We've
got
Marian
Macbeth
with
us,
as
Brian
mentioned
hi
Marian
nice
to
nice.
To
see
you
dick
beech
who's,
our
other
board
member
couldn't
be
here.
Something
just
came
up,
so
it's
Marian
and
I.
Think
today
the
the
first
thing
is
in
terms
of
the
agenda:
I've
called
it
to
order
suspension
of
the
rules,
so
I
am
moving
to
suspend
the
rules
to
allow
us
to
participate
electronically
and
by
telephone
which
is
now
allowed
because
of
the
pandemic.
As
I
mentioned.
First
item
on
the
agenda
is
approval
of
our
meeting
minutes.
Marian.

The
first
one
is
Chili's,
grill
and
bar,
which
is
been
here
for
a
long
time
here
in
Evanston
right
there
at
the
at
the
corner
on
maple,
and
was
it
Clark
that
is
Clark
on
that
far.
If
that's
the
that's
the
corner
of
it,
but
I
know
we
have
grace
here
so
grace.
Why
don't
you
just
introduce
yourself
for
the
record
and
share
with
us
the
I
presume,
it's
a
change
that
you're
looking
to
make
is
I.
Imagine
you've
had
a
liquor
license,
so
I
just
want
to
understand
that
welcome.
D
D
What
we
are
trying
to
do
now
is
to
apply
to
have
the
classy
liquor
license
approved
because
the
franchisee
wants
to
give
the
restaurant
back
to
the
company
so,
instead
of
it
being
a
franchised,
Chili's
location.
This
proposal
and
for
your
consideration
is
to
convert
it
to
a
company
owned
Chili's
location
where
Restaurant
Corporation
operates
Chili's
throughout
the
country,
and
we
would
very
much
appreciate
the
liquor
board's
consideration
and
approval
of
this
request.
Okay,.
E
E
E
E
E
Let's
see
I
know
we
have
Eleanor
Ravel
here,
but
she's,
the
seventh
Ward
Alderman
she's
here
for
the
next
item
on
the
agenda.
You
are
in
I'm,
not
sure
Brian
do
you
know.
Are
they
in
the
first
word
of
the
second
Ward
second
court?
Okay,
so
grace
ultimen,
Braithwaite
Peter
Braithwaite
is
the
alderman,
because
this
is
pretty
standard.
What
you're
looking
to
do
here,
if
you
want
to
approach
and
Brian,
can
connect
you
to
the
aldermen
and
ask
that
the
rules
be
suspended.
It
could
go
forward
on
July
13th
for
introduction
and
approval
in
action.
D
E
E
Whenever
it
comes
with
a
liquor,
license
you're
a
big
corporation
you've
operated
here
for
a
long
time.
Obviously,
it's
changed
from
the
franchise
to
the
corporate
I.
Have
zero
tolerance
for
underage
drinking?
Obviously
we're
a
big
University
here
we
have
lots
of
young
wonderful
young
people
here
and
I
have
no
tolerance
for
over
serving
people,
and
so
you've
always
operated
responsibly.
I
expect
you'll
continue
to
do
that
as
the
the
burger
restaurant
corporation,
the
owner
of
this,
this
Chili's
grill
and
bar.
If
that.
B
D
E
You
thank
you
all
right,
grace,
you're
welcome
to
stay
or
you
can
drop
off
since
your
business
is
taken
care
of
we're.
Gonna
move
to
the
next
item
on
the
agenda,
which
is
dealing
with
with
the
American
Legion,
which
is
a
wonderful
organization
here
in
town
that
represents
our
veterans
and
I,
know.
We've
got
Brett
here
and
there's
a
change
that
has
been
floated
around
to
make
it
to
the
liquor
code,
section
3,
4
6.
E
C
Sure
so
the
code
as
it
stands
right
now
section
3,
4,
6
s
which
governs
class
s
licenses,
allows
it
pretty.
Much
only
applies
to
the
American
Legion
they're.
The
only
licensed
Class
S
license
holder
in
Evanston
basically
deals
with
nationwide
veterans
groups,
and
as
of
now,
it
limits
service
of
alcohol
to
members
and
their
guests,
and
the
proposed
change
to
the
code
would
get
rid
of
that
restriction
and
open
up
service
to
non-members
as
well
in
talks
with
the
American
Legion.
C
E
E
Place
that
they've
done
a
great
job
with
the
outdoor
area,
they're
really
practicing
social
distancing
and
all
that
I
think
it's
great,
but
I
guess
I
also
thought
in
the
past
that
maybe
you
had
served
non-members
and,
and
so
maybe
now
it's
like
hey.
We
want
to
make
sure
we're
abiding
by
all
the
ears
and
our
license.
Yeah.
B
And
I
can
certainly
speak
to
that,
so
the
the
license,
because
its
members,
members
and
guests
has
been
always
in
general,
there's
always
been
a
member
with
other
guests,
so
in
in
reality
there
have
been
general
public
but
they've
always
been
considered
guests
of
the
you
know
of
the
member
that
they
were
with
at
this
point,
with
wanting
to
expand
to
the
general
public
we
want
to
again.
We
just
want
to
make
sure
that
we
are
following
the
rules
and
making
sure
that
you
know
we're
not
getting
anyone
to
slip
by
you
know
we
don't.
B
You
know,
as
we've
been
here
a
hundred
and
one
hundred
and
a
half
years
now,
so
it's
been
quite
a
while
and
one
of
the
things
that
why
we,
the
request,
has
been
made
to
change
the
class
s
is
because
the
membership
as
a
whole
and
and
the
board
especially
considers
a
class
s.
You
know
their
legacy
to
a
certain
sort.
B
We're
able.
Then,
to
continue
to
operate.
Obviously
you
know
keep
the
lights
on,
keep
the
TVs
working,
but
in
a
dish,
in
addition
to
that
be
were
a
asset
for
the
neighborhood
I
live
block
and
a
half
away.
All
of
my
neighbors
are
have
become
members
of
the
Legion
because
they
want
to
hang
out
at
the
Legion
and
especially
on
the
patio
now
with
all
the
social
distancing
and
everything
else.
That
goes
with
that.
B
We
are
fortunate
enough
to
have
partnered
with
the
golf
course
at
the
same
time,
in
a
partnership
for
outdoor
space,
so
that
we
can
then
have
everyone
socially
distant,
and
we
found
that
really
everyone
has
been
very
you
know.
It's
been
very
happy
with
that
opportunity,
because
there
really
is
not
anywhere
else
in
Evanston,
where
you've
got
that
much
space
to
deal
with
so
we've
gone
above
and
beyond.
You
know.
B
Change
would
just
be
a
very
good
thing
for
us
to
make
sure
that
we're
in
compliance
with
everyone,
the
Golf
Course,
had
also
made
the
request,
because
they
want
to
again
because
we're
two
separate
organizations
they
wanted
to
make
sure
that
everyone
is
covered
by
insurance,
and
we
don't
you
know
we
don't
run
into
any
issues
with
that
I.
My
only
my
only
comment
would
be
is
I
would
be
remiss
and
not
asking
for
a
little
bit
less
of
a
fee.
B
Only
because
I
don't
consider
us
really
a
competition,
for
you
know
a
ten
mile
or
a
blue
stone
or
anyone.
That's
in
our
neighborhood,
because
we're
not
on
that
level.
You
know
we
are
a
bring
your
own
chair
type
of
place,
sit
at
a
table,
have
a
couple
of
cocktails,
have
a
frozen
pizza,
and
you
know
at
that
point
your
your
clientele.
C
E
F
B
Now
yeah
now
we
we
also
do
have
a
commercial
kitchen
kitchen
license.
We
have
food
service
managers
on
staff
all
the
time
we
we
are
considering
doing
some
more
food
at
this
point,
but
there
are
some.
You
know,
factors
with
that.
We
need
we
needed
some
upgrades
to
make
sure
that
you
know
we
had
a
freezer
that
works
and
I
mean
just
just
some
things
that
we
really
as
a
frozen
pizza.
B
We
have
one
big
fro,
you
know
we
have
one
big
freezer
and
it's
full
it's
full
of
pizzas
and
we
have
little
pizza
electric
pizza
ovens
that
they
cook
it
I,
don't
know
exactly
how
they
do
it,
but
it
is
the
best
frozen
pizza.
I've
ever
had,
which
is
kind
of
way.
I
know
that's
kind
of
a
weird
thing
to
say:
well,
we
get
it
from
East
Side
Cafe,
which
also
does
Whole
Foods
they've
got
them
at
Whole
Foods
at
the
same
time,
but
it
is.
F
B
Yeah
and
we're
mean
it
if
need
be,
I
am
sure
that
John
from
bluestone
and
any
of
the
guys
from
ten-mile
would
probably
tell
you
the
same
thing.
You
know
ten
mile
actually
donated
furniture
to
the
patio
quite
a
few
years
ago,
when
I
first
started.
So
all
that
you
know
all
of
the
black
furniture,
that's
on
the
patio
right
now
was
originally
ten
miles
furniture.
So
you
know
it
is
a
you
know.
B
F
B
We
can't
serve
them
so,
but
normally
what
happens
is
so.
We've
got
a
couple
of
different
levels
of
membership,
and
you
know
there
is
the
the
true
veteran
membership.
There
is
the
SAO,
which
is
the
son
of
an
American
Legion
and
then
there's
a
booster
I
personally
am
a
booster,
so
I'm,
just
a
member
of
the
community
I'm
a
neighbor.
You
know
in
most
cases
when
that
happens,
the
question
would
be
all
right.
So
we
know
you're,
not
a
member.
B
Would
you
like
to
become
a
member,
and
at
that
point
it's
$25.00
a
year
for
a
membership.
So
if
they're
golfing
there
a
couple
times
a
year,
they
can't
take
it
off
the
patio.
However,
at
this
point
now,
I
have
heard
the
Canal
Shores
now
in
the
future
may
have
a
different
license
for
that.
But
from
our
perspective
you
know
they
obviously
can't
go
past
the
the
parameters
that
we
you
know
that
we've
set,
so
it's
not
like.
We
can
sell
it
for
them
to
go
out
on
a
cart
and
go
from
there.
B
But
and
again
it
is
a
matter
of
alright.
If
you
are
not
a
member,
you
need
to
be
a
member
for
us
to
sell
it
to
you,
because
that's
how
our
liquor
license
goes.
We
have
not,
in
general,
had
a
problem
with
that,
though,
because
our
our
membership,
you
know
dudes,
are
so
low
that
they're,
like
alright
fine
for
25
bucks,
I
I'd
like
to
go
sit
and
have
a
couple
beers
on
the
patio
and
I'll
be
back
in
three
weeks
anyway.
So
I
might
as
well
right.
B
F
B
E
Bret
I
just
have
one
follow-up
question
to
that
house,
so
you
talked
about
the
freezer
full
of
frozen
pizzas
and
I
and
I
know
it's
a
partnership.
I
think
that
you
have
with
the
kitchen
downstairs,
but
in
the
summer
at
least
last
year
may
be
different.
Now
because
of
the
pandemic,
they
had.
You
know
hamburgers
and
hot
dogs
and
food
like
that,
that
you
could
get
I
realized.
The
Legion
runs
year-round,
that's
only
open
summer
period,
but
if
that's
still
true
that
there
is
food
down
there.
B
They
we
have,
we
have
stopped
doing
that,
mostly
because
of
the
logistics
of
how
it
had
to
run
and
partially
pandemic,
partially,
just
the
amount
of,
in
all
reality,
the
amount
of
effort
that
had
to
go
into
making
that
one
hamburger
became
more
cumbersome
than
we
could
really
handle
at
this
point,
with
with
some
changes.
As
far
as
we
are,
you
know,
I,
don't
know
if
you
see
it,
but
we're
we
are
putting
in
a
permit
for
replacing
our
our
hood.
B
That
is
up
in
the
kitchen
with
a
new
hood
and
fire
suppression,
and
that,
in
turn,
will
allow
us
to
do
actual
cooking
up
in
the
up
in
the
kitchen
on
a
more
than
right
now
you
know
our
insurance
and
everything
covers
us
for
Legion
events.
So,
let's
say
10
times
a
year
we
cook
in
the
kitchen
and
we're
covered
by
that
the
the
thought
process
would
be
as
since
we
we
found,
we
found
a
used
hood.
You
know,
we've
got
some
guys
that
have
do
this
and
have
given
us
a
real
break.
B
So
we
can
put
in
this
hood
relatively
well,
not
inexpensively,
but
at
a
better
price,
and
we
could
afford
normally
so
that
we
do
have
that
ability
going
forward
once
that
is
done.
Yes,
we
would
like
to
go
back
to
possibly
the
hamburgers
and
hotdogs
and
maybe
throw
some
tacos
in
there
just
some
easy
outside
type
of
type
of
food.
My.
B
E
B
E
All
right,
so,
let's
see
assuming
there's
no
other
questions
here
for
for
Brett
on
this
license
change.
So
the
way
I
understand
Brian.
This
would
work
is
first,
oh
no!
Actually
they
already
have
you
know.
Let's
see,
maybe
I
need
you
to
take
us
through
the
process.
I
presume
this
change,
if
we
approved
it
here
at
the
liquor
board,
would
go
to
the
City
Council
on
July
13
and
then
after.
If
this
change
is
approved
by
the
council,
does
American
Legion
need
to
do
anything
at
that
point
or
they
already
have
the
class
s.
C
Yeah
they
already
have
the
class
s,
they
would
need
to
pay
the
difference
and
I
would
need
to
talk
to
Stephen,
O'sullivan
and
Alex
Thorp,
but
I
think
that
it
would
probably
be
prorated
just
given
that
I'm
not
exactly
sure
when
their
current
license
runs
out,
but
we
would
probably
prorate
it
and
I
can
I'm,
not
a
hundred
percent
sure
of
the
details
on
that.
I
need
to
talk
to
Stephen,
O'sullivan
and
Alex
Laura
about
that.
E
E
F
E
Right
and
then
Bret
obviously
would
this
expand.
Expanded
license
same
thing
that
I
mentioned
to
Graceland
earlier,
it's
a
privilege,
not
a
right
to
have
a
liquor
license
in
Evanston
and
you've,
always
that
you
know
responsibility
as
an
organization
both
not
over
serving
people
and
not
serving
minors.
We
expect
the
same
level
of
attention
to
running
your
business.
B
B
Yeah,
absolutely
we
have,
we
have
non-alcoholic
beer,
then
we
also
have
sodas
cranberry
orange
juice.
You
know
that
sort
of
stuff
we
have
had
juice
boxes
and
their
juice
like
bags
in
the
past.
They
haven't
done
that
yet
because
without
the
camps
and
everything
kind
of
going
there,
we
haven't
really
had
much
use
for
it.
Most
of
our
our
people
have
been
coming
in
lately,
I've
not
been
children,
whereas
in
the
past
you
know
it's
been,
you
know
more
more
kids
right
at
this
point.
It
hasn't
been
so
yes,
absolutely
all.
