Discussion
or
changes
all
those
in
favor
of
approving
the
minutes
I
any
post
minutes
are
approved
this
evening
items
for
consideration
and
as
far
as
public
comment
goes,
I
believe
we
have
two
speakers
for
p2,
so
I'm
going
to
go
ahead
and
attend
to
p1
and
we'll
have
the
I'm.
Sorry
that
you
want
okay,.
B
A
Take
that
back
so
we
do
have
one
for
IM.
P1
p1
is
a
renewal
and
update
of
tenant-based
rental
assistance
program.
The
housing
and
homeless,
Commission
and
staff
are
recommending
approval
of
a
$250,000
home
grant
to
renew
the
tenant
based
rental
assistance
program
administered
by
content
by
connections
for
the
homeless.
This
program
will
provide
stable
housing
and
support
services
for
two
years
to
an
estimated
nine
at-risk
families
with
children
under
the
age
of
18.
Funding
is
going
to
be
provided
from
the
city's
home
investment
partnerships
grant.
This
is
for
action.
Is
there
a
motion?
Second.
B
C
C
Some
of
the
benefits
of
the
program.
The
first
benefit
is
that
some
of
the
people
that
are
receiving
assistance
are
in
homeless,
shelters.
Some
of
them
have
been
living
in
their
cars
and
they
need
a
chance.
Some
people
have
lost
their
jobs
and
need
help
with
their
security
deposit
and
a
little
push
to
get
back
on
their
feet.
C
C
The
person
went
through
the
medical
billing
program
and
she
got
a
job
in
medical
billing,
and
the
family
was
with
me
for
two
years:
their
son
graduated
high
school
and
now
they're
paying
market
rent
and
they
found
a
place
after
the
two
years,
so
they're
back
on
their
feet.
So
these
are
some
of
the
things
that
this
program
assist
people
with
it's
very
urgent,
there's
a
couple
of
people
in
the
shelter
now
that
require
assistance,
and
so
you
are
proving
the
money
for
this
program
is
very
urgent
at
this
time.
Thank
you.
Thank.
A
P2
is
ordinance
50
10
16
amending
the
special
use,
approval
for
scoreboards
at
rocky
Miller
baseball
park
and
Sharon
Drysdale
softball
field
at
1501,
Central
Street
staff
is
recommending
adoption
of
ordnance
50
10
16
to
amend
the
special
use,
approval
for
Northwestern,
University
scoreboards
at
rocky
miller
park
and
Sharon
Drysdale
field
to
allow
use
of
the
lower
portion
of
the
scoreboards,
excluding
the
full
LED
board
for
scorekeeping
during
other
baseball
and
softball
games
held
in
the
stadiums.
There
are
no
other
changes
to
the
original
special
use
or
to
these
scorer
Awards,
the
north.
A
The
university
is
requesting
the
university,
so
that
was
the
staff
recommendation.
The
request
from
the
university
is
use
of
the
full
LED
scoreboards
during
others,
baseball
and
softball
games
held
at
the
stadium's.
This
is
for
introduction,
so
I
guess
the
way
this
is
reading
is.
There
are
two
proposals:
one
is
to
use
the
lower
half
and
the
other
requests
to
use
the
entire
scoreboard.
So
is
there
a
motion?
A
Okay,
and
is
that
motion
with
regard
to
the
staff
recommendation
or
to
the
full
use,
as
requested
by
Northwestern,
okay
and
that
seconded
by
McKenzie,
all
right
I'm,
going
to
turn
my
light
on
having
had
the
opportunity
to
attend
a
baseball
game
where
the
scoreboard
was
not
allowed
to
be
used
before
I
think
it
was
fully
realized
the
implications
of
the
wording
of
the
original
original
proposal
yeah.
It
doesn't
make
sense
not
to
use
a
scorecard.
That's
what
it's
there
for
I
think
that
was.
The
intention
was
to
allow
it
to
be
used.
A
E
Good
evening,
thank
you
for
your
time.
Brian
baptise
from
Northwestern
University
just
wanted
to
further
explain
our
rationale
behind
being
able
to
request
so
we're
used
of
the
full
board
I.
Think,
as
we
have
made
improvements
to
both
facilities,
it
has
allowed
us
the
opportunity
and
we
received
additional
requests
from
community
groups
in
order
to
use
that
space,
and
so
we
feel
in
order
to
give
those
participants,
their
families
and
supporters,
the
full
experience
of
a
division-one
athletics
facility.
It
makes
sense
to
be
able
to
use
the
full
components
of
other
scoreboard.
A
F
It
was
going
to
be
a
discreet
use
of
the
property
with
these
intense
lights,
which
are
not
managed
well,
so
they
shine
into
our
into
our
homes
at
night
for
night
games
and
then
the
scoreboard
is
also
a
concern
because
that's
very
bright
and
it's
interfering
with
our
quiet
enjoyment
of
our
properties.
Now
this
is
extending
the
use
to
other
groups
in
a
kind
of
an
unlimited
basis.
It
seems
like,
and
that's
not
what
was
represented
to
us
by
Northwestern.
We
were
told
that
it
was
just
going
to
be
for
Northwestern,
improving
rocky
Miller
stadium.
F
I
was
a
student
at
Northwestern
in
the
early
70s
and
I
know
the
status
of
that
that
stadium,
I
watched
baseball
games
there,
myself
and
I
know
it
was
a
kind
of
a
small-scale
operation.
They
were
able
to
play
their
games
there.
It
seemed
quite
adequately
without
a
lot
of
interference
with
the
quiet
enjoyment
of
the
neighborhood
which,
as
I
said,
I
lived
less
than
a
block
from
there.
And
now
this
has
turned
into
something
extremely
noisy
loud,
music
is
playing
I.
F
Guess
it's
to
pump
up
the
players
and
the
teams
that
are
appearing
there
and
it's
it's
really
at
any
time.
It's
not
just
the
scheduled
games
because
you
can
look
up
when
Northwestern's
games
are
going
to
be
held
home
games
and
away
games
and
it's
a
pretty
limited
scope
of
use
of
that
place.
But
now
it's
been
being
opened
up
too
many
teams,
unlimited
use
I
mean
the
baseball
team
would
be
a
summer.
F
G
I
I
have
also
heard
a
number
of
concerns
expressed
by
residents
about
the
noise,
particularly
I.
Think
it's
from
the
games
on
the
softball
field.
I
think
they've
Northwestern's
been
working
hard
to
make
adjustments
to
the
noise
level
from
the
baseball
stadium
itself,
but
they're
still
still
are
some
issues
to
address.
With
the
noise
from
the
softball
field,
I
haven't
heard
any
concerns
expressed
from
neighbors
about
the
scoreboard.
G
I
think
the
my
hope
is
that
the
really
wonderful
landscaping
that's
been
going
in
a
lot
of
trees,
really
good
sized
trees
are
masking
the
the
view
of
the
scoreboard
so
I
and
and
the
they're
not
the
scoreboard.
The
games
are
not
allowed
to
be
at
nighttime,
so
there's
not
any
light
that
is
emanating
from
the
stadium
area
is
not
coming
from
the
baseball
facility.
A
And
it's
my
understanding
that
the
baseball
field
doesn't
have
lights.
Is
that
correct
from
yeah
I've
been
to
the
stadium
aight
and
I've
been
I've
been
there
several
times
since
the
works
been
done,
it
is
the
landscapes
being
done,
and
certainly
the
field
and
the
landscaping,
and
all
of
that
is
a
tremendous
improvement
over
the
way
it
looked
before.
I
mean
it's
just
a
remarkable
improvement
so,
but.
F
A
At
night,
if
there
are
no
lights
at
the
stadium,
so
not
playing
games
at
night,
but
there
are
no
lights
that
you
can't
play
baseball
in
the
dark.
So
well,
that's
not
in
front
of
us
now,
I
mean
what's
in
front
of
us.
Now
is
using
the
scoreboard
during
the
day
and
they
don't
have
lights
at
the
stadium.
So
you
can't,
you
can't
play
ball
at
night,
ultimate
fiscal
yeah.
G
During
the
games
and
I
can't
say
that
I've
sat
during
a
game
but
I
have
walked
by
there.
There
is
the
announcer
announcing
and
then,
when
they're
sort
of
between
innings,
there
will
be
music,
that's
being
played
and
I
think
in
the
base,
the
where
the
baseball
games
are
played.
They
are
they've,
adjusted
the
direction
of
the
speakers
and
few
things
like
that
to
control
that
level
of
noise.
But
what
I
don't
know
is
what
can
be?
We
still
have
to
work
on
the
level
of
announcing
and
music
and
whatever
from
the
softball
fields.
A
A
That
aspects
not
in
front
of
us
just
the
scoreboard-
okay,
all
right
all
doesn't
do
we
already
vote.
Oh
I'm,
sorry!
So
all
those
in
favor
of
the
end,
this
again
just
relating
to
the
scoreboard
itself.
It's
not
adding
lights
or
not
having
to
do
with
the
sound,
but
the
motion,
all
in
favor
aye
aye,
any
opposed
all
right.
Thank
you
item.
A
P3
is
see
this
ordinance
60

H
I
You,
my
name
is
Michael
McClain
I'm,
the
developer
of
the
project.
We
would
like
to
request
the
consideration
to
suspend
the
rules
and
put
directly
in
front
of
the
City
Council
for
approval
this
evening.
We
understand
if
you
choose
not
to,
but
it
has
been
a
long
road
and
we
are
eager
to
move
forward.
So
will.
D
I
A
A
There
a
second
second
all
right,
all
in
favor
of
suspending
the
rules,
hey
guys,
I
any
opposed.
Okay.
Thank
you
all
right.
It
will
be
before
the
council
for
introduction
and
potential
suspension
of
the
rules,
any
items
for
discussion.
No,
there
are
not
any
communications.
We
should
be
aware
of
no
alderman.
Thank
you
very
much.
Is
there
a
motion
to
adjourn
somo
all
right,
the
council
meeting
will
commence
at
let's
go
740.
Thank
you.
