A
B
So
for
the
under
administration's
at
the
bottom
of
the
list,
we've
got
the
city
target.
Some
of
you
think
certificate
rehab,
so
I
will
move
and
I.
There's
always
you
know
we
talked
about
this
every
year.
This
is
really
really
hard.
In
fact,
it's
bordering
on
impossible,
and
you
know
the
requests
are.

All
right
was
there
a
second
on
that.
Second,
all
right,
I'm
gonna
speak
to
the
alley
and
to
the
fence.
First
of
all,
I
don't
think
the
fence
can
even
be
done
for
50,000
at
Brummel
Park.
This
is
Clyde
Brummel
Park.
This
is
a
real
serious
safety
feature
and
I'll
be
glad
to
take
some
kind
of
hit.
We
were
promised
suspense
over
two
years
ago,
and
you
know
40,000
is
the
minimum
that
this
events
gonna
be
done
for
I.
Think
I
think
the
alley
needs
to
go
down
to
300,000.
A
There's
no
fence
to
protect
kids
from
running
into
the
parking
lot
to
get
their
balls.
I
mean
it
makes
no
sense
that
there's
a
parking
lot
next
to
a
park.
Actually
so
anyway,
I'm
going
to
argue
really
I
I
need
50,000,
but
if
we
need
to
cut
something
I'll
be
glad
to
take
a
small
hit,
but
I
need
40,000
there.
All.
B
G
Is
Laura
Biggs
here
I'm
sorry,
Laura
I
keep
switching
my
glasses,
so
I
have
a
question
about
the
the
bike
path.
I
I
agree
with
alderman
Rainey
I.
Think
the
fence
at
the
park
is
more
at
my
north,
more
important
than
the
bike
path
fence.
Just
because
it's
a
safety
feature
if
we
gave
you
$17,000
for
that
bike
path.
What
can
you
do?
G
I
There
are
this
bike
path:
that's
located
between
Dempster
and
Main
Street
and
Harbor
Park
along
the
canal.
The
there
are
just
low
areas
where
water
collects
when
it
rains
it
becomes
a
challenge
to
get
through
it,
but
even
more
when
in
the
winter,
when
it
at
the
snow
ice
is
over
in
those
low
areas,
and
so
our
goal
would
be
basically
to
install
there's,
there's
three
or
four
areas
where
it's
happening.
I
D
F
So
over
the
next
two
years
on
Main
Street
we're
going
to
have
significant
construction
part
of
the
concern
similar
to
the
slim
lanes
on
bike
lanes
on
dodge.
We
have
the
same
situation
on
Main
Street,
so
part
of
the
whole
reconstruction
that
connects
second
Ward,
9th
Ward
Third
Ward
part
of
what
the
engineering
plans
show
is
that
from
Skokie
it's
going
to
go
through
Harvard
Park
to
take
the
bike,
traffic
off
Main
Street
and
then
connect
to
Greenleaf.
F
I
Ultimately,
our
goal
is
so
Main.
Street
is
Mike
a
marked
bike
route
right,
but
so
is
Greenleaf
which
parallels
Main
Street
a
couple
blocks
North's.
Our
goal
is
to
provide
better
signage,
to
get
some
of
the
more
family-oriented
by
bicyclists
up
to
Greenleaf
and
make
a
better
connection
between
Main
and
green
Queen,
Main
and
Greenleaf
yeah.
G
G
I
The
work
on
Main
Street
is
whole
and
complete
by
itself
and
will
work
to
provide
signage
and
we're
trying
to
determine
a
way
to
divert
the
traffic.
That's
probably
not
going
to
be
entirely
part
of
the
Main
Street
Commons
project,
the
it's
a
challenge
when
we
only
partially
fund
projects,
because
if
the
true
price
of
a
project
is
X,
if
we
only
get
half
X,
that
becomes
an
issue
with
the
Harbor
Park
bike
path.
I
If
we
had
less
money,
because
it's
dealing
with
several
different
areas,
we
could
probably
use
the
funding
to
address
one
or
two
areas
instead
of
four
or
five
areas
that
are
impacted
currently.
But
I
can
understand
the
desire
of
the
committee
to
fully
fund
some
of
the
other
projects
I,
and
it
would
be
our
intention,
I
think,
to
come
back
in
a
future
year.
Then,
with
the
Harbor
Park
work.
I
B
So
I'll
second
Ottoman
wins
suggestion
and
Aldrin
Braithwaite.
You
know
it's
the
token
white
guy
which
everybody
accuses
me
but
I
agree.
I,
think
that
the
long-term
plan
and
intention
does
make
sense
and
I
think
that
is
the
sound,
the
safest
route,
in
course,
but
it
should
just
get
done
correctly
when
it
gets
done
and
getting
done
completely
when
it
gets
done
so
I'll
support
Ottoman,
wins
motion
to
make
that
modification
to
the
to
the
funding
and.
G
A
F
A
B
F
B
A
E
This
is
nesta
m't,
yes,
we're
estimating
we
hope
on
the
low
side
so
that
we
don't
have
to
cut
that.
When
we
do
get
our
grant
amounts,
we
may
be
able
to
increase
things.
One
of
the
considerations
that
the
committee
has
noted
in
some
years
what
things
would
be
prioritized
for
consideration.
Otherwise,
what
we
put
in
the
action
plan
is
that
we
will
look
at
the
individual
circumstances.
We've
never
just
done
a
percentage
because
it
you
know
it's
not
the
way.
E
B
Well,
you
know
if
we
get
a
lot
of
money
but
I
think
to
look
at
you
know.
We've
really
been
trying
to
photo
some
focus
on
a
number
of
things
here,
but
revisit
the
YWCA,
the
connections
program
and
the
youth
Job
Center
and
we'll
go
from
there
and
it's
not
to
the
exclusion
of
anything
else.
But
thinking
I'd
like
to
start
with
those.
A
Going
to
reiterate
my
argument
that
the
graffiti
program
should
not
be
in
public
service
and
I
I
really
want
us
to.
You
know
next
time
one
of
the
people
from
HUD
come.
Is
there
any
way
you
can?
Let
us
know
so
that
we
can
come
and
discuss
this
with
them.
I
mean
I,
there's
just
got
a.
If
maybe
we
can
call
it
something
else,
I
mean
it's
got
to
be
a
way,
because
that
takes
a
big
chunk
out
of
public
service
I.
E
E
B
A
A
All
right,
so
anything
else
when
is
our
next
meeting
by
the
way
our.
E
Next
meeting
will
be
November
13th.
The
draft
action
plan
will
be
posted
for
public
comment
and
these
numbers
will
be
used
to
form
the
draft
action
plan
and
that
will
be
the
end
of
the
30-day
comment
period.
So
we
will
ask
for
any
comment
at
that
meeting.
We
will
then
hold
moving
the
action
plan
forward
to
council
until
we
get
our
actual
grant
amounts
make
any
changes
as
we
have
in
past
years.
E
So
the
reason
we
have
to
do
our
action
plan
on
draft
and
have
our
public
comment
period
is
so
that
when
we
get
our
funding,
which
is
never
at
the
start
of
our
fiscal
year,
it
allows
us
to
put
expenses
back
to
the
beginning
of
the
fiscal
year
which
helps
both
the
city
and
our
nonprofits.
Who
are
then
able
to
do
that
too.
So,
that's
the
rationale.
Hud
keeps
telling
us
they're
doing
it
to
save
us
time
in
trouble.
E
H
H
H
From
you
as
an
opportunity,
United
for
the
steam
for
teens
program,
the
one
that
was
not
funded
out
of
all
of
them
and
I
just
wanted
to
I
know
that
this
is
finalized
and
I
completely
understand
the
decision.
But
I
do
just
want
to
advocate,
from
personal
experience,
the
impact
that
this
program
has
had
on
the
youth
in
our
community.
H
We
see
Li
personally
and
there
almost
every
day
and
I
see
them
learning
how
to
code
using
the
laser
printer
developing
skills,
a
lot
of
people.
A
lot
of
youth
have
kind
of
expressed
further
interest
in
STEM
careers
as
a
result
of
this
and
I.
Also
kind
of
I
also
noted
that
there
doesn't
seem
to
be
a
lot
of
overlap
between
the
services
that
the
steam
for
teens
program
is
providing
and
other
funded
organizations
and
nonprofits
through
this
grant.
H
B
And
I
think
I'll
just
speak
for
myself,
not
for
the
committee,
but
you
know
the
programs
all
of
the
programs
that
your
organization
provides.
Our
phenomenal
and
I
know
a
lot
of
kids
who've.
You
know,
and
adults
who've
been
through
a
variety
of
the
different
programs,
so
this
is
really
really
hard,
and
one
of
the
things
that
we
try
to
do
is
to.
B
If
we're
going
to
put
an
amount
into
a
program
and
how
I
describe
it
that
there's
something
that
it
did,
this
Thompson
can
actually
get
done
with
it.
So,
for
example,
some
of
them
only
got
50%
funded
or
maybe
even
less
and
Bo.
You
know
based
on
the
presentations
and
the
information
it
seemed
like
they
actually
would
be
able
to
do
something
with
that.
B
In
years
past
we've
had
conversations
well,
maybe
there
should
be
kind
of
like
a
general,
like
you
know,
minimum
amount,
because
it's
at
a
certain
low
level
is
it
even
worth
the
administration,
administrative
effort
and
energy
that
goes
into
the
tracking
and
and
all
of
the
work
that
the
organization
has
to
put
into
it,
and
and
obviously
we
didn't
choose
to
do
that,
we
did
fund
several.
It
had
pretty
good
some
pretty
low
levels.
B
Also
mindful
of
the
idea
that
a
lot
of
organizations
just
having
city
funding
is
in
and
of
itself,
that's
something
that's
useful
for
fundraising
and
going
out
and
talking
to
the
community
and
I
think
you
know
personally
again,
not
speaking
for
the
committee.
Just
for
myself
I'm,
you
know,
I
have
an
expectation
that
you
guys
are
going
to
be
okay
and
probably
has
some
other
city
support.
You
know
going
into
the
next
year.
Okay,
so
thank
you
and
again,
alderman
Rainey
said
it
best.
B
This
is
it's
embarrassing
that
we
have
to
to
give
you
these
numbers
honestly,
I,
don't
I,
don't
feel
good,
so
it's
gonna
be
a
long
couple
of
months,
but
thank
you
all
for
all
the
work
you
do.
