A
A
All
in
favor
aye,
any
opposed
three
minutes
are
approved.
Thank
you
for
that
and
on
our
items
for
consideration
the
first
up.
We
have
the
entrepreneurship
grants
and
we
have
two
applicants
before
us
tonight:
I
can
dr
studio
and
total
transformation
solutions
and
I've,
maybe
just
have
them,
come
up
and
give
us
a
little
bit
of
information
about
their
about
their
businesses
and
their
plans,
and
if
we
have
any
questions
we'll
go
with
that.
Yes,.
C
Good
evening,
mr.
chair
and
members
of
committee
cindy
plant
economic
development
coordinator
with
the
city
here
to
introduce
our
two
applicants
this
evening,
candy
Corbin's
of
eye
candy
here
studio
and
Tiffany
Holmes
at
total
transformation
solutions
each
requesting
the
maximum
$2,500
entrepreneurship
support,
grant
I'll
now
call
ups
Corbin's
to
introduce
her
business
and
request.
A
E
E
We've
trained
a
lot
of
them
as
well
as
we've
hired
through
the
mayor
summer
youth
program
and
have
trained
a
lot
of
those
kids
for
the
last
few
summers
I'm
here
before
you
all
today,
to
ask
for
the
$2,500
so
that
I
can
get
an
instructor's
license
so
that
I
are
now
trained
people
in
the
state
of
Illinois
to
become
licensed
breeders
or
natural
hair
care
professionals.
With
that
designation,
you
can
be
a
braider,
you
can
be
a
lock
tition.
Some
are
familiar
with
dreads
or
dreadlocks.
E
E
With
this
license,
I
intend
on
working
with
both
licensed
people
seeking
licenses
in
Illinois
and
people
not
seeking
licenses.
So
examples
are
like
I
want
to
work
with
Evanston
Township
High
School.
They
used
to
have
a
program
where
they
partnered
with
pivot
points
in
order
to
get
people
licensed
so
I'd
like
to
start
there
I'd
also
like
to
work
with
youth,
Job
Center
in
Evanston
you4re
youth
program.
E
On
my
have
a
relationship
with
a
translational
adoption
group
I
have
a
lot
of
clients
that
come
from
there
and
we
do
classes
now,
but
on
a
smaller
scale,
and
so
I'm
not
licensed
now
to
teach
people
who
want
to
be
professionals
but
I
do
teach.
You
know
the
average
person
who'd
want
to
come
in
and
learn
something.
So
that's
why
I'm
here
today
very.
F
G
A
question
just
a
comment:
I'm
really
impressed
with
just
everything
that
you
put
in
the
packet
I'm
excited
about
all
the
demographics.
You
know
your
target
market
I,
think
that
was
very
well
laid
out
in
the
packet
and
excited
to
support
this.
So
I
wish
you
nothing,
but
good
luck
in
success.
Things
you've
proven
over
the
last
couple
of
years,
just
with
the
information
that
you've
shared
so
I'll
make
a
motion
to
prove
if
they're
out
any
other
questions.
Okay,.
H
A
A
Did
note
from
the
materials
and
also
just
from
some
of
my
professional
experience,
yeah
the
states
imposed
this
new
requirement
and
I
think
in
2010
on
the
braiding,
so
that
kind
of
puts
an
extra
burden
on
you
to
you
know
it
requires
you
to
take
this
extra
step
in
order
to
do
that.
So
you
know
it's
good
to
see
you.
You
know
expanding
that
you're,
going
to
run
it
out
of
the
same
shop
or
is
that
nice.
A
I
I
Is
we
work
with
individuals
to
help
them
pursue
all
of
their
goals
in
life,
as
well
as
maintaining
good
health,
mind
body
and
spirit,
and
the
reason
for
the
name
change
was
because
I
was
reaching
individuals
that
way,
but
I
feel
like
this
is
something
that
needs
to
be
in
companies
and
in
corporation
and
as
I
started
to
meet
more
business
owners.
I
would
begin
to
realize
that
this
was
something
that
they
were
looking
for
for
their
employees.
I
So
one
of
the
reasons
I'm
asking
for
the
grant
is
so
that
I
can
receive
a
corporate
wellness
certification
that
will
allow
me
to
go
into
companies
and
develop
wellness
plans
for
them
that
are
specific
to
their
organization.
The
second
part
of
the
grant
that
I
would
use
the
money
for
is
to
then
rebrand
my
business,
so
that
more
people
know
what
it
is
that
I'm
working
on.
G
G
I
Well,
I
had
the
benefit
of
working
with
a
really
great
mentor,
who
started
a
different
business,
but
who
was
able
to
help
me
with
some
pricing
strategy
and
models
and
really
talk
about
trajectory
of
the
business,
and
so
it
has
enabled
me
to
really
realize
that
once
I
get
the
certification
once
I
get
the
marketing
and
I
start
to
get
into
the
right
circles.
With
this
business,
I
think
the
model
sells
itself
for
the
most
part,
but
it's
actionable
and
it's
it's.
It's
realistic.
Okay,.
G
I
B
A
Same
thing,
this
plan
will
talk
to
you
about
the
next
steps.
I,
don't
think
I
don't
have
a
sign-up
sheet.
Did
anybody
sign
up
for
public
comment?
I
assume
not
please
just
gonna
double-check
that.
A
C
A
J
One
of
us,
so
you
know
so
the
door,
because
that's
super.
That's
like
my
baby,
I
went
I
found
this
special
door
in
Minneapolis,
it's
it's
called
a
wicket
door,
and
so
it's
basically
one
door,
but
it
has
a
children's
door
inside
of
it.
J
So
children
can
walk
in
the
small
door
and
then
adults,
it's
80
accessible
for
adults
and
for
anyone
they
can't
fit
through
a
small
door,
and
it
will
it's
just
it's
very
charming
and
it
everything
in
my
head
nine
blank
because
I'm
standing
here,
but
it's
it's
an
expensive
door,
but
I
think
it
just
brings
so
much
charm
and
my
store
is
basically
to
make
young
readers
love
to
read.
If
they
don't
like
to
read
it.
I
was
a
teacher
before
this.
J
My
business
parents
would
always
ask
my
child
doesn't
like
to
read
what
do
I
do
like
going
to
a
bookstore
talk
to
a
bookseller
and
they
will
guide
you
for
the
right
book.
There's
always
a
book
out
there
for
a
non
reader
and
I
just
wild
rumpus
is
my
inspiration.
It's
a
really
really
charming
bookstore
in
Minneapolis,
and
it's
there's
like
a
boat
on
the
ceiling
and
it's
just
very
magical
and
when
you
walk
into
my
store,
it's
very
whimsical
and
magical
and
the
door
sets
the
tone
for
the
whole
child's
experience.
K
No
I
don't
have
a
question
I
completely
I
I
think
this
is
gonna
be.
This
is
gonna
fill
a
niche
that
is
badly
needed
in
all
of
Evanston,
but
especially
in
that
area.
I
I
know
this
space
fairly.
Well,
that
was
my
shoe
repair
man
for
a
long
time
and
I
had
I
loved
him,
but
it
was
one
of
the
messiest
businesses
I
had
ever
been
in
I.
K
It
must
have
taken
shovels
and
having
a
shovel
to
clean
it
out,
honestly,
yeah
I
think
by
the
end
he
was
just
occupying
the
first
10
feet
of
the
space.
So
all
my
you
know
more
power
to
you
for
taking
that
space
on
it's
in
an
ideal
location.
So
many
new
families
live
in
that
area,
you're
only
a
block
from
Lincoln
school
and
many
many
folks
in
all
directions.
So
III
think
that
this
is
going
to
be
a
tremendous
success
and
I
move
approval
on
the
second
okay.
A
A
J
The
sign
I
just
noticed
is
it's
gonna,
be
a
square
and
my
logo
has
booked
and
then
there's
a
heart
around
it
and
there's
this
hidden
message
in
the
letters
it
says:
love,
Evanston
and
then
investiture,
yeah,
but
yeah
I'm
from
here
and
I
stayed
here.
The
tagline
is
for
a
bookstore
for
youthful
readers.
J
A
F
L
Yes,
so
we
are
moving
to
1635
Chicago
Avenue
we're
there.
Now
we've
been
doing
some
demolition
and
getting
ready
to
get
our
full-on
permit.
It
should
be
over
there
tomorrow,
I'm
hoping
so,
but
with
that,
obviously
we
need
some
identity
and
we
are
requesting
the
storefront
grant
for
a
new
sign.
The
day's
Italian
kitchen
sign
that
exists
right
now
will
be
coming
down,
which
we
will
also
be
gifting
back
to
Dave.
L
So
initially
said
he
said
he
didn't
want
it,
but
now
he's
changed
his
mind,
so
we
will
be
gifting
that
back
and
then
the
new
sign
is
very,
very
similar.
It's
the
it's!
It's
it's
a
channel
letter
neon,
so
the
channel
is
going
to
be
silver,
just
like
the
one
that
dave
has
the
the
telling
kitchen
had
the
neon
is
our
our
blue,
prairie
moon,
blue
and
then
the
back
side
of
it
is
the
moon
that
is
the
moon
within
our
logo.
The
other
parts
of
our
logo,
we're
not
going
to
add
to
it.
L
We're
going
to
keep
it
simple
it
it's
I,
think
it's
I
think
it's
tastefully
done.
I!
Think
that
that
it
also
was.
You
know
something
that
that
space
needs
needs,
that
illuminated
sign,
you
know
for
identity
and,
for
you
know
it
is.
It
is
a
challenge
that
we
are
going
to
be,
you
know
below
grade
and
we
want
to
make
that
people
know
we're
there.
L
The
second
part
of
the
the
facade
program
was
the
actual
store
phone
itself
in
order
in
keeping
with
the
storefront
next
door,
we're
not
changing
any
colors
or
materials,
we're
simply
trying
to
make
it
a
cleaner,
a
newer
presence.
Also
with
you
know,
added
the
glass.
There
is
not
I'm.
Sorry,
it's
not
a
thermal
glass.
That's
there
right
now,
it's
just
a
regular
plate,
glass
and
the
as
far
as
accessibility.
L
It
does
not
have
the
the
automatic
opening
device
for
the
doors
that
we
want
for
to
become
more
eighty-eight,
compliant
and
in
general
it
just
it.
You
know
it's
it's
it's
been
a
little
tired
and,
and
it
needs
to
be
cleaned
up
and
it
needs
to
be
freshened
up,
I
think
in
order
for
it.
So
those
are
the
three
components,
basically,
the
appearance,
the
accessibility
and
the
energy
efficiency
of
the
door
of
the
storefront.
And
that's,
that's!
That's
what
I
got.
K
L
Are
this
has
been
some
confusion
all
along
we're
doing
a
new
concept
and
right
in
the
nucleus,
so
prairie
moon
is
going
to
stay
where
it
is.
We
have
a.
We
have
a
10-year
lease
with
two
five-year
options
right
now
with
Tom
Kearney
says
so
we're
not
planning
on
relocating.
Again,
god
help
us,
but
we
are
doing
a
new
concept
in
the
Albion
project
which
there
were,
we
haven't
quite
figured
out
exactly
the
timing,
name
and
concept
of
at
all,
but
that
will
be
that
will
be
probably
in
2019,
so
yeah,
okay,.
L
G
A
Definitely
definitely
an
institution,
so
we're
all
pleased
to
see
see
you
staying
Duchamp
was
there
motion.
I
forget
a
second
okay,
all
in
favor
aye,
any
opposed
all
right,
very
good
steak.
You
kind
of
get
you
set
on
the
next
steps,
then
appreciate
it.
The
next
one
and
now
I've
always
called
it
or
to
ECL.
But
please
forgive
me
if
it's
actually
ort
so
I've.
C
Also
always
called
it
ort
resale,
so
no
one
has
told
me
that
it
is
anything
other
than
that
I've
been
in
contact
with
the
store
manager,
Walter
and
then
Barbara
who's
there
they're,
like
regional
manager
at
like
or
headquarters.
They
were
not
available
to
be
here
tonight
because
they
had
an
internal
meeting
or
board
meeting
her
fundraiser
this
evening
that
conflicted,
but
we
wanted
to
go
ahead
and
move
it
forward
anyway,
because
we
have
been
trying
to
you
know
prod
them
to
repair
this
awning
for
years.
C
It's
really
kind
of
worn
and
showing
its
age,
particularly
in
in
some
of
the
corners
and
it's
you
know.
It
really
looks
out
of
place
on
the
street
now
that
we
have
a
new
building
and
and
all
these
new
exciting
things
that
are
opening
at
Chicago
and
Maine,
so
we're
really
encouraging
them
to
move
forward
with
replacing
that
to
improve
the
streetscape
and
the
facade
of
of
their
facilities,
so
they're.
Finally,
moving
forward
with
it,
they
have
contacted
several
awning
companies.
They
only
got
one
bid
back.
C
So
that's
the
one
that's
included
in
the
packet
before
you
tonight.
They
have
said
that
they
will
be
providing
additional
estimates
prior
to
going
Council
on
the
11th.
They
are
awaiting
just
figures
back
from
Evanston,
awning
and
I.
Think
one
other
company,
so
the
number
that's
in
there
is
is
based
on
the
one.
That's
been
provided.
K
A
C
M
N
Zack
manager,
right,
hey,
I,
just
wanted
to
say
we
agree
wholeheartedly.
We
worked
really
hard.
It's
gonna
sound
repetitive.
It
took
literally
two
years
to
get
them
to
come
to
the
table
on
this
interim.
What
their
structure
is
took
him
a
long
time,
but
to
get
them
just
to
do.
The
awning
was
really
hard
and
you
know
they're
not
in
profit.
They
don't
have
it
funny
for,
but
when
they
learned
that
we
have
this
program,
they
said
great,
we'll
take
advantage
of
it.
I
agree
with
you.
N
B
A
Help
them
just
different
yeah
other
applicants.
We
don't
you
know
who
had
an
issue
making
it.
We
made
the
condition
made
it
a
conditional
recommendation.
One
of
the
you
know
you
know
the
other
businesses
are.
You
know
in
various
stages
of
getting
things
done.
You
know
mr.
Cozzi,
to
your
point
on
particularly
on
Main
Street,
but
a
lot
of
these
awnings
are
similar
in
style
and
design
and
they
it's
just
kind
of
a
it's.
A
A
A
N
K
H
K
F
G
There,
a
second
second
can
I
just
took
comment
to
staff
yeah,
Bobby,
Wilson,
Cindy
or
whoever
is
responsible,
I
think
just
moving
forward.
We
could
have
had
public
comments
on
a
number
of
these
items.
Just
given
our
you
know,
everything
that's
going
on
with
the
budget
and
I
think
just
out
of
respect
for
committee,
two
expires,
etc,
that
you
know,
applicants
need
to
be
here
period
and
I
hope
moving
forward,
that
if
we
see
storefront
entrepreneur
grant
that
they
give
us
the
courtesy
of
their
president
unless
there's
some
emergency.
G
H
This
is
a
not-for-profit
that
does
really
good
work.
Oh
absolutely,
they
help
people
in
our
community
with
clothing
and
and
and
items
that
they
need
for
their
home
and
I
really
intend
to
support
them,
but
I
want
to
support
them
in
a
responsible
way.
So
I
just
want
them
to
bring
another
bid
with
an
example
of
what
they're
going
to
put
on
the
front
of
your
store.
Yeah.
G
H
G
A
O
Mr.
chair
and
committee
members,
my
name
is
paulina
Martinez
economic
Dolan's,
economic
development
specialist.
Today
we
are
bringing
forward
an
application
from
West
Village
for
2178
dollars.
They
were
previously
approved
for
six
thousand
two
hundred
forty
one
dollars
through
the
grade
merchants
grant
which
allows
up
to
ten
thousand
dollars
in
business
district
improvements.
The
request
today
would
go
towards
building
a
garden
in
the
public
park
way
at
the
southwest
corner
of
Wesleyan
Florence.
The
group
would
seek
to
certify
the
garden
as
a
wildlife
habitat
with
the
National
Wild
Wildlife
Federation.

not

Tell
us
how
that
happens
to
us.
You.
G
P
G
P
Our
executive
committee's
also
changed
a
little
bit.
We
initiated
term
links
a
couple
of
years
ago,
so
people
have
termed
out,
and
so
we
have
three
new
executive
members,
serikov
ami
Mike,
smiley
and
Maryland
feckless
Roux
as
downtown
resident.
A
couple
of
years
ago,
we
engaged
with
a
consultant
to
provide
us
with
four
strategic
plan
goals.
If
you
will,
and
those
are
right
there
I
know
I'm
always
up
here
with
these
super
lengthy
presentation,
so
I'm
gonna
kind
of
zip
through
since
I
last
presented,
we've
hosted
a
couple
of
events:
Small
Business
Saturday.
P
We
did
a
great
campaign
with
a
passport
program
where
any
shopper
that
spent
$75
received
a
we
Levenstein
mug
a
we
love,
evanston
pop
Sokka
and
a
branded
bag.
We
received
75
returned
passports
and
that
totaled
10,000,
$50
and
spending
so
for
75
people
to
spend
$10,000
was
like
to
us
a
pretty
good
indicator
that
people
are
really
coming
out
and
Small
Business
Saturday.
We
hope
that
we
get
more
than
75.
P
Next
year
the
warm
bevy
Bach
holiday
tree
lighting
was
at
9:09
Davis
this
year
because
it
wasn't
fountain,
it
should
be
done
by
the
holidays,
so
we
should
have
it
the
fountain.
This
year
we
participated
with
the
convention
Vizier
Bureau's
rester
month
with
a
kickoff
event
with
Yelp,
and
we
partnered
with
lyft
to
provide
us
with
coupons
for
five
dollars
off
rides,
and
we
were
told
by
lift
that
500
people
took
advantage
of
that
coupon.
P
P
We
also
had
some
a
dance
group
from
Northwestern
dance
just
recently
for
Cinco
de
Mayo
and
this
Friday.
We
have
the
Bhangra
dance
group,
which
is
basically
Bollywood
type
style
of
dance
at
Fountain
Square
at
noon.
It's
going
to
be
pretty
cool.
A
lot
of
our
events
are
the
same.
Some
new
ones
are
get
fit
Fridays,
so
every
other
Friday
in
Fountain
Square.
We
have
free
exercise,
classes
in
the
mornings
being
provided
by
our
health
and
wellness
providers
that
are
downtown.
P
We've
changed
the
wine
walk
name
to
downtown
sippin
stroll
to
not
be
confused
with
the
main
Dempster
miles,
but
wine
walk
we're,
bringing
back
the
popular
find
Waldo
Where's
Waldo
month-long
campaign.
We
are
going
to
be
the
first
community
in
the
state
of
Illinois
to
participate
in
the
silent
book
club
who
know
it
was
a
thing,
but
we
did
a
survey
and
overwhelmingly
a
Fountain
Square
specific
survey
and
overwhelming
out
of
655
people.
People
wanted
to
be
able
to
have
quiet
time
and
read
out
there.
P
P
P
P
The
annual
kits
cats
and
kids
big
bite
night
are
popular.
You
know
free
for
all
food
fest
for
the
northwestern
freshmen,
our
Oktoberfest,
which
will
also
be
the
same
weekend
as
open
house.
Chicago
I
did
get
some
numbers.
We
are
number
two
this
year
where
we
were
second
most
visited
community
outside
of
the
Gold
Coast,
so
that
six
they're
telling
us
it
was
26
thousand
visitors
which,
if
you
think
about
it,
was
only
on
Sunday,
because
Saturday
was
raining
like.
P
P
This
is
where
we're
advertising-
and
these
are
some
of
our
summer
ads
a
lot
of
our
summer
ads
are
our
CTA
ad
will
be
of
the
fountain,
so
the
pictures
are
being
taken
next
Tuesday
completed
or
not
we're
gonna
stage
it
because
they
hit
the
CTA
rails
on
June
1st.
So
new
to
us
is
advertising
with
Chicago
magazine.
P
Our
social
media
numbers
are
great,
especially
our
Instagram
I
did
for
fun
check
out
some
other
districts
like
ours
and
we
are
like
Wicker
Park,
Bock
town
has
227
followers
and
we
have
4,000
164,
so
that
was
nice
and
we're
well
ahead
of
other
communities
on
Facebook
followers
as
well.
In
fact,
I
found
out
from
this
survey
that
41%
of
the
people
that
pay
are
paying
attention
to
what
we're
doing
or
getting
their
news
from
us
on
social
media.
P
Landscaping,
the
additional
thing
here
is
weekly
cleaning
of
the
tables
and
chairs,
and
the
flowers,
of
course,
that
are
nine
extra
plants
planter
boxes
in
the
fountain
area,
some
fun
place,
making
we
hired
an
artist
to
put
an
installation
in
a
vacant
storefront
on
or
inton.
We
partnered
the
beacon
students
with
the
colectivo
coffee
folks
and
they
put
in
this
awesome
installation
so
that
you
can.
We
can
hide.
You
know,
what's
going
on
behind
in
the
construction
I'm.
Also
a
member
of
the
c3
committee,
which
is
like
the
new
version
of
Arts
in
business.
P
Oh
and
news
we're
getting
a
mural
I,
don't
have
a
slide
for
it
because
I,
don't
it's
not
done,
but
last
November,
EMAP,
Evanston,
mural
art
program
presented
to
the
downtown
Evanston
board
and
after
that
meeting
a
handful
of
stakeholders
asked
me
to
convene
a
meeting
with
them
and
they're
funding
it.
So
we
raised
26
thousand
dollars
and
we're
getting
two
murals
I
know
I'm
very
excited
at
church
and
maple
on
the
Union
Pacific
under
passed.
Second,
we
share
that
right.
G
O
A
K
C
G
No
Leon
lighting
probably
wouldn't
highlight
the
art,
but
just
light
it
up
a
little
bit
more.
That's
all
go
from
60
to
80
or
something.
P
P
You
know,
I,
don't
have
to
tell
you
that
we're
basically
planning
a
party
that
we
don't
have
a
date
for
so
I
think
really
think
it's
coming
soon.
The
memorial
wall
goes
up
next
week
the
fountain
company
was
out
to
test
the
whatever
mechanics
below,
and
so
it
is
coming
along.
I
do
know
that
this
weekend
is
Memorial
weekend
and
we
thought
perhaps
that
that
would
take
place,
but
it's
going
to
be
a
Patriots
Park.
So
but
it's
close
I
feel
good
about
it.
H
P
Some
other
programs
that
we've
been
working
on
retail
retention
and
attraction.
So
last
night
I
was
on
our
second
tour
of
Instagram
influencers
that
we
hire
to
come
and
eat
and
take
pictures.
We
had
five
restaurants
on
the
tour
last
night
and
then
we
have
our
second
tour
on
June
12th.
Together,
their
followers
are
over
160
thousand
followers,
so
for
five
hundred
dollars
to
get
that
kind
of
impression
is
pretty
amazing,
especially
when
so
many
people
are
finding
restaurants
on
Instagram.
P
P
There
were
65
people
on
the
tour
and
it
was
very
successful,
so
I've
reached
out
to
my
counterparts
in
Lincoln
Park,
and
they
are
overwhelmed
with
the
response
from
the
broker
community.
So
we
will
be
doing
that
as
well
and
I'm
working
with
Paul
on
that.
We
also
are
trying
to
teach
our
businesses
how
to
better
use
Instagram.
P
So
we
had
a
workshop
in
November
and
we
have
another
one
in
June
and
our
friend
in
Amy
Meadows,
the
windows
matters
consultant
has
offered
a
six
business,
one-on-one
one-hour
consultation
and
we
threw
it
out
there
and
we
had
12
businesses
applies
so
now
we
have
to
host
a
lottery,
but
now
we
know
that
there's
a
lot
of
interest
that
people
want
this
kind
of
additional
help.
So
we're
pretty
happy
about
that.
We
have
a
great
relationship
with
Professor,
candy,
Lee
and
northwestern's
Medill.
K
G
P
This
was
that
page
coming
soon
and
then
sping
is
opening
across
the
street
in
the
vacant
building
next
to
taco
Diablo.
It
is
strength.
P
P
And
one
of
the
things
that
I
took
away.
That
was
rather
interesting.
Is
that
a
lot
of
people
don't
know
what
downtown
Evanston
provides?
They
think
we're
solely
a
marketing
organization.
So
we
have
to
scream
from
the
mountaintops
that
we're
doing
more
with
like
the
daily
garbage
removal
and
all
the
landscaping
and
cleaning
and
the
programs.
So
that
was
a
lesson
learned
for
us
and
then
ideas
for
Fountain
Square.
As
I
mentioned,
a
lot
of
people
on
live
music
and
yoga
and
crafts,
arts
and
reading
activities
and
more
events
for
children.
P
A
B
I
also
want
to
thank
you
on
behalf
of
families
in
the
fifth
Ward,
for
what
you
did
to
support
more
young
people
to
come
downtown
during
the
Christmas
season.
You
gifted
50
movie
passes
to
the
movie
theater
and
gift
bags
and
use
of
a
Santa
suit,
and
we
really
appreciate
you
for
doing
that.
Thank
You,
Elka.
D
A
Q
But
still
we
still
would
have
other
time
after
that
to
talk
one
of
the
things
that
you're
talking
about
infant
to
do
need
to
be
brought
out
to
the
community
and
have
community
meetings
about
the
Westside
tiff
I've
heard
people
name
King,
I
heard
someone
told
me
well,
you
know
the
TIF
goes
all
the
way
over
to
Green
Bay.
The
TIF
does
not
go
over
to
Green
Bay.
Q
Q
In
snow,
so
would
that
be
fair?
What
you're
proposing
what
you
have
written
that
need
to
be
passed
out
to
the
community,
so
the
community
could
read
it
and
see
how?
If
anything,
will
this
incorporate
or
will
this
even
touch
on
the
things
that
the
community
did
when
they
develop
their
neighborhood
plan,
which
was
the
church
Dodge
Canal
and
it
did
go
to
Green
Bay?
That
was
a
neighborhood
plan.
Q
That
was
a
plan
that
took
two
years
the
neighbors
sit
in
the
gym
at
family-focused
and
put
that
together
what
came
after
what
was
the
tip
and
a
zoning
change,
a
zoning
change
that
laid
out
as
to
how
the
land
would
be
used
and
what
type
of
buildings
and
things
would
be
placed
on
the
land.
The
west
side
master
plan
is
not
a
neighborhood
plant.
Please
stop
calling
it
a
neighborhood
plant.
We
did
not
want
it.
The
community
said
turn
it
down.
We
pay
five
hundred
was
five
thousand
dollars.
Q
Then
we
had
consultants
to
come
in
and
say:
do
you
want
houses
like
this?
Do
you
own
houses
like
this
set
it
up
in
everything
and
people
say
no.
We
didn't
work
this,
and
so
they
speed
ahead
and
seeing
how
and
what
the
buildings
and
things
should
be
and
what
happened.
We,
the
neighbors,
the
residents
that
live
there,
the
business
that
are
in
that
area,
got
together
and
said
that
is
not
what
we
want.
You
want
to
put
a
street
through
there.
Q
Q
So
if
you're
going
to
be
talking
about
the
West,
Side
master
plan
or
the
website,
if
you
need
to
come
and
talk
to
the
people
in
the
community,
I
know
alderman
Simmons
says
well,
don't
do
anything
and
y'all
haven't
been
a
lot
in
the
fifth
Ward,
there's
things
that
has
happened
in
the
fifth
Ward
and
everything,
but
one
of
the
biggest
thing,
the
biggest
things
that
has
happened
to
the
fifth
Ward.
Nobody
wanna,
listen
to
us
when
we
tell
you
something
in
show
what
we're
doing
so.
Q
What
need
to
be
done
is
you
need
to
find
the
neighborhood
plan
that
the
community
put
together,
that
they
worked
hard
on
put
it
together,
got
it
the
plan,
and
there
was
a
consulting
firm
from
California,
looked
at
our
plan
and
said
it
was
a
great
plan.
The
neighborhood
had
came
together
and
put
this
together,
but
it
was
not
implemented.
We
did
not
get
anything.
We
gave
you
petition
that
we
won't
and
say
no,
we
did
not
want
this
zoning
change.
Q
So
people
said
this.
This
is
what
the
Lord
said.
This
is
what
this
happened.
We
had
a
group,
a
Capital
neighborhood
group
that
came
out
to
work
with
the
neighbors
to
help
them
to
help
revitalize
in
help
them
to
get
programs
in
to
work
with
fixing
up
their
homes
and
everything
that
didn't
happen.
We
went
to
what
the
city
took
was
the
tilth?
Q
Q
That's
not
what
we're
looking
for!
That's
not
what
we
are
asking
so
before
you
can
discuss
this
fine,
but
you
need
to
come
to
the
neighborhood
by
to
family
focus
and
complete
work.
The
places
where
this
these
two,
this
item
was
discussed
and
put
in
place.
Do
not
do
that
being
you
just
do
what
you
want
and
tell
them
to
get
up
and
leave.
D
H
I,
you
know
we
just
heard
of
we
just
heard
miss
Esther
speak.
She
said
things
like
before.
You
take
our
homes
and
put
up
something
new.
That
is
just
utter
nonsense.
Anybody
in
the
community
listening
to
that
kind
of
nonsense.
Speaking
it's
going
to
be
frightened
and
terrified,
no
community
in
the
city,
nobody
in
the
city
of
Evanston,
no
tax,
increment,
financing,
district,
no
municipal
official,
is
going
to
take
anybody's
home
and
build
anything
that
you
know
miss
Esther.
H
H
Q
A
A
N
You
mr.
chair
I,
am
Paul's
on
the
Zack,
the
Economic
Development
Manager
I
actually
didn't
have
a
formal
presentation.
What
I
was
going
to
do
is
give
just
a
brief
summary
and
then
really
open
it
up
for
discussion,
because
I
think
we've
been
waiting
for
this
conversation
for
a
long
time,
but
one
of
the
reasons
we
brought
this
before
you
tonight
is
because
we
took
a
look
at
just
generally.
N
We
want
to
take
a
look
at
that
stavansson
plan
and
we
want
to
implement
many
of
the
facets
of
it.
But
we
cannot
do
that
unless
we
have
the
the
public
resources
to
do
so
and
the
TIF
has
not
provided
that.
That's
the
only
reason
that
that
that
that
plan
has
not
been
fully
realized
and
that's
why
we
hope,
with
the
conversation,
that's
why
we
had
over
even
those
a
discussion.
We
did
have
a
recommendation
that
the
committee
consider
taking
a
look
at
this
TIF
district
and
what
we
call
terminate
or
DTF
REIT.
N
If
that's
one
of
the
options
that
we
recommended
there's
a
couple
of
others
as
well,
including
maybe
amending
the
TIF
to
extend
for
another
12
years.
What
we
need
to
look
at
all
of
our
options,
so
we
can
make
sure
that
we
can
have
the
West
Evanston
plan
realized
in
some
fashion.
Okay,
so
I
want
to
state
that
the
reason
why
we're
here
tonight
and
with
20/20
hindsight
we
can
look
at
the
TIF
boundary
and
I
I've
got
it
the
maps
up
on
the
on
the
screen.
It
does
in
fact,
on
the
north.
N
H
F
H
N
N
You
know
in
my
close
to
seven
years
experience
with
the
city
I,
don't
think
we've
ever
done
any
acquisition
in
that
fashion
know.
You
know
it's
never
been
part
of
our
strategy,
so,
as
I
was
saying,
the
the
TIF
district
then
terminates
kind
of
on
the
south
just
along
Greenleaf.
You
know
what
in
hindsight
this
TIF
probably
could
have
included
a
number
of
additional
parcels
to
kind
of
generate
and
an
economic
engine
to
the
north.
Let
me
see
if
I
can
switch
to
this
other
map
quickly.
F
N
We
don't
need
to
blow
the
plan
up
to
do
this.
This
is
really
just
about
taking
a
look
at
how
we
can
make
sure
that
we
are
investing
in
the
west
side.
I
guess
I
will
leave
it
at
that
unless
I,
of
course,
I'm
gonna
encourage
discussion.
I
want
to
point
out
the
increments.
There
was
a
there's,
a
really
kind
of
jarring
graphic
that
I
included.
N
If
there's
only
10
to
12
years
left
on
the
TIF,
how
much
can
we
really
generate
an
increment
or
how
much
do
we
really
expect
to
generate
an
increment
over
the
next
10
years
to
result
in
investment
in
the
Westside?
So
those
are
the
kind
of
that's
kind
of
the
groundwork.
I
want
to
delay
for
you
and
again,
I
would
say
one
reinforce.
We've.
We've
spent
close
to
two
million
dollars
and
projects
that
included.
There
was
some
acquisition
at
church
in
Sderot.
There
was
some
environmental
work.
N
N
That's
had
some
development
interest
recently,
but
again
we
we
can't
invest
in
that
too,
to
see
the
infrastructure
that
was
foreseen
in
that
in
the
plan,
the
the
streets,
the
sewers,
the
street
lighting,
those
types
of
things,
because
there's
no
money
to
invest
in
it
and
a
developer
is
not
going
to
invest
in
that
just
makes
a
project
infeasible.
So
with
that
said,
two
million
invested,
we
had
a
plan
to
invest
25
million
I'm
painting
a
dark
picture,
but
we
need
to
have
a
conversation,
so
I'd
like
to
open
it
up
for
discussion
and
questions.
B
You
so
in
understanding
too
and
I'm
getting
to
the
bottom
of.
Why
so
little
increment?
Why
so
little
activity
is
when
I
was
able
to
see
the
outline
and
to
see
that
the
opportunities
for
increment
are
outlined
and
then
the
opportunities
to
support
projects
aren't
in
there
so,
like
family
focus
isn't
in
there
and
like
key
projects
that
it's
hard
to
understand,
why
they
weren't
considered
when
the
when
the
tip
was
outlined
or
button
pardon.
It's.
B
F
N
B
B
Prolong
the
timeline
to
get
some
of
this
activity,
because
I
would
imagine
that
there
is
an
administrative
process
and
I,
don't
know
exactly
what
that
looks
like
in
terms
of
when
that
new
TIF
happens
and
when
the
new
increment
can
happen.
So
really,
it
seems
as
though
the
the
West
Westside
plan
is
one
that
was
attractive
to
the
community
and
one
that
looks
like
it
makes
sense.
B
So,
what's
the
best
and
most
efficient
way
to
get
working
towards
that,
and
so
I
know
that,
there's
a
current
development
being
discussed
in
again
understanding
the
form
based
code
and
like
what
are
the
barriers
is
it
is
it
the
outlines
of
the
test?
Is
that
the
form-based
code?
Is
it
lack
of
interest
or
is
it
lack
of
us
prioritizing
outreach
to
attract
the
developers
right?
You.
N
Know
the
way
I
would
answer
that
is
the
mark.
The
markets
pretty
powerful
and
the
and
looks
like
Johanna
might
want
to
speak
to
the
deform
based
code
a
moment,
but
staff
has
worked
to
try
to
attract
development
to
to
the
left
side.
We've
had
some
success
and
we've
had
you
know:
we've
had
some
interest
at
church
and
dodge,
for
example,
so
the
market
is
starting
to
wake
up
a
little
bit
the
form
based
code
and
a
little
bit
of
a
layer.
G
I
think
truth
should
be
told
part
of
that
investment,
and
that
was
looking
at
the
national
towels
building.
In
order
for
it
to
be
feasible,
you
have
to
have
someone
willing
to
sell
so
that's
we
talked
about
that
for
the
national
awards
right
right,
so
we
had
a
developer
who
was
interested
in
in
in
creating
resin
residential
units.
So
it
was
a
little
bit
more
than
just
the
creation
of
streets,
because
obviously
you
can't
create
a
street
into
a
dead
end.
You
would
have.
N
N
N
In
and
just
taking
up
on
what
alderman
braithwaite's
talking
about
the
plan
actually
showed
the
street
cutting
through
the
Cahill
property
at
KL
plumbing.
You
know
the
developer
didn't
have
the
contract
on
Cahill.
So
right,
you
can't
build
half
a
street
right,
so
there
are
some
complications
that
the
plan
provides,
but
there
are
ways
to
implement
the
spirit
of
the
plan.
N
I
think
that's
something
that
I
think
Johanna
started
to
introduce
at
City,
Council
or
excuse
me,
director
Leonard,
started
to
introduce
on
Monday
evening,
but
you
had
asked
another
question:
what's
the
most
efficient
way
to
address
this?
Frankly,
it's
it's
to
engage
a
consultant
to
help
us
analyze
the
TIF
to
see
what
the
next
steps
would
be.
The
tip
already
exists.
The
date
is
there,
the
pins
are
there,
so
it
wouldn't
be
the
the
consultant
I
had
checked
in
with
just
to
get
an
understanding
of
the
process.
N
A
F
H
So
you've
got
a
y-o-u
architectural,
so
that
was
a
nice
building.
It
was
new
construction.
If
it
were
on
the
tax
rolls,
it
would
be
generating
a
really
nice
piece
of
text
and
it
would
all
be
increment
because
there
wasn't
much
there
and
then
you've
got
Gibbs
Morrison,
which
we
purchased
and
that's
off
the
text.
Okay,.
F
H
Then
there's
a
church
down
the
street
that
you
know
a
vacant
lot
and
that's
also
textual.
So
then
the
building
to
the
north
of
the
churches,
up
sexuals
and
right
I
mean
it
was
that
contaminated.
So
we
keep
undermining
the
TIF.
And
so
my
question
is:
were
we
to
expand
this?
Where
would
we
go,
but
would
we
do
but
I
mean
you
were
a
text
consultant
right.
N
D
R
Good
evening,
Johanna
Leonard
community
Velma
director,
so
as
they
pull
that
up,
I,
think
I'm,
reflecting
on
the
council
meeting
on
Monday
night
and
thinking
about
the
discussion
there
and
and
plans
and
and
Scott
Mangum
our
Zoning
Administrator
I
went
up
and
chatted
about
this
afterwards
and
I.
Think
what
we're
starting
to
move
towards
is
a
is
something
of
an
action
plan
or
what
what
comes
first
is
that
do
we
fix
the
TIF
first,
we
fix
some
of
the
updating
of
the
zoning.
Do
what
comes
first
here
and
I?
R
If
we
want
to
say
we
could
go
far
and
wide
all
over
the
Green
Bay
Road,
but
we
do
have
a
study
area
that
probably
bumps
up
all
around
the
TIF
and
I'll
Romania
right
that
we've
several
properties
that
when
the
TIF
was
originally
established
and
the
plan
was
originally
created,
we
didn't
anticipate
those
being
off
the
off
the
tax
rolls,
but
those
uses
have
brought
new
energy
and
vibrancy
to
those
areas
which
hopefully
would
then
bring
more
tax
generating
uses
to
those
areas.
That's
some
sometimes
we'll
see
it.
We
see
development
that
way.
R
We
hope
it
doesn't
attract
more
not-for-profit
uses,
but
but
I
think
what
we're
coming
towards
is
something
that
you
know.
We
got
some
direction
run
Monday
night
from
from
on
the
tip
on
the
form
based
code
and
then
we'd
see
if
there's
interest
in
studying
the
area
around
for
additional
TIF
or
expanding
it,
that
that
we
would.
G
If
it
expand
we're
going
to
need
more
information,
that's
that's
the
first
thing,
and
so,
if
you
look
at
the
next
four
years,
while
I'm
on
council,
you
know
one
of
the
questions,
I'm
asking
is
and
I
wish
and
if
I
missed
it
somewhere
in
the
packet,
just
call
it
out
right
now,
I
wish
we
would
have
had
a
current
budget
in
a
snapshot
of
where
we
are
right.
Now,
with
the
TIF
I
know,
I've
received
it
in
one
of
my
emails
and
I
was
trying
to
flip
through
it.
G
Excuse
me
when
I
say
the
budget
looking
specifically
like,
what's
in
there
right
now,
and
if
it's
here
Paul,
let
me
know
and
I'll
just
finish.
My
comments
miss
Esther
on
page
74.
There
is
a
chart
that
outlines
what
has
been
spent
since
2007
all
the
way
out
to
2017
Paul,
one
of
the
things
that
you
know,
I
recognize
all
the
projects
that
Miss
Esther.
G
So
you
don't
think
that,
but
it
would
be
nice
to
have
a
breakdown
in
understanding,
because
my
next
question,
which
I
started
with,
is
needing
more
information
and
I.
Don't
know
if
that's
something
that
you
and
our
staff
can
do
internally
or
is
that
something
that's
going
to
cost
and
what
I
mean
specifically
is.
If
we
continue
like
this
just
looking
out
on
the
next
three
years,
what
can
we
anticipate
is
going
to
be
the
increment
versus?
If
you
close
it,
and
if
you
close
it,
do
we
lose
the
dollar
amount?
G
R
To
answer
a
question,
I
think
we
could
probably
do
a
high-level
review
of
what
the
increment
would
look
like
in
the
next
three
years.
Like
Paul
I
was
also
a
TIF
consultant
before
I
go
to
the
city,
so
you
know
we
can.
We
can
do
kind
of
maybe
a
nicer
back-of-the-envelope
calculation,
but
beyond,
as
Paul
mentioned,
I.
Think
engaging
a
consultant
beyond
the
sort
of
the
base
level
would
be
good
to
look
at
to
look
at
those
things.
R
I'm
I'm,
not
necessarily
confident
that
we're
going
to
see
a
significant
amount
of
growth
and
the
tests
I
mean
just
sort
of
eyeballing
it
based
on
this,
and
we
were,
and
we've
run
out
of
years.
23
years
was.
My
understanding
was
is:
is
that
the
life
of
the
TIF
and
my
understanding
was
that
was
supposed
to
cat
be
as
long
as
possible
to
capture
a
good
market
cycle?
R
That
you
can
experience-
and
we
haven't
had
it
when
and
where
we've
run
out
of
time
right
in
terms
of
what
we
could
capture,
because
the
whole
point
is
you
invest
money
at
the
front
and
you
have
the
whole
rest
of
the
TIF
to
pay
back
right,
and
we
won't
see
that
it's
particularly
for
what
we
put
forward
in
the
plan
to
make
all
these
significant
investments
in
in
the
infrastructure.
So
I
think
it's.
It's
really
important
to
keep
that
infrastructure,
investment
and
some
of
the
catalytic
projects
that
we
haven't
seen
happen.
R
N
I
think
there's
one
basic
fact:
I
think
we
may
have
not
even
stated
this
evening
right,
so
the
the
TIF
was
created
at
a
time
when
property
values
were
sky
high
and
typically
you
want
to
do
it
the
opposite
way
you
want
to
you
want
to
do
it
when
they're
low,
because
then,
when
they
increase,
you
get
the
increment
right.
So
that's
the
fact
I
want
to
make
sure
that
the
public
understands,
and
maybe
individuals
are,
you
know
as
comfortable
with
the
tip
nomenclature.
N
So
the
idea
is
right.
Now
we
are
at
it
for
at
least,
if
you
look
at
that,
that
graph
I
showed
you
word
Peaks
and
it's
slumps
or
rock
bottom
right
now.
So
this
would
be
the
time
to
do
it
because
then
you're
going
to
capture
all
the
the
upside
to
it,
even
if
even
if
we
do
go
into
a
recession
over
the
next
few
years,
which
is
very
likely,
we
still
have
as
we
come
out
of
it,
and
you
still
have
to
increment
that
wouldn't
prove
in
a
few
years.
N
G
R
G
F
N
That
was
back
in
2000
and
like
2018
mechana
35,000
right,
there
was
17,000
worth
of
marketing
sites,
I'm,
not
sure
what
that
was,
but
so
so
and
then
there's
professional
services
in
2010
so
somewhere
in
the
range
of
60,000.
Oh
it,
but
remember
all
the
works
done
right,
so
it
would
cost
something
less
than
that.
I
would
have
to
imagine.
G
N
F
N
Be
very
quick,
I
promise
there
is
I'm
zooming
in
on
the
map
here
at
Greenwood
and
Dodge
okay.
This
is
this
is
the
gateway
to
Evanston
Township
High
School
right
from
the
south,
as
you
travel
north,
but
most
of
this
is
for
sale
on
the
marketplace
right
now
right.
So
this
is.
This
is
listed
for
approximately
one
point:
nine
million
dollars
yeah
right,
it
goes
from.
It
goes
from
here's,
Lake,
Street
and
dodge.
This
is
a
Continental
construction,
all
the
way
down
here
to
this
business
and
then
there's
a
little
parcel
here.
N
N
It
correct
so
you
know
and
that
that
detracts
from
the
from
the
value,
but
you
know
is
it?
Is
there
a
way
to
imagine
I
think
it
was
a
very
healthy
tip?
Could
you
invest
some
money
and
I
mean
this
is
maybe
a
little
bit
of
an
absurdity,
but
could
you
bury
power
lines?
I
know
those
are
massive
structures,
but
you
know
we're
yeah
I
understand
so,
but
even
with
the
power
lines
you
could
you
could
have
development
back
into
it.
Just
it
just
as
a
point
of
information
right.
A
A
Element,
Braithwaite
said
national
talent.
Now
that's
in
my
head,
not
national
town
alors,
it
seems
like
maybe
we
have
some
I'll
call
it
an
irrational
impediment
to
something
happening,
so
I
kind
of
feel
like
we
could
maybe
remove
some
of
these
barriers
that
are
in
the
plan.
As
and
as
I
understand
it.
The
zoning
wasn't
adopted
it's
a
plan
right,
so
it's
similar
to
the
2009
downtown
plan
or
am
I
mistaken.
No.
R
A
That's
why
that's
what
I
thought
Monday
and
then
I
thought
I
was
hearing
the
opposite
Monday
when
we
were
talking,
okay,
so
yeah
I
think
we
should
change
some
of
these
things
and
look
at
right
away.
You
know,
working
with
the
aldermen
and
with
the
community
look
at
where
the
opportunities
are
and
kind
of
get
a
grip
on
what
you
know
what
the
vision
looks
like
because
I
don't
feel
like
you
know:
we've
got
a
bunch
of
vacated
railway,
we've
got.
You
know,
earth
and
concrete,
and
all
of
these
mounds.
A
It's
really
hard
I
think
for
people
to
get
a.
You
know
a
sense
of
what
what
something
could
be
when
it's
really
opaque.
In
that
sense,
and
then
you
know
the
the
code
stuff,
it's
it's
it's
very
finite
and
that's
why
I
don't
like
you
know.
I
would
profess
my
comments.
Monday
night
with
I,
don't
like
forum
based
codes,
so
that's
my
own
personal
opinion
but
I
think
as
sort
of
a
threshold
matter.
If
we
can
kind
of
look
at
where
these
opportunities
are
imminently.
A
Greenwood,
green
water,
Greenleaf,
Greenwood,
look
at
these
and
have
the
Ottoman.
You
know
work
with
the
community
on
what
these
things
could
look
like
I
think
it
might
open
up
the
vision
for
people
to
you,
know
on
a
market
basis
come
in
and
and
and
take
advantage
of,
the
opportunities
you
know
with
with
these
impediments
in
place,
I
think
it
just
really
limits
what
somebody's
willing
to
do.
B
Yes,
so
like
that's,
how
we're
here,
because
I
have
made
an
attempt
to
get
an
understanding
of
why
we
don't
have
more
development
and
it's
foreign-based
cold
and
it's
the
TIF,
and
so,
if,
if
that's
already
been
determined,
then
like
what
would
be
next
steps
to
explore
and
if
we
need
to
try
a
little
harder
than
we
need
to
do
that,
and
so
I
know
that
we
have
a
property
in
the
war.
That's
been
underutilized
and
it
was
really
simply
a
call
to
invite
the
owner
to
a
meeting
and
say:
what's
the
plan,
that's
underutilized.
B
This
is
disrespectful.
We
need
you
to
pay
attention
to
this
and
you
know
there's.
There
is
a
pretty
encouraging
conversation
happening
right
now,
so
I
still
think
that,
although
all
these
administrative
things
need
to
be
explored,
there
are
some
opportunities
that
we
can
pursue
right
now,
based
on
available
properties
and
I
I.
Don't
know
that
we've
done
that
enough
and.
A
Just
yeah
I
guess
follow
that
up.
We
have
had
some
improvements
on
Dodge
I
mean
there
have
been
significant
improvements
so
far,
but
a
lot
of
that
was
utilizing
tools
that
we
already
have
in
place.
You
know
you
know
letting
property
owners
know
it's
not
okay,
to
leave
your
property
like
this.
You
know
and
and
obviously
a
little
bit
more
firmly
than
that.
But
you
know
if
we
can
kind
of
push
that
you
know
in
the
in
the
right
direction.
R
Look
at
what
that
land
price
is
is
coming
out
to
be
if
we
adjusted
it
down,
because
we
know
that
things
off
them
sell
for
less
than
they
are
when
they're
at
very
inflated
prices
and
looked
at
what
our
zoning
permits
there.
If
we
then
went
and
said,
here's
how
what
it
would
cost
to
build
this
this
thing
and
and
for
what's
allowed
without
any
variances
I,
think
we're
gonna
find
that
nobody,
the
person
who's,
gonna,
potentially
buys
this
property
couldn't
afford
to
build
something
and
turn
a
profit,
so
that
might
be
using.
R
That
example,
might
then
be
could
be
use
it
as
an
educational
resource
to
other
property
owners
that
want
to
divest
themselves
of
the
property.
So
they
can
perhaps
get
a
better
assessment
of
what
their
property
really
is
worth
because
we've
been
using
the
I
think
many
people
know
that
this
code
exists,
but
they
don't
understand,
form
based
code,
they're,
not
they're,
not
clear,
and
they
see
it
as
an
impediment.
R
So
they
think
they
have
to
they're
either
not
going
to
be
able
to
sell
their
property
or
they
they
can
get
around
it
somehow,
which
is
where
we
get
the
inflated
the
inflated
prices.
So
I
think
if
we
could
use
some
of
the
these
examples
and
and
tight
or
zoning
code
I'm
trying
to
link
the
form
based
code
discussion
from
Monday
night
and
this
discussion
bring
them
together.
R
K
Just
simply
either
is
stubborn
or
doesn't
have
correct
information
about
how
overpriced
his
parcel
is,
and
so
I
think
doing
some
research
on
on
some
of
these
parcels
and
going
to
the
owner
saying
if
you
priced
it
this
way,
here's
that
someone
you
could
actually
sell
it,
it
wouldn't
sit.
You
could
actually
sell
it
and
something
could
be
done
with
this
so
and
I
agree
with
you.
Jonah
I
think
a
lot
of
property
owners
they
just
kind
of
they
hear
rumors.
They
sort
of
hear
about
something.
K
D
G
I
just
want
to
clarify
for
the
area
that
I'm
familiar
with
and
I'll
use
the
owner
of
Evanston,
auto
and
I
think
John
and
all
of
them
when
you
said
it
that
and
I
want
to
clear
this
up.
I
think
the
property
owners
know
exactly
what
they're
doing
the
property
owners
know
exactly
what
they're
doing
Evanston
auto
perfect
example.
G
There
is
going
to
be
a
50
million
dollar
project
right
next
door
to
that
to
that
right,
next
door
to
that
property
in
Evanston
auto,
he
has
specifically
said
I
am
holding
on
to
get
the
best
price
for
that
value.
We
have
worked
with
staff
to
try
to
get
something
out
of
them,
and
the
man
said:
I'm
gonna
hold
on
to
it
and
wait.
So,
let's
keep
on
moving
Evanston.
You
know,
keep
going
down
the
road
you
have,
the
Evanston
plaza,
that's
booming!
G
We
have
a
Starbucks,
that's
raised
the
value,
and
then
you
have
right
at
what
is
that
Lake
and
dodge
the
property
that's
owned
by
Manchester
holding
on
to
it
national
Awards
held
on
to
it
same
thing,
I
mean
I,
sat
through
three
or
four
different
meetings.
I
mean
these
owners
know
that
when
they
bought
it
they
got
it
for
a
really
nice
price
and
they're
holding
out
for
the
cost.
So
I
think
the
wonderful
thing
about
this
discussion
that
it
definitely
prioritizes
the
area,
so
I
mean
yeah
yeah.
A
G
N
G
N
Oliver
Braithwaite
we
we
can
give
a
rough
estimate
without
hiring
a
consultant.
We
can
do
that
internally
right
on
the
question
I
have
for
the
committee
is:
do
we
bring
this
back
for
a
second
round
of
discussion
in
June?
Would
you
prefer
a
communication
from
staff
that
just
provides
that
that
estimates,
communication.
G
B
N
I
want
to
reinforce
something
here.
We
we
can
as
important
as
it
is
to
keep
the
the
West
Evanston
form-based
code
overlay
in
tandem
with
the
tiff
conversation.
We'd
still
need
probably
need
to
have
this
conversation
about
that
today
we
could,
we
can
say
we're
committed
to
the
West
Evanston
plan,
as
is
frankly,
it's
never
going
to
be
realized
because
there's
no
TIF
to
help
fund
the
infrastructure.
