the
land
use
commission.
The
city
code
directs
this
body
to
hear
applications
for
map
and
text
amendments
special
uses,
including
plan
developments,
zoning
relief
and
appeals
from
decisions
of
the
zoning
administrator,
as
well
as
to
make
recommendations
regarding
the
city's
long-term
planning
goals
and
objectives
depending
on
the
type
of
matter.
This
commission
will
either
make
a
final
determination
or
send
its
recommendation
to
city
council.

with
eight
members
present,
we
do
have
a
quorum
also
present
tonight
from
city
staff,
our
neighborhood
and
land
use,
planner,
megan

manager,

there
are
rules
that
govern
our
proceedings.
Most
importantly,
only
one
person
speaks
at
a
time,
so
all
testimony
may
be
accurately
recorded.

opportunity

amount

each

Commissioners

the

then

the
applicant

appellant.
After
that,
person's
wishing

make
a

regarding

matter

Any
person
with
a
legal
interest
in
property
located
within
the
defined
notification
requirements
of
the
subject.

may
present
evidence
reasonably
question
witnesses
or
seek
a
continuance
of
the
hearing
when
all
supporting
and
opposing
testimony

statements
have
been
heard,
the
applicant
or
appellant
will
be
given
the
opportunity

rebuttal

closing

the
commission
will
close
the
record
and
begin
deliberations
to
consider
the
standards.

their
architect
or
an
engineer
who
may
not
have
all
you
know
all
of
the

second
time

particular
developer
has
done
this
exact
same

had
a
situation
probably
about
two
years
ago.
I
can
get
the
specifics
if
you

when
very
shortly
after

package

our
written
objections
on
a
friday,
the
monday
meeting
was
canceled
again
at
the
last
minute,
because
the
applicant
did
not
appear,
don't
know
why.
But
this
is
now
a
pattern,
and
so
I
just
want
to
note
that
you're
going
to
hear
a
lot
of
frustration
from
residents
of
the
community.

developments
may
not
be
identical
to
this
one
and
this
particular
developer,
and
so
I
I
would
ask
you
to
be
kind
of
understanding
of
the
frustration
that
you're
hearing
and
will
hear.

hesitant

this
particular
case
it
has
been
moved

all
outdoor
special
events

parking
lot

premises
to
be
removed.
The
landings
commission
makes
a
recommendation
to
the
city
council,
the
determining
body
for
the
case,
in
accordance
with
section
6358
of
the
evanston
zoning
code
in
ordinance,
92021.

reviewed
this
request.

was
brought
back
before
the
design
and
project
review
committee.

concerns
with
removing
the
request
per
the
fact
that
other
similar
uses
within
the
community
that
have
outdoor
activities
or
outdoor
patios
do
not
have
to
come
to
this
committee
prior
to
hosting
an
event
on
at
their
site.
So
that

one
of
the
rationales
used
in
the
recommendation
to
this
body.

We
also
owned
pekishpig
restaurant
brewery
right
across
the
street.
We
were
when
we
first
applied
for
special
use
as
a
banquet
hall.

this
space
we
were
one
of
a
number
of
applicants
for
the
banquet
hall
special
use
and
we
were
informed
of
the
staff
that,
in
order
to
kind
of
even
the
playing
field
in
the
amount
of
applicants
for
the
special
use
of
banquet
hall
that
they
wanted,
this
stipulation
at
the
time
I
know
another.
One
of
the
applicants
was
neighboring
like
very
residential
homes
at
the
time
and
they
were
concerned
about
multiple
people
applying
for
the
banquet
hall.

we've
been
open
since
june
of
last
year
now,
but
we
have
had
tent.
We
have
had
a
tent,
we
had
the
mash
up
last
year
at
palm
house
and
they
did
tent
for
that.
We
have
operated
the
same
way
that
peckish
does
or
any
other
space
that
is
open
to
the
public,
where
we
still
apply
for
the
tent
permit,
and
the
fire
inspector
still
has
to
come
and
check
it
out
all
of
those
kind
of
similar
things.

far
as
parking
goes,
we
have
we
rent
an
additional
lot.
Two
blocks
east
of
us
that
has
22
spaces
in
it
from
a
different
evanston
business
that
close
that's
closed
at
night
vision,

we're
seeing
now,

in
the
time
of
cobid,
is
that
it
may
not
be
that
a
lot
of
our
requests
are
weddings
and
bar
mitzvahs
things
like
that,
and
it's
not
necessarily
that
they
want
to
have
like
an
all-out
door
event
until
midnight
type
thing.
It's
mostly
like
I
wanna
cocktail
hour
outside.
I
wanna
have
a
ceremony
outside
or
even
right
now.

stipulation
is
if
we
have
two
glass
garage
doors
that
were
approved
to
be
put
in
last
fall
and
they
want
us
to
go
to
dapper
to
just
open
the
garage
doors,
even
if
we
don't
have
outside
events.

So
this
use-

this
change

the
stipulation,
would
allow
us
to
have
the
garage
doors
open
or
to
have
some
of
those
events.
We
still
follow
by
the
hours
stated
and
the
noise
ordinance
where
it's

on
the
weekends
and
10
on
the
weekdays
and,
like
I
said
most
of
our
events,
don't
want
to
be
out
at
night
it's
more
of
like
a
sometime
between
four
and
eight.

They
want
to
have
outdoor
use,
but
we've
been
in
front
of
dapper
a
couple
times
as
well
for
event
usage,
our
one
year
anniversary
party
for
a
couple
weddings
for
the
mash-up
last
year,
and
we
have
kind
of
discussed
trash
with
them
like
if
we
have
an
event
that
needs
extra
trash
pickups.
We
make
sure
that
those
are
paid
for
and
scheduled
and
kind
of,
encouraging
the
valet
and
shuttle
to
kind
of
alleviate.

right
now
it's
we're
seeing
that,
because
we
don't
have
outside
space
usage,
we're
losing
business
and
that's
kind

biggest
concern
right
now
is
that
people,
especially
in
the
time

house

marks
for

business
people

their

this
condition
from
the
current
special
use
that
it
remain
in
force
for
any
other
operator
who
might
come
in
and
take
over
the
business
which,
knowing
knowing
the
area
knowing
the
noise
that
can't
exist,
there
is
not
necessarily
a
bad
idea.

don't
know
how
the
rest
of
you
feel.

the

complies
with
the
purposes

policies

the
comprehensive
general
plan
in
the
zoning
ordinance.

ordinance

the
comprehensive
plan,
because
the
project
promotes
the
adaptive
reuse
of
existing
commercial
structures
and
has
been
operating
for
what
two
years
now

believe
year

half

negative
cumulative
effect
in
combination
with
existing
special
uses
or
as
categories
or
as
a
category
of
land
use.
The
standard
is
met,
no
other
special
uses
are
in
the
immediate
area,
and
the
proposed
banquet
hall
is
complementary
to
near
nearby
daytime
commercial
uses.

Mitigating
measures
for
noise
and
parking
have
been
included
in
the
underlying
special
use
conditions
to
ensure
that
the
use
is
not
detrimental
to
the
adjacent
residential
area
for

not
interfere
with
or
diminish

value

property

neighborhood.
The
standard
is
met,
the
business
is
compliant
with
the
previously
adopted
ordinance,
granting
the
special
use
and
and
the
conditions
attached
to
it,
and
the
applicant
has
shown
responsible
management
of
outdoor
events
such
that
adjacent
properties

not
interfered
with

adequately
served
by
public
facilities
and
services.
