I'm,
the
illinois
state
police
seized
fun
cases,
especially
the
one
where
a
hundred
and
ten
grams
of
cocaine
was
included.
I
mean
these
answers.
Don't
include
like.
Where
did
this
happen?
You
know
who
did
it
who
got
arrested,
and
so
I
would
really
like
that
information.
It
might
have
been
in
the
Daily
Bulletin,
but
I
can't
connect
them.
I,
don't
need
it
right
now,
but
I
would
sure
like
it.

a
3.1
approval
of
contract
award
to
urban
works,
limited
for
comprehensive
signage
design
program
that
was
RFP
12
dash
41,
and
this
comes
to
us
and
recommendation
from
the
transportation
and
parking
committee
and
the
Economic
Development
Committee
to
authorize
the
city
manager
to
execute
a
contract
for
a
comprehensive
signage
designed
to
urban
works
in
the
total
amount
of
fifty
two
thousand
two
hundred
seventy
dollars.
D
H
A
Evening,
Steve
Griffin,
director,
Community
Economic
alderman
Holmes,
is
correct,
but
it'd
be
great.
Three
years
ago
we
had
funded
this
in
as
block
Club
signage,
and
we
wanted
to
roll
this
into
the
comprehensive
sign
and
look
and
see,
there's
a
very
small
percentage.
So
all
four
thousand
of
this
dollars
isn't
going
for
that
it
of
it
is
going
for
the
actual
construction
of
the
silent
weary
having
those
identified
that
three
funds
that
are
going
to
be
used.
A
C
A
We
have
we
have
to
build.
This
is
for
the
design
part
of
it
so
of
like
I
said.
Ten
percent
of
that
for
a
thousand
dollar
amount
will
go
to
the
design
portion
of
it,
but
the
vast
majority
is
going
to
be
for
the
actual
installation
of
the
block,
Club
sign
that
will
bid
all
those
dykes.
So
you'll
see
a
lot
of
money.
That's
been
identified,
that's
the
whole
capital
improvement
program
of
those
three
line,
items
that
you
know
the
design
part
of
it.
It's
like
ten
percent
of
that
total
amount.
Well,.
D
It
seems
to
me
that
over
the
years
we've
done
a
lot
of
block,
Club
signs
and,
and
things
like
that
over
there
I
remember
once
when
we
did
block
Club
stuff,
and
we
were
handed
these
reusable
bags,
the
bright
pink
bags.
We
had
2nd
Ward
banners
all
over
the
place.
I
mean
I,
I,
just
don't
know
what
they
really
do
in
the
scheme
of
things.
I
need
to
remember,
seeing
one
lately
I
mean
maybe
they're
up
there,
but
they're
military.
Let's.
D
I,
just
and
I
still
jet
to
the
experts
being
used
for
sign
for
CDBG
money.
Why
can't
you
know
just
because
it's
a
CDBG
eligible
neighborhood?
Why
can't?
Why
can't
like,
in
the
8th
ward
of
the
fourth
fifth
floor,
adore?
Second,
why
can't
we
get
the
same
kind
of
money
that
the
other
neighborhood
gets
so
I
object
to
it,
I
mean
if
I
knew
about
this
before
and
I
do
recall
something
about
it.
I
just
didn't
think
it
was
going
to
be
used
in
this
way.
I
just
lied.
H
Complaining
about
this
for
the
last
three
years
that
we
had
to
wait
so
long
before
we
could
get
approval
for
the
fines.
We
actually
had
a
design
ourselves,
but
the
city
wanted
all
the
signs
to
be
uniform.
So
that's
why
the
money
was
held
over
if
I
think
I'm
speaking
correctly
on
that.
But
the
whole
idea
was
to
the
impact
of
the
neighborhood.
The
blocks
really
wanted
to
identify
themselves
as
as
black
Club.

Michael
Cole
from
First,
Bank

is
here
this
evening
to
answer
any
questions
regarding
the
specifics
of
the
line
of
credit,
and
just
one
final
thing
is:
is
that
should
we
be
successful
and
continue
with
our
projects,
this
line
of
credit
could
be
expanded.
G
This
fall,
if
need
be
as
we
move
forward
with
those
projects,
but
I
think
it's
important
to
note.
If
we
had
borrowed
these
funds
with
the
general
obligation,
issuance
we'd
have
borrowed
it
all
at
once,
then
it
would
have
not
been
in
use
right
of
way.
It
would
have
been
taxable
and
so
now
we're
paying
a
lower
rate
and
we're
only
paying
on
the
amount
borrowed
and,
as
noted
in
the
memo
once
we
complete
the
projects
and
we
go
more
towards
a
long-term
focus.

a

of
a

in
the

a

term
from
July.
First

2012,
with
an
option
to
extend
and
lease
at
a
rental
rate
of
eight
thousand
eight
hundred
dollars.
D
Don't
think
I've
ever
been
more
confused,
I'm
sure
some
people
will
think
so
then,
with
the
relationship,
the
city
of
Evanston
and
this
council
has,
with
the
library
so
I'm
wondering
number
one
who
owns
the
library
building
and
number
two
and
I
hope.
It's
still
us
and
number
two
who
gets
the
eight
thousand
dollars.
J
J
This
relationship
we
had
previously
been
approved
by
the
council
in
June
and,
as
you
may
recall,
then
the
cook
county
decided
to
change
the
way
they
provide
workforce
assistance
and
so
the
entity
that
this
lease
was
executed
with
no
longer
existed
due
to
their
their
reconcile
reconfiguration,
and
so
this
represents
the
the
entity
that
continues
to
provide
a
service
that
has
been
providing
the
service.
But
it's
a
new
group
signing
the
lease
for
the
same
service.
That's
been
provided
for
many
years
at
the
main
library
that.
D
K
Chair
members
of
the
committee
good
evening,
the
avastin
public
library
is
a
department
of
the
city
of
Evanston.
The
building
is
owned
by
the
city
of
Evanston.
The
department
is
still
under
the
control
of
the
city
manager.
As
you
recall,
the
council
did
make
a
change
to
the
Evanston
city
code
several
months
ago,
allowing
the
library
board
to
select
the
library
director,
so
that
has
been
changed.
You
also
are
aware
that
the
council
agreed
to
form
a
joint
committee
with
the
library
board.
K
E
K
B
D
D
E
I
actually
would
like
no
one's
here
to
speak
from
ECMC
anyone
here,
oh
great,
my
question
is
how
is
EC
MC
running
at
this
point?
I
know
the
the
director
is
no
longer
with
the
organization
and
the
director
had
been
sort
of
the
lynchpin
of
holding
it
together
for
a
long
time.
So
how
is
are
things
moving
forward,
then?
Who
is
running
the
operation?
E
E
All
the
members
I
I
believe
it
since
we're
extending
or
requesting
the
attention
of
the
contract
before
we
had
I
think
a
better
understanding
of
the
the
qualifications
of
the
director
that
was
running
the
organization
that
we
were
contracting
with
I,
don't
know
that
the
two
people
there
now
higher
is
it.
It
would
be
helpful
to
have
their
qualifications
sent
to
us.
I
think
any
time
we're
doing
a
contract
giving
money.
It
would
be
good
to
know
of
what
who
were
giving
it
to
and
who's
running
the
operation.
E
E
D
I
Not
at
this
point
in
the
next
two
weeks,
we'll
have
the
studio
open
in
the
control
room.
That's
the
only
thing
remaining.
All
the
contractors
have
left
to
build
out
from
the
standpoint
of
the
shell
and
everything
everything
is
in
place
and
the
the
computer
network
is
up.
Obviously,
the
main
controller
is
up
and
the
stations
are
are
all
fully
functional.
So.
D
I
D
B
The
other
questions
comes
Thank
You,
mr.
tex-link,
you
thank
you
very.
It's
been

This

D
F
Madam
chair
members
of
the
committee,
John
Gray,
deputy
city
manager,
I
believe
it's
on
the
north
side
of
mulford
on
the
south
end
of
James
Park.
If
that
makes
any
sense,
there's
a
small,
fort
building,
there's
a
small
brick
building
with
a
fence
around
it
and
that's
Ashley
the
hub
site
location,
his
comrades
infrastructure
in
there.
H
F
C
D
B
Any
post,
thank
you.
A
nine
is
ordinance
58,
oh
well.
Regarding
designation
of
the
Chicago
man,
tax
increment
financing,
district
staff
recommends
adoption
of
ordinance
58,
o
12
quote,
designating
proposing
approval
of
a
redevelopment
plan
and
project
adopting
tax,
increment
allocation
financing,
convening
a
joint
review
board
and
calling
the
public
hearing
regarding
the
proposed
Chicago
main
redevelopment
area.
End
quote:
adoption
of
this
ordinance
will
initiate
the
public
hearing
process
for
the
designation,
the
Chicago
main
tax
increment
financing
district.
L
L
Alright,
so
we're
going
to
cover
the
following,
this
brief
presentation:
the
boundaries
of
the
district's
review,
the
eligibility
and
talk
about
what
staff
has
developed
is
a
plan
for
implementation
of
the
TIF
district
and
how
the
budget
could
be
spent
over
the
next
decade
and
then
we'll
talk
about
the
budget.
And
then
a
new
item
is
excuse.
Me
tip
performance
measures,
how
we
can
measure
the
growth
and
the
development
of
a
tiff
instead
of
just
looking
at
straight
dollars
and
growth
in
DAV
and
then
a
timeline.
L
So
here's
the
proposed
tip
district
I,
think
all
of
you
received
an
updated
version
of
this
map
that
gato
defines
the
boundaries
and
look
at
that
was
provided
in
the
report.
But
you
start
up
here.
This
is
connoisseur
rugs,
the
building,
that's
occupied
there.
It's
a
one-story
building,
I'm
going
down
here
this
is
you
have
da
cables,
you
sure
this
is
oscar
ight.
This
is
a
different
rug
store.
This
is
Oscar
I
I
sperian
rub,
and
then
this
is
connoisseur
rugs
here,
doc
able.
L
Then
you
have
a
couple
two-story,
two
or
three
story:
mixed-use
buildings
in
this
section
here
this
is
a
new
condo
development.
It
was
excluded
vacant
lot
at
the
southeast
corner
of
Main
Street
in
Chicago.
There
three
buildings
here,
all
relatively
low
rise,
vintage
buildings
and
then
nothing
else
along
Chicago,
Avenue
on
the
east
side
is
included.
The
rail
right
away
is
included
all
the
way
down
to
oakton
south
boulevard,
and
the
reason
for
that
is
because,
when
you
develop
at,
if
you
cannot
split
a
pin,
so
the
pins
for
rail
railways
are
very
long.
L
So
often
you
have
to
travel
quite
far,
but
for
both
the
North
and
the
South.
It
gives
us
an
opportunity
to
look
at
infrastructure
between
Dempster
and
oakton
and
then
going
on
the
west
side
of
the
CTA
metro
tracks.
You
have
evanston
lumber
site,
then
we
take
it
all
the
commercial
properties
along
Main,
Street
and
including
that
alley
/
parking
lot
and
then
the
road
eyes
commercial,
along
custard
down
here.
This
is
actually
I'm.
Sorry,
this
is
supposed
to
be
Washington
so
down
to
this
corner.
L
So
then,
this
is
just
a
summary
of
the
parcels
and
infrastructure
just
wanted
to
point
out
that
there's
quite
a
bit
of
an
infrastructure
in
this
tiff,
more
infrastructure
than
actual
commercial
or
residential
parcels
included
in
the
in
the
entire
boundary,
and
then
reasons
behind
doing
this
first
was
there's
quite
a
bit
of
infrastructure.
Here,
there's
a
lot
of
CTA
and
rail
write-ups
that
could
it
be
improved
as
you
soften
a
memo
from
Dave
Staubach.
L
The
utilities
are
over
100
years
old
in
many
cases
for
the
sewer
and
water,
and
those
will
eventually
need
to
be
repaired
or
replaced
a
second
one.
That
is
the
opportunity
that
we
have,
unlike
most
regions,
that
have
CTA
and
metra
they're
right
next
to
each
other,
and
they
don't
necessarily
connect
as
well
as
they
could.
L
We
have
a
real
opportunity
to
have
a
multimodal
transit
hub
here
and
a
lot
of
times
when
you
see
somebody
in
that
area,
and
we
hear
a
lot
from
the
merchants
that
people
don't
connect
that
you
can
get
from
the
metro
to
the
CTA
in
just
a
few
short
steps.
So
we're
working
with
the
RTA
to
develop
a
plan
that
would
look
at
how
we
better
connect.
L
These
things
create
better
opportunities,
bike
racks
that
are
pedestrian
amenities,
but
our
signage,
all
the
things
that
would
come
with
thinking
about
this
area
as
a
transit
hub
would
come
from
that
plan.
Finally,
open
space
development
there's
not
a
whole
lot
of
it
in
this
area,
but
there
are
some
some
opportunities
for
small
pocket
parks
or
really
from
the
boats,
environment
and
then
the
last
one
is
private
development.
L
Looking
at
how
we
leverage
public
dollars
to
make
private
investment,
whether
it's
the
development
at
the
southeast
corner
of
Main,
Street
and
Chicago
Avenue,
or
the
various
owners
of
and
commercial
owners
of
the
buildings
that
need
to
make
improvements,
that
many
of
them
are
coming
up
upon
100
years
old,
they
don't
necessarily
function
as
they
were
intended
to
function.
So
the
tip
dollars
come
in
very
handy
there
for
doing
reinvestment,
and
we
have
so
TIFF
designation
process.
L
I'll
be
brief
on
this
because
you
guys
just
went
through
a
tip
designation,
but
this
follow
the
same
process.
We
completed
the
required
state
statute
and
based
on
input
from
staff,
the
TIF
consultants
fabric
chicken
here
tonight,
I
developed
the
plan
and
the
eligibility
that
outlines
the
goals,
the
objectives,
strategy
and
budget.
L
So
there
were
six
factors
in
total,
and
this
is
a
conservation
area
which
means
it's
not
blighted,
but
it's
a
risk
of
becoming
blighted,
exhibits
factors
that
demonstrate
that
it
could
become
bladed
and
the
TIF
law.
They
have
a
nuance
between
the
two,
but
this
is
this
is
definitely
a
conservation
area
and
then
finally,
one
thing
and
I'm.
Sorry,
if
there
were
any
questions
about
this
now,
I
would
have
Bob
come.
If
there's
this
particular
question
all
right,
otherwise,
I
will
keep
going
plan
for
implementation.
This
was
something
different
that
we
did
them.
L
What
was
done
with
the
dodge
Dempster
tiff,
we
developed
a
document
that
looks
at
how
we
could
spend
the
money.
We
have
a
25
million
dollar
budget,
how
we
could
spend
the
money
over
the
next
decade
or
two
decades
and
identify
projects
that
are
needs
now
that
can
be
tied
directly
to
tiff
dollars,
instead
of
having
general
buckets
of
money
for
the
different
tiff
budgets,
this
would
be
very
specific
things
that
we
could
use.
So
then
we.
E
When
she
asked
I,
I
we
talked
about
the
infrastructure
and
we
know
I
got
the
memo
from
Dave.
There
are
several
new
developments
right
near
main
in
Chicago
on
either
side
of
made
in
Chicago
when
those
planned
developments
were
put
in.
Were
we
not
do
we
not
ask
for
funding
as
part
of
that
plan,
development
for
upgrades
and
sewer
and
water?
Do
we
not
require
anything
of
those
those
buildings,
nothing
Dave's.
A
Steve
Griffin
director
community
economic
development-
these
are
main
lines
and
as
opposed
to
lateral.
So
when
a
new
development
comes
in,
we
can
get
the
improvement.
You
know
needed
for
them
to
connect
to
the
water
in
the
sewer
system,
but
but
what's
so
old
and
and
deteriorating
is
the
the
mains
that
are
served,
the
whole
general
area.
So
this
is
a
plan
to
fix
that
yeah.
E
I
was
just
so,
you
know
a
few
years
ago
when
building
was
booming
and
we
could
ask
for
a
lot
from
developers.
Many
times
we
asked
for
extra,
and
so
when
these
two
developments
were
put
up
by,
we
were
still
in
through
the
boom
time
and
was
wondering
if
that
we
had
asked
for
extra
money
to
put
aside
for
the
main
pieces,
was
my
question:
no.
M
B
M
L
All
right
so
I
this
this
document,
that's
on
page
37
to
one
of
the
packet
is
the
redevelopment
plan
for
implementation
and
we
as
staff.
We
seek
feedback
on
this
document
if
there's
particular
projects
or
insight
into
how
we
should
present
this
information
or
organize
it
or
what
should
be
included
in
it
again.
We're
focused
in
on
trans
arranged
development
and
the
RTA
plan
that
will
be
starting
later
this
year
or
early
next
year.
L
The
public
infrastructure
open
space,
as
well
as
the
private,
the
two
private
developments,
the
southeast
corner
of
Main
Street
in
Chicago,
as
well
as
development
and
investment
throughout
the
district,
and
this
is
the
budget,
and
this
is
the
buckets
of
money.
I
talked
about
25
million
over
the
course
of
23
years
and
these
different
buckets
associate
with
different
parts
of
the
project.
So
the
document
that's
on
page
that
starts
on
371-
covers
areas
that
that
could
be
put
into
these
or
buckets
so
infrastructure
could
go
into
utility
improvements,
six
million.
L
This
is
something
as
we
look
to
the
annual
joint
review
board
meetings,
how
we
talk
about
successes
of
tiffs,
not
necessarily
growth
in
eav,
but
you
look
at
how
many
jobs
might
have
been
created,
how
many,
how
many
public
dollars
leverage
private
dollars
if
there
were
smooth
streetscapes
installed,
how
many
more
scruffy
that
were
really
developed
or
invest
or
investments
were
made.
So
that's
that's
one.
This
is
one
way
that
we
could
look
forward
to
the
next
23
years
of
analyzing,
the
TIF
then.
Finally,
this
is
a
timeline.
This
this
timeline
is
modest.
L
C
E
A
couple
comments:
first,
thank
you
for
putting
actually
more
meat
into
this
tiff
document
than
the
than
the
previous
one.
It's
it's
helpful
I
think
gonna
lead
for
the
council,
but
also
to
the
public
to
see
a
vision
and
there's
multiple
owners
here
and
we're
talking
a
lot
about
infrastructure
that
has
not
been
redeveloped.
So
I
do
appreciate
that.
Do
you
have
a
question
about
the
notion
of
even
a
risk
of
blight
is
probably
a
bit
of
a
stretch
here
and
I.
E
L
Tell
me
where
we
were
thinking
mostly
at
st.
Pauli
Park,
which
is
the
one
right
south
of
the
newsstand.
So
that's
its
it's
Billy,
it's
a
patch
of
grass
with
benches,
and
it
could.
It
could
use
some
assistance
and
I
know
that
the
newsstand
and
civil.
The
of
the
merchants
Maori
have
asked.
Is
that
something
that's
on
the
city's
radar
to
get
improved.
E
D
Whatever
one
of
the
things
that
we
generally
find,
when
we
have
these
hearings
or
joint
review
board,
is
nobody
comes
I
mean
that
you
know
you
ask
people?
Why
didn't
you
come
on
and
what
is
it?
I
do.
I
think
in
this
case,
since
there's
so
much
commercial
in
this
area,
that
we
really
ought
to
drum
up
some
excitement
about
the
hearings
and
hear
what
people
actually
would
like
to
see
that
have
been
working
over
there
for
years.
D
L
We've
ultimen
win
and
Joe
McRae
and
I
met
with
some
of
the
merchants
a
little
bit
over
a
month
ago
to
talk
about
the
TIF
and
we
we
got
a
lot
of
really
good
feedback
and
we've
already
been
working
with
them
to
set
up
another
meeting
to
talk
about
what
just
an
education
portion
to
say:
here's
what
tiff
means
here's
what
it
could
do,
that's
so
so
I
of
silly
agree.
I
think
we
will
get
them
to
these
public
hearings,
so
they
can
participate
and
talk.
L
L
This
this
district,
too
I
this
is
just
a
go,
go
but
I
think
most
of
the
people
who
are
in
the
buildings
as
tenants
of
commercial
space,
also
own
the
buildings.
Just
looking
at
the
ownership
list,
so
I
think
we'll
have
a
different
level
of
engagement
than
just
people
who
might
want
to
build
out
of
commercial
space.
They
have
bigger
concerns
about
the
infrastructure
and
overall
district.
B
Nick
in
this
area
does
this
include
devote

Yes,
it
does.
We

Both

are

So
I
don't
see
any

to
keep

I'll
suspend

or
weekend
alright
at

get

the
