to
this
as
well
and
again
we
have
no
indication
that
we
are
somehow
getting
a
share.
That
is
less
than
our
our
proportional
share
to
other
communities.

And
one
more
thing
there,
we
are
actually
in
a
better
position
than
other
jurisdictions
as
well.
Even
though
our
vaccines
are
quite
limited
and
as
I
mentioned,
it
is
all
determined
by
the
state
and
our
population
science.
But
as
we
advance
in
our
vaccination
period
and
process,
we
are
hopeful
to
receive
as
many
vaccines
as
possible.

I
feel
blessed,
and
I
think
we
all
should
feel
blessed
that
we
live
in
a
community
that
has
a
public
health
department.
There
aren't
many
communities
that
have
their
own
public
health
department.
I
think
there's
only
five
certified
four
or
five
certified
public
health
departments
at
the
municipal
level
in
the
state
of
illinois.
We
are
one
of
them
and
we
are
the
oldest
one.
So
we
have
had
this
for
over
100
years
so
that
pandemic
in
1918
it
was
the
same
evanston
public
health
department.

That
was
taking
the
lead
on
that,
and
that
is
making
a
big
difference,
even
though
we
may
say
oh
well,
I
don't
have
the
vaccine,
yet
it
is
going
to
it
has
been-
and
I
think
will
continue
to
be
an
advantage
that
we
have
as
a.

think
we
sort
of
answered
this.
Is
there
a
schedule
of
the
quantity
of
vaccines
that
you
will
receive
so
greg?
Maybe
you
could
talk
about
what
kind
of
advanced
notice
do
we
get
the
vaccine
and
then
do
we
put?
Do
we
put
the
second
dose
aside
or
assume
that
the
required.

kind
of
how
I
mentioned
earlier,
the
the
state
of
illinois
reaches
out
to
us
every
week.
So
it's
on
a
weekly
basis
that
the
state
tells
us
how
much
doses
we
will
be
getting.
You
know
they
were
trying
to
get
it
on
a
more
regular
schedule.
So
it's
every
monday,
so
we
can
properly
organize
and
set
up
our
pods.
Our
point
of
dispensing
that
day
has
kind
of
shifted
around
a
bit,
but
it's
basically
every
single
week,
we're
notified
of
how
much
and
when
we'll
be
expecting
the
vaccines.

Regarding
second
doses,
this
is
an
area
that
the
state
has
been
incredibly
consistent
on
so
far
this
from
the
get-go,
the
state
said
that
we
will
not
be
required
to
order
second
doses,
and
we
are.
They
are
telling
us
not
to
hold
on
to
vaccine,
to
ensure
a
second
dose,
because
the
state
will
be
sending
us
second
doses
automatically.

So
there's
no
ordering
system
for
second
doses.
So
if
we're
using
the
moderna
vaccine-
and
we
get
500
doses
on
day
one
in
about
three
weeks,
the
state
will
automatically
send
us
another
500
doses.
That
would
be
the
second
doses
for
that
first
day
and
that's
in
addition
to
that
week's
initial
first
doses.

One
of
the
big
problems
right
is
forecasting,
so
if
we
could
forecast
better
and
know
exactly
how
much
you
know
we're
going
to
get,
we
could
schedule

advance

the
health
department
waits
to
know
how
many
of
the
vaccines
they
have
doses.

then
they
put
the
registration
out
and
they
quickly
put
this
together
in
about
72
hours
and
the
I
can
tell
you
for
calls
with
the
administration
and
other
mayors
around
the
country.
That
is
the
plan.
The
plan
is
that
we
will
be
able
to
have
a
better
insight
into
how
many
doses
are
coming
down
the
supply
chain,
and
then
we
can
have
more
advanced
notice
of
the
events
that
we're
setting
up
with
our
residents.

Last
question
in
in
vaccine
supplies
is
from
jim,
the
state,
county
and
city
all
have
budget
issues.
Has
this
impacted
vaccine
distribution?

There
certainly
are
significant
budget
issues
all
across
this
country
with
municipalities,
counties
and
states
and
I'd
even
say
in
with
the
federal
government,
but
that
is
not.
I
want
to
be
very
clear
that
is
not
affecting
our
ability
to
distribute
vaccines.
The.

That's
affecting
that
ability
is
the
supply.
There
is
aid
out
there
in
the
last
aid
package,
potentially
in
this
new
aid
package.
If
one
comes
down
for
vaccine
distribution
to
get
that
out
again,
part
of
that
aid
is
is
paying
these
pharmaceutical
companies
that
are
producing
all
this
vaccine.
When
you
go
into
one
of
our
community
centers
and
your
time
is
up
to
get
vaccinated,
you
do
not
have
to
pay
for
that.
You
don't
have
to
provide
an
insurance
card.
All
of
that
now
that
may
change.

If
you
go
to
a
pharmacy
or
or
to
your
doctor,
your
health
care
provider.
In
that
case,
maybe
that
does
does
happen,
but
so
there's
a
lot
of
aid.
That's
out
there
for
vaccine
distribution,
so
it
is
not
affected
by
you
know.
The
budget
challenges
that
cities
have
we're
going
to
move
to
the
next
section,
which
is
city
vaccination
plan
and
priorities.

will
seniors
in
assisted
living
and
affordable
housing
facilities
be
vaccinated?
This
is
something
we
spoke
about
yesterday
at
the
emergency
operations
center
it'd
be
good
to
share
with
the
audience
yeah.

Absolutely
so
we
do
have
a
number
of
senior
living
facilities
who
are
in
partnership
with
cbs
walgreens,
that
this
is
a
federal
arrangement
where
walgreens
or
cbs
deploys
a
number
of
their
staff
to
vaccinate
individuals
in
our
congregate
homes
are,
but
there
are
a
handful
of
them
that
are
not
engaged
in
in
this
program
and
as
a
city,
we
are
going
to
that
be
vaccinating
these
individuals
on
site,
as
early
as
next
week,
we're
proposing
to
start
fascinating
those
who
do
not
have
this
engagement
with
the
cbs
or
walgreens
partnership.

The
reasons
why
a
number
of
them
were
not
connected
to
cvs
or
walgreens
is
still
unknown.
To
me,
I
haven't
been
able
to
to
get
a
a
straight
answer,
but
we
are
going
to
prioritize
these
individuals
and
one
thing
that
I
also
want
to
mention
that
residents
or
staff
at
these
various
target
homes
can
come
to
our
sponsored
invasion.
Events
at
the
levy
center
if
they
qualify,
of
course,
for
the
groups
by
which
we
are
vaccinated.

So
if
they
are
able
and
to
drive
themselves,
if
they're
able
to
come
to
the
vaccination
events,
they
can
they
don't
necessarily
have
to
wait
for
us
to
come
and
conduct
a
vaccination
event.
But
it
is
something
that
we
are
going
to
be
prioritizing
in
these
upcoming
weeks
to
go
to
where
they
are
and
vaccinate
them,
and
it
is
more
tailored
to
individuals
who
are
pretty
much
homebound
or
bedridden
or
have
some
medical
complications
that
would
depart
them
from
living
the
premises.

lot

congregations
here
in
town
we
were
under
the
impression
all
of
them
were
going
to
be
handled
by
the
pharmacy
agreement,
which

walgreens
cvs
and
others,

recently
found
out
that
there
were
a
handful
that
were
not
our
public
health
departments
working
quickly
to
try
and
get
those
facilities
vaccinated.

was
a
question
here
about
public
housing
facilities,
of
which
we
do
have
some
here
in
evanston
I
spoke
with
rich
minocchio
yesterday,
who's
the
head
of
the
housing
authority
of
cook
county
to
confirm
that
the
two
facilities
that
we
have
here,
one
on
noyes
street
and
one
on
sherman,
are
included
and
have
dates
scheduled
to
be
vaccinated.
So
that's
posit
that's
positive
news.
I'm
going
to
go
now
to
a
couple
questions
that
people
have
asked
that
are
watching.
This

as
of
right
now,
we're
prioritizing
solely
based
on
age
according
to
the
states
phased
approach.
But
one
thing
that
we
need
to
be
cognizant
of
for
the
the
coveted
19
response
is
that
we
need
to
be
flexible
at
all
times.
So
these
considerations
could
change
the
state
recently
not
recently,
but
the
state
changed
the
phase,
1b
guidance
from
what
the
cdc
says
so
we'll
see
as
vaccine
becomes
more
available,
but
until
then
we'll
continue
to
follow
the
phased
approach.

tricky

were

people's
personal
health
situations.

doctor
and
your
medical
providers
have
that,
and
so,
if
we
do
see
vaccines
going

health

surprised
that
they're
taking
that
approach
because
they
have
the
medical
records
and
can
do
that.
The
city
of
evanston
does
not,
nor
does
the
city
of
evanston
because
of
hipaa
laws,
and
everything
else
want
to
move
into
that.

that
situation.

take

It
says
governor
pritzker,
just
pulled
vaccine
doses
from
pharmacies
because
they
were
moving
too
slowly.
Will
this
benefit
evanston?
So
sarah,
I'm
not
aware
that
that
happened.
Maybe
our
public
health
officials
here
are
certainly
if
there
are
less.
If,
if
they're
pulling
doses
from
one
place,
I
would
think
yes,
they're
gonna
come
to
other
places,
and
I
wouldn't
think
that
would
mean
potentially
more
doses
for
municipal
public
health
departments
or
county
health
departments.

that's
my
understanding,
and
the
last
thing
I
heard
is
that
the
state
is
trying
to
increase
vaccine
output
through
various
avenues
and
the
pharmacies
being
one
of
those
avenues.
My
understanding
is
also
that
our
allocation
will
not
be
affected
by
this.
So,
for
example,
if
we
have
five
pharmacies
in
evanston
that
the
state
will
give
them
their
allocation
and
continue
to
give
us
our
allocation
and
our
allocation
will
not
be
affected.

to

many
we've
received

far,

it's
actually

receive,
but
we
also
have
to
keep
in
mind
that
a
portion,
I
would
say
a
significant
portion
of
that-
has
gone
to
our
hospitals.

hospitals

have
received
vaccines
and
the
rest
has
come

our
department,

I'll

to

my
calculations
just

see
exactly

many
vaccines

have
