A
A
Our
first
item
of
business
is
approval
of
the
minutes
of
our
committee
meeting
on
march
14
2022.
B
A
Okay,
all
in
favor
of
approving
the
minutes,
please
say:
aye
aye
opposed
no
okay,.
E
E
As
far
as
the
discussion,
I
believe
it's
very
important
to
gather
more
information
and
hear
testimonies
for
landlords,
because
this,
the
three
unrelated
and
the
licensing
is
very
important
and
landlords
should
be
able
to
continue
to
make
testimony
and
our
evidence
to
support
our
view.
E
I'm
against
the
licensing
and
I
support
to
continue
the
three
unrelated,
but
I
think
that
we
need
to
continue
the
discussion
and
the
subcommittee
and
continue
to
bring
more
landlords
to
the
meetings
and
weigh
in
because
anyone
that
does
not
own
or
operate
rental
property
does
not
understand
the
ramifications
of
ordinances
passed
by
the
city
council
unless
they're
in
the
situation.
E
A
I
don't
believe
if
she
shows
up.
Let
me
know
okay,
so
then,
let's
move
on
to
our
first
order
of
business,
which
is
p1,
and
it
is
referring
to
ordinance
83-0-1
text,
which
has
been
referred
to
the
planning
and
development
subcommittee
council
member
kelly.
Would
you
like
to
introduce
this
topic.
F
Thank
you
yes,
so
we're
asking
for
an
extension
to
this
so
that
we
can
continue.
It's
really
been
such
incredibly
valuable
work
to
really
look
at
to
look
at
housing
and
rental
and
we're
we're
really
diving
deep
into
a
lot
of
issues.
Right
now,
we've
been,
we
started
off
on
looking
at
registration
versus
licensing
and
we're
coming
close
to
the
end
of
that
discussion.
F
It's
involved
require
you
know,
requesting
a
lot
of
data
that
we
don't
have
so
we're
still
waiting
we're
hoping
to
get
more
of
that
at
our
next
meeting
this
week.
So
this
is
really
important
work
and
I
think
it
has
been
very
meaningful
the
residents
as
well
as
for
us,
I
think,
we've
all
learned
a
great
deal
so
so
I
hope
so
I'd
like
us
to
go.
A
Great
and
apparently
we
can
make
we
can
make
a
motion
to
refer
the
item
back
to
the
planning
and
development
subcommittee
and
basically
ask
the
subcommittee
to
come
back
to
us
when
you're
finished
doing
your
work
as
opposed
to
needing
to
you
know,
do
it
every
120
days
so
I'll
pass
this
piece
of
paper
down
to
you.
F
F
A
So
it's
been
moved
and
seconded
that
we
send
this
issue
back
to
the
subcommittee
all
in
favor.
Please
say:
aye
opposed
no
all
right.
So
thank
you
very
much
and
we
will
await
further
information.
G
Yes,
thank
you
for
giving
me
the
opportunity
I'm
been
working
with
several
people.
Other
business
owners-
forgive
me
my
name
is
joe
flang
and
I've
been
in
town
for
about
40
years,
starting
being
a
freshman
at
northwestern,
my
wife
and
I
have
raised
our
children
here.
G
I've
run
a
business
here
for
the
last
15
years
and
love
love,
love
the
city
incredibly,
and
I've
been
working
on
the
idea
of
economic
development,
particularly
in
our
in
our
downtown
and
in
our
other
business
districts,
and
I
wanted
to
really
take
the
opportunity
to
tell
you
how
important
I
think
two
projects
are
that
I
think
you're
voting
on
tonight.
One
is
the
the
aux
project,
which
is
a
project
to
launch.
A
G
Happy
we're
happy
to
hear
you
right
now
if
you'd
like.
That
would
be
great
if
that,
if
that's
okay,.
G
Good
well,
thank
you
for
the
opportunity
you
know
to
me.
I
think
it's
a
really
important
project
for
the
town
that
really
moved
the
ball
forward
on
reparations
around
the
country
around
the
world,
to
take
another
great,
bold
step
to
help
support
our
black
and
brown
entrepreneurs
there
are.
There
are
incubators
and
and
places
like
this
around
the
country,
I'm
not
aware
of
any
that
are
there
supporting
minority
businesses,
and
I
think
it
would
be
a
great
step
for
our
great
city.
These
small
businesses
need
help.
G
They
need
support,
there's
a
great
amount
of
support
in
this
town
to
northwestern
to
other
business
people
that
that
are
in
there.
I
hope
the
council
can
support
this.
This
initiative,
this
important
initiative
for
our
minority
community
and
I
think
it
would
be
great
great
again,
alignment
with
the
progressive
community
that
we
are.
The
other
is
north
light
to
me.
I
think
this
is
another.
You
know,
as
everyone
knows,
north
light
theater
has
been,
it's
got
evidence
to
roots
we
have
been.
G
They
would
like
to
come
back
to
the
city
and
come
back
come
back
to
me.
This
is
a
a
real
investment
in
the
downtown
of
our
in
our
downtown,
where
we
can
help
not
only
the
arts
which
we
all
know,
but
this
is
really
I'm
I'm
advocating
it
for
as
to
launch
and
relaunch
our
downtown
with
with
increased
volume
and
coffee
shops
and
restaurants
and
bars
and
and
taxes
that
we'll
do.
G
I
look
at
this
important
project,
not
in
the
arpa
funds
that
we're
hoping
to
support
not
as
a
as
a
loan
or
money.
That's
gone,
but
it's
an
investment.
That's
going
to
continue
to
come
back
and
and
fuel
the
downtown
evanston
fuel
our
tax
base
and
and
really
help
re
reinvigorate
the
downtown
that
is
is
missing
and
it's
so
much
a
part
of
what
we
loved
and
why
so
many
of
us
are
here
in
evanston.
Thank
you
for
the
opportunity,
and
I
appreciate
you
taking
the
time
to
hear
me
out.
A
Great,
thank
you
very
much
and
I
believe
carla
sutton
is
on
the
line
to
give
public
comment.
H
H
There
you
go
okay,
thank
you,
councilwoman
avail.
Yes,
I
want
to
first
agree
with
I'll
be
short
with
tina
payton
that
you
and
I
thank
you
for
continuing
the
meetings
of
the
subcommittee,
for
we
can
get
more
information
about
licensing.
As
I
said,
as
of
all
the
meetings
that
I
have
attended,
there
has
been
no
evidence
that
presented
that
will
eliminate
the
problems
that
we're
having
in
everson
with
landlords
by
implementing
licensing.
H
H
The
one
on
maple
street
disappear,
I'm
just
not
in
favor
of
of
investing
at
this
time
in
in
that
kind
of
forum,
but,
like
I
said
I'll
address
these
concerns
also
at
the
city
council
meeting.
Thank
you
all
for
letting
me
give
my
comments.
I
appreciate
it.
A
I'm
online,
I
don't
need
to
speak,
though.
Thank
you,
okay,
great
thanks.
So
now,
let's
move
on
to
item
p2.
Would
someone
like
to
introduce
that
item
with
a
motion.
I
A
Well,
I'll
jump
in
then
and
suggest
that
I
would
I'd
like
us
to
consider
reintroducing
the
condition
that
the
dapper
committee
placed
on
this
property,
which
was
that
that
no
curb
cuts
be
added
to
washington
street
for
either
lot
and
the
reason
I
suggest
that
is
because
we
really
do
have
a
pretty
strong
practice
in
the
community
of
not
introducing
new,
curb
cuts
in
order
to
preserve
the
pedestrian
passageway
along
the
sidewalk
and-
and
it
seems
to
me
that
if,
if
there
were
a
curb
cut,
it
would
bring
likely
a
driveway
and
more
impermeable
surface
onto
the
property.
A
So
I'd
like
us
to
discuss
this
councilmember.
B
When,
yes,
I'm
just
I'm
looking
at
the
platys
survey
right
now,
and
this,
this
property
has
alley
access,
correct.
A
B
Interior,
okay!
Yes,
I
see
that
and
I
I
think
that
that
that
should
be
sufficient,
and
I
agree
with
you
completely,
especially
on
a
corner
not
to
have
any
additional
curb
cuts,
and
this
is
1224.
Washington
is
a
it's
a
pedestrian
neighborhood,
very
a
lot
of
pedestrian
activity
there,
and
so
I
would
agree
with
you,
especially
because
they
do
have
access,
and
I
I
think
that
was
a
good
suggestion
on
the
part
of
dapper.
A
I
see
that
mr
tullio
is
the
the
property
owner
is
available,
because
I
my
understanding
is
that
the
initial
proposal
for
the
subdivision
did
not.
It
did
not
include
asking
for
a
curb
cut
on
washington.
Would
you
like
to
comment
on
this.
J
J
So
two
cars
really
can't
fit
in
this
existing
ease.
But
it's
just
not
gonna,
I
mean
there's
it's
16
16
and
a
half
feet.
Two
cars
can
fit
there,
but
you
couldn't
open
the
doors.
You
know
what
I'm
saying
so,
there's
not
going
to
be
any
asphalt
for
this
second
home's
driveway.
J
So
the
the
zoning
board
suggested
there'd
be
a
curb
cut
on
washington
just
to
have
enough
of
a
driveway
to
fit
the
car.
It
wouldn't
go
all
the
way
back
and
that's
what
they
were
going
to
recommend.
J
No,
I
mean
there,
couldn't
you
know
they
would
be
driving
on
grass
because
they
don't
want
asphalt.
They
don't
want
that
easement
asphalt
right
now.
It's
just
you
know
it's!
It's
big
enough
for
probably
two
cars
to
park,
one
one
one
behind
the
other,
but
then
that
would
cause
a
problem
with
getting
out.
You
know.
B
A
Could
be
permeable,
pavers
right
and,
and
it
seemed
it
seemed
also
from
the
discussion
that
actually
that
the
the
driveway
should
be
paved
anyway.
You
know
it's
non-conforming
to
have
it
not
paved.
J
Yes,
right
now
it's
stones-
and
you
know
my
my
my
statement
to
them.
Was
it's
more
it's
a
better
surface
because
water
can
drain
under
the
stones
or
an
asphalt
it
couldn't.
J
Version
would
be
good
yeah
and
they
were
more
concerned
about
that.
I
have
a
patio
which
that
I've
agreed
to
take
out
right,
so
there
was
more
drainage
there,
so
I
don't
know
why
they
would
want
to
put
asphalt
across
the
whole
back
of
the
yard,
because
that's
just
going
to
create
more
of
a
problem
right.
J
I
A
Okay,
so
we
now
have
an
amended
motion
before
us
and
I
think
we
could
do
a
voice
vote
on
that
to
approve
this
so
basically
approving
the
subdivision,
so
it'll
become
the
two
lots,
but
adding
the
condition
that
there
be
no
curb
cuts
from
washington
street
all
in
favor.
A
And
we
have
one
more
item
on
our
agenda,
which
is
p3
for
the
salvation
army,
with
someone
councilmember.
C
I
B
Okay,
yes,
I
had
a
number
of
questions
about
this.
B
I
have
the
salvation
army
is
in
the
third
ward,
and
I
appreciate
all
of
the
excellent
work
that
you
do.
I
will
say
salvation.
Army's
prior
store
in
evanston
was
also
in
the
third
ward
at
on
kedzie
street,
and
we
had
significant
problems
over
the
years
with
the
not
with
the
operation
in
the
store
when
the
store
was
open,
but
with
people
arriving
at
the
store.
After
the
store
was
closed
and,
of
course
they
are
getting
ready
to
move.
They
arrive,
they're
disappointed,
oh
no,
I'm
not
bringing
all
this
stuff
back
home.
B
A
weekly
essentially
open,
fremont
flea
market
on
the
sidewalk
on
kensey,
so
I'd
like
to
know,
and
it
took
that
problem
was
never
effectively
resolved.
I
mean
at
that
site
because
it
wasn't
big
enough
to
take
in
all
of
the
things
that
people
dropped
off
and
also
that
it
wasn't
opera.
It
wasn't
open
enough.
So
I
want
to
know
how
are
you
going
to
address
that
problem
of
people
arriving
when
the
when
you
are
not
open
and
they
just
leave
the
stuff?
B
K
If
I
may,
first
I'd
like
to
introduce
myself,
I'm
an
attorney
in
chicago
with
the
law
firm
of
erenberg
golden
present
with
me
is
major
kendall
matthews,
who
is
in
charge
of
all
the
resale
stores
in
the
chicagoland
and
northern
indiana
area
prior
to
tonight's
meeting.
This
particular
issue,
as
well
as
other
issues,
have
been
discussed
at
length
and
where
there
was
a
proposal
brought
before
the
previous
committees,
which
they
then
thought
would
resolve
the
exact
questions.
You're
asking.
K
So,
first
of
all
the
operation,
let's
explain
the
difference
in.
I
think
what
you've
and
I
was
there-
I've
been
representing
salvation
army
for
a
long
period
of
time,
so
I
was
well
aware
of
those
issues
as
they
arose.
I
was
aware
of
the
issues
I
believe
the
city
asked
that
the
they
wanted
to
redevelop
the
land
and
ask
the
salvation
army,
please
give
give
it
to
the
city
or
or-
and
that
was
done.
K
The
salvation
army
has
not
been
present
since,
as
you
well
know,
goodwill
is
here
they
have
a
somewhat
similar
operation
yeah.
They
do
that
that
is
currently
going
on.
So
the
salvation
army
has
suggested
by
planning
in
evanston
has
suggested
first,
a
pattern,
a
traffic
pattern
to
address
part
of
what
you
you've
indicated.
K
The
difference
in
this
particular
location,
which
is
a
current
gordon
food
store,
which
is,
as
of
I
think
this
week,
gonna
lock
their
doors
is
significantly
different
in
that
it
affords
a
traffic
pattern
to
resolve
those
issues.
During
the
time
it's
open,
as
well
as
the
salvation
army,
has
some
some
methods
to
address
those
issues
when
it's
not
open
the
traffic
pattern.
K
Coming
off
of
the
oakland
is
a
stoplight
it
will
allow,
and
the
city
has
recommended
that
this
salvation
army
move
one
of
the
current
handicapped
spaces
around
to
the
other
side,
which
will
allow
the
flow
of
cars,
some
very
smooth
flow,
with
a
traffic
pattern
to
come
in
and
out
that
does
not
address
the
question
you've
asked.
I
understand
that
the
salvation
army
has
committed
to
having
a
person
at
that
location
one
hour
before
the
store
opens
one
hour
after
it
closes,
as
well
as
to
staff
it
on
sundays.
When
they're
closed
when
they're,
when.
B
K
Day,
yes
and
that's
and
that's
why
the
salvation
army
is
aware
of
that,
and
we
again
it
was
discussed
at
length,
but
they
are
committed
to
having
that
staffed
on
sunday
so
that
this
again,
hopefully
would
never
occur.
They
additionally
have
committed
to
having
security
cameras
on
off
hours
and
we'll
cooperate
completely
with
the
evanston
police
department
in
enforcing
whatever
ordinances
or
laws
are
on
the
books.
In
events,
then,
if
this
is
to
be
abused,
I
assume
that
generally,
the
abusers
are
the
same
people.
B
K
K
Old
older
one
yeah
again,
you
know
so
that
is
to
discourage
those
regular
abusers
by
having
a
security
camera
which
clearly,
I
think,
will
discourage
it.
There
also
will
be
motion
lights
at
night,
very
bright
ones,
very
helpful
and
I
think,
most
importantly,
to
put
up
a
sign
that
would
read
something
like
you
know,
respect
your
neighborhood,
yeah
yeah
would
hopefully
address
it.
K
Equally
importantly,
is
the
salvation
army
has
come
stated
that
they
will
work
with
the
city
to
review
those
things
on
a
regular
basis.
This
is
not
a
stagnant
situation,
it
may
change.
The
needs
may
be
different,
and
so
the
salvation
army's
committed
to
you
know
to
meet
with
them
regularly
to
discuss
that.
B
And
I
you
know,
I
appreciate
all
of
those
things
and
I'm
very
glad
to
hear
them,
and
you
know
once
again
it
was
not.
It
wasn't
a
problem
caused
by
the
salvation
army
and
but
but
then
you
all
actually
had
the
cleanup
afterwards
as
well.
So
I
I
think,
those
with
those
measures
in
place,
especially
with
the
security
cameras
and
you're
right.
It's
all
it's.
It's
repeat
visitors
and-
and
I
I'm
hopeful
that,
then,
that
the
problem
won't
present
itself
again
and.
B
D
B
K
B
No,
and-
and
I
also
I
really
appreciate
the
the
the
purpose
of
I
mean,
especially
now
when
people
are
really
much
more
conscious
of
the
idea
of
reuse
and
I'll
say
thrifting
and
the
value
of
goods
that
that
don't
end
up
in
the
landfill.
So
I
you
know,
I
I
appreciate
the
what
the
salvation
army
has
has
been
able
to
do
with
the
proceeds
of
their
store
as
well.
I
mean
that
store
in
kedzie
was
very
successful.
Northwestern
students
were
were
in
and
out
the
door
constantly.
B
So
I
I
think
that,
with
those
measures
in
place,
I'm
satisfied.
A
K
I
I
just
want
to
note
this
is
an
eighth
ward
project,
and
so
we
had
major
matthews
on
our
eighth
ward
meeting
a
month
or
two
ago
and
eighth
waters
they're,
seemingly
behind
it
and
supportive.
I
I
I'm
supportive
of
the
project
for
the
particularly
for
the
reasons
that
you
just
name
there,
which
are
the
environmental
you
know,
creates
a
circular
economy
and
allows
for
things
that
would
traditionally
end
up
in
a
landfill
to
be
reused.
And
so
I'm
fully
in
support
of
this
project.
A
Well,
I
I
echo
my
colleagues
comments
about
your
mission
and
the
service
that
that
will
provide
to
our
community
and
I
I
am
heartened
also
by
the
steps
that
you're
taking
to
make
sure
it's
a
smooth
operation.
I
assume,
if
in
three
I
noticed
that
one
of
the
conditions
is
that
there'll
be
a
sort
of
a
a
review
at
the
end
of
12
months
to
see
how
it's
going,
but
I
assume
you'd
be
open
to
a
review
sooner
than
that,
if
it
needed
to
happen.
K
A
Right,
okay,
so
I
think
we're
ready
to
vote
so
all
in
favor
of
the
it's
a
special
use
permit.
A
Thank
you
so
much
all
right
and
I
believe
that
that
is
our
it
for
our
agenda.
So
I
declare
our
meeting
adjourned.
