13th.
It
is
about
seven
twenty
eight.
There
is
a
quorum
tonight
and
we
have
a
few
items
on
our
agenda.
Alderman
Wilson,
who's,
normally
chair
is
on
vacation,
so
I'm
filling
in
for
him.
The
first
thing
I
want
to
say,
is:
there's
a

there

people

tonight
who
are
wanting
to
do
citizen
comment
for
on
the
dog
beach
issue,
and
that
will
happen
at
citizen
comment
at
council.

signed

for
PD,

those

we're
going

we're

going

have

one
of
those
items

Another
thing
is
somebody
I
forget
who
asked
how
long
the
licensing
process
takes,
and
it
was
said-
maybe
three
or
four
months,
and
they
seemed
kind
of
long
and
I
can
tell
you,
from
my
personal
opinion,
personal
experience
that
it
does
take
over
three
months.
At
times
for
us,
we
applied
in
January,
ninth
and
we
didn't
come
before
pnd
until
April
23rd,
which
is
15
weeks
and
the
biggest
holdup.

There
was
property
inspector
scheduling,
a
property
inspector,
and
it
wasn't
that
we
weren't
available
it's
that
a
property
inspector
was
not
available
and
it's
my
understanding
that,
right
now
the
Health
Department
is
short
by
one
property
inspector
they're
supposed
before.
According
to
the
last
rent,
Evanston
media
I
went
to
and
I
got
a
map
that
shows
the
quadrants
there's
only
three
and
the
whole
northeast
side
of
Evanston
has
no
property
inspector
for
the
health
department
unless
something's
changed
so
that
puts
you
know
they
got
to
pick
up
the
slack.

Alderman
Wilson
said
that
he
thought
Airbnb
should
be
responsible
for
identifying
those
or
notifying
people.
I
agree
with
them
a
hundred
percent,
but
Airbnb
does
not,
and
they
will
not
do
it
unless
they're
served
with
a
subpoena
on
a
specific,
case-by-case
basis.
So
you're
left
with
joy.
No
liner
is
left
with
like
trying
to
play
detective,
trying
to
figure
out
how
tall
these
people,
who
would
the
air
and.

think
that's
about

Mostly,
it
was
just
the
property
inspector
thing
and
I
just
want
to
end
with
saying
back
in
January
Airbnb
estimated,
the
eighth,
the
city
would
receive
eighty
to
ninety
thousand
dollars
in
taxes
for
the
year,
based
on
their
records
and
at
the
last
meeting
council
meeting
I
believe
the
budget
director
of
finance
directors
stated
that
we
currently
received
about
two
hundred
thousand
already,
which
is
kind
of
interesting.

for
six
months.

vacation
rental
license
for
2130
Wesley,
the
vacation
rental
meets
all
of
the
standards
and
procedures
for
the
license
approval
it's

tenant-based
rental
assistance,
renewal,
funding,
the
housing
and
homelessness,
Commission
and
staff
recommend
approval
of
a
funding
renewal
of
$300,000
in
home
funds
to
continue
the
current
tenant
based
rental
assistance
program
administered
by
connections
for
the
homeless.
The
fund
will
provide
stable
housing
for
two
years
up
to
ten
for
two
to
up
to
ten
at
risk.
A
Evanston
families
with
children
under
the
age
of
18
in
Evanston
that
are
underemployed
and
break
the
cycle
of
poverty
and
instability
by
developing
the
capacity
to
earn
a
living
wage,
to
support
their
families
and
afford
market
rate
rental
housing.
The
increase
in
funding
from
250,000
to
300,000
is
due
to
the
increasing
cost
of
rent
in
Evanston.
Funding
is
from
the
home
investment
partnerships
program.
Currently,
the
city
has
a
total
of
four
hundred.
Seventy
four
thousand
two
hundred
seventy
five
dollars
and
33
cents
in
available
uncommitted,
home
funds.

I
have
a
short
speech.
Ok,
the
Payne
family
stands
before
the
Planning
and
Development
Committee
as
and
Evans
den
landlord,
who
has
provided
affordable
housing
in
Evanston
for
almost
50
years.
We
have
worked
with
connections
for
the
homeless
successfully
for
10
on
July
30th
City
Council
requested
the
executive
director
of
connections
to
resolve
the
matter
between
connections
and
the
Paden
family.

Instead
of
instead
of
this
bog
doing
the
right
thing
and
addressing
the
matter,
she
thought
she
would
ignore
the
directive
and
wait
us
out
instead
of
doing
her
own
presentation,
she's
using
Sarah
flax,
who
is
not
part
of
connections.
Why
is
a
city
of
Evanston
employee,
promoting
a
recipient
of
city
funds?
Isn't
that
a
conflict
of
interest,
some
connections,
clients,
don't
even
know
who
the
executive
director
and
director
of
housing
are.
So
how
can
they
speak
accurately
about
the
details
of
the
program
when
they
are
rarely
involved?

One
of
their
success
stories
spoke
before
City
Council
a
few
months
ago
and
confessed
that
she
graduated
the
teper
program.
She
became
homeless
again
connection
hires.
Her
is
that
how
they
boost
their
graduation
success
statistics.
There
have
been
two
recent
homeless
families,
one
a
connections
graduate
and
the
other
still
on
the
connections.
Program,
landlords
are
not
taking
the
program
and
connections.
Management
is
demolishing
its
reputation.
If
connections
management
was
properly
handling
its
business,
the
matter
will,
with
the
Payton
family
would
have
been
addressed.
Instead.
Connections
management
is
hiding
behind
others
and
playing
games
using
distraction.

were
was
pretty
much
there
for
me
and
my
time
of
need
because
I
could
not
pay.
My
rent
I
had
two
children
connections
basically
found
an
apartment
for
me,
like
literally
I,
really
did
not
know
what
I
would
do
in
that
moment
with,
without
them
being
there
Paden
properties.
On
top
of
that,
I
moved
into
one
of
their
apartments.
I
The
fire
situations
that
I
was
in
my
my
credit
score
and
history
didn't
look
so
good,
so
other
landlords
did
not
want
to
accept
the
program.
Thank
God
for
Payton
properties
that
they,
you
know.
Let
me
in
and
all
that
is
you
know,
went
well
but
I,
just
you
know,
kind
of
want
to
be
in
the
middle
to
somehow
hopefully
speak
to
you
guys,
you
alderman
and
somehow
you
know
make
these
two.
You
know
work
it
out.

Somehow
so
I
don't
know
if
it
means,
like
you
guys
paying
Payton
properties,
or
you
know
whatever
that
debt
is
but
connections
and
Payton
properties
are
very,
very,
very
important
to
the
Edison
community.
Very
important
to
low-income
families
are
very
important
to
me,
I'm
very
important
to
my
channel,
who
are
starting
school
at
the
end
of
August.
So
both
of
these
are
entities
both
of
these
programs.
You
know
I
hope
they
can
work
things
out.
That's
why
I'm
here
in
the
middle
so-
and
hopefully
you
guys
can-
you
know-
exist
in
helping
them
with
that.

Kamon
is

last
tenant
for
the
connections
of
the
homeless
program,
two
of
the
tenants
that
just
moved
out
became
homeless
and
the
connections
put
them
in
a
hotel
because
they
left
our
property
and
I
cannot
continue
to
take
connections
if
they
owe
us
money
and
kamon.
Is
our
last
person
and
she's
asking
you
and
we're
asking
you
to
resolve
this
matter
and
have
connections,
pay
their
debt,
and
then
we
can
all
be
happy.

accept
more
connection
families
on
the
program.

you
all
make
affordable
housing
plans.
The
most
important
thing
that
you
forget
is
the
landlord.
If
you
have
ten
million
dollars
for
the
affordable
housing
fund,
if
you
don't
have

landlord
to
house
the
families,
then
it's
null
and
void.

we
are
colleagues

connections
and
I'm
here
to
speak
on
their
behalf
on
what
they
do
in
the
community
and
how
we
have
been
one
of
the
people
work
with
them.
Quite
often,
housing
people
with
chronic
mental
illness
and
chronic
homelessness.

Every
time
I've
worked
with
them.
In
any
context,
we've
been
able
to
have
a
lot
of
very
good
working
relationship.
We're
currently
working
on
like
three
different
things
at
the
moment
between
the
two
agencies
and
the
interactions
that
we
have
are
always
good
and
then
the
help
they
do
for
the
community
I
know
was
huge
and
I
know
that
there's
people
that
I
know
personally
that
their
lives
have
been
changed
by
connections,
so
I
just
wanted
to
make
sure
that
someone
came
and
spoke
on
their
behalf.

rest

the

Likewise
a
council
anyway,
hello,
there's
a
lot
of
things
that
are
going
to
be
discussed
that
are
interrelated
in
innocence
and
so
taking
everyone's
ideas
and
looking
at
the
broader
scheme
of
things
is
a
good
exercise,
because
I
think
you'll
get
ideas
to
solve
some
specific
problems.
That
way,
that's
how
I
usually
approach
things,
and
they
sometimes
work
maybe
more
times
than
not
in
terms
of
the
rent
being
increase,
that's
something
that
when
somebody
stays
in
a
house,
they
don't
face
that
and
they
don't
face.

If
they
stay
in
their
house,
they
hopefully
will
eventually
recover
from
the
economy
with
increase
in
equity
and
which
is
what
I'm
trying
to
do
in
others
and
alderman
druh
Simmons
mentioned
about
single-family
homes
and
those
those
are
sources
of
income.
If
you
talk
about
people
who
can
stay
in
a
place,
that's
far
less
than
what
some
of
the
rentals
are
for
apartments
and
in
terms
of
families.
If
people
people
have
basements
and
they
can
do
that-
are
rehabbed,
they
can
do
that.

So
one
of
the
things
in
the
before
double
housing
plan
talks
about
flipping
and
like
take
distressed
properties
or
whatever.
Well,
some
of
these
properties
are
due
to
mortgages
that
have
failed
or
on
or
on
the
Brinks,
and
if
you
help
people
through
that,
you
won't
have
to
regret
having
a
citizen
leave
who's
been
there
for
awhile
who
wants
to
stay,
which
we're
saying
people
are
leaving
who
want
to
stay
and
what
you
do.

People
can
sell
to
these
developers
and
what
I
don't
want
to
see
again
ever
ever
ever

is

any
development
claim
that
they
can
and
will
charge
above
rate
rentals,
which
is
what
they've
done
publicly
at
City
Council
meeting

I
objected
to
then
and
I
object
to
now

object
to
any
kind
of
planning
with
regard
to
future
affordable
housing.

family

figure

situation

say
really
quickly.

passion
lies
in
helping
people
I'm
individual,
who
actually
was
touched
by
homelessness
years
ago,
as
a
young
man
in
college
homeless,
on
the
train.

people
don't
understand
what
it
means
to
be
homeless
and
they
think
that
it's
something
that's
far
away
far-reaching
but
informant.
Unfortunately,
as
we've
heard
tonight,
it
can
help
into
anyone.
So
I
joined
connections
for
the
homeless
three
years
ago
and
I
would
speak
on
behalf
of
Betty
and
the
whole
team
on
what
they're
doing
and
trying
to
do.
There
are
a
lot
of
organizations
out
there
that
I've
experienced
personally
that
are
not
real
I,
don't
know
all
the
history
from
the
past.

know
about
what's
happening
right
now
and
since
I've
been
around,
the
organization
has
been
about
helping
individuals,
whether
that's
the

beds
that
are
directly
attached
to
this
funding
or
the
thousands
of
individuals.

helped

to
be
helped.

funding

financial
viability
of
the

support

been
hearing
for
the
home
Tibor
program.

continuing.

continued
to
be
impressed
with
some
of
the
creative
ways
that
Evanston
has
been
addressing
the
housing
issue
and

Think
this
home
tuber
program
is
one
of
the
most
impactful
things
that
the
city
is
doing
so
I
hope
that
you
will
support
it.

also
wanted
to
just
let
you

know
how
encouraged
both
connections
and
joining
forces
have
been
by

progress
reported
on
July
30th
at
the
special
council
meeting
on
affordable
housing.
We're
particularly
excited
about
the
action
on

steps
that
we
think
are
actually
going
to
result
in
some
new
units,
primarily
the
progress
with
the
inclusionary
housing
ordinance
and
the
commitment
to
do
an
affordable
housing
plan.

resourceful
staff

on
this
problem,

having

foresight
and

Hirsch
management
we
own

operate
120
units
in
Evanston,
19
of
them
are
working
with
connections
with
the
homeless.
Also
section,
8

connection
with

homeless
does
a
great
service
for
people
to
get
a
second
chance
to
get
on
their
feet.
I've
seen
people
come
off
the
street
and
they're
still
renting
from
me.

business
every
week,

turning

people
and
sending
them
to
Northfield
or
Deerfield

Kenilworth,

finally
it
just
got
tired

really

want

part
of
Evanston
for
a
very
long
