auditor

probably

so
it's
much
better

us

catch

it
put
back
changing

of
our
finances

just
wanted
to
call
attention

look

it,
it's
like
what's
the
difference
and
that's
the
difference.

give
you
a
higher
level
picture.
So
one
of
our
main
goal
is
affordable
housing
in
2021
action
plan.
We
had
allocated
about
768
thousand
dollars,
combination
of
cdbg
and
home
funds
in
2021
we
expended
close
to
a
million
dollars,
and
that
was
because
we
expanded
2021
funds
as
well
as
carryover
from
prior
years.

Activities
under
this
goal
would
include
some
of
the
housing
rehab,
which
is
still
catching
up
from
covet
19
kind
of
slow
down
and
ramping
up
the
construction
of
some
one
new,
affordable
edu
that
is
underway.
It
hasn't
closed
in
2021
it'll,
close,
probably
in
2022.,
a
final
payment
for
the
ann
rainey
apartment,
which
is
a
good
chunk
of
this
amount.
That
was
the
the
last
one
and
then
our
code
enforcement
activity
within
the
cdbg
target
area
which
for
the
year
was
about
1500
cases.

So
that
allows
us
to
actually
draw
the
full
amount
of
five
hundred
thousand
dollars
from
home
that
we
anticipated.
We
wrote
the
loan
documents
so
that
if
our
home
hadn't
come
in
and
we
didn't
have
access
to
it
by
the
time
we
needed
to
pay
it,
we
could
have
paid
it
out
of
the
affordable
housing
fund,
but
fortunately
we
were
able
to.

Under
the
creating
livable
communities
goal
in
2021
about
709
thousand
dollars
of
cbpg
funds
were
allocated
and
about
476
thousand
dollars
were
expended.
One
of
the
reasons
for
that
is
because,
if
you
remember,
we
did
not
open
public
facilities
application
and
we
actually
made
a
combined
application
for
2022
with
those
funds.

then
public
services
we
had
about
283
thousand
dollars
of
cdbg
allocated
to
public
services
expended
about
283
000
as
well.
It
usually
matches
now.
This
is
a
a
partial
contribution
to
public
services.
There's
also
561,
almost
562
thousand
dollars
of
city
human
services,
funds
that
are
allocated
to
public
services.
So
it's
just
a
small
chunk
of
the
total
activity
under
public
services,
but
the
cdbg1
is
the
one
that
we
report
in
the
caper
that
was
used
for
case
management,
services,
safety,
net
services
and
support
services.

was
a
little
bit
more
than
1.5
million
of
cdbg
cv
close
to
a
million
of
esgcv,
and
then
we
were
able
to
reallocate
2019
and
2020
cdbg
funds,
and
that
was
about
500
thousand
dollars,
so
that
was
kind
of
this.
The
cv
envelope
that
we
were
working
with
over
the
last
couple
years
and
as
far
as
activities
in
2021
we've
expanded
860
thousand
dollars
of
ctbgcv
about
512
thousand
dollars
of
vsd
cv.

It's
also
good
to
know
that
all
of
our
esg
cv
will
be
expanded
by
june
2022.
So
we'll
be
pretty
much
out
of
that
middle
of
this
year.
As
far
as
the
activities,
there
was
a
lot
of
activities
under
peers
act.
We
had
under
cpgcv.
We
had
the
food
pantry,
the
housing
assistance
that
was
rent
and
mortgage
assistance.
The
summer
youth
anti-violence
program,
some
economic
development.
We
did
about
17
grants
total
and
all
those
activities
were
benefiting
low,
moderate
income,
householder
families
or
businesses.

course
there
was
the
start
of
a
child
care
scholarships
that
the
bulk
of
the
childcare
scholarship
is
going
to
be
taking
place
this
year,
but
there
was
the
start
of
it
at
the
end
of
last
year.
So
it's
included
here
and
then
there
was
some
additional
funding
for
shelter,
operation
and
drop-in
services.
So
that's
124
that
was
provided
on
top
of
other
available
funding.

grants
so
I'm

amount
of
funding.

quiet

wickersheim
who's
the

putting
the

They,

think,
it's
a
very
clear
tie
to
covet,
because

changes

facility
are
specifically
to
accommodate
the
safety
of
people
living
in.

it's
an
sro
and
it's
one
of
the
few
sros
that
still
exists,
and
it's
it's
a
very
valuable
property
to
evanston

of
the
number
of
people
it
serves,
they're
going
to
be
reducing
the
total
number
of
rooms

close
to
that
anyway,
to
do
some
slightly
rearranging
and
making
four
units
that
will
be
standalone
units.

main
doors

residents
their
own

space

to
have

large

they
already

it's

kinds
of
stuff

really
makes
gives
them

sense
of
this
is
where
we
live,

it's
not
just

there

some
unique
things
that
they
provide
that
virtually
nobody

people
with

assistance
can
afford

live

important
to
providing
places

people

very
low
income.
So
I
I'm
quite
certain
we
can
have
something
as
a
recommendation
for
you.

put
small
amounts

cdbg
in
like
one
time
we
replaced
all
the
lighting
in
the
hallways,
because
I
got
to
tell
you
they
looked
like
tunnels,
but
they
still
needed

more,
and
this
will
be
a
this
will
be
a
a
vast
improvement
and
really
a
much
more
appealing
place
for
people
to
live
in
and
providing
much
greater
dignity
to
the
residents.

people

there

years

more,

many,
but
there

it
can
be
very

that
reason
it

there
are
people
who
have
fallen
onto
hard

afford
to
stay
in
their
community
and-
and
you
know,
we've
had
evanston
residents.
Who've
lived
at
the
y,
we
also
have
evanston
families
who
have
somebody
who
is.
You

necessarily
making
a
lot
of
money,
but
the
family
is
in
evanston
and
they
want
family
members
want
their
family
member
to
be
near
them,
and
the
y
has
served
that
purpose
too,
giving
people
independent
places
where
they
can
live,
but
still
near
families
who
have
lived
in
evanston
for
many
years.
So
a
lot.

lot
of
different
people
live
at
the
y,
a
remarkably
broad
array
of
people-
and
there
are
a
lot
of
even
though
there
are
a
fair
number
of
people
who
are.

it's
not
like
they
are
full
ada,
but
they
do
have
elevators
and
they
do
have
the
ability
to
have
somebody
live
at
the
y,
who
may
not
be
able
to
manage
as
well
in
a
standalone
apartment,
especially
if
it's
in
a
walk-up
building
or
something
like
that.
So
it's
it
is
a
unique
facility
and
I
believe
I
think
the
leaning
tower
closed
its
men's
residence.
So
I
think
it's
the
only
or
it's
it's
residents,
it
wasn't
a
men's
residence.
It
was.
It
was
both
men
and
women.

One
way
is
people
who
have
code
violations
are
sometimes
referred
to
the
program,
not
everybody
who
has
code
violations
is
eligible
for
the
program,
however,
and
that
can
sometimes
cause
difficulties,
but
that's
just
the
way
it
is
not
everybody's
eligible.
There
is
both
an
income
eligibility.
The
household
income
must
be
below
it
can't
exceed
80
percent
of
the
area
median,
but
there's
also
a
cap
on
the
value
of
the
property,
and
this
is
to
try
and
focus
our
cdbg
money
on
people
who
really
do
not
have
the
capacity
to
get
other
kinds
of
financing.

And,
of
course,
the
more
valuable
one's
property
is
the
easier
generally.
It
is
to
borrow
against
it,
get
a
line
of
credit.
Something
like
that.
So
most
of
the
people
we
deal
with
are
seniors
who
have
been
living
in
their
home
for
a
very
long
time,
they're
on
a
fixed
income,
and
most
often
they
have
had
a
lot
of
trouble,
maintaining
their
properties,
sometimes
we're
doing
things
for
accessibility,
but
oftentimes.
It's
deferred
maintenance,
we've
had.
A
A
whole
range
of
things
I
mean,
I
remember
one
town
home-
that
didn't
have
a
working
kitchen
and
didn't
have
working
plumbing.
That
was
one
of
our
worst
cases,
but
it
was
very
important
that
we
had.
It
was
a
woman
who
owned
it.
Who
was
in
her
mid
60s
and
she
had
a
adult
son
who
had
autism.
So
this
was
a
really
high
need
household,
so
we
have
situations
like
that.
We
have
done.
We
had
one
rehab
that
I
remember
where
the
floor
was
getting
really
bowed
and
they
called
the
rehab.
A
You
know
you
know
to
find
out
if
there
was
anything
and
we
actually
had
to
have
the
floor
supported.
You
know
it's
amazing
how
old
houses
were
built.
You
know
I
found
this
when
we
redid
some
stuff
in
our
house
and
opened
up
a
wall,
and
we
saw
that
the
stairwell
when
it
turned
it,
wasn't
attached
to
any
support.
At
one
point
it
was
like.
A
Oh,
no
wonder
the
stairs
were
so
squeaky,
I'm
glad
they
didn't
fall
down
on
us,
but
I
mean
there
are
some
things
that
were
done
in
construction,
that
just
weren't
great,
and
this
literally
did
not
have
enough
support,
and
so
they
had.
We
had
to
shore
up
the
floor
and
put
in
new
beams.
We
also
do
a
lot
of
furnace
replacements.
We've
done
a
number
of
sewer
lateral,
you
know
failed
sewer,
lateral,
replacements,
that's
been
a
big
thing.
We
have
done.
A
Weatherization
to
a
point
or
improvements
for
energy
efficiency,
but
nowhere
near
what
I
think
we
will
be
able
to
get
to
with
the
one-stop
shop.
You
know
where
we've
put
in
new
windows.
That's
a
big
thing,
one
of
the
things
when
you
are
using
cdbg
funding
and
doing
a
housing
rehab
based
on
the
amount
of
money
you
put
into
the
rehab.

You
have
to
do
lead
based
paint,
remediation
or
removal.
If
it's
found,
so
you
know
there
are
a
lot
of
things
you
have
to
do.
What
we
prioritize
is
when
we
are
working
with
somebody.
We
look
at
any
life.
Safety
needs,
obviously,
because
that's
critical,
but
we
also
look
at
key
systems
like
if
they're,
if
they
needed
a
roof
because
it
was
leaking,
but
we
also
look
and
see
that
they
have
a
furnace.
That's
you
know
failing
or
something
like
that,
isn't
dead
yet,
but
it
isn't
doing
well.

You
know
we
we
try
to
replace
systems
or
improve
systems.
We
also
have
a
lot
of
things
that
are
just
due
to
things
not
being
updated
all
at
one
time
we
will
run
into
in
kitchens
and
bathrooms,
where
you
don't
have
ground
fault
interrupters.
You
know
you
don't
have
you
don't
have
safety.
The
safety
features
that
are
now
put
into
things.
We've
had
some
remarkably
old
wiring
and
we've
had
some
remarkably
poorly
wired
additions
and
things
like
that
that
we've
corrected
we.

We
do,
I
don't
know
exactly
how
many,
but
we
have,
I
think,
are
still
on
the
list.
We
also
we
check
the
list
periodically.
We
contact
people
and
say:
do
you
still
want
to
remain
on
the
list?
I
believe
we
have
four
different
applications
that
are
being
people
who
are
being
income
certified
and
all
that
stuff,
and
we
will
have
a
number
more.

Projects
underway,
we
keep
a
waiting
list
because
once
you
income
qualify,
somebody
if
you
don't
start
the
rehab
within
a
certain
period
of
time,
then
you
have
to
go
back
and
re-income
qualify
them.
So
we
don't
want
to
do
that
way
in
advance.
We
also,
we
did
have
one
person
last
year
was
all
ready
to
go
and
then
withdrew
for
personal
reasons.
So
we
we've
you.

a
very
very
weird
last
few
years,
normally
we
would
do
seven
was
an
average
number
of
rehabs
in
a
year,
seven
to
nine,
maybe
especially
when
you're
doing
pretty
substantial.

know
this
isn't
doing
something

fixing

small.
These
are
thirty
thousand
to
fifty
thousand
dollar
rehabs.
So.

hope
so,
some
of
them,
you
know
we're
going
to
continue
to
work
with
the
people
as
we
get
to
them.

because,
because
some
of
them
have
needs
that
really
need,
but
if
we
see
somebody
that
we
really
think
would
be
better
as
we
get
that
going,
we
may
absolutely
try
to
refer
them
or
say:

Impressive,
it
is,
and
one
of
the
things
that
I
really
think
is
you
know
we
talk
about
reaching
people
of
greatest
need
and
making
sure
that
we're
reaching
our
african-american,
latinos
and
other
people
of
color
and
when
you
look
at
that's
these
are
the
type
of
things
that
we
track
and
they
are
outlined.
One
of
the
weird
things
is
the
caper
doesn't
have
columns
for
all
the
different
or
it
doesn't
have
rows
for
all
the
different
versions
of
race
and
ethnicity.

But
you
know,
I
think,
what's
really
important
is
if
you
look
at
the
cr-10,
as
it's
called
the
racial
and
ethnic
composition
of
families
assisted-
and
you
know,
out
of
just
shy
of
6
000
assisted
through
cbg
over
2
600
of
them
were
black
or
african.
American
and
278
were
asians,
so
we
really
are
reaching
our
people
of
color
at
a
much
higher
percentage
than
their
percentage
in
the
population,
which
I
think
is
important.

They
also
have
us
look
at
when
we
get
into
housing
objectives.
It's
like.
Are
you
helping
the
people
who
are
below
30
percent
30
to
50
or
50
to
80,
and
that
again,
one
of
the
reasons
for
the
cap
on
the
value
of
the
house
is
to
try
to
make
sure
that
we
are
focusing
our
money
on
the
people
who
really
need
the
help.
The
most
right.

Then
the
other
thing
I
just
wanted
to
point
out,
because
I
always
think
it's
so
funny
with
home.
We
have
to
track
how
much
home
match
the
home.
When
we
use
our
home
funds,
we
have
to
get
a
25
match
for
all
of
our
home
matches
and
because
we
have
very
successfully
leveraged
some
very
large
projects
coming
into
this
year.
Remember
we
get
about
350
000
of
home
a
year
right.
We
started
out
with
over
13
000
of
carryover.
I
mean
13
million
of
carryover
match.

Wow
anna
was
working
on
this,
so
we
could
not
match
our
home
funds
for
about
the
next
95
years
and
we'd
still
have
a
match,
and
that
is
because
of
the
way
we've
leveraged
other
funding.
You
know
we
are
counting
in
this
year.
In
the
last
year,
we
added
in
the
leveraging
for
the
ann
rainey
apartments,
where
we
put
in
they're
only
seeing
you
know
so.
I
think
that
shows
that
we're
effectively
using
our
funding
to
access
other
funding,
which
is
very
important
right,
yeah,
definitely.

if
nobody
has
any
other
aspects
of
this
to
discuss,

I
think
we're

a

approve
the
2021,
consolidated
annual
performance
evaluation
report

recommending

it

these
earmarks
and
that's
interesting
because
it's
the
first
time
in
at
least
10
years-
I
don't
remember,
earmarks
in
any
of
the
budgets
that
I
worked
on
recently.
So
if
it
were
here
when
I
was
early
early,
it's
been
a
really
long
time
and
I
haven't
had
a
chance
to
check
to
see.
If
we
have
any
earmarks.
I
don't
think
we
do.

Cdbg
is
the
one
that
is
most
affected
because,
of
course,
our
public
services
funding
we're
supposed
to
spend
in
the
in
our
fiscal
year.
That
is
awarded,
which
is
always
a
challenge,
so
we
will
be
working
on
that.
Obviously,
the
rest
of
funding
is
more
flexible
and
we
do
carry
over
many
of
our
capital
projects,
as
you
saw.
We
start
them
in
one
year.
Do
the
bulk
of
the
construction
say
on
an
le
paving
and
things
like
that,
and
we
already
approved
the
funding
for
that.

Not
for
a
while,
yet
I
don't
know
that
the
census
numbers
have
been
used
will
be
used
in
this
formula,
but
they
might
be
because
it's
just
if
they're
doing
it
just
based
on
the
total
community
numbers.
I
honestly
don't
know
that
I'll
see
if
I
can
figure
that
out,
they
do
use
new
american
community
survey
numbers
to
some
extent,
but
the
formulas
are
really
kind
of
a
black
box.
I
never
see
them,
but,
interestingly,
for
cdbg
there
are
two
formulas:
there's
an
a
formula
and
a
b
formula.

The
other
one
combines
that
with
old
infrastructure
and
old
housing,
and
that
is
the
formula
that
evanston
normally
gets
a
higher
percentage
on
and
you
get
your
higher
number
based
on
which
formula
and
and
that
is
because
of
the
age
of
our
housing
stock,
the
likelihood
of
lead-based
paint
and
just
deteriorating
housing
stocks.
So,
okay.

so
we
had
some
productive
meeting
with
our
small
but
mighty
working
group
on
the
surveys
and
what
was
discussed
was
the
potential
of
doing
two
surveys
split
specifically
by
con
intention
and
timing.
So
we
would
potentially
do
one
survey
that
would
be
a
single
question
or
one
or
two
question
maximum.

As
far
as
what's
the
process
to
be
able
to
kick
in
the
satisfaction
survey
and
involve
different
team,
I
don't
know
that
there's
necessarily
an
identified
process
there
and
maybe
a
referral
it
may
be,
bringing
into
city
manager
we're

to
identify
that.
But
that's
the
general
result
of
the
working
group
for
the
last
couple
weeks
and
there's.
There
was
a
lot
of
really
interesting
conversation.

shop
retrofit.

touch
with
kara
prak
and
at
this
point
she
hasn't
heard
back
yet

elevate.

we
don't
really
have
anything

actively
seeking
information
from
them
and
trying
to
move
along
the
project
right.

think
this
is
a
major
program
and
it
has
to
be
funded
at
that
level
in
order
to
get
it
going.
We
hope
to
layer
in
cdbg,
where
appropriate,
as
as
the
part
of
the
source,
to
do
the
work
as
appropriate,
but
also
I've
got
my
call
into
ceta
to
find
out
about
the
weatherization
funds
and
stuff.
Like
that,
I
got
to
tell
you.
I
find
out
more
frustrating
things
about
different
funding
streams.
So
weatherization,
you
know
I'm
talking
about
how
we
need
to
improve
housing
and
it's
like
so
with
weatherization.

It's
frustrating
to
me
that
so
many
of
our
funding
sources
have
such
limits.
That
makes
it
really
hard
to
figure
out
how
to
braid
or
layer
the
funds
to
get
everything
you
need,
even
if
you
can
make
sure
that
people
are
the
right
income
to
meet
different
funding
sources.
So
so
I
think
it's
going
to
be
necessary
to
do
some
work
with
arpa
funding,
or
we
will
never
have
any
examples
of
what
we
can
do,
which
is
critical.

one
of
the
things
we
have
to
do
is
show
how
we
can
improve
things
so
that
we
can
get
people
on
board
and
I'm
hoping
that
I
can
try
to
get
enough.

people

aware
of
general
assistance,
so
I'm
hoping
that
future
meetings,
maybe
that
you

talk

how
someone
could
get

general
assistance

regulations

in
the
past
they
only
allowed
a
hundred
and
fifty
dollars
a
month,
and
I
know
some
years
later
they
said
six
hundred
dollars
a
month.

but

know
a
lot
of
people
don't
know
about
general
assistance,
especially
after
they
move
moved
from
maine
and
dodge.

the

of

rent
assistance
when
we
were

assistance.

problems

expending
it

they.
This
is
an
ida
program
and
ida
has
to
get
a
sign
off
from
the
state
historic
preservation
office
on
everything

is
a
huge
backlog
of
things
on
the
shippo
right
now
they
are
not
getting
those
things
taken.

and
one
of
the
things
that
ida
is
likely
to
do
is
to
extend
the
time
for
that
program.

Overall,
it's
the
owner,
occupied
rehab
program
and
virtually
every
organization
that
has
that
funding
is
having
the
same
problem.
There
have
been
some
other
oddities
at
ida
programs,
the
program
that
the
city
had
gotten
for
a
number
of
years,
which
was
the
it
was
not
the
strong
communities
grant
it
was
the.
It
was
a
grant
that
the
city's
health
department
had
gotten
for
a
number
of
years
that
we
used
for
cleaning
up
and
boarding
up
vacant
properties
and
cutting
grass
and
getting
rid
of
fly
dumping.

was
called

the
abandoned
properties
grant.
That
was
what
that
one
was
called
and
we
had
gotten.
I
think
it
was
our
fifth
year
of
getting
75
000
to
do
that
kind
of
work,
and
we
got
a
letter
from
ida
saying
that
they
were
told
that
it
didn't
fall
under
the
source
of
funding
that
they
were
using.
So
it
was
no
longer
going
to
be
that
we
couldn't
use
any
of
that
money,
and
so
it
that
grant
has
gone
away.

there
are
some
oddities
with
some
of
the
ida
programs
right
now
that
I
don't
really
have
an
explanation
for
other
than
you
know,
somebody
challenged
it
and
that
one's
gone.
So
I
don't
think
this.
The
shippo
has
nothing
to
do
with
that,
but
there's
just
some
weird
stuff
going
on
the
state
historic
preservation
office
has
had,
I
think,
a
very
large
change
over
in
staffing
and
is
probably
vastly
understaffed.
