A
B
C
A
Ten
years
there
have
been
three
typos
all
right,
having
accepted
that
all
those
in
favor
of
approving
the
minutes
say
aye
all
right,
all
right
we're
going
to
get
right
into
the
meat
of
our
our
meeting
and
I'd
like
to
know.
If
anybody
would
like
to
make
a
motion
to
begin
the
process,
I
will
take
a
look
at
my
trying
to
watch
this.
Okay.
E
A
D
You
everybody
knows
right:
I
just
want
to
feel
better
saying
it
that
there's
not
enough
money,
so
I
use
I
I
feel
better
having
the
words
coming
out.
We
saw
great
presentations.
We
have
great
organizations
in
front
of
us.
Every
single
one
deserves
the
money
that
they've
asked
for,
and
one
of
my
colleagues
here
said
it's
some
nights,
it's
hard
to
leave
this
meeting
without
being
close
to
tears.
So
it's
hard
it's
and
I
apologize
for
the
fact
that
we
can't
do
what
we
should
we
were
able
to
do
would
be
able
to
do
so.
A
D
C
A
So
no
more.
E
F
F
Yes,
okay,
thank
you.
I
would
just
like
to
say
this
is
full
disclosure.
This
is
my
first
year
on
the
committee.
I've
always
hoped
I
could
serve,
but
before
this
all
of
the
aldermen
who
served
were
had
target
areas
as
part
of
their
ward.
So
when
there
was
an
opening,
I
was
very,
very
happy
to
serve
and
now
I
think
by
the
end
of
this
evening.
I
will
be
sorry
that
I
volunteered,
but
no
I
do
want
to
explain
that
my
I.
F
A
D
D
With
regard
to
Evanston
scholars,
that's
one
that,
as
far
as
the
amount
of
money
that
gets
leveraged
with
what
goes
into
the
program,
in
other
words,
in
terms
of
the
amount
of
scholarship
money
that
is
realized
by
the
students,
it's
really
hard
to
do
any
better
than
that
I
mean
you
know,
you're
getting
these
kids
into
college,
it's
first
generation,
typically
students
and
so
I
have
a
strong
inclination
to
go,
notably
higher
than
the
motion.
$5,000.
D
I'd
like
to
do
money
for
the
yru
program,
but
again
it's
so
short
and
I
think
giving
it
a
small
amount,
probably
doesn't
get
them
very
far
into
the
particular
program
and
I.
Don't
know,
I
recognize
that
you
know
the
work
that
goes
into
the
compliance
is
significant,
so
I
don't
know
that
a
small
amount,
for
that
makes
a
lot
of
sense.
So
anyway,
I
guess
point
being
I'd
like
to
really
raise
up
that
Evanston
Scholars
amount
and.
A
Let
me
just
give
you
a
little
bit
of
guidance
if
we're
going
usually
when
we
get
to
the
public
service,
it's
more
we're
more
on
on
target
with
each
other.
So
it
looks
like
this
time
we're
not
going
to
be
perhaps
so.
If
you're
going
to.
If
you're
going
to
debate
an
item,
could
you
first
say
what
what
the
previous
person
recommended
and
then
say
what
you
would
your
point?
Okay,.
D
E
E
A
G
B
A
D
Had
money
in
my
column,
for
why
are
you,
but
it's
a
small
amount,
so
I'm,
not
gonna
I'm,
not
gonna,
debate
that
point.
Yet
one
thing
I
was
wondering
about
it.
Mr.
Brown
I
appreciate
the
the
presentation
we
had
on
the
rehab
program
and
it's
an
excellent
in
a
very
important
program
and
I'm
worried
that
in
the
general
fund
budget,
we're
not
gonna
be
able
to
find
the
money
for
it.
E
A
F
D
F
Thought
on
that
is
that,
in
terms
of
not
as
many
groups
are
not
it's
hard
to
find
a
group,
that's
doing
that
and
the
difference
that
makes
in
terms
of
someone's
ability
to
get
employment
or
or
get
housing
is
the
difference
it's
night
and
day.
So
to
me,
the
more
of
those
that
we
can
do,
the
more
we
allow
someone
to
really
move
on
in
their
life.
I
support.
E
D
Would
support
the
30,000
for
that
and
then
and
then,
of
course,
I
have
to
find
money
somewhere
else,
so
the
youth
employment
program-
it's
been
very,
it's
it's
been
outstanding.
Other
partnerships
with
wire,
you
are
not
way.
Are
you
with
you
stopping
youth
job
sooner
I
apologize
I
have
been
fantastic.
D
B
B
A
Sean
Jones
and
then
I'd
like
to
read
my
list.
Sean
I
would.
H
Agree
that
the
certificate
of
rehab
at
thirty
thousand
seems
to
be
about
the
average
for
us.
If
you
look
across
the
board,
that's
about
where
we
are
I,
also
look
at
misaki's
list
and
top
on
our
list.
The
biggest
recipient
is
graffiti
removal
and
where
I
agree,
that's
a
very
important.
All
these
people
out
here
are
having
direct
impact
on
individual
lives
and
that's
not
the
case
with
graffiti
removal.
I
know,
what's
important,
I
know
it's
a
big
gang
type
activity
deterrent.
H
E
A
I'm
gonna
would
anybody
mind
if
I
read
my
whole
list,
may
I
read
my
lip
and.
B
B
B
A
D
E
A
G
A
A
A
A
F
E
F
A
I'm
sorry,
domestic
violence,
twenty
five
thousand
fifteen
thousand
for
supportive
housing;
graffiti
removal,
26,000
Summer,
Youth
Employment,
ten
thousand
two
hundred
cities,
certificate
of
rehab,
twenty
nine
thousand
nine
hundred
forty
eight,
so
the
public
services
total
is
two
hundred
thirty.
Six
thousand
four
hundred
forty
eight.
D
I
would
still
I
realize
it's
not
a
lot
of
money,
but
and
just
listening
to
the
descriptions
of
the
programs
and
how
they
are
working
with
a
lot
of
the
other
organizations
to
provide.
You
know
the
actual
program
services
for
other
groups.
I
think
it's
you
know,
I
think
it's
important
to
make
sure
that
they
have
enough
to
cover
those
things.
A
A
A
E
D
D
E
C
E
C
D
The
kids
got
the
service,
so
you
know
the
the
reporting.
You
know
the
the
skill
of
the
people
doing
the
reporting
might
not
have
been
perfect,
but
the
kids
got
the
services,
so
I
would
rather
I,
don't
think
they're
going
to
drop
the
ball
in
the
reporting
so
and
I
think
they'll
manage
to
get
it
through
this
year.
If
they
don't,
if
they
do,
then
you
know,
we've
had
the
conversation
I.
E
C
D
E
E
A
C
F
C
E
I
B
A
E
F
A
F
C
A
D
H
Believe
it's
kind
of
unfair
to
start
at
the
top
and
move
down
when
we've
got
just
this
little
bit
amount
of
money
to
give
out
here
we're
looking
down
at
the
bottom
and
I
see
some
things
that
I
believe
really
need
more
funding,
such
as
the
overnight
shelter.
Nobody
else
in
Evanston
is
doing
that
and
we're
actually
proposing
to
cut
their
funding,
whereas
youth
job
center
is
well-established
as
a
massive
budget.
D
F
I'd
like
to
speak
to
the
overnight
shelter
the
right
now,
the
threshold
for
it
is
when
the
outside
temperature
drops
to
15
degrees
and
I,
know
because
summit,
the
overnight
shelter
happens
at
my
church
at
st.
Paul's
Lutheran,
but
at
least
portion
of
it
does
that
there's
a
that.
We're
we're
hoping
that
that
the
temperature
number
can
go
up
and
so
that
there
could
be
more
nights,
that
the
service
could
be
provided
so
I
and
it
is,
it
is
used
very
actively,
so
I
do
think
I,
don't
think
we
should
cut
it.
If
anything.
C
Madam
chair,
can
we
ask
staff
to
clarify
whether
the
increase
would
fall
in
line
with
HUD
requirements
if
we
fund
them
at
a
higher
level,
because
I
do
know,
the
proposal
says
they'll
open
when
the
temperature
reaches
15,
and
this
would
the
the
increase
they
were
looking
for
in
their
request
would
have
assumed
65
Knights
hitting
15
degrees,
which
is
not
an
entirely
reasonable
assumption.
Given
predictions
for
winter
temperatures
right.
E
I
B
C
D
B
A
D
A
A
A
G
G
You
know
you've
reached
a
point
you're,
so
successful
you're
such
a
nonprofit
darling
in
this
community
that
you
know
we
believe
in
you
that
you
can
raise
outside
dollars
and
that
they
shouldn't
waste
their
time
coming
here
every
year
and
asking
for
you
know
what
they
ask,
or
are
we
just
saying
that
this
is
just
a
really
bad
year
and
in
really
bad
years
really
good
nonprofits,
you
know
have
to
fend
for
themselves.
Well,.
A
If
you
read,
if
you
read
the
basis
for
this
funding,
it
is
startup
funding.
I
mean
it's
very
clear
that
it's
startup
funding.
However,
we
have
always
had
our
people
that
we
want
to
fund
all
the
time
and,
as
you
can
see
tonight,
there
are
new
people
that
we're
not
funding,
because
we
want
to
fund
the
people
that
we've
had,
for
example,
a
good
example
of
that
is
the
the
art
program.
We
can't
detach
ourselves
from
the
art,
so
I
think
it's
both
it's
both.
C
I
would
I
would
also
add
to
that
that
in
their
budget,
why
are
you
made
very
clear
that
that
what
they
were
asking
for
their
total
ask
was
22%
of
the
program
budget.
I
know
it's
not
apples
to
apples,
but
meals
at
home
was
asking
for
5%
of
their
budget.
It
was.
It
was
percentage-wise,
a
large
ask,
and
they
did
also
mention
in
their
budgeting,
that
they
offer
certain
benefits
to
their
employees,
that
other
nonprofits
in
town
don't
which
they
stipulate,
and
there
was
an
attempt
to
keep
the
better
employees.
E
C
I
I
E
G
It
for
discussion,
I
I,
mean
I
I,
know
that
realistically
they're
not
going
to
get
anything
close
to
the
25,000
and
I
I,
don't
believe
that
we
should
be
funding
organizations
under
10,000,
given
how
much
work
goes
under
the
the
compliance.
So
you
know
from
that
perspective,
I,
don't
think
it
makes
sense,
but
I
I
just
want
I,
just
think
it's
worth
discussing
out
loud
so
that
you
know
they
can
know.
A
D
Absolutely
and
it's
you
know
till
your
first
point:
it's
a
bad
year,
you
know
and
I
think
we've
got
the
economy
is
doing
better,
but
this
is,
if
somebody's
making
a
choice
that
this
is
as
much
of
a
priority
as
it
may
be,
ought
to
be
husband
at
somebody.
Somebody
in
Washington
I
would.
H
Like
to
make
that
point
to
everyone
out
here,
I
don't
want
anyone
to
be
discouraged
from
applying
next
year,
just
because
this
year
was
a
bad
year.
This
was
a
particularly
tough
year.
A
group
like
the
Jewish
Family
Services
I
really
wanted
to
find
a
way
to
fund.
They
were
so
nimble
and
able
to
give
cash
I
think
they
were
hurt
by
being
in
Skokie
and
the
fact
that
the
village
of
Skokie
only
funds
them
at
4,000
I
would
like
Skokie
to
step
up
and
fund
them
higher,
but
I
wish.
We
could
also
fund
them.
H
B
It
was
also
unclear
with
that
organization
how
many
Evanston
residents
actually
received
the
help
in
would,
if
we
did
fund
government
but
to
Mike
the
other
thing
that
I
I
mean.
If
you
remember
during
the
budget
season,
the
one
thing
that
I
paid
particular
attention
to,
or
the
organization's
and
I
kept
a
little
scorecard
on
which
organizations
actually
received
more
and.
E
B
A
D
Yeah
and
and
I
just
want
to
say
thank
you
to
everybody
who's
here,
everybody
who
applied,
we
live
in
a
great
city,
but
it's
it's
your
organization's
that
make
it
really
unique
and
special,
so
I
really
believe
that
so
each
and
every
one
of
you
it
has.
It
has
an
important
role
in
that
and
then
it
wouldn't
be.
This
special
place
that
it
is
without
your
work.
So
thank
you
all
and.
C
A
D
Okay,
so
in
my
chart,
I
love
all
that,
so
here's,
okay,
no
I,
know
I,
know
I
know,
but
here's
here's
why
I
kind
of
felt
like
we're
we're
gonna
run
into
this
like
october/november
buzzsaw
on
our
budget
and
I.
Think
if
we
can
get
a
couple,
even
if
they're
small
of
these
capital
projects
knocked
out
I
would
rather
go
that
direction
under
the
public
facilities.
D
F
A
Last
night,
the
City
Council,
the
City
Council
voted
those
of
us
who
voted
for
the
sale
of
the
library
parking
lot.
Four
million
dollars
is
going
to
be
coming
into
our
in
our
hands.
I'm,
not
gonna,
say
into
the
general
fund
into
our
hands
very
soon
and
that
money
is
going
to
be
set
aside
for
serious
part.
A
Only
only
and
the
most
urgent
Park
work
is
going
to
be
taken
care
of
first.
These
are
two
very
serious
Park
things.
So
if
we
use
that
money
for
this
these
two
items,
then
we
can
use
this
CD
money
for
other
things,
and
probably
the
alderman
of
the
wards,
where
Mason,
Park
and
foster
field
is,
will
probably
come
up
with
some
other
items
in
those
two
parts
that
will
make
a
big
difference.
This
is
four
million
dollars,
that's
being
set
aside
just
for
me.
A
D
A
F
A
F
A
A
A
On
this
committee,
let
me
tell
you
that
the
money
we
allocated
this
is
very
serious.
No,
you
don't
the
money
we
allocated
a
year
ago.
We
do
not
know
we
do
not
have
so
any
money
we
allocate
for
this
roof
could
conceivably
not
be
available
to
do
this
roof
in
a
year
from
now.
If
we
put
it
right
in
this
line,
no
see
that's.
A
D
E
B
F
A
We
can,
we
cannot
inspect
our
properties
and
and
and
and
do
some
lighting
in
a
baseball
field,
and
we
can
you
know
and
we
cannot
pay
the
rehab
people
and
not
rehab
houses
that
are
falling
down.
I
mean
these
are
all
trade
offs.
This
this
money
is
so
that
Community
Development,
Block
Grants
were
created
for
decent
housing,
believe
it
or
not,
and.
D
F
A
G
G
A
B
D
A
A
B
E
F
A
J
J
K
H
A
D
I
Can
tell
you
the
fifth
word
Ali
that
census
block
group
is
61
percent
low
mod.
It
is
one
of
our
highest
low,
mod
block
groups.
The
other
is
47
percent,
keep
in
mind,
we're
an
exception
community.
So
forty
five
point:
one
three
percent
is
an
eligible
census
block
group
for
us
now,
but
the
the
fifth
word
Ali
is
a
significantly
higher
percentage.
A
A
A
J
A
J
E
A
B
A
B
A
D
E
J
We
did
one
year
do
a
portion
of
the
CDBG
Ali
funding
that,
because
of
the
way
that
we
got
funding
allocated
and
then
we
did
special
assessment
and
we
just
lowered
people's
special
assessment
rates,
but
the
complexity
of
trying
to
administer.
That
was
so
severe
that
we
asked
you
not
to
put
us
in
that
position
again.

So
in
other
words,
because
we
do
this
process
before
the
end
of
the
year
that
allows
us
to
even
when
we
submit
our
action
plan
in
July
to
say
we
can
put
money
back,
which
is
why
we
can
fund
all
those
public
services
going
back
to
January.
I
know
it
sounds
crazy,
but
this
is
how
this
thing
works.
So
we
then
wait
on
submitting
the
plan
till
we
get
our
grant,
which
this
year
we
got
in,
we
got
on
June
14th.
We
submitted
our.

A
I
Could-
and
we
also,
if
we
move
things
between
these
goals
or
these
categories
by
less
than
20%,
we
can
and
move
between
them.
To
some
extent,
we
tried
to
write
our
what
triggers
a
substantial
amendment,
as
literally
as
possible.
No
I
mean
that's
why
we
wrote
it
so
liberally.
We
said
it's
not
it's
not
the
individual
items.
We
use
that,
but
it's
the
within
the
categories
that
it
you
know.
Hud
has
never
actually
looked
at
exactly
how
we
do
this.

Last
thing:
we
do
right
into
the
action
plan
because
we're
doing
this
on
estimate
if
we
get
more
money,
how
we
will,
what?
If
we
have
any
priorities
to
consider-
and
it
doesn't
have
to
be
super
specific,
but
we
want
to
write
something
in
there.
What
we
historically
have
said
is
that
we
do
not
just
do
a
percentage
reduction
or
increase,
because
that's
not
the
best
way
to
do
it.
The
committee
will
meet
again,
but.
E

A

I
In
November,
no,
their
second
meets.
Our
November
meeting
is
the
meeting
that
we
have
the
public
comment
on
the
draft
action
plan
and
it
is
currently
scheduled
for
the
21st
which,
because
it's
the
third
Tuesday,
but
that
puts
at
the
week
of
Thanksgiving,
which
is
generally
not
a
week
that
people
want
to
be
around
for
public
meetings.
Last
year
we
moved
it
to
the
second
Tuesday
of
the
month,
which
would
be
the
14th
14.

I
D
Thank
you
to
staff
and
thank
you
to
the
group,
and
you
know
what
you're
lucky,
because
the
first
couple
years
I
was
on
this
committee.
The
idea
of
getting
out
of
here
at
8
o'clock
wasn't
even
remotely
in.
D
It's
it's
good,
you
know
it's,
it's
it's
a
good
collaborative
effort
and
and
people
are
willing
to
compromise,
and
that's
huge,
so
I
appreciate
that.
Thank.
