stuff

excited

coming

village

niles,
he's
done
all
kinds

community
development
work.
She
staffed
the
building

zoning
commission
and
their
economic
development
and
neighborhood
renewal
commission.

in
areas

trying
to
invest
in
and

always
trying
to
improve
things

people,
she's
done,
research
and
analysis

management

skills

she's

lot

the
approval
of
renewal
contract
for
landlord
tenant
services
with
the
metropolitan
tenants
organization
and
the
lawyers
committee
for
better
housing,
and
this
is
for
the
january
1st
2022
through
december
31st
2022
period
staff
recommends
approval
not
to
exceed
61
800
and
I'll
go
into
a
little
bit
of
the
base
scope
of
work.
So
it's
forty
six
thousand
eight
hundred
dollars,
of
which
thirty
six
eight
hundred
dollars
is
for
mtl,
and
ten
thousand
will
be
for
the
lawyers
committee
for
better
housing.

Two
trainings
are
for
evanston
tenants
and
landlords,
and
one
of
them
is
working
with
the
city's
property
standards.
Division
rent
program-
and
this
is
for
evanston
landlords
and
or
property
managers,
and
there's
also
an
additional
services,
amount
up
to
fifteen
thousand
dollars,
which
would
be
billed
on
a
quarterly
basis
as
incurred
for
possible
mediation
between
landlords
and
tenants,
and
also
tenant,
organizing
and
legal
representation
for
low-income
evanston
tenants
to
avoid
displacement
or
evictions
and
illegal
lockouts.

see
all
of
the
changes
when
it
they
happen
is
when
there
there
have
been
news
of
the
moratorium.
Ending,
there's,
also
a
lot
of
calls
being
done
for
maintenance
that
be
number
two
and
we
are
continuing
to
see
a
drop
in
those
sort
of
calls
and
an
influx
of
those
types
of
eviction
and
lease
issues.
Questions
but
the
large
majority
of
the
calls
are
from
tenants
and
if
you
see
from
2019
to
2020
and
2021,
the
call
volume
has
been
pretty
much
stable.

amazing

avoid
eviction
over
the
past
year
and
but
my
question
is
in
regards
to
that:
is
it

separate
tenants,
individual
tenants

one
person

three

four
touches

sort

you

real
estate
broker,

maybe

a
little
bit
more
familiar

some

terminology

you're

on

report,

you
mentioned
that
you
have
the
it
you.

also
oversee
some
of
the
real
estate
landlord
tenant
ordinance
in
chicago
and,
as
many
of
you
probably
know,
evanston
has
adopted
very
much
of
that
same
ordinance
for
our
city,
and
I
see
some
serious
issues
with

residential
landlord
and
tenant
ordinance
in
chicago,
and
it
is
that
it.
It
kind
of
puts
a
lot
of
emphasis
on.

That
is
behind
a
section,
a
voucher
and
it's
also
punitive
on
landlords,
because
if
a
landlord
is
willing
to
take
a
section,
eight,
it
takes
sometimes
a
month
and
a
half
for
them
to
get
an
approval
on
the
section
eight,
and
I
think
that
that's
a
a
a
heavy
burden
on
tenants
who
are
in
the
need
of
getting
an
apartment
by
the
end
of
the
month,
and
they
can't
find
one
because
the
process
is
very
burdens.

mean
now
with
kovid.

has
even
been
exacerbated
by
the
lack
of
staff
from
from
the
section
8
from
cha
in
the
case
of
the
city
of
chicago.
I
don't
really
know
who
does
it
in
evanston,
but
it's
very
burdensome
for
the
tenants
to
find
an
apartment
that
is
suitable
to
them
and
also
they
have.
I
forgot
what
the
term
is.
It's
like
a
mobility
upgrade
in
an
apartment
and
when
the
inspector
comes
or
the
determination
is
made,
it
really
doesn't
match.

tenant
is
applying
for
a
two
thousand
dollar
apartment
and
how
does
cha
comes
back
and
said?
We
only
pay
17.50.
The
landlord
is
not
going
to
take
17.50
because
they
probably
paid
a
super
escalated
price
for
their
property,
so
it's
very
hard
to
match
rents
with
with
the
tenants
that
need
that
apartment.

think

off
on
a
monthly
basis.
They
are
not
they're
individual
tenants,
although
you
know
some
people
may
call
back
like
at
different
times
of
the
month
or
and
all
that

different
months,

we
do
not
go
back

track
those
again.
So

don't
want
to
say
that
that's
completely
different,
but
you
know
it
if
somebody
calls
in
a
month
that
you
know
we
just
counted
all
as
the
same
call
for
that
entire
month.

so
that's.

housing
authority
uses
this.
What
are
known
as
the
small
area
rents,
so
it
used
to
be
all
of
the
chicago
metropolitan
area,
had
the
same
rent
levels
that
that
they
could
use
and
when
evanston's
rentals
started
going
up
and
up
and
up
in
price,
we
were
seeing
our
voucher
holders
going
down
and
down
and
down,
because
people
couldn't
afford
it.
So
chicago
metro
area
was
one
of
the
test
markets
for
these
small
area
rents
where
the
rents
are
determined
by
zip
code.

You
know
it's
still
hard
to
get
an
apartment
in
evanston
now
and
it's
getting
harder
because,
of
course
we're
having
even
more
in
in
you
know,
our
rental
rates
are
going
up,
but
that's
an
ongoing
challenge,
but
there
is
a
different
scale
by
zip
code.
So
that's
helped
a
great
deal.

hope

people
have
asked
me
to

find

very
difficult

north
shore
border
realtors,

four
years
ago
now

county

can

cook
county
they're
supposed

accept

have

accept

landlords

say

they're

get
away
with

it

are
full
of
lead
and
I
have
to
disclose

I'm
mandated
to
accept
such
a
night.

chance

because
evanston
doesn't
have
that
many
residents
that
are
actually
being
summoned
into
eviction
court,
but

residents
that
are
summoned
to
eviction
board
lawyers
committee

housing

a
member
of
the
early
resolution
program
in
eviction
court,
the
crook
county
and
we've.
We
would
like
for
folks
from
evanston.
If
they've,
definitely
everybody
should
just
ask
to
participate
in
the
erp,
and
that
will
get
you
to
legal
aid.

would
modestly
say
that
we're
the
best
so
try
to
get
in
with
us
and
then,
if
we
do
end
up
taking
it
most
of
the
erp
is
for
brief
advice
and
negotiation
and
all
that
which,
if
it's
great,
if
it
can
resolve
that
way,
but
we
will
be
taking
cases
through
extended
representation,
we're
funded
through
the
city
of
chicago.

do
that,
and
I
we
also
consider
this
funding
to
allow
us
to
do
it
for
evan
sentence.

There
was
a
recent
article
in
the
new
york
times
about
preventing
eviction,
and
they
talked
specifically
about
this
program.
That
mark
was
just
describing,

we

It
really
eviction
prevention
or
just
really
helping
people
is
really
important
because
it
isn't
going
to
go
away
in
the
near
future.

Last
year
we
were
starting
to
look
at
updating
our
landlord
tenant
ordinance,
because
cook
county
came
out
with
a
landlord
tenant
ordinance
for
the
non-uh
for
for
the
rest
of
cook
county.
We
are
exempt
from
it
because
we
have
our
own
landlord
tenant
ordinance,
as
is
chicago
and
one
other
suburb
that
has
its
own,
but
we
got
kind
of
diverted
from
that.
We
have
to
get
back
to
it.
That
was
also
one
of
the
things
that
was
referred
to
the
subcommittee
of
the
planning
and
development
committee.

It
was
one
of
the
items,
but
it
is
an
important
thing
because
there
are
some
hugo.
You
mentioned
security
deposits,
one
of
the
things
that
lawyers
committee
for
better
housing
and
mto
helped
on
the
cook
county
ordinance
and
one
of
the
things,
if
I
recall
correctly,
that
they
want
to
keep
security
deposits
because
it
is
an
important
tenant
protection
and
also
it's
valuable
to
the
landlord.

But
they
got
rid
of
that
wretched
little
bit
of
interest
that
was
so
onerous
and
everybody
had
to
spend
you
know
so
much
time
and
energy
sending
out
tiny
little
checks
or
whatever
they
had
to
do
so.
So
there's
been
a
lot
of
real
thought
put
into
things.
We
were
also
looking
at
what
chicago
has,
which
is
a
graduated,
maybe
not
going
to
quite
the
same
scale.
They
had
a
graduated
period
of
time
for
notifying
tenants
of
non-renewal
the
longer
they
had
been
there.

Then
they
had
to
give
them
a
longer
time
notice
and
we
had
a
building
and
that
john
has
actually
been
working
with
to
some
extent
over
on
the
lakefront.
That
was,
the
owner
made
a
decision
to
not
renew
leases,
apparently
plans
to
do
renovations
and
that
building
had
a
lot
of
very
long-term
tenants.
So
there
are
a
lot
of
different
things
that
we've
been
looking
at
and
we
would
like
to
get
that
back.

think

sort
of

they

presented

council
earlier
this
year
about
the
child
and
things
like
that,
all

the
ways

try

keep

of
the
reasons
that
we
did
not
spend

Pay
for
direct
services,
legal
and
mediation
in
this
past
year
was
all
of
that
was
going
to
the
child,
and
cook
county
was
picking
it
up.

got
a
really
good
deal
there
and
it
really
is
an
amazing
service,
and
I
think
that
we
really
have
benefited
a
great
deal
from
both
mto
and
lawyers
committee
for
better
housing.

have
any
right
off
hand,
I
know
certainly
we're
seeing
more
and
more
mold
complaints,
and
I
I
think
that
comes
with
well
a
little
bit
with
heavier
rainfall
sometimes
and
things
coming
in
to
the
buildings,

think
it's
not
only
it's
a.
I
think
it's
a
midwest
kind
of
a
problem.
That's
happening
is
you
know
older
buildings
and
heavier
downpours
rain's
getting
so
we're
we're
getting
more
mold.

would
say
that's
one
of
the
things.

very
difficult
for
landlords
to
do
routine
maintenance
because
of
course
we
didn't
want
people
working
in
other
people's
living
space.

think

there

been
some
things
from
that.

certainly
know
that
doing
inspections
was
more
challenging.
You
know
we
are
back
to
doing
all
of
our
inspections
in
person,
but
at
one
point
we
were
doing
all
of
our
inspections.

People
were
either
sending
pictures
or
waving
a
you
know.

mostly
answers,

certainly
we've
seen
an
up
to
an
uptick
in
a
big
actual
eviction
filings
before
people.

year
ago.

was
all
people
worried
about
evictions,

to
pay,

so
that
was
getting
them
into
the
programs
to
help
with
the
emergency
rental
assistance,
but
now
that
people
are
actually
beginning
we're
actually
seeing
actual
evictions
taking
place?

the

different
projections
for
the
all-
these
eviction:
searches
didn't
look
at,
as
john
pointed
out,
rental
assistance
and
all
that
and
we're
not
seeing
nearly
what
we
had
expected
to
see.
But
at
the
same
time
the
the
early
resolution
program
in
court
is
very
feeling
the
heat
everybody
in
court
is
like
having
a
difficult
time
managing
with
what
with
what
is
coming,
and
I
think
that
part
of
it
is
it's
going
to
be.

think
we're
probably
going
to
get
up
to
a
little
higher
than
what
is
you
know
what
we
had
normally
expected
in
terms
of
filings.

think
they're
about
35
000
in
cook,

20
000
in
chicago
and
I'd
expect
it's
going

go

higher
than
that,
once
things
pick
up
again,
but
it's
hard
to
do
the
same
level
of
work
remotely
and
because
we've
actually
added
some
additional
process
due
process
rights
that

think
we
should
have
had
all
along
it.

working

bit
differently,
so
certainly
the
partners
all
are
feeling
the
heat.
There's
a
lot
of
pressure
and
in
fact
our
early
resolution
attorneys
are
feeling
there's
a

sense

people

burning
out

we've
actually
had
to
work
with
the
early
resolution
program
so
that
we
can
put
our
people
on
50
and
spread
it
out
over
the
our
entire
agency,
just
because
it's
so
unpleasant
to
do

hard

remotely
specifically

evanston.

trying

at

it

we

it's

three
a
week,

think
it's
going
to
be
you'll

able

handle
on

they're
experiencing

service

survey

that's

step

out
a
survey
to
the
people
that
have
worked
with

mto

picking
on
mto
before
it
was
connections.

it's
mto,
maybe

now

different

saying
as
a
matter

process,
we're
missing
that
voice

think

the
ways
we
could
get
that
voice
without
having
relying

mto

list

are

worked

notice.

regular
basis,
not

contract

coming

but
on

get

feedback,

surveys

response

don't
like

up
their

their
landlord
doesn't

landlords

tenant

city

we

about
how
to
do

cautious
of

that
our
property
standards
department
would
have
access

landlord
wouldn't.

concerns,

of
this
information,
but
more
so
that
it's

available
for
our
property
standards
department,
if
they're
the
ones
who
end
up
sending
out
these
surveys,
which

do
think
those
surveys
should
come
from
the
city-

tenant

harassing

able

list.
They
have
a
third
party
partner
that
they
can
rely
on

that's
been
something
that's
been
very
positive
to
get
the
process

What
community
partners
for
affordable
housing
is
requested
in
the
application
is
43
thousand
dollars
for
12
months
contract.

little
bit
of
an
increase
from
the
last
contract,
which
was
forty
thousand
dollars
for
twenty
months,

there's
very
specific
reasons
for
that.

of
the
main
reasons
is
the
fact
that
the
service
has

existing

waitlist
is
