B
A
It's
been
moved
in
second:
are
there
any
additions
corrections,
not
all
in
favor
hi
we
have
beginning
with
the
items
for
consideration.
First
is
p1
ordinance
60
dash
0
dash
12,
granting
a
special
use
for
a
type
2
restaurant
at
1806,
church
street
called
Blues
Zoning
Board
of
Appeal
and
the
city
staff
recommends
the
adoption
of
ordinance,
60,
0,
I'm.
Sorry
60
0
dash
12
granting
a
special
use
permit
to
the
operations
of
a
type
2
restaurant
lose
at
1806,
Church
Street.
C
A
B
To
split
just
that
we
are
are
very
hopeful
of
approval.
It's
it's
been
a
long
process
and
we've
been
paying
leasing
the
space
for
several
months
now,
so
we're
very
eager
to
move
forward
if
it
meets
with
everyone's
approval.
And
if
anyone
has
any
questions,
I'm
happy
happy
to
answer
them.
Okay,
Alleman
fist,
but.
D
A
E
Quick
I
just
would
like
to
lick
to
the
committee
chaired
also
the
committee
members
know
that
we've
had
an
opportunity
to
go
through
zoning.
We
haven't
heard
any
complaints
for
from
the
from
the
residents.
Mr.
cheeks,
who
is
going
to
be
in
partnership
with
this,
has
been
a
long-standing
member
of
the
community
for
many
many
years,
and
it's
just
one
more
opportunity
to
take
a
building.
That's
vacant
in
the
west
side
of
Evanston
and
converted
into
something
good,
that's
going
to
hopefully
produce
taxes
and
also
employ
a
few
people.
A
D
A
Opposed
okay,
p
to
ordinance
38.
Oh,
that's,
12,
amending
various
portions
of
the
city
code
relating
to
bread
and
breakfast
establishment.
The
Planning
Commission
recommends
approval
of
ordinance,
3800
dash
12
amending
the
awning
ordinance
to
modify
the
regulations
concerning
bread
and
breakfast
establishments
during
its
meeting
of
May
fourteenth
2012.
The
planning
and
development
committee
requested
that
staff
further
research
and
clarify
certain
issues.
This
ordinance
was
held
in
committee
on
April,
23rd,
2012
and
May
fourteenth
2012.
This
is
for
introduction.
Tonight
is
their
motion.
B
D
Yes,
thank
you,
madam
chair
I'd,
like
to
make
a
couple
of
amendments
to
this
arm.
Instead
of
500
feet
for
the
distance
requirement,
I
would
suggest
750
feet
and
then
mr.
Griffin,
if
you
could
speak
to
the
parking
question
there
was
a
reference
to
on
street
parking,
was
not
included
in
the
staff
memo
and
I.
F
Older
alderman
fists
had
had
contacted
me
earlier
about
a
previous
memo
that
went
to
the
Planning
and
Development
Committee
for
your
consideration,
April
23rd
2012,
and
what
we
after
we
worked
through
the
different
committees
at
at
plan
commission
we
had
suggested
that
it
did
not
always
make
sense
that
parking
on
street
parking
would
be
allowed
as
to
count
towards
the
guest
parking.
So
so
that's
what
she's
asking
be
eliminated
from
from
F.
So
the
concept
is,
is
if
there's
a
particular
hardship
on
the
property.
F
They
would
still
be
allowed
to
do
that
with
a
variance,
but
for
the
going
in
to
any
project
any
bed-and-breakfast
project
that,
if
there's
five
bedrooms,
for
example,
five
guest
bedrooms
that
there
be
five
off
street
parking
spaces
which
would
be
arranged
either
as
a
lease
on
an
adjacent
property
or
a
parking
garage
or
on
their
property
and
not
on
the
street.
So
that's
a
simple
clarification
to
that
point.
If.
D
I
could
just
explain
the
reason
for
that
in
this,
but
in
the
particular
instance
of
the
bed
and
breakfast
that
was
already
passed
by
the
council,
it
isn't
an
area
of
restricted
parking,
and
many
of
these
neighborhoods
do
have
restricted
parking
specifically
to
keep
commercial
uses,
especially
close
to
the
downtown
out
of
the
residential
areas
and
to
control
that
use.
So
this
seems
to
the
amendment
is
consistent
with
that.
C
D
That
was
actually
explain
dat
plan.
Commission
Dennis.
Do
you
remember
what
the
that
discussion
was.
G
C
My
question
is
how,
if
the,
if
the
resident
at
the
bed-and-breakfast,
who
runs
the
bed-and-breakfast,
who
lives
at
that
property,
is
authorized
by
virtue
of
their
residency
and
their
drivers
license,
showing
that
address
to
go
to
the
city
and
get
a
parking
permit
to
park
in
his
or
her
own
neighborhood.
Where
does
it
say
that
that
individual
is
discriminated
against
from
getting
guest
parking
passes?
We
allow
everyone
who
is
entitled
to
being
in
the
district
to
buy
those
guest
parking
passes.
We.
C
D
C
C
H
C
F
Thank
You
alderman
homes,
just
the
practical
thing,
alderman
Rainey
is
so
when
a
bed
and
breakfast
special
use
permit
application
comes
in,
they
need
to
identify
their
how
they're
going
to
meet
the
parking
and
they
and
just
the
on-street
parking
can't
count
and
you're
absolutely
right
if
those
guests
or
the
owners
or
a
whole
bunch
of
other
people
choose
to
park
on
street
in
front
of
them,
there's
nothing.
We
can
do
necessarily
to
prevent
that
as
long
as
they
meet
the
parking
regulations
for
that
district.
F
C
Read
with
interest
this
ordinance
and
it
allows
for
a
bed
and
breakfast
dinner
too
flat
and
I
object
to
that
and
I
think
that
the
only
bed
and
breakfast
is
ought
to
be
in
single-family
homes,
because
I
think
that
it
is
perfect
to
have
a
bed
and
breakfast
in
a
single-family
home.
But
what,
if
a
resident?
C
A
A

F
D
H
A
A
A
C
F
C
A
A
And
that
is
for
introduction
tonight:
okay,
that's
it
and
we
have
no
items
for
discussion.
Is
there
a
motion
for
a
journal
so.
G
C
I'm
point
of
information,
madam
chairman
I
I,
do
think
that
the
the
amendments
have
to
be
discussed
at
the
council
level
because
they
don't
become
part
of
the
whole
ordinance
I'm
going
to
move
that
that
ordinance
that
amendment
about
the
750
feet
be
considered
by
the
whole
council,
because
I
wouldn't
definitely
wouldn't
want
to
defeat
the
entire
ordinance
because
of
it.
So
let's
just
talk
about
it
individually.
