districts

group
presenting
their
applications
for
funding
through

2019

merchants
grant

economic
development
staff
issued
RFPs
for
planters,
as
well
as
banners
which
are
summarized
in
the
memo,
and
we
will
also
work
with
the
business
district
leaders
to
fulfill
their
additional
requests
throughout

year.

and

and
allocation
and

of

the

and
call
I

certainly

tremendous
support

myself
as

The
Evanston
development
cooperative
is
requesting
$60,000
from
the
economic
development
activities
component
of
the
CDBG,
the
Community
Development
Block
Grant
fund.
The
Edison
development
cooperative
is
planning
to
launch
an
initiative
that
I'm
going
to
ask
them
to
explain
you've
heard
this
before,
but
this
is
an
opportunity
for
us
to
really
jumpstart
it.

the

Sarah

housing
and
grants-
excuse
me
know-
what's
happening,
my
voice
here,
I'm
here
tonight,
because
normally
CDBG
is
allocated
through
the
Housing
and
Community
Development
Act
committee,
but
with
economic
development
projects.
The
committee
and
the
council
allocate
a
pot
of
money
in
essence
for
economic
development
activities.
That
then
requests
come
to
the
economic
development
committee
and
the
reason
for
that
is,
unlike
our
nonprofits,
who
are
giving
doing
programs
economic
development
activities,
don't
necessarily
come
up
neatly
only
once
a
year
when
we
do
our
major
application.

So
we've
gone
to
this
process
where
we
allocate
funding
for
economic
development
activities
and
those
requests
come
through
the
economic
development
committee
at
the
moment,
history
of
what
we
use
those
funds
for-
and
this
is
an
hour
actually
in
our
con
plan.
Funding
technical
assistance
for
micro
enterprises
or
startups
has
been
something
that
we
have
funded
and
that's
in
our
consolidated
plan
and
in
addition,
we
can
make
direct
funding
to
businesses
for-profit
businesses,
and
this
can
be
in
the
form
of
grants
or
loans,
and
it
can
be
for
a
wide
assortment
of
uses.

can
be
basically
what
we
funded
most
often
has
been
have
been
startup
new
openings
of
restaurants,
that's
kind
of
what
we
specialized
if
we're
using
CDBG
for,
but
it
can
be
for
a
wide
range
of
needs
of
a
business
and
the
business
cooperative
is
a
business
entity.
It's
not
a
not-for-profit,
but
at
the
same
time
it's
a
very
different
structure
from
most
of
our
for-profit
businesses
that
we
have
funded
and
their
startup
a
situation
is
very
different.

name

I'm,
the
one
of
the
cofounders
of
the
evidence
and
development
cooperative
I'm
here
with
Robbie
Marcus,
my
co-founder
and
Eric
Dingell,
one
of
our
co
incorporators
of
our
co-op.
We
are
an
illinois
incorporated
cooperative.
We
were
incorporated
in
december
of
2018,
and
we've
been
often
up
and
running
ever
since
I
presented
here
in
last
October
about
the
technology,
how
we
want
to
build
sensible
housing.

Since
then,
we've
been
out
in
the
community
talking
to
workers
in
evanston
potential
investors,
residents
who
care
deeply
about
affordable
housing,
job
creation
and
also
equity
and
sustainability,
and
we've
also
been
talking
to
property
owners
and
homeowners
in
our
city.
Looking
at
who
are
interested
in
erecting
either
a
coach
house,
an
accessory
dwelling
unit
that
will
solve
their
career
housing,
pain
points
to
property
owners
who
say:
I
have
land,
whether
it's
commercial
or
residential,
saying
I
can
create
a
another
accessory
dwelling
unit
on
my
property.

So
here
you
know,
we
respectfully
request
the
funding
to
really
accelerate
our
our
efforts
as
a
cooperative.
We
don't
fall
squarely
in
the
right
in
a
bucket
when
and
when
you
talk
to
a
bank
or
a
lender,
so
this
will
help
us
directly
hire
the
workers
we
need
because
of
the
technology
we
use
to
build
our
houses,
we
can
use
lower
skilled
labor
and
that
will
really
get
us
started.

frame
a
house
with
the
labor
that
this
grant
will
allow
us
to
hire
immediately,
so
we're
I
get
talking
to
homeowners
and
property
owners
right
now,
exploring
what
options
we
have
were
submitting
bids
to
property
owners
next
week,

we're
really
excited

get
started,
and
this
grant
will
really
help
us
get
going
faster.

permits
and

place

build
something

where
you're
gonna
build
it.

to
prep,

I
mean
it's
gonna
take
a
while,

are
you
going
to
train
the
people
that
you're
bringing

they

already

skills

apartment

mixed-use
zoning

it

They

build

too,

coach
house
that
don't
exceed

setback

coverage

we
expect
to
be
able

find
properties

But
answer
your
question:
we
will
need
a
a
crew
of
three
to
five
and
of
those
we
will
need
licensed
professionals
in
Evanston
that
electricians
plumbers
roofers,
but
with
the
technology
that
we
bring,
that
is
different
from
another
GC.

the
wall
panels
that
those
workers
we
would
train?

also,
we
request
this
funding

hope
in
a
reasonable
way.
We
want
it
to
start
with
a
part-time
position
in
year,
one
that
transitions
to
a
full-time
based
on
need.

so
in
our
proposal,
we
want
a
portion
of
it
in
2019,
another
portion
in
2020,
assuming
our
business
continues
to
grow
and
that
we
use
this.
These
funds
responsibly.

every
state
the
handles
co-ops
a
little
differently
in
the
state
of
Illinois.
You
need
on
five
incorporators
to
in
order
to
incorporate
a
co-op.
So
we
have
robbie
myself
eric
and
also
Jonathan
Guzman
and
baya
echeverria.

are
the
five
methods
and
residents
who
put
their
name
down
as
initial
incorporators,
but
also
shareholders
of
the
coop
can.

of

guess
brush
off
the
file
on
that
one.
It's
been,
maybe
six
or
seven
years
what
we've
been
monitoring
it
as
as
it's
completed
and
the
co-operative
concept
there
was
that
the
group
of
contractors
had
planned
to,
through
mostly
through
sweat,
equity.
Most
of
the
building
contractors
did
not
have
cash,
and
that
was
one
of
the
reasons
that
that
they
were
contributing
their
time.

This
group
I,
don't
even
believe
it
was
I,
don't
believe
it
was
incorporated
as
a
co-op
in
the
same
way
and
it
had
the
evidence
at
Northshore,
injectors
co-operative.
That
was
the
name
of
the
entity,
but
they
worked
together.
Sweat,
equity
built
out
the
space,
some
invested
cash,
and
then
that
was
the
extent
of
the
cooperating
there,
but
there
wasn't
an
ownership
by
an
like
you'd
see
in
a
in
this
example
or
like
a
grocery
kind
of
co-op.

of

Well,
you're
asking
for
a
grant
because,
as
a
cooperative,
we
see
this
as
and
we're
not
structured
the
same
way
as
a
for-profit
business.
You
know
we,
we
don't
have
a
majority
owner,
you
know,
but
even
though
we
are
a
for-profit
and
eyes
of
the
state
and
IRS,
our
ownership
structure
is
very
different.
We
see
this
as
an
opportunity
to
get
jobs
right
here,
keep
coming
community
wealth
in
Evanston,
and
so
we
think
a
grant
would
allow
us
to
do
that.
The
fastest.

with
the
jobs,
that's
it's
project
based,
so
it
you're
projecting
it.
Based
on
how
many
projects
you
would
like
to
do
and
the
construction
jobs
are
all
contracted,
so
you're
not
going
to
maintain
that
it's
a
variable
expense
you're,
not
going
to
maintain
that
if
you
don't
have
the
projects
correct.

couldn't

more

encouraged
by
the
work
that
you're
doing
for
residents
to
have
an
opportunity
to
own
parts
of
our

city.
It's
creating
job
opportunities
in
a
space
that
we
don't

talent

growing

green
jobs
and
construction.

help
develop
our
workforce
so
that
we
can
do
better
about
meeting
our
goals
for
local
employment,

planned
development
and
all
of
the
other
projects

we
do
here

city

it's
sustainable.

properties

own
already

creating
housing
stock.

obviously
a
need
for

Block
Grant
Committee
has
plenty

opportunity

able

meet

scheduled
monthly
meetings.

committee

review

really
want
these
kinds
of
expenditures
to
come
to
our
committee.

reason

they
can't

research

did

found
that
it
was
really
called
the
John
Lennon
auditorium
and

was

703
Howard
Street,
which
is
now

where

u-haul,

rekindled
u-haul,

Next
door
to
the
cidery
I
found
that
there
are
all
sorts
of
articles
still
online
about
the
theater
group,
Julia
louis-dreyfus,
Brad
Hall,

people
did
fabulous
theater
there
and
they
went
on
from
there
to
do
sex
city
and
because
they
outgrew
the
theater
and
when
the
theater
was
named.
The
John
Lennon
auditorium
before
their
first
show,
John
Lennon
was
killed
and
they
decided
not
to
change
it
to
the
Memorial
Auditorium
because
they
wanted
to
celebrate
his
life
anyway.

to

exactly

be
the
cost?

is
it
possible
to
bury
those
those
power
lines
and
then
the
other
thing
for
autumn

we've
never
really

action

asked
Carlo

know
where

municipalities
