From YouTube: Land Use Commission Meeting 3-9-2022
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
The
city
code
directs
this
body
to
hear
applications
for
map
and
text
amendments
special
uses,
including
planned
developments,
zoning
relief
and
appeals
from
decisions
of
the
zoning
administrator,
as
well
as
to
make
recommendations
regarding
the
city's
long-term
planning
goals
and
objectives
depending
on
the
type
of
matter.
This
commission
will
either
make
a
final
determination
or
send
its
recommendation
to
city
council.
B
Sure,
before
I
call
the
role
I
do
want
to
announce
that
one
of
our
commissioners,
commissioner
zordan
she
has
resigned
from
her
position
that
occurred
earlier
this
week.
So
we
are
now
down
to
10
commissioners.
A
I
mean
I'll
just
jump
in
right
here
and
just
say
that
we're
still
a
transitory
our
transition
board.
At
this
point,
this
board
will
eventually
window
itself
down
to
nine
members
as
people
leave.
A
So
commissioners
organs
position
will
not
be
replaced,
however,
because
of
that
we
will
still
need
our
six
concurring
votes
for
any
matter
on
which
we
are
determining
body,
because
it's
the
majority,
it's
50,
plus
one
percent,
so
obviously,
with
a
tense
with
a
10
person
board,
you
have
the
opportunity
to
have
a
5-5
split,
so
we
need
to
get
that
sixth
concurring
vote
in
order
for
things
to
move
forward
again
only
on
where
we're
determining
body
I'm
so
miss
jones.
Now,
if
you'd
like
to
call
the
role,
please.
A
C
D
A
Present
so
with
nine
members
present,
we
do
have
a
quorum
also
present
tonight
from
city
staff,
our
neighborhood
and
land
use,
planner,
megan
jones,
planner,
katie,
ashbaugh
assistant
city
attorney,
brian
george,
and
zoning
administrator,
melissa
klotz.
I
don't
believe
director
niden
is
with
us
tonight.
Is
that
correct?
B
A
This
is
a
formal
hearing
and
there
are
rules
that
govern
our
proceedings.
Most
importantly,
only
one
person
speaks
at
a
time,
so
all
testimony
may
be
recorded
accurately.
Anyone
who
wishes
to
address
the
commission
regarding
any
matter
on
tonight's
agenda
will
have
the
opportunity
to
do
so
at
the
appropriate
time.
Commissioners
may
ask
questions
at
any
time.
A
Our
procedure
is
to
hear
from
staff
on
the
documents
on
file
and
then
receive
testimony
and
other
evidence
from
the
applicant
or
appellate
after
that.
Persons
wishing
to
make
a
statement
regarding
the
matter
will
have
a
chance
to
do
so.
Any
person
with
a
legal
interest
in
property
located
within
the
defined
notification
requirements
of
the
subject.
Property
may
present
evidence
reasonably
question
witnesses
or
seek
a
continuance
of
the
hearing.
A
A
A
When
tested,
when
testifying,
please
state
your
name
and
address
for
the
record
and
we
don't
have
a
sign-in
sheet,
but
I
know
some
people
have
signed
in
remotely
online,
so
miss
jones
has
that
list.
Otherwise,
please
just
raise
your
hand
and
wait
to
be
recognized
by
the
chair
before
beginning
a
statement.
A
If
you
are
not
engaged
in
comments
or
if
you're
not
engaged
in
comments,
we
ask
that
you
please
mute
yourself
and
turn
off
your
camera,
because
it
helps
save
with
bandwidth.
A
All
proceedings
are
subject
to
broadcast
at
a
later
date.
Any
matter
not
concluded
at
tonight's
hearing
will
be
continued
to
our
next
regularly
scheduled
meeting.
There's
just
one
item:
oh
there's,
two
items
on
the
agenda
this
evening.
One
for
action
and
one
item
for
discussion
is
the
applicant
for
2424
oakton
street
president.
A
All
right,
thank
you,
I'll
get
back
to
you
in
just
a
moment.
I
just
want
to
make
sure
you
were
here
at
this
point,
I'm
going
to
ask
that
anybody
who
believes
that
they
might
be
speaking
to
us
on
on
the
matters
before
us
this
evening
be
sworn
if
everyone
who
thinks
they
may
be
speaking.
Please
turn
on
your
cameras
and
unmute
yourself
for
a
moment,
so
I
can
administer
an
oath
to
you.
D
A
A
A
Moved
by
colin
all
second
westerberg
seconds,
is
there
any
discussion?
I
have
one
point
it's
on
page
four.
I
believe
I
made
it
it
listed
me
as
having
made
a
motion.
I
don't
believe
I
actually
made
the
motion.
I
just
kind
of
clarified,
emotion,
I'm
a
chair.
I
try
not
to
make
motions
if
possible.
A
I
believe,
commissioner
west,
I'm
sorry.
Commissioner
lindwall
made
the
motion
on
2012
24,
washington.
G
Couple
of
additional
really
minor
things
as
well:
okay,
on
page
three
in
the
first
full
paragraph
that
starts
mission,
miss
ashbaugh
the
next,
the
last
line.
It
should
be
the
r3
zoning
district
instead
of
the
r5
and
then
the
next
are
two
paragraphs
down
the
one
that
starts
commissioner
lindwall
and
the
third
line
we
can
take
out.
The
word
you
know
without
so
it'll
be
that
the
lot
may
be
less
valuable
if
the
only
way
to
have
parking
is
through
the
easement
and
then
finally
very
minor.
G
On
the
last
line
in
page
on
page
five,
it's
talking
about
an
example
project
in
logan
square
that
has
won
several
awards
and
instead
of
o-n-e,
it
should
be
w-o-n.
A
H
I
I
D
A
Yes,
so
with
eight
affirmative
votes
and
one
abstention
from
a
member
who
was
not
present
at
the
meeting,
the
motion
to
approve
our
minutes
for
february
23rd
passes
and
we
will
move
on
to
our
next
item
of
business,
which
is
new
business.
A
This
is
the
matter
of
21
zmjv0087
regarding
24
2424
oakton
street,
and
I
would
ask
if
miss
ashfall
would
like
to
read
that
into
the
record.
Please.
J
Sure
this
is
the
applicant
is
mitch
j
m
mitch.
J,
milamid,
aaron,
ehrenberg
gold
game
applicant
on
behalf
of
the
salvation
army
requests
a
special
use
permit
for
a
resale
establishment
in
the
c1
commercial
zoning
district,
section
6-10-2
and
the
ord
redevelopment
overlay
district
zoning
code,
section
6-15-13-7.5.
A
Sorry,
I
muted
myself
for
a
moment
I'll
ask
at
this
point.
If
mr
malama
would
like
to
present
the
project
to
us.
E
Sure
I'd
be
most
happy
to
do
so
good
evening.
My
name
is
mitch
mulament
and
I'm
from
the
law
firm
of
erinberg
golden
located
in
chicago.
I
represent
the
salvation
army,
who
is
the
contract
purchaser
for
the
property
located
at
2424
at
oakton
in
evanston
illinois?
The
property
is
currently
a
gordon
food
store.
I
believe
it's
been
there
for
a
little
while
they
constructed
the
property
and
they
are
they.
They
are
wishing
to
sell
the
property.
E
At
this
point
in
time,
the
the
property
itself
in
question
is
in
a
commercial
district,
as
you
may
know,
and
oakton
it
is.
There
are
various
commercial
businesses
in
the
surrounding
it,
including
quad
indoor
sports,
which
is,
I
believe,
on
this
call
dunkin
donuts,
as
well
as
other
businesses,
even
on
the
north
side
of
oakton,
including
home
depot
and
a
number
of
other
commercial
establishments.
E
E
E
E
They
have
their
largest
current
largest
family
store,
is
located
on
clybourne
in
chicago
illinois,
at
2258,
north
clyburn,
the
salvation
army,
basically
in
operating
the
resale
store,
accepts
donations
of
gently
used,
merchandise
and
resells
it
at
a
very
deeply
discounted
price,
typically
to
persons
in
who
need
in
need
who
cannot
afford
the
but
to
buy
new
merchandise.
E
E
There
is
no
other
salvation
army
programming
in
evanston
other
than
it
does
have
salvation.
He
does
currently
have
a
location
for
a
church
in
evanston.
By
granting
the
store
excuse
me,
the
store
will
be
replaced.
As
I
said,
the
skokie
location,
the
skokie
location,
does
currently
approximately
ninety
thousand
dollars
of
sales
per
month.
So,
as
one
can
determine,
this
would
generate
a
significant
amount
of
sales
tax
for
the
city
of
evanston.
E
E
E
I'm
not
planning
on
discussing
that
unless
the
committee
would
like
me
to
do
so.
I've
previously
tendered
that-
and
I
could
re
reiterate
all
of
what
has
been
previously
presented
if
you,
if
you
wish
me
to
do
so,
simply
put
the
land
you
from
the
land
use
perspective.
E
Putting
a
salvation
army
family
store
at
this
location
takes
advantage
of
the
building
currently
at
that
location,
with
very
very
little
if
any
change
to
the
interior
or
to
the
exterior
its
accessibility
to
the
neighborhood
would
be
of
benefit
to
all
the
residents
of
evanston
I
had
previously
at
the
other
meeting,
have
also
submitted
two
letters:
support
as
it
relates
to
family
stores
located
in
the
city
of
chicago.
E
The
first
that
was
submitted
was
from
a
an
adjoining
property
called
creme
de
la
creme
creme
de
la
creme
is
a
daycare
preschool
operation
quite
large
at
the
time
that
the
salvation
army
developed
its
family
store
for
a
planned
development
on
clybourne
creme
de
la
creme
was
very
concerned
about
having
a
salvation
army
family
start
at
that
location
and,
as
one
can
see
by
the
letter
of
support.
Subsequently,
they
have
become
proponents
of
the
salvation
army
in
its
family
store.
E
The
second
letter
of
recommendation
was
from
the
aldermen
and
one
of
the
aldermans
in
chicago
alderman
burnett,
aldermer
burnett,
is
you
may
or
may
not
know,
involved
in
the
fulton
street?
That's
his
district
fulton
street
as
well
as
randolph
street,
and
he
is
also
a
proponent
of
the
salvation
army.
He
thinks
the
family
stores,
as
well
as
the
salvation
army
as
a
whole,
has
a
lot
to
give
back
to
the
communities.
E
I
believe
that,
hopefully
will
answer
or
direct
as
far
as
a
land
use
concern
how
this
building
will
be
utilized
there.
Real
really
will
be
no
change
in
the
traffic
pattern.
As
such,
it
is
well
designed
for
the
use
of
the
salvation
army,
both
internally
as
well
as
externally.
A
K
I
have
one
question
regarding
the
dapper
recommendations
I
was
just
wondering:
is
the
salvation?
Are
we
prepared
to
to
honor
those
if,
if
this
is
approved,
yes,.
F
C
E
E
But
what
will
happen?
Is
there's
going
to
be
a
donation
area
donation
bins
on
the
property
they
will
be
illuminated
by
at
night
when
the
only
when
the
property
is,
I
mean
when
the
stores
are
closed,
will
be
illuminated
by
motion
lights
and
cameras
to
regulate
the.
Hopefully,
the
the
proper
handling
of
those
items
to
be
dropped
off
salvation
army
would
also
suggest
that
they
will
be
putting
up
a
sign,
something
along
the
lines
and,
and
it's
I'll
read
what
they
it
reads.
Please
donate
between
8
a.m
and
4
p.m,
be
proud
of
evanston.
E
Let's
keep
it
clean.
The
salvation
army
will
have
someone
personally
a
person
manning
this
location
one
hour
before
the
store
opens
to
one
hour
after
one
after
one
hour
after
the
store
closes
and
half
a
day
on
sunday.
It
is
the
hope
that
that,
in
combination
with
everything
will
address
the
concerns
that
had
been
expressed
at
the
dapper
meeting.
A
Mr
malamad,
if
it
became
how
many
how
many
drop
boxes
are
proposed
for
the
site
to
start
with,
usually.
E
E
Yeah
it
you
know,
I
I
could
speak
for
the
salvation
army.
The
hope
is
that
that
will
occur,
that
there
will
be
more
donations
that
can
be
handled.
If
that
is
a
situation
in
other
locations,
not
only
will
it
be
more
bins
added,
but
what
they
would
do
is
take
some
of
the
extra
donations
if
they
couldn't
handle
them
all
they're
in
the
store
to
other
locations,
but
they
the
goal
here,
is
for
the
salvation
army
to
work
with
the
city
on
this.
I
know
personally
know.
E
Historically
this
there
has
been
an
issue
and
it
goes
back.
I
mean
I,
I
could
be
guessing
it's
15
years.
Maybe
we
don't
want
those
issues
to
ever
be
to
arise
again,
it's
a
different
they've.
I
can
only
recommend
that
if
you
ever
have
the
opportunity
to
please
go,
look
at
the
clybourne
salvation
army
store.
It's
really
something
to
see
in
the
city
of
chicago
is
quite
proud
of
it.
So
we're
hoping
that
exactly
the
same
thing
is
going
to
be
true.
A
All
right,
thank
you
other
questions
from
commissioners.
At
this
moment,
commissioner
westerberg.
I
You
mentioned
that
it
was
the
intention
of
the
salvation
army
to
hire
people
from
evanston.
Is
that
it's
nice
to
know
that
it's
an
intention,
but
is
it
a
firm
commitment?
Can
you
state
it
as
a
commitment?
I
I
can't.
E
Personally,
state
it
as
a
commitment:
this
is
what
the
salvation
army
has
indicated.
Obviously,
it's
based
upon
the
ability
to
fulfill
the
jobs.
Certainly
that
was
one
of
the
goals
stated
in
at
the
time
that
they
wanted
to
acquire.
This
property
was
to
have
the
people
of
citizens
of
evidence
and
residents
of
evanston
handle
these
jobs.
Unfortunately,
as
you
may
know,
a
problem
there's
been
a
problem
of
staffing
jobs
not
only
locally
but
all
over
the
country,
and
I
would
assume
that
they
couldn't
get
people
from
evidence.
Then
they
would
have
to
look
outside.
A
I
H
Yes,
thank
you.
I
have
a
question
about
the
kind
of
traffic
flow
pattern
within
the
parking
lot.
I
heard
you
say
that
there
are
not
any
plans
to
modify
the
exterior
layout
and
I
do
see
on
the
plan
where
the
proposed
drop-off
area
is.
Oh
there
you
go.
Thank
you
and
it
seems
to
me
like
the
the
the
model
for
this
I'm
familiar
with.
H
Is
the
goodwill
up
on
dempster
and
dodge
and
they
have
a
plan
there
for
when
people
drop
off
items
they
go
to
a
special
area
with
a
circular
traffic
pattern
for
drop-offs
away
from
pedestrians
and
that
works
well,
because
there's
a
dedicated
place
to
to
enter
your
car
and
then
exit
in
this
proposal.
H
I'm
not
really
clear
how
that's
supposed
to
work,
because
in
theory
you
have
people
both
coming
to
the
salvation
store
as
pedestrians
and
walking
walking
all
over
the
parking
lot,
but
there's
also
some
sort
of
in
theory,
traffic
pattern
for
people
that
are
just
dropping
off,
and
it's
not
entirely
clear
to
me
what
that
plan
is
and
or
how
you're
mitigating
the
combination
of
pedestrian
flow
with
those
cars.
E
So
the
there
are
a
couple
things
that
and
it's
like
an
excellent
question.
First
of
all,
if
you
look
the
new
proposed
and
I'm
saying
proposed,
new
donation
drop-off
area
is
furthest
away
from
the
entrance
of
the
facility
that
that
being
the
shaded
area,
that
just
below,
where
that
arrow
was
just
located,
so
we
would,
in
I
the
salvation
army,
would
anticipate
most
of
the
pedestrian
traffic
would
not
be
impacted.
E
Certainly,
the
salvation
army
would
look
to
and
work
with
the
city
as
far
as
designing
a
traffic
flow
pattern
into
and
out
of
the
property
which,
with
the
proposed
donation
area,
the
reason
it
is
located
in
that
particular
or
suggested
it
be
located
there
is,
it
will
immediately
be
able
to
be
placed
into
the
building.
E
I
believe
there's
a
door
right
at
that
location
so
that
there
will
be
nothing
will
backlog
or
be
will
overflow.
But
if,
if
there
is
a
concern-
and
I
think
that
you're
mentioning
this-
it
is
obviously
then
a
concern
of
traffic
flow.
They
would
they.
The
salvation
army
would
absolutely
look
into
designing
this,
so
it
would
have
the
least
impact
on
pedestrian
flow.
H
That
I
mean
in
the
goodwill
and
the
goodwill
I
mentioned,
you
know
that
line
of
cars
can
get
backed
up.
You
know
5
10
cars,
long
which
in
this
model
would
would
block
the
entrance
and
prevent
you
know
a
reasonable
flow
for
people
trying
to
come
in.
It
seems
like
this
just
hasn't
been
thought
through
and
I'm
not
sure
what
the
the
right
thing
to
do
is
at
this
point
this
stage,
whether
or
not
you
know
something
has
to
be
worked
out
with
staff
or
we
hold
this.
H
But
I,
I
think
that's
a
big
concern.
A
All
right,
I
do
know
that
we
had
someone
who
had
signed
up
to
speak
for
this.
A
A
Yes,
I
am
thank
you
if
you
would
please
state
your
name
and
address
for
the
record
and
then
give
us
your
thoughts.
L
L
Commissioner,
that
just
spoke
was
concerned
about
pedestrian
traffic
into
that
place
into
the
salvation
army
on
a
day
when
perhaps
the
the
store's
store
was
open
and
there
was
a
lot
of
pedestrian
traffic.
Let
me
let
me
also
echo
that
concern,
especially
on
a
day
in
any
saturday
or
sunday
between
december
1st
and
march
31st.
L
Parking
is,
is
a
complete
and
utter
challenge
between
december
1st
and
march
31st.
So
we,
you
know
this
is
a.
This
is
a
great
campus.
It's
a
sports
campus.
You
know
obviously
there's
other
stores
there.
We've
got
the
james
park
right
next
door,
so
I
just
you
know:
we've
got
a
lot
of
families
in
there
every
weekend
in
the
winter
months
and
and
again,
parking
is
a
challenge.
I
was
working
with
erica,
storley
and
wally.
L
We
have
not
come
to
a
solution
yet
so
my
concern
is
what's
going
on
in
that
in
that
existing
campus,
gordon
food
service,
quad
indoor
sports
cube
smart
and
that
shell
station,
with
the
with
the
subway
and
the
dunkin
donuts
so
and
then
now,
with
the
new
newly
added
car
wash
right
across
the
street,
I
mean
it
sounds
like
mr
malamud
is
saying
that
the
traffic
flow
for
gord
or
for
the
salvation
army
is
going
to
be
similar.
L
However,
if
it's
going
to
be
an
increase,
that
is
only
going
to
make
that
intersection
even
more
more
more
difficult,
more
challenging,
perhaps
dangerous,
especially
when
you
consider
the
fact
that
there's
a
lot
of
kids
associated
with
our
facility
in
and
around
and
our
overflow
parking
lot
being
home
depot
across
the
street
is
posing
all
sorts
of
challenges
for
another
day.
I
would
love
to
talk
with
the
new
city
manager
to
discuss
the
solution
to
our
parking
problems,
but
I
just
wanted
to
voice
my
concerns
there
and
thank
you
very
much.
E
May
I
just
clarify
one
item:
the
salvation
army's
not
open
on
sundays.
It'll
leave
you
that
takes
care
of
one
of
the
two
days,
you're
concerned
about.
E
As
far
as
saturdays
are
concerned,
I
am
certain
that
the
salvation
army
would
work
with
you
in
handling,
as
I
understand
there's
a
shared
parking
agreement
between
the
gordon
food
property
and
yourself
currently,
and
so
that
I'm
sure
would
continue
in
some
fashion
again,
the
salvation
army
wants
to
be
a
friendly
neighbor.
It
doesn't
want
to
be
cause
problems.
I
think
the
enhancement
of
business,
if
that
is
what
does
occur,
is
a
pleasant
problem
that
one
will
have
to
learn
how
to
address
we'll
figure
it
out.
A
Thank
you.
I
have
a
quick
question
for
staff
and
I
don't
know
who,
if
anybody
has
an
answer
to
this,
what
is
going
on
with
our
animal
control
building
my
understanding
is:
there's
been
some
money
appropriated
from
the
state
or
county
for
us
to
look
at
at
rebuilding
there,
because
that's
also
in
this
exact
same
area
and
just
wondering
how
that
is
potential
compounding
or
even
maybe,
an
easing
of
some
of
these
concerns
as
well.
M
Karen
rogers,
I
can
answer
that
for
you,
as
of
today,
the
zoning
division
does
have
a
zoning
analysis,
application
for
for
the
animal
shelter
site.
The
city
has
obtained
a
grant
from
cook
county,
I
believe
to
rebuild
the
property.
So
the
proposal
is
to
tear
down
the
existing
animal
shelter
and
build
a
new
animal
shelter
with
new
parking
around
it.
It
does
not
extend
beyond
the
current
boundaries
of
the
site.
A
Okay,
and
just
because
we're
in
that
same
general
area,
what's
going
on
with
our
recycling
center,
because
that
also
is,
I
know
at
one
point-
there
was
a
plan
for
something
to
go
in
there.
That
was
going
to
add
some
additional
parking
and
potentially
ease
some
of
that
that
problem
over
there,
but
I
don't
know,
what's
going
on
with
any
of
that
nowadays,.
M
The
the
previous
proposal
for
a
climbing
facility
did
not
end
up
proceeding.
G
Hi,
I
also
have
a
question
for
staff.
One
of
the
rec
staff
recommendations
was
that
the
usb
reviewed
12
months
following
approval
and
every
12
24
months
thereafter.
Could
you
speak
a
little
bit
to
you,
know
kind
of
what
who
who
would
do
that
review
and
what
you
know.
Would
that
necessarily
what
kind
of
changes
might
that
trigger
if
things
were,
if
there
were
problems.
J
Sure,
commissioner
linwall,
I
can
speak
to
that
so
at
the
design
project
review
committee,
which
was
their
second
meeting
with
the
committee.
J
There
was
some
discussion
on
how
effective
the
salvation
army's
pickup
would
be
around
the
approximate
area
with
regard
to
any
fly
dumping,
and
also
possibly
installing
some
sort
of
fencing
to
kind
of
protect
the
area
and
make
sure
people
aren't
going
in
after
hours,
and
it
was
decided
that
it
wouldn't
necess
be
necessary
now
to
install
something
such
as
the
gate
that
they
had
initially
proposed,
but
that
we'd
rather
just
take
a
look
at
it
in
12
months
and
then
kind
of
review
how
they're
implementing
that
every
other
year
thereafter
just
to
ensure
that
their
things
are
actually
being
maintained.
J
Well
and
it's
not
going
to
become
an
issue
with
any
debris
and
litter
and
fly
dumping
because
there
was
a
lot
of
concern
at
the
staff
level
with
regard
to
you
know,
is
the
city
going
to
end
up
being
responsible
for
picking
up
all
of
this
and
the
salvation
army
has
indicated
they
have
a
plan
that
was
outlined
in
their
proposed
maintenance
plan
that
mr
mohammed
detailed.
So
I
think
that
was
the
intent
and
in
terms
of
how
it
would
be
administered,
we
would
likely
just
keep.
A
Any
other,
first
of
all,
anybody
else
from
the
public
here
to
speak
on
this
proposal.
A
Not
seeing
any
hands
or
anyone
being
wanting
to
speak
at
this
point.
Oh
I'm
sorry,
I've
forgotten
you
and
mr
mr
kindra.
L
William
kendra,
yes,
so
what
kind
of
traffic
flow
from
like
an
hourly
standpoint?
Do
we
see?
Does
the
salvation
army
expect
to
see
on
the
weekends?
The
weekends
are
the
most
critical
for
us.
E
Again,
when
you
speak
about
the
weekends
we're
not
speaking
about
sunday
because
sunday,
they
are
closed,
so
we're
speaking
only
of
saturday
saturday
would
they
would
maintain
normal
hours.
You
as
again,
I
think
someone
was
people
will
be
there.
I
believe
they
open
at
11
00
in
the
morning
and
they
close
around
seven
depending
upon
what
it,
what
would
work
best
in
that
location.
L
E
And
again,
it
varies
by
family
story.
I
wish
there
was
a
simple
answer
to
give
you
some
family
stores
obviously
generate
more
income,
generate
more
clients,
more
customers.
If
you
will
than
others.
This
is
an
unknown
at
this
point
in
time
you
should.
The
footprint
in
skokie
is
unopened
is
minut
and
it's
been
there
for,
I
think,
going
on
10
years.
E
So
it's
worked
and
that's
in
a
more
residential
setting.
Then
then
this
is
this
is
a
commercial
setting
and
it
still
flows
and
they
work
cooperate
with
the
city
of
skokie.
It's
going
to
be
the
same
cooperation,
that's
going
to
happen
with
the
city
of
evanston.
E
It
just
has
to,
I
think,
there's
flexibility
that
has
to
be
built
in,
because
we
don't
know
how
this,
how
the
customers,
how
many
customers
will
be
there.
They
may
all
continue
to
go
to
goodwill.
It
may
be
that
they
get
nobody,
but
that's
certainly
not
the
intent,
but
you
will
be.
You
will
become
a
very
friendly
neighbor
of
the
salvation
army.
I
promise
this
is
you
know
many.
I
E
The
things
you
raise
are,
as
I
said,
were
raised
by
creme
de
la
creme
in
in
the
city,
and
if
you
saw
the
traffic
flow
around
in
including
clarify
their
little
kids,
the
the
concerns
literally
dissipated.
L
I'm
familiar
with
the
salvation
army
at
clybourn
I'll
have
to
go
back
and
look
at
creme
de
la
creme.
Okay,
I
mean
you
know.
I
am
a
good
neighbor
now
I
am.
You
know
part
of
the
association
that
exists
on
that
campus
and
we
work
really
hard
to
keep
that.
You
know
a
very,
very
good
relationship
between
all
the
neighbors,
so
I
I
would
expect
that
to
be
the
same
with
salvation
army
and
they
they
can
expect
that
from
quad
indoor
sports.
C
A
I
am
thank
you
at
this
point,
seeing
no
one
else
who
wants
to
speak
I'll.
Ask
mr
malamad
if
he
would
like
to
sum
up
his
proposal
before
we
close
the
record
and
begin
deliberations.
E
E
I
we
will
make
certain
that
the
salvation
army
will
address
and
take
into
account
the
issues
that
have
been
raised
tonight
and
continue
to
work
in
that
vein
to
work
with
the
city,
and
I
think
you
would
be
very
happy
to
have
a
new
business
there.
That
will
in
fact,
generate,
as
I
said,
sales
tax
for
the
city,
significant
sales
tax.
A
Thank
you,
mr
malama.
One
quick
question:
for
you:
salvation
army
is
a
a
501
c
3
or
some
other
classification
of
tax
exempt
organization.
Is
that
correct?
Yes,
it
is
so.
A
Okay,
I
assume
so
because
I
I
guess
that,
but
I
didn't
know
if
there
was
a
separate
one
that
they
fell
under,
so
that
means
that
this
building
will
come
off.
The
tax
rules
is
that
correct.
A
Okay,
thank
you
with
that.
I
will
close
the
record
and
allow
the
commission
to
begin
their
deliberation
and
ask
for
general
thoughts
from
commissioners.
F
A
I
think
that's
where
we
we
have
the
the
review
that
that's
one
of
the
recommendations
by
staff
of
having
a
review
after
12
months
and
then
an
ongoing
review
every
24
months.
A
Thereafter
I
mean
we
do
have
property
standards,
although
without
getting
into
too
much
I,
I
think
they've
kind
of
dropped,
the
ball
on
a
number
of
locations
and
aren't
necessary.
I
know
they,
they
are
understaffed,
and
so
I
don't
know
how
responsive
they
can
be
to
things.
A
So
I
think
that's
that's
why
I
would
like
to
have
this
built-in
review
as
part
of
the
process
and
kind
of
holding
staff's
feet
to
the
fire
on
that,
to
make
sure
that
that
indeed,
reviews
are
occurring
in
the
time
frame
that
they
are
being
asked
to
to
occur.
I
know
that
that
salvation
army
is
proposing
putting
up
signs
and
all
this
I've
just
seen
a
lot
of
drop
boxes
with
a
lot
of
crap
lying
around
them,
and
I
don't
want
that
to
happen
in
this
location.
A
This
is
one
of
our
gateways
into
evanston,
so
so
I
would
like
it
to
remain
clean.
I'm
not
saying
that
they
don't
want
it
to
remain
clean,
but
just
that
it
can
become
problematic
with
people
just
dropping
things
and
going,
and
then
people
control
and
then
people
come
and
dig
through
the
stuff.
That's
outside
of
the
bin
and
start
throwing
that
everywhere
and
that's
where
the
problem
really
comes.
In.
A
So
I
think
that's
why
I
think
that's
why
staff
just
put
this
this
in
the
proposal
as
a
condition.
Commissioner
huco,
you
had
raised
your
hand.
D
I
just
have
a
question
perhaps
for
staff:
this
is
a
commercial
location,
gordon
food
did
have
customers
coming
and
going
in
traffic,
etc,
and
maybe
that
perhaps
this
was
answered
earlier.
But
when
you
looked
at
it
is
there
a
sense
of
how
much
additional
traffic
will
be
will
be
generated
by
the
salvation
army
if
it
were
there
versus
the
food
store,
because
it
is
a
commercial
location.
So
it's
not
the
salvation
army.
Somebody
else
will
be
in
there
and
people
customers
will
be
coming
and
going
so
is
it?
J
A
So
I
just
want
to
say
that
our
record
is
closed
right
now,
so
I'm
not
going
to
take
additional
testimony
from
the
applicant
at
this
particular
time.
I
will
say,
based
on
my
personal
experience,
of
having
driven
by
the
space,
gordon
food
service
really
didn't
never
had
a
full
parking
lot
or
even
more
than
a
few
cars.
A
Parking
lot
at
any
one
time.
I
think
this
is
a
different
type
of
establishment
than
than
garden
food
services.
So
I
don't
know
that
the
traffic
patterns
necessarily
are
the
the
use
patterns
are
necessarily
the
same.
A
I
will
say
that
this
is
kind
of
a
weird
little
parking
area,
because
we
have
like
four
businesses
that
all
branch
off
of
one
entry
point,
because
when
you
pull
into
this
entry
point
you
can
go
to
gordon
food
service,
you
can
go
to
cube
storage.
You
can
go
to
quad
indoor
sports,
you
can
go
to
the
shell
station
and
the
shell
station
is
the
only
one
of
those
that
has
another
means
of
ingress
or
egress
from
their
property.
Everybody
else
is
reliant
on
this
main
artery,
which
is
where
I
get.
A
I
share
commissioner
prutel's
concern
about.
If
we're
starting
to
back
people
up
into
that
area,
then
we
start
backing
people
up
into
access
points
for
other
businesses
along
there,
not
that
any
of
the
quad
indoor
sports
obviously
generates
probably
the
most
traffic
along
that
route,
I'm
going
to
guess,
cube
storage.
Again,
it's
an
indoor
storage
facility.
A
It's
not
like
people
are
going
there
every
day
to
check
on
their
things,
but
they
probably
do
have
a
few
cars
daily,
but
that
that's
my
personal
experience
of
having
I
I
don't
live
that
far
from
this
location
and
anytime
I
go.
West
oakton
is
one
of
my
main
routes
out
of
town.
A
Mr
kendra
we've
closed
the
record,
so
I
can't
take
any
more
testimony
at
this
time,
but
we
are
recommending
body.
So
anything
you
want
to
add
later
when
it
goes
to
city
council,
you
can
feel
free
to
add
that
at
that
point
any
other
commissioners
have
thoughts
they
want
to
share.
O
Yes,
now
I've
been,
I
usually
go
to
the
commercial
center
over
on
oakton
to
the
aldi
to
the
home
depot
and
the
sort
and
every
every
time
I
would
drive
by
usually
that
gordon
foods
was
always
empty.
Maybe
one
two
three
cars.
O
I
also
would
drive
by
the
other
salvation
army
location
on
oakton
in
skokie,
and,
I
think,
probably
on
a
really
busy
day
maximum
cars.
I've
ever
seen
there
is
about
10..
O
So
I
don't
think
this
is
a
concern
for
this
big
uprising
of
you
know
cars
jamming
in
to
try
to
get
into
the
salvation
army.
I'm
actually
very
surprised
that
that
store
brings
in
that
amount
of
money.
O
A
Thank
you,
commissioner,
commissioner.
Lindwell.
G
Yes,
I
I
just
in
response
to
the
issue
on
circulation
or
the
drop-off.
I
would
suggest
that
we
add
a
fifth
condition.
That
would
be
that
the
salvation
army
worked
with
city
staff
to
refine
the
circulation
pattern
for
donation
drop-offs,
to
mitigate
potential
conflicts.
G
But
otherwise
I
don't
you
know,
I
think
that
this
is
probably
a
good
good
use
for
the
site.
I
I
guess
this
really
probably
is
for
staff
to
consider,
but
seems
to
me
if
you
do
have
a
not-for-profit
coming
in
with
a
property
perhaps
being
taken
off
the
tax
rolls.
I
wonder
if
it
is
appropriate
to
require
that
the
applicant
pull
from
evanston
for
its
employees.
I
do
understand
that
getting
people
can
be
difficult
and
you
may
have
to
look
beyond
evanston,
but
I
wonder
if
it's
appropriate,
to
include
some
requirement
for
showing
the
good
faith
efforts
at
recruiting
from
evanston.
M
I
think
that
could
be
added
as
a
condition
similar
to
what
some
plan
developments
have
had
where
there
is
a
a
goal
of
hiring
x
number
of
people,
and
our
wording
is
usually
that
it
goes
through
our
mw
ebe
program
but
stated
as
a
goal,
so
that
it's
not
possible.
The
applicant
can
provide
that
information
to
us
and
then
they're
not
stuck.
I
M
A
Commissioner
halleck,
I
saw
your
no
no
okay,
I
mean
my
thoughts
on
it
really
are
where
I
have
the
biggest
problem
with
this
really
is
the
removal
of
the
building
from
the
tax
rolls.
A
That's
I
mean
I
I
looked
up
this
building
last
year
generated
130
000
in
property
taxes
and
and
that's
being
removed
in
a
in
a
c1
district
of
which
we
do
not
have
a
lot
of
them,
they're
kind
of
scattered
throughout,
but
that's
real,
where
I'm
kind
of
struggling
with
this,
I
realize
that
we
have
not
for
profits
in
town
that
they
often
take
buildings
off
tax
rolls,
but
we
often
hear
many
times
also
at
this
in
the
city
at
city,
council
and
everything
else
about
you
know
northwestern
being
the
biggest
most
egregious
offender
in
that
in
that
area,
but
kind
of
just
looking
at
you
know
as
we
as
we
move
through
budgeting
things
like
that
and
looking
at
our
land
use
and
where
money
is
coming
from
for
from
buildings.
A
This
will
generate
property
taxes,
I'm
sorry
it
will
incr
our
generate
sales
taxes,
but
I
just
I
really
kind
of
have
a
little
bit
of
a
concern
about
taking
any
building
off
of
off
of
our
tax
rolls
and
trying
to
move
as
many
as
we
can
back
on
to
them.
Where
possible.
A
That's
my
big
concern
with
with
this,
as
well
as
the
traffic
problem,
which
I
think
is
something
that
that
can
be
easily
fixed.
I
think
the
traffic
the
traffic
flow
there
can
be
a
way
to
to
fix
that.
It
might
require
reconfiguring
that
parking
lot
in
some
way
in
order
to
to
get
that
to
work,
but
I
think
that's
entirely
possible.
A
I
also
am
a
strong
supporter
of
the
review
process
that
the
staff
is
recommending
under
condition,
4
and
just
really
making
sure
that
I
have
no
reason
to
believe
that
salvation
army,
through
anything
that
they
do,
would
allow
the
cons,
the
the
property
to
become
littered.
But
I
know
how
people
are
who
drop
off
at
salvation
army
and
goodwill
and
the
old
gaia
boxes,
which
used
to
be
all
over
the
place
for
years
with
people
just
kind
of
dropping
things
off,
and
then
people
digging
through
them
and
throwing
things
everywhere.
A
We
do
have
our
nine
standards
that
we
must
find
are
met.
I'm
sorry
did
somebody
say
something.
No,
oh
okay.
I
thought
I
heard
something,
but
so
we
do
have
the
nine
standards
for
special
uses
that
we
must
consider
and
must
find
to
be
met
to
make
a
positive
recommendation
to
city
council
again
remember
this
is
a
special
use
and
therefore
it
is
only
a
recommendation.
A
We
are
not
the
determining
body
on
this
one,
the
first
standard
being
that
it
is
one
of
the
special
uses
specifically
listed
in
the
zoning
ordinance
and
a
resale
establishment
is
listed
as
a
special
use
within
the
c1
commercial
district
and
the
ord
redevelopment
overlay
district.
So
that
standard
is
met,
number
two:
it
complies
with
the
with
the
purposes
and
the
policies
of
the
comprehensive
general
plan
in
the
zoning
ordinance.
A
This
is
the
one
where
I
sort
of
struggle
a
little
bit.
Staff's
reasoning
is
that
this
really
does
help
build
our
economic
base.
I
think,
by
removing
a
building
from
our
tax
rolls
that
really
impacts
our
economic
base.
So
I'm
a
little
torn
on
this
one
I'll
ask
those
commissioners
who
feel
strongly
one
way
or
the
other.
F
A
This
one,
if
they
would
like
to
say
anything
at
this
point.
G
I
think
the
standard
is
met.
You
know
the
there's,
we
don't
know
what
the
county
assessor
will
do.
If
there
is
a
tax
exempt.
You
know
an
application
to
make
this
property
tax
exempt,
because
it's
not
you
know,
it's
not
providing
training
necessarily
and
it's
it's
commercial
in
nature.
So,
but
I
think
that
it
really,
you
know,
having
an
active
commercial
use
in
that
location
rather
than
something
that
may
look
nice
but
doesn't
have
any
customers,
I
think,
is
a
positive
for
the
city.
A
I
think
the
salvation
army
has
gone
to
great
lengths
to
to
try
to
to
propose
a
maintenance
plan
to
to
work
with
the
city
by
agreeing
to
have
reviews
to
make
sure
that
that
if
there
are
problems,
they're
being
addressed
as
well
as
we
have
the
old
litter
collection
plan
that
we
used
to
impose
on
on
type
two
restaurants
about
picking
up
litter
debris
and
other
materials
within
250
feet
of
the
property,
which
is
one
of
the
conditions
proposed
by
staff
and
so
with
all
of
those.
A
I
feel
that
that
if
there
that
there
will
not
be
a
negative
cumulative
effect
and
that
anything
is
does
begin
to
happen,
the
salvation
army
and
the
city
will
will
take
great
steps
to
to
improve
that.
So
I
believe
that
standard
has
been
met.
A
Number
four.
It
does
not
interfere
with
or
diminish
the
value
of
property
in
the
neighborhood.
This
is
a
currently
vacant
building.
We've
heard
a
little
bit
of
testimony
from
one
of
the
neighboring
properties
that
that
is
concerned
about
some
things
again.
A
One
of
the
big
concerns
here
seems
to
be
traffic,
which
is
something
that
that's
addressed
a
little
bit
later
in
our
standards,
but
I
don't
think
that
that
having
an
operating
business
here
granted
that
they
they
are
able
to
keep
up
with
the
issues
that
have
been
addressed
about
maintenance
in,
in
keeping
that
the
the
donations
picked
up
and
clean
that
this.
This
standard
also
has
been
met.
I
believe,
number
five.
It
is
adequately
served
by
public
facilities
and
services,
their
sidewalks
trash
collection,
all
those
sorts
of
things.
A
There
is
some
public
transportation
as
well
as
on-site
parking.
So
I
believe
that
that
standard
has
been
met.
Number
six.
It
does
not
cause
undue
traffic
congestion.
This
is
the
the
one
standard
that
we've
heard
a
little
bit
of
testimony
about
from
various
commissioners
from
mr
kendra
from
the
neighboring
property.
A
I
believe
that
this
standard
can
be
met.
I
don't
know
that
it
is
met
with
what
we
have
seen
presented
here,
but
obviously
there's
going
to
be
a
period
of
time
between
when
we
make
our
recommendation
when
it
goes
to
planning
and
development,
and
I
would
encourage
the
applicant
to
work
with
staff
and
see
if
there
is
some
way
to
address
some
of
those
concerns
before
it
reaches
pnd
and
city
council.
G
F
A
Seven,
it
preserves
significant
historical,
architectural
resources,
there's
nothing.
This
is
a
newer
building.
There's
nothing
historic
about
this
building.
This
used
to
be
some
of
our
big
industrial
land
back
in
the
day.
So
I
don't
believe
that
there's
anything
that
needs
to
be
preserved
there.
Similarly,
I
will
say
the
same
for
condition:
eight
are
for
standard
eight,
which
is
that
it
preserves
significant
natural
and
environmental
resources.
A
A
This
is
a
business
that
has
done
business
since
in
surrounding
cities
for
many
many
years,
and
I
have
no
reason
to
believe
that
they
will
not
meet
any
of
the
regulations
in
terms
of
operating
a
business
that
would
be
placed
on
them
by
the
city
of
evanston.
So
I
believe
that
standard
has
been
met.
A
A
That
that
isn't
a
complete
sentence
as
I'm
reading
it,
the
salvation
army
the
drop-off
area,
as
stated
in
the
proposed
maintenance
plan,
I
think
it
means
that
that
it
be
located
in
the
general
area
in
which
it
is
identified
there
and
that
it,
the
maintenance
plan,
kick
into
effect,
if
necessary,
in
order
to
make
sure
that
the
the
individual
bins
are
kept
empty
and-
and
are,
you
know,
maintained.
G
A
A
A
I
think
that's
a
fine
condition
to
be
placed
here,
as
I
mentioned
before,
we
have
the
litter
collection
plan,
which
is
picking
up
any
litter
debris
other
materials
within
250
feet
of
the
property,
just
kind
of
making
sure
that
you
know
if
things
do
get
out
of
their
bins.
They
aren't
going
to
neighboring
properties,
things
like
that
and
that
the
use
be
reviewed
at
12
months
and
then
conditionally,
every
24
months
thereafter.
A
The
other
two
that
were
added
on
were
that
a
circulation
pattern
be
explored
before
and
I'm
going
to
add
in
before
it
goes
to
pmd,
obviously
so
that
we
can
just
hopefully,
the
city
and
the
applicant
can
come
to
a
better
plan
which
will
mitigate
any
backing
up
of
cars,
especially
into
the
main
artery
into
the
the
neighboring
properties,
and
that
it
have
a
goal
of
hiring
evanston
residence
and
you'd
mention
the
mwbe.
A
M
I
would
word
it
as
the
applicant:
it
shall
shell
as
a
goal
higher
x
number
of
individuals
via
the
mw
ebb
yeah.
We
can
clean
up
that
wording
a
little
bit.
I
know
it's
worded
better
in
in
some
pd's
that
we.
G
Or
just
you
know,
we
have
a
goal
of
maximizing
the
hiring
of
working
with
the
m
mbe
program
to
high
to
maximize
hiring
of
evanston
residents.
A
Any
other
conditions
that
anybody
thinks
would
be
appropriate
again,
remembering
we
are
recommending
bodies,
so
we
can
put
things
in
city
council
can
strip
them
out
on
anything.
But
if
there's
anything
that
you
feel
strongly
on
on
this
property.
A
G
I'll
make
a
motion
to
recommend
that
the
city
council
approve
the
special
use
request
for
2424
oakton
street
21
zm
jv-008.
G
With
the
addition
of
the
six
commission
six
conditions
recommended
by
the
land
use
commission,
I.
A
A
Yes,
I
won't
make
you
go
through
all
the
conditions.
Sometimes
we
used
to
list
all
the
conditions,
but.
F
A
We
just
discussed
all
of
them
in
detail.
I
think
we've
got
them
all
linwall
makes
the
motion
I
heard
colin
make.
The
second
is
that
correct,
commissioner?
Yes,
okay,
so
it's
been
moved
and
seconded.
Is
there
any
further
discussion
hearing
none?
I
will
ask
miss
jones
if
she
would
please
call
the
role.
I
O
I
D
A
Rogers,
I'm
voting.
No,
so
that's
an
eight
to
one
vote
with
a
recommendation,
a
firm,
a
positive
recommendation
to
city
council,
so,
mr
mohammed,
the
city
staff
will
contact
you
to
work
out
those
couple,
little
issues
that
were
being
discussed
that
you
know
we
might
need
to
have
some
more
answers
for
city
council
when
it
goes
to
p
d,
but
other
than
that.
You
move
forward
with
a
positive
recommendation
from
this
board
and
good
luck
with
your
project.
A
Thank
you.
We
now
go
on
to
the
second
item
on
our
agenda
this
evening,
which
is
a
discussion
item
for
sign
and
billboard
regulations,
and
I'm
guessing.
This
is
why
miss
klotz
is
here,
so
I
will
turn
the
floor
over
to
you.
M
Thank
you,
chair
rogers,
so
this
is
for
discussion
only
so
we
are
seeking
direction
so
council
member
suffered
in
brought
this
to
the
referrals
committee
asking
that
staff
look
into
this
first
off.
Our
sign
ordinance
is
currently
within
our
building
regulations.
M
However,
it
is
our
zoning
staff
who
reviews
signage
now:
planner
katie,
ashbaugh
reviews
signage,
that,
along
with
most
communities,
have
sign
codes
within
the
zoning
ordinance.
We
are
looking
for
direction
on
should
we
do
the
same
and
follow
that
and
move
it
into
the
zoning
ordinance.
That
is
question.
One
question
two
is
in
doing
so:
is
there
a
preference
on
how
to
handle
sign
variations?
M
Currently
those
go
to
the
dapper
committee,
but
once
they're
in
the
zoning
ordinance,
they
would
be
handled
as
zoning
variations,
so
they
could
be
minor
variations,
major
variations,
variations
that
proceed
onto
city
council.
M
So
if
there's
any
direction
in
that
and
then
the
last
part
is
billboards,
we
do
not
have
clear
language
within
the
city
code
regarding
billboards
and
there
has
been
a
request
in
the
community
for
a
billboard.
So
we
would
look
for
direction
on
how
we
want
to
regulate
those
some
surrounding
communities
allow
them
but
regulate
them
and
others
completely
prohibit
them.
M
Have
a
few
they
are
on
up
property,
I
believe
so.
The
the
the
billboard
question
specifically
is:
should
we
allow
them
and
regulate
them
on
private
property.
C
M
So
staff
anticipates
pending
your
direction,
that
we
would
come
back
with
a
text
amendment,
but
we're
not
exactly
clear
where
to
start
and
would
like
some
direction
from
you
guys.
A
So
I
guess
my
question
would
be:
I
obviously
don't
have
a
problem
moving
them
into
into
zoning
from
building
that
kind
of
makes
sense.
The
big
question
becomes,
how
do
we
make
them
major
versus
minor
and
not
spend
all
of
this
committee's
time,
literally
approving
little
storefront
signage?
You
know
this.
A
This
reminds
me
of
the
old
air
conditioning
condenser
thing
that
we
used
to
have
where
we
very
rarely
ever
denied
one
on
zba,
but
we
seem
to
have
them
all
the
time
and
it
just
those
eventually
became
an
administrative
minor
variation.
A
So
I
guess
I
guess
my
question
is:
how
would
we
identify
signage
major
versus
minor?
Is
it
based
on
square
footage
of
a
sign?
Is
it
based
on
where
it's
located
the
district?
It's
in?
What
does
the
staff
have
thoughts
about
any
of
that.
J
I
can
speak
to
that
a
little
bit
chair
rogers,
so
in
general
other
communities,
don't
that
in
my
experience
they
don't
have
the
tiered
option
of
sign
variations.
You
either
require
one
or
you
don't.
We
could
certainly
look
into
that,
though,
and
do
it
similarly
to
how
we've
done
it
for
zoning
variations.
J
And
although
I've
just
recently
begun
reviewing
sign
permits,
there
perhaps
could
be
a
similar
mechanism
with
the
35
percent
above
could
be
minor.
Something
like
that.
We
could
look
into
that.
It
would
also
require
just
some
more
research
with
regard
to
how
many
sign
variations
we've
actually
had
applied
for
and
what
their
requests
were.
J
I
know
that
one
came
forward
earlier
last
year
regarding
heights
and
someone
wanted
to
put
in
an
illuminated
sign
on
northwestern's
campus,
but
I
don't
think
there's
something
that
we
see
regularly,
so
I
don't
anticipate
the
volume
being
that
great.
If
that
comforts
you
at
all.
A
A
It
can
mean
anything,
and
so
I
guess
what
I'm
looking
for
is
in
order
to
give
you
direction
for
you
to
tell
me
what
types
of
signs
are
we
really
talking
about.
J
Sure
I'm
happy
to
speak
to
that.
So
right
now
the
permitted
sign
types.
We
have
blade
signs
wall
signs,
we
do
have
permanent
window
signs.
There
are
monument
signs,
those
are
the
ones
that
are
coming
off
the
top
of
my
head.
I
can
check
the
zoning
the
sign
code
for
that,
so
I
think
that
would
generally
so
for
window
signs.
For
example,
it
would
be
with
how
much
of
the
window
they're
wanting
to
cover
so
right
now
there's
a
limit
of,
I
believe,
20
percent
of
the
window
area.
J
So
if
they
want
to
exceed
that,
then
they
would
need
to
come
before
you
and
wall
signs
it's
a
height
issue.
We
don't
allow
any
signs
to
have
be
taller
than
15
and
a
half
feet
on
any
building
which
is
kind
of
why
we
were
posing
the
question
about
billboards
earlier,
because
we
generally
don't
like
tall
signs
on
buildings.
Even
I
think
those
are
those
are
the
main.
The
most
common
sign
permits
that
you
would
see
just
building
identification
or
business
identification.
J
Sorry,
I
just
also
we
do
have
a
unified
sign
plan
procedure
as
well,
so
for
more
of
a
campus
type
development.
Like
the
I
had
an
inquiry
about
the
ameda
saint
francis
hospital.
More
of
a
camp
like
they
would
have
a
sign
plan
and
it
would
come
before
you
for
approval.
J
J
They
would
come
back
to
you
and
that's
kind
of
when
I
think
of
it
as
a
planned
development,
but
for
just
signs
where
they
want
to
be
able
to
do
signs
in
different
locations
where
they
normally
wouldn't
be
allowed
to,
or
they're
allowed
to
have
more
signs
than
the
maximum
number
permitted.
Something
like
that.
A
Okay,
commissioner
linville.
G
Yes,
thank
you.
First
of
all,
I
am
I
I
think
we
should
prohibit
billboards.
You
know
the
ones
that
we
have
have
been
along
green
bay,
road
and
actually,
I
think
the
railroad
embankment
is
private
property
as
well.
I
you
know,
I
I
think
they
should.
You
know
that
that's
number
one,
the
other
thought
that
about
the
signs
would
be.
G
You
know
I
I
I
guess
the
question
for
staff
is:
is
the
the
review
process
going
through
dapper
working
now
and
you
know
one
other
thought
is
now
appeals
go
to
the
planning
and
development.
Maybe
only
appeals
of
the
dapper
recommendations
should
come
to
the
land
use.
Commission.
G
I
don't
know
if
there's
thoughts
between
you
know
if
that
was
part
of
the
city
council
discussion
or
that
you
know,
because
I
I
I
think
that
the
level
of
detail
in
terms
of
of
approving
signs
is
probably
not
something
that
the
land
use
commission
needs
to
be
involved
in
any.
You
know
similar
to
that.
We
were
not
involved
in
the
construction,
maintenance
or
management
plans
for
planned
development,
for
example,.
M
I
believe
the
the
current
sign
variation
process
with
dapper
has
worked
pretty
well,
but
there
is
also
a
referral
in
from
city
council
to
modify
how
we
are
running
dapper
and
that
that
could
affect
sign
variations
so
that
that's
that's
one
reason
that
it
may
be
more
appropriate
to
bring
them
into
this
realm
to
make
sure
that
they
stay
as
a
very
public
variation.
J
I
would
also
note
that
it's
not
uncommon,
for
I
guess
the
equivalent
of
this
commission
in
other
communities
is
the
is
the
plan
commission
or
the
planning,
and
zoning
commission
is
sometimes
what
this
body
is
termed
to
review
sign
variations.
They
typically
are
the
one
that
reviews
them.
M
It
sounds
to
me
like
there.
There
is
definitely
some
concern
that,
if
all
sign
variations
come
to
the
land
use
commission
that
they,
that
could
be
too
much
and
take
up
too
much
agenda
time
and
meeting
time.
So
with
that
in
mind,
staff
could
look
at
past,
sign
variations
and
kind
of
quantify
them
so
that
you
really
know
how
many
we're
talking
about
and
see
if
there
is
a
clear
cut
off
on
on
some
that
that
we
could
appropriately
handle
as
minors.
M
I
I
am
wary
of
that,
because
signage
is
a
very
hot
topic.
M
So
I
would
anticipate
that
if
we
are
able
to
identify
some
some
good
minor
variation
cut
off
for
signage,
that
it
would,
it
would
cover
a
few.
But
anything
that
seems
to
be
somewhat
controversial.
I
think,
would
still
need
to
come
to
this
commission.
A
And
I
think
that's
that's
fine,
because
I
can
see
like
I
said
I,
you
know
if
somebody
wants
to
go
from
20
to
30
percent
of
covering
their
front
signed
other
front
window.
I
don't
know
that's
something
that
this
commission
needs
to
to
really
be
concerned
about.
Somebody
wants
to
put
a
huge
illuminated
sign
in
their
front
parking
lot
area
for,
say
a
fast
food,
restaurant
or
a
bank,
or
something
like
that.
A
That's
something
that's
going
to
draw
more
people
in,
because
it's
going
to
have
a
greater
impact
on
the
neighborhood.
I
mean
putting
it's
it's
kind
of
like
the
buses
that
have
the
the
bus
kings,
the
regular
old
paper
bus
things,
don't
bother
anybody,
but
when
they
started
adding
all
the
led
lighted
ones,
all
of
a
sudden
those
became
a
problem
because
those
are
impacting
people
by
reflecting
in
their
eyes
into
their
homes.
Everything
like
that,
because
those
are
very
bright.
A
So
I
think
that
that,
if
there's
some
way
to
distinguish
those
things
and
if
we
do
have
special
uses
or
plan
developments
that
are
coming
through
to
ask
them
to
get
their
signage
requests
in
early,
so
it
can
be
viewed
as
a
an
entire
project,
as
opposed
to
an
afterthought.
A
Because
then
we
can
talk
about
about
exactly
what
type
of
signage
they're
wanting
to
do.
Where
it's
going
to
go
on
the
property
similar
to
the
to
the
amita
saint
francis
sort
of
thing.
You
know
a
building
that
has
lots
of
signage
needs
to
have
a
better
plan
than
oh
we're
just
going
to
stick
a
sign
in
our
front
window
sort
of
thing.
So,
commissioner,
mirandshov.
N
Thank
you
here
are
my
thoughts
about
signages
and
I'll
talk
first
in
general
and
after
that,
a
little
bit
more
specific.
I
I
think
that,
and
in
this
let's
say
ordinance
or
text,
there
is
a
kind
of
a
something
that
I
was
confused
in
several
places.
N
So
I
was
confused.
What
is
the
difference
and
what
are
the
two
bonds
if
we
can
call
them
this
way,
then,
on
the
topics-
and
I
will
share
my
thoughts
and
after
that
staff
may
answer
this
question
on
the
topic
of
billboards.
I
would
agree
with
commissioner
windwall
about
no
billboards
in
evanston.
I
don't
think
it's
appropriate
my
opinion
regarding
minor,
major
variances
and
so
on.
If
we
have
a
sign
administrator
or
if
the
zoning
administrator
takes
control
of
this,
I
would
leave
to
their
determination
what
will
come
to
our
body
for
final
determination.
N
So
this
will
be
a
kind
of
a
barrier
so
that
not
everybody
comes
to
this
body
and
wastes
the
time
of
more
serious
things.
These
are
my
results.
Thank
you.
M
Just
to
clarify
for
everyone,
dapper
has
been
acting
as
the
sign
review
and
appeals
board,
so
that
language
would
be
changed
over
to
to
say
the
land
use.
Commission.
A
M
Correct
and
he
has
transferred
to
a
different
division
right
and
miss
ashbaugh
has
a
background
in
signage,
so
she.
A
Has
so
in
reality
neither
one
of
the
people
that
were
mentioned
in
the
ordinance
exists
anymore,
they've
been
assumed
by
different
other
different
bodies
or
people.
Commissioner
haleck
you
had
you
had,
I
think,
raised
your
hand,
I'm
you're,
muted,
still.
K
I
was
going
to
agree
with
the
previous
commissioner's
thoughts
on
having
an
individual
or
a
group
like
dapper,
be
the
first,
the
first,
the
first
group
that
reviews
and
then,
if
they
think
the
issue
is
significant
enough
to
refer
it
to
us
and
not
and
not
get
bogged
down
in
well,
it's
10,
more
or
30.
K
A
I
would
just
say
I
agree
with
that
for
the
most
part,
the
thing
that
I
I
would
like
to
give
staff
some
guidance
so
that
it
doesn't
become
an
arbitrary
decision
on
what
comes
to
us.
What
doesn't
come
to
us
and
that's
the
only
reason
that
I
I
would
like
to
see
some
guidelines,
not
necessarily
a
a
a
fully
written
out
this.
A
Commission
I
mean
there's,
there's
another
commission
whom
I
will
not
name
in
the
interest
of
polity,
but
where
staff
is
loath
to
make
decisions
a
lot
of
the
time
because
they
can
be
very
controversial
and
they
just
kick
everything
up
to
the
commission,
and
I
don't
want
to
have
that
happen
with
us.
Commissioner,
linville.
G
Yeah
I
mean,
I
think
that
I
mean
what
we
should
be
talking
about.
Here
are
kind
of
appeals
of
whatever
the
sign
administrator's
decision
was
so
you
know.
Hopefully
it
can
be
worked
out
and
you
know
maybe
it
gets
treated
the
same
way
as
the
appeal
of
a
zoning.
Administrator's
decision
would
be
handled,
but
I
you
know.
I
really
think
that
you
know
the
staff
deals
with
this.
G
They
you
know
every
day
and
I
think
that,
and
they
understand
kind
of
the
nuances
of
most
changes
of
use
and
and
the
you
know
the
business
regulations.
So
I
you
know
I,
while
I
understand
that
that
lots
of
communities
have
you
know,
planning
and
zoning
boards
that
do
do
this
on
a
regular
basis.
I
I
think
that
you
know
we
should
rely
on
the
expertise
of
our
staff
to
the
extent
we
can.
J
I'll
commissioner
linwa,
I
completely
understand
my
only
concern
would
be
that
people
they're
gonna
they're
gonna,
want
to
ask
for
the
bigger
sign
and
that's
not
necessarily
an
appeal
of
the
decision.
That
is
more
of
I
don't
want
to
meet
this
requirement,
so
it
is
a
little
bit
different
than
that.
So
are
you?
J
G
Well,
I
just
assumed
that
they
met
the
code.
You
know,
I
think
that
you
know
it's
a
well
thought
out
code.
I
don't
know
if
there
are.
G
You
know,
sign
code
if
there's
like
a
sign
code
manual
that
that
has
been
developed
like
there
are
with
you
know
the
design
review
standards,
but
you
know
I
you
know
one
of
my
concerns
well,
just
with
with
anything
is
the
people
who
who
don't
take
no
for
an
answer
are
gonna
keep
trying
to
go
up
the
food
chain
and
obviously
right
now,
dapper
and
then
planning
and
development.
Are
you
know,
kind
of
the
the
you
know
the
food
chain
as
it
were?
G
You
know
it's
it's
hard
to
say
you
know
what
the
best
you
know,
what
the
best
approach
is,
and
you
know
and-
and
you
know
again,
you
know
if
you
read
through
the
sign
code-
it's
very
very
detailed.
It's
a
lot
more
detailed
than
most
of
the
sections,
the
other
sections
of
the
zoning
code,
so.
A
So
I
don't
know
if
that
gives
staff
direction
that
they're
looking
for,
if
you
have
any
specific
questions
of
us,
but
I
think
you,
I
think
I
think
we
all
seem
to
be
pretty
much
in
agreement,
that
billboards
are
a
no-go
in
evanston,
I'm
seeing
a
number
of
heads
shake.
Yes,.
A
M
I
was
just
gonna
say
we'll
clearly
look
into
the
minor
variation
option.
Are
there
feelings
on
if
the
land
use
commission
should
be
the
final
determining
body
in
in
major
instances
or
if
they
would
like
to
be
a
recommending
body
to
city
council.
G
A
Signs,
I
think,
that's
what
I
think
from
I
mean
not
knowing
the
history
of
this
that's
kind
of
the
sense
I'm
getting
here
is
that
they're
booting
it
down
to
us
to
deal
with,
so
they
don't
have
to
necessarily.
A
I
may
be
wrong
on
that,
but
that's
that's
that's
how
I'm
interpreting
this
is
that
we're
it's
being
booted
to
us,
because
nobody
else
wants
to
deal
with
it
at
some
level,
and
so
we
don't
really
want
to
deal
with
it.
A
lot
here
is
the
answer.
So
maybe
we
can
agree
to
have
take
on
some
of
the
burden
in
the
interest
of
being
team
players,
but
not
have
us
be
the
final
determination
for
every
single
thing,
commissioner
cooktel
you've
not
weighed
in
yet
so
I'll.
H
Thank
you
yeah.
I
just
want
to
express
that
I'm
sensitive
about
this
group
taking
on
this
kind
of
load,
as
we
all
know
you
know,
the
scope
of
this
group
has
has
has
already
been
combined
from
two
different
groups
and
we're
meeting
with
twice
the
frequency
that
we
did
from
prior
this
year.
So
I'm
really
sensitive
to
adding
more.
I
personally
I'd
be
comfortable
with
this
resting
entirely
with
city
staff,
and
it
doesn't
necessarily
also
matter
to
me
whether
or
not
the
ordinance
is
in
the
building
side
or
the
zoning
side.
J
In
addition
to
the
sign
code,
I
would
of
course
need
to
confirm
this
with
the
law
department,
but
what
if
there
was
a
consideration
of
a
group
of
you
that
are
not
completely
imposed
to
reviewing
sign
variations?
If
there
was
a
subcommittee
that
reviewed
and
then
they
would
meet
less
frequently
than
this
body,
just
something
to
think
about.
We
can
look
into
that
as
well,
because
I
I
especially
given
the
last
meeting
agenda
that
we
had
with
four
items.
A
I
also
think
that
you
know
having
us
in
the
off
chance
that
we
do
have
no
meeting
having
us
have
to
meet.
To
approve
a
sign
is
not
the
best
use
of
our
time
and
and
asking
people
to
wait
for
signage.
A
I
don't
like
to
ask
people
to
wait
for
us
to
be
able
to
meet
if
we
can
help
it,
because
that's
not
necessarily
fair
to
them,
but
I
think
I
think,
there's
a
couple
good
options
here
and
I
think
it's
just
a
matter
of
putting
some
of
them
down
on
paper
and
looking
at
them
and
saying:
okay,
what
are
the
pros
and
cons
of
each
one
of
these
you
know,
obviously
having
a
small
group
of
maybe
three
people
who
who
do
it
is
is
one
thing
as
opposed
to
the
whole
board,
doing
it,
there's
an
option
of
having
staff
do
most
of
it,
but
for
certain
things
kicking
it
to
us-
and
maybe
that's
you
know
illuminated
signs
over
such
a
size
or
something
as
simple
as
that,
as
opposed
to
every
illuminated
sign.
A
If
you're
putting
in
a
blade
sign,
that's
that's
three
feet
by
two
feet.
I
don't
think
that's
something
that's
going
to
have
a
huge
impact
on
the
city
if
you're
putting
in
a
sign
like
we
see
on
some
of
these
building
the
us
bank
on
howard
street,
I
know
wanted
a
huge
illuminated
sign
at
one
point.
You
know,
that's
obviously
going
to
have
something.
That's
that's.
You
know
50
square
feet
of
signage
versus
five
square
feet
of
signage.
A
That's
illuminated
has
a
different
impact
on
the
neighborhood
and,
again
anything
we
can
do
to
with
special
uses
with
plan
developments,
those
sorts
of
things
getting
that
signage
in
as
part
of
that
prop
of
that
project
I
think
works
to
our
advantage,
because
then
it's
a
whole
package,
that's
moving
through,
as
opposed
to
us
approving
a
planned
development
than
them
having
to
go,
get
signage
somewhere
else,
and
they
may
not
know
that
all
at
once,
but
anything
we
can
do
to
to
encourage
them.
A
G
Yes,
just
following
up,
I
mean
one
of
my
my
reasons
for
wanting
to
have
this
stay
at
dapper
and
staff.
Is
they
do
meet
on
a
regular
basis,
and
you
know
even
meeting
twice
a
month
that
that
couldn't
delay
a
business
being
able
to
you
know
get
their
signage
approved
and
get
it
into
the
you
know
into
the
work.
So
you
know
for
all
of
those
those
reasons.
G
I
just
don't
think
that
you
know
unless
there's
something
specific,
you
know
like
the
you
know
whether
or
not
you
know
office
depot
could
put
the
sign.
You
know
above
their,
you
know
above
their
building
and
some
of
the
other
things
that
were.
You
know
something
major
like
that.
I
I
think
that
this
should
stay
at
the
staff
level
to
the
extent
really
possible.
A
If
you
want
to
you,
know
kind
of
put
together
something
a
little
more
concrete
and
then
maybe
present
that
to
us
at
our
next
meeting
or
so
where
we
can
have
a
little
more
detail
and,
like
I
said,
maybe
it's
three
different
options
and
we
just
kind
of
say
this
is
the
one
that
we
like
best
and
feel
most
comfortable
with,
but
something
that
that
we
can
react
to.
M
We
will
plan
to
bring
this
back
as
a
text
amendment
likely
in
april.
C
A
B
Yes,
so
this
will
hopefully
be
a
fairly
quick
discussion,
because
we
are
learning
some
additional
information
and
trying
to
confirm
but
israel,
where
we
have
a
lot
of
boards
and
commissions
in
evanston
and
inevitably
that
leads
to
some
occasional
overlap
in
our
meeting
times.
B
So
it
was
brought
to
our
attention
that
there
are
some
council
members
that
are
on
other
boards
and
commissions
who
would
like
to
be
able
to
attend
or
watch
the
land
use
commission
meetings
and
are
unable
to
because
they
are
at
their
particular
border
commission
meeting.
So
it
was
strongly
suggested
that
we
have
a
discussion
about
mostly
possibly
moving
the
second
meeting
of
the
late
news
commission.
We
believe
that
would
be
really
confusing
to
deal
with.
B
So
we
are
asking
for
possible
suggestions
on
changing
the
date
to
possibly
tuesday,
since
the
zoning
board
was
used
that
date
or
perhaps
thursday-
and
this
is
if
this
is
necessary-
because
we
have
learned
that
the
other
committee
in
question
may
be
moving
their
meetings.
So
this
might
not
be
necessary,
but.
A
I'm
guessing
economic
development
committee
is
the
biggest
bugaboo
here
that
we're
talking
about.
I
got
a
phone
call
or
an
email
last
time
saying:
hey
are
you?
Are
you
the
representative,
because
we
need
you
for
quorum
and
it's
like?
No,
I
have
a
meeting.
I
have
to
go
to
that's
not
possible.
A
A
There
are
very
few
issues
that
they
they
are
even
allowed
to
address
us
on,
basically
those
being
text,
amendments
and
things
in
which
they
are
immediate
neighbors
to
so
I
don't
know
what
the
what
the
problem
is
with
them
being
able
to
watch
it
at
a
later
time,
as
opposed
to
watching
it
in
real
life
in
real
time.
A
A
I
will
say
right
up
front.
Thursdays
are
not
good
for
me
because,
since
I
sit
on
ridgeville's
board,
we
have
our
meetings
on
on
thursday.
A
But
I
would
prefer
us
to
maintain
our
our
existing
schedule,
but
I'll
ask
other
board
members
if
they
have
any
strong
feelings,
one
way
or
the
other.
G
I
don't
really
care,
I
mean
I
was
one
of
the
ones.
When
I
was
chair
of
the
plan
commission,
you
know
there.
I
was
the
liaison
for
the
economic
development
committee
and
that
did
create
you
know
an
issue
a
couple
of
times,
so
how,
however,
I
understand
that
we
don't
have
a
liaison
anymore.
You
know
that
role
so.
N
G
N
Thank
you.
I
think
that
this
schedule
was
a
kind
of
a
coordinated
with
everyone
and
published
so,
and
every
one
of
us
has
somehow
coordinated
his
or
her
schedule
with
other
events
or
family
events
or
whatever,
so
I
would
prefer
to
stick
to
the
schedule
that
we
already
have.
A
I
see
commissioner
cullen
has
put
in
the
comments
that
she
would
like
to
move
the
meeting
still
too
to
tuesdays.
I'm
sorry,
not
until
tuesday.
H
Yeah
I'd
agree,
I
don't
see,
I
don't.
I
don't
see
a
compelling
reason
to
change
based
on
this
request
alone.
We've
already
set
our
schedule
and
all
of
it
and
like
commissioner
miranda,
I've
just
said:
we've
all
done
things
in
our
personal
lives
to
make
sure
that
you
know
we
can
commit
to
wednesdays.
A
So
I
guess
miss
jones.
What
are
you
just
looking
for
general
thoughts
from
us
is,
I
I
don't
know
how
this
was
put
to
you
from
council.
B
It
was
kind
of
trickled
down
to
me.
It
essentially,
as
I
mentioned
earlier,
of
other
councilmembers,
having
conflicts
with
other
boards
and
committee
meetings
and
wanting
especially
that
second
wednesday
or
the
fourth
wednesday,
technically
to
be
changed
to
avoid
that
conflict.
B
But
I
hear
what
everyone
is
saying.
I
see
the
one
vote
for
tuesdays.
I
will
relay
this
message
and
I
understand
where
commissioners
are
coming
from
with
their
concerns.
A
I
don't
think
we
have
any
public
left
to
comment
so
with
with
that,
I
will
ask
if
there
is
a
motion
to
adjourn.
J
A
Where,
where
do
we
stand
in
the
governor?
I
know
that,
because
there
was
some
discussion
about
whether
this
meeting
was
even
going
to
be
able
to
be
held
based
on
the
governor's
discussion
are
his
emergency
declaration
and
everything.
So
I
don't
know
where
we
stand
on
any
of
that,
and
I
don't
know
if
it's
within
our
prerogative
to
make
a
decision
on
whether
we
meet
in
person
or
remotely
once
that
is
gone.
J
I
can
I'll
defer
to
assistant
city
attorney,
brian
george,
on
that,
with
regard
to
the
governor's
order
and
expiration
and
such.
J
J
It
was
going
to
expire
on
the
5th
and
he
extended
it
like
4
45
p.m.
On
the
fourth,
and
now
it's
going
through
april
5th
go
ahead.
Melissa.
M
Yes,
as
katie
said,
so,
it
was
extended
for
30
days.
So
we
have
noticed
our
march
30th
meeting
to
be
virtual,
but
we
are
planning
to
notice
our
april
meetings
and
and
beyond,
as
in
person
with
the
understanding
that
the
governor's
order
is
likely
to
expire
by
that
point.
But
we
have
to
make
our
decisions
weeks
earlier
for
noticing
purposes
so
plan
to
be
in
person
in
april.
M
In
any
way
correct
once
the
once
the
expiration
happens,
we
cannot
have
fully
virtual
meetings
per
the
open
meetings
act.
We
could
do
hybrid
meetings,
but
we
are
not
staffed
to
do
that.
We
would
need
hybrid
staff
who
can
handle
the
the
virtual
part.
So
none
of
the
boards
and
commissions
in
the
city
are
prepared
to
do
that.
So
we,
our
only
real
option,
is
that
we
have
to
go
fully
in
person.
A
Okay,
commissioner
westerberg,
you
had
your
hand
up
for
a
minute.
I
don't
know
if
you
had
something
you
wanted
to
add.
I
O
I
do
have
a
question,
I
have
a
health
issue
and
I
will
I
guess
the
question
is
to
staff.
What
do
I
do
if
I
need
to
take
some
time
off,
or
should
I
just
resign.
M
You
know
why
don't
we
connect
offline
and
talk
about
it.
C
A
And
I,
and
I
would
say
that
that
as
chair
of
the
board,
when
we
do
come
back
into
person,
I
fully
expect
to,
and
if
people
want
to
wear
masks
that
is,
I
will,
I
will
be
wearing
a
mask
because
of
previous
health
issues
and
also
just
kind
of
wanting
to
make
sure
that
we
all
don't
take
our
masks
off
and
then,
a
month
later,
we've
been
down
this
road
too
many
times
where,
a
month
later,
it's
like.
Oh
everybody
wants
to
put
their
mask
back
on
because
we've
got
a
new
variant
coming
out.
A
So
I'm
I
will
wear
my
mask,
but
I'm
not
going
to
say
everybody
has
to
it's.
It's
really
up
to
the
individual
commissioners
as
to
how
comfortable
you
feel
once
we
do
go
back
into
person
as
to
whether
or
not
you
wear
masks
that
sort
of
stuff.
A
N
A
I
don't
know
who
said
that
was
commissioner
westerberg.
Oh
I'm
sorry
so
moved
by
colin
seconded
by
aravalo,
those
in
favor,
please
say
aye.
A
Please
stand
adjourned
and
again
a
reminder
that
our
next
meeting
will
be
on
the
30th
not
on
the
23rd,
so
we
will
be
slightly
varying
from
our
regular
schedule.
Thank
you.
