A
A
Started:
first
item
is:
approval
of
our
regular
minutes,
a
new
approval.
A
A
D
It's
the
approval
of
sidewalk
cafe
for
dmk
burger
and
fish
1850
noise
street
fraction.
E
Yes,
thank
you,
madam
chair.
I
just
want
to
make
sure
that
I
am
correct
in
that
there
will
be
no
alcohol
of
any
kind
served
at
the
outdoor
cafe.
F
A
Mr
menzer
is
it:
are
there?
Are
there
no
restaurants
with
sidewalk
cafes
that
serve
alcohol
outside.
G
I
am
I've
been
really
trying
to
understand
the
little
circle
we
had
it
on
that,
but
how
much
space
actually
is
there
between,
where
they
have
this,
the
two
little
round
tables
and
the
cur
the
curve
the
existing
curve
hot,
because
there's
also
some
green?
Is
there
some
greenery
there
how
much
sidewalk
is
actually
there
do
we
know
that?
G
H
Hi
good
evening,
I'm
michael
kornick,
I'm
the
co-owner
of
dmk,
burger
and
fish.
You
know
we
have
the
the
spacing
based
on
the
drawings
that
were
sent
to
all
of
you.
It
doesn't
seem
to
me,
like
people
are
having
a
difficult
time
walking
by
there's
it's
only
two
24-inch
tables
and
four
chairs
and
they're
against
a
buttered
against
the
window.
H
C
F
G
Report
was
in
the
that
was
in
there.
This.
F
Was
this?
Was
the
plan
presented
to
them?
The
only
change
was
the
the
type
of
table.
It's
now
a
round
versus.
F
B
Well,
I'm
squinting
at
those
numbers
too,
and
it
looks
we
permit
a
certain
amount
of
distance
and
the
sidewalk
is.
It
looks
like
12
feet,
12
feet
wide
to
from
the
curb
to
the
window,
and
so,
if
they
absorb
three
feet
or
so
that
still
leaves
nine
feet
of
sidewalk
and
well.
But.
G
E
And
I
parked
over
there
just
a
few
minutes
ago
and
I'm
very
familiar
with
the
with
the
street
and
it
is.
It
is
very
tight.
There's
a
laundromat
next
door
and
lots
of
people
pull
in
the
alley
just
to
the
east
of
the
cleaners,
which
is
right
next
door
to
dmk,
so
you've
got
the
cleaners
and
then
dmk
and
then
the
laundromat,
so
they'll
pull
in
the
little
alley.
That's
there
to
unload
their
stuff
for
the
laundromat
and
take
carts
down
that
way.
E
So
it
really
is
a
very
congested
congested
sidewalk
and
at
certain
times
of
the
day,
especially
in
the
evening,
there
is
lots
and
lots
and
lots
of
foot
traffic.
It's
a
residential
neighborhood.
There's
lots
of
people
coming
from
the
l
rather
than
walking
down
the
south
side
of
noyes
street.
They
walk
down
the
north
side,
and
so
there's
just
incredible
amount
of
traffic
going
to
and
from
the
university.
C
A
E
A
Concern
right,
I
hate
it
when
that
happens.
Yes,
okay,
all
those
in
favor
of
recommending
the
first
time
sidewalk
cafe
for
dmk,
say
aye
aye
opposed
thank.
G
Alvin
holmes
turn
I'm
sorry.
Approval
of
the
community
partners
for
affordable
housing
for
three
hundred
thousand
dollars
forgivable
home
loan
staff
recommends
the
approval
of
a
three
hundred
thousand
dollars
forgivable
home
loan
to
community
partners
for
affordable
housing
for
the
acquisition
and
rehab
rehabilitation
of
a
five
flat
property
at
1620
washington
street
homes.
Funds
will
be
used
for
the
acquisition
and
rehab
of
three
of
the
five
units
for
rental
by
households
with
incomes
of
60
percent
of
the
area.
Medium
income
funding
is
provided
by
the
city's
home
grant.
A
Second,
any
comments
on
this.
I
I
just
want
to
know
when
the
two
units
that
aren't
going
to
be
funded
through
this
are
going
to
be
marketed.
F
No,
it's
not,
but
our
staff
can
address
that.
Okay,.
I
D
So
so
the
other
two
units
would
be
restricted.
People
at
80
immediately.
D
Correct
so
there's
a
mix
of
home
dollars
and
other
non-city
of
evanston
grant
dollars
that
would
be
going
into
the
project,
and
so
the
home
dollar
allocated
on
pro
databases
to
the
three
units.
A
C
A
J
Item
p4
is
a
request
for
approval
of
affordable
housing
fund
loan
for
security
cameras
at
the
clear
ridge
apartments
at
319
dumpster.
The
request
are
recommended
action
as
approval
of
a
forgivable
loan
from
the
city's
affordable
housing
fund
to
housing,
opportunity
development
corporation
in
an
amount
not
to
exceed
twenty
five
thousand
dollars.
The
loan
will
be
used
to
purchase
and
install
a
comprehensive
security
system
in
the
common
areas
of
the
48
unit.
Clearage
apartment
buildings
at
319,
dempster.
A
All
right
hearing
no
comments
and
no
speakers,
all
those
in
favor
of
recommending
this
to
the
council
say
aye
aye.
He
opposed
all
right.
B
C
K
Evening,
my
name
is
john
mayevsky
and
my
office
is
located
at
630
davis
street
in
the
chandler's
building
here
in
evanston
and
I'll
just
make
a
brief
presentation.
I
know
you
guys
have
a
lot
to
go
through
tonight,
so
the
building
itself
is
actually
in
the
tom
thumb
building
which
everybody
I
think
is
aware
of,
and
am
I
touching
that
yeah
it
worked.
K
So
the
building
is
located
right
here.
The
existing
tom
thumb
building.
Thank
you
for
the
lights
and
at
the
rear
of
it.
There's
approximately
10
feet
that
goes
across
that
is
open
and
then
there's
an
easement
to
go
across
the
property
for
this
corner
property,
we're
probably
all
familiar
on
oak
and
davis.
It's
like
a
one
story:
building
with
a
bose
set
of
trusses,
it's
the
sound
studio
and
as
a
portion
of
this
property
is
a
ten
foot
easement.
It's
an
access
easement
to
access
the
rear
portion
of
the
property,
the
rest
of
the
site.
K
Has
you
know
the
diagonal
parking
in
front
of
it?
There's
virtually
no
way
to
actually
access
this
across
that
10-foot
strip
other
than
to
really
use
it,
as
a
loading
alley
what's
being
proposed
is
fundamentally
a
one-story
building.
That
would
pretty
much
exactly
replace
the
tom
thumb
footprint
and
then
the
tom
thumb
building
has
some
second
floor
area,
we're
almost
switching
it
a
little
bit
because
we're
taking
the
second
floor
and
pulling
it
back
so
that
there
could
be
a
large,
open,
terrace
across
the
entire
front,
approximately
25
feet
in
depth.
K
That
will
actually
be
part
of
the
entire
experience
and
the
entire
property
is
being
operated
under
one
single
management
group.
So
we
just
want
to
make
sure
that
everybody
was
aware
of
that
inside
the
building.
It's
basically
the
best
way
to
think
of
it
is
you
almost
took
it
and
divided
it
in
half
and
then
within
one
half
will
be
taco,
diablo
and
lulu's,
and
they
share
a
kitchen.
K
The
exterior
just
to
run
you
through
really
quickly
is
basically
divided
into
these
two
spaces
across
the
front.
The
materials
are
made
up
of
using
tile
some
stone.
There's
a
steel
frame
that
wraps
around
this.
The
rest
is
glass.
This
side
is
actually
the
side
that
will
have
lulus
and
taco
diablo
and
then
we're
trying
to
signify
and
we're
still
really
working
on
all
of
this.
This
will
all
be
part
of
our
presentation
and
we'll
go
further
with
spark
as
we
continue.
K
We
just
need
to
know
that
we
have
permission
to
proceed
with
the
two
variances
that
are
required
again.
I
just
want
to
emphasize
as
far
as
parking
goes.
None
of
us
think
it
would
be
desirable
to
go
off
of
davis
street
and
actually
access
the
site
that
would
really
interrupt
the
kind
of
pedestrian
zone.
That's
in
this
neighborhood.
K
We
understand
that
there
is
a
parking
impact
we're
doing
the
best
we
can.
We
believe
that
we're
close
to
several
lots
that
would
allow
for
the
parking
to
to
really
make
a
great
deal
of
sense.
We
heard
some
of
the
community
members
at
the
planning
commission,
meeting
or
zoning
board
meeting
and
for
the
most
part,
their
concern,
I
think,
really
did
revolve
around
parking
and
then
at
the
rear
of
the
building,
that
we
would
enclose
all
the
trash
areas
which
are
enclosed
by
closing
closing
the
stairs.
It
really
helps
across
the
back.
K
A
E
This
could
we
go
back,
one
slide
to
the
other
floor
plates.
Are
we
talking
about
three
restaurants
or
two
we're
talking
three
restaurants.
E
So
lulu's
and
and
then
to
be
named
later.
Okay,
can
you
tell
me
what
the
occupancy
would
be
for
each
one
of
those?
What
what
does
the
fire
code
allow.
L
L
60
seats
roughly
so
the
same
for
for
60
and
taco
diablo
60
within
the
lulu
space,
the
upstairs
restaurant
will
have
a
small
bar
attached
to
it
and
there'll
be
a
small
dining
room
attached
to
it
to
service
that
upstairs
area
that
will
probably
only
have
well,
it
will
fluctuate
when
the
outdoor
patio
is
in
season
and
there's
dining
up
there.
There's
going
to
be
quite
a
few
people,
we
haven't
quite
settled
on
the
exact
count.
L
Yet
these
guys
are
working
with
the
code
and
the
square
footage
and
all
that
kind
of
thing,
but
it
would
probably
be
on
the
interior
about
50
seats
on
the
interior,
but
the
outside
when
the
dining.
When
that
patio
was
open,
it
will
accommodate
80
to
100.
That's.
L
80
something
like
that
private
function,
space
again
we're
going
through
on
the
square
footage.
What
the
the
allowances
are
we'll
stay
within
that
obviously,
but
it
will
be
a
functional
space
that
can
hold
different
types
of
events.
So,
if
it's
a
seated
event,
it's
going
to
hold
less
people
than
if
it
were
a
flat
floor,
reception
type
of
event.
L
So
if
it's
a
reception
event,
it
could
probably
have
a
standing
room
attendance
of
approximately
180
people
for
the
seating
event
where
we,
I
would
personally
like
to
target
about
150,
because
we
feel
that's
about
the
size
of
a
good
bat
mitzvah
or
that
kind
of
event.
So
we
kind
of
really
want
to
get
at
that
figure
on
a
seated
event
for
that
that
part
of
the
building.
A
Okay
thanks,
so
dan
is
the
second
floor.
Oh
a
restaurant.
That's
going
to
be
open
daily,
or
is
it
all
special.
L
Right
we
no,
we
we
it's
a
big
project,
so
I
have
to
be
able
to
generate
revenue
up
there,
so
the
the
restaurant
and
bar
part
will
always
be
open.
Our
intent
is
seven
days
a
week,
lunch
and
dinner.
Okay,.
A
L
L
So
yeah,
that's
what
was
over
there.
I
think
when
he
rebuilds
that's.
What
he's
planning
on
doing
is
using
the
exact
same.
I
can't
speak
for
him,
but
what
he
told
me
is
using
that
same
foundation,
so
I
think
that
same
footprint
will
exist
there
at
lulu's.
We
had
four
spots
at
the
current.
You
know
it's
boltwood
now,
but
there
was
we
had
four
parking
spots
in
there
and
those
four
parking
spots
frankly
were
hardly
ever
filled.
L
It
was
very
seldom
that
they
were
filled
and
when
they
were
filled
was
my
car
and
my
manager's
car
really
so,
but
yeah
we
are
asking
for
the
variants,
because
there
is
simply
no
access,
because
there
is
no
alley
of
budding
that
building
and
there's
just
no
way
to
get
a
car
there.
And
if
we
were,
if
we
were
told
that
we
had
to
do
a
curb
cut
in
the
front
of
that
property,
it
would
remove
probably
30
percent
of
the
rental
area.
A
B
Thank
you.
I
I
think
that
having
the
city's
sherman
avenue
garage
just
down
the
street
from
you
is
really
going
to
be,
where
most
people,
if
they're
going
to
go
for
for
dinner,
and
especially
if
it's
an
event
they'll
want
to
they'll,
want
to
have
some
place
that
they
can
get
direct
people
to,
and
the
sherman
avenue
garage
is
right
there.
So
I
don't
see
a
problem
and
I
certainly
would
not
want
to
interrupt
the
street
there
with
a
curb
cut
and
you're
right.
B
It
would
make
the
building
unworkable
and
and
take
away
from
all
of
the
parking
that
we
have
there.
So
I
think
that
I
think
it's
appropriate
because
you're
close
to
city
parking
and.
L
There's
also
the
lot
on
oak
street
that,
where
the
smiley
brothers
currently
is
there's
that
small
lot
over
there
right,
we
used.
B
B
A
Okay,
all
right.
Thank
you
very
much.
No
other
questions.
All
right
before
us
are
two
variances
one
having
to
do
with
parking
spaces,
eliminating
the
requirement
and
also
the
yard
setback,
reducing
it
to
zero.
So
we
have
a
motion
on
the
floor
for
introduction
all
those
in
favor
of
recommending
approval
to
the
council,
say:
aye
aye
aye
any
opposed,
okay
hearing
none.
Thank
you
very
much
moving
right
along
all
right.
Next
alderman
fisk
you're
next.
E
A
A
We
virtually
have
none
left,
so
I
realize
this
all
makes
sense
unless
you're
in
my
head
and
then
it
doesn't
make
sense.
So
evan
said
that
any
other
comments
hearing,
then
all
those
in
favor
of
recommending
this
item
to
the
council
say
aye
aye
any
opposed.
I
all
right
moving
right
along
alderman,
grover,
p7.
A
Any
discussion
on
this
just
so
you
know,
I
think
this
is
a
fabulous
project.
I
really
do
all
right.
All
those
in
favor
say
aye
aye
any
opposed.
No,
so
anything
items
for
discussion
that
we
haven't
been
told
about.
I
have.
